Tata Kelola Industri Kreatif di Indonesia dalam Perspektif Sound Governance

The creative industry is the main pillar in developing the creative economic sector which has a positive impact on Indonesia. It is possible that the government has hopes for the Indonesian economy to rise, compete and achieve excellence in the global economy. For this reason, in order to achieve this goal, intervention from various actors is needed, as stated in the Sound Governance perspective, namely the state, civil society, business and international powers. These four important actors will later be analyzed for their interventions in the development of creative industries in Indonesia. This aims to find out how these 4 important actors have an impact on the development of the creative industry in Indonesia. This research was conducted using qualitative research methods. Meanwhile, the type of research used is library research or literature study, where researchers rely on various literature to obtain research data. The conclusion obtained is that of the 4 important actors from the Sound Governance perspective, each has a role and sustainable impact on the development and progress of the creative industry in Indonesia. For this reason, the Government in the concept of Sound Governance must be able to identify the 4 stakeholders who will later be able to develop relationships between the parties involved to obtain the intended results. So that later there will be effective coordination and there will be no disagreements in any political relations written from the SG perspective.

Assessing the fiscal consequences of novel and existing treatments for triple negative breast cancer in Switzerland by applying a government perspective framework

Background Triple Negative Breast Cancer (TNBC) is an aggressive subtype of breast cancer that can impact patients’ employment and workforce participation. This study estimates how the employment effects of TNBC impact government tax revenue and public benefits expenditure in Switzerland, representing the fiscal burden of disease (FBoD), and likely consequences of introducing new treatment options. Methods A four-state cohort model was used to calculate fiscal effects for two treatments: Neoadjuvant pembrolizumab plus chemotherapy followed by adjuvant pembrolizumab monotherapy (P + C→P) and neoadjuvant chemotherapy alone (C). Lifetime present values of tax revenue, social benefit payments, and healthcare costs were calculated for the average population and those undergoing treatment to assess the FBoD. Results An average TNBC patient treated with C and P + C→P is expected to generate CHF128,999 and CHF97,008 less tax than the average population, respectively, and require increased social benefit payments. Compared to C, 75% of the incremental healthcare costs of P + C→P are estimated to be offset through tax revenue gains. Conclusions This analysis demonstrates that 75% of the additional costs of a new TNBC treatment option can be offset by gains in tax revenue. Fiscal analysis can be a useful tool to complement existing methods for evaluating new treatments.

Unpacking water governance dynamics and its implications for household water security in post-disaster resettlement communities in the Philippines

Water security is important globally for sustaining households, communities, and the environment. However, most studies have focused on water availability and accessibility, whereas research examining the role of power and politics in shaping water insecurity remains marginal. This study contributes to this research gap by unpacking the overlapping drivers and politics in water governance dynamics that co-produce the water insecurity of Typhoon Haiyan disaster-displaced households in resettlement villages in the Philippines. Using political ecology and water governance perspectives, we ask, What does household water insecurity look like in post-disaster resettlement villages in the Philippines? What are its drivers and how do politics and governance dynamics impact the provision of water services to these villages? Our findings suggest five overlapping drivers: the haphazard relocation of internally displaced persons to areas without access to basic facilities like water; the institutional disharmony and late involvement of water institutions in the resettlement processes; the influence of governance regime in the rapid but substandard housing development, including water distribution systems; the micropolitics in water district management affecting water projects; and the impact of maladaptive resettlement outcomes on households’ capacity to afford water. Ultimately, this study demonstrates how various drivers, including power relations and contestations in water governance, lead to household water insecurity outcomes. It ends by providing brief policy recommendations to improve institutional arrangements for the better governance of water services to resettlement communities.

Addressing “beyond control”: nuclear safety goals in the age of risk governance

Much of the risk science literature, in an increasingly complex world, suggests a transition from conventional risk management to risk governance. Risk governance, which highlights the multiplicity of actors and interactions among them, requires a new holistic, inclusive, and adaptive approach to managing systemic risks that cannot be addressed by traditional risk assessment and management schemes. Although nuclear risks have long been characterized as typical examples of systemic risks, the established framework of nuclear risk management has not necessarily been oriented toward risk governance. This study aims to analyze the features and challenges of the nuclear safety principles and safety goals from the risk governance perspective. The analysis shows that while the structure of existing safety goals focuses on reactor safety and quantifiable factors under the licensee’s control, it is silent on the factors that are difficult to quantify and beyond the licensee’s control. The structure of the responsibility and management framework for nuclear safety has systematically oriented the practice of risk assessment and management toward a circumscribed and compartmentalized approach. To overcome these challenges, this study presents a new conceptual framework for hybrid safety goals, reflecting the perspectives of risk governance and disaster studies. The hybrid safety goals consist of the goals for ‘artefacts’ to address reactor safety, and the goals for ‘area’ to reduce local vulnerability. The goals for ‘artefacts’ prioritize preciseness, quantitativeness, and practicality, whereas the goals for ‘area’ emphasize inclusivity and adaptability, which play a catalytic role in the collaborations between nuclear practitioners and local actors. The significance and future challenges of hybrid safety goals are discussed, particularly in terms of control and responsibility.

Game analysis of agricultural science and technology information resource sharing in China – based on multi-scenario perspective of government and enterprise

ABSTRACT Since the introduction of China's ‘Golden Agriculture Project’ in 1994, the government has been actively promoting agricultural informatization, digitalization, and intelligence. This paper utilises game theory to develop a model for the sharing of agricultural science and technology information resources between the government and enterprises in four scenarios. The study reveals that cost and benefit are critical variables influencing all actors, leading the government and enterprises to adopt strategies that maximise their own benefits. Key measures for the government include strengthening enterprise supervision, actively sharing agricultural science and technology information resources with enterprises, and promptly meeting their sharing needs. The strategy choices of enterprises are influenced by various factors. When both the government and enterprises act as suppliers and demanders, enterprises may exhibit free-riding behaviour. In situations where the government is the supplier and enterprises are the demanders, the optimal strategy for enterprises is to actively share and request the agricultural science and technology information resources provided by the government. This research provides valuable insights for formulating policies aimed at achieving sustainable sharing of agricultural science and technology information resources and further promoting agricultural modernization.

Does digital transformation promote corporate green innovation? Evidence from Integration of Informatization and Industrialization

ABSTRACT Improving green innovation is indispensable for sustainable development. This study uses the gradual promotion of China’s Integration of Informatization and Industrialization (IoII) pilot policy as a quasi-natural experiment and employs the difference-in-difference model (DID) to investigate how enterprise digital transformation affects corporate green innovation. We find that digital transformation significantly promotes corporate green innovation, and the results differed between enterprises with different levels of information disclosure quality and pollution. The mechanism is that digital transformation improves corporate internal governance, reduces agency costs, and attracts more external supervision, supervising management to achieve long-term development goals and stimulating their willingness for green innovation. This study provides new evidence for the implementation effects of the IoII pilot policy and expands research on the green innovation value of digital transformation from the perspective of internal governance and external supervision.

Religious orientations on attitude toward a secular state: Case of Evangelical Lutheran Churches in north regions of Kazakhstan

The main objective of this study was to explore the connections between orientations (Quest, Intrinsic, and Extrinsic) and peoples' attitudes towards a secular state among members of the Evangelical Lutheran Churches in the northern regions of Kazakhstan. To achieve this, established scales were used to assess participants' perspectives on secularism and their religious orientations. The article analyses the opinion on the separation of church and state using measures of tendency. There were also calculated Pearson correlation coefficients to understand how religious beliefs interacted with views on governance. The findings indicated that there was an inclination towards secularism among the participants. While some respondents valued the guidance provided by the Church in decisions, others preferred a separation between religious institutions and legislative affairs. However, when examining orientations, none showed a significant influence on attitudes towards a secular state. This highlights the relationship between religious beliefs and societal views on governance. Overall, this study emphasises that while religious orientation provides insights into beliefs, it does not solely determine attitudes towards secularism. It underscores that belief systems are multifaceted and interact intricately with governance perspectives. Future research should focus on uncovering factors that influence these perspectives within and beyond the Evangelical Lutheran Church.

The Benefits of Sustainability Integration in Banking

Abstract This study investigates the way banks choose to implement sustainability, and shows the advantages and challenges that this integration brings. We used a methodology that combined bibliometric analysis and case studies that included the integration of sustainability in different banking institutions. What was observed as a result of the study is that a correct adoption of the principles of long-term sustainability have multiple benefits: - increasing operational efficiency - improving the image of banks; positive impact on society and the environment. Through this research we hope to add to the specialized literature, coming with clear evidence that the banking environment can contribute with a positive impact on sustainability. The decision-making factors in the management and the board of the banking institutions use these evidences as information that can later be transformed into performance indicators, indicators that will contribute through their results to encouraging the implementation of sustainable development within the banks. We know that the future comes with climatic challenges, or precisely a sustainable banking strategy that includes the analysis of all risks can generate a balance sheet behind anticipated. This integration of sustainability in the banking sector encompasses environmental, social and governance (ESG) principles; ESG has gained increasing attention in recent years. "Sustainable economic development has become an important factor on the agenda of various economic and business institutions, so banks and financial institutions are also an essential part of this trend" (Tarkhanova, 2018). Case studies from real institutions are included to exemplify successful implementations (BNP PARIBAS Personal Finance). Although it faces challenges and obstacles, the banking sector has much to gain by adopting sustainability from a social, corporate governance and economic perspective.

Interventions for Tobacco Prevention and Control in Humanitarian Settings: A Scoping Review.

Tobacco usage is an epidemic as statistics point towards smoking as the second leading cause of death. Populations experiencing humanitarian emergencies may experience a higher propensity for tobacco, alcohol, and other substance abuse disorders. This review aimed to map tobacco prevention and control interventions in humanitarian settings. The search for this scoping review was conducted in six databases and supplemented with a gray literature search. Articles were screened at title-abstract and full-text by two pairs of authors, and data was abstracted by three individuals independently. An adapted diffusion of governance framework is used to discuss the findings. A total of 26 articles were included from the searches conducted in the databases and grey literature. The interventions targeted all age groups. The documents retrieved from the grey literature search were classified as population-based interventions, as they were not restricted to a particular group of individuals. Interventions were delivered at various locations, using different methods and engaging multiple stakeholders. Interventions assessed were grouped into packaging, labeling, and other policy interventions (pricing and taxes). There are few tobacco prevention and control interventions in the humanitarian context. The diffusion of governance perspective in implementing these interventions in humanitarian settings provides a cue for inter-sectoral cooperation among different stakeholders and disciplines beyond the health sector. Our review recommends exploring complementarity between the demand and supply side interventions for tobacco control. The scoping review has highlighted various tobacco prevention and control efforts in humanitarian settings. The interventions were delivered using various modes, and yet the burden of smoking is higher among the humanitarian population. Further research may use impact evaluation techniques to assess the impact of these interventions to facilitate the re-design of the implementation approach and policy priorities.

Game analysis on PPP model operation of abandoned mines ecological restoration under the innovation of central government's reward and punishment system in China.

There is a huge funding gap in the abandoned mines ecological restoration in China. It is of great research value to explore how PPP model can better introduce social capital into the low-profit ecological restoration of abandoned mines. Based on the innovation perspective of the central government's reward and punishment system, this paper constructs an evolutionary game model of "local government-social capital", analyzes the interaction and behavior mechanism of core stakeholders in the operation process of abandoned mines ecological restoration PPP mode, and discusses the influence of evolutionary equilibrium strategy and parameters change on evolutionary strategy under different scenarios by Matlab simulation. The research shows that the abandoned mines ecological restoration needs the support of the central government. When the local government lightly punishes the low-quality service of social capital, the central government needs to pay higher costs to promote all parties to actively participate in the operation and supervision of the PPP project. The revenue and cost of government supervision, the operating subsidy for social capital and the cost saved by social capital in providing bad service are the key factors affecting the evolution of the game between government and social capital. Punishment can effectively spur social capital to keep the contract and operate in the project, but the punishment effect will be ineffective without government supervision. Finally, some suggestions are put forward, such as establishing a long-term supervision mechanism and a reasonable income mechanism for PPP projects, increasing penalties for violations, attracting third parties to reduce supervision costs and strengthening communication between the two parties, so as to make the project take into account the economic performance of social capital and the social welfare of government departments, and achieve dual Pareto improvement.

Local government perspectives on housing buyouts in New York after Hurricane Sandy

ABSTRACT Understanding government experience with hazard buyouts can enhance future efforts. We conducted a study of state and local government perspectives about buyouts after Hurricane Sandy in the New York area, including three jurisdictions that participated in buyouts and two that did not. Respondents differentiated outcomes for buyout participants, which they saw as financially beneficial, and outcomes for residents remaining, including limited open space and risk reduction benefits. The perceived benefits and drawbacks of buyouts were dependent on site and local government characteristics. Buyouts were seen as most appropriate as a last resort, in response to financial losses for homeowners. Increasing partnerships and opportunities for cross-jurisdictional learning, expanding time frames for buyout participation, and revisiting buyout costs and benefits over time could enhance buyout programmes.

The Centralized Meal Service Delivery Mode

Meal delivery with high delivery timeliness requirements in demand-intensive areas often leads to several issues such as chaotic terminal management and low efficiency during peak times, reducing consumer satisfaction and increasing complaints. This study constructs a dynamic model of meal delivery systems to analyse the operational models and centralized dispatching modes in Guangzhou University City, and applies an evolutionary game model to explore the decisions from the perspectives of government, meal suppliers, riders, and consumers. The study analyses how centralized dispatching mode affects the performance of delivery systems and its impact on the willingness of government, merchants, and riders to participate. The results indicate that demand-intensive areas, centralized dispatching modes have sustainable advantages in terms of cost and efficiency. The effectiveness is closely related to the intensity of government intervention (supervision and support), but weakly related to the timing of intervention. Consumer preferences, shaped by consumer type and perceived value, affect the benefits of participating in a centralized dispatch mode, but not the willingness of meal suppliers to participate. The evolutionary framework in this study provides valuable references for the quantitative evaluation of the meal delivery system, theoretical support for the decision-making of the participants of the meal delivery system, and a research framework for the relevant decision-making scenarios, so as to optimize the allocation of meal resources and promote the sustainable development of meal delivery.

Political connections and corporate ESG performance

With the popularization of the concept of sustainable development, corporate ESG performance has attracted more and more attention from all walks of life. However, there is still a lack of in-depth discussion on what factors affect corporate ESG performance, especially in a political and economic system like China. This article takes A-share listed companies as a sample to empirically analyze the impact of political connections on corporate ESG performance. The study found that political connections can promote corporate ESG performance by increasing media attention and reducing financing constraints. Further research found that this promotion performance is more significant in non-state-owned enterprises. This article combines the national conditions with Chinese characteristics, enriches the research on the factors that promote corporate ESG performance from the government perspective, and deepens the research on the role and consequences of political connections.

How can local government be better supported to collaborate for community health and wellbeing?

AbstractCollaboration is a key strategy among local governments as expectations of the sector grow and resources to meet them fall short. Thus, more research is needed to consider how local governments can be supported to collaborate with others, not least for community health and wellbeing outcomes. In an earlier study, we explored inter‐municipal cooperation using social network analysis and local government perspectives on community health and wellbeing in the Australian state of Tasmania. Extending that study in ways reported here, we interviewed elected representatives and council staff to understand how and why Tasmanian local governments might collaborate with others to support community health and wellbeing. Findings show participants want councils to work more collaboratively to effectively deal with common challenges but are impeded by factors such as isolation and resource shortages. Tasmania's local government reform and Healthy Tasmania strategic plan are significant opportunities for collaborative practice to be enhanced among its local governments generally, and specifically in relation to community health and wellbeing. We advocate for a more considered approach to collaboration for community health and wellbeing that could deliver far‐reaching benefits for local governments and their communities.Points for practitioners Collaboration in local government is often described in terms of ‘shared services’ and tends to focus on transactional services that require little tailoring to local communities. Our study found municipal personnel want their councils to work more collaboratively to address common place‐specific issues related to community health and wellbeing, but are influenced by cultures of self‐sufficiency, organisational capacity and support, connections, and legislation and policy processes. Local government collaborative practices could be supported by the development of a place‐based policy framework to guide collaboration across local government service types, establishment of an informal statewide community health and wellbeing network for councils to facilitate peer learning and support, funding guidelines that explicitly support and encourage collaboration, and identifying collaboration as a priority in strategic plans, policies, and frameworks.

A study on the artwork policy for buildings in South Korea from the perspective of cooperative governance

ABSTRACT Implementing the artwork policy for buildings necessitates collaborative governance, with diverse entities actively participating. In South Korea’s artwork policy for buildings, the review committee exclusively selects the final artwork, blinding the artist’s information for reasons of fairness. This inadvertently overlooks the artist’s crucial role and obscures the work’s planning and procedural aspects. Under the current policy, there is no opportunity for artists and architects to cooperate. The building owner submits the plan for artwork when reporting the building’s construction and after completing the architectural design. In other words, consideration of artwork usually begins after completing an architectural design. In addition, the building owner is mainly responsible for selecting artists, analyzing sites, and developing the artwork concept. In predominant private development, private agencies representing building owners possess greater decision-making authority, yet there is insufficient scrutiny of their competence and ethical considerations. While local governments navigate improvements within the central government’s mandated laws, inherent limitations constrain their progress. Private development, privately owned but designated as public art, engenders tension between private autonomy and governmental intervention. Systematic reorganization is imperative, starting with a dichotomy between private and public development to address these intricate issues comprehensively.

Ethical and Corporate Governance Issues in Multinational Companies

The events that caused Parmalat, a multinational conglomerate, to commit a big accounting fraud and go bankrupt are discussed in this case report from the perspectives of ethics and corporate governance. The report also discusses the steps that multinational corporations should take to ensure ethical practices and solid governance structures and processes to lessen their exposure to the repercussions that other corporations that have collapsed, with a specific focus on Parmalat, have experienced. It emphasises how Parmalat's failure was ultimately caused by a poor and inadequate corporate governance system that also contributed to other issues, leading to its demise. Following this, the first section outlines the scandal facts, including what fraudulent acts occurred, who committed them, the scandal's impact, and the measures taken to resolve the problems. The second section discusses the key theoretical ideas that explain why the scandal occurred, and the final section provides an overview of the major issues, implications, and suggestions.

The Impact of Cross-Cultural Customary Transportation on International Capital Flows

Economic globalization promotes the development of cross-border investment, and cultural differences in transportation between different countries also play an important role in this process. Starting from cross-cultural customary transportation, analyze the impact of public transportation on international capital flow, and propose economic and legal suggestions from the perspective of transportation governance, for the sake of promoting the effectiveness of international capital flow. By combining theoretical analysis and interdisciplinary integration methods, the study suggests if the "left-hand" rule is applied to the driving direction, it can increase the traffic safety factor, promote the effective development of public transportation, promote exchange rates and international balance of payments, and improve the dispute resolution on international investment. Starting from the socio-cultural perspective, this study aims to explore interdisciplinary issues between law and economics, providing reference and inspiration for social governance and policy formulation.

Governance perspectives on achieving demand side flexibility for net zero

Net-zero has rapidly become the accepted way of framing mitigation policy and sustainable development goals. A critical step to achieve net zero targets consists of demand side flexibility, i.e. the ability to flex consumption according to levels of low carbon electricity generation. There is much emphasis on the importance of reaching high levels of flexibility, as this will enable balancing of renewables supply with demand, hence lowering energy costs. However, little attention has been paid to governance aspects, i.e. how demand side flexibility can happen and which institutions are responsible for delivering it. This policy perspective paper makes use of net-zero “good governance” principles to review evidence on demand side flexibility governance in the UK. It discusses which areas are most relevant and how they could best be developed.
