The construction of resilient city provides a new path for urban construction under the background of risk society, and policy of demonstration city of safe development (DCSD) is the indigenous practice of the China’s resilient city concept. This paper used text mining technology and PMC-index model to establish an evaluation system for DCSD policies. Then eight representative sample DCSD policies were evaluated. The results showed that the average PMC-index scored 5.38 and reached a great consistency grade. Nine model indicators indicated that China government had a clear policy focus on the construction of DCSD, preferred to use compulsory type policy tools, and fully mobilized the public to participate in safe city construction jointly. However, in terms of the use of policy tools, the use of voluntary and mixed type policy tools is relatively weak. This paper established an evaluation system for DCSD policies for the first time, and provided a new perspective for the exploration and construction of global resilient cities. The extensive applicability of the policy evaluation model needs to be studied in depth in the future.
