AI Image Generator Utilizing OpenAI and Replit

In this research, we leverage OpenAI's DALL- E 3 API in the assistance of generating images from a web interface which has been built on Replit. DALL-E 3 is a very advanced generative AI model due to its ability of generating complex and creative images from textual inputs. We intend to make use of the capabilities of DALL-E 3 and have it available to users in the generation of high-quality, custom images. Replit-the popular cooperative programming platform-secures the setup of the development environment, API request and response management, and user interfaces which allow users to interact with these AI models. The following apparently consider these factors at the implementation of AI in graphic design: better creativity, effective usage of time, and chance of creating unique aesthetic contents. The stability of cooperation in the context of cross-border cooperation: The example of Poland's borderlands

Abstract The objective of this paper was to conceptualise the issue of cooperation stability in research on cross-border cooperation. On this basis, regularities related to selected aspects of the stability of cross-border cooperation were identified using the example of the Polish border regions. The analysis was based on a complex review of the Interreg, ETC, ENPI, and ENI cross-border cooperation programmes implemented in the Polish border regions between 2007–2013 and 2014–2020, taking into account both internal and external EU borders. The study covered a total of 1,577 projects realised between 2007–2013 and 2014–2020 by more than 4,500 beneficiaries, comprising 2,307 organisations. A survey of these organisations was also conducted. The resulting analysis helped to identify the relative stability of partner types and the thematic scope and spatial dimension of cross-border cooperation, while at the same time revealing a lack of stability in the organisational dimension. In addition, the study showed that the initiation and subsequent maintenance of cross-border relationships are the result of a complex process, in which many factors co-exist simultaneously, whereas the break-up of cooperation can be the product of individual factors.

Implementasi Program Daerah Pemberdayaan Gotong Royong (PDPGR) dalam Upaya Meningkatkan Kesejahteraan Masyarakat Kecamatan Taliwang Kabupaten Sumbawa Barat

The Regional Program for Mutual Cooperation is the provision of space and affirmation of the direction of strengthening mutual cooperation as a value system and a way to achieve goals that are carried out voluntarily, together and please help based on enthusiasm, sincerity and earnestness to realize community employment opportunities efficiently, effectively and productively in an effort to improve the welfare of the community his research aims to find out the implementation of the gotong royong empowerment regional program in an effort to improve community welfare in Taliwang District, West Sumbawa Regency. This study uses a type of Descriptive research with a qualitative approach, conducted in Menala Village, Taliwang District, West Sumbawa Regency. Data was obtained through the process of interviews, observations and documentation. The results of this study show that the implementation of the Regional Program for Mutual Cooperation in an effort to improve the welfare of the community in Taliwang District, West Sumbawa Regency has been running according to the procedure to the maximum. The success of implementation can be measured from three elements, namely the program, the implementing organization and the program objectives. The realized program is adjusted to the needs of the community.

Implementasi Program Gotong Royong Cegah Stunting (Goceng) Di Kecamatan Cipondoh Kota Tangerang

Public policy is the concepts and principles that form the lines and basis of plans in carrying out work, leadership, and ways of acting (regarding orders, organizations, and so on). This policy can be implemented in government, the private sector and organizations. Policy is one of the things that is considered to be used in realizing a result from an action. The term implementation is usually associated with an activity carried out to achieve certain goals. One effort to realize this in a system is implementation. According to the law of the Republic of Indonesia Republic of Indonesia no. 25 of 2004 explains that a program is a way to implement policies that contain one or more activities carried out by the government/institution to achieve targets and objectives. Cpondoh District, Tangerang City created a program as a public policy for the community. However, there is still a problem with this program, namely that the community still does not want to participate and is still embarrassed if their children are categorized as approaching stunting, even though in Cipondoh District itself there are still children who experience stunting prevention. This research aims to determine the implementation of the Mutual Cooperation Program to Prevent Stunting (GOCENG) policy and determine the inhibiting factors and efforts made. This type of research is qualitative with a descriptive method that uses the results of analysis from Donald S. Van Meter and Carl E. Van Horn (1975) using 6 indicators, namely: Policy standards and targets 2. Resources 3. Characteristics of the implementing organization 4. Communication between related organizations and implementation activities 5. Disposition 6. Social, economic and political environment. The results of this analysis show that the Mutual Cooperation Program to Prevent Stunting (GOCENG) in Cipondoh District has not been successful because there are still obstacles.

Evolve ensemble rules automatically for the block spatial scheduling under dynamic environments via surrogate-assisted cooperative evolution genetic programming

ABSTRACT The spatial scheduling problem is a crucial investigated problem in operations research and is widely used in shipbuilding, assembly line production and engineering projects. In this paper, we introduce a new block spatial scheduling problem (BSSP) by considering regular resources (manpower and equipment) and dynamic environments. Then, a surrogate-assisted cooperative evolution genetic programming (SCE-GP) is designed to address the BSSP. For the developed algorithm, we firstly propose a new surrogate model by considering the problem surrogate and fitness function surrogate simultaneously, and compare it with the existing models that consider only the fitness function surrogate or problem surrogate under different uncertain environments. Secondly, the cooperative evolution mechanism and random forest technique are embedded in the algorithm to improve its performance. More importantly, we compare different methods for selecting promising individuals. In addition, the design-of-experiment (DOE) approach is utilised to explore the effect of parameter settings. Finally, the performance of SCE-GP with different surrogate models is investigated on our configured data sets based on the benchmark instances of the PSPLIB library. At the same time, we verify the effectiveness of the SCE-GP under different surrogate models and uncertain environments, the performance of the cooperative evolution mechanism, random forest technique and selected method for promising individuals through extensive numerical experiments is also investigated. The results show that the SCE-GP is more excellent than traditional heuristic priority rules (PRs), but different surrogate models yield different results in different uncertain environments.

Harnessing science and technology policy to drive innovation in India: A conversation with Dr. Parvinder Maini

MIT Science Policy Review spoke with Dr. Parvinder Maini about the role of science and technology (S&T) policies in fostering innovation and entrepreneurship in India. Dr. Maini is the Scientific Secretary at the Office of the Principal Scientific Advisor (PSA) to the Government of India. In her current role, Dr. Maini is responsible for enlarging the R&D ecosystem in the country, formulating policies, and forging three-way industry-academia-government collaborations. A scientist-turned-policymaker, Dr. Maini has been instrumental in the launch of several critical national programs including the National Research Foundation and the National Deep Tech Policy among many others. An expert in meteorology and oceanography, Dr. Maini spent 20 years in the Ministry of Earth Sciences (MoES) where she was instrumental in the development and implementation of statistical dynamical models for providing location-specific forecasts. She also spearheaded the Atmospheric Science and International Cooperation programs at MoES Headquarters. We spoke with Dr. Maini about how the Office of the PSA synergistically works with other governmental policymaking institutions to achieve India’s S&T goals.

Features of Reference and Bibliographic Services for Students in University Libraries

Students are in a continuous process of communication, using various information environments and electronic resources of the Internet. But at the same time they do not interact with libraries enough, they do not know their capabilities. This paper highlights the issue of effective use of modern technologies to create forms and methods of reference and bibliographic services adapted to the information needs of students. The purpose of the article is to identify the experience of foreign university libraries aimed at attracting students and increasing their awareness of reference services on the basis of publications in English-language periodicals. Readers belonging to the Internet generation are an active segment of the target audience, and specialists of reference and bibliographic services should study their individual information needs and purposefully promote library resources and services oriented to the youth audience. One of the ways to solve these problems is to organize library cooperation programmes, where librarians integrate their knowledge and skills into the educational process, being in constant contact with both students and university lecturers. The article considers the key vectors of development of reference and bibliographic services in the conditions of modern society. It is concluded that students prefer a multi-level hybrid model of reference bibliographic service with the fulfillment of user requests (remotely and face-to-face) in the context of their personal preferences in combination with independent search using information resources of libraries.

The exploration of multifunctional liquid robotics with ferrofluids: Fabrication, control, operation and sensing

Liquid robotics with arbitrary deformability and rich functionality can adapt to various environmental constraints and perform many significant tasks. To turn this vision into reality, an intelligent liquid system, ferrofluid, which possesses excellent macroscopic and microscopic responsiveness to external magnetic fields, is explored as the rudiment of liquid robotics. Focus is given not only to its improved fabrication and cooperative programming control, but also its underexplored object manipulation and signal transmission. The prepared ferrofluid consists of sterically stabilized ultra-small magnetic nanoparticles suspended in carrier liquids, showing strong stability, flexible mobility, and substantial magnetization. Intelligent locomotion and complex morphology control are successfully achieved by a programmable platform that generates sequential pre-designed magnetic fields through the timing activation of specific electromagnets. Meanwhile, by utilizing the magneto-Archimedes effect, this ferrofluid system can perform multi-dimensional manipulation of objects with densities ranging from 1.1 to 8.9 g/cm3 in cooperation with varying magnetic fields. Furthermore, this system can sense vibrations due to its intrinsic liquid feature and send corresponding signals through detecting the changes in magnetic flux by external coils. Similarly, the flow, concentration, and speed of ferrofluids can also be detected. These advancements in fabrication, control, operation, and sensing are crucial for the development of liquid robotics.

A cooperative coevolutionary genetic programming hyper-heuristic for multi-objective makespan and cost optimization in cloud workflow scheduling

This study presents a novel multi-objective approach for NP-hard workflow scheduling in cloud computing environments. Traditional rule-based heuristics offer flexibility but lack consistent superiority across all criteria and scenarios. The development of specific rules usually requires tedious manual refinement by experts. To overcome this limitation, our method leverages evolutionary computation and simulation to automatically derive new rules. Moreover, workflow scheduling involves two crucial and related aspects: task scheduling and the allocation of virtual machines. Our contribution includes three distinct algorithms: two that address each decision separately and a third approach that coevolves priority rules for both decisions simultaneously. Computational tests demonstrate superior performance, with an exploration of rules yielding a 72.91% larger hypervolume for optimizing makespan and costs compared to benchmark heuristics from the literature. The validation on unseen instances shows a 90.26% improvement in hypervolume performance, highlighting the robustness of our approach.

Application of the principle of individualization and personalization in the activity of the state employment service: administrative and legal aspect

The article examines and argues for the use of the principle of individualization and personalization in the work of the State Employment Service, which functions as an executive body. The author considers approaches to individualization and personalization as key elements of state policy regarding employment provision and labor market regulation. The author emphasizes that the analysis of the principles governing the activities of the State Employment Service is a fundamental and critically important aspect for the organization and effective functioning of this institution. The article analyzes the meaning and application of the principle of individualization and personalization in the activity of the State Employment Service in Ukraine from an administrative and legal perspective. The importance of establishing clear normative definitions of these principles is emphasized, as they determine the basic standards and norms for the functioning of state bodies. In particular, insufficient regulation can lead to differences in their understanding and application, complicating the planning and organization of activities. The author analyzes the international experience of applying the principle of “case management” and points out the need to introduce individually oriented support methods for each unemployed person in Ukraine. Particular emphasis is placed on innovations, including the reform of the organizational structure of the State Employment Service, which is aimed at increasing efficiency and customer focus. In particular, the introduction of a career counselor as an institution demonstrates the authority’s desire to provide an individual approach and personalized support to each client. An analysis of the career counselor’s functions confirms its focus on developing individual career plans for clients, taking into account their personal needs and capabilities. Manifestations of the application of the principle of individualization in the activities of the State Employment Service are considered, in particular, through drawing up an individual employment plan with a job seeker. The author emphasizes that this plan is a program of cooperation between the unemployed and a career counselor, aimed at organizing and ensuring the provision of social services in the field of employment. Special attention is paid to the expected positive impact of such an individual approach on the effectiveness of the job search and compliance with the needs of employers . It was concluded that in the context of the activity of the State Employment Service, the principle of individual approach and personalization is manifested in the expansion of the range of services for clients, taking into account their unique needs, level of professional training, motivation and readiness for mobility. This approach becomes an important component of the development strategy of the state employment service and contributes to increasing its effectiveness in achieving the goal of creating conditions for active employment of the population.

Mapping local suitability for STEM work-related experiential opportunities in Georgia

Internships, job shadows, cooperative education programs, and other forms of experiential education can play a crucial role in students successfully transitioning from their undergraduate program to a career pathway. We collectively term these opportunities as work-related experiential activities (WREAs). While valuable, students’ access to these experiences can vary based on multiple factors, including their own socioeconomic background, access to social networks, university programs, and geographic context. Little research has been done on the last of these factors, and this paper helps fill this gap by developing a geospatial WREA opportunity index for STEM related opportunities, using census and point-of-interest data to identify census tracts with the greatest rate of WREA opportunity and attractive amenities for students. To do so, we draw on surveys and interviews across multiple college campuses in Georgia, both to identify desirable characteristics for students and to catalog the WREAs they have participated in. This index highlights disparities across college campuses, particularly between those located in metropolitan Atlanta compared to those in smaller cities in the state. This tool provides a way to quantify and visualize those differences in ways that can support investment in programs that help bridge opportunity gaps for students.

Surrogate-assisted cooperative learning genetic programming for the resource-constrained project scheduling problem with stochastic activity durations and transfer times

For the project scheduling problem with transfer times under an uncertain environment, not only the activity durations are stochastic, but transfer times are often also stochastic. Therefore, we propose a resource-constrained project scheduling problem with stochastic activity durations and transfer times (RCPSP-SDT), which requires complex activity sequencing and resource transfer decisions with an activity priority rule (APR) and a resource transfer priority rule (RTPR) under unpredicted dynamic factors. However, manually designed combination rules of APRs and RTPRs are time-consuming and only for specific scenarios. Therefore, we develop a hyper-heuristic approach based on genetic programming (GP), which has been successfully applied to evolve activity priority rules for project scheduling problems. A new representation of GP individuals was designed to evolve the APR and the RTPR simultaneously. In order to improve the efficiency and solution quality of the approach, we propose surrogate-assisted cooperative learning genetic programming (SCLGP) based on GP. Based on the benchmark data set, computer experiments were conducted under nine variance levels of stochastic distributions. The results show that the proposed algorithm SCLGP performs significantly better than the classical priority rule (PR)-based heuristics. Furthermore, the effectiveness and efficiency of SCLGP were verified by comparing it to four other GP-based algorithms. Finally, the impact of the parameters on the algorithm was investigated, proving that these parameters affect the algorithm’s performance.

Interregional Cooperation Between Ukraine and the EU During Martial Law: Challenges and Dynamics Under the SDG'S

Objective: The research aims to study the specifics of the development of interregional cooperation between Ukraine and the EU under conditions of military conflict, including an analysis of programs and initiatives and the study of the relationship between problems and development directions. Theoretical Framework: The development of interregional cooperation with EU member states requires considering the impact of the war on the political, economic, social, and environmental dimensions of cooperation between the regions involved. Method: The research framework on interregional cooperation between Ukraine and the EU used methods of analysing literary sources, generalisation, and systematisation. The development assessment was based on expert evaluations of two groups and included correlation analysis using the JASP program functionality, specifically the "Bayesian Pearson Correlations" tool. Results and Discussion: The study results indicate a high correlation between problems and directions of interregional cooperation development. The correlation analysis showed that political stability influences financial support for the economic stability of regions (r = -0.28 with BF₁₀ = 0.513). In turn, political cooperation in the formation of democratic reforms is significant for reducing the investment attractiveness of regions (r = 0.26 with BF₁₀ = 0.478), and the development of innovations requires additional financial investments for the effective implementation of cooperation programs (r = -0.25 with BF₁₀ = 0.461). Research Implications: The initiatives for financial support of regions are closely related to solving environmental problems (r = -0.39 with BF₁₀ = 0.869), one of the biggest threats to further cooperation development between Ukraine and the EU. Originality/Value: The development of interregional cooperation between Ukraine and the EU under martial law requires an integrated approach to adapting programs and initiatives.

Governance strategies and tools towards the improvement of emergency management of natural disasters in transboundary areas

Cross-border emergency management is a pressing issue, especially in contexts where economic, social, infrastructural and natural interdependencies ignore political borders. Different legislative, administrative and organisational barriers can hinder the homogeneity, coordination and effectiveness of any emergency response to a common natural hazard. The GESTI.S.CO. project (Italian acronym for "Management of emergencies and disasters without borders"), co-funded under Grant Agreement No. 475062 of the Italy-Switzerland Interreg Cooperation Programme, has been designed to study and address this issue in the highly interconnected and densely populated border area between the Cantons of Ticino (Switzerland) and Lombardy (Italy). The main objective is to strengthen cross-border cooperation in the management of natural disasters through common solutions for the preparedness of local administrations on both sides of the border, in order to increase cooperation, coordination, integration and mutual assistance in case of need. The GESTI.S.CO. governance approach has produced many results: some of them have been included in the official procedures and tools of the institutions in charge of emergency planning and management in both countries; others, more informal, have helped to share knowledge and know-how and to improve the cooperation and response of stakeholders and local communities in the event of natural disasters. Some of these products have already been positively validated during some hydrogeological and wildfire events that occurred in the study area in 2021 and 2022. Such an approach may be useful for other transboundary areas where some results may be replicable under selected conditions.

Satisfying the needs for highly qualified engineering staff in a disruptively changing aircraft industry with special care for MRO sector

PurposeThe number of passengers in the aviation sector following COVID-19 has recovered in 2023 and is 5% higher than it was in 2019. The average annual growth of air travel is predicted to be 3.2% between 2019 and 2039. This means the need for aircraft maintenance, repair and overhaul (MRO) services will also increase. Moreover, the stakeholders require lower costs, higher effectiveness/market share and sustainability. These expectations can be realized only with the identification, development and implementation of new innovations while improving and optimizing the already used processes and procedures. Since only highly qualified graduates can reach these requirements, the need for profession-specific MSc and PhD level engineers has elevated significantly. The purpose of this paper is to introduce the development and implementation of a new MRO higher educational framework program in strong cooperation with enterprises and universities.Design/methodology/approachThe emphasis is placed on the program’s scouting, investigation, development, realization and evaluation by defining key performance indexes and aiming for the optimal solution for all participants.FindingsThe result of this study is the establishment of a new educational framework, the reinvention of the MSc curriculum and the integration of PhD-level researchers in the industry in a way that fulfills the needs and requirements of the MRO sector. In return, it will give various benefits to all parties involved.Originality/valueThe novelty of this work comes from creating a new educational MSc and PhD level framework that can push the MRO industry forward and fill the gap of missing engineers in this field. Plus, the newly developed program is highly flexible and can be used by other players in the economy after making some adaptions and modifications.

Justification of the term «professional self-realization of students»

The relevance of the article is determined by the uncertainty of the terms «self-realization» and «professional self-realization» used in modern pedagogical research. It is proved that the term «professional self-realization» is applicable to the higher education system, since, according to the Federal State Educational Standard, students must master both general and professional skills. In addition, the person’s professional development is continuous. The article analyzes and substantiates the content of the term «professional self-realization of students» in pedagogy. The terms «self-realization», «professional self-realization», «pre-professional self-realization», «pre-professional self-realization» are defined; the features of their use in scientific literature are analyzed. It is proposed to use the generic concept of «professional self-realization» in relation to school, college or university stages. Professional self-realization is presented as a long and multidimensional process involving the formation, self-determination and personal development within a profession, starting from the first courses of study at a university. The content and difference of professional self-realization at the university and at the enterprise are described. Examples of multidimensional cooperation and joint educational programs with enterprises are given.

Analysis Of The Cooperation Of PT Pindad Bumn Bussiness Group In Increasing Umkm Productivity

The purpose of this study is to determine the implementation of the operational cooperation program between PT Pindad Enjiniring Indonesia and PT Mikron Presisi Indonesia can increase the productivity of PT Mikron Presisi Indonesia. Knowing the supporting and inhibiting factors of the operational cooperation program between PT Mikron Presisi Indonesia and PT Pindad Enjiniring Indonesia. Then find out the impact of Operational Cooperation between PT Mikron Presisi Indonesia and PT Pindad Enjiniring Indonesia. This research uses qualitative methods with a descriptive approach. The process of data analysis in qualitative research is more focused during the process in the field along with data collection which includes data reduction, data presentation, and conclusion drawing/verification. The results showed that the operational cooperation carried out between PT.PEI and MSMEs, namely PT.MPI, has provided benefits and impacts for both parties, especially for PT.MPI. In this case, in addition, there are also supporting and inhibiting factors of operational cooperation between PT.PEI and PT.MPI. This research can provide new insights and knowledge for MSMEs and SOEs that will carry out operational cooperation. This study will look at the important things that need to be considered in conducting operational cooperation, supporting and inhibiting factors, and the benefits that can be obtained from operational cooperation. MSMEs and SOEs can use the results of this study to develop clearer schemes and rules regarding the operational cooperation mechanism that will be carried out, so that it can have a positive impact on both parties. Although the research provides an overview of the impacts resulting from operational cooperation between MSMEs and SOEs, the research has not highlighted and measured the level of effectiveness of the cooperation. Thus, research is needed in a longer period of time to see how the effectiveness of operational cooperation is carried out.

Mental health on the frontlines: Disaster psychiatry perspectives from Odisha

Abstract Disasters can have a profound impact on mental health, leading to stress, posttraumatic stress disorder (PTSD), depression, anxiety, grief, substance abuse, and suicidality. These issues can persist for years, affecting 30%–60% of survivors, and risk and resilience depend on factors such as socioeconomic status, cultural background, health, trauma exposure, age, sex, and community support. Early interventions and long-term interventions, such as skills building, communal practices, cooperative livelihood programs, clinical therapies, and addressing health-care disparities, can help in recovery. Trauma can lead to neurobiological changes, and culturally sensitive mental health care is essential. Climate change accelerates extreme events, and disaster response systems must integrate such care to enhance resilience and mitigate trauma to disrupted communities such as Odisha and broadly affected populations worldwide.

Paradiplomacy and Its Influence on Visitor Trends at Twin World Heritage Sites: A Case Study of Borobudur Temple 2018-2019

Indonesia, recognized for its substantial tourism potential, has leveraged the iconic Borobudur Temple, a premier cultural heritage site, to bolster its international cultural diplomacy and marketing efforts. This study examines the impact of the Twin World Heritage cooperation program implemented by the Indonesian government through PT. Taman Wisata Candi, on visitor numbers at Borobudur Temple during 2018-2019. The program epitomizes a strategic approach to enhancing cultural relations by facilitating cross-border collaborations and the exchange of expertise in cultural preservation and promotion. Situated in Magelang, Central Java, the Twin World Heritage Program at Borobudur Temple has not only elevated the temple's global profile but has also served as a pivotal instrument in strengthening international cultural ties and fostering mutual appreciation and understanding across nations. The empirical data from this study reveal a notable increase in visitor attendance: domestic visitor figures rose from 3,663,054 in 2018 to 3,747,757 in 2019, while foreign visitor numbers increased from 192,231 to 242,082 over the same period. These findings affirm the program's efficacy in harnessing Borobudur's potential and generating significant socio-economic benefits across multiple sectors.

ACTIVITY OF CLMV COUNTRIES (CAMBODIA, LAOS, MYANMAR, VIETNAM) AS A FACTOR IN THE DEVELOPMENT OF THE TOURISM ECONOMY IN SOUTHEAST ASIA

The accession of Cambodia, Laos, Myanmar and Vietnam, as CLMV, to ASEAN in the second half of the 1990s, strengthened the organisation, which is now an economic competitor even to the European Union. However, the positive trends in this regard are believed to have been determined by the establishment of The Greater Mekong Subregion Economic Cooperation Program GMS-ECP in 1992, with the participation of six countries: China, Laos, Cambodia, Myanmar, Thailand and Vietnam. Following the establishment of the Mekong Cross-Border Sub-region in 1992, Cambodia, Laos, Myanmar and Vietnam, formed an association of CLMV countries in 1999, seeking joint economic development, contributing to the functioning of tourism as one of the key industries. There are not many publications regarding CLMV, most studies containing information about CLMV concern ASEAN. The study prepared by the authors is the first review study on the organization of tourism by CLMV countries and seeks medical tourism, economic cooperation, trade, transport, and development gap. The collected documents and other source materials were analyzed and assessed. Information on CLMV was considered to be limited due to the informal status of the arrangement.
