PENDIDIKAN DALAM BELENGGU KONFLIK: STRATEGI DAN KONDISI PENDIDIKAN DI YAMAN

This research aims to understand the actual condition of the education sector in the Republic of Yemen, along with the strategies that have been prepared in the context of developing and improving the quality of education. The panorama that is being observed is not only a picture of Yemen which until now is still preoccupied by conflicts and political disputes. This paper is expected to be one of the scientific contributions for further research in related fields. The data in this paper was obtained using qualitative research methods by conducting literature studies from various sources. The data collected is presented as it is without providing any interpretation. From these various sources, some data was obtained from official documents. Although with the disclosure of the source of the document, statements or articles that are opinions are minimized so that scientific objectivity is maintained. Based on the studies that have been conducted, an important keyword has been found that covers development in all sectors (including education) in Yemen, namely the Yemen Strategic Vision 2025. Especially in the field of education, the Ministry of Education and Culture has prepared a set of plans and achievement parameters for a certain work period. This article is not proposed as a form of problem solving, but rather is intended as additional literature for a more comprehensive review.

Tolerance as a Founding Value of World Peace

Societies today have a heightened awareness of their unity and the way in which each individual depends on the other in indispensable solidarity; however, within these societies bitter political, social, economic, racial and ideological disputes persist and with them the danger of a war that could jeopardize world peace. It is in this context that tolerance emerges as a fundamental ethical priority for building and maintaining peace in the world. Tolerance, therefore, does not imply neutrality of thought, on the contrary, each group has space to present their points of view and experiences for everyone's co-reflection, and everyone is asked to respect the essential norms to the functioning of pluralism. The advocacy of tolerance represents a project of emancipation and is based on the strength of human reason. The objective of this thematic proposal is to reflect on the mystery of man and the meaning of his social being through the prism of considering the moral value of tolerance in the political-democratic order and in social coexistence. Democracy, whose assumptions are condensed in the production of consensus in relation to the good of political life and the experience of citizenship, must recognize that social pluralism poses challenges to the idea of tolerance based on the ontology of the person. For a proper approach to the topic in question, which involve a triple joint: 1) The problem of intolerant democracies today; 2) Social pluralism and public security, and 3) Tolerance and world peace, priority will be given to the method of reviewing the vast and rich literature that discusses the subject in question. In conclusion, the study puts forward the thesis that in the face of various existential scenarios that negatively mark the recent history of many peoples and nations - such is the case of violent extremism in the world, electoral offenses and, consequently, barbaric demonstrations post-elections, the human-environment relationship - the moral value of tolerance continues to be an important factor in building world peace and must therefore be cultivated by everyone.

The Impact of Transactional Politics on Papuan Ethnic Identity Politics in the Dynamics of the 2024 General Election in Manokwari Regency

The objective of this study is to investigate the perspectives of the Papuan ethnic group regarding the dynamics of identity politics in general elections, which frequently encompass aspirations related to identity politics. The term "Papuan ethnicity" refers to an identity within Papuan nationalism, symbolizing the mobilization and unification of Papuans. In the context of elections, the notion of Papuan ethnicity becomes a significant issue for electoral candidates, particularly for those who lack support from their fellow Papuans. Utilizing qualitative research methods and ethnographic approaches, this study explores the impact of transactional politics on the ethnic perspectives and political participation of Papuans during elections. It examines various factors, including the influence of political funding on voter preferences, the mobilization of ethnic groups for political backing, and the dynamics of inter-ethnic interactions within political disputes. The findings of this research aim to provide an in-depth understanding of the patterns of political aspirations in Papua and their implications for the consolidation of democracy in Indonesia.Keywords: identity politics, political aspirations, Papuan ethnicity, general elections

The Image of the General Elections Commission (KPU) in the 2024 Presidential Election

Throughout the organization of presidential elections in Indonesia, the General Elections Commission (KPU) has often been in the public spotlight. In this context, the image of the KPU, which consists of trust, reality, cooperation, and awareness, serves as the indicators used by the public to evaluate the institution. This research employs a qualitative methodology and is based on a literature review of previous studies and surveys conducted by several independent organizations. Surveys by Kompas Research and Development (Litbang Kompas) and Databoks support this assessment. The results show that public trust in the KPU has declined due to political dispute issues, with a score of 277. However, according to the Litbang Kompas survey on the reality indicator, the public perceives the KPU's image positively, with a score of 62%. On the cooperation indicator, public political participation in the presidential election continues to increase. Regarding the awareness aspect, the lack of public political knowledge is a critical point in Indonesian politics. Therefore, as the institution responsible for organizing elections, the KPU needs to continuously improve its performance and image.

Illusion of nuclear superiority: an empirical study on the coercive value of nuclear superiority in a nuclear crisis

ABSTRACT There has been a recent revival of the decades-long debates on the coercive value of nuclear superiority in a nuclear crisis. Some proponents of nuclear superiority assert that nuclear superiority grants coercive leverage for the superior side to prevail in political disputes vis-à-vis nuclear-armed adversaries. However, does nuclear superiority really provide meaningful coercive leverage during a nuclear crisis? This article empirically tests their claims against a recent case – the Korean Peninsula nuclear crisis in 2017–2018. Through this, it argues that nuclear superiority has no meaningful compellent value beyond deterrence in a nuclear crisis for the two core reasons: first, a nuclear crisis does not follow the traditional balance of power logic; second, despite technological advancements, the viability of counterforce strategy in practice has yet to be attained.

TRENDS IN THE DEVELOPMENT OF PREVENTIVE DIPLOMACY IN INTERNATIONAL RELATIONS

The methods for resolving and preventing political conflicts differ significantly from other forms of conflict resolution. When the territorial principle is prioritized over the specifics of the conflict in interpersonal disputes, applying this approach to political conflicts can lead to greater societal instability, victimization, and negative changes in relations between states. However, when the interests of social groups are aligned, political disputes can be more easily and amicably resolved. In such cases, the most effective approach is the use of preventive diplomacy at both the international and state levels.

Napoleon's Civil Code in the Political Discourse of the Alexander Era

Napoleon's "Civil Code" is a fundamental work of European legal thought. M.M. Speransky, appointed by Emperor Alexander I to the Commission for Drafting Laws, of course, could not help but refer to this text; moreover, he actively used it when drafting his famous "Draft Civil Code", but revised many of its provisions when adapting it to the class-based Russian society. Nevertheless, the influence of the Code on Speransky's "Draft" was so noticeable that it caused sharp rejection in conservative circles. The main opponents of the Secretary of State were N.M. Karamzin and A.S. Shishkov, who criticized the "Draft". When writing this article, the main method was the method of discourse analysis. This method, the subject of which is traditionally defined as "speech immersed in life", made it possible to study the extralinguistic aspects of the texts of participants in the communicative field in political disputes around the legislative initiatives of M.M. Speransky in terms of their correlation with Napoleon's Civil Code. Also used were such methods as content analysis, biographical method, comparative-historical and contrastive. Despite all the similarities, the positions of Karamzin and Shishkov differed. If Shishkov categorically did not accept any changes to Russian statehood, defending the need to preserve its absolutist inviolability, then Karamzin, who admired Robespierre in his youth, then idolized Napoleon, openly declared his republicanism. The ambiguity of his position, which has been repeatedly noted by researchers, is fully explained by the phenomenon of the development of republican thought of that time, which is shown in the article. Speransky, responding to criticism of the "Project Code", stated that all such projects are similar, since they have Roman law as their source. But this was not important for his opponents, who used all available tools to discredit him.

This research discusses the territorial dispute between China and India, which is caused by China's unilateral claim to territory that is considered part of India. This research uses the literature review method to understand why the Chinese government claims the territory and how the dispute can be resolved. It also discusses the difference between legal and political disputes, and how the China and India border dispute can be categorised as an ongoing territorial dispute over the sovereignty of two territories.

Exemplifying the Parable of the Good Samaritan (Luke 10:25-37) in Fostering Peaceful Co-Existence among Christians and Muslims in Nigeria

In the last three decades, most of the major conflicts in Nigeria are centered on ethnicity and religion. Fundamental Muslims and Christians or moderate (liberal) Muslims and adherents of African Indigenous Religions have wrecked a lot of havoc in Nigeria. In many cases, religious leaders and politicians have manipulated these conflicts for political and economic gains. These conflicts have resulted in the death of several thousands of people and loss of unquantifiable amount of money and property. Various attempts by government, individuals, religious and other interest groups on resolving the lingering and hydra-headed crisis have not yielded holistic and desirable result. Some scholarly articles have been written to proffer solutions to Nigeria's ethno-religious crisis; these include research on interfaith dialogue, social integration, sustainable communal developments, the impact of ethno- religious crisis on the security, economy and sociopolitical stability of the country. However, the exemplary nature of loving, empathizing, accepting, accommodating and living with one’s known or perceived enemies have not been adequately explored with religious hindsight. This paper therefore considers the exemplary character of the “Good Samaritan” in the parable of Jesus Christ (Luke 10:25-37) as a spring board for peaceful co-existence between Christians and people of other faiths in Nigerian multicultural contexts, particularly the Muslims. Exegetical and historical methods are used; the Theoretical Framework is premised on Eisenberg Pro-social Behaviour theory, which is defined as voluntary behaviour intended to benefit another (Eisenberg, 1986). Findings reveal that Nigeria has been wracked by periodic violent clashes between political, ethnic and religious groups since the second half of the 20th century. Reasons for these clashes vary from one locality to another but they are mostly motivated by religious, social, economic and political disputes. Conclusively, exemplifying the teaching of Jesus Christ on love for one's neighbour in the parable of the "Good Samaritan" here proposed first to the Christian community gives a new hope on the quest for peace in Nigeria and re-orientation for Christians and their Muslim neighbours. It is recommended therefore that both Christians and Muslims in Nigeria should leverage on the “Good Samaritan’s” peace accord to one’s neghbour proposed by Jesus Christ without prejudice or stereotyping one another.

Cinematic Activism and Tasmania’s Lake Pedder: How Film Shaped Environmental History

Film has played a seminal role in Australian environmental history, as an instrument of advocacy to shape political disputes and government actions. Such cinematic activism originated in the 1960s with the dispute over the damming of Tasmania’s iconic Lake Pedder. Here, documentary filmmaking was used by the protagonists to influence public opinion and convey rival views of the remote wilderness lake. For conservationists, film helped build an emotional connection and sense of place, whilst for pro-dam proponents, film helped curate an ideology of economic progress. The protagonists’ mutually reinforcing tactics, especially the intermediary role of the Tasmanian Department of Film Production, combined with the outstanding beauty of Lake Pedder, drove the turn to cinematic activism. Understanding how these films were produced and screened is also important to appreciating their significance for cinematic activism.

Distinction between law enforcement activity and military activity in article 298(1)(b) of UNCLOS: Commentary on recent international decisions

The war between Russia and Ukraine has brought the previously dormant military activity exception back into the spotlight. Yet, considering the sensitivity of military actions and the multifaceted functions performed by warships and coast guard vessels in practice, one may question whether a viable standard for distinguishing between law enforcement activity and military activity is possible at all. Therefore, instead of focusing on the intricacies of legal doctrines, it might be helpful to look at the issue from the perspective of the role of international judicial bodies in dealing with disputes with wide political ramifications. While it is always possible for courts and tribunals to identify legal issues arising from a broader political context, it must be recognized that piecemeal judicial solution is a poor substitute for political dispute settlement mechanisms. The harsh truth remains that, in a decentralized legal system dominated by the will of states, judicial restraint is perhaps the only way forward for international adjudication.

Evaluating the dynamic interaction between the defence / security policy of the US, UN, and Western Sahara

The Western Sahara region has been a source of complex political dispute between Morocco and other parties regarding its control. This issue arose subsequent to the decolonization era, and it is obvious that the process of decolonization has encountered various challenges throughout history. Despite the various approaches proposed by global leaders to address such issues and mitigate potential conflicts that could jeopardize regional security, certain methods such as mandates or the exercise of self-determination may be considered. The issue of Western Sahara has an extensive history of disputes and contentions among three primary parties: The Kingdom of Morocco, Mauritania, and the Polis Ario Front. Each of these parties has advanced claims over Western Sahara that align with their respective interests. On the other hand, the territorial dispute garnered the attention of various key players, including the United Nations and Spain, the former colonizer of the region, among others ("Western Sahara | Facts, History, Conflict, Map, & Population," 2023). This study will centre on the interplay between the defence and security policies of the United States and the United Nations in this multifaced issue.

El partido de la incertidumbre y las células combatientes: tonos y políticas del ensayo en la crítica latinoamericana

This article tries to define some tendencies of use and conceptualization of the essay in Latin-American literary criticism, more specifically in the intercession between Argentina and Brazil. Through the reading of some seminal texts on the essay as a genre and some Latin-American texts published on the last two decades, we argue that there is an “uncertainty party” that insists on the indetermination as a defining feature of the essay form. We argue, however, that an unlimited potentiality of the essay, when institutionalized, can lead to a loss of political potential for this form. Therefore, we will try to point to some possible relations between essay and politics that reappear even in those discourses that try to push away the essay form from the political dispute.

Public Education Investment, Economic Growth and Welfare: A Political Economy Analysis with Preference Heterogeneity

This study examines the politics of public education policy and its impact on economic growth and welfare under intergenerational altruism. The study considers an endogenous growth model with altruistic overlapping generations. Due to its significant role in promoting long-term economic expansion, we consider investment in public education to be an effective tool of productive government intervention. Nonetheless, public educational investment has been the subject of political disputes owing to its inherent intergenerational redistributive implications. Backed by the tendency of democratically elected governments to maintain their political power, the preferences of some particular individuals or group of individuals become more dominant in the political process of determining the level of public investment in education. In particular, governments are more concerned with the preferences of the median voter, or the current generation at large, because they, as electors, have the ability to determine the next government. This reality leads governments to exhibit a bias toward the desires of these people. As a result, such political considerations divert the economy from its optimal path of economic growth and reduce the welfare of future generations. This effect becomes more pronounced when individuals with lower levels of altruism toward their offspring assume a more influential position in the political decision-making process over the allocation of public funds for education. Our theoretical analyses demonstrate the implications for economic growth and welfare resulting from policy decisions made by democratically elected governments with inherent biases, as opposed to decisions made by an unbiased social planner.

Domestic Lawfare in South America

Domestic lawfare, using legal measures or their potential utilisation as strategic tools in political or ideological disputes within a nation, is a prevalent phenomenon in South America. Such measures may include lawsuits, investigations, and other legal mechanisms aimed at eradicating, intimidating, penalising, or undermining rivals to achieve specific political or policy objectives. This practice can be identified as domestic lawfare by prioritising legal technicalities over substantive matters. Its impact is of particular concern, as it is employed to suppress dissenting voices and curtail essential liberties, such as freedom of speech. This article sheds light on the significant challenge that constitutional democracies in South America currently face due to the rise of lawfare. This does not mean that it is an exclusively South American phenomenon. Influential individuals or entities around the world equipped with ample resources, financial means, influence, or political clout could deploy these assets to target individuals or organisations they perceive as threats to their interests. By examining the potential legal ramifications that may arise from rigid adherence to legal requirements, this study aims to underscore the crucial importance of legal protection as a topic requiring meticulous deliberation. Lawfare presents formidable challenges in theory and practice, making it essential to comprehend its implications fully. Understanding and addressing this issue can safeguard democratic values and protect fundamental rights.

Fast Zombies and Social Rights: The Case of Umberto Lenzi’s <i>Nightmare City</i> (1980)

In the tense atmosphere that preceded the May 1981 Italian referendums on abortion, Umberto Lenzi’s Nightmare City is released. Included in several ‘Best Zombie Movies’ lists, Nightmare City is important for at least two reasons; first, because it inaugurates a significant and eventually successful variation on the zombie image: the fast zombie; second, as a commentary on the most salient social debate of the late 1970s and early 1980s – the one on the self-determination of Italian women. The aesthetic and the metaphorical levels of Lenzi’s film are strictly connected and the infected people running around drinking the blood of others are the embodiment of a reactionary response to the ongoing social transformation. Nightmare City joins the Italian political dispute of the late 1970s by openly opposing the women’s freedom of choice and by channeling and amplifying the most conservative side of that quasi-eschatological battle.

From the Bamiyan Grottoes to the Yungang Grottoes in China:An Exploration of historical traces and reasons of cultural blending

The Bamiyan Grottoes in Afghanistan are the epitome of cultural integration , integrating Greek , Persian , Indian , White Huns and other cultures . The Yungang Grottoes in China , which were influenced by the Bamiyan Grottoes , not only have many characteristics of the combination of Chinese and foreign cultures , There is also the imprint of the cultural integration of the Chinese nation . There are three reasons for cultural integration : first , the grottoes have a superior geographical location ; second, the superior geographical location makes the area where the grottoes are located not only a transportation hub , but also a place full of political and cultural disputes and friction, thus cultural exchanges are extremely frequent ; Third , local rulers implemented proper cultural decisions and treated different cultures with an inclusive attitude .

Coalitions and repertories in the strategic action field of the people affected by the Rio Doce disaster

The collapse of the Fundão dam of the Samarco, Vale, and BPH Billiton mining companies in 2015 resulted in the spillage of unprecedented tailings in the Rio Doce Basin, Brazil. It was a disaster of multiple dimensions, generating conflicts between the affected community, mining companies, the government, and the justice system in the search for solutions to recover and repair the damage. Meanwhile, a governance system was created to conduct disaster responses and conflict resolution between those actors. In this article, we investigate how skilled actors in the affected field act to influence disaster governance by producing consequences for policy decisions. The analysis highlights the role of coalitions and action repertories in cooperative and conflicting relationships in the affected people's field. Through mixed-method research, four years of the socio-environmental disaster (2015–2019) were examined through interviews with activists, documentary research, and analysis of protest events. The main argument is that the mobilization of non-state actors in the affected field has influenced disaster governance and the content of compensation policies. Mobilization combined social skills and action repertoires and formed political coalitions to influence decision-making processes. The article contributes to expanding the understanding of the dynamics of political disputes among non-state actors, proposing to broaden the understanding of the repertoires of non-state actors in coalitions to generate consequences for political decisions.
