As a creation phenomenon and social phenomenon, engineering has been always closely linked with culture and modern engineering activities even more present the development trend of creating material civilization. Generalized engineering culture refers to the sum of spiritual wealth, pattern of activity and its materialized form which gradually generated and developed, reflects their own characteristics, identity and shared by all members of the organization in the process of long-term engineering practice. Based on the analysis of engineering culture concept, the article applies structure - function analysis method to analyze five layers’ structure and its constituent elements of the engineering culture system from the perspective of system theory. The outermost layer is the environment of engineering culture, and the four gradual levels from the surface to the centre are material layer,behavior layer, system layer and spirit layer. so the hierarchy model was constructed; At the same time the article discusses the five functions of engineering culture system, including the guide leading function, support regulating function, gauge constraint function, incentive condensed function and radiation transmission function.
