Abstract

The article outlines the classical interpretation of the term "cluster" as a management category. It was determined that the expansion of the knowledge system of cluster management is a progressive phenomenon and a need for the practice of cluster formation, innovative design, management support in conditions of rapid information progress. The prerequisites for the activation of cluster formation in the world are outlined, namely changes in the competitive environment, the speed of globalization and internationalization processes, the rapid movement of information revolutions and the transition to modernized standards of the information environment, changes in the activities of international corporations and corresponding shifts in world markets. The world experience of promotion, formation and support of clusters from the position of various approaches is analyzed. Based on the study of world experience, the key characteristics of cluster formations from the standpoint of scientific, technical and managerial workload, which are unique and creative, have been determined. The ranking of clusters on the world market is analyzed. The leaders among the clusters are outlined, compared to the previous year, the dynamics of the cluster rating. The key characteristics of cluster formations from the point of view of management and scientific and technical workload have been determined. It was determined that the emergence and development of clusters in the Ukrainian market environment is a process of successful formation of a national center of entrepreneurship with specific standards of scientific and technical activity, culture, communication and information support, modeling, planning and programming of management processes. It has been proven that clusters are recognized as an effective form of economic activity in a highly competitive environment. It was determined that under the influence of the latest factors, a new paradigm of entrepreneurial activity is being formed, which is characterized by network construction, strategic character, and informational and innovative content. It has been established that today clusters are the basis of national models of the creative economy and provide innovative breakthroughs in the most priority industries.
