Internationalization is an important strategy for the participation of Higher Education institutions in the process of globalization. The academic community has sought a better understanding of its workings. It is well known that the actions that make up our lives, which include texts such as the international cooperation among universities, are partially constituted by different genres. However, due to the scarce number of textual genres analyzed in this area, there is a growing need to investigate them. In this work, 10 STAICs were used in order to investigate the Generic Structure Potential (Hasan, 1985, 1996, 2004). The selection was based on samples of STAICs from Federal, State and Private Brazilian Higher Education institutions. The results show that the STAICS are an administrative genre that presents obligatory and optional elements in its Generic Structure Potential. This study may be relevant for all areas of knowledge, in special Education, Linguistics.

This study aimed to establish the genre status of the Bidayuh oral folk narrative, known as dondan, with a focus on the Bau-Jagoi Bidayuh group. In order to analyse the genre status of the dondan, the Generic Structure Potential (GSP) is used. The analyses revealed that the dondan has a similar GSP to English Fairy Tales but differs in terms of one of the elements, the Placement, which is an obligatory element in the dondan. The study also revealed that the Semantic Attributes which realises these GSP elements are more culturally based. Although the GSP of the dondan is similar to English Fairy Tales, it is the optional elements that reflect the culturally related elements of the dondan especially the communicative purpose to educate and disseminate cultural knowledge. Future work on oral folk narrative should include in-depth analysis of lexicogrammatical items.

EXPLORING GENERIC STRUCTURE POTENTIAL OF SELECTED EDITORIALS IN THE MYANMAR TIMES NEWSPAPER

Systemic Functional Linguists introduced Generic Structural Potential (GSP) that can be used to distinguish different social activities of a text. A variety of researches have been conducted on Generic Structural Potential of the editorials of other countries. However, no research has been conducted about the editorials of Myanmar newspaper. Therefore, The Myanmar Times newspaper, written in English, is chosen to carry out a research. The aim of the research paper is to identify the schematic structural elements of the editorials in The Myanmar Times newspaper. The materials are measured using Generic Structure Potential proposed by Halliday and Hason (1985). The result of the study shows that there are two obligatory elements and five optional elements. Heading (H), and Contributing the Writer’s Opinion (O) are obligatory while Picture (P), Caption(C ), Addressing the issue (AI) , Background Information (BI), and Discussing the issue Raised (D) are optional elements. The sequence of the elements follows the procedure H^ (P)^{ *(BI) *(AI) *(D) }^O.

Organizational and legal basis for the participation of higher education institutions of Ukraine in the implementation of the state’s anti-corruption policy

The present paper reveals the organisational and legal framework for participation of higher education institutions of Ukraine in the implementation of the state’s anti-corruption policy. Based on the analysis of current legislative and subordinate legal acts on combating corruption in Ukraine, as well as legislation on education, the author highlights the legal capabilities of higher education institutions in terms of implementing national anti-corruption policy measures. It is determined that higher education institutions shall organise educational and awareness-raising campaigns with anti-corruption content, carry out activities to ensure the integration of anti-corruption topics into the content of higher education, work to form an attitude of intolerance to corruption in all its manifestations among students, introduce their own forms of activity to cultivate respect for corruption whistleblowers, implement measures to eradicate corruption risks in the internal activities of educational institutions and participants in the educational process, prevent conflicts of interest in the field of education and science, etc. The author proposes the classification of anti-corruption measures initiated and implemented by higher education institutions at the local level. In particular, such measures, depending on the specifics of the subject matter, are grouped into several groups: measures to create and introduce special educational components on anti-corruption into the educational process, organisation of special scientific research on the most pressing issues of anti-corruption and participation in targeted grant programmes on the prevention of corruption, development, adoption and implementation of local regulations on anti-corruption, introduction of a position of a responsible person for anti-corruption activities, and establishment of a special unit for anti-corruption activities. The author substantiates the existing organisational and legal problems of ensuring a high level of efficiency higher education institutions’ participation in the implementation of the state’s anti-corruption policy. In particular, these include legal uncertainty of the criteria and methods for assessing the effectiveness of higher education institutions’ participation in the state’s anti-corruption policy, insufficient legal regulation of preventive anti-corruption measures taken by higher education institutions in the academic environment, and the lack of algorithmisation of the introduction of foreign experience in anti-corruption activities of foreign academies and universities into national practice. The author substantiates the expediency of creating a special international inter-academic platform for borrowing the best foreign experience of anti-corruption activities among participants in educational processes.

The Generic Structure Potential of Friday Sermons in Jember, Indonesia

The research studies Friday sermons from the linguistic perspective, especially from the generic structures, not from the religious (Islamic) point of view. The structures of Friday sermons in Jember may vary from one text to another. Therefore, this study aims to investigate the reason why the generic structures of Friday sermons in Jember can vary, to present the actual structures of each Friday sermon, and to reconstruct the generic structure potential (GSP) to accommodate the various elements, sequences, and iterations occurring in Friday sermons in Jember. The research results show that (1) the variations of the actual structures of Friday sermons in Jember are determined by the optional elements, the optional element orders, and the iterations of the elements, but variation does not affect the acceptance of the sermon practices religiously, and (2) those variants of the actual structures of Friday sermons still belong to the same contextual configuration, consequently a GSP can be generated to accommodate the actual structures of different Friday sermons in many different mosques in Jember. The paper concludes that the GSP model could be applied to other Friday sermons not only in Jember but also in any other different cities.

The article considers science parks as an effective form of participation of higher education institutions and research institutions in innovation relations. The author emphasises that higher education institutions and research institutions are the generators of all innovation processes in society, and therefore the creation of science parks with their participation is an effective platform for the development and implementation of innovations. Science parks are a legal instrument for obtaining funding for the activities of higher education and research institutions. As a result, science parks are legal entities in which society is most interested. Therefore, the author defines science parks as legal entities with special social value. The article emphasises that while for a classical entrepreneurial legal entity the symbiosis of private and public interests characteristic of it is manifested in the dominance of the former, the legal nature of science parks determines the priority of public interests, which is manifested in the functions of a science park established by law. Legislation is based on special legal regulation of science parks which are established and operate in one of the forms of economic partnerships. The article notes the evolution of legal regulation of science parks. The author emphasises that the first version of the special law emphasised public law mechanisms for regulating science parks. The law established an exclusively permissive procedure for the establishment of science parks, a higher education institution or a research institution could be the founder of only one science park, and the form of a science park was not defined. The current version of the special law is marked by changes in the direction of private law approaches to the regulation of science parks. The law clearly defines that science parks are created and operate in the form of business entities, and removes restrictions on the number of science parks that can be created by a higher education institution or research institution. Science parks have become a more universal form of innovation development and implementation. The author concludes that the conceptual approach to the circle of science park founders (higher education institution and/or research institution, other legal entities) and the mechanisms for involving other persons in the implementation of projects by a science park through the institution of partnership is correct. At the same time, the author emphasises the need for certain clarifications of the provisions set out in the special law, which are based on achieving the efficiency of the science park’s implementation of the functions and purpose of its creation.

Generic Structure Potential Analysis of Feature Articles in Nigerian Newspapers

This paper investigated the generic structure potential of feature articles in four Nigerian newspapers: The Punch, The Nation, Vanguard and Nigerian Tribune. Halliday and Hassan’s concept of Generic Structure Potential served as the theoretical framework. The feature articles analysed had three obligatory elements: Headline, Orientation and Addressing the Issue, and three optional elements: Feature Lead, Proffering a Solution and Moral Lesson. A Nigerian newspaper feature article typically starts with a headline that may or may not be followed by a feature lead. This is followed by an orientation, an issue to be addressed, which is then followed by either a suggested solution or a moral lesson. The study posited that the GSP of feature articles in Nigerian newspapers can be catalogued as H^ [(FL) ^O^][AI^(PS).(ML.)].

Legal Issues of Financial Support for the Creation of High-Tech Industries with the Participation of Scientific Institutions in Ukraine

In the conditions of martial law on the territory of Ukraine, taking into account the fact that a large part of the industrial and agricultural complex of Ukraine has been destroyed as a result of military operations, the transformation of the economy of our state is extremely important. It has been established that the key driver of economic growth of any state is high-tech production. Under such conditions, an important step for Ukraine today and in the post-war period is the reorientation of the economy from raw materials to high-tech. The main role in the creation of high-tech products is played by financial instruments and the presence of research and development potential in the economic entity or the possibility of obtaining such services from specialized institutions. The procedure for providing financial support for the creation of high-tech industries with the participation of higher education institutions and scientific institutions on the terms of co-financing, the draft of which was proposed by the Ministry of Education and Science of Ukraine, is designed to ensure access to the specified tools. This project is the first regulatory act in Ukraine, the purpose of which is to determine the conditions for providing financial support in the form of a grant for the creation of high-tech industries with the participation of higher education institutions and scientific institutions. The purpose of this article was the analysis of the draft Resolution of the Cabinet of Ministers of Ukraine “On approval of the Procedure for providing financial support for the creation of high-tech industries with the participation of higher education institutions and scientific institutions on the terms of co-financing” as an act designed to stimulate the production of high-tech products in Ukraine. In addition, the goal is to determine the advantages, as well as to outline the contradictions and gaps of the specified draft and to make relevant proposals for its improvement, using general scientific and special scientific research methods.

Analyzing the Generic Structure Potential of Admission Notifications of Universities of Pakistan

This paper investigates the generic structural potential of admission notifications of four Pakistani universities: University of Central Punjab, University of Gujrat, University of Sargodha, and University of Education Lahore. Total forty admission notifications are selected for the genre analysis in light of systemic functional linguistics. Halliday and Hasan (1989 concept of “Generic Structural Potential (GSP)” for genre analysis, served as the theoretical framework for this study. This study highlights that the admission notifications analyzed has six obligatory elements: Logo, University Name, Announcement, Respective Department, Programs Offered, and Call info and five Optional elements: Admission Schedule, Instructions, Information desk, Why Choose Us? and Scholarship and Discounts. The creation of science parks as a factor in the innovative activity development

A comprehensive analysis of the Ukrainian legislation regarding the regulation of innovative activities and their implementation practice indicates the presence of multiple problems of a legislative, organizational, and executive nature in the sphere of regulation, support and development of innovative activities in Ukraine. The article analyzes legislative changes regarding the procedure for creating science parks as a part of higher education institutions in their establishment, highlights the positive and negative consequences of such changes for the development of innovative activities. The Law of Ukraine "On Science Parks" adopted in 2009 established that only a higher educational institution and/or a scientific institution can initiate the creation of a science park, while not separately regulating "initiation" as a stage in the creation of a science park. The author proves that the restraining factors in the creation of a science park in accordance with the specified Law as amended on June 25, 2009 were, firstly, the need to agree the decision on the creation of a science park with the Ministry of Education and Science of Ukraine, the inconsistency of normative legal acts regarding the list of documents, necessary for the approval of the decision on the creation of a scientific park and the terms of approval. Secondly, the mandatory process of adding property rights to objects of intellectual property to the authorized capital of the science park, since in accordance with the Law as amended on June 25, 2009, a higher educational institution and/or a scientific institution participate in the formation of the authorized capital of a scientific park park only by adding intangible assets to it (property rights to intellectual property objects). On the basis of a comprehensive analysis of the Law as amended on September 7, 2021 and other legal acts, it was concluded that the procedure for creating science parks was changed only for private institutions of higher education, leaving it unchanged for state and communal institutions, for which the volume only decreased documents that must be submitted for approval; the forms of participation of higher education institutions in the formation of statutory funds of science parks have expanded, which can be considered as a positive factor in stimulating higher education institutions to create science parks and develop innovative activities in general.

The generic structure potential (GSP) of STI doctor-patient interactions in southwest Nigeria

This study describes the generic structure potential (GSP) of sexually transmitted infection (STI) consultations in Nigeria. It is a further effort from previous studies not only in its consideration of the phase structure of consultations in a specific medical context, but also in its exploration of both the broad and narrow generic structure potential of the consultations. Fifty audio recordings of mixed-visit doctor-patient interactions in hospitals in three states in southwest Nigeria constitute the data. The data were analysed using Halliday and Hasan’s (1985) Generic Structure Potential theory (GSP). The analysis revealed four broad stages in the structural organisation of STI medical interactions, namely Opening (O), Diagnostic Interactions (DI), Treatment Recommendations (TR), and Closing (C). The obligatory elements in the broad catalogue are the diagnostic interactions and treatment recommendations, while the narrow GSP of the phases revealed the doctor’s problem elicitation as the obligatory element in the opening phase, the patient’s problem presentation activity was solely obligatory in DI, and the doctor’s treatment procedure, the only mandatory activity of the TP phase. The study concludes that the diagnostic interaction and treatment recommendation phases define medical consultations in STI (and HIV) encounters in Nigeria.

Generic Structure Analysis of Anthems of Selected Universities in Nigeria: A Genre Based Approach

This study examines the Universities’ Anthems in Nigeria as a distinct Genre. The present study analyzes a corpus composed of ten (10) anthems texts belonging to six federal Universities, two State owned Universities, and two private Universities in Nigeria. This study seeks to establish University anthems in Nigeria as a sub-genre of anthems by identifying the Generic structure Potential (GSP) of the selected university anthems as permitted by their contextual configuration (CC) following the theory of Halliday and Hasan (1985) as a theoretical framework for the study. The analysis in this study intends to come up with the total range of optional and obligatory elements in the University anthems analysed which are the possibilities of text structure for every text that can come up under the Genre of University anthem. The analysis revealed two obligatory elements -Identity/ Orientation IO* and Mission /Vision MV*- and five optional elements- Ideology (ID), Evocation/Eulogy (EE), Prayer (PR), Exhortation (EX), and Pledge/Allegiance (PA). The study concludes that even though University anthems, as a form of poem seemingly appear in different structures, there is a certain pattern of a Generic Structure that construes the purpose the anthems are intended to serve for the institutions; that is to communicate the identity of the institution.

A Cross-cultural Analysis of English Newspaper Editorials

■ It is true that analyses of English language texts dominate the literature. It is equally true that a flourishing field of Contrastive Rhetoric (CR) research has begun to address the way various text types and/or genres may differ across cultures and languages (see Connor 1996, 2003). Very much in line with these developments, this study was an attempt to first characterize the global and/or macro-rhetorical structure of English newspaper editorials and formulate what Halliday and Hasan (1989: 64) call `the Generic Structure Potential' (GSP) of a genre. Secondly, this study attempted to cross-examine whether there is significant macro-structural variation from one culture to another within the same genre. To this end, a total of 90 editorials culled from three English newspapers (30 editorials each) published in three different socio-cultural environments by native speakers of English ( The Washington Times), and non-native speakers ( The Iran News, and The Pakistan Today) were text-analyzed. The results of a GSP analysis of texts indicated that, in terms of the rhetorical elements of structure, there is `statistically' no significant difference (α = .05) between editorials written by (non-)native editorial writers, in whatever socio-cultural and socio-political context they are produced and disseminated. In plain words, results revealed that an `unmarked' English newspaper editorial, published either in Iran or Pakistan or the USA, typically consists of four obligatory and two optional generic rhetorical elements.

Participations to European Framework Programs of higher education institutions and their association with organizational characteristics

This paper aims to analyze patterns of participation of higher education institutions (HEIs) to European Framework Programs (EU-FP) and their association with HEI characteristics, country and geographical effects. We have analyzed a sample of 2235 HEIs in 30 countries in Europe, derived from the European Tertiary Education Register (ETER), which has been matched with data on participations in EU-FPs in 2011 using the EUPRO database. Our findings identified (1) a high concentration of EU-FP participation in a small group of HEIs with high reputation; (2) the participation of non-doctorate awarding HEIs in EU-FPs is very limited despite the fact that they account for a significant share of tertiary student enrolments; (3) the number of participations tends to increase proportionally to organizational size, and is strongly influenced by international reputation; (5) there is limited evidence of significant country effects in EU-FP participations, as well as of the impact of distance from Brussels. We interpret these results as an outcome of the close association between HEI reputation and the network structure of EU-FP participants.

DEVELOPMENT OF INFORMATION TECHNOLOGY FOR COMPLEX EVALUATION OF HIGHER EDUCATION INSTITUTIONS

This paper presents a method for complex evaluation of higher education institutions based on a generalized volume of m-simplex calculation. Every kind of activities of higher education institutions (educational, scientific, innovative, etc.) determines an axis in the multidimensional space used to build the m-simplex. After evaluating higher education institutions in the specified m-activities, the points are put on the respective axis. M-simplex with vertices in these points is built. The generalized volume of this m-simplex, which is calculated based on the Cayley-Menger determinant, defines the integral quantitative assessment of higher education institutions’ activities. To verify the specified method for evaluating higher education institutions, we reviewed well-known evaluation methods and described some types of activities that could be used as a basis for a definition of the axes on which the m-simplex is built. The research component of higher education institutions’ activities is determined by the volume of articles published and their citations in international scientometric databases. The educational component relates to the quality of graduates, their competitiveness in the labour-market. The international component concerns the participation of higher education institutions and their departments in international programs and projects. The described method could be used to monitor the activities of higher education institutions and their separate structural subdivisions. The results of the monitoring are important for a comprehensive evaluation of scientific, educational, international, innovative and other types of activities of higher education institutions in a particular region and the country as a whole. In this article, we have formed a list of indicators, according to which several Ukrainian higher education institutions were evaluated. Besides, the comparison of quantitative evaluations with ratings of higher education institutions in international systems of university activities evaluation was made.
