Group decision making based on acceptable multiplicative consistency of hesitant fuzzy preference relations

This paper deals with group decision making (GDM) with hesitant fuzzy preference relations (HFPRs) based on the acceptable multiplicative consistency and the consensus analysis. We first offer a multiplicative consistency index for fuzzy preference relations (FPRs) and then use the Monte Carlo simulation method to derive the average multiplicative consistency value. After that, a model-based interactive algorithm is offered to test acceptable multiplicative consistency of HFPRs, by which the concept of acceptable multiplicative consistency for HFPRs is obtained. Meanwhile, a model-based interactive algorithm for deriving acceptable multiplicative consistent HFPRs from unacceptable multiplicative consistent ones is provided, where both the total adjustment and the number of adjusted variables are considered. As for incomplete HFPRs, a model-based interactive algorithm for getting the values of missing preferences is provided. Furthermore, the weights of the decision makers are determined by the offered model and an algorithm of model-based adjustment for the consensus level is provided. Finally, a procedure for GDM with acceptable multiplicative consistent HFPRs is given, and a case study about selecting the most suitable project management information systems (PMISs) is provided to show the application of the proposed GDM method and to compare the proposed GDM method with the previous GDM methods.

Library Internet Use and Demographic Characteristics of Undergraduates in a Nigerian University: Uncovering the Areas of Need.

This study investigated undergraduates of Federal University of Technology Owerri, Nigeria to ascertain whether their demographic profile was a characteristic of library internet usage. Data used for the study was a textual analysis of statistic register on library internet use from May 2017 – June 2018. The study population consisted of 2682 valid name entries during the period under study. Findings revealed that FUTO has greater number of male undergraduates and this is due to the academic structure of the institution. Discipline wise demographic characteristics showed that undergraduates from Agricultural Economics made most use of the library internet in School of Agriculture and Agricultural Technology (SAAT) while those in department of Electrical and Electronics Engineering (EEE) were the most users in School of Engineering and Engineering Technology (SEET). Also, undergraduates from Information Management Technology (IMT) and Project Management Technology (PMT) used the internet most in School of Management Technology (SMAT) while those in Biotechnology (BIO) were the most users in School of Biological Sciences (SOBS). Further findings revealed that undergraduates from Surveying and Geoinformatics (SVG) were the most library internet users in School of Environmental Technology (SOET) while Biomedical Technology undergraduates (BMT) made use of the internet more than their counterparts in the School of Health Technology (SOHT). Similarly, Computer Science (CSC) students used the internet most in School of Physical Sciences (SOPS). On the overall faculty level, School of Engineering and Engineering Technology (SEET) made most use of the library internet than other Schools. In terms of study level, it was revealed that final year (500 level) students used the library internet most. Having uncovered the disparity in library internet use, the study recommends among others that embedded librarians in FUTO should promote library operations and services through constant connection and communication with their various departments, continuous marketing and awareness creation of the library’s internet facility. Hospital infrastructure project management information system is a project management information system, which is based on scientific management system and covers all departments of the hospital, including supervision, design, civil engineering, equipment and other construction units.This paper focuses on the subject of the bidding management of the information management system of the hospital infrastructure construction and the high-performance management system of the hospital infrastructure construction, aiming at the problems of large business volume, complex management process, difficult bidding management, and information can not be shared in time.

APPLICATION OF PROJECT MANAGEMENT STANDARDS IN THE IT INDUSTRY: PRINCE2 AND PMBOK

As competition associated with globalization grows, more and more organizations are adopting different approaches. This happens when organizations strive to become more efficient – “do more at lower costs” and quickly and cheaply launch new products on the market. In this regard, this paper is devoted to a comparative analysis of the two most popular project management standards PRINCE and PMBoK. The authors reviewed and analyzed the main features of these standards, conducted a critical review of their strengths and weaknesses and made recommendations on the use of a particular standard in a particular case. For example, if you need to get a detailed description of many extremely useful tools and methods that will help you better manage your project, you should use PMBoK. However, if it is necessary that the project management methodology helps to make project decisions, the relatively simple PRINCE2 process model clearly defines which project management decisions need to be made, by whom and when. The 26 management products in PRINCE2 are tightly integrated into the process model, providing guidance on what project management information is needed to support decision-making throughout the project.

Representing a conceptual model for integrating Project Management Information Systems in project-based organizations

Purpose: This paper aimed to introduce a comprehensive model for integrating project management information systems in project-based organizations. Research methodology: The proposed model is presented hierarchically through a comprehensive literature review and a review of several national projects in Iran. Validation of this model was done in two ways. On the one hand, expert opinions were asked about it through several interviews. On the other hand, the model was used in some national projects and its deficiencies were identified. Finally, the necessary modifications were made to the model. Results: In this study, it became clear that a comprehensive, integrated project management information system at its macro level should consist of three subsystems, including project warden, project administrator and project employer that mutual exchange of information should be done well between them. It was also found that this mutual information exchange should also exist among the components of each of these subsystems. Limitation: This research only described in project based organizations. Contribution: The Project Management Information System (PMIS) model provided in this research is the most comprehensive models in this scope for project-based organizations that have considered all aspects of project management. This study was intended to theorize fresh conceptual links between two common project management studies, the PMIS and paradigms of decision-making. This research examined the pragmatic conceptual connection between project management information system and low / high decision-making. The findings indicate that the function of Project Management Information Systems negotiation information overload and design overload for decision-making has been practiced and monitored. Overall, this provides a nice review of Western theories and ideas in the distinctive eastern framework.

Design of Project Data Management Information System

The purpose of this research is to further improve the design of the project management information. PT. XYZ is a company located in Kiarapayung, West Bandung, Indonesia. This company is engaged in services in the procurement of building construction or road construction. The company has not used an integrated information system in the management of project data, companies have difficulty in managing both transaction data and create reports. Information system aims to support operations, management, and decisionmaking [1]. Data that has not been integrated has resulted in difficulties in managing reports, and has made it difficult to process the salary of workers who are involved in ongoing project implementation which needs a management information system to help the project data so that data management and report generation can be easily created, because the data is already integrated with the database. It can be concluded from the problems described earlier that the company needed a data management information system project. Object-oriented approach method and prototype system development method were used for this study. The result is that project management system can improve the process of managing data more easily and quickly.

SPECIFICS OF PROJECT MANAGEMENT APPLICATION IN AGRIBUSINESS

This article discusses the features of project management, the possibility of its application in the organizations of the agro-industrial complex. The analysis of the structure of the agro-industrial complex was made, which allowed to allocate the fourth sphere of organization and management. The features of cost accounting in crop production are revealed and the limitations of the possibility of using the current classification as a source of information in project management are proved. The ways of updating of accounting information are offered. The factors contributing to the spread of project management in agriculture are identified. The allocation of innovative work and undertakings to projects implies the application of project management methods to them, which differ from operational management techniques. Using project management methods allows you to fulfill three main limitations of the project – meet deadlines, do not exceed the budget and perform the amount of work with the declared quality. Purpose – determination of methods for the application of project management in the agricultural sector. Methodology the article used statistical and economic analysis methods. Results: the most used methods and techniques of cost accounting are identified that are the result of organizational, technological and industry-specific features of production. Practical implications the obtained results should be applied to agricultural entities in order to implement the principles of project management.

Analysis and Design of Web-Based Project Management Information System Using Critical Path Method (CPM) Method on PT. Pakarti Tirtoagung

PT. Pakarti Tirtoagung is one of the companies engaged in construction services in Indonesia, in the scope of gas and petroleum. To facilitate the company in carrying out the project implementation process and monitoring the progress of the project, a special computerized system is needed.Looking at the system that runs on the company, there is no specific system support, which has several obstacles, among others in making schedule project, errors in recording data and presenting project progress reports because project progress was not monitored, completion of projects that are not in accordance with time schedules, etc. Of the several obstacles encountered, it becomes an interesting discussion to looking for solutions that can minimize obstacles and even risks that will occur as a result of these constraints. For that it was made Analysis And Design Of Web-Based Project Management Information System Using Critical Path Method (CPM) Method On Pt. Pakarti Tirtoagung. Using the CPM method for help planning activities to project development. Based on the results of the questionnaire that was distributed to 10 (ten) respondents and after processing the results 58% of respondents felt agree and 38% strongly agree that the system can present information about the ongoing project, monitoring the project and presenting a project progress report .

Sistem Informasi Manajemen Proyek Berbasis Website Pada PT XYZ

Manajemen proyek adalah suatu proses pengolahan proyek yang meliputi perencanaan, pengorganisasian dan pengaturan tugas-tugas sumber daya untuk mewujudkan tujuan yang ingin dicapai, dengan mempertimbangkan faktor-faktor waktu dan biaya. PT. Ahaz Karya Mandiri selaku perusahaan kontraktor proyek yang bergerak dibidang pembangunan melakukan rancang bangun. Untuk menunjang kinerja sumber daya manusia di perusahaan tersebut diperlukan sebuah sistem informasi yang dapat mengontrol progress proyek dan mengolah data dengan akurat, faktanya sistem yang ada belum memadai. Maka dari itu penelitian ini dimaksudkan untuk membuat sistem informasi manajemen proyek yang telah terkomputerisasi dan datanya telah terintegrasi. Pada penelitian sistem ini digunakan metodologi penelitian berupa metode iteratif. Pada tahap analisis digunakan analisis PIECES, Usecase Diagram, dan Rich Picture. Pada tahap perancangan digunakan Data Flow Diagram (DFD), dan Entity Relationship Diagram (ERD). Pengembangan aplikasi menggunakan MySQL untuk basis datanya dan Website untuk mendukung pengembangan sistem serta beberapa bahasa lain seperti PHP, dan lainnya. Hasil penelitian berupa sistem informasi manajemen proyek yang telah memenuhi kebutuhan PT. Ahaz Karya Mandiri, diantaranya terdapat fitur pengajuan kontrak, perkembangan proyek, pelaporan dan dokumentasi proyek.

At present technology development is almost thoroughly in all circles and fields. One area that cannot be separated from technology is the field of education. It is well known that the development of cellular technology is increasing rapidly, because with a smartphone it can do many things to run mobile applications so that it can easily obtain and process information data. The purpose of this design is to build an information system using the concept of Android-based technology, so that it can serve the process of managing college student final assignments online whenever and wherever they are. The design of this final project management information system is designed using the programming language PHP (Hypertext Preprocessor) with the CodeIgniter Framework, JavaScript, and using the MYSQL database. With this system, it can help the management process of the final assignment from submitting the final assignment proposal to the trial exam for college student who have fulfilled the academic requirements with administration, academic counselors, study program chairman, mentors, and head of program.Keywords: Information System, PHP, CodeIgniter, MySQL, Android

Evaluating operationalisation of integrated monitoring and evaluation system in Kisumu County: Implications for policy makers

Background: Evaluation findings are increasingly becoming valuable for policy makers in Kenya. The Directorate of Monitoring and Evaluation is responsible for providing reliable data findings for decision-makers. They are in turn expected to access the data and information through the National Integrated Monitoring and Evaluation System (NIMES). Unfortunately, the directorate hardly receives timely data as required, thus is unable to make timely decision within the ministry of agriculture, livestock and irrigation in Kisumu County.Objectives: The aim of this study was to assess the extent of operationalisation of NIMES through utilisation of the electronic project management information system (e-ProMIS) within the three agricultural departments.Methods: Through single-point face-to-face interviews using semi-structured questionnaires, mixed methods approach and Likert scale were applied to assess the level of operationalisation of, staff competences in, and satisfaction with NIMES. Both random and purposive sampling was used. Using mixed methods approach, primary and secondary data were collected from 10 key indicators and fitted in a binary logistic regression model to assess the level of operationalisation of NIMES.Results: This article shows that operationalisation of NIMES is unsatisfactory, and data collected are incorrectly formatted. None of the departmental personnel charged with uploading relevant data in e-ProMIS neither accessed nor utilised the platform. There were no champions supporting NIMES, thus no reports generated from the system.Conclusions: Factors hindering operationalisation of NIMES were: dysfunctional monitoring and evaluation (M&E) systems, limited human capacity on M&E, lack of NIMES champions, limited availability of data, unclear information flow to decision makers and inadequate integration of NIMES in planning and budgeting.

Research on maturity of engineering project informatization management—As an example of Anhui Sanjian Engineering Co.,LTD.

With Anhui Sanjian Engineering Co.,LTD. as the research object, using the AHP, Delphi and CMM grading model, the index weight is calculated by Yaahp software, engineering project of Anhui Sanjian Engineering Co.,LTD. Engineering project information management maturity has carried on the preliminary judgment and set up evaluation index system of engineering project information management maturity in Anhui province.Through the comparison between the comprehensive evaluation score and the evaluation interval, it is concluded that the engineering project informatization management of Anhui Sanjian Engineering Co.,LTD. Engineering project information management maturity is at the management mode level.This paper studies and analyzes the current situation and deficiencies of engineering project informatization management construction of Anhui Sanjian Engineering Co.,LTD. engineering project information management maturity and points out the next development direction for its informatization management construction.

FORMATION OF THE PROJECT COMPETENCE OF FUTURE SPECIALISTS IN INFORMATION, LIBRARY AND ARCHIVE SERVICES IN A DIGITAL SOCIETY

The article substantiates the importance of forming the project competence of future specialists in information, library and archive services with the help of the project management information systems. The essence of project development in the library sphere is specified. The key features of the project activity of specialists in information, library and archive services under the conditions of digitalization, as well as the specifics of its informatization, are analyzed. The special features of project management as a component of library management are described. Some project management information systems are characterized. The structure of library workers’ project competence (value-motivational (axiological), knowledge-content (cognitive), technological (activity-practical) components) is specified. The value-motivational component is determined by a set of stable motives (personal, cognitive, professional ones) and suggests a conscious positive attitude to the project activity automation, readiness for its implementation. The knowledge-content component assumes having knowledge of the project activity automation. The technological component includes the ability to perform the project activity automation, to feel free in the information environment, etc. The results of the experimental verification of the efficiency of pedagogical conditions in order to form the project competence of future specialists in information, library and archive services (illustrated by the implementation of the author’s special course "Information Systems for Project Management in the Professional Activities of Information, Library and Archive Specialists") are presented. The implementation of the author's special course has visualized certain positive changes in the levels of the project competence development of students in experimental groups compared with those in control ones. The results of the obtained data analysis made it possible to ascertain the positive dynamics of changes in the quantitative indicators of the levels of the project competence development of future specialists in librarianship.

Coordination and Collaboration of Information for Pan Borneo Highway (Sarawak) via Common Data Environment (CDE)

Development of the Pan Borneo Highway in the Malaysian state of Sarawak is the single largest infrastructure project ever undertaken in Malaysia’s largest state. Construction works over 786km across Sarawak are underway today in 25 sections at 11 works packages. With multiple disciplinary teams working concurrently, housed in different locations including at remote construction site offices, the efficient management of up-to-date data based on a single source of truth is important for effective decision-making. There can be no compromise in the quality of input at all stages of construction. As Project Delivery Partner, Lebuhraya Borneo Utara (LBU), leverages on technology to improve project management - from planning and design, to construction and monitoring, and preparing to operate and maintain the final asset. The task is challenging at best. To meet its needs for coordination and collaboration of various information sources, LBU uses a Common Data Environment (CDE) to enable teams to work together on the same information. Such information is monitored, tracked and validates, leading to an overall improved efficiency and productivity, and reduced risks. The CDE is central to LBU’s Project Information Management System and Highway Information Modelling, key components for project delivery of the Pan Borneo Highway Sarawak within time and cost.

DETERMINANTS OF SUCCESSFUL IMPLEMENTATION OF NON- GOVERNMENTAL ORGANIZATIONS HEALTH PROJECTS IN KIBERA INFORMAL SETTLEMENT, KENYA

Purpose: The current study sought to establish determinants of successful implementation of non-government organization health projects in Kibera informal settlement. The study sought to establish how community participation, resource mobilization, communication and project control determines successful implementation of health projects for NGOs operating in Kibera informal settlement.Methodology: The study adopted a descriptive survey design and 116 questionnaires were issued but only 92 questionnaires were received which represented a 79% response rate.Results: The results of the study revealed that resource mobilization, communication and project control positively and significantly determined successful implementation of health projects by Non-Governmental organizations in Kibera as shown by r=0.443, r=0.511 and r=0.798 respectively while community participation negatively determined the implementation success of the projects (r= -0.078).Recommendations: The study recommends that NGOs implementing health projects in Kibera should focus on mobilizing resources since the practice contributes to successful implementation of the projects. NGOs can achieve this by actively engaging sponsors, conducting harambees, networking and presenting grant proposals to prospective financiers to solicit resources for implementing the health projects. Additionally, the study recommends that NGOs implementing health projects in Kibera should focus on project communication since the practice contributes to successful implementation of the projects. NGOs can achieve this by establishing a concise project communication plan, and through continuous communication with project teams and stakeholders on matters concerning the progress of the project. The study further recommends that NGOs implementing health projects in Kibera should focus on project control since the practice contributes to successful implementation of the projects.NGOs can achieve this by using project management information systems in designing and controlling health projects, conducting a variance analysis on the progress of the project and by providing updates on the status of the project to the relevant stakeholders.

PROSIST: SISTEMA INFORMÁTICO DE APOYO A LA PLANIFICACIÓN, MONITOREO Y CONTROL DE PROYECTOS DE I+D+I

Los proyectos constituyen la célula básica para la organización, ejecución, financiamiento y control de las actividades de investigación científica, desarrollo tecnológico e innovación. Se requiere una adecuada gestión de la información de los proyectos de I+D+i de la Universidad de Holguín, lo cual favorece directamente la planificación, monitoreo y control que se lleva por parte de los asesores de proyectos de la Dirección de Ciencia y Tecnología e Innovación. Para satisfacer esta necesidad durante el curso 2016-2017 un grupo de investigadores se dieron la tarea de informatizar este proceso. En esta investigación se aporta la aplicación web ProSist, desarrollado en el lenguaje de programación PHP y el framework de desarrollo web Symfony2 principalmente. La combinación de estas tendencias y tecnologías permitió obtener un sistema informático que satisface las necesidades que lo originaron y de gran utilidad para la gestión de la información de proyectos.
