Economic Spillover Effects of Industrial Structure Upgrading in China’s Coastal Economic Rims

As a vital element affecting economic efficiency, the impact of marine industrial structure upgrading on marine economy has become a hot topic, and China is not an exception. This paper analyzed the dynamic relationship of marine industrial structure upgrading and marine economy efficiency to verity the “structural bonus” and “cost disease” effects. The results confirmed the existence of cost disease in China’s marine economy, although occasionally it illustrated structural bonus effects with the improvement of the regional marine economy efficiency. The spatial Durbin model (SDM) was introduced to study the spillover effect of local marine industrial structure upgrading (MISU) on the adjacent regions’ marine economy efficiency, and this spillover effect was verified to have agglomerate characteristics in China’s coastal areas. Then several countermeasures were proposed to realize marine ecological civilization and promote regional cooperation in the development of China’s marine economy.

The evolution of urban image environment innovation ability—based on the perspective of marine animal and plant protection

Taking marine animal and plant protection as an example, this study designed a three-dimensional evolution analysis method for the environmental innovation ability of city image. Firstly, a three-dimensional model of urban image environment dynamic innovation capability evolution is constructed. The model consists of content dimension, information dimension, and information dimension, including the context dimension and process dimension of the integration of innovation chain and marine animal and plant protection, so as to explore the evolution process of urban environment dynamic innovation capability. Then, starting with the three-dimensional evolution of the innovation ability of the city image and environment under the guidance of protection, this paper analyzes the internal relationship between the Marine economy and the construction of Marine ecological civilization, discusses the realistic unity of the coordinated development of the two, and completes the protection of marine animals and plants. The experimental results show that this method can effectively analyze the innovative development of marine environment in coastal cities. According to the analysis, the main way to acquire innovative knowledge of marine environment in coastal cities is intra-coastal cooperation, and the scope of cooperation is gradually expanding. However, 62.21% of the seawater in 2014 still belongs to class IV seawater, that is to say, the current problem of Marine pollution is still serious.

小尺度海域空间评价单元划分技术研究——以福建省东山湾为例

科学合理的海域空间评价单元划分是各类海洋空间监测、评价、规划和管理的基础工作，对于保护海洋生态环境，实现海洋资源的可持续开发利用具有重大现实意义。然而，海洋的流动性、开放性、边界模糊性等特征，导致海洋空间评价单元划分较陆地而言更为复杂、困难。以福建省东山湾为例，提出一种适用于小尺度海域的空间评价单元划分技术方案，通过从化学属性、物理属性、生物学属性三个方面构建海域空间生态属性划分指标体系，进行空间分类评价，运用插值、叠加分析等GIS技术将东山湾划分为67个基本空间评价单元。研究结果不仅能为进一步划定东山湾海洋空间规划提供技术支持，同时为其他小尺度海域生态监测、评价、规划和管理提供科学参考。;For the sustainable development and utilization of marine resources, and protection of marine ecological environment, coastal countries have successively implemented marine spatial planning (MSP). MSP is considered as an important marine management tool, which is an indispensable part of marine ecological civilization construction in China. Scientific and reasonable division of marine spatial units is the basic work of marine spatial monitoring, evaluation, planning and management, which is of great practical significance for the protection of marine ecological environment and the sustainable development of marine resources. However, the characteristics of the ocean, such as mobility, openness and boundary ambiguity, make the division of marine spatial units more complex and difficult than that of land. In this study, we collect a large number of data from environmental monitoring sites in Dongshan Bay. Based on the comprehensive and detailed data which can capture ecological environment status, we propose a technical scheme of spatial evaluation units division which is suitable for fine-scale sea areas. The scheme constructs the index system for the division of marine spatial evaluation units based on the physical, biological and chemical elements. Combined with GIS technology such as interpolation and spatial overlay analysis, Dongshan Bay is divided into 67 basic spatial evaluation units, which is a more accurate and scientific division of marine spatial units. On the basis of marine spatial units, local government can carry out the marine spatial monitoring, evaluation, planning and management. The marine environmental protection strategies and marine exploitation activities can be formulated for the sea areas with different environmental endowments by considering the local conditions. This division approach can not only provide technical support for the MSP of Dongshan Bay, but also can be a supplement of spatial units division approach for marine spatial monitoring, evaluation, planning and management. This division approach is suitable for fine-scale sea areas, but it is also applicable to large and medium-scale sea areas where complete and detailed environmental monitoring data can be obtained. The technical scheme of marine spatial units division proposed in this study has a wide application prospect.

Collaborative protection of marine environment in the Guangdong-Hong Kong-Macao Greater Bay Area

The quality of Marine ecological environment is one of the necessary conditions for building a world-class bay area. The ecological environment in the coastal waters of Guangdong-Hong Kong-Macao Greater Bay Area is seriously polluted, it is urgently needed for three places to strengthen coordinated Marine ecological and environmental management. Under the guidance of outline development plan for the Greater Bay Area and with the goal of building a Marine ecological civilization in the Greater Bay Area, the coordination mechanism of administrative management and the standard system for Marine ecological environmental protection should be improved，land and sea overall planning should be used for Marine ecological environment protection.

In the new wave of ocean development, opportunities and challenges coexist. Marine economic system is different from continental economic system. Its openness, high risk, high income and high dependence on capital and technology urgently require the effective exertion of the driving effect of scientific and technological innovation. Under the new normal of economy, the construction of marine ecological civilization cannot be separated from the transformation and upgrading of economy and the adjustment of industrial structure. Innovation-driven development of low-carbon economy, green economy and circular economy is a necessary condition for the construction of marine ecological civilization. Based on the characteristics of marine economic system, the driving effect of scientific and technological innovation depends not only on the self-strengthening of market mechanism, but also on the macro guidance and innovation system construction of the government. In view of this, we should fully implement the outline of the national marine development plan, accelerate the development and construction of marine economy, and explore a new way of sustainable development of marine economy suitable for China's national conditions.

The decade long achievements of China's marine ecological civilization construction (2006–2016)

China needs to balance between current population pressures and a vulnerable marine environment, creating a national, political outline or management strategy dubbed an ecological civilization construction. The nation's effort to protect and maintain a sustainable ocean and address the relevant economic, resource and environmental issues relies on Marine Ecological Civilization (MEC) construction. The quantification of MEC progress is essential to track the management performance and guide the subsequent development and implementation. This study evaluates the performance of China's MEC from 2006 to 2016 based on a comprehensive index system. Our findings are as follows: During 2006–2016, the overall MEC performance score increased from 0.3426 to 0.4850 nationwide. Large space-time variations exist among the eleven coastal regions. The Shandong and Guangdong regions showed relatively good performances, whereas the Jiangsu, Guangxi and Shanghai regions had low scores. A decade long change in MEC scores showed that Hebei achieved the largest increase ratio. Marine management was improved by implementing various conservation strategies by China's government. Marine education and human talent introduction deserve more attention in less developed areas such as Hainan and Guangxi, and poor marine environmental quality was an urgent issue of the Yangtze river estuary economic zone. More accessible marine monitoring dataset are needed to track future space-time progress dynamics towards MEC construction. Our results provide a decade long retrospect of China's MEC achievements, and the quantified evaluation for each coastal region can provide valuable insight to policy-makers.

With the rapid development of science and technology, land resources are increasingly scarce. Marine resources have become an indispensable resource for growth, which has become the lifeblood of many economic powers, including the development of emerging strategic industries, expansion of living space, foreign trade channels, etc. Therefore, marine ecological civilization supports the development direction of human ecological civilization, which is an organic part of China's ecosystem. With the increasing proportion of marine economy in the gross domestic product, the marine economic management system needs to be improved, which will better serve the construction of ecological civilization. Through literature analysis and case study, this paper analyzes the problems existing in the current marine economic management in China. Based on the information age, this paper proposes the construction of a marine information management platform and marine economic management platform, which can better manage and coordinate China's marine management and development. Through the integration of a variety of detection methods, various marine information can be integrated, which can better support the integrated management of the marine economy. Through data collection, data analysis, information release, and other functions, the development of the marine economy can be recorded and evaluated.

Research on Marine Ecological Civilization Policies in Shandong Province Based on Content Analysis

The policies of marine ecological civilization involve multiple policy areas such as marine economy, marine environment, and marine society. This paper sorted out 54 related policies of marine ecological civilization in Shandong Province, constructed a co-word matrix of policy keywords, and used co-word analysis method to conduct quantitative analysis. Through the measurement of policy network centrality, policy theme groups and structural holes, the coordination of policy contents and the centrality of policy points were analyzed. The study has found that among the comprehensive policies for marine ecological civilization construction in Shandong Province, the marine ecological environmental protection policies have more focuses and have formed a relatively complete system, but the relevancy of the policy points of marine science and technology innovation related to marine support policies is not high, and the support for marine environmental protection technology innovation is not strong. These discoveries are also reflected in the subsequent content analysis of marine social support policies, and they also affect the coupling degree between the marine ecological environment and marine ecological society in Shandong Province to a certain extent.

Evaluation and Coordinated Development Measurement of the Construction of Marine Ecological Civilization in Coastal Areas—Taking Shandong Province, China as an Example

This paper selected 25 evaluation indexes from the three aspects of marine ecological economy, marine ecological environment and marine ecological society to construct an evaluation index system of the construction of coastal marine ecological civilization, using the analytic hierarchy process (AHP) and entropy value method to determine evaluation index weights, and measured the construction level of marine ecological civilization in Shandong Province during the period of 2006-2016. The results showed that the construction level of marine ecological civilization in Shandong Province during 2006-2016 as a whole is on the rise. In terms of the increase of the scores of each subsystem, the development of marine ecological society increased the most, followed by the development of marine ecological economy, while the development of marine ecological environment was relatively slow. This paper also analyzed the coordinated development level of the paired subsystems such as the marine ecological economy plus marine ecological environment, marine ecological society plus marine ecological environment and marine ecological economy plus marine ecological society in Shandong Province during the period of 2006-2016 by using the coupling coordination analysis model. The results showed that the level of coordinated development between the three pairs of subsystems has basically gone through the development process from low coordination to moderate coordination, and finally to high coordination.

During the 13th Five-Year Plan period, China proposed an important deployment for the construction of marine economic development demonstration zones, which further optimize the layout of marine economic development. By exploring new ways of marine resource protection and development and new modes of integrated marine management, the new port area can improve the comprehensive competitiveness of the marine industry. In 2018, the Guiding Opinions on Promoting the Construction and Development of Marine Economic Development Demonstration Zones were issued, which was deployed to further promote the construction and development of Marine Economic Development Demonstration zones. The Guiding Opinions clearly plan to establish 10–20 demonstration zones in 2020. This paper first analyzes the shortcomings of Zhoushan Port new area. Finally, combined with Zhoushan's own conditions, this paper further puts forward the development path and countermeasures of new port area construction.

Shandong Peninsula Blue Economic Zone (SPBEZ) is the first approved strategic marine economic development zone in China. Its coastal tourism development not only has an important demonstration role, but also has important significance for the marine ecological civilization. This study combined SWOT analysis with the analytical hierarchy process (AHP), and with experts' professional knowledge, quantitatively calculated the intensities of strengths, weaknesses, opportunities and threats of coastal tourism in SPBEZ. From the perspective of SWOT-AHP model, drew strategic quadrilateral, calculated strategic vector, and scientifically established the strategic type and the strength of strategy implementation. The results show that the pioneering strategy of seizing opportunities should be actively implemented, and the implementation focus of OS strategy, OW strategy, ST strategy and WT strategy are further clarified.

Marine Ecological Environment Management Based on Ecological Compensation Mechanisms

The level of marine environmental management is a key factor in the successful implementation of marine power strategies. The improvement in management levels of marine environments requires innovation in marine management. In other words, the transformation of marine environmental management into marine ecological environment management must be done in order to achieve sustainable development of the marine economy. As an environmental economic policy that combines both administrative and market measures, ecological compensation mechanisms have significant advantages in marine ecological environment management. Based on the study of the current development of ecological compensation mechanisms in China, through the analysis of the connotation of marine ecological civilization, existing marine ecological protection practices and marine environmental management methods, this paper posits that the current marine ecological environment management in China should be established on the basis of ecological compensation mechanisms. At present, a lack of laws and regulations for overall marine ecological environment management is the key factor restricting the practice of marine ecological environment management. Therefore, it is necessary to explore the current path of marine ecological environment management in China from the perspective of the construction of legal system of ecological compensation law, the establishment of ecological compensation fees, ecological taxes and ecological compensation fund systems, and the clear status for a marine ecological management and supervision body.
