ШКОЛА КРЕАТИВНЫХ ИНДУСТРИЙ В РЕГИОНАЛЬНОЙ ЭКОНОМИКЕ ТОМСКОЙ ОБЛАСТИ

The development of creative industries in modern conditions is a factor in revitalizing re-gional economies around the world. In Russia, the creation of Creative Industries Schools based on educational institutions subordinated to regional departments and Ministries of Culture has become an important tool for the development of creative industries. These schools not only train personnel for the formation of human potential in creative industries, but also act as an important tool for economic and spatial development of the region. In this article, on the basis of collected and sys-tematized data on commercial activity of creative industries enterprises in Tomsk region by cities, as well as analysis of the experience of creating one of the schools in Tomsk, we develop models of "translucent box", reflecting the impact of the School of Creative Industries as a whole, as well as its individual projects - "Sibirskaya Ne_provincia" and "Creative landing" - on the economy of the region. The results of the study show that from the position of the development of the economic space of creative industries in the region the center, the city of the "second echelon" and other cities are distinguished. Creative industries are created mainly in the form of individual enterprises, the key types of creative industries, which create new business production of software and computer games, film industry, fashion, design, jewelry, as well as education. The projects of the School of Creative Industries have a positive impact on the spatial development of the region through the realization of creative and social projects. This article will be useful for representatives of the creative industries community, including project offices, Creative Industries Schools, educational organizations, city, and regional administrations, as well as creative clusters to develop a system of cooperation and collab-oration. The results will be presented at the St. Petersburg International Economic Forum 2023 and at the Festival-Forum "Russian Creative Week 2023".

Порівняльний аналіз автобусів та електробуса за показником транспортної результативності технологічних впливів машинних процедур

The article presents the methodology of analysis of transport efficiency of machine-technological procedures for buses and electric buses on urban routes, which is aimed at scientific and methodological support of technologically intensive and environmental projects of urban bus transportation taking into account the concept of technologically sustainable development in the field of passenger transportation. The model of operational behaviour of bus and electric bus as resource-technical and technological means of production (ARTOV) in natural processes of passenger transportation is considered. The principle of operational intensification of these processes on the basis of criterion of transport efficiency of machine-technological procedures for buses and electric buses on urban routes, analyzed on the basis of operational and simulation modeling, is introduced in the methodology. The quantitative regularities of influence of different factors (technical, traffic, transport) on the values of transport return indicator TV (efficiency) of machine-technological procedures of buses and electric buses have been obtained. The object of the study is the process of production and technological functioning of buses and electric buses on urban routes. The purpose of the research is to obtain quantitative regularities of impact of various factors (technical, traffic, transport) on the value of the output TW (efficiency) of techno-machine procedures of buses and electric buses. Research method - operational-simulative analysis of production and technological functioning of buses and electric buses on urban routes, taking into account the principles of improvement of operational and technological intensity and environmental friendliness of passenger traffic when using buses and electric buses. The results of the article can be used by technologically competent managers of motor transport for realization of strategies of complex increase of operational and technological intensity and ecological compatibility of passenger transportation using the above-mentioned transport means. Forecast assumptions of the research object development - realization of strategies and projects of conceptually and technologically sustainable development of technical resources (buses and electric buses) and processes of passenger road transportations in passenger road transport enterprises.

Foreign economic relations of Russia with Mongolia in the light of the concept of sustainable development

The article analyzes the peculiarities of Russia's foreign economic relations with Mongolia. Foreign economic relations between Russia and Mongolia are evaluated from the point of view of compliance with the provisions of the concept of sustainable development. The dynamics of Russia's foreign trade with Mongolia is traced, its place among Russian foreign trade partners is revealed. The commodity structure of mutual trade is analyzed, its raw material nature and significant impact on environmental pollution are noted. The regional geography of the Russian-Mongolian commodity exchange is considered. High concentration of Russia's foreign trade with Mongolia in certain territories is revealed. Prospects for the development of Russia's foreign economic relations with Mongolia are connected with the change of the Russian foreign economic policy, the increase in the export of products of some industries and the realization of joint investment projects that comply with ESG principles. It is concluded that Russia will not be able to take the place of China as the main foreign trade counterpart of Mongolia in the near future. The results of the study confirm the thesis that an effective foreign economic policy is necessary for the countries' foreign economic relations to become a factor contributing to the sustainable development of mankind.

„A GALAKSIJA OKOLO SIJA“ – MAGNUM OPUS VLADANA RADOVANOVIĆA

The artwork And the Galaxy Shines Around, after many years of preparations, numerous technical obstacles, and the search for funds necessary for the realization of this monumental project, was finally installed and premiered to the audience in the period from August 31 to September 12, 2021, in Hall 4 of the Belgrade Fair. It is a massive, extremely complex, and layered creation that belongs to the sphere of art synthesis, an authentic concept that Vladan Radovanović has been working on since 1957, and which implies, in the most general terms, the bringing together of different “multisensory media”. Radovanović’s continuous and dedicated artistic research towards art synthesis gets its most complex realization precisely in this achievement, which we can understand as the pinnacle of his creativity and his magnum opus. Following the concept of art synthesis, this project was designed and realized, according to the author, as “a kind of installation with visitors as performers” that includes elements of architecture, sculpture, image, light, tactility, text, music, and movement. At the center of this paper is the presentation and analytical reading of the work And the Galaxy Shines Around, first of all from the perspective of the author’s poetics/autopoetics (which includes both the observation of the process of creation itself, technical features, as well as the consideration of all aspects of media threads involved, from material to meaning), and theoretical problematization of the basic ideas underlying it.

"Smart city" as a resource vector for territorial sustainable development

Sustainable development of the subjects of the Russian Federation, increase of investment attractiveness of the regions is conditioned by necessity of formation of modern infrastructure, innovative transformations in economy and also realization of effective investment projects and their information-communication promotion. The article highlights the issues of sustainable development of territories of the Russian Federation and provides examples of successful communication practices in the field of creating a comfortable urban environment. Therefore, the article considers the basic concepts of the Smart City project. Separate attention is paid to the integrated territory development standard, the emphasis is placed on innovative strategies and technologies in the management of sustainable development of "smart cities" territories on the example of Voronezh urban district.

From Domination to Dialogue and the Ethics of the Between: Transforming Human-Working Equine Relationships in Mountain Tourism

The welfare of working equines is born of the relationship co-created with humans and the relational practices humans bring to this work. Our understanding of this relationship remains elusive, however, for it involves attending to that which arises both within and between the equine and the human. Attempts to study such relationships have, arguably, been confounded by the liminalities of relational practices, power literacy and the limitations of language, propositional knowing and the dualistic thinking that characterises many scientific disciplines. This paper presents the theoretical framework that underpins an experiential awareness- based Action Research approach to transforming human-equine relations within the international mountain tourism industry. This approach privileges curiosity, compassion and primary or contemplative knowing and the development of self-awareness. Drawing on the work of Martin Buber on genuine dialogue and of Otto Scharmer on generative dialogue, this paper provides insights into what can arise in the between when attitudinal shifts are encouraged and facilitated that allow humans and equines to meet genuinely and be fully present to each other. This ultimately involves surrendering control, letting go, the dissolution of subject-object awareness and access to non-dualistic ways of knowing. An awareness of the importance of such shifts and of the source from which we operate is of fundamental importance to the realisation of the co-creative project that humans and equines can engage in. Failure to appreciate this distinction, arguably, leads and gives rise to relationships, whether human-to-human or human-to-horse, characterised by domination rather than partnering, absencing rather than presencing, by monologue rather than dialogue. The ethical and practical implications of this awareness are profound, with implications felt at the level of the individual, for whom the I deepens the more you pay attention, and at the level of the relationship, but also at the level of communities, whether these be constituted locally, nationally, internationally or indeed globally.

The role model for an effective team of university transformation projects

Introduction. Successful realization of the university transformation projects is impossible without understanding the optimal role model of the team of employees involved in this task. The activities of labor collectives, socio-professional groups are increasingly taking place in the logic of a team approach. There is a need to comprehend and determine the optimal role models of interaction between employees of the organization in various branches of labor activity through the lens of a team approach. The purpose of the study is to comprehend the model of the role structure of the transformation project team at Russian universities. Research methods. The empirical basis for the study are the results of 78 semi-formalized interviews with representatives of the managerial staff of 8 Russian universities, as well as a questionnaire survey of the managerial staff of two higher educational institutions (N=43) responsible for the organization and staged implementation of transformation projects. Results. The theoretical study, based on the analysis of the available scientific literature, identifies four approaches to the consideration of team roles: project-based, socio-psychological, administrativemanagerial, competence-based. Based on the results of the analysis of empirical data, the authors conclude that the roles of communicative nature are particularly prominent in the implementation of university transformation projects. The role of facilitator is always or almost always performed by 71% of the university's management staff. In addition, the roles in project teams are complex, the strongest connections are identified in the pairs "Task Controller by team members"-"Facilitator" (r=0.793), "Headhunter of experts"-"Analyst" (r=0.731); "Project team leader"-"Analyst" (r=0.689). It is also concluded that the roles are not directly related to the functional responsibilities of a team member outside the project. Conclusion. The novelty of the study is to consider the role models of transformation project teams on the example of a particular sector (institutions of higher education). The definition of roles in the team in the process of implementing university transformation projects contributes to the optimal distribution of specific functionality among participants, as well as the adoption of effective management decisions to achieve results.

Afghanistan factor in regional energy security and trade: Existing and projected challenges and opportunities

<abstract> <p>Asia, where future world economic development is predicted and most of the energy resources are buried, has not been able to utilize its energy resources efficiently and remained at the core of political tensions, conflicts, terrorism and wars for decades. Major producers and consumers of fossil energy are located in this continent, and the potential of a vast energy market is inevitable. There are several challenges and opportunities associated with the energy trade in the region. On the one hand, the rivalries and competition over energy resources and territorial ownership and control between the USA, China and Russia have been the sources of most political and security issues in the region. However, on the other hand, the fast economic growth and availability of energy resources open up numerous trade and connectivity opportunities for the region. Afghanistan is a strategic state that serves as a geographic land-based hub for South Asia, Central Asia, China and the Middle East. It is no longer considered a land-locked country, but a strategic and key land link for the whole region. Afghanistan is the most economical and inimitable terrestrial corridor for the regional energy trade and transit upon which all stakeholders agree. Stability in Afghanistan will significantly change the importance of this region and open up doors for the realization of various mega projects, businesses and cultural exchange opportunities. Energy, as a strategic commodity for all of the regional countries, especially India and China as major consumers at present and in the future, will be a mega trade and connectivity opportunity.</p> </abstract>

Foreign Aid and Political Support: How Politicians' Aid Oversight Capacity and Voter Information Condition Credit-Giving

Prominent scholarship on foreign aid argues that aid can interfere with citizens' ability to hold politicians accountable. One particular concern is that politicians receive undeserved credit for aid projects due to misattribution by voters with low information. But in some cases, politicians exert effort to ensure the success of projects and thus may deserve any credit they receive from voters. The authors show that the credit politicians receive depends both on voter information and on the capacity of politicians' offices to provide oversight. Drawing on original surveys of politicians and nongovernmental organizations (ngos) in Uganda, the authors describe circumstances in which politicians support the realization and administration of aid projects. The authors then use an experiment to show that information about foreign financing and ngo implementation of these projects reduces support for incumbent politicians only when their offices have low aid oversight capacity. The authors also provide evidence from other African countries that shows that credit-giving for aid depends on both information and state capacity. Their results suggest that voters think realistically about what politicians might have contributed to aid projects and update their assessments accordingly.

ФОРМИРОВАНИЕ СЕТИ ВЗАИМОДЕЙСТВИЯ ОБРАЗОВАТЕЛЬНЫХ ОРГАНИЗАЦИЙ ВЫСШЕГО ОБРАЗОВАНИЯ НА ТЕРРИТОРИИ СЕВЕРО-ЗАПАДНОГО МАКРОРЕГИОНА РОССИЙСКОЙ ФЕДЕРАЦИИ11

The Strategic Academic Leadership Program ‘Priority 2030’ launched in 2021 has become the largest investmentprogram in the history of Russian higher school. Its distinctive feature is the special attention to the development of network interaction among institutions of higher education by creating consortia. The main declared goal of their creation is realization of breakthrough projects ensuring the country’s scientific and technological development. In the North-Western macro-region, 14 higher education institutions of different specializations and departmental affiliation from 4 constituent entities of the Russian Federation participate in the program. Total state investment over 3 years has amounted to 10 billion rubles.The study attempts to describe the main distinctive characteristics of the network interaction system comprising institutionsof higher education located in the North-Western macro-region and operating within the framework of the consortia.Development programs of the institutions and annual reports about their realization were examined using the methods of content analysis.As a result, 397 connections of parent organizations and partner organizations were identified, types of connections amongthem (educational, scientific, industrial, and others) were proposed. It is shown that the maximum concentration of partners is observed in the ‘metropolitan regions’ of Moscow and St. Petersburg, a small concentration – in the Volga–Kama macro-region, andrather insignificant – in the rest. A noticeable role belongs to foreign organizations from countries taking unfriendly actions againstthe Russian Federation. Despite the stated ‘product nature’ of the implementation of the Program ‘Priority 2030’, most of the ties are not industrial but scientific and educational in nature. This, as well as the over-concentration of partnerships, may necessitate adjustments to the development programs. Based on the analysis (with the hierarchical agglomerative clustering method) of the geographical proximity of partners, their number, the types of connections developed, a typologization of existing university consortia is proposed. Five main and two additional types are defined.All the source data used for analysis is presented in the repository, which is an integral part of the publication.

Developer status assessment based on its aggregate capacity estimation

Investment and construction activity development entailed not only the improvement of existing systems and approaches to the assessment of the state of participants of this process, but also the emergence of new areas of analysis based on a comprehensive space-oriented structure of both the project itself and its environment. The methods of the complex estimation of the investment and construction project condition which takes into account not only the design risk and the stage of the project realisation but also the financial and economic condition of the participants of the investment and construction activity, first of all the developer. The estimation of financial and economic conditions of the developer is suggested to be carried out on the ground of aggregate potential that characterises the possibilities to achieve the objectives set before the enterprise and solve the current problems taking into account resource constraints and factors of the internal and external environment. Consideration of the aggregate potential of the enterprise as a complex multilevel system that covers all subsystems and organisational and technological processes, allows developing a comprehensive and objective assessment of the financial and economic condition of the developer that allows identifying reserves to further improve the efficiency of its activities.

Assessing the possibility of creating “smart cities” in Khabarovsk Territory and its economic consequences

Current article deals with the problem of territorial development in terms of innovative approaches associated with the integration of the “smart city|” project management systems. The analysis of the basic approaches to the formation of the “smart city” definition has been conducted; the basic tasks assigned to this system from the point of view of the applied process of administration of the basic social and economic processes proceeding in the system of municipal formation have been estimated. The analysis of the main problems of the “smart city” project implementation, typical for any territorial unit regardless of the impact of internal and external environment factors of the innovative project realization has been carried out. The possibility of implementing the “Smart City Khabarovsk” project in terms of the innovative project’s “risk map” was assessed. The analysis of the results of the project for the economy of the municipality, based on the potential specifics of the “smart city” system, its impact on the organization of economic relations, the impact on financial transactions in the Khabarovsk Territory and the city of Khabarovsk, and on the socio-economic activity of the population of the region.

Active trailer with variable base for the timber industry

For forest machines (skidders, forwarders), due to the peculiarities of work cycles and a wide range of changes in resistance to movement, a power plant with a heat engine most of the time operates in a non-optimal mode. It is proposed to overcome this disadvantage by using an active trailer link. The issues of the features of the use of active trailers as part of road trains of forest machines are considered. A trailer with a variable base was chosen as the basis, as the most popular and widespread in the forestry complex. The structure of an electromechanical transmission based on the principle of using a central electric motor and a controlled interwheel power distribution mechanism is proposed. The principles of determining the power of thermal and electric motors are considered. A method for calculating the external parameters characterizing the power distribution mechanism based on the principle of matching the radii of the kinematic and power turn is proposed, and a design scheme for turning the road train is given. The main assumptions are formulated to justify the possibility of the proposed calculated dependencies. The way of synthesis of kinematic schemes of such mechanisms, approaches to design and production are indicated. A technology for controlling such mechanisms is proposed. An example is considered, a variant of the kinematic scheme of the power distribution mechanism is given. The ways of project realization are shown.

Implementation of the financial monitoring system into the Ukrainian enterprises activity based on the sustainable economic development and green financing concept

The article provides information on the financial monitoring as a critical control points observation tool, which is implemented to prevent financial stability risks. The connection of the enterprises monitoring system with the directions of the sustainable and green economy goals is characterized. At the internal level, financial monitoring is a prerequisite for the green financing projects realization and is used to evaluate the effectiveness of their implementation. It is stated that the company’s financial monitoring system serves as the instrument of achieving the sustainable development and green economy goals through the production, financial, personnel institutions mechanism and the company’s resource efficiency. Thus, the capital growth and the improvement of enterprise’s value-oriented indicators contribute to the stakeholders benefits and attracts green financing. It should be noted that the State Financial Monitoring Service closely correlates with the national and global sustainable development strategy, it takes into account international recommendations in the combating financial crime. The legislation and financial monitoring system adaptation to risks and compliance with international standards will allow green projects transparency. The article clearly states the place of internal and state financial monitoring in green financing and emphasizes its importance in studying the investment climate for green economy.

ПОЛИТИЧЕСКАЯ НАУКА КАК ПРОЕКТ ЮНЕСКО: К 75-ЛЕТИЮ МЕЖДУНАРОДНОЙ КОНФЕРЕНЦИИ "МЕТОДЫ В ПОЛИТИЧЕСКОЙ НАУКЕ"

The article analyzes the UNESCO activities in the implementation of the research project “Methods in political science” in the first years after the end of World War II. The project realization resulted in recognizing political science as an independent discipline by the world academic community. One of the key events during the work on the project was the holding of the international conference on “Methods in political science” in September 1948 in Paris. The participants of this conference reached a fundamental agreement on the content of the scope of the emerging discipline, while noting, however, that the list of subjects does not claim to be exhaustive completeness or strict logic. As shown by the reference to archival documents copies posted on the UNESCO website,subsequently the above list underwent certain adjustments, but, nevertheless, it became the basis for further fruitful cooperation between scientists and specialists from different countries involved in the study of various aspects of social and political reality. The conference also formed a Preparatory Committee to convene and organize the work of the Founding Conference of the International Political Science Association (IPSA), which took place exactly a year later, in September 1949.

Justification of the Marketing Strategy of the Business Plan of the Enterprise

The purpose of the article is to substantiate the parameters of the marketing strategy of business planning of enterprises.
 The study reveals the relevance of the problem of developing a business plan and in particular a marketing plan for an entrepreneurial project. The process of business planning at the enterprise is considered as a set of interrelated management processes in the form of: determining the definition of the structural unit of the enterprise, assessing the external environment, assessing the internal structure of the enterprise, developing alternative solu­tions, justification and selection of optimal solutions, implementation of optimal solutions and implementation of results.
 The practical significance of the research results is that the directions of strategic goals of the entrepreneurial project of creating a new strategic unit of the enterprise are generalized. The budget of expenses for advertising at realization of the enterprise project of creation of new division on retail trade of the enterprise is developed. The distribution of the budget of marketing costs in the implementation of the business project to create a new store of the enterprise. Forecasting of sales of products and gross income during the implementation (in the first year) of the entrepreneurial project of the enterprise was carried out.
 The scientific novelty of the research results is that the economic essence, main components and stages of development of the business plan as a document are determined; the role of business planning in the entrepreneurial activity of the enterprise is revealed; identified opportunities to use the practice of business planning of business processes at the enterprise and the development of its strategic units; the most important structural components of realization of the enterprise project of the enterprise are developed.

Political Will and Economic Necessity? The Construction of High-Speed Rail Networks in Portugal and East Germany

Abstract This article aims two EU member countries (i.e. Portugal and Germany) from different regions in Europe which have, for decades, been following common strategies regarding HSR development. The authors discuss the economic profitability vs. political aims, which were related to rail modernization. The text outlines the historic background of early railway construction, important milestones for a new level of rail planning in the 1980s and 1990s in both Portugal and Germany and delays in the realization of HSR projects, their rising costs, and the opposition of the public against the new lines. The experience of the countries under scope serves as an example for other EU members who have plans to take part in the Trans-European Transport Network.

РАЗВИТИЕ СИСТЕМЫ ПРОФЕССИОНАЛЬНОГО ОБРАЗОВАНИЯ НА ЖЕЛЕЗНОДОРОЖНОМ ТРАНСПОРТЕ КРАСНОЯРСКОГО КРАЯ ВО ВТОРОЙ ПОЛОВИНЕ ХХ ВЕКА

Realization of large-scale projects for the industrial development of Siberia was impossible without appropriate transport infrastructure, as well as the training of personnel with the necessary qualifications. The distinguishing feature of this period was that the call for the need to build large industrial facilities in Siberia was answered by the people mostly of young age: Komsomol members and youth accounted for over 70% of the total number of builders. As a rule, they did not have the necessary building specialties, so the training of young workers was carried out on the station. During this period, a multi-level training system was formed on the railways in Siberia. One of the main principles of personnel policy on the road was the continuity of training. So, for the training of workers, at large depots and at junction stations, preparatory courses were created. The article discusses the features of training for the railway industry in Siberia in the second half of the twentieth century. The author comes to the conclusion that the created system of educational institutions was multi-stage, provided for different forms of education, which made it possible to provide the railway with the necessary personnel. Teachers played an important role in forming the education system, many of whom were awarded the Honorary Railway Worker and the honors students of public education symbols. The author considers the history of the development of educational institutions of the railway industry of the Krasnoyarsk Territory, provides information on the number of graduates for certain periods. The development of the material and technical base of educational institutions continued in the 1980s and 1990s, when new educational buildings were built and classrooms were equipped with new equipment.

Limitująca funkcja zasady zrównoważonego rozwoju

The concept of sustainable development, created in the second half of the twentieth century, as a response to the growing environmental crisis and inequalities between the countries of the so-called North and South, was incorporated into the Polish legal system as one of the main principles of political system and environmental protection law. Despite the primary ratio of incorporation of the sustainable development principle, which was i.a. limitation of the most environmentally harmful aspects of human activities, in the theory and practice of law, it rather serves as a justification for the realization of projects that may have a significant negative impact on the environment, despite the arguments speaking against in the field of environmental protection, and its function is marginalized. It seems that this interpretation is not correct. According to the law in force, in the time of the climate crisis, the emphasis should be put mainly on the limiting function of the sustainable development principle, and the limits in which the human activity should be realized have been set in it and can be objectively, scientifically determined. These limits are determined by maintaining natural balance and persistence of the basic natural processes necessary for the society to function in a wider time perspective. Recognition that the principle of sustainable development should predominantly limit human activity and strengthen the principles of environmental protection could contribute to preventing the worst effects of the climate crisis, by refraining from executing investments that would make it impossible to stop global warming at 1.5°C.

Penyusunan Project Planning Pembangunan Tempat Pemrosesan Akhir Kabupaten Jombang

The Jombang TPA Development Project is a project owned by the Ministry of PUPR, carried out by PT. Adhi Karya (Persero), Tbk. with a landfill capacity of 5 hectares, not only that PT. Adhi Karya (Persero), built supporting buildings such as leachate water installations, management buildings and employee buildings. In 2020 there was an outbreak of Covid-19 which resulted in a setback in the implementation of construction projects. Project planning is an alternative in planning project realization due to the COVID-19 outbreak in terms of implementation methods, quality planning, safety, health and environment, costs to be incurred, and scheduling. Based on the results of this writing, the site layout, traffic management, implementation strategy using the zoning system are obtained, with an implementation time of 446 days, the quality plan refers to occupational health and safety specifications and controls referring to OHSAS 18001: 2007, the planned implementation budget is Rp. 127,446,097,744,- including 10% VAT.
