Newly Approved Amendments to the IEEE ComSoc byLaws

The ComSoc Board of Governors approved amendments to the ComSoc Bylaws in June and December 2021 and May and December 2022. The Vice President of IEEE Technical Activities approved those amendments on 26 May 2023. A summary of the amendments is reported below: •Article 5.3 - Added flexibility to the Board of Governors in-person meeting requirements. •Article 6.7 - Added flexibility to the Operating Committee in-person meeting requirements. •Article 12.5.12 - Added flexibility for the Board of Governors to add or remove President-Elect and/or VP Candidates to the Nominations and Elections Committee-approved list of candidates recommended for the Board of Governors Election; Clarified process and timeline for membership petition candidates to the Board of Governors Election.

A TOTAL OF FIVE PETITION candidates in four races have made this year's elections one of ACS's most competitive. F. Sherwood Rowland, Bren Research Professor of Chemistry & Earth System Science at the University of California, Irvine; Isiah M. Warner, vice chancellor for strategic initiatives at Louisiana State University; and petition candidate E. Ann Nalley professor of chemistry at Cameron University, Lawton, Okla., are all vying for 2005 ACS president-elect. The victor will serve a three-year term (2005-07) as a member of the presidential succession. For the 2005-07 director-at-large position, David F Eaton of Light Insights will face three petition candidates:Judith C. Giordan, a senior vice president at Visions in Education; Howard M. THE AMERICAN CHEMICAL Society has received and validated a petition candidate for the special director-at-large interim election. The petition candidate, Kent J. Voorhees, is a professor of chemistry and geochemistry at Colorado School of Mines, Golden. The candidates selected by the ACS Committee on Nominations & Elections are Allen J. Bard, Hackerman-Welch Regents Chair and director of the Laboratory of Electrochemistry, University of Texas, Austin; and Kathleen C. Taylor, retired director of the Materials & Processes Laboratory, General Motors Research & Development and Planning Center, Warren, Mich. The special interim election is being held to fill the ACS Board of Directors vacancy caused by the death of Stanley C. Israel, director-at-large (C&EN, Nov. 10, 2003, page 13). Candidates Set For Filling ACS Board Vacancy

The ACS Committee on Nominations & Elections announced last week that Paul S. Anderson, vice president of drug discovery at Bristol-Myers Squibb, and Douglas J. Raber, senior scholar at the Board on Chemical Sciences & Technology of the National Research Council, will be the candidates in the special interim election being held to fill the ACS Board of Directors vacancy created by the resignation of Joan E. Shields, director-at-targe (C&EN, June 17, page 8). In accordance with ACS bylaws, additional candidates may be nominated by petition. The deadline for petition candidates for the special interim election is Aug. 2. Petitions should be sent to ACS Executive Director John K Crum, 1155—16th St., N.W., Washington, DC 20036. Nalley elected ACS Region V director

In a special election for a post on the American Chemical Society Board of Directors, petition candidate Elizabeth Ann Nalley of the Wichita Falls-Duncan Section has been elected Region V director. (Region V consists of a large part of the midsection of the U.S.) She will serve the remainder of the 1995-97 term of former Region V Director Charles B. Lindahl, who died last April, and a full 1998-2000 term (C&EN, Feb. 17, page 51). Also vying for the post were Clara D. Craver of the St. Louis Section and Paul R. Jones of the Dallas-Fort Worth Section. Because no candidate in the three-way election captured a majority of first-choice votes, ACS bylaws required a count of second-choice votes from ballots of the third-place candidate—-in this case, Jones—to be added to first-choice votes of the leading two candidates. With that, Nalley received 2,516 votes and Craver 1,664 votes from a total of 4,256 ballots cast. ...

Engineering academy ousts its president

The tumultuous events of the last few months at the National Academy of Engineering reached a climax last week when NAE members voted—1,179 to 179—to remove President Harold Liebowitz from office. Under a new chairman, Alan M. Lovelace, a former vice president of General Dynamics, the NAE council will select an interim president charged with healing the institutional wounds and setting the stage for a new presidential election, probably early next year. For now, NAE Vice President Morris Tanenbaum will oversee the academy. At the October annual meeting, NAE leaders also will ask their members what reforms they want in NAE—seeking to clarify and act upon the divisive issues that carried Liebowitz into office in the first place.
