Severity diagnosis of productivity problems—a reliability analysis

Productivity problems were identified through a structured questionnaire survey of 31 project managers working on high-rise construction projects in Indonesia. The problems were ranked according to their perceived levels of importance based on the project managers' cumulative experience in managing such projects. Frequency of occurrence for each productivity problem on respondents' current projects were also solicited. The overall severity of productivity problems was then established using the product of these importance and frequency responses. Reliability of this ‘severity’ model was analysed using Cronbach Alpha measurement. Results indicate that the eleven items studied are reliable for broader future use in diagnosing the severity of construction productivity.

Conservation and management of orang‐utans Pongo pygmaeus ssp1

The orang‐utan Pongo pygmaeus ssp is an Asian great ape which is now only found on the islands of Borneo and Sumatra. In North America in 1982 a Species Survival Plan (SSP) programme was initiated which, over the next 100 years, aims to maintain c. 91% of the original genetic diversity of the captive populations of Bornean Pongo pygmaeus pygmaeus and c. 94% of Sumatran Pongo pygmaeus abelii orang‐utans. There is some controversy over the genetic evidence of distinct subspeciation but in 1985 the SSP adopted a moratorium on the reproduction of subspecific hybrids. The SSP has encouraged various initiatives in North American zoos which house orang‐utans to provide direct support to in situ field conservation and research projects in Indonesia and Malaysia, including a fund‐raising programme at Zoo Atlanta and a Population and Habitat Viability Analysis (PHVA) in Sumatra.

Factors influencing construction time and cost overruns on high-rise projects in Indonesia

Many variables have an impact upon construction time and cost overruns in Indonesia. A questionnaire survey was undertaken of project managers working on high-rise construction projects in two Indonesian cities: Jakarta and Yogyakarta. The variables identified were ranked according to their perceived importance and frequencies of occurrence. Inflationary increases in material cost, inaccurate material estimating and project complexity are the main causes of cost overruns. The predominant causes of delay are design changes, poor labour productivity and inadequate planning. Using factor analysis techniques, delay and cost overrun variables were grouped into factors, and their relationships analysed. Although Indonesia specific, the results reflect construction management problems common to developing countries.

Harnessing the wind

Wind power is now recognized as the one renewable-energy source on the verge of being economically viable. For developing countries, in fact, the technology is already practical for bringing pollution-free electricity to areas off the power grid. The author discusses the economic benefits of wind power and then discusses the basic principle involved in generating electricity from wind. The use of wind power by developing countries is outlined with particular reference to projects in Mexico and Indonesia. >

Indonesian coal model contract and coal in developing nations

Abstract A number of world class mines are mining, under development or planned in Kalimantan on the island of Borneo. The Indonesian government has indicated it will use these mines to foster development objectives. This intent has been embodied, to a limited extent, in a model coal development contract which is the main regulatory basis for the major coal projects in Indonesia. This article looks at the government's policies, the terms and conditions of the model coal contract, its success in attracting foreign investment and its possible usefulness as a model for other nations to follow. One Indonesian model contract was presented in detail in Raw Materials Report Vol 8, no 3, 1992.

Model for Optimal Investment for Irrigation Projects in Bengkulu Province, Indonesia

ABSTRACT An integer goal programming model is developed for the selection, scheduling and budgeting of irrigation projects in Indonesia. The model is a multi-objective approach which takes into consideration not only economic efficiency objectives but also objectives related to Indonesian agricultural development policies. The non-economic objectives include: maintaining self-sufficiency in rice production by both intensification of existing production through upgrading of existing rice fields and by extension through development of new rice field areas; stimulating regional development, and; supporting the transmigration program. The criteria by which each of these primary objectives are assessed incorporate socioeconomic measures, such as the readiness of farmers to utilize newly developed agricultural areas fully, the experience and ability of farmers to exploit new technology such as technical irrigation schemes, and the extent of existing rice fields in the new development zones. Since the budget available for these development projects has become increasingly limited in recent years the model also examines which of the projects currently under construction should be continued under a priority system which includes these factors together with the amount of funding already expended. The model is demonstrated by application to a planning problem in Bengkulu province in Indonesia.

Participation effect from water projects on EPI

It has been hypothesized that in addition to the direct health and amenity benefits of an improved water supply, there are other, more subtle, benefits to communities who participate in community-based water supply projects. A detailed empirical comparison of villages with and without community-based water projects in Indonesia and Togo suggests that such indirect benefits are substantial. Between 25 and 30% more children are immunized in villages with community-based water projects than in comparison villages which either have benefitted from non-participatory water projects, or have had no water project. From a comparison between the activities of villagers and workers in external agencies involved in water projects in the two countries, it is concluded that successful participatory water projects are best characterized as a partnership between the community and the external agency. Such projects require substantial inputs of time, resources, skill and persistence from both the community and the external agency. These inputs must be sustained by both parties in all phases—planning, construction and maintenance—if this partnership is to result in lasting improvements in water supply and other aspects of community life.

Biomass gasification in Indonesia

The advances of several biomass gasification projects in Indonesia have been evaluated. Public and private sector projects are examined on the basis of technical and socio-economic impact. The performance of the various gasifiers in the demonstration stage is reported and recommendations are made for the remaining problems of the most successful projects. The social and economic barriers for a large scale application of gasifiers in Indonesia are also discussed.

The Population Work of the World Bank

The World Banks philosophy and approach to family planning development assistance are presented. A detailed review of the Bank-assisted population projects in Indonesia and India is given. Recognizing that the rapid population growth most countries are now experiencing undermines and often cancels out efforts to improve living standards in 1970 the Bank began to finance projects designed to limit excessive population growth. In addition to making money available to the governments that come with population projects the Bank assists the governments in developing effective programs by providing technical assistance for both the development and implementation of projects. The Bank also attempts to educate opinion leaders to an awareness of the problem. The Bank has conducted sector reviews in 7 countries resulting in a report submitted to the government in question. The Bank conducts sector reviews to develop the background knowledge necessary to identify and prepare a project it will assist. The Indian and the Indonesian projects are among the largest of the 7 projects so far assisted by the Bank. The Indonesia project is aimed at scaling up its present national program. New activities are being introduced and organizational changes are being made. Outside technical assistance is being provided for a specified period. The principal aim of the India project is to discover new methods of increasing the number of acceptors in a program that has reached a plateau. Different combinations of program inputs are being experimented with to see what works best and to measure what different activities cost.
