Влияние системы профессионального образования на состояние и развитие трудовых ресурсов Дальневосточного федерального округа

In this article the authors reflected the current state of vocational education and the influence of all the problems of the system on the state of the labor force. The quantity, quality and education areas of the high schools and colleges have been analyzed, the number of graduates, the realities and possibilities of their employment, the needs of employers for skilled workers in specific professions, government policies in attracting and retaining young people in the region and so forth. The article focuses on identifying the main challenges and constraints of professional education and determining the strengths and capabilities of the system development in the region. The article presents the results of research conducted by the lecturers of the Faculty of Public Administration Lomonosov Moscow State University. The study was devoted to the analysis of the labor resources of the Far Eastern Federal District and the territories of priority development in the 2014–2015.

Investment Appeal of the Recreational Potential of the Region

The article deals with the issue of environmental and economic assessment of natural and recreational potential of Kuzbass. The purpose of the research is to study the trends in the development of the regional recreational potential, as well as to develop the methodological bases for creation of resort and recreational areas to improve the health of the population and increase the investment appeal of Kemerovo region. The constraints to improve the investment, environmental and economic performance of regional resorts are identified. The main result of the research is the development of the project to improve the stability of the socio-economic system of the region, on the basis of the mitigation of environmental and economic risks and the systematic development of recreational infrastructure. The practical significance of the study consists of the recommendations for regional and federal authorities concerning the development of socio-economic plans and forecasts, including the provision of a rationale for the status of priority development territories.

Роль территорий опережающего развития в решении проблем импортонезависимости

The article identifies priority areas and trends of the government to accelerate economic growth by attracting investment in the industrial sector. The article discusses different approaches and scholarly positions of a number of domestic and foreign economists regarding the desirability of one or another of industrial policy and its effectiveness. The author, drawing on the results of functioning of free economic zones in the Russian Federation, justifies the strategic importance of formation and implementation mechanism of the territories of priority development for the successful modernization of the industrial sector in Russia. The article presents the institutional matrix of formation of the territories of priority development, described in detail its elements, strict interconnection which allows the mechanism to work effectively. The author
 evaluates and analyzes the strengths and weaknesses of this matrix to determine which of them worked out in the Federal law of the Russian Federation and which require immediate action from the state for successful implementation in practice of the mechanism of the territories of priority development. The author introduced the priority point of intersection of interests of state and business is the need of the formation of the working mechanism of return of private capital and modernization of current technologies. In Russia, this problem can be solved in the framework of implementation of the territories of priority development.

Seaports of Primorsky Krai in the Transport System of the Region in the Conditions of the Free Port of Vladivostok

The article considers the tendencies of socioeconomic development of Primorsky Krai in the modern conditions of development of the national economy of Russia and the tasks of formation of the transport and logistics infrastructure in the region to enable it to secure and implement its territorial transport, logistics and transit functions. A key role in this development is played by the seaports of the southern zone of the Far East and, in particular, of Primorsky Krai. It focuses on the tasks, as well as various aspects of the formation and direction of implementation of the promising socio-economic and political project of Russia in the Far East—the establishment of the Free Port of Vladivostok. This project focuses on the issues of providing Russian seaports in Primorye with a cargo base, as well as economic, social, organizational, infrastructural, political, legal and other aspects of operation of the Free Port of Vladivostok. Cargoes from the northeast provinces of China, as well as the implementation of major Russian projects, in particular, the project of establishment of priority development territories in Primorsky Krai play an important role in providing a cargo base and ensuring effective performance of seaports in Primorye.

ENTREPRENEURIAL ACTIVITY IN THE CONDITIONS OF PRIORITY DEVELOPMENT AREAS

This article presents an analysis of the most important issues in priority development areas, including the commitment of the Kamchatka region in which such territory is focused primarily on the development of tourism. The relevance of the article due to the increase in the activity of creation of territories of operahouse development in Russia. Goal/objectives. The purpose of this article is to identify both advantages and disadvantages of priority development areas as a mechanism of economic development. To achieve this goal, the author formulated and solved two tasks – analysis of theoretical questions of development of territories of priority development and evaluation of a practical example of creating such a site. Methodology. The theoretical basis of the research was normative legal acts devoted to the question of priority development areas and strategic documents of the Kamchatka region. As a methodological basis of applied methods: analysis, synthesis, analogy, comparison, induction and deduction. Results. Found that despite the existing shortcomings and limitations, the creation of territories of priority development is an eff ective tool for the development of entrepreneurship. Conclusions/significance. Creation within the country's territory, favorable for attracting long-term investment, is a widespread global practice to attract large companies. In Russia, this tool is relatively new, but is already actively used for the development of entrepreneurial activities in troubled regions. This tool provides its residents with sufficient opportunities to gain competitive advantage, accordingly, is a critical study of all questions of implementation and follow-up work of priority development areas, given companies' business activities both within and outside the area.

The article examines the factors influencing human resources software features advanced development areas created by the Far Eastern Federal District. The
 authors reveal the basic characteristics of these areas shows the average population of the subject and the number of jobs. The article analyzes the problems
 of security of territories of priority development of the Far Eastern Federal District human resources. The authors also considered the possibility of attracting
 in the region of foreign labor. It is shown that the strategy of development of the Far East should be implemented in conjunction with a comprehensive
 strategy for labor mobility. The results of the analysis of the dynamics of the labor force in the region, which indicate the existing problems in the region. The
 features of the migration situation in the region. Estimated value for the development of the region’s labor migration from abroad.

Рекреаційне мікрорайонування територій (на прикладі Савранського р-ну Одеської обл.)

The article contains basics of large-scale recreational zoning and designed landscape and recreation passport for estimation of separate areas. This passport qualitatively and quantitatively describes the area of zoning. The recreational microzoning of Savranskiy district was held based on data of availability of landscapes for development of recreational industry. The map for this territory was made. It contains selected functional areas, recreational objects, existing and recommended recreational territories of priority development, recreational, cultural and information centres and recreational microzones.
