МОДЕЛЮВАННЯ БІЗНЕС-ПРОЦЕСІВ ДЛЯ СТВОРЕННЯ ІНФОРМАЦІЙНОЇ СИСТЕМИ УПРАВЛІННЯ ЯКІСТЮ ПІДПРИЄМСТВА БІОЕКОНОМІКИ

The article contains the results of research on modeling business processes for a bioeconomy enterprise. Modeling procedures are related to the distribution of management processes by scale and taking into account the peculiarities of production and management of the enterprise. The modeling procedure itself is necessary to determine each business process, its owners, results, the need to control and save information about its execution. Business processes of the bioeconomy can be divided into mandatory in accordance with the legal framework and reporting of all enterprises, production and management, taking into account the profile of the development of the enterprise. Modeling allows you to determine all production and information flows, control indicators. The results of modeling are a clear visualization, a description of the process. The documentation contains the sequence of all procedures, their provision and control. The proposed concept combines mandatory procedures for accounting for emissions, the implementation of environmental legislation and the introduction of a full production cycle at a bioeconomy enterprise. The adapted concept of mirrors for modeling the actual business processes of creating a balanced system of indicators for the enterprise involves the introduction of new sections, in the general projection Production. When introducing new management technologies, in particular, lean production, it is envisaged to make changes to the company's development strategy, implement procedures for restructuring production processes and retrain staff. An analysis of the life cycle of a bioeconomy enterprise shows that each of its phases requires a reassessment of strategic indicators and business processes. This approach allows you to combine the development strategy of the bioeconomy enterprise and its business processes into one whole. Known modeling techniques and tools based on information technologies can be used for modeling, analysis and optimization, provided that adapted model templates are formed for each specific enterprise. Among the known concepts of the use of business processes, the most relevant are the use of a quality management system and the formation of three mirror models of production and management processes, taking into account the features of environmental legislation and bioeconomy production processes. The proposed concept of modeling business processes can be the basis for making changes to the quality system and management of a bioeconomy enterprise.

Development of a model of information process management in the information and educational environment of preschool education organizations

One of the important elements of the information infrastructure of educational institutions is the information and educational environment. The information and educational environment of preschool education organizations has its own characteristics, which must be taken into account when building a model for managing information processes. The object of study in this work is the information and educational environment for preschool education organizations. The problem to be solved is the need to develop a model for managing data and information processes, which will allow determining the learning outcomes of preschoolers and adjusting individual work with them. The introduction of the developed model allowed to reduce the time spent on adjusting individual work with students by 30 %. These results are explained by the optimization of information processes, as well as improved monitoring of the formation of skills of preschoolers and a reduction in the time for its implementation. When monitoring for each child, 211 indicators are examined. There are 633 indicators per year for three monitoring, in aggregate, per one child. By default, the data is entered into Microsoft Excel and processed manually. However, a large number of entries slows down the processing of Microsoft Excel data and increases the chance of errors. The use of this model will make it possible to carry out calculations automatically, save data and generate reports for each child or group of children. The developed model can be used in information and educational environments for preschool education organizations in order to improve the efficiency of monitoring and managing educational processes

The Digital Twin Modeling Method of the National Sliding Center for Intelligent Security

There are some problems in the security management of large stadiums, such as complex situations and a lack of coordination among systems. An intelligent security system can effectively improve the efficiency of security management. The digital twin concept is applied to intelligent security systems in large stadiums, and an intelligent security modeling method for large stadiums based on digital twin is proposed. The modeling method of the physical model is presented for the security equipment and building entities. The virtual model is based on geometric, physical, behavioral, and rule models. Considering the particularity of building security, the environmental model is added to describe the environmental information. The application mode of the digital twin model is proposed. In the security management process, multi-source data and virtual models are integrated to analyze and control the security management process of buildings, forming a closed loop of “perception-analysis-control” in security management. Taking the National Sliding Center as an example, this paper verifies the digital twin model and its operation mode of intelligent building security through several possible situations in the operation process of the stadium. The analysis of security data and evacuation path guidance in emergencies are simulated. The digital twin model for intelligent security integrated the building security data and simulation models to assist in identifying the types of dangers and the treatment of emergencies. Furthermore, the control of building equipment was integrated into the security system. The digital twin model for intelligent security improved the integration and intelligence of the security system.

“It Was My Story to Tell and I Wasn’t Ready to Tell It”: Stigma Management Amongst LGBTQ+ Sport Officials

The erasure of marginalized people, especially LGBTQ+ people, is commonplace in sport. As sport has become more commercialized, even at grassroots and youth levels), one group that has become even further marginalized and dehumanized are sports officials. Understanding the intersection of marginalized identities is important; as such, this study examined how homophobia and transphobia interplay with the sports officiating profession. Semistructured interviews with 16 self-identified LGBTQ+ referees revealed a series of organizational and social factors that led officials to either pass as non-LGBTQ+ or to come out as LGBTQ+, leading to the development of the LGBTQ+ Referee Identity Management Process Model. Implications for better supporting LGBTQ+ officials to promote higher levels of retention and career satisfaction are presented.

Intellectual measurement and evaluation of the results of customs authorities’ activities

The new Strategy for the Development of the Customs Service of the Russian Federation until 2030 calls optimization and improvement of customs administration as one of its fundamental principles. The emerging trend leads to an increase in the obligatoriness of the development of formalized means of modeling and analysis of management processes in the customs sphere. Performance measurement is one of the most effective management tools. In this article, the authors, taking as a basis the basic provisions of the National Technological Initiative, continued mapping the problem of measuring the results of the customs authorities functioning in key areas of their activities in the context of the qualitological system transformation of the customs institution, due to the process of its intellectualization in the digital economy. The purpose of the study is to create a model for measuring the results of the customs authorities’ activities. To specify the general methodology, a model for measuring the degree of achievement the goal in the “Finance” direction is described. The study is based on a cognitive approach that allows describing the intellectual environment of customs authorities and models of evaluation and management based on fuzzy logic algorithms. The implementation of the technology for presenting experts’ knowledge in the subject area is carried out on the basis of constructing a prescriptive logical production model that allows formalizing expert knowledge in the form of implicative statements involving fuzzy formulations in antecedents and consequents, and using a generalized modus ponens as a logical conclusion. Computer development of a mathematical model is carried out in the Fuzzy Logic Toolbox for Matlab application software package.

Factors Influencing the Carbon Footprint of Major Road Infrastructure—A Case Study of the Učka Tunnel

In addition to its positive socioeconomic impact, tourism also has some negative effects on the environment, particularly through carbon dioxide (CO2) emissions. Although the impact of tourism on the environment is visible, many of the cause–effect relationships have not yet been adequately explored. In order to determine individual factors regarding the temporal variation in the carbon footprint of a major road infrastructure facility (the Učka Tunnel, Croatia), a regression analysis was conducted. The study analyzes the carbon footprint of the pre-pandemic and pandemic periods and uses factors at the national and regional levels influencing the region of Istria County, as representative of the developed tourism regions in the Mediterranean. The results of the research provide theoretical insight into the sustainability and cause–effect relationships between the economic and social factors of road transport in tourism-developed destinations, with characteristic seasonality. At the application level, the research results can be used to predict the temporal variations in the environmental impacts of road infrastructure, as well as economic parameters that can be used in the prediction process and crisis management models of major road facilities.

Assessment of the efficiency of occupational safety culture management in fuel and energy companies

The results of development, testing and implementation of the process of occupational safety culture management in a fuel and energy company including the assessment of current state, assessment of deviation, formation of control action and its implementation are presented. Using the methods of mathematical analysis, the components of occupational safety culture and criteria for their evaluation were developed. As a control action, a procedure for conducting behavioural safety audit was elaborated and implemented. Proceeding from the results of analysing average ratings of safety culture components among the employees prior to and after the introduction of behavioural safety audit, it was concluded that there was a statistically significant increase in the average values of 12 out of 16 ratings of safety culture components. Analysis of the results of 1,011 audits showed the absence of an “alarm area” at the enterprise. Introduction of the developed process management model promotes an increase in the efficiency of attaining a high level of occupational safety culture in fuel and energy companies.

Business process management applicability to destination country-brand management

PurposeThis study aims to analyze the business process management (BPM) applicability to a destination country-brand of a Latin American developing country and present a new process model for it.Design/methodology/approachThis is a qualitative exploratory study whose unit of analysis is the BPM applicability to the destination country-brand of a Latin American developing country. Primary data were obtained through in-depth interview with the developing country's tourism international promotion agency. The secondary data were government reports and research papers on country-brand studies. Data analysis was carried out using stakeholder business context model, architecture processes, pain/gain matrix and BPMN for modelling.FindingsThe results present a new process model for country-brand management to reduce existing barriers. Three steps were carried out: analysis and modelling of the current processes of country-brand management; presentation of the current processes' problems and analysis and modelling of future processes country-brand management.Research limitations/implicationsA theoretical contribution is provided in the literature on processes and country-brands since no previous studies relate these concepts and present a process-oriented management analysis for country-brands.Practical implicationsThe main practical contribution was to identify the country-brand management problems, propose solutions to them and generate a new process model for country-brands that can be used as a managerial tool for national tourism organizations to improve their brands.Originality/valueThe present study is original as it approaches the first analysis of country-brand development with an emphasis on its process management.

DEVELOPMENT OF A MATHEMATICAL MODEL FOR BUSINESS PROCESS AUTOMATION

The article discusses the main elements of creating an ideal mathematical model of the operating procedure of the budget department for IT enterprises. The main technical problems arising in the context of deteriorating business conditions and economic instability are analyzed from the point of view of strategy. The introduction of information technology and the creation of specialized programs and modules are the primary methods for resolving the issues associated with the automation of business processes. By using such systems in various functional divisions, it is possible to reduce the amount of human factor and unneeded paperwork while also making the information gathered at the organization clear, accessible, and organized. Business process management modeling, which is a numerical optimization synthesis of the structure, components, and parameters of a business process, is incredibly important yet is still in its infancy. The cost of an IT project is the primary concern of the developed principles of mathematical modeling of business process management. The baseline data for the generated model, as well as its structure and the findings obtained, can alter dramatically throughout the simulation depending on the nature and peculiarities of each specific project. The research under discussion is aimed at increasing competitiveness in the market and maximizing the overall strategy of the organization. When constructing a mathematical model, the author pays special attention to the methods of mathematical modeling of a business process based on the principles of queuing theory. The created model will allow budget departments of IT companies to evaluate and improve their activities.

Management of the organization process of the company strategic partnership: marketing aspect

Introduction. The process of marketing formation of partnerships between the subjects of economic activity entering into the interaction is investigated and the methodical approach to numerical evaluation of this process is justified taking into account aspects of their production activity. As the environment becomes more complex, increasingly competitive and less predictable, a company, if it wants to survive, must operate at the higher level and involve a wide range of capabilities. Development of multiple capabilities and achieving benefits across a range of activity indicators puts managerial dilemmas at the company which cannot be solved as a simple compromise. The company must be effective today and at the same time adapt to the future; it must produce low-value goods and innovations; she needs to use the vast resources of the large corporation and demonstrate entrepreneurial talent; they must achieve high levels of reliability and consistency and be flexible adapting to changes. The purpose of the paper is to substantiate theoretical and methodological foundations and develop practical recommendations for the formation of marketing strategy of the industrial company on the basis of partnerships. Results. A methodological approach to the formation and development of the network marketing structure based on partnerships in the supply and sales channels of industrial products has been developed. The model of the organization process management of the strategic partnership of the company was substantiated, which involves highlighting of the company-integrator, which has the greatest degree of influence on the participants of the supply and sales channel on the principles of flexible partnership marketing. Conclusion. Thus, the starting point for building partnerships is to determine the specific demand, supply and other factors of the internal and external environment of the companies involved in this channel. It is expediently to determine the general approach of creating such a channel on the example of specific companies. But in order to solve the tasks of a particular company, it is necessary to develop a methodology to justify the choice of a particular form or its combinations, which provides the most rational marketing strategy for each enterprise from a number of partners in a particular industry.

Multiphysics Analysis System for Heat Pipe–Cooled Micro Reactors Employing PRAGMA-OpenFOAM-ANLHTP

A multiphysics analysis system for neutronics/thermomechanical/heat pipe thermal analysis of heat pipe–cooled micro reactors was developed using the PRAGMA code as the neutronics engine. PRAGMA, which was developed as a graphics processing unit (GPU)-based continuous-energy Monte Carlo code for power reactor applications, now has an extended geometry package to handle geometries with unstructured meshes generated by Coreform Cubit. The NVIDIA ray-tracing engine OptiX has been exploited for efficient neutron transport on unstructured mesh geometry. On the multiphysics side, the open-source computational fluid dynamics tool OpenFOAM and one-dimensional heat pipe analysis code ANLHTP have been adopted. The manager-worker system based on the message passing interface dynamic process management model enables efficient coupling of codes employing different parallelization schemes. With all the features, the multiphysics analysis of the 60-deg symmetrical sector model of the MegaPower three-dimensional core was performed for normal operation and heat pipe–failed conditions. The multiphysics coupling run time was about 2.5 h, in which the Monte Carlo simulation employing more than 10 billion histories was performed within half an hour on a single rack of computing nodes mounted with 24 NVIDIA Quadro GPUs. Accordingly, this demonstrates the soundness and robustness of the tightly coupled three-way multiphysics analysis system.

ВНЕДРЕНИЕ СИСТЕМЫ МЕНЕДЖМЕНТА КАЧЕСТВА В МЕДИЦИНСКОЙ ОРГАНИЗАЦИИ: SWOT-АНАЛИЗ

Objective: To determine the strengths and weaknesses, opportunities and threats for the successful functioning of the Perinatal Center of the Republic of Mari El in the context of the development, implementation and maintenance of the quality management system Methods: An anonymous survey was conducted among the staff of a medical organization in the amount of 59 people (the sample size was determined by the method of K.A. Otdelnova, p<0.05). The questionnaire included questions to assess the opinion of employees on possible strengths and weaknesses, as well as opportunities and threats for the institution. In addition to the suggested answers, the respondents could offer their own solutions to the problems. The results were processed using descriptive statistics. Results: A SWOT analysis matrix was compiled, including strengths (orders of care, clinical recommendations (64.4%; CI 64.0-64.8), development and use of standard operating procedures, algorithms (59.3%; CI 58.9-59.8), work in medical and laboratory systems (50.8%; CI 50.4-51.3), quality control system, medical commission (42.4%; CI 41.7-43.1)) and weaknesses (weak material base (49.2%; CI 48.5-49.8), weak medical and laboratory systems (59.3%; CI 58.6-60.0 and 45.8%; CI 44.8-46.7, respectively)), opportunities (digital technologies (49.2%; CI 48.3-50.0), management commitment (62.7%; CI 62.5-62.9), employee training in quality control (50.8%; CI 50.5-51.2), request for quality and safety from patients (50.8%; CI 50.3-51.4), adherence to clinical guidelines (52.5%; CI 52.0-53.1)) and threats (medical system not functioning properly (67.8%; CI 67.1-68.5), regulatory framework for quality control (47.5%; CI 46.7-48.3) and races consumables (42.4%; CI 41.7-43.1)). Conclusion: Threats (3 of medium significance) and opportunities (1 of medium significance, 4 of high significance), as well as weaknesses (3 of medium significance) and strengths (2 of high significance) for the successful functioning of a medical organization, which were taken into account in the standard "Guidelines for quality” and activity planning. Аналіз та розроблення концептуальної моделі управління життєвим циклом спеціалізованого програмного забезпечення безпеко-орієнтованого спрямування

A comprehensive examination of the process of developing specialized safety-oriented software is conducted. The incongruity of the presently known development methodologies with the circumstances in which innovative safety-oriented software systems are created is unveiled. For this reason, the purpose of this article is to investigate the existing methods and formulate novel approaches to managing the life cycle of specialized software (safety-oriented services), which are relevant to the specific requirements of the State Emergency Service of Ukraine and align with the principles of a flexible software life cycle management methodology. A thorough exploration is conducted on the current agile methods and approaches employed in the development of critical services, specifically in sectors such as military, railway, aerospace, medical, and other domains of operation. The aim is to establish the merits of flexibility in fostering innovation within specialized safety-oriented software. The fundamental concepts of agile methods for software system life cycle management are synergistically integrated, taking into consideration the unique requirements of rescue service development. Furthermore, the existing empirical data on the feasibility and advantages of implementing agile methods in the security industry are expanded upon. Especially, the agile Scrum method is enhanced through the proposal of employing the mathematical framework of graph theory (network planning method) to automate the planning stage and identify critical functions, including the critical path, the early execution time of events, the late execution times of events, and reserved time for tasks. This method aids in developing a minimum viable product for a safety-oriented system. A conceptual model of the life cycle management process for safety-oriented services has been meticulously developed. This model is predicated on a flexible approach to software development, which aims to automate the tasks performed by project teams and enhance the overall efficacy of specialized software development. On its basis, it is proposed to develop a decision support system for managing the life cycle of safety-oriented software systems development, which is relevant for the State Emergency Service of Ukraine.

ПРОЦЕССНАЯ МОДЕЛЬ ОБЕСПЕЧЕНИЯ КАЧЕСТВА В СИСТЕМЕ ФУНКЦИОНИРОВАНИЯ БЕСПИЛОТНОГО АВТОТРАНСПОРТНОГО СРЕДСТВА

The article presents a basic model of quality assurance and management processes in the system of functioning of an unmanned vehicle. The model shows the relationship of all processes that allow to implement the requirements of consumers. A functional model of the main process «To ensure quality in the system of functioning of an unmanned vehicle» is presented. The purpose of constructing a functional model of this process is to determine all the components that affect the quality of customer service in transportation by unmanned vehicles.

СВІТОВИЙ ДОСВІД АКТИВІЗАЦІЇ ДІЯЛЬНОСТІ КЛАСТЕРІВ: НАУКОВОТЕХНІЧНЕ ТА РЕГІОНАЛЬНЕ ЛІДЕРСТВО

The article outlines the classical interpretation of the term "cluster" as a management category. It was determined that the expansion of the knowledge system of cluster management is a progressive phenomenon and a need for the practice of cluster formation, innovative design, management support in conditions of rapid information progress. The prerequisites for the activation of cluster formation in the world are outlined, namely changes in the competitive environment, the speed of globalization and internationalization processes, the rapid movement of information revolutions and the transition to modernized standards of the information environment, changes in the activities of international corporations and corresponding shifts in world markets. The world experience of promotion, formation and support of clusters from the position of various approaches is analyzed. Based on the study of world experience, the key characteristics of cluster formations from the standpoint of scientific, technical and managerial workload, which are unique and creative, have been determined. The ranking of clusters on the world market is analyzed. The leaders among the clusters are outlined, compared to the previous year, the dynamics of the cluster rating. The key characteristics of cluster formations from the point of view of management and scientific and technical workload have been determined. It was determined that the emergence and development of clusters in the Ukrainian market environment is a process of successful formation of a national center of entrepreneurship with specific standards of scientific and technical activity, culture, communication and information support, modeling, planning and programming of management processes. It has been proven that clusters are recognized as an effective form of economic activity in a highly competitive environment. It was determined that under the influence of the latest factors, a new paradigm of entrepreneurial activity is being formed, which is characterized by network construction, strategic character, and informational and innovative content. It has been established that today clusters are the basis of national models of the creative economy and provide innovative breakthroughs in the most priority industries.

Best practice in crisis management during COVID-19 emergency: A case study from the airport sector

The purpose of this work is to analyze a performing model of process management in a state of emergency in the airport sector. This work reveals the Torino airport model for crisis management realized to ensure the continuation of activities during the beginning of the COVID-19 pandemic. The case study has been analyzed by means of the innumerable measures carried out and included in the operational continuity plan (OCP) of Torino airport (ital. Aeroporto di Torino-Caselle) in Turin, a specific plan aimed to satisfy the exigencies of passengers, the commercial relationship with sub-dealers and commercial partners as well as all the human resources working in the airport during the pandemic spread. The analysis focused on internal documents, reports sent to Airports Council International Europe (ACI EUROPE) to compete in the international competition, and public economic and financial reports as well. The findings help to demonstrate not only the model adopted but also the perfect interaction between all the involved corporate sections of the Torino Airport aimed at a main objective: the continuation of activities as well as the safety and satisfaction of stakeholders. For its theoretical and practical evidence, the paper expresses both scholarly and professional relevance.

The Technological Basis of Training Future Teachers of Agricultural Disciplines in Higher Education Institutions: Pedagogical Experience of Great Britain

The article aims to develop a comprehensive pedagogical model for training future teachers of agrarian disciplines in the context of implementing a three-level pedagogical technology for educational process management (EPM). The pedagogical experience of Great Britain is under review, which can be used to improve the technological process of forming the professional competence of teaching specialists.
 The research methodology was determined by a set of methodological approaches (system, activity, competence, technological, personal development) and was based on a pedagogical experiment that included ascertaining, formative and control stages.
 Results. The theoretical and methodological foundations of the introduction into the educational environment of the three-level pedagogical technology of educational process management in the conditions of training future teachers of agricultural disciplines in higher education institutions are analysed. An applied model of educational process management for the training of future teachers of agricultural disciplines is proposed on the example of the first (bachelor) level of education in the conditions of introducing a SMART-educational communicative environment.
 The structure of the readiness of future teachers of agricultural disciplines for professional activity (motivational-cognitive, practical-active, creative-developmental levels) is determined.
 The technological stages of the process of professional training of future teachers of agricultural disciplines in institutions of higher education in the context of the pedagogical experience of Great Britain (motivational-orientational, planning, cognitive-transformative, control-analytical, regulatory-developmental) are considered. The didactic methods, forms and means of the proposed pedagogical technology for managing the educational process are substantiated.
 Conclusions. The results of the experimental work demonstrate a significant increase in the quality indicators of the professional training of future teachers of agricultural disciplines in higher education institutions (motivation, creative activity, productivity) in the conditions of the implementation of the three-level pedagogical technology of the EPM.
 The implementation of a three-level pedagogical technology in the educational process management system allows for boosting students’ creative activity, increasing the level of their internal motivation, and deepening the level of independence and individualisation of learning, which eventually is determined by a high level of readiness for professional pedagogical activity.

How Managers Make Sense of Human Resource Management’s Role in Building Trust: Enacting Espoused Human Resource Management in Indian Gas and Petrol Public Sector Organisations

The desire to mobilise effective strategic human resource management in India’s new public management domain has seen the role of organisational trust receive greater scholarly and practical scrutiny. This study explores managers’ perception of HRM’s role in building organisational trust in five public sector organisations in India using exploratory multiple case studies. In implementing HRM, the findings suggest that managers are cognisant of specific human resource practices that can be socially adapted to enhance their effectiveness. Implications from the study’s emergent process model of human resource management and trust highlight the cross-level influences that affect India’s public sector organisations’ outcomes.
