Renewal of the Global Governance Model in the Process of Geosocium Transformation

The article analyzes the changes in the geosocium governance model that have occurred due to the impact of sharing and digital economies’ development. It determines the nature of interaction between states and multinational corporations and reveals the potential role of communities as the owner and source of resource exchange, and a global governance actor in this interaction. Therefore, the study focuses on the trends in renewing the global governance model in the process of geosocium transformation. A dialectical approach and the method of intellectual inversion, which allowed a comprehensive analysis of the functions redistribution in governing socium and geosocium, were used in the research. It is stated that green, digital and cryptocurrency transitions act as instrumental forms for reshaping the model of global governance of strategic resources for vital human activities. The study suggests that the transition to the age of digital coexistence has increased the flexibility of global governance actors and diversity of their associations on the basis of harmonization and restoration of the system’s energy and information balance. The modern geosocium construct which is complex, but simultaneously fragile and vulnerable, requires the governance system, which is being shaped, to comply with the principles of openness, tolerance, dialogue communication and responsibility of all participants in geosocial relations.

Artificial intelligence and global governance: How AI ethics and standards should be addressed at the global level

There have been huge leaps in artificial intelligence (AI) technologies in recent years, which have led to remarkable advancements from self-driving cars to opening your phone with Face ID. Without algorithms and other AI-based technologies, many sectors in society would not exist—they would still be immersed in sci-fi fantasies. But what is artificial intelligence? Is it how sci-fi media predicted it to be, a world filled with Terminators or a future like the Matrix? Or is it something more romantic and subtle, like the recent AI movie Her? The word itself has many different connotations, and this multiplicity reflects the lack of consensus around how people view AI and its intentions. Regardless of how AI is conceptualized, consideration must be given to its governance. This article works toward establishing a starting point for understanding AI global governance models.

Beyond the Duality of Normativity and Pragmatism

Abstract One of the EU’s key foreign policy objectives is to promote the values enshrined in its treaties, such as democracy, the rule of law and human rights. The EU’s self-conception of being a “rule maker” rather than a “rule taker” in international relations, however, is increasingly contested both by internal (e.g., democratic backsliding or a general tendency towards nationalist politics) as well as external challenges (e.g., the return of bilateralism or the rise of new actors). China’s Belt and Road Initiative (bri) is often understood as the most serious opposition on the external side to the EU’s model of international cooperation and global governance, in that it promotes a pragmatic instead of a norm-based approach, at least at first glance. The Chinese foreign policy model that the bri reflects, explicitly favours open membership, flexibility and economic gains over multilateral institutions and norm-based action. By drawing on original interviews and analysing central policy documents, this article shows how the juxtaposition of normativity and pragmatism has shaped the political and academic discourse on the EU’s foreign policy and idea of global governance. It argues that this duality of normativity versus pragmatism is misleading because it overlooks the fact that the EU and China both (a) constitute the framework for a certain practice and (b) are rooted in practice. Drawing on Kagan’s cultural thesis of foreign policy, it questions the real meaning of this juxtaposition and applies a practice-based reading to the EU’s and China’s modes of foreign policy making. The article further shows that scrutinising foreign policy through the prism of practice can provide a more context-sensitive and encompassing understanding of how the EU and China construct their foreign policies as well as of possible conflicts that arise from them.

Regulatory networks and regional human rights governance: A study of the European Network of National Human Rights Institutions

Transnational regional networks of regulatory bodies play a prominent role in complex systems of human rights governance. Despite their growing importance, we still have much to learn about the roles regional networks play as regulatory stewards in the field of human rights. I draw on the literature about regulatory stewardship to analyse a recently formalised regulatory network operating in Europe – the European Network of National Human Rights Institutions. The analysis proposes a model of global governance for human rights that includes networks of national human rights institutions as intermediaries. Moreover, it draws on some of the main concepts of network analysis to assesses the European network’s development into a ‘network administrative organisation’ and applies the model of regulatory stewardship to analyse the institutional network’s use of hierarchical and managerial stewardship to: support its member institutions; stimulate intra-network communication and learning; gain access to international networks; and to shape the regional human rights agenda.

The paper considers the main sociopolitical trend of the modern world - globalization, which led to the emergence of terms such as global governance and global leadership. One of the characteristic features of the modern world is the interethnic diversity of images and concepts, and, accordingly, world political leaders are obliged to form effective international communications, taking into account cultural diversity. A new model of global governance is proposed, for which leaders are in demand, capable of controlling reorganization changes in modern life. The examples of the differences between the world leaders of the future are given - their cultural, emotional intelligence. Only leaders with a high level of cultural intelligence will be able to influence the trajectory of changes in the future.

The Fusion of Ideology, Technology and Economic Power: Implications of the Emerging New United States National Security Conceptualization

Abstract The historical narrative of the national security exception in trade and investment has long been understood from the perspective of measures to defend the nation from military attack or territorial invasion. The cornerstone of the existing global governance model encourages non-discriminatory trade and vigorous cross-border investment, thus the security exception in international economic agreements was envisioned as a “last-resort” allowing a nation to override international economic obligations only if necessary and invoked in good-faith to protect essential security. However, in a world of emergent technology, with potentially devastating future effects, theorizing national security is more difficult and complex. Moreover, the two primary global powers are locked in a hegemonic struggle. The United States has in recent years aggressively resorted to national security to justify investment and trade policies against China. The foundational basis for doing so is a new conceptualization of national security constituting a fusion of interests encompassing the ideological, technological and economic. This re-conceptualization radically re-defines the understanding of national security. Taken to its logical conclusion, the new conceptualization of security risks an unfettered broadening of the exception, driving a transformative re-alignment in the global international economic architecture.

COVID-19 Pandemic: Inflicted Costs and Some Emerging Global Issues

The new coronavirus or COVID-19 that spread from China in early 2020 has become a global pandemic, infecting and killing millions worldwide. Besides the human cost, the economic and social costs of COVID-19 are turning out to be enormous to most of the societies on the planet. The lingering of the disease has raised concerns related to various economic and strategic issues that are likely to affect the global order per se profoundly. This article discusses the possibility of a worldwide economic recession or depression. The analysis indicates that the world may see more effort to reduce the overdependence on China for the functioning of a global supply chain and an attempt to revert globalization and reshape the industrialization policy. It finds the possibility of a tussle between a resurgent China’s state-centric national and global governance model versus the West-led rule-based global order where democracy and capitalism form the core. The article argues that various emergent developments will bring an increased focus on China. Indeed, all these changes have managerial implications as well. The article has followed a qualitative approach that collects and analyses data by the grounded theory research strategy to develop and explain those emerging global issues, both economic and strategic, of short- to long-term durability.

China’s Public Diplomacy Goes Political

Summary China’s growing confidence on the world stage under the leadership of President Xi Jinping is reflected in the country’s more active, vocal and, lately, even ‘wolf warrior’ diplomacy. It is also clearly visible in China’s public diplomacy approach, where priorities have shifted from advertising Chinese culture as the country’s major source of soft power to promoting China’s models of domestic and global governance. The Chinese government proudly presents policies such as the Belt and Road Initiative and, more recently China’s approach to the COVID-19 pandemic, as improvements in global governance or sometimes even as Chinese ‘gifts’ to the world. This article argues that under President Xi, the content and form of China’s public diplomacy have changed. China’s public diplomacy has hardened, it is more strongly controlled by the Chinese Communist Party and the content of China’s public diplomacy messages have become more political.

Origen’s and St. Augustine’s Ideas on Education

The article presents Origen’s and St. Augustine’s theories of education. Origen and Augustine were not create a “theories of education” in the literal sense of the term. Plato laid down the traditions of political education. This meant that the philosophical school specialized in rethinking the key meanings of the term “politeia” (πολιτεία), i.e., on the creation of effective models of state and global (= interstate) governance. Governance models were created as copies of the kalos cosmos. State power was seen in them as an opportunity to transform society in accordance with the proclaimed transcendental ideal. The political theories of Plato, Origen, and Augustine were all created in the inextricable unity of the specific discourse and way of life. This fact allowed author to speak about them as theories of education. The philosophical school taught the way of life that followed from the created political theories. In the literal sense, the theories created in the philosophical school are theories of the society transformation in accordance with the understanding of the kalos cosmos and the idea of agathos. In modern terminology, this sounds like “the transformation of society in accordance with the “ideal model” of global sustainable development”.

Purveyors of the Commercial Determinants of Health Have No Place at Any Policy Table Comment on "Towards Preventing and Managing Conflict of Interest in Nutrition Policy? An Analysis of Submissions to a Consultation on a Draft WHO Tool".

With public health attention on the commercial determinants of health showing little sign of abatement, how to manage conflicts of interest (COI) in regulatory policy discussions with corporate actors responsible for these determinants is gaining critical traction. The contribution by Ralston et al explores how COI management has itself become a terrain of contestation in their analysis of submissions on a draft World Health Organization (WHO) tool to manage COI conflicts in development of nutrition policy. The authors identify two camps in conflict with one another: a corporate side emphasizing their individual good intents and contributions, and an non-governmental organization (NGO) side maintaining inherent structural conflicts that require careful proscribing. The study concludes that the draft tool does a reasonable job in ensuring COI are avoided and policy development sheltered from corporate self-interests, introducing novel improvements in global governance for health. At the same time, the tool appears to adhere to a belief that private economic (corporate) and public good (citizen) conflicts can indeed be managed. I question this assumption and posit that public health needs to be much bolder in its critique of the nature of power, influence, and self-interests that pervade and risk dominating our stakeholder models of global governance.

Conceptual visions of regional and global security

Introduction. Under the influence of globalization and regionalization; the world economic development is becoming more dynamic but contradictory at the same time; creating new challenges and threats for both individual countries and entire regions. This exacerbates the urgency of forming flexible systems of security cooperation and finding solutions to regional and global security problems.Purpose. The purpose of the paper is to systematize research on regional and global security governance and a review of the balance of geopolitical forces in Europe.Methods. The research was carried out using the following methods: analysis and synthesis – to characterize the modern mainstream of theoretical intelligence in the field of regional security; comparative analysis – to compare the structures of regional security management in different parts of the world; deductions and inductions – to form a conceptual model of global governance; tabular and visual methods – for visual presentation of the material.Results. The paper considers theoretical approaches to the interpretation of regional security. It is noted that regional security governance is a set of institutions and activities at three levels: global; regional and national. A nomenclature of different types of regional security governance structures is presented; which includes a regional balance of power and ad hoc (informal) alliances; regional coherence; regional cooperative security; regional collective defense; regional collective security; pluralistic security community. It has been recognized that regional security management is provided not only by highly specialized or formal structures; but also by multi-purpose regional organizations; which initially pursued a combination of economic and political goals with growing security targets. Conceptual options for regional security governance at the global and regional levels are systematized. Based on the analysis of the mechanisms of global management; own vision of the relationship between the subjects of global governance processes is presented.Discussion. The crisis of recent decades has shown that no single group of global governance actors can act effectively to minimize global risks; which are both a challenge for business leaders and politicians in any country. That is why it is undeniable that global issues require global governance (especially in the field of security); the main goal of which should be to ensure global stability and sustainable development.

Los espacios administrativos globales, legitimidad y eficacia de sus regulaciones

La interdependencia global nos obligó a desmitificar el estatismo, a rechazar la idea absoluta de que los estados son el principio y fin de todo. Los actos administrativos transnacionales dictados por la administración pública global, se cuestionan por carecer de sustratos filosóficos, de un sistema de fuentes y principios. Aun cuando su ejecución dentro de los estados adopte un camuflaje de legitimidad, persisten las dudas en cuanto a su validez, por no observar los causes legislativos internos, por no tener un control ex ante ni ex post de constitucionalidad, ni tribunales de revisión en el nivel transnacional, un dilema aún sin resolver y una alarma para el rule of law. A todo esto, se agregan las fisuras del modelo de gobernanza global existente, que limita el ciclo evolutivo del derecho administrativo global, arriesgando la vigencia de los sistemas democráticos y de la accountability como una de sus mejores expresiones.

A dynamic model of global value network governance

This paper presents a novel understanding of the changing governance structures in global supply chains. Motivated by the global garment sector, we develop a geographical political economy dynamic model that reflects the interaction between bargaining power and distribution of value among buyer and producer firms. We find that the interplay between these two forces, in combination with the spatial specificities of global production and consolidation, can drive governance structures towards a more symbiotic position.

“Under One Banner”: The World Baseball Softball Confederation and the Gendered Politics of Olympic Participation

In 2020, baseball and softball will return to the Olympics after a twelve-year absence. Leading the effort to secure reinstatement was the World Baseball Softball Confederation (WBSC), the international governing body for the two sports established in 2013 upon the merging of the International Baseball Federation and the International Softball Federation. Faced with continual threats of Olympic exclusion, the WBSC offers a unique model of global governance in that one federation is in charge of two very different sports. The history and work of the WBSC is made more complicated by the gendered bifurcation of baseball and softball, and systemic cultural beliefs that mark baseball as male and softball as female. Utilizing this gendered tension as a guiding framework, this article traces the emergence of the WBSC and suggests that the global governance of two sports under the single banner of the WBSC risks reproducing long-standing gender stereotypes and assumptions.

Tension and Rivalry: The ‘Belt and Road’ Initiative, Global Governance, and International Law

Abstract This article attempts to establish a context in which the controversies of the Belt and Road Initiative (BRI) and its practice can be better understood. It is argued that, earlier, the background to the birth of the BRI had effectively determined the initial perception of the initiative as a geopolitical move and that this perception has increasingly led to a view that the initiative is a Chinese geo-economic strategy. While there is no universally agreed meaning of the notion ‘geo-economics’, this notion, more often than not, conjures images of winners and losers in geopolitical manoeuvring. As such, China needs to convince the world that the BRI is indeed a ‘win-win’ scenario in international cooperation. To do so, China needs to engage much more closely with international law and talk less about China’s own model of global governance.

This article, titled North-South Inequality and Seeking Solution to Globalizing Poverty via Means of Mass Communication: Global Governance Model, discusses the concept of poverty, which is thought to have first socialized during the modern era, and then have begun to become a macro problem as a result of globalization and communication technologies. Afterwards, the article evaluates the proposal of “global governance”, which can be interpreted as a third way between pro-globalization and anti-globalization, which spread as a reaction against the tangible inequality between northern and southern hemispheres, although it, in its essence, is close to pro-globalization. The article points out that the fact that the means of mass communication and social media, associated with modernization and technological development, have contributed to both spreading poverty and strengthening the solution proposals for it is a paradoxical situation which also offers opportunities. In the conclusion part, the article explores whether the “global governance” model can provide a solution in combatting poverty and certain approaches regarding the positive and negative effects of means of communication in this regard.

The United Citizens Organization: Public-private partnerships in global governance

Can Public-Private Partnerships be applied to global affairs and governance? This paper reviews the existing relations between public and private global actors. I argue that current international politics is largely an outcome of these relations. Although for the foreseeable future the role of traditional nation-states on the global scene should not be dismissed, they come under the constant pressure of different private actors, particularly of MNCs and NGOs. If this is the case, the question of global responsibility must be raised. It has been the traditional role of governments to stand for such societal values as security and prosperity, and be responsible for their citizens. With the changing picture of global environment, the demand for responsible action should also be extended to private actors. Consequently, they should be included in the framework of global governance, thus forming Public-Private Partnerships. Hence, once they are properly institutionalized, perhaps in the form of a United Citizens Organization, Public-Private Partnerships can contribute to the future model of global governance.

Accountability policy forms in European educational systems: An outro

This article presents the discussion and the conclusion of an EERJ Special Issue on accountability policy forms in four European educational systems aimed at identifying how global schemes and instruments of accountability are integrated into national governance patterns. The comparative discussion indicates that accountability instruments and schemes take the form of singular trajectories that are neither a continuation of the national histories nor an indexation on global governance models. It also emphasises the need to better conceptualise how power relations in the interface between the global and national scenes, as well as within national contexts, shape the accountability forms.

The Rise of Far-Right Civilizationism

In recent years the rise of far-right politics in North America and Europe has called into question the stability and cohesion of the so-called liberal international order. Scholars and commentators have argued that this swelling configuration of reactionary social forces threatens the future of western hegemony within a 21st century global capitalism. This essay reflects on the role of transnational organizations, organic intellectuals and elite actors in shaping the modern far-right movement. This essay will discuss the rise of a transnational ideology of the contemporary far-right which I call ‘far-right civilizationism’. This far-right ‘hegemonic project’ seeks to challenge the centrist global governance model of ‘neoliberal cosmopolitanism’, which has been dominant in the West since the end of the Cold War. The reactionary worldview of far-right civilizationism represents an alternative elite grand strategy for world order, purposed to refurbish elite hegemony during a period of profound structural crisis.

Analysis of the Correlation between Corporate Governance and the Economic-Financial Performance of the Economic Entities

Performance is a combination of efficiency and effectiveness. If efficiency is to achieve maximum effects with minimal effort, effectiveness is the quantification of the extent to which the objectives are met. The new economic configuration of commercial transactions, characterized by change and unpredictability, leads to a shift from a reactive approach, based on previous planning and subsequent control, to a dynamic, proactive, characterized by the quantification-action-reaction. The quantification of the performance of the economic entity is carried out with the help of the indicators. The indicator thus becoming a decision support tool that verifies whether the actions taken are registered in the direction approved by the General Meeting of Shareholders and the Board of Directors. Therefore, quantification of performance involves identifying a methodology in which the following components appear as the main directions of action: customers, shareholders, business partners, own staff, various interested audiences, widening the company’s responsibility to groups other than shareholders, managers, employees and trade unions, internal processes, quality system, information system. In this paper I propose to analyze the correlation between corporate governance and the performance of economic entities, known to be the fact that economic agents with poor corporate governance have low economic performance (low yield of assets, equity and investments, etc), expose themselves more often the risks (eg stock price volatility of BSE listed companies, low interest rate, etc.). I believe that it is necessary to create a new global governance model that takes into account the organizational and evolving dimension of the entity, but also other partners whose actions can maximize the efficiency, performance or value of the brand, and which puts particular emphasis on creating value or wealth for stakeholders. We need a new policy to maximize shareholders’ wealth.
