Web Based Payroll Information System Using CodeIgniter at the Regional Secretariat Tasikmalaya Regency

The problem faced in the payroll system at the Regional Secretariat of Tasikmalaya Regency is that the process is still carried out manually or semi-manually, which causes a lack of efficiency and accuracy in payroll management. So it is necessary to develop and implement a web-based Payroll Information System using the CodeIgniter framework to increase efficiency and accuracy in payroll management at the Regional Secretariat of Tasikmalaya Regency. The method used in this research study is software development which includes requirements analysis, design, implementation and system testing. The CodeIgniter framework was chosen because of its advantages in developing fast and structured web applications. This method enables the design and development of an efficient and effective web-based payroll information system. This system is designed to simplify the employee payroll process with features that include managing employee data, position data, attendance, setting salary deductions, payroll and reporting. With this implementation, it is hoped that it can increase efficiency and accuracy in payroll management at the Regional Secretariat of Tasikmalaya Regency.

PUBLIC SECTOR FINANCIAL MANAGEMENT REFORMS AND GOVERNMENT EXPENDITURE IN NIGERIA


 In Nigeria, governmental inefficiencies and mismanagement of public resources have led to challenges in fulfilling societal needs effectively. To address these issues, various financial management reforms have been implemented, aiming to enhance transparency, accountability, and efficiency. However, the impact of these reforms on government expenditure remains uncertain due to persistent corruption and operational challenges. This study investigates the influence of public sector financial management reforms, including the Government Integrated Financial Management Information System (GIFMIS) and the Integrated Personnel and Payroll Information System (IPPIS), on government expenditure in Nigeria. A conceptual framework is proposed to understand the relationship between these reforms and expenditure. Theoretical and empirical reviews provide insights into the context and previous findings related to financial management reforms. The methodology involves survey research and secondary data analysis, focusing on 16 years of data from federal ministries. Descriptive statistics and regression analysis are used to analyze the data. Results suggest mixed findings regarding the impact of GIFMIS and IPPIS on government expenditure, with some indications of potential effects but inconclusive statistical significance. Discussion of findings highlights the complexity of reform implementation and the need for further research to inform policy decisions effectively. Recommendations include conducting comprehensive studies, enhancing monitoring mechanisms, capacity building, addressing implementation challenges, promoting transparency, sustaining political will, sharing best practices, and engaging stakeholders.

APLIKASI SISTEM PENGGAJIAN PADA PT. GRAND BEST INDONESIA SEMARANG

From the results of the analysis of the data or information obtained, there is an urgent need for the availability of an employee data processing application program. To perform the processing of employee salary data processing at PT. GrandBest Indonesia is done by saving the data as an archive, then the data is entered into the computer through the Ms. Excel. Based on data from interviews with officers who handle employee payroll issues, that the ability of HR in using Ms. Excel is very low. As a result, this program cannot be used properly to process employee salary data. This is an obstacle because it causes delays in information and data loss. To overcome these problems, a new computerized system is needed to improve work efficiency. The methodology used to design the computerized system is: analyzing the current system, designing a new system, creating a system / programming, and finally testing the system that has been created. The resulting application in making this program is an employee payroll information system application at PT. GrandBest Indonesia using Visual Foxpro 9.0 programming language. This application generates employee biodata reports, salary data reports consisting of all salary data reports, attendance and salary data reports, salary data reports per class and journals..

Perancangan Sistem Informasi Akuntansi Penggajian Pegawai Instansi Pemerintah di BKPSDM Kab. Cianjur

The process of employee payroll system at BKPSDM Kab. Cianjur Agency already uses a computer but it is not optimal because it still uses Microsoft Excel in data collection and calculation salaries. The purpose of this research is to create a computerized payroll information system that make it easier for agency in the payroll process for employees and minimize the problems that often occur. This information system designed using PHP Myadmin programming language and MySQL as a database. The approach to developing this system uses the waterfall method and the tools involved include Flowmap, Context Diagram, Data Flow Diagrams (DFD), and Entity Relationship Diagrams (ERD). The results of this employee payroll application can make it easier to collect employee data and calculation of employee salaries accurately and can streamline time in making reports so as to reduce errors in the employee payroll system.

ANALISIS DAN PERANCANGAN SISTEM INFORMASI ABSENSI DAN PENGGAJIAN BERBASIS WEBSITE PADA CV LUNA

This research was conducted to analyze and create an attendance and payroll information system program for CV Luna. In carrying out its operational activities, especially in employee attendance data and payroll processing, a manual system is currently being used, leading to frequent errors. The manual system in place at CV Luna has weaknesses, including the lengthy time required for payroll calculations due to poorly recorded attendance data and the risk of errors in salary calculations that could benefit or harm one of the parties involved. From these issues, the idea of creating a web-based information system emerged, which can automate employee attendance and payroll management. In the system design, the research used the waterfall method and employed the PHP Codeigniter Framework. There are two users who can access this system: employees and the finance department. Employees can only record their attendance, while the finance department can access attendance summaries, salary reports, and payslips. This computerized system makes it easier for employees to record their attendance and for the finance department to generate employee salary reports.

Artificial intelligence in broadcasting: awareness and perception of government policies by staff of open and distance learning institutions in Nigeria. A case study of IPPIS policies in NOUN

One of the key advantages of Artificial Intelligence (AI) is to decrease the social and economic inequalities within the society (Villani, C. et al, 2018), through the dissemination of accurate and timely information. This is only possible where A1 technologies are effectively used to broadcast vital information or policies to people about issues that affect their well-being. One of such policies is the Integrated Personnel and Payroll Information System (IPPIS) which was implemented by the Nigerian Government to forestall and further curb excessive spending and mismanagement of public funds. But one questions the adoption, implementation and efficacy of this financial policy on the Nigerian public servants, especially the staff of the federal government institutions of tertiary education. This policy also interferes with the existing financial policies in these institutions especially in Open and Distance Learning (ODL) educational systems with huge staff whose productive output depends on their social well-being orchestrated on adequate information. The National Open University of Nigeria (NOUN) is a leading ODL institution in Nigeria with 4615 workers. New government policies should not destabilise the smooth-running system and pitch her staff against the University Management or the National Universities Union against the Federal Government. Rather, a suitable subtle way of worming in government policies into the systems is ideal. In NOUN, no previous information, seminars or sensitisation was done to intimate the staff about the on-coming financial policy before its implementation despite availability of adequate AI technologies and commensurate staff to man them, hence making the staff very sad and humiliated! This has created disharmony, bitterness and rancour among the NOUN staff, especially in the academia. It has positioned the Nigerian government negatively before NOUN staff, making them continuously castigate the Federal Public Service of Nigeria. These unpleasant effects of the mass miscommunication on IPPIS demonstrate the pertinence of AI-powered broadcasting, that is, how mass communication of public policies can fail when AI-assisted broadcasting is absent. This paper investigates the level of awareness of NOUN staff about the need for the adoption and implementation of IPPIS as a government policy aimed at reforming the financial management process in Nigeria, the perception of NOUN Staff towards IPPIS and its benefits to them. The study, anchored on Robert Freeman’s Stakeholder Theory, led us to expand the theory into a multi-stakeholder theory for policy-making, based on empirical facts embedded in the model of the United Nations 17 Sustainable Development Goals for 2030.

The method used in designing the software for this payroll application is in the form of the waterfall method, data collection techniques, observation, and interviews. The design of this information system is the best solution to solve the problems that exist in this company. A computerized system is better than a manual system because a computerized system can run more safely than the system used before.

Integrated Hospital Payment Information System Modeling Analysis Using the Pieces Method

The integrated payroll information system modeling is the focus of this work. The Aisyiyah Bojonegoro hospital is the subject of the investigation. This study employs the PIECES analysis technique, which is thoroughly examined, and the results are presented in the form of a business process model based on Business Process Management Notation (BPMN). Appraisal of Government Recurrent Expenditure Pre- and Post-Integrated Personnel Payroll Information System Implementation in Nigeria

The study appraised government recurrent expenditure pre- and post-Integrated Personnel Payroll Information System implementation in Nigeria. Government recurrent expenditure on general administration, government recurrent expenditure on education, government recurrent expenditure on defence, and government recurrent expenditure on health, formed the dependent variables of the study. The study adopted an ex-post-facto research design, covering the period between 1995 and 2019. Secondary data were extracted from the Central Bank of Nigeria Statistical Bulletin. Paired Sample T-test technique was used for the data analysis. In line with the specific objectives of the study which was to appraise the difference in the mean of government recurrent expenditure on general administration, education, defence, and health pre and post Integrated Personnel and Payroll Information System implementation in Nigeria, it was revealed that all the recurrent expenditures studied have a positive and significant difference in mean after IPPIS implementation in Nigeria. This implies that IPPIS has not been able to cutdown government recurrent expenditure in Nigeria. It is recommended therefore that the federal government should adequately monitor and utilize the money saved from recurrent expenditure due to implementation of IPPIS. They should employ more administrative staff using the money saved from eradicated ghost workers. The government should consider an upward review of the educational budget to meet up with the 26% allocation recommended by UNESCO and above. The government should monitor how the huge amount of money spent on defence was appropriated. This will help in preventing and stamping out corruption. An encompassing stakeholders’ forum in the Nigerian health sector remain essential. The national health system needs a solid administrative policy foundation that allows coordination of priorities and partnerships in the health workforce and among various stakeholders. This will help stamp out embezzlement and corruption in the system.

Remuneration: Performance-Based Payment System in Higher Education Institutions

This study aims to solve payroll problems at Universitas Binamika Tangerang (UBT) by identifying factors that are considered to play a role in the preparation and determining the stages of the payroll system on the remuneration basis. Data collection and processing were carried out by means of focused group discussions using fishbone diagrams to obtain data related to the old payroll system and the new payroll system with the remuneration model. Discussions involving fifteen personnel as informants, documentation studies and observations were also carried out to complete data acquisition. The results of the study identified eight elements that are key to the successful preparation and implementation of a remuneration payroll system, namely type of employment, staffing level, payroll information system, layer determination, payroll element, performance indicator, system models, and implementation stage.
