In the new wave of ocean development, opportunities and challenges coexist. Marine economic system is different from continental economic system. Its openness, high risk, high income and high dependence on capital and technology urgently require the effective exertion of the driving effect of scientific and technological innovation. Under the new normal of economy, the construction of marine ecological civilization cannot be separated from the transformation and upgrading of economy and the adjustment of industrial structure. Innovation-driven development of low-carbon economy, green economy and circular economy is a necessary condition for the construction of marine ecological civilization. Based on the characteristics of marine economic system, the driving effect of scientific and technological innovation depends not only on the self-strengthening of market mechanism, but also on the macro guidance and innovation system construction of the government. In view of this, we should fully implement the outline of the national marine development plan, accelerate the development and construction of marine economy, and explore a new way of sustainable development of marine economy suitable for China's national conditions.
