Digital supply chains for ecosystem resilience: a framework for the Italian case

AbstractContingency where exogenous and dramatic factors (i.e. Covid) impact not only on political and social life but also on economy is changing the way business is managed. Grounded on recent works studying the relationship between digitalisation and resilience, this work aims to systematize the links between the two dimensions at Supply Chains (SC) and at ecosystem level. A conceptual framework for manufacturing companies and policy makers is proposed to cope with disruptions thanks to digital technology implementation. The work is based on the results of an explorative analysis held with the support of practitioners from the manufacturing sector, IT providers and policy makers in Italy to systematise results and to demonstrate that public–private partnership can help to face disruptions. This paper contributes to the theory of ecosystems to establish a systemic framework to go beyond the border of each SC proposing a cross-collaboration model.

Public–private partnerships and human development

Abstract The restructuring of a state is crucial for promoting human development. For this reason, public–private partnerships (PPPs), the so-called “fourth revolution” in reinventing the state, have become a global strategy of choice. Yet, existing studies on PPPs mainly analyze their effect on growth or inequality, not human development. This article uses data from the human development index (HDI) database to investigate the impact of PPP projects on human development. With the increasing scale of public infrastructure investments and the need to improve public services, it is necessary to examine whether PPPs are justified in improving social welfare. We conducted the analysis for all low- and middle-income countries using propensity score matching (PSM) and multivariate analysis. Additionally, we present the HDI predictions. We believe that assessing the impact of public–private cooperation on increasing social welfare, reducing social exclusion, and implementing investments with a robust social impact is essential. Overall, we found a statistically significant effect of PPPs on human development, demonstrating that the growing scale of PPP investments in low- and middle-income countries enhances their HDI.

Exploring the Role of Public and Private Partnerships in Educational Development of Nepal

The education system of Nepal has undergone significant transformation in the last few decades. The transition is observed from a primarily government-driven model to one that increasingly incorporates public-private partnerships (PPPs). This paper aims to explore the role of these partnerships in enhancing educational quality, access, and equity in Nepal. By examining case studies, policy frameworks, and outcomes of various initiatives, it is assessed the efficacy of PPPs in addressing the systemic challenges faced by the Nepali education sector. The research also provides critical insights into how these partnerships can be leveraged to achieve Sustainable Development Goal (SDG) 4: Quality Education. Additionally, this paper also explores the role of PPPs in enhancing Nepal's educational development by improving infrastructure, access to education, teacher training, and overall quality of education. Through a review of existing literature and case studies, this study assesses the effectiveness, challenges, and potential of PPPs in transforming educational landscape of Nepal. Int. J. Soc. Sc. Infrastructure development, inequality, and employment in Sub-Saharan Africa from the professional perspectives of Kenya, Ghana, and Tanzania

This study investigates the challenges and opportunities in infrastructure development, inequality, and employment in Sub-Saharan Africa. There is a critical gap between infrastructure planning and execution, exacerbated by inadequate funding, bureaucratic hurdles, and a lack of technical expertise, leading to profound inequality in infrastructure and employment opportunities, particularly affecting rural and marginalized communities. The study aims to identify the mismatch between current job market needs and the workforce's skills, analyse the impact of rapid population growth and insufficient educational initiatives, and propose solutions for integrated infrastructure planning and equitable policy development. This research employs qualitative semi-structured interviews and thematic analysis using NVivo to gain in-depth insights into the institutional characteristics influencing infrastructure development, inequality, and employment. Findings reveal significant disparities in infrastructure and employment opportunities, with rural and marginalized communities being disproportionately affected. There is a notable mismatch between job market needs and the available workforce skills, further complicated by rapid population growth and inadequate educational initiatives. The study recommends an integrated approach to infrastructure planning that encompasses sustainability, accessibility, and equitable distribution. Policies should address inequality, ensure equitable access to infrastructure benefits, and align education and skill development with the evolving job market. Leveraging public–private partnerships is also suggested to accelerate infrastructure development efficiently. This paper contributes to the discourse on infrastructure, inequality, and employment in Sub-Saharan Africa, providing a roadmap for addressing these intertwined challenges through integrated policy initiatives.

The drivers and barriers influencing the commercialization of innovations at research and innovation institutions in Uganda: a systemic, infrastructural, and financial approach

Research and innovation (R&I) institutions must commercialize their innovations to remain competitive in a knowledge-based economy. While R&I institutions in Uganda have the potential to drive socioeconomic development, a clear understanding of the commercialization pathway is lacking. This study aims to bridge this gap by analyzing the systemic, infrastructural, and financial factors that drive and hinder the commercialization of innovations at R&I institutions in Uganda. This study offers the first comprehensive examination of the systemic, infrastructural, and financial dimensions influencing innovation commercialization within Uganda's R&I ecosystem, presenting new empirical evidence on the prioritized barriers and drivers as perceived by key stakeholders. Employing a mixed-method approach, this study uniquely combines quantitative surveys with qualitative case studies and key informant interviews, enabling a nuanced understanding of the multifaceted drivers of and barriers to innovation commercialization in Uganda. The study employed the Delphi technique to identify consensus among key informants. The findings highlight the urgent barriers to address, including fragmented R&I ecosystems, inadequate support infrastructure, such as technology transfer offices, and significant gaps in innovation financing. These issues underscore the urgent need for targeted policy interventions. Based on our findings, we recommend the establishment of a national innovation fund, enhancement of public private partnerships for R&D infrastructure development, and formulation of a cohesive national policy framework to streamline commercialization processes at R&I institutions. This study provides policymakers with a data-driven foundation to craft targeted interventions aimed at removing the identified barriers, thereby catalyzing the commercialization of innovations in Uganda's R&I institutions.

Exploring the Nexus between Endogenous Development and Local Economic Development: The Experience of Tamale Metropolis in Ghana

This paper explores the relationship between Endogenous Development (ED) and Local Economic Development (LED) in the Tamale Metropolis, Ghana. ED emphasises locally driven initiatives that leverage indigenous knowledge, resources, and cultural practices, while LED focuses on promoting economic growth and sustainability through local-level collaboration. The study examines how ED practices, such as community- based agricultural activities and cooperatives, contribute to local economic growth, job creation, and social cohesion in Tamale. It also identifies key challenges, including weak governance frameworks, socio-cultural barriers, and limited access to finance, which hinder the effective integration of ED into broader LED strategies. Despite these obstacles, opportunities exist to strengthen the synergy between ED and LED through enhanced community participation, capacity building, and public- private partnerships. This paper argues that aligning ED with LED offers a sustainable development model that can address both economic and social challenges in the region. Recommendations for policymakers include improving local governance structures, fostering inclusive development policies, and creating supportive environments for community-driven initiatives. The findings highlight the need for context-sensitive development strategies that empower local communities to take ownership of their development pathways while contributing to sustainable economic growth.

Innovating Through Public–Private Partnership

The article titled Innovating through Public-Private Partnership, explores the potential of public-private partnerships (PPP) as a means to foster innovation, economic stabilization, and sustainable community development. It highlights how the collaboration between public administration authorities and private or non-governmental sectors can address pressing societal challenges, including global warming, healthcare modernization, and technological advancements. The research outlines the essential components of PPPs, including financial models, management frameworks, and project evaluation criteria, with a particular focus on innovation-driven initiatives. Various stages of establishing a successful PPP are examined, from project conceptualization and partner selection to implementation and performance monitoring. Furthermore, the paper delves into the importance of funding methods and risk management, demonstrating how a well-structured PPP can combine public and private resources to deliver public goods effectively. The article also provides insights into sector-specific innovation strategies, such as digitalization and renewable energy projects. The case for renewable energy production through PPPs, involving solar and wind energy, is highlighted as a sustainable development model that strengthens collaboration between public and private sectors. By analyzing a five-year history of PPP projects in Europe and providing forecasts for the future, the paper underscores the growing relevance of PPPs in achieving long-term goals for economic and infrastructural development. The study concludes with recommendations for fostering a conducive environment for PPPs, such as legislative reform, the creation of national databases, and investment in education and training to enhance the success and innovation potential of PPPs.

Exploring Nigeria’s waste-to-energy potential: a sustainable solution for electricity generation

Abstract This research explored the potential of waste-to-energy (WtE) technology as a sustainable solution to Nigeria’s energy deficit and waste management challenges. Various WtE technologies were reviewed, including incineration, anaerobic digestion, gasification, and pyrolysis, highlighting their applicability and benefits for Nigeria. The potential energy yield from different waste streams, combined with economic viability, environmental benefits, and social impacts, demonstrates the importance of WtE technology for the country. The lower heating value of municipal solid waste and agricultural residue significantly affects energy yield. The incineration of 27.36 million tons of organic waste annually while using relevant technology with energy recovery could generate between 14.52 and 23.08 TWh of electricity per annum. The inclusion of paper and textiles increases the potential yield to 18.69 and 29.71 TWh per year. The potential power generation from agricultural residues is estimated at 80.3 GW. However, Nigeria must address technical, economic, and policy challenges to realize this potential. This can be achieved by developing a robust regulatory framework, fostering public–private partnerships, enhancing local capacity, engaging communities, and investing in research and development. The implementation of WtE projects will facilitate sustainable waste management, improve energy security, create jobs, and promote environmental stewardship.

Public–Private Partnership Model in Delivering Quality Health Care and Medical Education - An Enduring Success Story for the Past Seven Decades

Public–private partnerships (PPPs) are integral to the National Health Mission (NHM). Kasturba Medical College (KMC), Mangalore, was the first private institution in India to embrace the PPP model way back in 1953. The then Government of Madras permitted KMC Mangalore to partner with the 2 district hospitals – the Government Wenlock and the Lady Goschen Hospitals. For almost seven decades, KMC Mangalore has been using the clinical facilities at District Wenlock and Lady Goschen hospitals to provide quality health care and also train the Undergraduate and Postgraduate students of KMC. The Manipal experiment is a shining example of public–private collaboration to provide quality accessible health care to everyone, which is in line with the Sustainable Development Goal (SDG) 3 and its targets.

From Potential to Power: Advancing Nigeria’s Energy Sector through Renewable Integration and Policy Reform

Nigeria is a nation endowed with both abundant renewable and non-renewable energy resources. Despite its vast potential, Nigeria struggles with a consistent power supply due to various systemic issues, such as inadequate funding, infrastructural decay, corruption, technical skill shortages, and macroeconomic instability. These challenges hinder the effective harnessing and distribution of energy resources, particularly renewable ones like wind, solar, biomass, and hydropower. This study assesses the existing energy policies and their efficacy in promoting sustainable energy development towards achieving universal electricity access by 2030. It highlights the necessity for a just energy transition that integrates a substantial proportion of renewable energy into the national grid, aiming to meet up to 60% of the country’s energy demands with clean sources by 2050. This transition is critical not only for energy security and reducing the environmental impact but also for fostering socioeconomic equity. Recommendations include overhauling the legal and regulatory frameworks to support renewable energy growth, particularly in off-grid areas, to ensure clean, affordable, and secure energy access. Strategic investments, enhanced infrastructure, and robust public–private partnerships are essential to overcome the current barriers and realize Nigeria’s energy potential. This paper calls for a comprehensive approach that addresses both the technical and socioeconomic dimensions of the energy crisis, laying the groundwork for a sustainable and prosperous energy future for Nigeria.

Managing waste packaging for a sustainable future: a strategic and efficiency analysis in the European context

AbstractThe management of package waste has become a critical concern in pursuing sustainable development, particularly within the European context, where environmental regulations and sustainability goals are stringent. This paper presents a comprehensive strategic and efficiency analysis of waste packaging management across Europe, examining current practices, policies, and technological innovations in a sample of countries. The work identifies critical challenges and opportunities in the sector using Data Envelopment Analysis and Multicriteria decision analysis. Our findings reveal significant variations in the efficiency and effectiveness of waste packaging management practices among European countries, influenced by differing policy frameworks, recycling infrastructures, and public awareness levels. Sweden and Luxembourg excel in the sustainable and technical model for recycling, while Austria prevails for recovery in both. The strategic vision suggests an emphasis on green premium, and the most sustainable alternatives are those marked by natural fibres and respect for human conditions. The paper concludes with strategic recommendations for policymakers, industry stakeholders, and communities to enhance waste packaging management efficiency. These include policy harmonisation at the EU level, investment in innovative recycling technologies, and fostering public–private partnerships to drive systemic change. By adopting these strategies, Europe can move closer to achieving its sustainability targets, reducing environmental impact, and promoting a circular economy. So, the implications of this paper are both strategic and political. The former is related to identifying the best strategy related to packaging waste, and the latter is to uniform the efficiency of waste packaging management in Europe.

Management Model Using Standardized Contracts and BIM Tools for the Optimization of PPP Projects in Peru

Public–private partnerships (PPPs) are contractual schemes that have relative success in Latin America due to their configuration, where the spirit of the contract lies in an appropriate distribution of risks. This is both the most important and fundamental aspect of this contractual scheme but also the most complex, as it is the main cause of contract modifications (addenda) in countries across the region. In this context, different concessionary contractual frameworks for PPPs on the national road network of Peru were evaluated, revealing common failure indicators that lead to contract modifications within the first six years of the concession. This study offers the development of a management model that includes the good practices of contractual management of NEC4 Option F and the application of BIM information management processes, optimizing the management of infrastructure through emerging technologies of information management supported by agile contractual schemes.

Alternative Pharmaceutical Innovation Models in Competitive Markets: A Collaborative Approach to Develop a Novel Drug for Hepatitis C.

Alternative innovation models have emerged to address failures of the traditional pharmaceutical system, particularly for diseases where market incentives do not attract sufficient research and development efforts. However, the feasibility of such models for diseases with significant markets is not well-established. This article analyses the development of a novel drug (ravidasvir) for the treatment of hepatitis C, a highly profitable market. Data from qualitative research methods, including literature reviews and semi-structured interviews, was analyzed using a novel conceptual framework focusing on actors, resources, organizational practices, and outcomes. Dissimilar to other projects, ravidasvir did not involve any major pharmaceutical companies. Rather, it leveraged the capacities of actors less traditionally involved in the development of novel medicines by constructing a collaborative network of private and public partners from low- and middle-income countries with a shared goal. The collaboration was successful in developing a highly effective, easy-to-use, and affordable medicine and contributed significantly to capacity-strengthening. However, the case also highlighted that strategic behavior by competing for-profit firms could pose significant challenges and that changing external conditions reduced the potential public health impact of the drug. Lessons from ravidasvir can inform future efforts to develop alternative innovation models for therapeutic areas with significant commercial interest.

Rethinking science diplomacy and global biosecurity: challenges, emerging practices and the way forward

Abstract The changing organization and nature of biotechnology and bio-innovations have led to the global phenomenon of ‘science at large’. This has given rise to two key trends in global biosecurity governance: the growing role of science diplomacy in addressing biosecurity concerns and the rise of distributed agencies, particularly involving young practitioners from the global South, who are participating in a decentralization of western-dominated biosecurity discourse through Track II science diplomacy. These trends require updated and inclusive regulatory innovations that acknowledge biosecurity and related regulatory-ethical discussions as crucial elements of public diplomacy. There is a particular need to align these efforts with emerging forms of societal funding and to foster novel public–private partnerships in advanced bioscience research. They also call for promoting multitrack science diplomacy by bolstering institutional support for science diplomacy and biosecurity. This could be in the form of dedicated funding, or the establishment of sustained platforms to enable regular mutual learning and interactions between an international group of scientists and policy-makers. These efforts should be complemented by investment to normalize cross-disciplinary and cross-sectoral dialogues, which are essential for building communities among both established and new stakeholders. These dialogues can foster mutual learning, cultural harmonization and the development of joint initiatives to address shared biosecurity concerns. This policy paper advocates for the formal integration of science diplomacy training into university science curriculums, especially at the postgraduate level. This training will equip the next generation of scientists to align scientific visions and enhance biosecurity compliance in an increasingly connected yet ideologically diverse world.

Public Private Partnership and Financial Implication to Government: A Case Study from Malaysia

The implementation of infrastructure projects through the Public Private Partnership (PPP) that involve investments from the private sector has greatly benefited the country. Apart from being an alternative to conventional public infrastructure projects, PPP is also said to be a more efficient method as the risk of project implementation is transferred to the private partner. Even with these advantages, it cannot escape criticism, especially the implementation of PPP projects which involve financial implications to the government. The main purpose of this study is to investigate the Malaysian government's experience in the implementation of PPP projects especially regarding its financial implication issue and how the Malaysian government addresses the issue. A total of 29 officers from several government agencies were interviewed. The interview transcripts were analyzed using ATLAS. Ti application. Apart from contributing a theory regarding PPP, the results of this study have provided new knowledge on PPP, especially Malaysia's experience in dealing with financial commitment issues arising from the implementation of PPP projects. Although the context of development in other countries may differ, this Malaysian experience can be used as an example for PPP practitioners in planning PPP projects elsewhere.

Impact of energy consumption on life expectancy in lower-middle-income West African countries

Life expectancy is a key determinant of a nation’s health and well-being. However, West African countries face several challenges in improving life expectancy, such as inadequate healthcare infrastructure, corruption, poor sanitation, and environmental quality due to environmental degradation. In addition, energy accessibility is an important determinant of health outcomes and environmental quality. The United Nations’ Sustainable Development Goals 7, 12, 13, 14, and 15 are directly linked with energy access; achieving these goals will lead to an improvement in energy access. Therefore, in this study, using data obtained from the World Bank and the Central Bank of Nigeria Statistical Bulletin, we investigated the impact of energy consumption and corruption on life expectancy in lower-middle-income West African countries from 1990 to 2021. The results of the cross-sectional auto-regressive distributed lag technique showed that renewable energy has a positive and significant impact on life expectancy in lower-middle-income West African countries in both the short and long run. However, non-renewable energy was found to have a significant and negative impact on life expectancy in the long run and a negative but non-significant impact in the short run. Corruption had a debilitating effect on life expectancy in both the short and long run. We recommend that policymakers should make a conscious and deliberate push toward transitioning to renewable energy through public–private partnerships to provide affordable and clean energy while tackling corruption.

Recent advancements in Mechanical Engineering, particularly in areas such as thermo-fluids and system design, have spurred the need for comprehensive discussions on the development of associated sciences and their diverse applications worldwide. This initiative aimed to foster global awareness among researchers, including those who participated in our inaugural conference, ICTFSD 2022, and others from India and abroad eager to join our collaborative platform for exchanging ideas and showcasing local innovations. Thus, the Department of Mechanical Engineering at Birla Institute of Technology, Mesra, Ranchi (India) organized the 2nd International Conference on Thermo-Fluids and System Design (ICTFSD) 2024 on April 4-5, 2024. The conference convened experts from academic institutions, research organizations, industries, and policymakers to facilitate in-depth interactions. Keynote speakers from India, the US, and Europe delivered talks on various applications within these fields. The conference was heavily supported through financial assistance from the Science and Engineering Research Board (SERB), Government of India. Partial financial support was also received from private partners viz. ANSYS Inc., Entuple Technologies and COMSOL Multiphysics Pvt. Ltd. ICTFSD 2024 aimed to promote industry-relevant research in academic and research institutions, establishing networks for collaborative research and development. It identified emerging research areas while showcasing high-quality papers spanning both emerging and traditional fields. All conference papers underwent rigorous peer review by a technical committee, with select papers earmarked for publication in the Journal of Physics Conference Series, IOP Publications. The conference conveners and organizing secretaries, who also served as Editors of the Conference Series, extend gratitude to the Morressier team and the IOP publications team for helping us in the entire review and publication process. We especially acknowledge the valuable inputs of the expert reviewers for their pivotal role in quality check of the manuscripts. We would like to extend our sincere appreciation to all the conference sponsors, whose financial contributions were instrumental in making the event a success. Multi-objective optimal allocation of construction project risks, ant colony optimization algorithm

PurposeThe purpose of this paper is to introduce a new approach for finding the most appropriate risk allocation among construction contract parties. Although risk allocation is a strategic decision that can greatly affect the cost and time of the project, it is often made based on the personal judgments of employers. That is why owners usually find it a very time-consuming and expensive decision process, while most contractors feel that risk sharing is not done fairly. In this paper, a quantitative model for risk allocation is introduced to fulfill clients’ conflicting expectations in the risk allocation process.Design/methodology/approachBy defining conflicting expectation of owners in the form of three quantitative objectives (lowest cost, maximum reliability and minimum risk exposure), a multi-objective optimization algorithm was developed to select the most appropriate risk allocation. Using experts’ knowledge through fuzzy set theory, a multi-objective decision-making model is developed based on an ant colony optimization algorithm. The proposed model is able to find the optimum risk allocation at the lowest cost and highest reliability while protecting the client against risk exposure within multiple parties projects.FindingsThe proposed model has the ability to select the most appropriate risk allocation in multi-parties projects (such as public–private partnerships) and quantitatively measure the impact of each employer’s choice on project results in the form of cost and time. The results of implementing the proposed model in a case study project revealed that optimum risk allocation requires a balanced attitude, and the transfer of all risks to the other parties will not necessarily lead to the lowest cost. The client should bear more responsibilities in risk management to avoid extreme time delay and cost overrun.Research limitations/implicationsThe proposed model can be implemented in multi-parties projects (such as public–private partnership), while other methods introduced in previous studies can only be used for projects with two party (client and contractor).Practical implicationsBy implementing the proposed model in a real project in this article and comparing its results with previous works, it has been shown that the proposed model has a good performance. Using this model can help clients drastically reduce cost and time and ultimately successfully conclude risk allocation negotiations (which is the most difficult part of any contract negotiation).Originality/valueIn this paper, the risk allocation process is modeled in the form of a multi-objective decision problem. This method helps employers to measure their conflicting goals and choose the most appropriate risk allocation according to their objectives. Also, in this article, the conflicting expectations of the employer in the process of contract negotiations are introduced as three measurable goals, which gives the decision-maker the ability to balance his expectations and not miss an objective. In the final step, an optimization model is developed to select the best option, which can choose the most appropriate party to bear the risk in a short time and among an unlimited number of participants.
