In the article, the authors show the relationship between cultural heritage and political interests of the authorities, clarify the concept of the value of a cultural and historical object in its socio-cultural context, and close relationship with the political needs and interests of the subjects of politics. The article substantiates possibility of converting the value of cultural heritage objects into power resources. Using the example of the Hagia Sophia in Istanbul, the authors characterize museumification as a way of resolving confessional confrontation and demuseumification as a tool for preserving and strengthening political positions of the current government in difficult socio-economic and political conditions, including those associated with the global pandemic of coronavirus infection.

Some enforcement issues in criminal rights COVID-19 procedure

The presented article offers an analysis of some of the problems of criminal proceedings caused by the current situation in the country caused by the COVID-19 coronavirus infection pandemic. Based on what was stated in Art. 6 of the Code of Criminal Procedure of the Russian Federation, the priority direction on the protection of human rights in the field of criminal proceedings, imposing the corresponding obligations on the state, follows the need for a reliable mechanism to ensure these rights. Meanwhile, in the conditions of the spread of coronavirus infection on the territory of the Russian Federation, a number of questions have arisen regarding the protection of human rights in the non-standard conditions of the judicial and law enforcement systems. Documents at the level of state regulation containing relevant recommendations do not fully cover the range of emerging issues. The decisions of the Presidium of the Supreme Court and the Presidium of the Council of Judges of March 18, 2020 and April 8, 2020, as noted by lawyers, did not clarify the practice of law enforcement.

The dentists are at higher risk of getting infected by coronavirus disease with many routine dental procedures having the possibility to transmit the virus through aerosols. During the time of COVID-19 pandemic disease, the health care workers should be provided with protective apparatus including face shields, goggles, mask, gloves, gown or coverall, headcover and rubber boots. American Dental Association has maintained a consistency neutral stance since the pandemic was recognized. They appealed dental health care workers to put off elective dental procedures for dental patients and to provide only urgent dental care. Essential phone screening to distinguish suspected patients or likely COVID-19 contaminated can be correctly done during routine dental arrangements. This review highlights on the structure of coronavirus, its modes of communication, how dental health care workers are at higher risk, urgent dental procedures that should only begin during the crisis and basis preventive measures taken by dental health care workers.

Organization of Urological and Oncourological Care for Patients in a Pandemic of COVID-19: Overcoming Existing Limitations

The new coronavirus infection pandemic has certainly changed all spheres of human activity, the healthcare system was completely transformed and reassignment in a short time. The built model of a personalized approach to each patient was replaced by the provision of health services to groups of patients with similar symptoms of the disease and severity, and conditions not associated with coronavirus infection, anyway, took a back seat. Since the announcement of the COVID-19 pandemic, the main human and material resources have been directed at combating the new infection. To date, almost every country has cases of coronavirus infection. The planned surgical care was temporarily stopped, what could not but affect the outcomes of diseases. A special category of patients is represented by patients with diagnosed malignant neoplasms, the delay in treatment of which can significantly reduce the life expectancy and/or quality of life. The current state of the problem served as a catalyst for the development of telemedicine technologies, which simplified communication in the patient-physician and physician-physician relationship. Urinary tract infections are one of the most common reasons for visiting a urologist, which implies the prescription of antibacterial drugs. However, in a pandemic, remote prescription of these drugs is limited by the lack of face-to-face specialist consultations. This enabled make it possible to use drugs based on bacteriophages. Patient management problems were solved by using distance counseling techniques. In this article we present an algorithm for providing urological and oncourological care to patients in the context of the COVID-19 pandemic, as well as an overview of the existing world practice in the implementation of telemedicine consultations in the current epidemiological situation.

Motivation of technical university students to study physics and methods of teaching it in the context of a pandemic

The article deals with the current problems facing modern higher education related to the teaching of natural science disciplines in technical universities. The article analyzes the influence of students’ motivation, their interest in the educational process, and the reasons that affect the assimilation of the material. Ways to solve this issue in the context of a new coronavirus infection pandemic are proposed. The use of distance learning technologies allows you to solve some of the difficulties that have arisen.

Lung ultrasound: the possibilities of diagnosing of lung damage associated with the new coronavirus infection COVID-19

This publication is devoted to the ultrasound method of lung examination, which has gained particular relevance during the pandemic of the new coronavirus infection 2019. The lecture discusses the general provisions of lung ultrasound, ultrasonic signs of lung damage, features of ultrasound semiotics in the viral nature of lung lesions, differences from the bacterial nature of lung damage, presents aspects of the use of lung ultrasound during the pandemic of the coronavirus infection 2019. The lecture is based on the experience of domestic and foreign researchers, as well as on the authors’ own experience, which demonstrates the value of this method both in intensive care units and in a therapeutic clinic.

The review shows the key aspects of ultrasound, the experience of foreign colleagues, reflecting the basic principles of ultrasound diagnostics when working with infected patients, the methodology of the distribution of people into the streams with their increased admission to hospitals in a pandemic.

Credible Protein Targets and Curative Strategies for COVID-19: a Review.

The pandemic of coronavirus infection 2019 (COVID-19) due to the serious respiratory condition created by the coronavirus 2 (SARS-CoV-2) presents a challenge to recognize effective strategies for management and treatment. In general, COVID-19 is an acute disease that can also be fatal, with an ongoing 10.2% case morbidity rate. Extreme illness may bring about death because of enormous alveolar damage and hemorrhage along with progressive respiratory failure. The rapidly expanding information with respect to SARS-CoV-2 research suggests a substantial number of potential drug targets. The most encouraging treatment to date is suggested to be with the help of remdesivir, hydroxychloroquine, and many such repurposed drugs. Remdesivir has a strong in vitro activity for SARS-CoV-2, yet it is not the drug of choice as affirmed by the US Food and Drug Administration and presently is being tried in progressing randomized preliminaries. The COVID-19 pandemic has been the worst worldwide general health emergency of this age and, possibly, since the pandemic influenza outbreak of 1918. The speed and volume of clinical preliminaries propelled to examine potential treatments for COVID-19 feature both the need and capacity to create abundant evidence even in the center of a pandemic. STRESS ASSESSMENT IN MBBS FIRST YEAR STUDENTS BEFORE AND AFTER STRESS MANAGEMENT TRAINING DURING COVID-19 LOCKDOWN: A NORTH INDIAN STUDY.

Introduction: Stress is a well known contributor of many diseases. Corona virus infection pandemic has added stress in everyone’s life. Medical students have been reported to feel more depressed, anxious and stressed due to numerous factors in previous research. There has been lot of stress due to shutdown of colleges and modification of teaching pattern.
 Material and method: This study was planned to estimate the stress in First year MBBS students of SHKM GMC Nalhar, Nuh, Mewat, Haryana, India to explore the stress prevalence and factors causing stress in the students. Then a stress management training was given to the students. After one month the analysis was repeated to assess the feedback, which fell into the lockdown period observed during COVID-19 pandemic. Medical Student Stressor Questionnaire (MSSQ) was used to assess stress.
 Results and observation: The stress was found to be mild in 43 (35 %), moderate in 66 (55%), high in 11 (9%) among students.(Figure 1 A) After one month, the stress reported was mild in 67 (55.83%), moderate in 41 (34.17%), high in 12 (10%).(Figure 1 B) Stress was reported by 64.35% male students on first instance while 47.52% on second. Female students also displayed a fall in stress from 63.15% to 26.31%.
 Conclusion: Stress was detected in more than fifty percent First professional medical students in SHKM GMC Mewat, Haryana, which was reduced after stress management training. It is proposed that stress management training should be given in MBBS first professional and during pandemic like Coronavirus infection.

Russian Abstract: В статье анализируется место Китая в контексте глобальной истории эпидемий, представления западных наблюдателей о причинах возникновения опасных инфекций на территории этой страны, а также меняющаяся роль Китая в рамках изменяющегося мирового порядка. Рассматривается продолжительный период истории от вспышки бубонной чумы в Гонконге в 1894 г. до пандемии коронавирусной инфекции, начавшейся в конце 2019 г. в Ухане. В контексте глобальной истории эпидемий Китай долгое время воспринимался как страна с неэффективными механизмами управления. В первые два десятилетия ХХ в. Китай уверенно превратился в страну с могущественной экономикой и эффективной административно-политической системой. В статье делается вывод о том, что очередной мировой кризис, который символизирует данная пандемия, не только укрепит позиции Китая на международной арене, но будет способствовать изменению мирового порядка, в котором Китай займет место одного из главных центров силы в XXI в. English Abstract: The article is analyzed the place of China in a context of a global history of epidemics, representations of the western observers about the reasons of occurrence of dangerous infections in territory of this country, and changing role of China within the limits of a changing world order. The long period of history from the outbreak of the bubonic plague in Hong Kong in 1894 to the pandemic of coronavirus infection that began in late 2019 in Wuhan is considered. In the context of the global history of epidemics, China was long perceived as having poor governance mechanisms. In the first two decades of the 20th century, China confidently became a country with a powerful economy and an efficient administrative and political system. The article concludes that the current world crisis, which symbolizes this pandemic, will not only strengthen China's position on the international arena, but will contribute to changing the world order, where China will take its place as one of the main centers of power in the XXI century.

Assistance to patients with behavioral and psychological problems receiving treatment for coronavirus infection (covid - 2019) in a pandemic

The article contains information on threats to the psychological health of the population in the context of a coronavirus infection pandemic. The article also lists the problems that arise in various groups of patients receiving treatment from Covid-2019, including patients in need of rehabilitation care. The authors analyzed European, American and Russian data on the basis of which recommendations were formulated to assist patients with behavioral, psychological and communication problems.

Influence of pandemic of coronavirus infection COVID-19 on economic resilience of Ukrainian enterprises

Introduction. Modern Ukrainian enterprises operate in conditions of uncertainty and risk which could develop in unpredictable way. Currently the critical situation for Ukrainian economy is determined by the spread of pandemic of coronavirus infection COVID-19, which has acquired a global nature. Under the circumstances which has brought the pandemic, many Ukrainian enterprises approached the verge of bankruptcy due to the absence of management mechanism, which main objective is ensuring of economic resilience and maximum management efficiency and creating ability for prospective growth of their potential under the circumstances of force majeure. The objective of this paper is to study an influence of pandemic of coronavirus infection COVID-19 on economic resilience of Ukrainian enterprises with defining of negative and positive aspects for creation of a background which would enable a development of Ukrainian business in the future. Results. The global spread of coronavirus infection COVID-19 contributed to risk of recession in the world economy, index of world GDP growth for 2019 equals 2.9%, while the predicted values display its reduction by 3% for 2020, and by 5.8% in 2021. The GDP growth for Ukraine in 2019 equals 3.2%, its reduction in 2020 will make 7.7% and reduction predicted for 2021 makes 3.6%. The number of unemployed has increased in 2020 by 48% compared to the same period of 2019, and according to the forecasts of National Bank of Ukraine in ІІІ quarter of 2020 the rate of unemployment will grow by 12% compared to І quarter of the year. The arrears in wage equal USD 112.7 million. The state budget income deficit equals 29.6%, and specifically customs revenue has decreased by 32.2%. The fiscal revenue for May 2020 displays a slippage by 8.5% compared to May 2019. Currently one third of Ukrainian enterprises lost about 50-75% of their revenue. Most of enterprises of Ukraine show a remarkable growth of accounts receivable, and 7% of enterprises came to a near halt. It means that a new crisis will only make the make larger a rupture between Ukraine and developed countries both in aspect of competitiveness of economy and in that life quality. With regard to necessity of resumption of the operation of enterprises and ensuring their economic resilience almost all countries in the world, which were affected by the pandemic, take certain measures for resuscitation. The major part of the affected countries of the world, including Ukraine, showed their unpreparedness to face the challenges like a pandemic of coronavirus infection. The hard circumstances that Ukrainian entrepreneurs have got in were resulted not only from external political and economic factors, but were determined by the instruments of internal policy of Ukraine, what has led to reduction of business activity, reduction in public consumption and unemployment growth, which factors eventually undermine the mechanism of reproduction in national economy. Another factor which influences Ukrainian economy in a deleterious way is a reduction in global demand, which contributes to a decline in export capabilities of the country. Almost every economic sector of Ukraine sustained major losses, which have significantly influenced the general state of state economy. Only in case of fulfillment by Cabinet of Ministers and National Bank of Ukraine of economically justified efficient anti-crisis program the state has chance to survive the crisis with damages lower than other countries will have. Despite the deleterious effect that coronavirus exercises on Ukrainian economy, there are also some positive aspects of this situation, and the main of them is gaining experience, which would be able to help in the future while managing the country’s own economic resilience to take into account an option functioning in critical circumstances of global extent. Conclusions. The main problem of Ukrainian business nowadays is the poor knowledge of strategies of enterprise functioning in conditions of force majeure of global extent. The key aspects of efficient anti-crisis program on ensuring of economic resilience of Ukrainian enterprises must include risk assessment, development of well-defined business plan, increasing adaptivity to threats which occur under conditions of continuous business processes and constant iteration and business renewal, which has to face any challenge both on national and global level.

Features of the cardiovascular system lesion in patients with COVID-19

The article is devoted to the analysis of cardiovascular lesions in COVID-19. The main problems of comorbidity are described and recommendations for the treatment of patients with myocardial infarction and COVID-19 are generalized, the features of the appointment of certain groups of drugs are emphasized.The aim of the research. To study the effect of coronavirus on the cardiovascular system to understand the correct algorithm for providing medical care for cardiovascular diseases.Methods. As a methodological basis, the article uses the existing data about the epidemiological characteristics of coronavirus infections SARS, MERS, COVID-19 and damage of the cardiovascular system in existing heart diseases and viral pathologies. A new cardiac lesion in the form of acute heart injury is also described, confirmed by an increase in troponin.Results. As a result of the high contagiousness of the COVID-19 viral infection, treatment of patients with acute myocardial infarction or other cardiovascular pathology in patients with undetermined SARS COV-2 status, it is performed as if he is positive, according to current guidelines. It is advisable for all patients to evaluate the systolic function of the left ventricle during angiography in order to reduce the need for echocardiography and decline the risk of staff infection. Combination of hydroxychloroquine and azithromycin has the proarrhythmogenic effect.Conclusions. In the context of a global pandemic of coronavirus infection, existing data on the possible risks and lesions of the cardiovascular system in patients with COVID-19 should be taken into account. The treatment and prevention of the spread of infection is based on the assumption that all patients can be potentially infected. It is advisable to use thromboprophylaxis in patients with COVID-19, especially those who have activation of the coagulation system. Treatment of severe COVID-19-pneumonia also requires the appointment of anticoagulants. The key point is the interdisciplinary management of severe cases of COVID-19

Methodical Aspects of Indirect Assessment of Household Incomes in Determining the Eligibility for Government Social Support

In present-day Ukraine, a large number of families and individuals are beneficiaries of programs for social support of the population. Economic and political crises, reforms in tariff and social policies, added by the pandemic of coronavirus infection in the latest time, result in the worsening life standards of a considerable share of the population in certain periods of time. In was in 2015–2018 that in some of the quite populated localities social programs covered as many as 70% of the population. This triggered a respective growth in the social support from the central and local budgets. Such situation aggravated the problem of targeting of the government social support, decreasing the number of cases when a social aid is assigned in an improper or baseless manner, and the scopes of fraud in this sphere.
 One of the ways for reforming the system of social support in the present days is to adopt the method of assigning all the categories of support with consideration of incomes and property status of applicants. The property status of families or individuals can be quite accurately measured given the access to the registers containing data on houses, land plots, transport vehicles etc. either possessed or disposed by them. However, given a high level of employment in the informal sector, large scales of the shadow economy and external labor migration, assessment of the actual income level of families constitutes a serious problem. Quite often the stated incomes do not correspond with actual ones, and applicants do not have stimuli to disclose their real life standards. 
 The article’s objective is to expose a methodological approach to operational assessment of potential incomes of applicants and recipients of social support. Approaches based on statistical models of correlation between life standards and sets of households’ or individuals’ characteristics have been constructed and used in many developing countries where the conditions for formation of the population incomes are similar to the ones in Ukraine. The article highlights methodological foundations for building up the models for operational assessment of the population income, with due account to issues of information support to modeling and use of income assessment results. Examples of computations by the proposed models are given.

Potential algorithm of prostate cancer management during the pandemic of coronavirus infection (COVID-19)

The World Health Organization has announced the coronavirus infection pandemic (COVID-19), associated with a high risk of severe complications requiring intensive care. The following is a possible algorithm for the choice of treatment tactics for prostate cancer during the COVID-19 pandemic, aimed at achieving 3 main goals: reducing the risk of life-threatening complications of the tumor process, minimizing the risk of “crossing” the profiles of adverse events associated with prostate cancer treatment and viral infection, and diminishing the risk of COVID-19 contamination for prostate cancer patients. The proposed algorithm is a personal view of the authors and is not an official recommendation.

STATUTORY OBLIGATIONS OF A DOCTOR IN THE FIELD OF PREVENTION AND CONTROL OF INFECTIOUS DISEASES

The spread of infectious diseases has been and poses a serious threat to the health of the entire population. The world is currently struggling with a SARS-CoV-2 coronavirus infection pandemic. The problem also concerns Poland and results in new legal regulations being issued. The law defines instruments for preventing and combating infectious diseases and infections. Every doctor has legal obligations related to infectious diseases. They are determined primarily by the Act of 5 December 2008 on preventing and combating infections and infectious diseases in humans. The purpose of the article is to present legal norms regarding the physician's duties in the field of preventing and combating infectious diseases. In addition, doctors closer knowledge of new legal regulations related to the SARS-coronavirus CoV-2.The analysis shows that doctors play an important role in implementing legal instruments for the prevention of infectious diseases. Various forms of medical coercion may be used to prevent infectious diseases.
