Mapping land suitability for informal, small-scale irrigation development using spatial modelling and machine learning in the Upper East Region, Ghana

Small-scale irrigation has gained momentum in recent years as one of the development priorities in Sub-Saharan Africa. However, farmer-led irrigation is often informal with little support from extension services and a paucity of data on land suitability for irrigation. To map the spatial explicit suitability for dry season small-scale irrigation, we developed a method using an ensemble of boosted regression trees, random forest, and maximum entropy machine learning models for the Upper East Region of Ghana. Both biophysical predictors including surface and groundwater availability, climate, topography and soil properties, and socio-economic predictors which represent demography and infrastructure development such as accessibility to cities and proximity to roads were considered. We assessed that 179,584 ± 49,853 ha is suitable for dry-season small-scale irrigation development when only biophysical variables are considered, and 158,470 ± 27,222 ha when socio-economic variables are included alongside the biophysical predictors, representing 77-89% of the current rainfed-croplands. Travel time to cities, accessibility to small reservoirs, exchangeable sodium percentage, surface runoff that can be potentially stored in reservoirs, population density, proximity to roads, and elevation percentile were the top predictors of small-scale irrigation suitability. These results suggested that the availability of water alone is not a sufficient indicator for area suitability for small-scale irrigation. This calls for strategic road infrastructure development and an improvement in the support to farmers for market accessibility. The suitability for small-scale irrigation should be put in the local context of market availability, demographic indicators, and infrastructure development.

The Competitiveness of Beef Exports From Burkina Faso to Ghana.

Despite large volumes of cattle stocks in the Sahel, most exports of cattle products remain as live animal sales rather than meat. However, there is increased interest amongst donors and governments to increase value-added exports of beef. In this paper, we provide results from a simulation analysis that explores the prospective competitiveness and benefits of exporting beef from Burkina Faso to Ghana rather than live animals. The paper reviews trading patterns in live animals along the corridor and meat imports from overseas destinations to Ghana. Model results highlight limited competitiveness of the main products demanded in destination markets (offals). Market segmentation strategies, infrastructure development, and animal productivity all generate marginal improvements in competitiveness, but not enough to compete with third-country supplies. Only specific, largely external macroeconomic conditions provide for significant improvements in competitiveness. The paper further reveals the relatively modest employment gains associated with increased exports of meat in lieu of live animals. The analysis suggests a re-think on large-scale investments in downstream functions in the value chain, instead illustrating the fundamental role of upstream investments in productivity, animal health, and collective action to promote greater market integration between pastoralists and formal sector buyers.

DIRECTIONS OF OFFENSE PREVENTION IN THE STOCK MARKET OF UKRAINE

Abstract. The article considers the legislative and regulatory documents which outline the features of detecting offenses in the stock market of Ukraine. The main offenses in the domestic stock market have been formed, and the subjects, objects and types of sanctions for offenses have been considered. It is determined that the main body in the field of detection and prevention of stock market violations is the National Securities and Stock Market Commission (NSSMC), which considers cases of offenses, regulates the activities of issuers and financial intermediaries, prepares reports on stock market operations, carries out licensing of professional participants and provides cooperation with state institutions, state and local authorities in the field of crime prevention. An analysis of offenses in the stock market of Ukraine during 2017—2019 has been carried out. The main directions of stock market offenses prevention are outlined, namely: imposition of financial sanctions, revocation or suspension of licenses of professional participants, issuance of orders and resolutions, increase of fines in the stock market, prevention of price manipulation. Proposals were made to improve the activities of the Stock market infrastructure development agency, in particular to form a single complete and detailed base of issuers, professional participants, offenses, foreign investors and large securities holders. It is proposed to reduce violations in the stock market through active cooperation with the International Organization of Securities Commissions (IOSCO). In general, we can conclude that there is no critical situation in the field of offenses in the stock market of Ukraine, as evidenced by analytical studies.

Directions for Ensuring the Equivalence of Exchange in Agri-Food Chains in Ukraine

Abstract The article examines the issues of intersectoral price relations in agri-food chains in Ukraine. It is proved that the imbalance of relations between different spheres of the agro-industrial complex due to price disparity causes the withdrawal of financial resources from one industry to another, without creating conditions for expanded reproduction. The factors influencing prices in agri-food chains are systematized: inflation, disparity, currency fluctuations, sales channels, etc. It is confirmed that the subjects of entrepreneurial activity of the agricultural sector of economy operated in conditions of price disparity during 2000–2019, which led to a relatively low value of their profitability. At the level of a participant in the chain of food industry entities, the price index for food industry products has been exceeded over the agricultural level, but there is a very low level of profitability – 1.4% in 2019. Analytically proved existence of a disparity between retail prices for food and agricultural products provides a profitability of wholesale and retail trade at 15.8–23.3%. Violation of the equivalence of exchange in supply chains at the level of wholesale and retail trade leads to the entry of agricultural enterprises into vertically integrated associations of the holding type. It is substantiated that ensuring the equivalence of exchange in agri-food chains requires the introduction of a set of value-added tools in the agricultural sector of antitrust regulation, market infrastructure development, rural cooperation and integration, and support for the development of small producers.

The Development of Market Infrastructure in Today’s Russia

The article deals with specific features of market infrastructure development inRussiafor the last five years, including credit and insurance organizations, investment and non-governmental pension funds and retail trade. Market infrastructure formed inRussiain general can provide civilized servicing of market relations, however, the level of development of intermediate institutions is different. The operation of finance and trade intermediaries in today’sRussiais affected both by negative and positive internal and external factors. The most serious impact in the current situation is exerted by COVID-19 pandemic and the slump in global economy caused by it. Intensification of pro-inflation factors forms certain threats for the development of Russian finance market, therefore, it is important to take timely steps aimed at cutting overdue debts of the population and preventing the mortgage bubble forming. The article shows new trends in the development of market infrastructure institutions. By analyzing dynamics of their development it became clear that spreading of corona-virus infection deteriorated figures of their operation, however the accumulated previously safety factor gave them an opportunity to restore their market share and possibilities for further growth. Steps taken by the Bank of Russia and the Government of theRussian Federationaimed at overcoming the adverse consequences of the pandemic and shaping civilized relations on finance and commodity markets provide positive results. It is necessary to strengthen incentives for promising lines in the market infrastructure development, including introduction of digital technologies, extension of on-line trade, which could give certain advantages in the process of economy restoration. Findings of the research can be used by bodies of state power in the process of working-out strategy of developing institutions of market infrastructure and upgrading regulatory tools.

Development of mortgage securitization infrastructure in the Russian Federation

Subject. This article examines the essence and current problems of the development of the mortgage securitization market infrastructure in the Russian Federation. Objectives. The article aims to determine the essence of the infrastructure of the mortgage securitization market, the process of its development, and identify modern areas of its further transformation in the Russian Federation. Methods. For the study, we used analysis and synthesis, classification, generalization, induction and deduction, structural analysis, and the methods of comparative, statistical, and dynamic analyses. Results. The article presents an original interpretation of the concept of Infrastructure of Mortgage Securitization Market as a complex of interrelated institutions involved in the transformation of mortgage loans into derivative financial instruments. The article defines further paths of development of this infrastructure by forming a single subject of monitoring and regulation of the mortgage securitization market on the basis of the DOM.RF financial development institution in the housing sector of Russia. Conclusions. The described essence of the infrastructure of the mortgage securitization market develops a framework of categories and concepts of the financial credit system.

Spatial Market Integration of Rice in the World

Time series data (1966 to 2017) that covered prices of six selected major exporting rice markets in the world were used to determine the integration of rice markets in the world. The collected data were analyzed using both descriptive and inferential statistics. In spite of the long-run price association among the selected six markets, the poor extent of market co-integration made the law of one price (LOP) not to hold i.e. elusive in these markets. Except for Pakistan and China markets, all the remaining markets were quite competitive as they have a high degree of market integration- stable equilibrium that absolved any short-run shocks that generate discontinuity and asymmetric price responses. Pakistan market has a dominant role in price formation of all its contemporary five markets while China market viz. leverage effect (inventory accumulation) is not affected by any local shock that emanated from the five markets. However, the local shock generated from China market is felt by all the selected markets. Furthermore, it was observed that international trade in rice marketing is very useful in Cambodian; USA, and China markets as volatility of their respective current prices was quite persistent. Based on the forecast, it can be inferred that the rice prices of the selected markets will adjust according to supply and demand. Therefore, for the development of a single integrated economic rice market in the world, there is a need to strengthen the linkages and interconnectedness among the major exporting rice markets for faster transmission of price and commodity management for efficient allocation. This can be achieved by enhancing the development of market infrastructure viz. assaying, grading, sorting, standardization, quality assurance, physio-sanitary standardization; use of e-trade and e-commerce, value addition, transportation, and other back-end supply chain.

НАПРЯМИ ВДОСКОНАЛЕННЯ ДЕРЖАВНОЇ АГРАРНОЇ ПОЛІТИКИ В УКРАЇНІ

The article considers the current state of the institutional field of modern state agrarian policy, which consists of a number of legislative acts regulating: the area in which business activities of economic entities of the agrarian sector, features, mechanisms and measures of state support of the agrarian sector, measures to protect natural resources used in agriculture. The main problems that hinder the further development of the agrarian sector are highlighted: deformed structure of agricultural production in favor of export-oriented crop products, lack of program document on agrarian sector development, low efficiency of state support of the agrarian sector, lack of strategic vision and concrete actions to overcome the livestock crisis, access of agricultural producers to bank loans, inefficient use of the potential of Ukrainian lands, environmental problems of agricultural land use, insufficient development of agricultural market infrastructure. Currently, the agrarian sector makes a significant contribution to the country's GDP, the inflow of foreign currency from foreign trade operations provides the domestic market with a wide range of food products at a very acceptable level. However, the current model of functioning of the agrarian sector is inefficient. The lack of effective mechanisms to support small producers leads to a decrease in their competitiveness, reduced production of agricultural products and increasing demand for their imports, deteriorating food security, rising unemployment among the rural population and migration of labor to large cities and abroad. Due to the non-inclusive development of the agrarian sector, Ukraine is losing a significant share of the positive potential of favorable trends in world food markets. The main directions of further reforming of the agrarian sector of Ukraine and ensuring food security of the state, in particular: stimulating investment processes in the agrarian sector of Ukraine, introduction of modern technologies in agricultural production, development of agricultural market infrastructure, development of small agricultural production, development of agricultural cooperatives, rural development.

ІННОВАЦІЙНІ ЗАСАДИ РОЗВИТКУ ІНФРАСТРУКТУРИ АГРАРНОГО РИНКУ

The article examines the modern prerequisites for the functioning of the infrastructure of the agricultural market. The strategic importance of innovative principles of agricultural market infrastructure development in ensuring the support of the processes of efficient functioning of the agricultural sector, increasing the scale of management of agricultural producers and the implementation of the processes of expanded reproduction is substantiated. The main shortcomings that hinder the development of agricultural market infrastructure in Ukraine have been identified, the main ones being the following: underdeveloped regional network of innovative wholesale markets, technological backwardness of their trade business processes and insufficient level of logistics; non-prevalence of practices of integration and cooperation between the subjects of the agricultural sector of the economy, insufficient socio-psychological incentives for the implementation of integration processes, the lack of agrarian-industrial clusters; insufficient level of logistical support for the development of agricultural market infrastructure and neglect of road transport in rural areas; underdeveloped infrastructure of exchange trading facilities. A set of innovative approaches to the development of agricultural market infrastructure is proposed: development of a regional network of innovative wholesale objects (formation of agro-industrial clusters, implementation of a comprehensive program of regional markets development, introduction of public-private partnership mechanisms); innovative modernization of logistics support of the agricultural market (instruments of grant and project support, equipment leasing and preferential lending, diversification of transport flows of agricultural entities); development of innovative horizontal-vertical integration structures (formation of social and psychological incentives for integration, implementation of information and promotion campaign, state support for the development of cooperation); development of agricultural stock trading (reduction of bureaucratic obstacles, consulting support for concluding stock trading contracts, attracting foreign investment).

Socio-economic development of the Kaliningrad region

The scientific article is devoted to the research analysis of the features and trends of the socio-economic development of the Kaliningrad region in the modern period. The relevance of the study is due to the spread of the Covid-19 coronavirus infection pandemic, which negatively affects the economic security of the regional constituent entities of the Russian Federation, including the Kaliningrad region. The article provides a chronological analysis of the dynamics of the level of socio-economic development of the Kaliningrad region. A comparative analysis of the Kaliningrad region with other regions of the Northwestern Federal District is carried out. The main problems and threats to the socio-economic development of the Kaliningrad region have been identified and described. Directions and measures have been developed and proposed that are aimed at neutralizing threats and stimulating further socio-economic development of the Kaliningrad region. In the conclusion of the scientific article, the author found that the current prospects for the socio-economic development of the Kaliningrad region are affected by national problems, including the shadow sector of the economy, deficit of budgetary funds, poor development of regional market infrastructure for sustainable development of social production, insufficient level of state support for innovative activity of economic entities, slow pace of digital transformation in the authorities of the regional government, principle of budgetary federalism and regional protectionism.

КОНЦЕПТУАЛЬНІ ЗАСАДИ СТРАТЕГІЧНОГО ЗАБЕЗПЕЧЕННЯ ПРОДОВОЛЬЧОЇ БЕЗПЕКИ В СИСТЕМІ РЕАЛІЗАЦІЇ ЦІЛЕЙ СТАЛОГО РОЗВИТКУ УКРАЇНИ НА ПЕРІОД ДО 2030 РОКУ

The article examines the problems and the prospects of Ukrainian food security in the context of globalization and European integration. The key strategic objectives, indicators and their targets in accordance with the National Report “Sustainable Development Goals: Ukraine”, as well as recommendations for improving food security are considered. A system of strategic goals for ensuring food security in accordance with SDG № 2, contained in the National Report, has been developed. The main tasks of sustainable development goals in food security improving include increasing the availability of foods, the productivity of agriculture, the use of innovative technologies in Ukrainian agrarian sector, the creation of sustainable food production systems, food price volatility reduction. It is shown that the basis of national food security should be the mechanisms of farm development. A study of regulatory and legal support, the state and prospects of state support for family farms defined as an effective tool to stimulate the development of rural areas in Ukraine. The directions of support of farms, in particular, stimulation of them to reception of the legal status of taxpayers that will give them the right to participate in projects of the state support of small agricultural producers are offered. In the context of Ukraine’s integration into the European economy, the need to use the potential of personal farms and further development of family farms is justified. The main directions of modernization and reform of the agricultural sector of Ukraine on the basis of successful European experience and interstate coordination within the framework of common European standards are given. It is proposed to use effective tools of state financial support for producers, development of agri-food market infrastructure, environmental measures, which will increase the efficiency of agricultural production. The directions to improve the mechanism of pricing, structural disproportions in the agrarian sector, and strengthening of integration of the Ukrainian agriculture in the international market are presented.

Activization of Scientific and Innovative Sphere for the Region Sustainable Development

The region sustainable development presupposes the creation of conditions ensuring the progressive development to achieve a qualitatively new state of the regional economy. One of the strategic goals of the social and economic development of Smolensk Region is the intellectual property market infrastructure development, the provision of technology transfer and the stimulation of inventive activity in the region. The analysis of the rating of Russian innovative regions showed that according to the most important indicators of innovative activity in industrial production, Smolensk region is in the first half of the all-Russian rating of regions, and the lower activity in research and development is complemented by low indicators of patent activity in Smolensk region in comparison with the average Russian indicator values. In this regard, the issues of the formation and use of the intellectual activity results were identified and priority directions were developed to activate the scientific and innovative sphere of Smolensk region.

Features of the vegetable market in Ukraine

Annotation Purpose. Analyze current trends in the market of vegetable crops and identify factors that shape the situation in the vegetable market. Methods. In the course of the research, the methods of monographic, system analysis and synthesis were used. Results. The current trends in the vegetable market both in the world and in Ukraine are identified: the dynamics of production, consumption and prices are traced, the directions of development of the vegetable market are determined. The vegetable market is characterized by complexity and segmentation due to the large variety of vegetables, which differ in terms and features of cultivation, location of production, methods of use and storage, and the peculiarity of the vegetable industry is that the vast majority of vegetables – 85% are produced in households. The main components of the vegetable market in Ukraine are considered, namely: demand and supply of vegetables, trends in vegetable prices, the state and problems of market infrastructure development. Conclusions Today, vegetable growing is one of the priority areas of agricultural production in Ukraine. The vegetable market of Ukraine is quite self-sufficient, its capacity depends on production volumes. The main producers of vegetable products are households, the share of which from the total number of its producers is over 85%. The main factors that inhibit the development of vegetable growing are: low development of logistics; the state still has a system of spontaneous sale of vegetables; small number of vegetable storages; vegetable cooperatives, etc. do not function. Improving the efficiency of vegetable production is possible if it is provided during the production of vegetable products: the use of new resource-saving production technologies, which in turn will lead to a reduction in labor costs, reducing the cost of vegetable production; by optimizing the organization of production in the industry, namely the construction of the required number of vegetable storages, the creation of processing units in large farms, and for households to unite in appropriate vegetable cooperatives, which will rationally use all grown products and optimize sales channels. ORGANIZED SECURITIES MARKET IN UKRAINE: CURRENT STATE AND DEVELOPMENT PROSPECTS

The article is devoted to the current state and prospects of the Ukraine securities market development assessment. In particular, the stages of development of the domestic stock market are considered. It is indicated that the first stage is characterized by the policy of non-interference of the state, the lack of a single concept for a long time. The second stage of this development is accompanied by more active and constructive participation of the state, aimed at the development of market infrastructure, the formation of legal support and regulatory system. The development of the securities market as a necessary element of the infrastructure of a market economy is a sensitive indicator of ongoing economic processes, an important stimulator of economic development, so the financial market is analyzed by its major segments and relevant financial instruments. The paper identifies a number of problems that form obstacles to filling the domestic securities market with financial resources. The main obstacle to more active development of the securities market in Ukraine is the underdevelopment of the market as a whole. Problems that create obstacles to filling the domestic securities market with financial resources are also systematized and generalized. The dynamics of domestic and world stock market indices is analyzed in the work. The analysis of the state and the dynamics of the domestic stock market are investigated. In particular, there is realized the analysis of the volume of trades on the securities market, the volume of exchange contracts with securities on the stock market of Ukraine. The volumes of issues of equity securities registered by the National Commission on Securities and Stock Market are considered. This analysis of the domestic stock market state and dynamics shows that it is in the formation process, and progress in its development is still slow. The directions of Ukraine securities market perspective development are offered, among which: the effective capital markets regulation system creation at the state level; ensuring compliance with these conditions and preventing fraud; formation of an open and transparent information environment of the securities market; stimulating the investment funds development; increasing the level of the population competence on stock market issues; trade technologies active improvement and electronic document management introduction. TOWARDS A TRADE POLICY FOR DEVELOPMENT: THE POLITICAL ECONOMY OF SOUTH AFRICA'S EXTERNAL TRADE, 1994-2014

Over the past 20 years of democracy, there has been a strategic reorientation of South Africa's trade policy. In the early 1990s, the post-apartheid state undertook extensive tariff reform, driven by its multilateral and regional commitments, as well as unilateral liberalisation consistent with the austere macro-economic agenda of the time. By the second decade of democracy, an institutionalised industrial policy designed to strengthen and diversify South Africa's productive capabilities had come to determine and shape South Africa's external trade agenda and negotiations. This more strategic trade policy orientation has required the preservation and expansion of policy space in bilateral, regional and multilateral agreements, and more novel approaches to South-South economic cooperation. There was also a fundamental shift in thinking on regional integration away from a conventional market-led model premised on the European Union's experience, to a 'developmental integration' approach that concurrently prioritises market integration, infrastructure development and structural economic transformation. This article critically reviews how South Africa's trade policy and negotiating agenda have been recalibrated as instruments of industrial policy over the two post-apartheid decades. The article concludes with some observations about the future direction of South Africa's trade agenda during the third decade of democracy.

Науково-економічне забезпечення інвестування аграрного сектору та його економічної результативності

The purpose of the article is to substantiate the theoretical and methodological provisions and develop applied recommendations for scientific and economic support of investment in the agricultural sector and increase its economic efficiency. Research methods. The study uses: dialectical method of scientific knowledge (in relation to socio-economic processes of investment in the agricultural sector and its economic effectiveness in their relationship and interdependence); analysis and synthesis (to study the state and dynamics of investment in the agricultural sector), the system method (to summarize the conclusions and justify the proposals); comparison (to compare the investment processes of agriculture and other sectors of the economy). Research results. The significant weight of capital investments of the agricultural sector in the national investment result has been established. It is determined that the investment attractiveness of agriculture is inferior to most sectors of the economic complex of the country. It is recommended to maintain state support of agriculture and agro-industrial complex to increase the economic efficiency of investment in the agricultural sector; to ensure the development of industrial, economic, social and market infrastructure in rural areas. Scientific novelty. Substantiation was further developed on the need for scientific and economic support for investment in the agricultural sector and increase its economic efficiency, improve the investment attractiveness of agriculture and the implementation of this set of economic, social and institutional measures. Practical significance. It consists in the development of recommendations for investment in the agricultural sector and increase its economic efficiency, which can be used by both public authorities and local governments, as well as businesses in the formation and implementation of investment programs and projects. АНАЛІЗ ПОЗИЦІЙ УКРАЇНИ НА СВІТОВОМУ РИНКУ ЗЕРНА

В статті проведено дослідження стану позицій України на світовому ринку зерна за останні 5 років. Одночасно відмітимо, що Україна має одні з найбільш сприятливих умов у світі для вирощування зернових культур. Значні площі земельних ресурсів високої якості та сприятливі кліматичні умови визначають визнаний високий експортний потенціал сільського господарства для міжнародної торгівлі. Саме в цих аспектах відображається актуальність обраної теми наукових досліджень даної публікації.
 Проведені дослідження підтверджують, що зерновий ринок України глибоко інтегрований у світовий аграрний ринок. Частка виробництва зернових України у загальному світовому виробництві зернових за 2015-2019 рр. коливалась в межах 3%, а сама Україна входить в десятку країн-лідерів виробників зернових культур. Що стосується експорту зернових культур, то його частка за 2015-2019 рр. коливалась від 10,7% до 13,6%. У 2019 році Україна увійшла до ТОП-5 експортерів зернових культур.
 Позиції України на світовому ринку зерна зростатимуть і в майбутньому, оскільки зростатиме попит і країна має значний нереалізований виробничий потенціал, який визначається такими двома чинниками, як майже вдвічі нижчі показники врожайності основних зернових культур, ніж у інших країн-лідерів та найвищі показники у світі родючості українських земель. Основними перспективними напрямами підвищення конкурентоспроможності вітчизняного зерна на світовому ринку є ріст обсягів виробництва зерна та зростання його урожайності за рахунок залучення іноземних інвестицій для оновлення матеріально-технічної бази; покращення якості зерна і поглиблення його переробки; оптимізація землеволодіння та землекористування; подальший розвиток ринкової інфраструктури; раціональне державне регулювання, подолання корупції на зерновому ринку.

SOURCES OF SUPPLY AND CATCHMENT AREAS OF WUDIL CATTLE MARKET, KANO STATE, NIGERIA

The study analyzed the supply sources and catchment areas of Wudil cattle market in Kano State. The objectives focused on types of cattle traded, supply source locations of cattle and catchment areas of buyers. Data were collected on types of cattle, sources of their supply and catchment areas of buyers using records of cattle observation and Focus Group Discussion with nine participants including the market leaders and other traders. Types of cattle were presented in table. Sources of supply of cattle and catchment areas for the market were depicted on maps using ARCGIS software. Based on colour of skin and castration, the major types of cattle supplied into the market are Baki (Ambala), Fari (Bunaji or White Fulani), Ja (Rahaji or Red Bororo), Galare (White-horned), Shodare (breed of white and red species), Nordi (breed of white and black species) and Bartandi (castrated). Cattle are supplied from three main sources: other countries (Niger Republic and Cameroun), other states in Nigeria (Taraba, Adamawa, Jigawa and Yobe) and within Kano State. The catchment areas are three: primary catchment area consisting of buyers within Kano State and neighbouring states, secondary catchment area including buyers largely from northeast (Gombe and Yobe States) and middle belt of Nigeria and tertiary catchment area consisting of all the states in the southern parts of the country. Recommendations given included development of market and transport infrastructure and further study on cattle transport and buyer characteristics
