The Implementation of The Village SDGS Program: Factors and Importance Performance Analysis

The implementation of the Village SDGs program is expected to improve the welfare of village communities. However, the large number of SDGs indicators means that the implementation of this program is not focused and does not get optimal results. This research aims to find out what factors in the Village SDGs program are important issues for the people of the Kepulauan Meranti district and how the performance of the Village SDGs program compares with the expectations of the people of the Kepulauan Meranti District. The theory used is the Theory of Sustainable Development by Jeffrey Sachs in 2015. The method used is cross-sectional quantitative analysis with factor analysis and importance performance analysis techniques. The respondents in this research were the people of Meranti Islands Regency, Riau Province, totaling 382 participants from each sub-district. The research results show that all variables in the Village SDGs program are priority factors and important problems for the people of Meranti Islands Regency, especially the SDGs (X1) program, namely the problem of poverty alleviation. The results of the important performance analysis show that the variables in quadrant I are X1, X6, X9, X12 and the variables in quadrant II are X2, X4, X5, X16. The variables in quadrant III are X8, X10, X11, X13, X15 and the variables in quadrant IV are X3, X7, X14, X17, X18. The novelty in this research is the implementation of the village SDGs program from the local community's perspective.

The Financial Expenditure in the Field of Rural Teacher Construction Under the Background of Poverty Alleviation Through Education ---Take Educational Poverty Alleviation in Poverty-stricken Counties in Shaanxi Province as an Example

As a fundamental solution to block the intergenerational transmission of poverty, poverty alleviation through education is still the direction and focus of Chinese poverty governance in the post-poverty era. Faced with the existing problems in poverty alleviation through education concerning the young and middle-aged rural teachers could be introduced but cannot stay, as well as various psychological and living needs problems of rural teachers. In order to ensure the continuous inflow of fresh blood in the construction of rural teachers, it urgently needs strong and precise support from financial policies. This paper takes an example of education poverty alleviation in poor counties of Shanxi Province. With the help of literature review and interviewing methods, this paper demonstrates the actual internal and external problems faced by the construction of rural teachers, such as the personal promotion of rural teachers, psychological problems, and the organizational structure of teachers. From the perspective of financial solutions, this paper explores the basic ideas of the construction of rural teachers and then puts forward new ideas on the construction of rural teachers in terms of structural adjustment of fiscal policy implementation.

Analisis Pelaksanaan Otonomi Khusus dalam Mengatasi Kemiskinan di Kabupaten Aceh Barat

The implementation of special autonomy in West Aceh Regency has been carried out well, this can be seen from the various efforts made by the government in tackling the problems that exist in the community, especially the problem of poverty alleviation. Poverty is a point where people are unable to meet basic needs in maintaining a better life. So this study aims to analyze the implementation of special autonomy as a whole in West Aceh Regency in an effort to alleviate poverty, therefore an in-depth analysis is needed in order to achieve good results. This research uses qualitative methods through a case study approach, data collection techniques are carried out through observation, interviews, documentation, and literature studies. Data analysis was carried out through data reduction, data display, and drawing conclusions. Based on the findings in the field, it shows that the people of West Aceh Regency are still in a high poverty level, namely 18.34%. The conclusion of this study states that the implementation of special autonomy as an effort to alleviate poverty has not yet fully run optimally in West Aceh Regency, because there are still many inequalities from the regional government in distributing special autonomy funds to each district/city. In this case, districts/cities only get 40%, and the other 60% is managed by the province. Thus, the special autonomy fund used for poverty alleviation is only 5% of 40% in Aceh Barat District

Group decision-making analysis with complex spherical fuzzy N-soft sets.

This paper develops the ELiminating Et Choice Translating REality (ELECTRE) method under the generalized environment of complex spherical fuzzy $ N $-soft sets ($ CSFN\mathcal{S}_{f}Ss $) that have distinctive and empirical edge of non-binary parametrization and also indeed overcome the limitations and flaws of existing ELECTRE I methods. We propose an innovatory decision-making technique, namely, $ CSFN\mathcal{S}_{f} $-ELECTRE I method where the data and information are in modern modes. The proposed $ CSFN\mathcal{S}_{f} $-ELECTRE I method enjoys all the distinct and modern attributes of uncertain information which mainly comprises of parameterizations, neutral perspective, multi-valuation and two-dimensional representations. We support the proposed work by a flowchart along with an algorithm and then utilize it to solve the MAGDM problem under $ CSFN\mathcal{S}_{f} $ environment. This novel technique employs the principles of $ CSFN\mathcal{S}_{f} $ concordance and $ CSFN\mathcal{S}_{f} $ discordance sets which are established on score and accuracy functions and engrossed to enjoin the most superior alternative. Ultimately, the decision graph and aggregated outranking Boolean matrix are formulated by merging the outcomes of $ CSFN\mathcal{S}_{f} $ concordance and $ CSFN\mathcal{S}_{f} $ discordance indices which are evaluated through score function and distance measures, respectively. We also provide an allegorical line graph of this comparison that demonstrate the admissibility of the resulting outcomes.

Keadilan Distributif dalam Zakat dan Pengentasan Kemiskinan Perspektif Asghar Ali Engginer

Asghar Ali Engineer is known as a Contemporary Islamic thinker. One of his thoughts also discusses Islamic economics, including the issue of Zakat. Asghar's thoughts on Zakat are based on a critique of the function of Zakat as a solution to the current poverty alleviation problem. In this research, the writer wants to describe the concept of distributive justice in Zakat. The author also wants to see how Asghar's process is formulating the idea. This research includes library research, which uses a qualitative approach. This study finds that distributive justice is the basis for building Islamic economics, and al-adl, al-ihsan, and al-qist are the keywords in distributive justice as universal values. Then Asghar's criticism of the problem of Zakat is related to the size of Zakat and how it is distributed. This thinking is based on his analysis of the current context, concluding that Asghar's process of understanding the text engages in a dialogue between the text and reality. Therefore, in this case, Asghar is a very contextual thinker.

Capability-Based Poverty Reduction in Deep-Poor Areas Based on Big Data-- a Case Study of J County, Liangshan Prefecture, Sichuan Province

As the key area of poverty alleviation, the poverty problem is still serious, the problem of poverty alleviation is not sustainable, and the causes and manifestations of poverty are interwoven, it is more difficult to solve the problem of poverty because of the lack of endogenous development ability of the poor population, including the “demand” of seeking development and the “ability” of realizing demand. Therefore, this paper takes j county of Liangshan Prefecture in Sichuan Province as the object of investigation, and uses the theory of Amartya Sen to analyze the relationship between the capability of the poor population and poverty, the basic survival and development, productive capacity and development capacity of the poverty-stricken population all affect their poverty and are the factors that can not be ignored to achieve sustainable poverty eradication in the deep-poverty areas.

Research on the Current Situation and Countermeasures of Poverty Alleviation Driven by the TCM Industry in Hubei Province

The year of 2020 is a decisive year for China to build a moderately prosperous society in all respects and fight against poverty. The traditional Chinese medicine (TCM) industry has become one of the main forms of poverty alleviation in China because of its functions of “making blood” and preventing poverty-returning phenomena. This study conducted a questionnaire survey and field interview on the situation of poverty alleviation driven by the TCM industry in Hubei Province from 2018 to 2019 to find out the problems of poverty alleviation in TCM industry and put forward corresponding countermeasures, so as to improve the long-term performance of poverty alleviation in TCM industry.

The paper is focused on the influence of coronavirus pandemic on the global poverty and the relief operations in humanitarian logistics during the crisis. The conclusions are made about a significant paradigm shift in the organizational ecosystem caused by the pandemic. In modern conditions the work of logistics personnel and cluster management specialists have undergone many changes. The mass media play an integral role in logistics forecasting and subsequent poverty reduction initiatives. It is recommended to encourage corporate communication at the lowest level to achieve development goals in the face of growing fear of migration and job loss. There have been studied the results of practical experiments carried out in distant villages of India. The economic aspects of poverty alleviation have been analyzed using human capital method through understanding of deep philosophical morals of poverty, innovation economics, coordination of humanitarian agencies for opening innovative channels amidst rising death tolls and other critical situations. The logical deductive venue is far reaching as circumscribed by the past experiences in humanitarian deliveries and relief measures, which has propounded the novel grounds of research gaps in integration. The problem of poverty alleviation has been seriously contested and debated objectively by mapping the economic state of industries, as well as logistic operations to develop strategies that are ready for use on the ground. The question is raised whether public funding and aid can be sufficient to obtain a balance in the ecosystem of the livelihoods of the poor. A retrospective comparison on Europe and China ecological wisdom of pre-industrial urban communities of under the lens of sustainability pillars

The design of a sustainable future for cities is of paramount importance, considering both the need of a societal transition and the fact that nearly half of the world's population is living within growing urban areas. While this process is generally driven the development of technological and socio-economic solutions, this work opted for a different approach. In particular, the existence of a prior urban sustainability wisdom was searched and assessed under the lens of the three known three pillars of sustainability (i.e.: environmental, economic, social). Wisdom is here considered as the application of a tacit knowledge oriented toward the stability of the urban environment and a city social and economic system. Focusing on the pre-industrial urban context in Europe and China, a review was conducted to collect and put together the evidence of such a wisdom. Results evidenced that the urban structure, the urban-rural gradient, food production and the management of water resources were carefully planned to guarantee the survival of the cities inhabitants. The problem of poverty alleviation, still remarked by the sustainable development goals, was already considered as a relevant factor for economy. Trade was anotther relevant element of urban development. Inclusion, belonging to the social dimension of sustainability, was also supported the mainainance of public spaces. Furthermore, the less-considered cultural factors, that are now regaining attention under the light of United Nations Framework Paris Agreement, played an important role, considering, for example, the birth and growth of universities. The present study, which would require further investigations about the socio-economic dimensions of sustainability, summarized the existence of the hypotesized sustainability wisdom, evidencing the importance of integrating the historical environmental and socio-economic dynamics to improve a sustainable urban planning. This research will need to be deepened trough archaeological, documental/historical and post-processual approaches, to address the need of transition toward a more equitable and sustainable post-fossil fuel societies within their urban context.

Research on the Path and Countermeasures of Accelerating the Poverty Alleviation to a Well-off Society for the Characteristic Agricultural Industry in the Southwest Mountainous Area

With the deepening of the implementation of the “precision poverty alleviation” strategy and the continuous development of China ’s ethnic minority characteristic industry construction, more and more characteristic agricultural industry and poverty alleviation project are receiving attention. The development of characteristic agriculture is the strategic adjustment of agricultural structure in the southwestern region. The rapid development of pillar industries in the characteristic agricultural industry will inevitably promote the scale of commodity production bases and the rational allocation of resources, realize the multi-level and multi-channel development and utilization of agricultural resources, and meet the diverse and high-quality market needs. This article aims at the current situation of the characteristic agricultural industry in the southwest mountainous area, which studies the path and related policies of poverty alleviation and well-off in southwestern China. Taking Chengdu-Chongqing Economic Zone as an example, the policy background of industrial poverty alleviation, the main methods of industrial poverty alleviation, the main problems, their causes, and countermeasures analyzed and discussed in this paper. Through the research and analysis of the Chengdu-Chongqing Economic Zone samples, this paper proposes the path of industrial poverty alleviation in ethnic areas, which has a direct role in promoting poverty alleviation in the southwest mountain area. The research of poverty alleviation problem in this area will be reference for poverty alleviation in other poverty areas and ethnic minority areas.

Value discovery and resource utilization of by-products in production process of medicinal materials are important ways for poverty alleviation with Chinese herbal medicine industry

Poverty alleviation by Chinese herbal medicine industry is an important way to implement the major strategic plan of the government and to effectively alleviate poverty and increase income of poor farmers in areas with high resource's endowment of Chinese medicinal materials. Based on the analysis of the existing achievements and problems in poverty alleviation by Chinese herbal medicine industry, this paper proposes that improving the comprehensive benefits of Chinese herbal medicine industry is an important direction for poverty alleviation in the poverty-stricken areas with the high endowment of traditional Chinese medicine resources in the future. Then, based on the concept of resource recycling of traditional Chinese medicinal materials, the feasibility and strategies of utilizing by-products in the production process of Chinese medicinal materials and expanding the ways of poverty alleviation were analyzed and discussed. The aim of all these works was to provide the support for enhancing the comprehensive competitiveness of the industry in poverty-stricken regions, enlarging the poverty alleviation effect of Chinese herbal medicine industry, and consolidating the achievements of poverty alleviation.

The Identification of Poverty Alleviation Targets Based on the Multiple Hybrid Decision-Making Algorithms

The poverty alleviation problem as one of the social evaluation applications has long been a major focus of social problems. As the basis and starting step of the poverty alleviation project, it is crucial to accurately identify the targets of poverty alleviation. Therefore, first of all, it is necessary to establish a scientific and reasonable indicators system and then evaluate all the indicator values respectively. However, in the process of data evaluation, we found that it is often hard to decide the unique valuation for some indicators because of the hesitation among different possible valuations in the mind. Different from traditional algorithms only using a single indicator valuation, the paper uses Pythagorean fuzzy sets (PFSs) to keep possible valuations from the positive and negative aspects and it can overcome the hesitation in the data evaluation process to a certain extent. The paper considers the problem of identifying the poverty alleviation targets as a multi-criteria decision making (MCDM) problem and then proposes a modified algorithm to solve the problem on the basis of several traditional algorithms. The algorithm work well and can obtain the maximum group utility and the minimum individual regret at the same time in the following experiments. The optimal poverty alleviation targets have been found and the poverty ranking list has also been obtained through the algorithm.

Challenges and Prospects of Cooperatives in Ethiopia with Reference Sough Gondar Zone- Ethiopia

Cooperatives in Ethiopia are playing an active role in the fields of banking, input and output marketing, agro-processing, storage, dairy, and many other social and economic activities. Cooperatives have inherent advantages in tackling the problems of poverty alleviation, food security and job creation. They are also considered to have immense potential to deliver goods and services in areas where both the state and the private sector have failed. Serious efforts are being made to strengthen capital of cooperatives base through increasing members’ subscription, mobilization of savings and value addition. The establishment of agricultural cooperative in Ethiopia is significantly associated with and responsible to overcome the problems that individual farmer could not solve solely. The cooperatives were thus permitted to exchange their members’ product, improve market access and directly provide their produce to the market through improving the bargaining power of farmer members. Ethiopian Government has also made efforts for cooperatives development that can be taken as opportunities. However, studies show that the growth of cooperatives in different parts of the country is not up to the expectation. Therefore, this study was conducted with the objective of assessing the challenges and prospects for agricultural cooperatives in south Gondar Zone, Ethiopia. In order to conduct the study, primary data were collected from the members of sampled cooperatives and supported by secondary data. The data were analyzed using both qualitative and quantitative techniques. The findings of the study revealed that there are ample prospects for the growth of the agricultural cooperatives like the legal framework; support of the cooperatives union; positive members’ attitude towards cooperatives; women involvement in leadership. However, agricultural cooperatives in the study area faced many challenges including lack of sense of ownership and lack of follow up and control system by members; lack of commitment, members little awareness about cooperatives, low participation of members in their cooperatives, mistrust; failure of management committee to serve the members’ interest; management committees’ little knowledge about cooperative proclamations, rules and bylaws, limited training access; limited professional support and follow up to cooperatives; failure to adapt the experience of other model cooperatives; little effort to promote cooperative policies, strategies, proclamations, rules and regulations, lack of commitment to find out the problems of cooperatives and fill the gap; fail to organize and provide adequate, quality and timely information on cooperatives. The above challenges may be easy if educated cooperative professionals were invited to lead the sector. Training to office bearers and education to the members pertaining to their specific needs is another important aspect for cooperatives. Extended DEA model under type-2 fuzzy environment

Purpose The purpose of this paper is to combine the uncertain methods of type-2 fuzzy sets and data envelopment analysis (DEA) evaluation model together. A new type-2 fuzzy DEA efficiency assessment method is established. Then the proposed procedure is applied to the poverty alleviation problem. Design/methodology/approach The research method is the DEA model, which is an effective method for efficiency assessment of social–economic systems. Considering the existence of the same efficiency values that cannot be ranked in the proposed DEA model, the balance index is introduced to solve the ranking problem of decision-making units effectively. Findings The results show that the proposed method can not only measure the efficiency of the existence of uncertain information but also deal with the ranking of multiple efficient decision-making units. Originality/value This paper selects type-2 fuzzy DEA model to express a lot of uncertain information in efficiency evaluation problems. We use the parameter decomposition method of type-2 fuzzy programming or the type-2 expectation values indirectly. The balance index is proposed to further distinguish the multiple effective decision-making units. Furthermore, this paper selects rural poverty alleviation in Hainan Province as a case study to verify the feasibility of the method. The relative efficiency values in different years are calculated and analyzed.

Difficulties and Countermeasures for Financial Institutions to Participate in Targeted Poverty Alleviation—Take County T for Example

The problem of poverty alleviation has always been a difficult problem for all countries in the world. China's targeted poverty alleviation has provided new ideas for countries around the world to eliminate poverty. The full participation of financial institutions is an important guarantee for the successful implementation of targeted poverty alleviation. As the battle against poverty enters a decisive stage, the task of financial institutions is further intensified, shifting from supporting poverty-stricken industries to supporting the development of poor households. This transformation has brought many difficulties for financial institutions to participate in targeted poverty alleviation. In this paper, according to the investigation of T county, we summarized the current difficulties of the financial institutions involved in precise poverty alleviation, then make the corresponding countermeasures and Suggestions, for government agencies and financial institutions for reference in the after work.

Poverty Alleviation Based On Participatory Rural Appraisal- (Pra) In Sidoarjo Regency

Poverty with its entire dimension has a destructive effect due to social, economy, safety, legal, and political instabilities. This research design is a combination of qualitative descriptive and confirmatory exploration. The research variable is derived from Empowerment and Participatory Rural Appraisal (PRA) which is the designation of a competitive and sustainable empowerment management scheme. Poverty alleviation which consists of social support and protection for poor household to the empowerment of small and micro businesss has two characteristics, namely rescue and recovery. The rescue characteristic is a short-term effort to save the poor household due to the rise of fuel price, while the recovery is a long-term ones. There are problems in poverty alleviation which focuses on the empowerment and lack of engagement from local people. An increase in growth rate should increase the income per capita which will solve the problem of unemployment, poverty, and imbalance of income distribution. On the contrary, the real situation shows different fact that the increase of economic growth causes an increase of unemployment rate along with more gap in poverty and income distribution.

Poverty strategy by extension of expanding creative economy

This study examines poverty reduction strategies by expanding the creative economy in Tohpati Village Klungkung, Bali. Poverty alleviation is a major problem in development in Bali and the quality of economic growth is the key to solving it. The main problems in poverty alleviation that must be faced today are related to the fact that economic growth is not spread evenly throughout the Bali region, this is evidenced by the high-income disparity between districts. Bali government has made a commitment to eradicating poverty in the context of implementing sustainable development, the government and all regional apparatus together with various elements of society bear the main responsibility for achieving sustainable development. The poverty alleviation program is not possible without good governance, as the basis for the implementation of sustainable development anywhere, including in Bali. By expanding the creative economic activities of the people poverty rates are expected to decrease from year to year. The problem in this research is how to implement programs that have been implemented by the government and the community to reduce poverty in Bali.

E-Governance for Poverty Alleviation: Indian Cases and Prospects for Poverty Alleviation in Uttar Pradesh

This paper argues that initiatives in e-governance can accelerate economic development and increase empowerment of individual citizens. Initiatives in e-governance can do so by helping to bring about good governance. More inclusive governance stimulated by e-governance can help overcome massive global problems of poverty alleviation. The paper discusses the impact of specific initiatives in e-governance and how they might help address poverty alleviation in the state of Uttar Pradesh (UP) in India. Uttar Pradesh has approximately 8 percent of the world's poor population. Eighty percent of poor households in UP live in rural areas. The paper draws lessons from the customized usage of e-governance, in particular, e-choupals (in Hindi choupal means village square or rural meeting place). It argues that such initiatives can: a) Fill gaps in access to communications infrastructure; b) Enable poor people to help themselves; and c) Help re-motivate officials responsible for implementing measures to alleviate poverty. The paper presents a thematic sequence of steps and stages for incorporating e-governance as a mode of operation. The sequence is open to customization as and when required. Expected issues and constraints facing initiatives in e-governance are also outlined.
