This study discusses the Implementation of Local Regulation Number 16 of 2014 regarding the Regulation and Empowerment of Street Vendors in Grobogan Regency. It is triggered by the rapid economic development in the region, which has resulted in a significant increase in the participation of street vendors in economic development efforts through street vending activities, which are increasingly popular among the people of Grobogan Regency. The study examines how the law enforcement is carried out on Local Regulation Number 16 of 2014 concerning the regulation and empowerment of street vendors in Grobogan Regency. Additionally, the research also highlights the sanctions imposed when street vendors violate these local regulations, and identifies the challenges faced by the Municipal Police officers in carrying out their duties to regulate street vendors. The research applies a normative juridical approach in its methodology with a descriptive analysis specification. Despite some challenges faced by the officers in the field, the law enforcement of Local Regulation Number 16 of 2014 regarding the Regulation and Empowerment of Street Vendors in Grobogan Regency continues to proceed in an orderly manner and can be overcome by field officers.

Memories and testimonies of passbooks, permits and platkeps in apartheid-era Batho, Mangaung

he memories and testimonies of black people who were on the receiving end of racial discrimination provide important evidence of their lived experiences during the apartheid era (1948–1994). They ‘revisit’ apartheid South Africa because of recurring memories of traumatic experiences. Sadly, they relive the painful incidents emotionally when such memories are triggered. The National Museum in Bloemfontein has interviewed more than 150 Batho residents about their experiences of Batho’s apartheid past, specifically their experiences of racist municipal laws and regulations. Although discriminatory municipal policies are rooted in the racial sentiments of Bloemfontein’s colonial (1846–1910) and segregationist (1910–1948) periods, they are also based on national legislation, notably the Natives (Urban Areas) Act of 1923. Direct quotes from interviews allow interviewees to speak for themselves. The interviewees’ testimonies of their experiences have generated information about, among others, the carrying of passbooks; visits to the pass office; maltreatment by municipal police (platkeps); being arrested for not having a passbook; spending time in police cells for committing loaferskap (idleness) or for housing an overnight guest without a lodger’s permit; being victims of violent house raids; and being harassed by the night curfew siren. Because most interviewees’ parents and grandparents were subjected to similar discriminatory laws and regulations, traumatic experiences are a multi-generational phenomenon.Contribution: The oral history methodology was used to reconstruct aspects of Batho’s apartheid history. By tapping into people’s memories and testimonies, this article aims to present a history from ‘below’ of Mangaung’s oldest existing township and, thereby, contribute to local historiography.

Marginal no more: the equalization of campus and municipal police

ABSTRACT Research of campus police has consistently demonstrated that they are viewed as less than or ‘not real cops,’ even though campus police possess full law enforcement powers. Using the liminality theoretical framework, this study examines four campus communities’ perceptions of campus and municipal police legitimacy. This study surveyed students, faculty, staff, and administrators using an online survey instrument across the participating campuses (N = 2,488). Even though the college campuses vary greatly regarding their population, settings, region, crime rates, and racial diversity, this study found remarkably consistent findings across campuses and classifications of respondents. Across almost all questions and campuses, respondents frequently evaluated campus police as legitimate as municipal police, which is a stark deviation from the extant research in this area. The only difference in evaluation between campus and municipal police was respondents were much less likely to think campus police should be armed (73%) compared to their municipal counterparts (90%). This research adds to the very small body of literature that finds campus police are finally being viewed as legitimate police.

Psychosocial risks and their consequences on health and job satisfaction among Spanish police officers.

Police officers are exposed to risk and violence, which makes their work highly stressful. According to the Job Demand-Resource model, the working conditions of police officers may affect their health and job satisfaction. The aims of this research were to evaluate the psychosocial factors at work in a sample of municipal police officers from the Valencian Community (Spain) to identify the prevalence of psychosocial risks and their consequences and analyse the influence of psychosocial factors (resource and demands) at work on job satisfaction and health. The Unidad de Investigación Psicosocial de la Conducta Organizacional (UNIPSICO) battery was used to evaluate the prevalence and distribution of different levels of risk and their consequences in police officers (n=103). The influence of psychosocial factors (resource and demands) at work on psychosomatic disorders and job satisfaction was examined using stepwise regression analysis. All considered variables showed moderate levels of psychosocial risk for the whole sample. As for the consequences of psychosocial risks, moderate levels of psychosomatic disorders and job satisfaction were also observed. Perceived stress levels and organizational stressors have a negative effect on health and job satisfaction. To create positive conditions for the health and well-being of police officers, real commitment is required when evaluating psychosocial risks in local police organizations and the establishment of prevention and intervention measures where psychosocial risk factors are detected.

A framework to forestall systemic police misconduct: Applying DOJ’S pattern or practice findings to municipal police

Abstract The 1994 crime bill authorized the DOJ to investigate and initiate reform against law enforcement agencies for patterns or practices of systemic misconduct and unconstitutional policing. Among the 78 investigations conducted under this authority, 35 involve municipal police agencies with DOJ issued “findings letters” detailing policy, procedural, and operational deficiencies within the subject agency. These DOJ-issued documents were analyzed for consistent thematic insufficiencies across investigations, and tested for association with police organizational and environmental variables. From this analysis, a four-step framework was developed to offer police leadership the knowledge, tools, timing, and insight to forestall patterns or practices of systemic misconduct and unconstitutional policing within their agency.

Finding a “Niche” for Civil Disobedience? Decriminalizing Disobedience in the Post–Civil Rights Era

Between fifteen and twenty-five million Americans took to the streets in the summer of 2020 to march, mourn, occupy highways, clash with police, and be together in grief and rage. Municipal and state police forces responded with a national campaign of excessive force. Demonstrators were clubbed, tear gassed, sprayed with chemical agents, kettled and trampled, illegally detained, and mutilated by “less-than-lethal” munitions. Internal police reviews and municipal leaders blamed the violence on insufficient training but the scale and intensity of repression suggest a more profound democratic crisis surrounding the criminalization of dissent.

Predictors of fatal officer-involved shootings from eight municipal police agencies in the USA (2015–22)

Abstract In the USA, fatal officer-involved shootings (OIS) persist as a topic of nationwide concern. Still, due to a lack of reliable, public OIS data, research examining the predictors of these incidents is limited. The current project utilizes OIS data submitted to the Police Data Initiative (PDI) from eight large, municipal police agencies in the USA to assess trends and characteristics of OIS (fatal and nonfatal) occurring between 2015 and 2022. Using a logistic regression model, this analysis explores officer characteristics, civilian characteristics, and situational characteristics as predictors of the lethality of OIS incidents within these eight US jurisdictions. Results suggest three characteristics were significant predictors of fatal OIS, including the number of officers involved in the OIS, the officer’s years of experience, and the civilian’s age. Based on these findings, evidence-based strategies for fatal OIS prevention, critical incident response, and OIS data availability are discussed and future directions for research are explored.

In terms that our nation needs the decentralization of police authority and the provision of the police security service suitable to regional characteristics, it has been proposed that the overall execution of the autonomous local police system is necessary and that bloated police authority should be efficiently distributed through the adjustment of the investigatory authority and the introduction of the autonomous police system.
 The autonomous police system having gone through overall execution since 2021 is the contemporary task that has been steadily discussed to enhance the democracy of police activities and the directivity of residents for 70 or more years since the restoration of independence. The Moon Jae-in government has made an effort on enacting the autonomous police system around the Self-Governing Decentralization Commission belong to the president by determining the introduction of the wide area local police system. as a national task.
 The legal basis for introducing the local police system was prepared by revising the Police Act through the discussion process to divide police work into national police work and local police work, decentralize the commander and the supervisor by work, and have the municipal and provincial self-governing police committee command and supervise local police work. Henceforth, concerns on the bloatedness of police authority were settled with the secured connectivity of local administration to public security administration to provide the various quality public security services suitable to residential demand and efficiently strengthen the public security capacity of the whole nation.
 This study is concerned with addressing the details of the major bills related to the establishment of National Police Committee with the meeting operation results and the details of the National Public Safety Commission of Japan, analyzing the operation status of municipal and provincial self-governing police committee, and presenting the plan on developing municipal and provincial self-governing police committee accordingly.

Spatial association of homicide rate with violence, sociodemographic, and public security factors: global burden of disease study 2018 for municipalities in Brazil

ObjectivesTo analyse spatial–temporal changes and spatial association of homicide rates with violence, sociodemographic, public security and human rights indicators in Brazilian municipalities. Study designAn ecological study using homicide estimates from the Global Burden of Disease and population from the Brazilian Ministry of Health, 2000 to 2018. The explanatory variables come from the systems of mortality, notifications of violence and security, and the Brazilian Institute of Geography and Statistics. MethodsMoran indices and maps identified clusters of high and low risk for homicides in three trienniums (p < 0.05). Multivariate linear and spatial regressions estimated explanatory factors’ contributions for the last triennium. ResultsMunicipalities with high rates of homicides (>34/100,000) doubled, reaching 21.5 %. Those rates were concentrated in big cities, and increased in smaller municipalities. Increases in critical areas were found in the Northeast and North regions: more than 40 % in the states of Sergipe, Bahia, Ceará, Rio Grande do Norte and Roraima. Decreases occurred in the Southeast and Midwest regions: more than 35 % in São Paulo and Rio de Janeiro states. The spatial model, with an 18.9 % higher R2 (0.706), showed a positive association for records of violence, Blacks, low-level education, municipalities >50,000 inhabitants and municipalities with homicide and municipal police. ConclusionsAn increase in and the interiorisation of homicide risk areas in Brazil was observed, with displacement among regions (from the Southeast to the North/Northeast). The level of violence was the main explanatory factor for homicides. Territorial space proved to be important to understand and prevent lethal crime.

Speed kills? Quantifying the association between police traffic stops, types of stops, and motor vehicle collisions

BackgroundMotor vehicle crashes (MVCs) are a leading cause of traumatic death and injury. Police traffic stops (PTS) are a common approach to enforcing motor vehicle laws intended to prevent MVCs. However, it is unclear which types of PTS are most effective. This study examined the relationship of PTS subtypes among municipal police patrols on non-interstate roads and MVCs and MVC-related deaths. MethodsPTS subtype data were characterized from six North Carolina cities: Charlotte, Durham, Fayetteville, Greensboro, Raleigh, and Winston-Salem. The primary outcomes of this study were yearly non-interstate MVC and MVC-related death rates per 100 population. The data were analyzed as balanced time-series cross-sectional data. The statistical analysis accounted for time-dependent and city-dependent confounding. We used a two-way fixed effects model to analyze the relationship between PTS and MVC or MVC-related deaths. We also utilized the difference in difference (DID) analysis to analyze if the reduction of PTS following a 2012 policing administrative change in Fayetteville had an association with MVC or MVC-related deaths. ResultsWe found no significant overall association between non-interstate PTS and MVCs (Coeff: -0.00006; p = 0.43) or MVC-related deaths (Coeff: -0.00011; p = 0.15). Panel regression suggested no significant relationship between MVCs and MVC-related deaths and PTS related to driving while impaired (p = 0.36), safe movement violation (p = 0.43), or seatbelt violations (p = 0.17). However, speed limit violations (Coeff: -0.00025; p = 0.032) and stop-light/sign violations (Coeff: -0.00147; p = 0.017) related to PTS significantly reduced MVC-related deaths. The DID regression showed no significant impact on MVCs (p = 0.924) or MVC-related deaths (0.706) before and after the police reform period. ConclusionsThe evidence regarding the absence of an overall association and any association with most PTS subtypes suggest that PTS are not effective for MVC death prevention. Policymakers may proceed with exploring modifications to policing efforts without detriments to public safety as defined by MVC and MVC-related deaths. Negative publicity, citizen cooperation, and officers’ perceptions of danger in the occupational environment

ABSTRACT Policing as a dangerous occupation has been well documented. While prior inquiries have focused on the dangers resulting from injurious accidents or citizen-based violence, additional aspects of the external work environment have the potential to invoke concern among police. Utilizing survey data from a large municipal police department in the Southern region of the United States, the current study examines previously excluded sources of danger among police with street-level assignments – negative publicity and citizen cooperation. Our multivariate results reveal positive associations between negative publicity and perceptions of external danger, while a negative relationship was found for citizen cooperation. The implications for police practice and research are discussed.

Smart City Information Systems: Research on Information Published for Citizens and Design of Effective Content in the Czech Republic

The concept of Smart Cities integrates innovative technologies to improve citizens’ quality of life in towns and cities worldwide. Crisis management is a separate section directly managed by the leadership of municipalities, cities and counties in cooperation between police, fire and municipal police to ensure the safety of residents and safety in public spaces. The purpose of this study is to investigate to which extent publicly available information related to the field of crisis management is unavailable to residents in municipalities, towns and cities through online information systems. The primary aim is to provide suggestions for a general information system structure and content that would highlight and satisfy the need to address the crisis management issue, especially in providing immediate information to the population through an innovative online form. The achievement of this goal is methodologically based on qualitative research analysing and comparing the information published for residents through Smart City information systems in selected towns and municipalities. Document analysis or conceptual design was applied, and evaluation criteria for objective assessment of Smart City information systems were appropriately determined. The comparative analysis based on this set of criteria enabled the development of the proposals of information systems’ content that can be used to keep the information systems for Smart Cities in cities, municipalities and regions, actual and beneficial. From the available resources, two main modules that focused either on citizens or cities were synthesised. Moreover, SWOT analysis or the Smart Regions Rapid Response structure was derived. Acquired results outline generic structures and contents that support the development of the concept of Smart Cities and can be suitably implemented for the development of the modification of information systems containing relevant information for residents, cities and municipalities, focusing on citizen safety.

Variation in racial disparities in police use of force

I examine how racial disparities in police use of force vary using new data covering every municipal police department in New Jersey. Along the intensive margin of force severity, I find disparities that disfavor Black subjects and are larger at higher force levels, even after adjusting for incident-level factors and using new techniques to address selection bias. I then extend empirical Bayes methods to estimate department-specific racial disparities and observe significant differences across and within these hundreds of departments. My findings suggest that ignoring heterogeneity in police use of force misrepresents the problem and masks the existence of both departments with very large disparities and those without apparent disparities against Black civilians, but the variation even within departments may make identifying and treating inequitable policing difficult.

Results from an effectiveness evaluation of anti-bias training on police behavior and public perceptions of discrimination

PurposeThe authors evaluated the impact of an anti-bias training intervention for improving police behavior during interactions with community members and public perceptions of discrimination.Design/methodology/approachFifty patrol officers from a diverse municipal agency were randomly selected to participate in an anti-bias intervention. Before and after the intervention, a random selection of Body Worn Camera (BWC) videos from the intervention group as well as from a control group of officers was coded using a validated tool for coding police “performance” during interactions with the public. Discrimination-based community member complaints were also collected before and after the intervention for treatment and control group officers.FindingsThe treatment group had a small but significant increase in performance scores compared to control group officers, F = 4.736, p = 0.009, R2ß < 0.01. They also had a small but significantly reduced number of discrimination-based complaints compared to control group officers, F = 3.042, p = 0.049, p2 = 0.015. These results suggest that anti-bias training could have an impact on officer behaviors during interactions with public and perceptions of discrimination.Originality/valueAlthough these results are from a single municipal police department, this is the first study to suggest that anti-bias trainings may have a positive behavioral impact on police officers as well as the first to illustrate the potential for their impact on community members' perceptions of biased treatment by officers.

Strategic planning practices in policing: evidence from the field

PurposeThis study aims to provide information concerning practices for creating strategic plans in municipal policing organizations and their use in practice.Design/methodology/approachThis study surveyed a sample of Canadian police services, including four of the ten largest services in Canada, to investigate their planning practices and the study’s findings to the results of a content analysis of strategic plans reported by Rogers et al. (2020). This study did not conduct content analysis and therefore relied on the findings of Rogers et al. (2020).FindingsSome respondents indicated they do not apply some practices generally considered advisable. Other respondents indicated they undertake a practice even though doing so is not evident from a review of the associated strategic plans.Research limitations/implicationsThis study is based entirely on self-reported survey data. The study did not interview respondents to find out why they responded as they did.Practical implicationsThis study points to specific improvements municipal policing organizations could adopt which offer the prospect of creating better strategic plans and better strategic planning outcomes.Social implicationsPolicing organizations are important institutions in society. As a regular part of their activities, they interact with a broad cross-section of the society within which they operate. This paper presents ideas concerning how policing organizations can improve how they adapt themselves to their social environment to improve those interactions.Originality/valueNo other study collects self-reported data on how police services conduct strategic planning and use strategic plans at this level of detail.

Racism versus culture: competing interpretations of racial inequality in Canadian public policy

ABSTRACT The paper explores why the provinces of Ontario and Quebec devised contrasting policies in response to similar incidents of urban violence in the mid-2000s. In both settings, municipal police departments launched aggressive campaigns against so-called “youth gangs.” However, Ontario went one step further and created a new “youth policy” to expand out-of-school programs for children and adolescents. By examining the origins of the policies in each province, the paper concludes that Black political actors in Ontario were leading champions of the youth policy, whereas, in Quebec, police chiefs took the driver’s seat and advocated for a disciplinary strategy against “street gangs.” The contrasts in policy and Black political participation exemplify the distinct racial politics of the provinces. Race-conscious policy in Ontario grows out of a tradition of Black radicalism and multi-racial coalitions. In Quebec, minority nationalism turns race into a proxy for clashes over ethnicity and culture.

Settlement security, local law enforcement at the Southern Great Plain Region I.

Aim: The aim of the study is to present the municipal security of the Southern Great Plain Region and the police and complementary law enforcement agencies involved in local policing. In addition, it is intended to describe the difficulties associated with the operation of municipal police forces, to identify anomalies in practice and to suggest optimal solutions.Methodology: The research was carried out by interviewing the police chiefs of three county police headquarters in the region, as well as the municipalities through an online questionnaire. In addition, in order to develop a complex opinion, focus group discussions with various participants in two districts were held to find out about local government measures in the field of local policing. Thirdly, in the framework of secondary research, the author processed domestic legal regulations, professional studies and statistical data.Findings: The results of the research carried out reveal that the development of municipal law enforcement agencies can only be achieved through a long-term and well designed strategy. It has been demonstrated that municipal security and local law enforcement tasks are extremely complex and require the active and coordinated action of several actors. It has also been shown that municipalities have a permanent need for stable and balanced public security and are willing to make commitments to achieve this, if the right opportunities and knowledge are available. In this complex system of policing tasks, continuous and extensive cooperation between the partners and the flow of information through regular communication are indispensable factors.Value: The conclusions of the study can be used in the development of future action programs by local law enforcement contributors as well as police chiefs. The author has formulated recommendations for improving municipal security that deepen the theoretical and practical knowledge of specialists.

Turnover in large US policing agencies following the George Floyd protests

We examine whether police resignations and retirements significantly changed in the two years following public backlash related to the police murder of George Floyd. We employ Bayesian Structural Time Series to compare observed trends in each agency to synthetic counterfactuals using monthly staffing data from fourteen large municipal policing and sheriffs' agencies in the US. In the two years since the Floyd protests began, large metropolitan agencies have experienced significant increases in resignations, retirements, or both. One agency was unaffected, two saw small improvements, and eleven saw between 2.2% and 16% excess loss of sworn full-time personnel when compared to the synthetic counterfactual. These results reaffirm the importance of understanding how agency operational and personnel patterns have shifted since the summer of 2020.

Through the activities carried out, a police officer constantly seeks to protect life and the bodily integrity and other legitimate rights and interests of citizens. In this sense, the action to impose the law is fully justified and must be explained to those concerned, to make them understand that as long as they align with the established norms, they will not be subject to its repressive side. The activity of a traffic policeman is carried out in a planned manner, according to the daily activity plan and established patrol variants, which eliminates its random character. Traffic police activities are carried out by crews (patrols) made up of at least two traffic policemen. In special situations, when for objective reasons this configuration of the crew cannot be ensured, it is accepted that one of the policemen belongs to another police formation, or is replaced by a gendarme or by support persons. At the request of the traffic participant, a policeman presents himself with his service ID. If the citizen has doubts about the policeman's presence in traffic in the place and at that time or if he is interested in whether he is in the exercise of his duties, he can contact the nearest police unit (municipal or city police, respectively police station) communal), the policeman being obliged to present the personal documents or the devices used only to the competent authorities.

Latency, uncertainty, contagion: Epistemologies of risk-as-reform in crime forecasting software

A shift in crime analysis software used by municipal police departments in the US is currently underway from simpler predictive models to criminal ‘risk’ forecasting that uses data not specific to crime to direct police to areas with ‘environmental risk factors’ such as bars, transit stops and mental health facilities. Through analyses of interviews with developers, industry professionals and law enforcement as well as published statements, this article offers a detailed examination of how the function and premises of ‘data-driven’ policing are altered by this turn to epistemologies of risk. I argue that the latent presence of ‘disorder’ supplements visible aberrations of ‘order.’ Statistical indeterminacies are called upon to justify a range of police interventions, and a focus on arenas of contagion supplements the spatial logic of containment. These turns reveal that the paradigm of ‘risk’ participates in the cooptation by technocratic reform of critiques exposing the problematic geographies of policing. I therefore suggest a shift away from critique oriented by revealing spatial bias in purported objectivity and towards interventions in the operationalization of indeterminacy itself and the vision of public life that undergirds and is enacted by this software.
