Soft Skills: Rankings in the Assessment of Entrepreneurs and the Participation of HEIs in Their Formation

The problem of forming and developing soft skills has not lost its relevance for many years. It is believed that possession of these skills ensures the subject’s competitiveness in the labor market. A special role is played by the formation of flexible skills in entrepreneurs, who allow them to be more adaptive to changes, interact effectively with the internal and external environment, find non-standard solutions in difficult situations, thereby increasing the efficiency and competitiveness of their own business.The purpose of our research is to compile a rating of soft skills in the assessment of existing entrepreneurs and to identify the degree of participation of higher education institutions in their formation. The data are obtained empirically from a study of 360 entrepreneurs. They show the undeniable importance for entrepreneurs of developing soft skills and, in most cases, their underdevelopment at the proper level. The paper presents the results of a survey demonstrating the proportion of entrepreneurs who have developed a particular skill in the process of self-education (19-38%), as well as the proportion of entrepreneurs who received an education at a university (0-22%) or in additional education programs in other organizations ( 1-13%). The study found that between 33 and 73% of entrepreneurs surveyed had not received soft skills training. Entrepreneurs ranked communication management (opinion of 76% of respondents) and decision making (73%) as the most important skills for their activities; the most developed were decision making (30%) and customer focus (28%). The work provides recommendations to universities in terms of increasing their presence in the market of additional education in order to develop soft skills among entrepreneurs as a factor in increasing their competitiveness.

This article explores the dynamic relationship between institutional and nation branding initiatives, with a specific focus on the participation of higher education institutions and the necessity for coordinated strategies that fully leverage their potential to enhance a nation’s global reputation and competitiveness. By actively engaging higher education institutions as key partners in nation branding, countries could harness their significant competences and proficiency to shape the nation’s image, drive economic growth, and ultimately project soft power on the global stage. The article provides insights that could guide policymakers and university administrators in making informed decisions and shaping institutional actions to enhance a nation’s global reputation and competitiveness by fully harnessing the transformative potential of higher education institutions.

FORMATION OF STUDENTS' ENVIRONMENTAL AWARENESS THROUGH SOCIAL MEDIA

Implementation of students' environmental education in the context of rapid economic and social development is one of the priority tasks of forming a society, which is impossible without the active participation of higher education institutions, as well as awareness of the need for environmentally friendly use of natural resources and a frugal attitude towards nature. Furthermore, students are the driving force that can influence the state of the environment in the future, so it is extremely important today to organize the educational process to familiarize children and youth with environmental issues. The basis for the implementation of an effective environmental education strategy is the maximum unification of efforts for an effective result based on the definition of reference positions in formal and non-formal environmental education, the formation of the child's ability to purposefully observe, study and correctly evaluate objects and phenomena in the process of observation from the point of view of environmental thinking. This article aims to identify the key features of forming environmental awareness in students through social media. Methodology. During this study, analytical and bibliographic methods were used to study the scientific literature on the development of environmental awareness, as well as synthesis, analysis of information, system-structural, comparative, logical, and linguistic methods, abstraction, idealization, induction, a deduction for studying and processing data, and a questionnaire survey conducted by the authors of the study online to practically clarify the most critical issues related to the formation of environmental awareness in students using social media. Results. The study identified the leading, most important theoretical aspects of the issue of environmental awareness, as well as the point of view of scientists and university professors on the critical aspects of this issue.

Legal Issues of Financial Support for the Creation of High-Tech Industries with the Participation of Scientific Institutions in Ukraine

In the conditions of martial law on the territory of Ukraine, taking into account the fact that a large part of the industrial and agricultural complex of Ukraine has been destroyed as a result of military operations, the transformation of the economy of our state is extremely important. It has been established that the key driver of economic growth of any state is high-tech production. Under such conditions, an important step for Ukraine today and in the post-war period is the reorientation of the economy from raw materials to high-tech. The main role in the creation of high-tech products is played by financial instruments and the presence of research and development potential in the economic entity or the possibility of obtaining such services from specialized institutions. The procedure for providing financial support for the creation of high-tech industries with the participation of higher education institutions and scientific institutions on the terms of co-financing, the draft of which was proposed by the Ministry of Education and Science of Ukraine, is designed to ensure access to the specified tools. This project is the first regulatory act in Ukraine, the purpose of which is to determine the conditions for providing financial support in the form of a grant for the creation of high-tech industries with the participation of higher education institutions and scientific institutions. The purpose of this article was the analysis of the draft Resolution of the Cabinet of Ministers of Ukraine “On approval of the Procedure for providing financial support for the creation of high-tech industries with the participation of higher education institutions and scientific institutions on the terms of co-financing” as an act designed to stimulate the production of high-tech products in Ukraine. In addition, the goal is to determine the advantages, as well as to outline the contradictions and gaps of the specified draft and to make relevant proposals for its improvement, using general scientific and special scientific research methods.

EDUCATIONAL PROGRAMMES IN HIGHER EDUCATION INSTITUTIONS OF UKRAINE IN THE CONTEXT OF IMPLEMENTATION OF THE SMART SPECIALIZATION STRATEGY

Abstract. The purpose of the article is to determine the major regularities and peculiarities of the educational programmes (EP) development in Ukrainian higher education institutions (HEIs) in the context of the implementation of the principles of smart specialization strategy (SSS) and the formation of a number of scientific recommendations for improving the EP. Scientific methods of induction and deduction, analysis and synthesis, comparison have been used. The key regularities of the EP development in Ukrainian HEIs such as activation of interaction and development of cooperation between local/regional authorities, business, science and education are determined. The factors of improving the quality of EP in HEIs have been substantiated, such as interaction with regional innovative clusters, taking into account the main principles of the SSS and the introduction of elements of socially oriented training. The structural and logical framework for the development of EP for HEIs in the context of the SSS has been worked out, which takes into account the collaboration between central and local/regional authorities, HEIs and its EP, and regional innovation clusters. It is substantiated that the development of innovative clusters in the Ukrainian regions based on the formation of scientific, research and technological parks will contribute to the successful development of HEIs in view of the formation of creative approaches to their cooperation with the main stakeholders. From the point of view of the SSS, it is determined that in this process it is important to establish effective communications with all participants in the educational process in order to jointly solve social, economic and environmental problems at the regional level. It has been found out that the participation of HEIs in regional innovation clusters will allow them to receive new incentives and opportunities to achieve such major missions as educational, scientific and social development. The system of interrelations between the participants of such a cluster has been outlined, which will contribute to the modernization of the structure and quality of the EP, their adaptation to modern market requirements, the transformation of HEIs and research institutes into factors of innovative business development, accumulation of human capital and attraction of investments. The creation of science parks as a factor in the innovative activity development

A comprehensive analysis of the Ukrainian legislation regarding the regulation of innovative activities and their implementation practice indicates the presence of multiple problems of a legislative, organizational, and executive nature in the sphere of regulation, support and development of innovative activities in Ukraine.
 The article analyzes legislative changes regarding the procedure for creating science parks as a part of higher education institutions in their establishment, highlights the positive and negative consequences of such changes for the development of innovative activities.
 The Law of Ukraine "On Science Parks" adopted in 2009 established that only a higher educational institution and/or a scientific institution can initiate the creation of a science park, while not separately regulating "initiation" as a stage in the creation of a science park.
 The author proves that the restraining factors in the creation of a science park in accordance with the specified Law as amended on June 25, 2009 were, firstly, the need to agree the decision on the creation of a science park with the Ministry of Education and Science of Ukraine, the inconsistency of normative legal acts regarding the list of documents, necessary for the approval of the decision on the creation of a scientific park and the terms of approval. Secondly, the mandatory process of adding property rights to objects of intellectual property to the authorized capital of the science park, since in accordance with the Law as amended on June 25, 2009, a higher educational institution and/or a scientific institution participate in the formation of the authorized capital of a scientific park park only by adding intangible assets to it (property rights to intellectual property objects).
 On the basis of a comprehensive analysis of the Law as amended on September 7, 2021 and other legal acts, it was concluded that the procedure for creating science parks was changed only for private institutions of higher education, leaving it unchanged for state and communal institutions, for which the volume only decreased documents that must be submitted for approval; the forms of participation of higher education institutions in the formation of statutory funds of science parks have expanded, which can be considered as a positive factor in stimulating higher education institutions to create science parks and develop innovative activities in general.

The Participation of Higher Education Institutions in Sustainability Rankings

This paper aims to understand the role of institutional pressures in the participation of Higher Education Institutions (HEIs) in global sustainability rankings. A qualitative research was carried out based on multiple case studies in six representative Brazilian HEIs in the IU GreenMetric sustainability rankings. Data were collected from interviews with key professionals and institutional documents. From the results, we observed that the main motivations and reasons for the participation of HEIs in the ranking are associated with institutional pressures, among which social expectation, involvement of senior management, reputation and benchmarking stand out. Other factors that instigated participation were also observed, such as institutional commitment to sustainability, environmental awareness, and the expectation of contributing to sustainable development. The findings of this research bring a new theoretical perspective to explain the participation of HEIs in sustainability rankings. Practical contributions involve a series of information regarding the motivations, benefits, facilitators, and barriers to the participation of institutions in the rankings that may be useful for the management of sustainability in HEIs.

НАПРЯМИ ПІДВИЩЕННЯ КОНКУРЕНТОСПРОМОЖНОСТІ ВИЩОЇ ОСВІТИ В СУЧАСНИХ УМОВАХ

The article is devoted to the study of issues related to the competitiveness of higher education in modern conditions. The essence of education is outlined, its role and contribution to the establishment of a sustainable relationship between it and scientific and innovative activities are clarified. The definition of the category "competitiveness of higher education" is formulated, the approaches to its understanding are highlighted, the levels of competitiveness in the higher education system are highlighted, and the relationship between them is established. The main components of the higher education system, elements of its internal and external environment are clarified. Therefore, a set of economic, political, socio-cultural, political and demographic factors exert a significant complex influence on the competitiveness of higher education, which indicates the need to take intoaccount such systemic influence and understand the importance of the educational sphere in social development. The current state of higher education development is characterized by the transformational conditions of functioning and development and the need for its adaptation to the processes of globalization and digitalization. Currently, the domestic system of higher education is dealing with such challenges as problems of financing the field and employment of graduates, the formation of fair conditions for access to education, the need to improve the qualifications of workers in the field of education, and the insufficient level of international cooperation and collaboration. Modern trends in the development of higher education include the following: an increase in the number of models of scientific production and the intensification of the participation of higher education institutions in commercial scientific projects and programs due to a decrease in the level of investment and financing in the field ofhigher education, an increase in the amount of international mobility of applicants and teachers, the emergence and development of new types international partnership. The factors affecting the level of competitiveness of higher education in modern conditions are outlined: demographic, socio-cultural, economic, political and technological. The main challenges and trends in the development of higher education were studied and highlighted, on the basis of which the main directions for increasing the competitiveness of higher education in modern conditions were formulated.

Scientific and technological agreements for international cooperation (STAIC): A study of its generic structure potential

Internationalization is an important strategy for the participation of Higher Education institutions in the process of globalization. The academic community has sought a better understanding of its workings. It is well known that the actions that make up our lives, which include texts such as the international cooperation among universities, are partially constituted by different genres. However, due to the scarce number of textual genres analyzed in this area, there is a growing need to investigate them. In this work, 10 STAICs were used in order to investigate the Generic Structure Potential (Hasan, 1985, 1996, 2004). The selection was based on samples of STAICs from Federal, State and Private Brazilian Higher Education institutions. The results show that the STAICS are an administrative genre that presents obligatory and optional elements in its Generic Structure Potential. This study may be relevant for all areas of knowledge, in special Education, Linguistics.

Role of Russia’s and China’s Higher Educational Institutions in the Development of Innovation Educational Clusters

The article is devoted to one of the most perspective mechanisms of innovation implementation in Russia and China – in the form of innovation educational clusters. The leading role of higher educational institutions is underlined in formation of innovative economy and high-tech projects, as well as in the decision of previously established and newly emerging constraints associated with global processes in the world economy. Based on the review and analysis of its results, the authors formulate proposals for applying the existing experience of implementing the cluster approach with the direct participation of higher education institutions in the creation of international innovative educational clusters for the formation of joint projects in the most promising industries and technologies, in particular, in the medical industry and pharmaceuticals. The relevance of the research is due to the need for further development of educational and scientific ties, trade and economic relations between Russia and China, increasing the competitiveness of both national economic systems as a whole, and high-tech enterprises of the two countries in domestic and global markets.

“The Soft Power” of European Universities: Gender and Sexuality Policies

Introduction. The article is devoted to the problematization and conceptualization of influence, as well as the potential for participation of higher education institutions, as educational and scientific centers, in the formation and implementation of gender and sexual policies in modern European countries, which are widely debated and ambiguously perceived in society. Methods. The article conceptualizes the concepts of gender and sexual policy in two senses: as a sphere of the struggle for power, as well as a system of technologies and actions in solving socially important problems. As a theoretical and methodological framework, the principles of social constructionism are used in interpreting the content, meaning and research of technologies for the formation of public representations and culture on issues of intimate and inter-sexual relations. Based on the use of general scientific methods and the heuristic potential of the Overton window concept, a scheme is proposed for explaining and studying the participation of universities in the “promotion” of relevant policies and politics. Results. The heuristic potential of the concept of “Overton’s Window” to the political science problematization, interpretation and explanation of the “soft power” potential of modern universities in shaping, discussing the social and political agenda on sexual and gender culture in Europe is revealed. It is shown that sexual and gender policies in society can be aimed at changing the values, perceptions and norms of the organization of interactions in the relevant areas of life, both at the level of individual practices and social institutions. Social and communicative technologies (informed discussion, events, creation of terms, name-calling) that are (un)intentionally used in the framework of higher education institutions to normalize and politicize ideas, perceptions and values regarding gender issues, the organization of sexual life can be interpreted as important tools for transforming unthinkable practices and beliefs into the category of not only acceptable, eligible on the existence of a pluralism of views, but also dominant in political discourse. Discussion. The issue of the ethical principles of the implementation of the “soft power” strategy by European universities, as well as the political and social sense and consequences of radical transformations in gender and sexual culture and the structure of society, present in the discourses of European academic science and education, remains open and poorly studied.

A relação doutorando-orientador na Ciência da Informação

Considerando o aumento da produção científica e tecnológica, a participação das Instituições de Ensino Superior no Brasil, este artigo busca analisar a relação doutorando-orientador na Ciência da Informação e sua participação na produção científica da Área. Por meio dos currículos Lattes dos doutores que tiveram suas teses adicionadas no Banco de Teses e Dissertações da Capes entre os anos de 2008 e 2012. Apresenta abordagem quantitativa e qualitativa, sendo, quanto aos objetivos, exploratória e descritiva, e quanto aos procedimentos bibliográfico e documental. Trabalha com corpus de pesquisa de 173 doutores após a busca dos currículos Lattes. Utiliza os conceitos de EMI (Bibliometria e Cientometria), na tabulação e análise dos dados após a extração dos currículos Lattes. Como resultado verificou-se baixa incidência de parceria com os orientadores na produção científica, assim como na participação em eventos e bancas. Também ficou evidente a evolução produtiva pós-doutorado entre grande parte dos doutorandos, com pouca incidência em bancas de avaliação.

ОЦІНЮВАННЯ КАДРОВОГО ЗАБЕЗПЕЧЕННЯ СИСТЕМИ ОСВІТИ: РЕГІОНАЛЬНИЙ АСПЕКТ

This article provides an assessment of the staffing level in Ukraine’s education system by the following criteria: number of academic and teaching staff dynamics for higher education institutions of Ukraine (III–IV accreditation levels) and their concentration by regions; the dynamics of postgraduate and doctoral programs performance indicators and research degree students concentration by regions; the structure (the ratio) of full-time employees in the area of education against the overall employment structure by types of business activity; employee movement indicators in Ukraine’s education system. A comprehensive integrated assessment of quantitative and qualitative dimensions of human resources is critical in terms of reflecting the current state and trends in the education system development. Based on the evaluation results, it is revealed that the number of academic and teaching staff in education institutions tends to decrease over the years, as well as the number of employees having research degrees and academic ranks. The negative downward trend has also been observed in the number of postgraduate students in the analyzed period. It is reported that the highest concentration of personnel engaged in higher education is observed in the city of Kyiv, Kharkiv, Lviv, Dnipropetrovsk and Odessa regions. The Analysis of employee movement in the education sector showed that in 2018, the intensity of education staff inflow exceeded the intensity of its outflow, which is a positive trend that contributes to reducing the load per vacancy. To retain and enhance the staffing capacity, it is recommended to reduce the academic workload for University teaching staff as an incentive to facilitate their further realization as researches; create sectoral clusters with the involvement of education entities that will contribute to increasing funding for research and technological development; to motivate more active participation of higher education institutions in a range of international research programs, grant and scholarship schemes and competitions which will help to boost academic staff mobility and exchange of best practice among international partners.

DEVELOPMENT OF INFORMATION TECHNOLOGY FOR COMPLEX EVALUATION OF HIGHER EDUCATION INSTITUTIONS

This paper presents a method for complex evaluation of higher education institutions based on a generalized volume of m-simplex calculation. Every kind of activities of higher education institutions (educational, scientific, innovative, etc.) determines an axis in the multidimensional space used to build the m-simplex. After evaluating higher education institutions in the specified m-activities, the points are put on the respective axis. M-simplex with vertices in these points is built. The generalized volume of this m-simplex, which is calculated based on the Cayley-Menger determinant, defines the integral quantitative assessment of higher education institutions’ activities. To verify the specified method for evaluating higher education institutions, we reviewed well-known evaluation methods and described some types of activities that could be used as a basis for a definition of the axes on which the m-simplex is built. The research component of higher education institutions’ activities is determined by the volume of articles published and their citations in international scientometric databases. The educational component relates to the quality of graduates, their competitiveness in the labour-market. The international component concerns the participation of higher education institutions and their departments in international programs and projects. The described method could be used to monitor the activities of higher education institutions and their separate structural subdivisions. The results of the monitoring are important for a comprehensive evaluation of scientific, educational, international, innovative and other types of activities of higher education institutions in a particular region and the country as a whole. In this article, we have formed a list of indicators, according to which several Ukrainian higher education institutions were evaluated. Besides, the comparison of quantitative evaluations with ratings of higher education institutions in international systems of university activities evaluation was made.

La danza en las políticas públicas: Un mundo por construir

Danza y políticas públicas son dos conceptos que parecen distantes, sin embargo, en Chile a partir de la creación de la política de fomento generada para su desarrollo, por el entonces Consejo Nacional de la Cultura y las Artes, cubriendo el período 2010-2015, dejan de serlo y, resulta fundamental revisar cuál es la propuesta de esta política, cuál su diseño de implementación, presupuesto, resultados esperados y obtenidos y, por cierto, cuál su proceso de continuidad. El presente artículo constituye una mirada inicial a esta propuesta de política pública, en pos de las posibilidades de participación de las instituciones de educación superior, que cuentan con una oferta educativa profesional para la danza.

A Perspective on Saudi Soft Power and Cultural Diplomacy

This research analyzes the soft power and cultural diplomacy of the Kingdom of Saudi Arabia. Over the years, the Kingdom has been using its cultural diplomacy as an instrument of foreign policy for the promotion of its soft power at regional and global level. The analysis suggest the use of soft power and cultural diplomacy are part of Kingdom’s foreign policy, bringing a wider gesture of aptness and goodwill. In this sense, the study of cultural diplomacy allows the understanding of new concepts and ideas of international insertion, with the participation of higher education institutions, research centers, government agencies and non-governmental organizations. King Abdullah has pioneered this initiative of soft power projection of the Kingdom through cultural diplomacy. The study revolves around the era of King Abdullah (2005-2015) while significant reinforcement of this policy is undertaken by King Salman and Crown Prince Mohammad Bin Salman (MBS).

Hábitos alimentares e ocorrência de alterações no metabolismo lipídico em universitários residentes e não residentes com familiares

A dislipidemia consiste numa alteração relacionada ao metabolismo lipídico e está entre as principais causas de doenças cardiovasculares no mundo, acometendo diferentes populações, sobretudo estudantes universitários. O ingresso na universidade é uma etapa repleta de mudanças biopsicossociais e dentre elas, a saída da casa dos pais está diretamente relacionada a modificações nos hábitos alimentares e consequentemente alterações no metabolismo lipídico. Neste estudo, foram avaliados os hábitos alimentares e determinado o perfil lipídico de uma população de 86 estudantes universitários que viviam ou não com os pais, oriundos de uma instituição de ensino superior de Juazeiro do Norte, Ceará, Brasil. Dos 86 participantes do estudo, 55,8% eram do sexo feminino e 44,2% do masculino; 95,4% dos universitários apresentaram hábitos alimentares inadequados ou irregulares ao estilo de vida saudável; e apenas 4,6% apresentaram a alimentação saudável. As alterações mais prevalentes no perfil lipídico foram hipertrigliceridemia e diminuição do HDL-c. A partir dos resultados da presente pesquisa foi possível concluir que os estudantes universitários que vivem com os pais apresentam uma maior probabilidade de adoção de maus hábitos alimentares e desenvolvimento de dislipidemias. A participação mais ativa de Instituições de Ensino Superior em campanhas que promovam maior informação sobre as vantagens da adoção de um estilo de vida mais saudável se constituiria de uma importante ação preventiva para os universitários.Palavras-chave: Dislipidemia; Comportamento Alimentar; Estudantes.

El reto de la gestión del conocimiento en las instituciones de educación superior colombianas

Higher education institutions are currently facing a new social contract that determines the performance of scientific knowledge and establishes conditions to measure the impact of their results in society, from innovation products or by facilitating the social appropriation of knowledge. This contract begins in the governing bodies of the State which, through policy-making, establish guidelines for the participation of higher education institutions (in Spanish, IES) in the socio-economic development plans that fall within the requirements of a globalized world. This article posits the knowledge management theory as a framework from which strategies emerge for the establishment of IES as knowledge organizations and the rationalization of their involvement in the academia-society relationship.

Participations to European Framework Programs of higher education institutions and their association with organizational characteristics

This paper aims to analyze patterns of participation of higher education institutions (HEIs) to European Framework Programs (EU-FP) and their association with HEI characteristics, country and geographical effects. We have analyzed a sample of 2235 HEIs in 30 countries in Europe, derived from the European Tertiary Education Register (ETER), which has been matched with data on participations in EU-FPs in 2011 using the EUPRO database. Our findings identified (1) a high concentration of EU-FP participation in a small group of HEIs with high reputation; (2) the participation of non-doctorate awarding HEIs in EU-FPs is very limited despite the fact that they account for a significant share of tertiary student enrolments; (3) the number of participations tends to increase proportionally to organizational size, and is strongly influenced by international reputation; (5) there is limited evidence of significant country effects in EU-FP participations, as well as of the impact of distance from Brussels. We interpret these results as an outcome of the close association between HEI reputation and the network structure of EU-FP participants.

Participation in the Green Power Partnership

PurposeThe purpose of this paper is to describe and analyze those US colleges and universities that are participating in the Green Power Partnership (GPP). GPP is a voluntary environmental program initiated by the US Environmental Protection Agency (EPA) in 2001 to help increase the use of green power (electricity produced from solar, wind, geothermal, biogas, biomass, and low‐impact small hydroelectric sources) among US organizations.Design/methodology/approachThe paper draws on literature in voluntary environmental programs to develop an understanding as to what types of campuses might be most likely to partner with the US Government to be leaders in the use of green power. It then characterizes partner campuses based on institutional, geographical, financial, student specific and sustainability variables. The study draws attention to the GPP participants that are also signatories of the American College and University Presidents Climate Commitment (ACUPCC). This provides leeway into future research that would benefit from investigating the motivations for and constraints to such dual commitments.FindingsThe analysis reveals that GPP partners are primarily private, four‐year institutions located in the northeast region. These campuses show a high level of awareness for the environment and vested interest on part of the students, as evidenced by the dominance of environmental studies in the curriculum, student‐run organizations dedicated to sustainability issues, and adoption of green fees. Further, they are actively involved in the generation and use of electricity from renewable sources and more than two‐thirds have also signed the PCC.Originality/valueThis study is the first to explore EPA's GPP program with respect to the participation of higher education institutions (HEIs) in this program. It serves as a pioneer study, exploring a voluntary partnership between the US Government and the higher education sector and contributes to the understanding of the vital role of higher education in the development and deployment of renewable energy.
