Evaluation of Building Condition and Maintenance as a Panacea for Preventing Building Collapse in Nigeria: The Case for Correctional Buildings

Buildings are constructed with the aim of lasting for a certain duration of time while achieving other ancillary benefits, such as functionality, aesthetics, affordability, comfort, and pleasure for the occupants. Over the years, correctional facilities and other buildings have become derelict within some period of construction due to a lack of adequate maintenance, which resulted in dilapidation and probably collapse. This paper evaluated the building condition and maintenance of correctional facilities. The objective is to reduce incessant building collapse in Nigeria. A survey approach was adopted in the collection of data from the relevant Niger State prison staff population of 120 workers, including staff in the maintenance unit, within a specific period. A stratified sampling technique was used to generate a sample that was used to collect data representing the entire population across the prisons. The results from the study identified poor maintenance of correctional facilities which could cause building deterioration and which could eventually pave way for the building to collapse. The study suggests continuous evaluation of maintained correctional facilities to ascertain their condition and performance levels.

Authentic Leadership, Leader-Member Exchange, Job Thriving and Creativity Nexus from Public Organisation Context

Purpose: The study is aimed at examining authentic leadership influences on creativity in a public organisation given job thriving and leader-member exchange as a mediator and a moderator respectively.
 Design/Method/Approach: The cross-sectional research design was adopted with data collected via a structured questionnaire from 269 mid-level employees who were healthcare professionals working in hospitals and primary healthcare centres under the purview of the Delta State Ministry of Health in Nigeria. The partial least square (PLS) method was adopted as the analytical tool for hypothesis testing. This structural equation modelling (SEM) method was performed with SMARTPLS 3.3.3 software.
 Findings: The results demonstrate that authentic leadership has a non-significant relationship with creativity except through job thriving. Further, the moderated mediation result shows that leader-member exchange strengthens the relationship between job thriving and creativity and enhances positive influences of authentic leadership in a creativity context.
 Theoretical Implications: The study provides plausible evidence on the pathways through which authentic leadership, as a positive form of leadership, explicates influence on creativity, wherein job thriving and leader-member exchange interact as contextual variables.
 Practical Implications: Public organisations should introduce regular leadership training to enable managers to learn behaviours that would enhance their authenticity at work. An assessment can be integrated into leadership training programmes to ensure its efficacy.
 Originality/Value: Not all employees are motivated to engage in creative work in bureaucratized settings due to the leadership behaviour in practice. This study demonstrates how authentic leadership engenders creativity through the enhancement of certain contextual variables: job thriving and leader-member exchange.
 Research Limitations/Future Research: This research was limited to a specific public organisation and Nigerian State. Although the empirical information provided herein may be insightful and have applicable value for other public organisations as well as Nigerian States, it is important to replicate this research with a broader sample and geographic spread to improve its generality. The study relies on cross-sectional data which may offer little explanations of causality effects among the latent variables, future research works should consider a longitudinal research approach for clearer and concrete inferences.

Space Based Assessment of Base Transceiver Stations in Kwamba, Niger State, Nigeria

Global System for Mobile Communications (GSM) started operations in Nigeria on the 16th of May, 2001. An important feature of the communication system is the Base Transceiver Stations (BTS). However, their installations have brought about public concerns and fears, specifically to issues relating to environmental risk, public health and sometimes construction problems that might result to mast collapse. This study is aimed at identifying the spatial distribution of BTS in Kwamba, analysing the terrain of the study area and examining their level of compliance to NESREA standards for siting a BTS. The data for the Kwamba study was collected from two sources; Primary and Secondary sources. The primary data include the use of GPS to obtain coordinates of the GSM base stations and their respective elevations. The Secondary and geographic data includes Google Earth imagery obtained from Google Earth, Landsat images, SRTM data from USGS Earth Explorer and shape files (roads etc) from OSM data. ArcMap was used to plot a map showing the distribution and slope extraction of the study area to provide information on the terrain. Also, using NESREA stated standard, 10metre buffer test on all existing BTS in Kwamba was carried out using ArcMap. Findings from the research revealed that there are 24 BTS distributed randomly in Kwamba. 7 out of the 24 failed the 10metre buffer test, meaning they were not in compliance with 10m setback distance as stated by NESREA for locating a BTS close to residential homes. The study recommends that stakeholder(s) imbibe the use of GIS techniques in the siting of BTS as it will assist in monitoring of non-compliance to the regulated standard of NESREA by the service providers. The adaptation of use of GIS techniques will also assist the regulatory bodies in effectively carrying out constant supervision of the service providers.

Seasonal assessment of pupal habitat productivity of malaria vector: Anopheles gambiae s.l as influence by physico-chemical conditions at selected breeding habitats in Niger, Nigeria

Malaria is the most significant protozoan disease in Africa and the principal vector-borne disease (VBD) in Nigeria, which is influenced by the quality of breeding habitats that are reflected through the stage preceding adult. Control of Anopheles gambiae s.l. populations through source reduction is still considered the most effective way of prevention and control, although it has proven unsustainable in Niger State. Physico-chemical cues were investigated. Samples were taken inside and outside 1m2 cages weekly by dipping and emptying the cages from May 2019 to March 2020. The data subjected to analysis of variance (one and two-way Anova). The findings revealed the mean pupae abundance (MPA), were significantly higher in Large Water bodies (624.50±217.81), and followed by Gutters (436.00±184.2) and Swamps (285.50±125.06). The mean pupae productivity (MPP), followed the order of descending rate >GT (717.50±219.38) >LW (677.21±145.10) >SW (530.40±136.97). The result also showed that emptying technique (ET) was more sufficient and reliable than dipping technique (DT). The peak abundance and productivity of the pupal stage was June to August then declined in March,2020 both habitats. However, MPP differed significantly (p<0.05) from one another across the months in all the habitat types. The physical and chemical cues of the breeding sites, varied significantly, except in temperature, total hardness, biochemical oxygen demands, conductivity, and pH in all the habitats. This study revealed high utilization of physico-chemical properties and poses increased risk of malaria. Thus, emphasis on the vector management strategies should be given specially on gutters and large water bodies as breeding habitats of malaria vectors (MV), in Niger State

A Sociolinguistics Application of Language, Culture and Communication as Panacea to Incessant Conflicts and Banditry in North-West, Nigeria

The tenant of peace has been distorted with bunches of crises, especially in the Northern part of Nigeria. Security in the Nigerian states has become a major problem in recent times. Cases of abduction, kidnapping, terrorism, senseless killings, maiming, nihilism, burgeoning restlessness, banditry and others vices, have been unabatedly rampant. Therefore, Nigerian citizens, despite the state security apparatus to ensure the safety and protection of lives and property, are incessantly living in perpetual fear and worry. It is against this backdrop that this research article employs other means of trying to resolve the scenario of crises and banditry through the application of sociolinguistics, language, culture and communication as a panacea to incessant crises and banditry in Northern Nigeria. The principal aim of the study is to identify how language and culture could lead to the achievement of peacebuilding across the Northern Nigerian states, especially in North-west Nigeria. Interviews and questionnaires were complementarily adopted to gather data for the study. Whorf Hypothesis Theory was used as the theoretical framework of analysis for the study. On the whole, the study discovered among other things that, language, culture and effective communication are better instruments for settling disputes rather than the use of force. Therefore, the study concludes that the roles of language, communication and culture in the management of crises and other conflict-related activities can never be over-emphasized in the settling of disputes among warring parties.

STRATEGIES ADOPTED BY LECTURERS IN POST COVID-19 PANDEMIC FOR EFFECTIVE TEACHING OF ENTREPRENEURSHIP IN FOOD AND NUTRITION IN TERTIARY INSTITUTIONS IN NIGER STATE

The study investigated the challenges and strategies adopted by lecturers in post COVID 19 pandemic foreffective teaching of entrepreneurship in food and Nutrition in tertiary institutions, Niger state. Twoobjectives and two research questions guided the study. The design adopted for the study was descriptivesurvey. The population for the study comprises twenty (20) lecturers in the two tertiary institutions in NigerState offering Home Economics as a programme. Due to the-manageable size of the population there wasno sampling. The instrument for data collection was a well- structured questionnaire. The data collectedwere analyzed using mean score and standard deviation. From the data collected and analyzed' the studyfindings include, attitudinal issues with students concerning teaching and learning of entrepreneurship infood and Nutrition, the study therefore recommends that modern technologies should be deployed tostimulate students' interests among others in effective teaching of entrepreneurship in Food and Nutrition.

Impacts of Land Use and Land Cover Changes on Migration and Food Security of North Central Region, Nigeria

Food security is adversely affected by challenges posed by changes in land use and land cover (LULC). LULC change impacts ecosystem functions and services, leading to migration of people, particularly rural dwellers. This paper uses multispectral satellite remote sensing, net migration data, household survey, stakeholders’ meetings, Focus Group Discussions (FGD), expert interviews and yields and estimated land mass of maize, rice, groundnut, cassava, and yam to assess the extent of LULC in Niger, Kwara, and Benue states of North Central Region of Nigeria and their relevance for migration and food security. Remote sensing data for 1990, 2000, 2013, and 2020 were extracted from Landsat imageries to obtain LULC change. Household survey was conducted to validate the data obtained from Landsat imageries. The results of LULC between 1990 and 2020 show that most of the vegetation, agricultural land, and water body areas in Kwara and Benue States have been converted to built-up areas and barren land, while an increase in agricultural land and built-up areas was observed in Niger State. Our household survey, stakeholders’ meetings, and interviews showed that there was a continuous massive migration of people, particularly young farmers, to cities leaving most of the existing agricultural lands uncultivated. This was due to the losses in agricultural land and conversion of some of the other LULC classes to barren land. We conclude that if this permanent migration remains uncontrolled, it will have significantly negative future impacts on food security of Nigeria. It is recommended that the government and its sub-ordinary administrative entities invest in more reliable infrastructure and attractive living environment for the rural dwellers to reduce the rate of rural-urban migration in the study areas.

Improving students’ geography achievement using computer simulation and animation packages in flipped classroom settings

The deployment of innovative and learner-centered approaches into teaching and learning has strong potential of improving students’ learning outcomes. The study compared the effectiveness of computer simulation and animation instructional packages in flipped classroom settings on secondary school students’ achievement and retention in geography. The study adopted a pre-/post-test, non-equivalent, non-randomized quasi-experimental control group design. A sample of 126 senior secondary school class two (SS2) geography students was purposively drawn from two intact classes in Minna Metropolis, Niger State, Nigeria as participants for the study. The two intact classes were randomly assigned to experimental group I (computer simulation package, n=67) and experimental group II (computer animation package, n=59) in flipped classroom settings. A 50-item geography achievement test (GAT) was used for data collection, while computer simulation and computer animation instructional packages were administered to students as treatment in flipped classroom settings. The face and content validity of GAT was carried out using experts in the field of geography, educational technology and computer science from Federal University of Technology, Minna. GAT was further subjected to pilot testing, and a reliability coefficient of 0.85 was obtained using test re-test method and PPMC formula. Descriptive statistics of mean and standard deviation were used to answer the research questions, while inferential statistics of t-test was used to test the null hypotheses at 0.05 level of significance. Findings revealed that computer simulation (mean gain=41.70) and computer animation (mean gain=38.32) instructional packages in flipped classroom settings improved students’ achievement and retention of geography concepts. Also, no significant difference was found in the mean achievement (t=.05, df=124, p=0.63) and retention (t=2.04, df=124, p=0.82) scores of the two groups. It was therefore recommended that teachers should incorporate technology-based flipped classroom instructional strategies into teaching and learning of geography in order to improve students’ learning outcomes in the subject.

Adoption of Improved Rice Processing Technologies: A case of Small-scale Processor Groups under IFAD-Value Chain Development Program in Niger State, Nigeria

The study assessed the adoption of improved rice processing technologies focused on small-scale rice processors groups under IFAD- Value chain development program in Niger State. A multi-stage sampling procedure was used for selection of 160 rice processors. Data were generated using structured questionnaire. The study used descriptive and inferential statistics analysis of the data. The results described that 52% of the respondent were between the age of 31 and 40 years; 65.63% of the respondent had experience in rice processing of between 5 and 15 years. The adoption index of rice processing technologies indicated that the paddy cleaning and drying technique recorded 68.75% and 50.0% high adoption level respectively. Parboiling practices and de-stoning had recorded 58.75% and 71.88% medium adoption level respectively, while rice milling operation had recorded 61.25% low adoption. Tobit regression results indicated that gender was positively significant (P≤0.1); cost of the technology was negatively significant (P≤0.01); while the training (P≤0.01) and social capital (P≤0.05) were positively significant factors influencing the adoption of the rice processing technologies. The study recommends that capacity building (training) should be consistently conducted for updating the skills and knowledge of the rice processors. The rice processing technologies should be at low-cost within the financial reach of the processors, plus extension contact should be regular and timely by offering necessary advisory services and technical assistance so as to ensure continuous adoption of the technologies extended under the IFAD-VCDP intervention.

LANDUSE/LAND COVER CHANGE DETECTION OF KATERIGI ARTISANAL GOLD MINE IN NIGER STATE NIGERIA

Mining activities in Niger State has attracted people from all over the Nigeria in search of gold and other solid minerals. The issue of insecurity and economic hardship has triggered the exploitation living behind serious human and environmental impact. The land use and cover classification was conducted using recent technology of GIS software (Arcgis). this was done in other to trace the change detection that have occurred over the years in the mines the result were found out that the artisanal mining have brought rapid urbanization and high health impact of due the mining process. The magnitude of change of forest area in 30 years between 1990 to 2020 shows that forest decreased further by -30.82Sq. km representing a change (18.01%) of the total change for the period in the Mining zones.

Relative Productivity of Mosquito Larval Habitats for Abundance and Immature stages Distribution in Relation to Physicochemical Properties in Niger State, Nigeria

Immature mosquitoes were evaluated for the productivity of the breeding habitats using field cages in Niger State. Mosquitoes were sampled weekly both outside and inside field experimental cages by dipping and emptying the cages in a bowl container and identified using microscope-guided standard morphological keys. Three genera namely, Aedes, Anopheles, and Culex, were encountered and the mean immature abundance rate (IAR), in gutters, follows decreasing order and dominated by Culex (93.16±10.79%) > Anopheles (17.79±2.23%) > Aedes (15.77±2.12 %). In swamps, Anopheles highest mean (78.04±8.00%), followed by Culex (28.13±2.55%) and Aedes(14.54±1.56%). Similarly, in large water bodies, the distribution decreases as; Anopheles (74.33±7.07%)> Culex (27.14±2.50%)>Aedes (12.91±1.30%). In terms of immature productivity rate (IPR) among the three genera, Culex had the highest mean in gutters (191.29±22.37%) followed by Anopheles in large waters and swamps (148.03±14.81% and 153.15±15.92%) while lowest was Aedes (25.57±2.42%) in large water. Furthermore, for the density of immature, 1st stage (L1) recorded the highest followed by 2nd stage (L2), followed by 3rd stage (L3), and the least was the 4th stage (L4) for IAR and IPR. For the estimation of breeding habitats, the cage sampling method is the most reliable (709.86±73.63 mosquitoes) when compared with dipping techniques that recorded 324.06±44.00 mosquitoes. Mosquito physicochemical conditions varied significantly with DO (8.83±0.40) in large water bodies; nitrate (4.57±0.55), phosphate (3.26±0.73), calcium (88.19±12.79), sulphur (28.23±2.45), potassium (10.63±0.76), chlorine (87.52±20.89) and alkalinity (187.00±26.39) in the gutters. However, a positive correlation between rainfall and mosquito species (r = 0.523 to 0.801) as well as between relative humidity and mosquitoes (r= 0.236 to 0.551, p>0.05) on mosquito populations. Only Anopheles in large water habitats was significant (0.801*, p>0.05). The findings revealed disparities in the abundance and larval habitat production rates of the mosquito genera and associated positively with some physicochemical and metrological cues. Consequently, an effective tactic must be developed for mosquito control, particularly in the most highly recognized breeding habitats.

Impact of Two-level Spatial Structure Model in Spatio-temporal Hospitalization of Female Breast Cancer Patients in Nigeria

This paper investigated the impact of two-level spatial structure model in spatio-temporal hospitalization of female breast cancer in Nigerian Health-care areas and States. The objective is to measure the relative contribution of each of the model parameters. The model has been fitted using full Laplace approximation strategy to an observational hospital-based female breast cancer mortality data from 2009 to 2016. The study explained risk variations across health-care areas and State-levels. The results showed that the State-level captured higher risk than the health-care area-level (24.18% against 17.60%). Furthermore, assessing each health-care area performance, six (6) health-care areas with large population States showed higher risk. The study recommended o further research on the risk factors responsible for the significant high risk in these health-care areas.

The Effect of Flood Regime on Water Quality and Plankton Distribution in Bosso Area, Minna, Niger State

Flooding endangers lives and property, and it can lead to surface water pollution, reducing access to potable water and destroying wildlife habitats. This study investigated the effect of flood on water quality and plankton in two selected water bodies in within Minna Metropolis, Niger state, Nigeria. Water samples were collected for physicochemical parameters and plankton identification using standard methods and procedures. Samples were collected for a period of six (6) months (April to September 2021). The result of the physiochemical parameters showed temperature (26.0-28.5°C), flow velocity (0.23 to 0.26 m/s), dissolved oxygen (6.4-10.0mg/l), turbidity (30-240 NTU), pH (7.21-7.53), TSS (0.04-0.04), electrical conductivity (69-228 µS/cm) and total dissolved solid (60-220 mg/l). Most of these parameters were within the WHO permissible limits. From all the parameters measured, temperature, DO, pH and TSS showed no significance difference (p>0.05) between the water bodies while turbidity, total alkalinity, electrical conductivity and total dissolved solid exhibit significant difference (p<0.05) between the water bodies with Fadipe Pool recording higher values in most of the parameters. A total of 12 phytoplankton species were identified comprising of 3 families which are Bacillariophyceae (2), Chlorophyceae (6), and Cyanophyceae (4). For the zooplankton, a total of 11 species are made up of 3 taxa which are Cladocera (4), Copepoda (2), and Rotifera (5). In this study, several plankton species that serve as indicator organisms were identified which is indication of a disturbed water bodies.

FACTORS MILITATING AGAINST AGRICULTURAL PRODUCTIVITY OF CROP FARMERS IN NIGER STATE, NIGERIA

Niger State has the largest landmass in Nigeria. With 8.6 million hectares of land which represents about 9.3% of the total landmass of Nigeria, the state experiences distinct dry and wet seasons with annual rainfall varying from 1,100 mm (120 days) in the northern part to 1,600 mm (150 days) in the southern part. The vegetation, soil and weather patterns are favourable to produce a wide spectrum of food and cash crops of various types. The major crops grown in the State include rice, maize, millet, sorghum, yam, potato, soybean, groundnut, cashew, benniseed and cassava. The primary aim of this study was to investigate the factors militating against agricultural productivity of farmers in production of crops in the state. Both primary and secondary data were used for the study purposes. Descriptive statistics was used on sample of 360 crop farmers. Findings from the study indicates that fertiliser, herbicides, labour, late onset rains and high interest rates are the factors militating against the production of food crops in Niger State. The study thus concluded that, the application of inappropriate agronomic practices such as untimely planting, incorrect plant spacing, wrong method of planting, poor sowing depth, delayed weeding, ineffective pest and disease control, inappropriate use of fertilizers, untimely harvesting, use of low yielding varieties and inconsistent rainfall patterns, will always significantly reduce crop yields.

Improving the Quality of Adolescent and Youth-Friendly Health Services Through Integrated Supportive Supervision in Four Nigerian States.

Although the unique sexual and reproductive health needs of adolescents and youth (AY) are widely recognized, the challenge remains how to integrate adolescent- and youth-friendly health services (AYFHS) effectively within a systems-based approach that is both feasible and scalable. This article provides preliminary evidence from 4 Nigerian states that sought to overcome this challenge by implementing capacity-strengthening approaches centered around a shortened quality assurance (QA) tool that has become part of the state health system's routine supportive supervision process and follow-up quality improvement (QI) activities. A shortened QA tool was administered to assess and track the performance of 130 high-volume health facilities across 5 domains to serve its AY population with quality contraceptive services. Facility-based providers (N=198) received training on adolescent and youth sexual and reproductive health, AYFHS, and long-acting reversible contraceptive methods. To corroborate checklist findings, we conducted exit interviews with 754 clients (aged 15-24 years) who accessed contraceptive services from the facilities that met the World Health Organization's minimum standards for quality AYFHS. In the 4 states, the QA tool was applied at baseline and 2 rounds, accompanied by QI capacity strengthening after each round. At baseline, only 12% of the 130 facilities in the 4 states scored met the minimum quality standards for AYFHS. After 2 rounds, 88% of the facilities met the minimum standards. AY client volume increased over this same period. All 4 states showed great improvements; however, the achievements varied by state. The exit interview feedback supported client satisfaction with the services provided to AY. Integrating QA followed by QI within Nigeria's family planning supportive supervision system is not only feasible but also impacts the quality of AYFHS and contraceptive uptake by clients aged 15-24 years.

TECHNICAL EFFICIENCY OF BAMBARA NUT PRODUCTION IN NIGER STATE, NIGERIA

There is a gap between actual and potential output of Bambara nut due to inefficient use of existing resources, thereby hindering profit maximization. Therefore, this study aims at determining the technical efficiency of Bambara nut production in Niger State, Nigeria. Multistage sampling technique was used to randomly select 150 representatives of Bambara nut producers in the study area. Primary data were obtained using structured interview schedule. Stochastic frontier production function was used to analyze the data collected. Results showed that four out of the five variables included in the efficiency model, namely: farm size, seed, labour and herbicide were statistically and positively significant at 1%, 10%, 10% and 10% respectively. Fertilizer was not significant. Similarly, the factors affecting Bambara nut production in the study area as shown by the inefficiency model were age, education and farming experience. In addition, the mean efficiency of the respondents was 0.71. The study concluded that Bambara nut production in the study area was efficient. However, there are prospects of increasing production efficiency by 29% using existing inputs and technologies. It was therefore concluded that Bambara nut farmers in the study area should be encouraged to join existing cooperatives or form new ones so as to benefit from various incentives such as economies of scale, access to formal credit facilities, linkage with product buyers, among others. In addition, they should engage in rotational communal labour.

PEDOLOGICAL STUDY OF HILLY SOILS DEVELOPED ON BASEMENT COMPLEX TERRAIN IN MINNA, NIGER STATE, NIGERIA

A pedological characterization of hilly soils developed on basement complex terrain was carried in Minna, Niger State, Nigeria. The site was delineated into three physiographic units (positions) and designated as summit, shoulder and foot slope. Two modal profile pits were excavated in each unit to permissible depths, giving a total of six (6) profiles. The soil samples were analysed in the laboratory following standard analytical procedures. Particle size analysis showed dominance of sand over other mineral fractions irrespective of the physiographic units. Silt was next to sand in dominance and clay particle was the least in particle size. Bulk density increased with increasing soil depth in all the physiographic positions while porosity decreased down the profiles. Soil reaction (pH) ranged from moderately acid to slightly acidic in all the terrains. Organic carbon, total nitrogen and available P decreased with the increased in soil depth in all the landforms. Calcium and Magnesium were moderate while Potassium rated high in the sampled soils. The mean Na in the sampled soils rated low to moderate. Cation Exchange Capacity (CEC) in the soils rated moderate while percentage base saturation (BS) rated high. The soils are non- sodic and the electrical conductivity (EC) values are low. Thesoils of summit and shoulder were classified as Typic Paleustalfs while the footslope soils were classified as Typic Paleudalfs. The soils were classified as Plinthosols when correlated with WRB for soil resource.

TECHNICAL EFFICIENCY OF YAM PRODUCTION IN PAIKORO LOCAL GOVERNMENT AREA OF NIGER STATE, NIGERIA

The study examined technical efficiency of yam farmers in Paikoro Local Government Area of Niger State, Nigeria was analyzed using the stochastic frontier production model. Data were collected from 90 yam farmers selected using simple random sampling technique. The data were collected with the aid of structured questionnaire and oral interview were analyzed using Descriptive statistics, stochastic frontier production function. The maximum likelihood estimate (MLE) of the stochastic frontier model production function revealed that the inputs were under-utilized the results of the socio-economic characteristics shows that yam farmers was dominated 50% by male farmers, within the range of 46- 55 years, 47% of the farmers had farm size less-than 1 hectare with at least 10 years’ experience. The technical efficiency of farmers differs substantially among the respondents, ranging between 0.325 and 0.952 with a mean economic efficiency of 0.807.
