Reforms relate to such forms of social transformations, which may have an imperative multiplicative character. So the reform, which begins with radical changes in one sphere of social activity, but there are imperatives of reforming other systemically related spheres, which in turn can lead to feedback in connection with the need to correct the initiated reformation of the primitive sphere. That is, we deal with the so-called multiplier of feedback reforms. Scientists analyzed the following types of reforms: administrative reform, which is considered as a form of structural adjustment, improvement and development of the structure of state authorities as an integral system of the state, which arose on the basis of the integration of human, financial and material resources, institutions, organizations and enterprises under the conditions of interaction based on the principles of the distribution of power in within the limits of the current legislation, which guarantees the fulfillment of the state's purpose and functions; is a continuous process in the time-spatial format of the improvement of the institutional foundations of state-building mechanisms and state apparatus, which is the result of the country's socio-economic development; decentralization of public administration: firstly, it is a model of conditions aimed at democratizing the organization in the society and transferring management functions to the places; secondly, it is aimed at extending the powers of local self-government bodies and local government bodies of executive power; Thirdly, it refers to the activities carried out by the state on behalf of the authorized bodies, on the basis of legal norms, in order to increase the powers of local self-government bodies in the direction of providing public goods to the population within the territorial unit; Fourth, it implements the legal regulation of administrative relations between local self-government bodies and executive authorities in the field of administrative and legal support; reforming the civil service and service system in local self-government bodies is a systemic reorganization and modernization of the professional corps of officials working in the system of state power and local self-government; judicial reform - involves the planned development of the judicial system through the updating of courts, as well as the introduction of active participation and control of the public in the process (the activities of the Public Council of Integrity). It is created with the purpose of assisting the High Qualifications Commission of Judges of Ukraine in determining the compliance of a judge (candidate for a position of a judge) with criteria of professional ethics and integrity for the purposes of qualification evaluation. Political and administrative reform is the realization of mechanisms of state management in order to modernize and develop the system of public administration bodies, to professionalize the system of public administration, aimed at the formation of an effective and efficient system of public administration. Political and administrative reform has the following features: firstly, systemic, covering all major spheres of public life; secondly, the universality of the specially organized by the state authorities on a legislative basis is an interconnected transformation of social activity in its various spheres (administrative, economic, educational, social); thirdly, planning that changes only one social sphere of activity (for example, economic, innovative, scientific and technical); fourth, the direction that transforms individual social subsystems or industries (industrial, pharmaceutical, and others); fifth, the elementarily that changes the individual elements of a particular social subsystem (for example, a particular production complex or a system of scientific institutions in a particular industry).
