Angling for an Anglo-American acquisitions agreement: An expedition in search of the ten percent solution

The Publisher's Association in London administers the Net Book Agreement, which prohibits British booksellers from offering discounts. An exception permits 10% discounts to British public and university libraries which apply for licenses. The writer describes his trip to London in July 1983 to lobby for a similar license for the University of Florida Libraries. Their application is a test case following an RTSD resolution in January 1983 calling on the Publishers Association to judge American libraries by the same standards as British libraries. The writer attacks the Net Book Agreement as an artificial obstacle preventing the marketing of British books in the U.S. He calls for an Anglo-American Acquisitions Agreement whereby American librarians would more actively promote and acquire British books in exchange for incentive discounts from British booksellers. The response of the Publishers Association is not yet known.

Newspapers, Television and Political Reasoning

Adults' use of newspapers is found to correlate positively with having reasons for preferring one U.S. senatorial candidate over another. Television exposure is negatively related to political reasoning to a nearly significant degree. Data were provided by a 1974 nationwide, postelection survey. Analysis was conducted at the aggregate level, examining media behavior and political knowledge in 67 markets. News markets with competition among daily newspapers show greater levels of information than monopoly areas, controlling for education and interest in politics. Results suggest that a decline in newspaper penetration, lessened competition, or shift toward use of television for would weaken peoples' understanding about partisan candidates. The nature of this role, and how different media share in it, may yield hints about the future for rationality and order in American political life.3 Studies have recently confirmed that this educational role exists, despite solemn, sociological pronouncements a few years back about minimal effects. Agenda setting by media is widely recognized now.4 Learning about public affairs from media has been documented, holding competing explanations constant.5 This article presents two amplifications to recent documentation. The first details the relative contributions of newspapers and television to the public informing process. These contributions may interest prophets of the American political future who note the steady slippage in per capita circulation of newspapers and the persistent rise in minutes spent viewing television news.6 Although this shift may produce changes in levels of political understanding, it is also possible that informing functions traditionally served by newspapers are being assumed by electronic journalism.7 The first findings reported below shed light on these alternative possibilities. A second goal is to discern whether characteristics of media offered to citizens play a part in how informed people are. For reasons that will be made clear, amount of newspaper competition in markets is a key to understanding public information about political affairs. Since competition among newspapers is thought to be declining, any relationship between competition and levels of information would have implications for the future course of American political behavior. A Press Charter for Britain?

Efforts to introduce a ‘closed shop’ in the British newspaper industry have led to a great deal of controversy over the past two years. Also under discussion has been the question of a Press Charter, which some journalists feel is essential under the circumstances if the freedom of the British press is to be safeguarded, while others are opposed to it. Below we print an abbreviated version of a debate broadcast on the BBC programme ‘The Editors’ on 10 October 1976. The participants included two representatives of the National Union of Journalists, the General Secretary of the rival Institute of Journalists, the editors of two leading London papers, spokesmen for the Guild of British Newspaper Editors, the Newspaper Publishers Association and the Newspaper Society, as well as a foreign observer of the British scene in the person of an American correspondent in London. The discussion was chaired by George Scott, editor of the BBC'S weekly magazine The Listener.

Part I, Future Role of American Association of Petroleum Geologists: ABSTRACT

The phenomenal growth in membership of the American Association of Petroleum Geologists since its organization has been matched by growth in stature in scientific, professional, and industrial fields as well. Approximately one-tenth of the Association's 13,000 members are from outside the United States. This means the Association has become an international organization. Consequently, it is a challenge to our members to keep apace of the rapid changes taking place all over the world today and to meet the demands on our science in the future. This can best be done through research and through the printing and distribution of the results in the Association's excellent publications. The recent legalization of the Association's Research Fund will encourage larger donations and bequests. Eventually, it is hoped to establish a 1,000 club composed of donors of $1,000 or more. With such a fund we could help our members develop their ideas; help and induce others to solve scientific problems beneficial to mankind; and to serve actively rather than passively as leaders in scientific progress related to our field. The Influence of Pattern-Bargaining on Manufacturing Wages in the Cleveland, Ohio, Labor Market, 1945-1950

ONE of the most popular explanations for the rapid rise in wage rates after World War II is the pattern theory. This is the viewpoint that the bargains between large unions and large multiplant firms in the basic industries, such as the basic steel and automobile industries, became patterns for wage raises throughout the rest of the economy. The pattern theorists hold that the postwar rounds of wage increases in those industries resulted in waves of similar wage increases in the same and other industries because of pattern-following by other firms and unions.' The purpose of this study is to determine with empirical data the extent of pattern-following by manufacturing firms in a representative labor market in the five years immediately following World War II. Cleveland, Ohio, was selected as the locale for this study because of the size and diversity of the area as a labor market. The office of the Associated Industries of Cleveland was used as a base for the collection of data. The data obtained from each of the firms that participated in the survey were the plantwide straight-time average hourly earnings for any one payroll period in each of the following six benchmark periods: September I945, September I946, September I947, September I948, September I949, and the summer of I950. The use of these benchmarks permitted detailed year-by-year comparisons of Cleveland wage increases with the pattern increases. Since "pattern-setting" major industry agreements were concluded in early I946, early I947, and the early middle of I948, the first four benchmarks delineated three complete rounds of wage increases. During the first 23 months after September I948, no major acrossthe-board wage increases were given in either the steel or auto industries. However, in both of those industries pension and welfare programs were agreed upon in late I949 and early I950. These became the patterns for those industries that year. Therefore, the last three benchmarks (including September I948) delineated two years without major wage changes in either pattern-setting industry. Data were collected from I20 manufacturing firms with more than ten employees each. These firms were classified according to size, industry, and unionization for purposes of the tabulations. Information was also obtained from 2I of these employers on their wage chronologies (i.e., dates and amounts of their across-theboard wage changes) during the period. In addition, supplementary information on wage changes was obtained from interviews with a number of employers and the secretaries of the Cleveland Newspaper Publishers Association and the Ladies' Garment Employers Association. In the analysis below, wage changes and increases in straight-time average hourly earnings are compared primarily with the patterns established in the steel industry. The steel industry was selected for this purpose in preference to the automobile-manufacturing industry * The author has benefited from discussions with many persons on this subject, but especially Professors Harbison, Rees, Wallis, and Lewis of the University of Chicago. ' The pattern theory is held in different forms by a number of labor and management representatives, as well as labor economists and arbitrators. The results of the I949 negotiations in the Basic Steel Industry show clearly the influence of the pattern theory. In that case, the Presidential fact-finding board rejected the union's request for a wage raise on the grounds that the pattern-setting effects of that raise would cause further inflation. However, it approved a pension and welfare program for the industry because of its supposed desirable economic effects. World Events: Who Leads the World?

Every United States schoolboy and most members of Congress know the stock answer to the above question: America! President Eisenhower stated it baldly in his inaugural message of January 20, 1953: "Destiny has laid upon our country the responsibility for world leadership." To the Newspaper Publishers Association on April 22, 1954, the President said: "History has decreed that responsibility of leadership shall be placed on this nation." Secretary Dulles in the policy statements following his speeches of December 14, 1953, in Paris and December 22, 1953, in Washington asserted that if the world did not answer this important question of world leadership to Washington's satisfaction there was to be instantaneous and massive retaliation. Competition in the Newspaper Industry

THE broad behavior patterns in the daily newspaper industry conform, in general, with those commonly associated with conditions of imperfect competition. These include stabilization of prices, reflected in the tendency for advertising and subscription rates to remain rigid over time; price discrimination, exemplified by charging different groups of advertisers and subscribers different rates for advertising space and subscriptions at the same time; and non-price competition, evidenced by efforts to increase sales of advertising space and subscriptions by using incentives other than cutting prices.1 These behavior patterns in the newspaper industry are of long duration and are commonly practiced. They appear characteristic of newspaper practice both in one-newspaper towns and in cities having two or more daily newspapers. As early as 1887, a speaker before the first national convention of the American Newspaper Publishers Association, the only national daily newspaper trade association, pleaded with publishers to cease bidding with one another for advertising patronage.2 He urged that established advertising rates be maintained. Similar pleas have been made before ANPA, as well as sectional and state publishers' associations, during more recent years.
