Exploring the Economic Development Model of Culture and Tourism Integration--Taking Beijing Hutong Tour as an Example

The integrated development of cultural and tourism industry has become one of the important trends in the development of tertiary industry in various countries, which can effectively stimulate the vitality of related industries, give full play to resource advantages, and promote the high-quality economic development of the region. This paper analyzes the economic development mode of cultural and tourism industry integration, and analyzes its influencing factors and effects in detail. There are four main factors affecting the development of the integration model of culture and tourism: resource elements, technological innovation, consumer demand and government regulation. And its effects include positive and negative effects, which can be analyzed from three aspects: economy, society and environment. At the same time, this paper analyzes the cultural and tourism integration of Shichahai Hutong in Beijing, China, and puts forward corresponding measures and suggestions according to its integration status, effects and problems, so as to promote the efficient development of cultural and tourism integration of Shichahai Hutong.

Financial cooperatives, characterized by member ownership and control, aim to provide affordable financial services to low-income populations. In Nigeria, where rural areas face challenges in accessing traditional banking services, financial cooperatives have been promoted as a sustainable approach to extend financial inclusivity. SACCOs leverage member savings to offer loans at reasonable interest rates, fostering cost-effectiveness compared to other microfinance models. The paper also discusses the structure of the rural economy in Nigeria, its challenges, and potential policy pathways for fostering rural economic growth. The components of financial cooperatives, such as membership, governance, savings mobilization, lending methodology, and regulation, are examined. The study emphasizes the significance of good governance in ensuring cooperatives act in the best interests of their members. It also discusses the positive impact of financial cooperatives on rural communities, offering accessibility, affordability, and contributing to community development. In conclusion, financial cooperatives present a promising model for rural economic development in Nigeria. The Transformation of Economic Growth Pattern and Sustainable Development

The research background of this paper is the limitations of traditional economic growth models and emphasizes the necessity of transitioning towards sustainable development. The main research theme is to explore the differences between traditional economic growth models and sustainable development models through comparing and analyzing their advantages, disadvantages, and impacts. The research methodology mainly relies on literature review and comparative analysis to support the arguments and conclusions. This paper findings indicate that traditional economic growth models focus on increasing national income and GDP but neglect the issues of resource consumption and environmental pollution. Sustainable development models emphasize the efficient use of resources and environmental protection by reducing reliance on fossil fuels, improving energy efficiency, and preserving the environment. The research conclusion is that the transformation towards sustainable development is a necessary measure to address the limitations of traditional economic growth, and it requires collaborative efforts from governments, businesses, academia, and society to overcome challenges and seize opportunities for sustainable development.

ANALYSIS OF OPPORTUNITIES AND CHALLENGES FOR YUNNAN`S HIGH QUALITY OPENING UP TO THE OUTSIDE WORLD UNDER THE RCEP BACKGROUND

Yunnan is comprehensively accelerating the construction of China’s own development center for South and Southeast Asia. The Comprehensive Regional Economic Partnership (RCEP), signed by 15 countries, has provided continuous support to Yunnan Province to accelerate the development of cross-border cooperation in agriculture, construction of logistics centers and business development in cross-border regions. The main focus is on the implementation of border innovation, which will make full use of the rules of the RAP to accelerate the development of Yunnan Province, and will become an important part of the new political system for the development of the province, as well as an important milestone of support to achieve various aspects of Yunnan’s economy and society and promote domestic and international development in the conditions of globalization. The further deepening of the reform will lead to the creation of a system of projects to streamline administration, delegate authority and improve services by government structures, as well as further improve standards, streamline procedures and expand external services, so as to create a favorable institutional mechanism for Yunnan to lead the outside world. To this end, the deep territorial integration of Yunnan into the China Pilot Free Trade Zone is already being created and numerous innovative experimental platforms are being launched that will demonstrate the openness of the Chinese economy to the outside world, will provide support for the development of regional institutional mechanisms to build an outward-oriented economy and promote investment, will ensure the protection of property rights, attract technological innovations and deepen economic cooperation. Active study of new cooperation models in the field of free trade, which are compatible with Yunnan Province and coordinated with neighboring Southeast Asian countries, will steadily promote the transformation of Yunnan Province’s openness mechanism to a new model of economic development.

РОЛЬ ІНВЕСТИЦІЙ У ІННОВАЦІЙНІЙ ДІЯЛЬНОСТІ ПІДПРИЄМСТВ ДЕРЕВООБРОБНОЇ ГАЛУЗІ УКРАЇНИ

The negative trends in the development of the Ukrainian economy are deepening more and more. A significant decrease in economic dynamics is largely caused by stressful changes in the socioeconomic and political environment, which is primarily due to the state of war in the country. These factors are based primarily on the predominance of raw materials in production and export, on the exploitation of outdated, environmentally dangerous and resource-intensive means of production, due to which the once powerful Ukrainian woodworking industry is increasingly declining. In such conditions, the revival of the woodworking industry in Ukraine requires the construction of a new model of economic development, which would be based on the effective mobilization and distribution of important investment resources in the organizational and technological development of the industry. The relationship of the woodworking industry with many other branches of the economy determines its role in the economic development of the state. In particular, in Ukraine, the products of the woodworking industry include more than three hundred products that are supplied to the domestic and foreign markets, and are also accompanied by close interaction with a number of industries that act as both consumers and suppliers. However, in the conditions of the existence of factors that limit both internal and external development, their influence increases due to the economic crisis, martial law, the search for ways to increase the level of competitiveness of the woodworking industry is becoming more urgent. This article examines the impact of investments on the innovative activity of woodworking enterprises in Ukraine. The main types of investments and their importance for the development of innovations are analyzed. It describes the current state of the woodworking industry, the main problems faced by enterprises and the potential for development. The main obstacles to attracting investment, such as political instability, imperfect legal framework and corruption, are highlighted. Based on the analysis, conclusions are drawn and recommendations are offered to improve the efficiency of investment activity and stimulate the innovative development of the woodworking industry in Ukraine.

Drivers of carbon intensity decline during the new economic normal: A multilevel decomposition of the Guangdong case

The New Economic Normal is a revolutionary change in China's economic development model, and it is of great significance to understand the characteristics and drivers of carbon intensity (CI) under the New Economic Normal at multiple levels for formulating carbon mitigation plans. By coupling subsystem analysis and structural decomposition analysis, this study examines the characteristics and drivers of Guangdong's CI from 2007 to 2017 from multiple demand-side perspectives. It reveals in detail the impact of economic structural changes on CI during the New Economic Normal, especially demand transformations. Moreover, it outlines a methodology for providing further insights into the mechanisms of drivers in reducing CI from an industrial linkage perspective. The results show that 1) Interprovincial trade has replaced investment as the demand type with the highest CI during the New Norm. 2) Production restructuring has replaced energy efficiency improvement as the largest driver of CI decline. In contrast, changes in consumption patterns and demand conversion within the economic inner-cycle strategy impeded CI decline. 3) Production or demand restructuring has differential impacts on CI of different sectors or demand types, with offsetting effects even sometimes leading to insignificant overall impacts. 4) In industrial linkage, restructuring promoted CI associated with internal linkages and suppressed CI associated with cross-sectoral linkages, further altering the linkage characteristics of CI. The findings and research methodology will provide theoretical support for the formulation of carbon mitigation strategies in Guangdong and other regions.

The Climate-Nature Emergency (CNE) is an existential crisis that makes urgent the need to fundamentally transform the dominant model of social and economic development. Amid the wreckage created by competitive accumulation and hyper consumption, the crucial need is to develop a sustainable moral order, embodying constructive human-nature and human-human relations. Following Durkheim, the main components of a moral order are the state, which is the crucial repository of collective interest, and individuals who take responsibility for self-improvement and the implementation of social values. The CNE foregrounds the capacity of states everywhere to both organise centrally and foster devolved community agency that can effectively address local problems and disasters. Working with government, higher education has a central role to play in advancing and defending science, fostering skills and knowledge in government, and in developing reflexive agents effective in social action in all of the local, communal, national, regional and global scales. The CNE also calls up the need to overhaul the curriculum to render it consistent with ecological survival. Higher education has an advanced capacity to cooperate across national borders and can assist nation-states in the difficult but vital process of building stable global cooperation. In addressing these issues, China and higher education in China have strong endogenous traditions, ancient and recent, on which to draw, including the consensual role of the Sinic state, which when functioning effectively draws on widespread public support; governance through deep devolution within the framework of central policies; Confucian self-cultivation with its capacity to foster consciously reflective lifelong learners; and tianxia an approach to global cooperation founded in moral values and norms of conduct rather than coercion. When combined with the Western respect for personal freedom and initiative, these qualities have much to offer in addressing the CNE, not only in China but across the world.

IMPROVEMENT OF THE MANAGEMENT SYSTEM OF FACTORS THAT HINDER THE DEVELOPMENT OF THE NON-OIL INDUSTRY BASED ON INTERNATIONAL EXPERIENCE

The study of the problems of improving the mechanism of the management of the factors that slow down the development of the non-oil industry confirms the instability of the development rates of the Azerbaijani industry in 2005-2021, the disparities in the development of the industry in the production and processing areas, as well as in the regions. As a result of the study, the classification of internal and external factors that hinder the development of the non-oil industry is justified. Application of ISO standards in enterprises operating for the creation of a non-oil industry based on innovative economy, a new concept of regulation of production activities based on the data of technical projects, technical and economic justifications and project estimates were presented as the main direction of improving the management system of factors that hinder the development process of the non-oil industry. The relevance of the subject. In recent years, factors such as creating an inter-sector balance and effective use of natural and material resources have played an important role in ensuring economic stability in our country, but it is necessary to solve the economic and institutional regulation issues related to the development of the non-oil sector of the industry. Because ensuring the development of the non-oil sector has been set as a priority direction and main task of the state’s economic policy. The main goal in the implementation of the specified task is to increase the level of welfare of the population, transition to an export-oriented economy and improve the competitiveness of the economy. From this point of view, the relevance of the research of the subject is not in doubt. The purpose of the article. The main goal of the research is to create an effective management structure, which ensures the elimination of obstacles that slow down the development of this section of the industry, taking into account the role of the non-oil industrial sector in ensuring the sustainable development of the country’s economy and raising the standard of living of the population, through the formation and evaluation of a qualitatively new model of sustainable economic development of added value growth and structural changes in production areas and enterprises. Elucidation of practical aspects of using the concepts «technical structure of production», «organic structure of capital and turnover rate» to improve the management system of non-oil industries and enterprises, which are considered as objects of study of economic theory, is a priority direction of research. Research methods. The article was written on the basis of scientific research methods which includes theoretical analysis, systematic analysis, statistical analysis, generalization, comparative structural analysis, etc. Scientific innovation. In the article, based on the analysis of the production structure and current situation of the non-oil industry in 2005-2021, the classification of the obstacles that slow down the development of the industry was justified for the first time, and specific proposals for their elimination were put forward. Acknowledging the dependence of solving issues such as the application of ISO standards in the non-oil industry sector and the admission of the Republic of Azerbaijan to the World Trade Organization on the condition of ensuring the quality and safety of goods and services, determination of the technical structure of production on the basis of project-estimate documents and proposals for regulating the distribution of income (profit) according to the capital structure and turnover rate should be evaluated as innovative development directions of management in the industry.

Адаптація системи фінансового планування та бюджетування до сучасної моделі розвитку університетів

The aim of the article is to develop an adapted system of financial planning and budgeting to the modern model of university development, focused on achieving strategic development priorities in the context of expanding the financial autonomy of higher education institutions (HEIs). On the basis of the above defined aim, the following tasks were performed: a critical analysis of literary sources was carried out from the position of identifying traditional and results-based approaches to university budgeting; the traditional model of financial planning and budgeting of the university is defined; a system of financial planning and budgeting adapted to the modern model of university development was elaborated. The work uses such research methods as analysis, synthesis, systematization, coefficient and visualization methods for the development of both the traditional and the adapted system of financial planning and budgeting. The main results of the study are: definition of the traditional model of financial planning and budgeting of the university, explanation of the relationship between its components, substantiation of its ineffectiveness in the conditions of transition to a new economic model of university development, focused on expanding financial autonomy. The specified hypothesis became the basis for the development of an adapted system of financial planning and budgeting, which is based on orientedness towards results, achievement of strategic priorities for the development of higher education institutions, identification of responsibility centers responsible for the diversification and growth of budget revenues, with the simultaneous opportunity to participate in their distribution for motivation personnel potential, creation of comfortable working conditions along with an appropriate material and technical support. This approach integrates all types of financial planning in an integrated manner, while strategic financial planning as a vector of the university’s development is based on it. The results of the study are more relevant for public universities.

Resource and innovation policy of socio-economic development of modern Russia

Global and tectonic shifts in the world economy that have occurred in the 21st century in the world are inevitably reflected in the state of national economies. The Russian economy, over a decade of economic sanctions against it, practically of an open nature of sabotage by the United States and a number of Western countries against Russian critical infrastructure — the Nord Stream 2 gas pipeline on September 26, 2022, found itself in a situation of de facto complete stop of export-import operations in the field of foreign trade activities with European countries. As a result of the start of Russia’s special military operation (SVO) in Ukraine, the logistics supply chains to the Russian Federation have radically transformed, and new supply logistics are being developed within the framework of the so-called «parallel» imports. The problems that arose with the supply of raw materials, materials and components affected the fall in the industrial production index in a number of Russian regions as of the end of 2022. However, the well-balanced and consistent economic policy of the Russian government has intensified the activities of industrial enterprises to produce products to achieve the goals of the Northern Military District, where positive production dynamics are already noted in 2023. The named factors that determine the state of the Russian economy in the near future determine the need to overcome the conservative natural resource model of economic development and transition to a resource-innovative strategy of economic growth. The purpose of the study is to study the institutional foundations for the formation of a resource-innovative model of economic growth in the modern Russian economy. The objectives of the study are interconnected and consist of the following: to analyze an array of economic scientific works on the research problem in order to demonstrate the evolution of views on the role of the natural resource factor in the development of national economies; analyze the institutional foundations for the formation of a resource-innovation model of development of the Russian economy, etc. The research methodology is a combination of general scientific research methods — analysis, synthesis of information obtained, interpretation of data. The information base for the research is presidential decrees, strategic planning documents, national projects, scientific articles by Russian researchers on the problem under study.

Повышение эффективности экспорта масложировой продукции регионов Сибири

The purpose of the study is to increase the efficiency of export of oil and fat products from the regions of Siberia (Siberian Federal District (SFD)). The analysis of the current state of exports of fat and oil products from the regions of SFD is carried out. The article examines the dynamics and structure of exports of fat-and-oil products of the subjects of the Siberian Federal District, as well as the impact of state regulation of the fat-and-oil industry in the Russian Federation. The ranking of the regions of Siberia according to the degree of their influence on export revenue from the sale of fat and oil products is presented, the analysis of the geography of exports is given. Conclusions are drawn that, under certain conditions and for certain territories of the Russian Federation, state regulation measures for the oil and fat industry are not sufficiently effective to achieve their goals. The formed export-raw material model of economic development of the fat-and-oil subcomplex of the agro-industrial complex of Siberia is accompanied by a number of difficulties for existing exporters. The author focuses on the need to develop the processing of oilseeds in the regions of Siberia. In the Siberian Federal District, it is potentially effective to develop its own processing of oilseeds, changing the structure of agricultural exports, increasing the volume of sales of fat and oil products of medium and high technological conversion.

ХАРАКТЕРИСТИКА ЗЕМЕЛЬНОГО ФОНДА СУБЪЕКТОВ СЕВЕРО-КАВКАЗСКОГО ЭКОНОМИЧЕСКОГО РАЙОНА РОССИИ

The article examines the land fund of the subjects of the North Caucasus Economic Region of Russia. The Rostov region, Republics: Adygea, Dagestan, Ingushetia, Kabardino-Balkaria, Karachay-Cherkessia, North Ossetia–Alania, Chechnya; Territories: Krasnodar, Stavropol are analyzed. The current and organizational issues of combining the productivity and intensity of agricultural land use with the suitability and value of the latter for the production of crop production, and the key risks constraining the solution of the problems of this important agricultural region of Russia are considered. The risks associated with a slowdown in investment attractiveness, competitive advantage and dependence on foreign economic conditions have been identified. Despite the significant interest in this topic, there are currently a number of problems, both theoretical and practical, related to the study of models of economic development at the level of this region. In the process of studying, methods of statistical analysis, normative and dialectical were used. The information base of the study was data from Rosstat and its regional services, Rosreestr and the Ministry of Agriculture of Russia.

Swedish model of development is one of the most successful in the world, with high levels of well-being, social equality and economic stability. An analysis of its historical and theoretical foundations allows us to understand what factors contributed to the achievement of these results. In today’s world, many countries face challenges such as economic inequality, aging populations, migration crises, climate change, etc. The Swedish model can offer valuable experience that can be adapted by other countries to address these challenges. The object of the research is the Swedish model of socioeconomic development. The subject of the research is the historical and theoretical aspects of of studying the Swedish model of development. The aim of the article is to study the historical prerequisites and stages of formation of the socioeconomic policy of Sweden. In the course of the research, the methods of analysis and synthesis, the theoretical method, the method of comparison, the calculation and constructive method, the analytical and prognostic methods were used. The article highlights the socioeconomic and political profile of Sweden; the main stages of historical development and formation of socioeconomic policy of Sweden are identified. The authors concluded that national models of economic development, despite some common features, demonstrate unique characteristics in each country. An important aspect of the success of such models is the reliance on general principles and norms that promote socioeconomic growth. The success of the socioeconomic policy of any country is based on deep historical values, an active foreign policy and reliable social protection of citizens, including access to education, health care and social support. Achievements in the economic sphere allow Sweden to conduct an active foreign policy and strengthen its position in international organizations and entities. Sweden also uses economic leverages to advance its foreign policy goals, which provides it with influence in the international arena not only economically, but also politically and strategically. In the future, Sweden must maintain a balance between a high level of social protection and economic sustainability. It is important to improve strategies to combat unemployment and stimulate the development of innovative sectors of the economy in order to ensure the sustainability and competitiveness of the Swedish economy at the international level.

ПРОБЛЕМЫ РЕАЛИЗАЦИИ КЛАСТЕРНОЙ ПОЛИТИКИ В ПРОМЫШЛЕННОМ СЕКТОРЕ ЭКОНОМИКИ РОССИИ

The study is devoted to the problems of implementing cluster policy at Russian industrial enterprises in modern unstable conditions. In particular, such problems of cluster policy implementation as the problem of insufficient financing of industrial clusters, difficulties in attracting private capital, limited deadlines set for reporting industrial cluster participants on the use of public funds for financing; the problem of imperfection of the regulatory framework for regulating cluster policy in industry are considered in detail; problems of infrastructure development of industrial clusters. Within the industrial clusters themselves, problems such as the lack of qualified personnel for cluster development, as well as the uneven distribution of benefits among cluster participants, generating distrust between them, were noted. All the identified problems often contribute to the collapse of the cluster in the short term. The article also presents possible solutions to these problems. For the successful implementation of cluster policy, an integrated approach is needed, involving the improvement of legislation, stimulating investment in clusters, infrastructure development and training of qualified personnel, which will maximize the potential of the cluster model of economic development. Taking into account the proposed recommendations can significantly reduce the risks associated with government financing of industrial clusters and partnerships within the cluster, and ensure their sustainable development.

ІНСТИТУЦІЙНІ ЗАСАДИ ВІДНОВЛЕННЯ ТА РЕКОНСТРУКЦІЇ ЕКОНОМІКИ УКРАЇНИ

The post-war recovery and reconstruction of the economy of Ukraine is an urgent task for its effective functioning and involves concentrating efforts on developing new institutional foundations, strategic approaches, economic and financial mechanisms and the provision of adequate organization and management to establish a modern and competitive economic structure. Based on theoretical analysis of existing scientific approaches, the peculiarities of forming institutional foundations and implementing strategic approaches to ensuring the processes of post-war recovery and reconstruction of the economy of Ukraine have been determined and characterized. The structure of the plan for implementing the state strategy for economic recovery has been developed. Through a comparative analysis of the experience of foreign countries that carried out post-war economic recovery and reconstruction, the main tasks were determined, and an analysis of the sources, conditions, and tools for financing economic recovery processes was carried out. Empirical analysis has led to the development of a system of measures aimed at stimulating foreign financial aid, attracting foreign investments, mobilizing domestic resources, and activating investment activities in the economic recovery process. Additionally, directions for institutional transformations and social changes concerning the development of the labour relations system in the formation of a new post-war economic model have been outlined. Based on the analysis of scenarios of post-war recovery and reconstruction of the economy of Ukraine, the main risks and obstacles that could potentially hinder these processes' implementation have been determined. The organizational structure for forming the institutional foundations of post-war recovery and reconstruction of the economy of Ukraine has been developed. The need to create a special state institution responsible for accumulating financial resources, organizing interaction with international partners and investors, and general management of the recovery process has been substantiated. The developed scientific approaches are directed toward forming state economic policy and relevant financial and economic mechanisms through an organic combination of tools and methods of indicative and strategic planning. Their practical implementation will enable state authorities to enhance the organization and management of the post-war recovery and reconstruction processes of Ukraine's economy and ensure the establishment of a new innovative model of economic development.

Циркулярна економіка в умовах трансформаційних змін: цифровізація, глобалізація, інновації

The presented work considers the main features of the modern circular economy, also identifies the main aspects of transformational changes and characterizes the main components of the impact on the development of the modern circular economy in the form of digitalization, globalization and innovation. It is noted that traditional models of economic development are becoming less and less effective in solving global challenges, such as the depletion of natural resources, the growth of waste and climate change. Under these conditions, the conception of a circular economy based on the principles of closed cycles of production and consumption is becoming increasingly important. The circular economy aims to maximize the conservation of the value of resources, their reuse, reduce waste and decrease the environmental burden. The main aim of the presented article is to determine the features of the formation of the circular economy in the context of transformational changes, taking into account digitalization, globalization and innovation. The methods used in the study: synthesis, deduction, comparison, logical method, method of analysis, induction, observation, generalization method, tabular and graphical methods allowed for substantiating the main results of the study and presenting them in the visual form. It is substantiated that such transformational processes as digitalization, globalization and innovation play a key role in maintaining and further developing the circular economy. Digitalization provides new tools for monitoring and managing resources, enabling more efficient and sustainable business models. Globalization promotes the spread of best practices and technologies, which stimulates international cooperation in the field of circular economy. Innovation, in turn, is a driving force that opens up new opportunities for the development of materials, technologies and processes, allowing for more efficient use of resources and reduction of environmental impact. Thus, the circular economy in the context of transformational changes is becoming not only a response to modern challenges, but also a promising direction for ensuring sustainable development. Its implementation requires an integrated approach that combines technological, economic and social aspects to create conditions for the harmonious coexistence of economic growth and environmental protection.

The Theoretical and Methodological Aspects of Economic Growth and Economic Development

The aim of this article is to provide a theoretical and methodological substantiation of the conceptions of economic growth and economic development in the context of their interconnection and differences. This is achieved through the prism of the dialectical approach, synergistic approach, normative approach, cyclical theory of economic development, economics of happiness, and theory of sustainable development. The main reasons why economic growth should not be considered as a process identical to economic development are highlighted. It is substantiated that economic development is a more expansive concept than economic growth, which is a component of economic development. Economic growth is perceived as a desirable outcome of economic activity, while economic development, due to its dialectical nature, is progressive and regressive, involving alternating stages of growth and decline. In cyclical theories, economic growth typically coincides with the upswing phase of constantly repeating cycles of economic development. The analysis indicates that there is no singular methodological approach to determining the level of economic development. In contrast, economic growth is typically assessed based on GNP and other metrics. Development economics employs a range of indicators, including life expectancy, poverty, unemployment, income inequality, education, healthcare, happiness, freedom, and others. From the perspective of sustainable development economics, an excessive focus on quantitative indicators of economic growth without considering the cumulative effects of economic activity can be described as "growth without development." This approach may jeopardize the long-term progress of humanity. It is substantiated that economic growth can be predicted within a certain time period, provided that the economic system maintains relative stability at the same level of development. Conversely, economic development is a challenging to predict process, dependent on random fluctuations that cannot be predicted. Consequently, the modeling of economic development necessitates the convergence of the exact and social sciences, interdisciplinary synthesis, which represents an important area for further research.

The article substantiates the drivers of sustainable development of countries in the context of globalization, namely: the development of alternative energy, low-carbon economy, circular economy. It is argued that with the establishment of the model of sustainable development in the world practice, the issue of a significant reduction in the segment of energy-intensive types of global production and a decrease in the scale of consumption of energy resources is of particular importance. It is substantiated that in order to disseminate an energy-efficient model of economic development on a global scale, it is necessary to form an active State policies of the countries of the world by creating economic, administrative, social and infrastructural conditions, eliminating State subsidies to environmentally harmful industries, using market incentives, increasing public procurement in energy-saving industries, along with stimulation of their investment financing. The prospects for the development of the world energy sector until 2030 are outlined. The synchronization of Ukraine with ENTSO-E, the European network of electricity transmission system operators, is examined. It is found that synchronization with ENTSO-E is a step towards expanding the opportunities and prospects for attracting investment in the energy sector of Ukraine. Recommendations on finding effective ways of transition of countries’ economies to the use of alternative energy sources, low-carbon development and application of the principles of circular economy (the conception of combining linear production lines into a closed cycle) are provided. It is substantiated that the transition to sustainable low-carbon development can be successful due to the implementation of the global energy conversion of the economy.

Vladivostok in interregional cooperation: problems and prospects

This article examines the features and main problems of Vladivostok as a large city in the Russian Far East and an important hub connecting Russia and China. The Russian Far East is a vast region rich in resources and focused on the vast market of the Asia-Pacific region. However, in recent years, a number of reasons have weakened the basis for the development of a comprehensive strategic partnership between Russia and China. After the start of the Russian-Ukrainian conflict in 2022, Russia actively "looks to the east" and creates a model of economic development focused on the Asia-Pacific region. The Chinese initiative "One Belt, One Road" and the strategy of comprehensive openness have created conditions for the development of cooperation between the Northeast of China and the Russian Far East. In order to promote the accelerated development of the Far East, Russia is actively creating cities with advanced socio-economic development and hopes to improve business conditions in the Far East through a number of measures such as: improving infrastructure, providing tax incentives and simplifying administrative procedures in order to increase its investment attractiveness, increase employment and contribute to the economic development of the region, which will lead to the rise of the entire national economy. The following methods of scientific research were used in the work: the method of analysis and synthesis; generalized method; classification method; specific method; systematic method; phenomenological method. The main conclusions of the study are that in the overall strategic context of the modern world, China and Russia should gradually strengthen their complementary advantages and local industrial cooperation between the two countries. Vladivostok, as the fastest growing city in the Far East, has a great influence on regional cooperation between Russia and China. China has always been Russia's largest partner in the Far East in terms of bilateral trade, foreign investment and financial participation in recent years, so how to make rational use of Vladivostok's advantages and how to solve Vladivostok's current problems (for example, transport problems, demographic problems and the investment market for enterprises of the two sides) is the way to achieve the common development of both countries.
