The article examines the impact of smart cities on the development of the digital economy and the creation of innovative ecosystems. The main task of the work is to analyze the technologies of smart cities – the Internet of Things, big data and artificial intelligence – and their impact on improving urban ecosystems, improving the standard of living of citizens and optimizing resource management. The methods used include a review of the literature and an analysis of practical examples of the introduction of digital technologies in urban management. An important aspect of the research is the study of financial models such as peer-to-peer financing and public-private partnerships. The main findings confirm that smart cities stimulate innovation processes and create conditions for the integration of technologies into urban systems. The peculiarity of the study lies in an integrated approach that covers the technological, social and economic aspects of the digital transformation of cities.

Sustainable Food Agriculture Utilizing Industry 4.0: A Short Note on the Impacts on Human Resources

This brief essay explores the correlation between Industry 4.0 (I4.0) and the agricultural sectors and the benefits they offer. Agriculture 4.0, the use of I4.0 technology in agriculture, has the potential to bring about a profound transformation in the agricultural sector by fostering sustainability. The advantages encompass catering to the increasing food requirements resulting from the rising human populace, attaining sustainable economic savings over time, improving food safety, and optimizing human resources. Integrating I4.0 into agriculture would improve productivity by reducing unnecessary workforce and addressing occupational health risks. Hence, implementing I4.0 technologies has considerable promise in promoting sustainable food production by leveraging data-driven decision-making, optimizing resource management, and improving efficiency in agricultural practices. In the age of I4.0, human resources (HR) 4.0 is crucial in utilizing digital technology to manage human resources efficiently and achieve organizational success, particularly in the agriculture industry.

ВЛИЯНИЕ ЦИФРОВИЗАЦИИ НА ЭФФЕКТИВНОСТЬ ПРОИЗВОДСТВА В АГРОПРОМЫШЛЕННОМ КОМПЛЕКСЕ

In the article, the authors analyze the impact of the introduction of digital technologies on the productivity and efficiency of agricultural organizations. The main purpose of the study is to assess the impact of digitalization on production processes, identify advantages and obstacles. The study examines modern digital technologies such as precision farming, the Internet of Things, big data analysis and automation. The main conclusions of the article are that digitalization in the agro-industrial complex helps to increase productivity, optimize resource management, improve product quality and reduce cost. However, the process of introducing digital technologies is accompanied by problems such as high initial investments, the need to develop infrastructure and increase digital literacy of farmers. The peculiarity of the work is a comprehensive analysis of the impact of digitalization on the agro-industrial complex and the development of methodological approaches to assessing the effectiveness of the introduction of digital technologies.

The current stage of economic development is characterized by the integration of a wide range of digital technologies, services, goods and services into the economic system. One of the aspects of studying digitalization is the analysis of its impact on sustainable development. The article examines the relationship between the digital economy and sustainable development, as well as strategies and opportunities that can contribute to achieving the goals of sustainable development. The digital economy, thanks to its innovations and technologies, can make a significant contribution to sustainable development, but this requires the development and implementation of appropriate strategies: bridging the gap, Increasing efficiency, optimizing resource management, separating economic growth from environmental impact, expanding "green" opportunities practices, fighting illegal activities, Inclusive growth and increasing resilience, bridging the digital divide, empowering local communities, increasing resilience to climate change, encouraging sustainable innovation, promoting global cooperation. The impact of digital technologies on the economy and sustainable development is considered. The question of how to ensure a balance between economic development and preservation of the environment and social values in the conditions of digital transformation is being investigated. The growing relationship between digitalization and sustainable development processes has been revealed. The presence of environmental risks of digitalization is considered. An analysis of the impact of end-to-end digital technologies on the process of achieving 17 sustainable development goals, which are provided for by the Sustainable Development Agenda for the period up to 2030, adopted by the UN, has been carried out. It is substantiated that these goals provide the most comprehensive approach to assessing the achievement of sustainable development of the world economy. The classification of the impact of digitalization on the sustainable development of the economy is provided, which consists in the formalization of the possibilities and limitations of digitalization in the paradigm of achieving sustainable development. The Legatum Prosperity Index was studied in order to assess the dynamics of sustainable development and digitalization of Ukraine over the past 5 years (2019–2023).

Research on Digital Resource Management and Sharing in Preschool Education Based on Eigenvalue Fitting Superiority Algorithm

Abstract This study examines the optimization of digital resource management and sharing in preschool education, employing the Goodness of Fit (GoF) algorithm to assess eigenvalues’ suitability in this context. As digital educational materials proliferate, effectively managing and disseminating these resources is a critical challenge. We have developed a preschool educational digital resource management and sharing system grounded in GoF algorithmic principles through an in-depth evaluation of various GoF algorithms’ classification and detection capabilities. Our methodology combines theoretical exploration with empirical algorithm performance testing. Findings indicate that a GoF algorithm, explicitly leveraging the chi-square distribution, achieves over 95% accuracy in identifying preschool digital resources. Furthermore, this study introduces a novel dynamic fitting object model, addressing the GoF algorithm’s adaptability in fluctuating environments. Results affirm the algorithm’s broad adaptability and promising efficiency for managing and sharing digital resources in preschool education settings.

Diversity and Inclusion Management in Human Resource Management - Based on Marginal Utility Perspective

Abstract This paper optimizes human resource management from the perspective of marginal utility. The utility function proposes the subtraction function of consumption, which represents the law of diminishing marginal utility. The Lagrange multiplier method solves the maximum utility problem. In human resource management, utility and marginal utility are redefined, and the probability density function and distribution function of exponential distribution are used as the index’s marginal utility and utility functions, respectively. Human resource management optimization models I and II were constructed based on the marginal utility, and the models and model parameters were solved. This paper applies the human resource management model to Company R as an example. The calculation shows that the total investment of the current index resources of Company R is 2.55 million yuan, and the total utility calculation is 0.8306. Under the optimization of human resource management based on Model I, the expected value of company R reached 0.8631 while maintaining the unchanged index resource input, an increase of 3.91%. The optimization based on Model II resulted in the index resource input being 2.3285 million yuan, with an unchanged total utility that was reduced by 8.69%.

Human Resource Management Optimization Strategies for Diverse Work Environments Based on Artificial Intelligence

Abstract Under the diversified work environment, the relationship between employees and enterprises has ushered in new and significant changes. How to adapt to changes, form a new human resource management model, and improve management performance is an urgent issue. In this paper, we constructed an employee turnover pre-analysis measurement model based on XGBoost artificial intelligence, iterated many times during training, generated a weak classifier in each iteration, trained on the basis of the residuals of the previous classifier, and finally combined all the weak classifiers in a weighted way, reduced the bias to improve the accuracy of the final classifier through continuous iteration, and completed the construction of the model. The historical data of employees in six branches of enterprise W are imported into the model for analysis, and the F1 values are all above 0.85, and the AUCs are all higher than 0.7, with good prediction performance. The top three important employee turnover influencing characteristics and their weights are overtime work 0.647, monthly income 0.618, and interpersonal relationship 0.579. Accordingly, human resource management optimization strategies are designed and applied in Enterprise W to implement human resource management reform. After the reform, the average monthly separation rate has been reduced from 2.23% to 0.19%, and the average number of monthly separations has been reduced to only 7, which is 91.86% lower than during the pre-reform period. This study proposes feasible paths for modern information technology and artificial intelligence-enabled human resource management, and optimization of human resource management in a diverse work environment.

Copulas and hydro-economic models for assessing the impacts of climate change in irrigated agriculture

Climate change significantly affects water resources through alterations in rainfall patterns, reduced rainfall quantities, rising temperatures, and prolonged drought cycles. Consequently, the escalating demand for water coupled with diminishing water availability is anticipated to lead to a critical water scarcity issue in the future unless proactive and innovative strategies are implemented.The impact of climate change on water resources is globally recognized as an increasingly vital concern, given its intricate interconnections with various sectors, notably agriculture, energy, and the provision of drinking water. Consequently, the scientific community has dedicated substantial efforts to devise optimal water resource management strategies in response to the challenges posed by climate change. Over the past four decades, hydro-economic models (HEM) have been instrumental in proposing solutions to adapt to evolving climatic conditions.This paper presents a newhydro-economic optimization model accounting for climatic uncertainties. The problem is formulated as a chance-constrained program in which the dependence structure between hydrologic and meteorologic variables is modeled using copula theory. The novelty of the approach lies in the capacity of the model to optimize the water resources, taking into account the dependence between agronomic, socio-economic, and hydrologic systems and climatic uncertainties.

Theoretical Approaches to the Study of the Resource Potential of the State Pension System

This research aims to develop theory and methodology for creating and operating resource capabilities within the infrastructure of state pension systems, focusing on long-term forecasting and ensuring full pension rights for participants. A comprehensive methodological approach was applied, incorporating systems analysis and synthesis, statistical analysis, structural-functional analysis, cause-and-effect relationships, actuarial calculations, and economic-mathematical modeling. Systems analysis and synthesis assessed the pension system as a whole, identifying key components and their interrelationships. Statistical analysis processed data to identify trends, patterns, and anomalies in pension resource distribution. Structural-functional analysis examined the roles of each system element, ensuring stability. Cause-and-effect analysis identified factors influencing resource potential and their consequences. Actuarial methods assessed risks and obligations, aiding long-term planning, while economic-mathematical modeling evaluated internal and external factors, forecasted development, and formulated optimal resource management strategies. Data from various Russian governmental bodies provided the research base. The study emphasizes aligning the criteria for selecting and nurturing pension system employees with those of civil service workforces, recognizing that while reforms have been beneficial, significant challenges remain. The research offers insights into the state pension system's current condition, potential enhancements, and the standards of pension benefits, highlighting the need for ongoing improvement and optimization.

5G and Beyond 5G Technologies Enabling Industry 5.0: Network Applications for Robotics

The convergence of cloud and edge computing, along with distributed AI and the latest 5G/6G communications, is revolutionizing collaboration, connectivity, and interaction. These digital advancements pave the way for a new era of AI-powered robots, enabling them to navigate unfamiliar scenarios and adapt in the long term by seamlessly engaging with the digital realm. Consequently, these innovative applications generate diverse, continuous, and rapidly evolving data transmission requirements that traditional network resource management struggles to satisfy in terms of Quality of Service (QoS). In this paper, we take a step beyond focusing solely on network-side traffic engineering efforts. Instead, we explore the potential of application-side traffic shaping within non-public networks to address these demanding transmission needs. Within the framework of optimizing Quality of Experience, we discuss on how the 5G-ERA project focuses on a multi-domain learning process for autonomous robotics using an intent-based networking approach for optimized resource management within the network validated by the use cases within the project enabling the transition from Industry 4.0 to Industry 5.0. Our central aim is to efficiently control and direct data traffic within the confines of the private network, ensuring it aligns with predefined objectives. While this methodology can be applied in various contexts, it is essential to establish precise intentions rooted in domain expertise. This innovative approach serves as a valuable complement to conventional network resource management methods typically employed at the network infrastructure level.

Reinforcement Learning Based Resource Management for CAR T-Cell Therapies

This paper focuses on optimizing resource management strategies in chimeric antigen receptor (CAR) T-cell therapies using reinforcement learning (RL). CAR T-cell therapy is an innovative and promising treatment within the field of immunotherapy, which is based on the isolation of patients’ own T-cells, genetically modifying these cells to express a CAR for tumor recognition, cultivating and expanding these T cells and infusing them back to the patient. These therapies require several reusable but scarce resources, including special equipment, such as the bioreactor that is used to expand CAR T cells, and medical resources, such as the hospital staff, e.g., doctors and nurses. Considering the stochastic nature of medical procedures and the production of CAR T cells, the scheduling of the therapies and the efficient allocation of the required resources pose a significant challenge inside the hospital environment. Here, we propose a derivative-free policy gradient algorithm that utilizes a simulation model of the therapy, built using real-world data, to obtain efficient control policies for the resource management problem. The proposed method is designed to minimize the expected number of deviations from the therapy protocol as well as the expected overall completion time of the therapies for every patient. The effectiveness of the proposed resource management approach is demonstrated via simulation experiments.

Research on increasing the efficiency of utilizing the resource potential of agricultural enterprises is particularly relevant in the modern world, where agriculture plays a crucial role in ensuring food security and sustainable development. Population growth, climate change, limited resources, and constant technological innovations pose significant challenges to the agricultural sector. Therefore, studying issues related to the efficient use of resources and assessing their potential is strategically important for enhancing the competitiveness of agricultural enterprises. One of the key aspects of the research is the analysis of resources available to agricultural enterprises, such as land, water, human resources, capital, and technologies. Understanding how these resources can be optimally utilized is crucial for the development of resilient and productive agricultural systems. The article discusses the essence and importance of enhancing the resource potential specifically of agricultural enterprises. It explores the internal and external factors shaping production-resource potential. Special attention is given to the assessment and methods of improving resource utilization efficiency on agricultural enterprises. In particular, it is determined that one of the main tools for assessing resource utilization efficiency is key performance indicators, and key aspects of the role of assessing resource utilization efficiency of enterprises are separately considered and described. Additionally, a model for conducting such an assessment is provided. Directions for improving the efficiency of resource utilization of agricultural enterprises and their characteristics are identified. Overall, scientific research in the field of enhancing efficiency and assessing the utilization of the resource potential of agricultural enterprises is critical for ensuring the sustainable development of the agricultural sector, increasing its production capacity, and ensuring food security. Furthermore, such research provides valuable insights and strategies for optimizing resource management practices, fostering innovation, and addressing emerging challenges in agricultural production.

Design of Distributed Resource Management Optimization Algorithm Based on Party+ Concepts

Abstract Wisdom party building is a major innovation project adapted to the development requirements of the information society and the law of development of higher education, a realistic embodiment of the party’s construction with the times, and shoulders the important task of realizing the development of party building wisdom and systematic construction. This study combines party building with concept analysis, empirical research, and practical exploration, and utilizes a distributed resource management optimization algorithm to ensure the most efficient allocation of party-building resources. The system designs an intelligent platform for building information about parties, which specifically includes three main modules: content recommendation, party newsletter management, and party affairs management. Finally, the quality and efficiency assessment index system of the intelligent party building platform is constructed. The fuzzy comprehensive judgment method is selected for assessment, and the adjacent superiority method is used to determine the weights. Combined with the actual situation, it is concluded that the maximum degree of affiliation of the intelligent party-building platform designed by the institute is 0.4741, which is in the third assessment level, i.e., it indicates that the intelligent party-building platform has better utility and educational effect, and it is a new level for promoting the party-building work.

Research on Human Resource Management Optimization and Decision Support System Construction Based on Electric Power Enterprise Strategy

Abstract At the present stage, the development of electric power enterprises needs to update the concept of human resource management by fully combining it with their actual situation and constructing a systematic human resource management model so as to occupy a favorable position in the market competition. This paper brings the classification rule mining algorithm based on the ant colony algorithm into human resource planning decision-making, adds an adaptive mechanism to the ant colony algorithm, updates the algorithm strategy, and improves the quality of algorithmic decision rules. Establish a fuzzy comprehensive judgment model for performance appraisal and salary decision-making in electric power enterprises and design a comprehensive system of dynamic decision support for human resource management in electric power enterprises. Analyze the effect of α, β and ρ values on the performance of the adaptive ant colony algorithm and determine the utility of the classification rule mining algorithm based on the adaptive ant colony algorithm for human resources planning and decision-making. Combine the evaluation level and scoring factors of employees in electric power enterprises to obtain the employee performance appraisal rankings and determine their remuneration packages. The practical benefits of the HRM dynamic decision support system designed in this paper are examined by a system reliability test. The reliability of the human resource management decision-making system designed in this paper is maintained at 0.93~0.97, and the decision-making reliability of traditional system 1 and traditional system 2 is maintained at 0.90~0.92 and 0.90~0.91, respectively. The decision-making system for human resource management in electric power enterprises constructed in this paper is more advantageous for practical operation.

Investigating the solid waste recycling management

Abstract 
 Objective: Garbage is waste solid materials that are left over from the use of people and production and service institutions and are unusable. These seemingly inefficient sources are the most important urban pollutant in different amounts and in liquid and solid form and cause harm. and the citizens' interest, but in the case of optimal management and use of these valuable resources as raw materials in addition to protecting the environment, reducing the level of pollution, reducing the amount of diseases and deaths, it can be considered the best driver of production activities, recycling management Household solid waste in Kabul city is handled according to municipal standards and regulations (collection, transfer, burial and reuse), which is the main goal of this research to investigate the effects of household solid waste management and recycling in Kabul city.
 Method and tools: Since the nature of this research is descriptive-applicative, in order to collect information from two sources, the library and a questionnaire with a 7-point Likert scale from 384 citizens of the 15th district of Kabul city were randomly sampled and analyzed using spss software. First, the confidence level of the questionnaire of both variables was determined by Cronbach's alpha method with the output coefficient (waste management 0.86 and recycling rate 0.82) and then its correlation intensity was determined by the Pearson method and also to predict the dependent variable from the linear regression function of the information received and investigated. And the dispute has been placed.
 Finding: Pearson's correlation analysis with 95% confidence level of the number placement (p=0.004, N=384, R=0.86) with a coefficient of determination of 0.73 and a statistical value (t) of 4.76, which is greater than the critical value of table t 2.3, shows the relationship There is a strong positive among the variables and it states that the increase in the amount of recycling and the decrease in the consumption of family solid waste depends on the improvement of waste management, in the same way, the beta coefficient of 0.59 and t=7.31>1.96 and sig<0.05 of linear regression were obtained. It shows that improving family solid waste management will reduce the amount of waste consumption and recycling by 59%, also the extracted information shows that about 97% of household waste is bought and collected by informal garbage collectors.

MARKETING TOOLS OF ENTERPRISES OF THE AGRICULTURAL SECTOR OF UKRAINE

The article is devoted to the justification and rationalization of the instrumental content of the marketing activity of domestic enterprises in the agrarian sector. Provisions characterizing the role and importance of agricultural marketing are defined, among which are highlighted: optimization of resource use and management of results; increase in farm income; expansion of markets; growth of the agricultural industry; introduction and distribution of new technologies; job creation; allowance to national income; value creation. It was determined that many factors should be considered in agribusiness when determining the marketing strategy, and the marketing complex as a strategy will positively affect the work of the enterprise. Twelve controllable marketing elements are outlined, which include the following components: product planning, pricing, branding, distribution channels, personal selling, advertising, promotions and promotions, packaging, display, service, delivery, research, and analysis. The difference between consumer and agricultural goods is substantiated, and the specifics of agricultural goods are determined, including the dependence of production on natural and biological factors, seasonality of production, predominance of wholesale sales; the need for processing, short consumption period, lack of ideal substitutes; lack of effective quality control mechanisms; the limited influence of the brand, advertising, after-sales service, fashion and style, emotional factors; low elasticity of demand. Certain aspects of state policy are revealed as an addition to the traditional Ps of the marketing mix for the sale of agricultural products; in particular, it is stated that the agricultural policy should be structured in such a way as to provide support to small farmers through projects of improvement, diversification, and sale of agricultural products.

Efficiency of Mutual Funds and Portfolio Performance Measurement: A Case of Selected Mutual Funds in Tanzania

This study examines the current efficiency trends in the Tanzanian mutual fund industry over a five-year span (2018-2022), focusing on six specific funds: Umoja Fund, WekezaMaisha, Watoto Fund, Jikimu Fund, Liquid Fund, and Bond Fund. Employing a non-parametric approach, specifically Data Envelopment Analysis (DEA), the research collects secondary data from diverse sources, including newspapers, journals, books, periodicals, and the websites of UTT and the Bank of Tanzania (BOT). Monthly Net Asset Values (NAVs) of the selected mutual funds are scrutinized from each scheme's inception. Motivated by the limited understanding of mutual fund efficiency in Tanzania despite reported successes in increased asset values, profitability, and investor numbers, the study reveals distinctive performances under Constant Returns to Scale (CRS) and Variable Returns to Scale (VRS) assumptions. Under VRS, all mutual funds consistently achieve nearly 100% efficiency, signifying optimal operational scales. However, under CRS, efficiency scores fluctuate over time, underscoring the importance of mutual funds' adaptability for enhanced efficiency. Furthermore, the research suggests that mutual fund size significantly influences efficiency and potential scale economies. Smaller mutual funds demonstrate superior resource utilization efficiency, attributed to their focused investment approach. The analysis of inputs and output slacks provides insights into efficiency and resource utilization, identifying areas of optimal resource management and highlighting opportunities for improvement. The findings offer valuable insights into mutual fund efficiency under different scale assumptions, emphasizing the importance of scale flexibility and efficient resource management for superior performance. Implications suggest avenues for further research to explore external factors, efficiency fluctuations, portfolio management practices, and longitudinal trends within the mutual fund industry.
