Optimization of Document Management in Public Universities: Strategies and Technologies to Improve Administrative Processes

This literary review article aimed to analyze the strategies and technologies implemented to improve document management in the administrative processes of public universities. Through a systematic review of 20 articles published between 2020 and 2024, the most effective practices and areas that required further research are identified. The results showed that the implementation of advanced technologies, such as artificial intelligence, significantly optimized operational efficiency by automating processes and reducing response times in document management. However, challenges persisted related to lack of adequate infrastructure and staff resistance to change. The study concluded that the digitalization of processes not only improved the student experience, but also guaranteed the integrity and confidentiality of academic data. Despite advances in automation and security, the need to continue researching how to customize these technological solutions according to the specific needs of each institution was highlighted. The study provided a comprehensive view on how the combination of advanced technologies, robust security policies and continuous adaptation can lead to more efficient document management in public universities. The future success of these systems will depend on the ability to overcome current barriers.

The Home-Work Interface as a Predictor of Work Stress and General Wellbeing Among Higher Education Administrators in Ghana

The well-being of employees is a vital resource for the survival and success of any organisation. However, empirical research regarding work stress and general wellbeing of employees in the context of higher education in low and middle-income countries, particularly in Sub-Saharan Africa is missing. Drawing on the Job-Demand Resource Model and the Social Role theory, this study investigated the extent to which home-work interface predicted work stress and general well-being of administrative staff of public universities in Ghana. A sample of 334 administrative staff was involved in a cross-sectional survey to assess the levels of home-work interface, stress at work, and general well-being and the nature of interaction among these variables. Data were obtained using adapted standardised measures and analysed with Hayes PROCESS in the SmartPLS 4.0 software. The administrative staff reported moderate levels on all three variables. Home-work interface significantly predicted work stress and wellbeing, but stress did not predict wellbeing. In addition, work stress did not mediate the relationship between home-work interface and general wellbeing. We conclude that home-work interface is a significant element that can adversely affect the stress levels and of wellbeing of workers. Moderate level of stress at work, however, is less likely to adversely impair the wellbeing of the worker. The findings have been discussed in the light of the Job-Demand Resource model and the Social Role theory, and implications for policy and practice offered. We recommend that management of public universities in Ghana should implement policies and programmes to help administrative staff manage the challenges of balancing work and family responsibilities.

Corporate Governance in Accredited Public Higher Education Institutions

The specialized literature shows that corporate governance in accredited public higher education institutions is polysemic. This research will structure an integral corporate governance model for official higher education. The theoretical framework is based on new institutionalism and stakeholder and resource-based views. A meticulously designed sequential mixed-method approach was implemented, with data collection and analysis conducted in three stages. The first stage involved a bibliometric analysis, followed by a content analysis. Finally, an interdisciplinary group of 22 experts was interviewed using Python to propose the corporate governance model. The results validated a novel model with four dimensions: administrative process, university autonomy, stakeholders, and accountability system, as a structure for a hybrid transformation of corporate governance that includes principles of complexity. This model offers an alternative approach to optimizing management in public universities, particularly from the accreditation perspective.

Procurement Process and Financial Performance in Public Universities, Kenya

The poor financial performance of Kenya's public institutions has resulted in campus closures and an ever-increasing backlog of unpaid debts for a number of years. The academic institutions have encountered difficulties in recruiting sufficient faculty members to meet the demands of the curricula. The study aimed to establish the relationship between the procurement process and the financial performance of Public Universities in Kenya. The study adopted a correlational research design, and the target population was the public universities in Kenya with a purposive sample of 155 managers selected from three categories of universities according to their age and when they were chartered. The primary data was collected using questionnaires, and secondary data was collected using an Excel schedule and analyzed using descriptive and inferential statistics. The correlation findings indicated that the procurement process had a positive and significant relationship with financial performance (r = .674, p = .000<.05). The R-square value of 0.454 indicates that the procurement process explains 45.4% of variations in the financial performance of public universities. Regression results revealed that the procurement process had a positive and significant influence on financial performance (β = 0.589, p=.000<.05), and this implies that the procurement process significantly enhances the financial performance of public universities in Kenya. The study concluded that the procurement process contributes significantly to the enhanced financial performance of public universities. The study recommended that the management of public universities should strengthen aspects relating to the procurement process. There is a need to ensure that the quality of goods and services purchased is up to standard. There should be inspection and verification of goods and services. There is also a need to involve experts in the evaluation and awards of tenders.

Project Appraisal and Financial Performance in Public Universities, Kenya

Kenya's public institutions have had poor financial performance for a number of years, which has resulted in campus closures and an ever-increasing backlog of unpaid debts. Universities have had difficulty recruiting enough faculty members to meet the demand for their programs. The study aimed to determine the relationship between project appraisal and financial performance of the Public Universities in Kenya. The study adopted a correlational research design, and the target population was the public universities in Kenya with a purposive sample of 155 managers selected from three categories of universities according to their age and when they were chartered. The primary data was collected using questionnaires, and secondary data was collected using an Excel schedule and analyzed using descriptive and inferential statistics. The correlation findings indicated that project appraisal had a positive and significant relationship with financial performance (r = .626, p = .000<.05). The R-square value of 0.392 indicated that project appraisal explains 39.2% of variations in the financial performance of public universities. Further, regression results showed that project appraisal had a positive and significant influence on financial performance (β = 0.585, p=.000<.05), implying that project appraisal significantly enhances the financial performance of public universities in Kenya. The study concluded that project appraisal contributes significantly to the enhanced financial performance of public universities. The study recommended that the management of public universities should strengthen aspects relating to project appraisal. There is a need to ensure that projects are implemented as per the contract schedule. Projects should be diligently monitored to ensure quality. Further, projects should be appraised using scientific methods to ensure that there is a constant flow of cash to finance projects according to budget.

Influence of University Internal Quality Assurance Practices on Employability of Graduates of Educational Management in South-West, Nigeria

This study was conducted to examine the relationship between internal quality assurance practices and employability skills of graduates of Educational Management in public Universities in South-West, Nigeria. A descriptive research design of the survey type was adopted. The population comprised 1,036 final-year full-time students in 9 public universities in six states in South-West, Nigeria. The study sampled 354 final-year students using a multistage random sampling technique. Two research instruments tagged as Internal Quality Assurance Practices Questionnaire for Students, and Graduates Employability Skills Rating Scale with reliability coefficients of 0.81 and 0.70 respectively were used for data collection. The demographic data and research questions were analysed using a frequency distribution table and percentages. The null hypotheses were tested using correlation and multiple regression at a 0.05 level of significance. The findings showed that there was a significant relationship between internal quality assurance practices and employability skills acquired by Educational Management graduates in public Universities. There was a significant joint contribution of internal quality assurance practices to employability skills acquired by Education Management graduates in public Universities (F4, 349= 8.227; p<.05). Findings also showed a significant relative influence of internal quality assurance practices (curriculum validation and evaluation, and labour market assessments) on employability skills acquired by graduates of Educational Management in public Universities. The study concludes that high levels of internal quality assurance practices contributed significantly to employability skills of graduates of Educational Management. The study recommends among others that two-levels of internal quality practice should be integrated into undergraduate degree programme of Educational Management.

Effect of Emergency Preparedness on Security in Kenyan Universities: A Case Study of Garissa University

Security emergencies and threats have lately been on the increase, with public universities in Kenya reporting many incidents of insecurity. Despite investigation efforts by university management, the high prevalence of insecurity has continued, pointing to the need to determine the relationship between security emergency preparedness and security management in public universities in Kenya. This paper explores the existing types of emergency situations, the existing types of emergency response approaches, and the level of institutional emergency preparedness and their influence on security at Garissa University. Utilizing the emergency Management Theory, the paper points out that the common type of emergency situation in the study institution is terror-related attacks. Training is the common emergency situation response strategy that the university is utilizing in readiness to face emergency situations, and strict checking at the gate is the most common plan that the university has used to deal with emergency situations within its compound and emergency planning in the study institution has enhanced security through control of movement. The study recommends that the university invest in modern and advanced information technology infrastructure and systems to avert incidences of insecurity.

Performance Indicators of Budget Management at UFSC from 2010 to 2013

Objective: The objective of this study is to verify the variation in budget management performance at UFSC based on indicators from 2010 to 2013. Theoretical Framework: The main concepts and theories underpinning this research were Results Planning and Control, Budgetary Process, and Higher Education Institutions. These concepts were essential for understanding the study's context. Method: The research is characterized by its qualitative, quantitative, descriptive, applied, bibliographic, documentary, and case study nature. Results and Discussion: From the collection of secondary data from documents obtained from UFSC, variations in performance indicators were observed. Although not significant, these variations considerably influenced the budget. Management of financial resources in a public higher education institution of UFSC's size should be continuously monitored to take timely actions and make corrections to avoid greater losses. Research Implications: This study exposes and clarifies the Performance Indicators of UFSC's budget management from 2010 to 2013, for future reflection on budget management. Originality/Value: his study contributes to understanding UFSC's budget management by examining its performance indicators. The relevance and value of this research lie in the growing necessity for effective financial management in public universities.

Didactic Infrastructure Management and Curriculum Implementation in Public Universities in Northern Uganda

This study investigated the levels of curriculum implementation and didactic infrastructure management in public universities in Northern Uganda. It evaluated the influence of didactic infrastructure management on curriculum implementation in public universities in Northern Uganda. It was hypothesised that didactic infrastructure management has no significant relationship with curriculum implementation in public universities in Northern Uganda. The study was guided by a pragmatic worldview and embraced a concurrent mixed-methods research design. The study used a questionnaire to collect quantitative data from 123 respondents. Qualitative data was collected from 26 participants through interviews. Furthermore, eight focus group discussions were conducted. The quantitative data collected was analysed using descriptive statistics, correlation coefficient analysis and multiple linear regression techniques, while thematic analysis techniques were used to analyse qualitative data. The study revealed that, generally, the levels of curriculum implementation were low and didactic infrastructure management was moderate. The study results showed that didactic infrastructure management had a significant influence on curriculum implementation in public universities in Northern Uganda. The null hypothesis that didactic infrastructure management has no significant relationship with curriculum implementation in public universities in Northern Uganda was rejected. The study concluded that didactic infrastructure management is significant for curriculum implementation. Therefore, it was recommended that public universities in Northern Uganda improve the management of their didactic infrastructure, such as libraries, sports facilities, and halls, to further enhance curriculum implementation, especially in areas of preparation for teaching, content delivery, and assessment of learning

Introduction: the concern about the limited progress in public institutions in Peru in the field of digitization of processes, despite the existence of legislation in force with coordinated actions from the State, to advance the digital development of the country. Objective: analyze the current situation of the system of document processing through digital signatures and administrative management in public universities. Methods: bibliographic research developed through a systematic review of repositories of Peruvian universities dated since 2019 and with the support of Google Scholar. Results: the findings showed that the existing advances continue to be scarce despite having demonstrated the benefits they bring to these entities in the use of human resources, materials, and time costs, as well as in the streamlining of their administrative processes, in line with the global trend of zero paper.Conclusions: un effort should be made to convey the benefits achieved with the application of this system, to overcome the doubts expressed by the respondents and to achieve an adequate implementation of the system

The Mediating Influence of Leadership Style within the Nexus of Organizational Agility and Performance Outcomes in Public Universities in Kenya

Public universities in Kenya have been operating in an environment that has been changing over the past few years, and the numerous uncertainties have made survival difficulty. Ineffectiveness and inefficiencies in the public universities, low global ranking of public universities, low research output and the weak university-industry partnerships due to the closed system nature of public universities and other internal and external factors have continued to affect university performance. The application of the concept of organizational agility may be viewed as a panacea to addressing the above pertinent issues and bring the public universities to a higher level of performance in uncertain changing environment. Therefore, the goal of this study is to examine the mediating influence of leadership style within the nexus of organizational agility and performance outcomes of public universities in Kenya. The research is anchored on Dynamic Capability theory, Resource based view theory and Learning organization theory. Semi-structured questionnaires were used to measure both quantitative and qualitative data, using descriptive and explanatory research methodologies for empirical analysis. Content analysis was used to analyze the qualitative data, and the results presented in accordance with patterns and themes. The target population was the 31 fully fledged public universities in Kenya out of which 10 were sampled systematically from best to worst ranked institution based on January 2023 web metrics global university ranking scale. The study targeted 220 respondents comprising of Deputy Vice Chancellors, Deans of schools and faculty, academic department heads and key senior staff in administration. Out of this, only 207 returned the questionnaire accounting for 94.1% success rate. Due to the characteristics of the respondents and the goal of the investigation, a proportionate random sample technique was employed to choose the respondents for the study. A drop-and-pick methodology was used to collect data by trained research assistants. The questionnaire was subjected to both validity and reliability tests by carrying out a pilot test on different group from the study group but with similar characteristics and use of SPSS version 27 to process the data. Using a multiple regression analysis approach, descriptive and inferential statistics were employed to analyze the data in accordance with the specific research objectives and hypotheses. Results from quantitative data analysis were presented using figures and tables while qualitative data was analyzed based on common themes and presented in narrative form. The findings of the study established that leadership style fully mediated effect on relationship between organizational agility and university performance outcomes. These findings were found useful in management of public universities in the face of uncertainties. Furthermore, these findings are expected to provide a framework for enhancing performance outcomes of public universities in the midst of adverse environmental circumstances.by forming appropriate policies and strategies through application of appropriate leadership styles.

Electronic human resource management and its impact on talent management in the Jordanian Universities

BACKGROUND: Talent management plays an essential role as part of the HRM function in managing all employees, resulting in high performance. The role of human resources management has rapidly changed from focusing solely on recruitment, employee benefits and payroll to strategic human resources, focusing on sustaining and driving business strategies. OBJECTIVES: This study sought to determine the extent to which electronic human resource management and talent management principles were used in Jordanian universities. Additionally, it examined how electronic human resource management, including its components of hiring, training, and performance evaluation, might affect talent management in public universities. METHODS: The study sample, which included 470 faculty members, deans of faculties, and heads of departments at Jordanian universities, was given a questionnaire. Using the statistical software SPSS, simple and multiple regression were used to test the study’s hypotheses. The arithmetic means, and standard deviations were utilized to determine the levels of application of the study variables from the faculty’s point of view. RESULTS: The results of the study revealed that the application level of electronic human resource management and talent management is medium. There is a statistically significant effect of electronic human resources management on talent management. Multiple regression was used to test the sub-hypotheses that showed a statistically significant effect of training and electronic performance evaluation on talent management and the absence of an effect of electronic recruitment on talent management. CONCLUSION: Jordanian universities use electronic human resources management for operational rather than strategic purposes. Therefore there is no need to improve the infrastructure for electronic human resources management and talent management and align that with the general strategy of universities.

Developing green knowledge toward supplier selection: a green intellectual capital perspective

PurposeThere is sufficient literature on green knowledge regarding supplier selections. Notwithstanding, there are hardly any empirical studies that analyze green knowledge toward supplier selection through the lenses of green intellectual capital (GIC). This paper aims to analyze green knowledge development toward supplier selection through the lenses of GIC.Design/methodology/approachThis study uses an exploratory case study approach involving seven public universities in Ghana. A purposive sampling technique was used in selecting respondents who were interviewed through face-to-face and focus group discussions with a semistructured interview guide. Atlas ti software was used to generate themes for discussion.FindingsThe findings of this study attribute the nonapplication of green criteria to supplier selection to low knowledge among practitioners. Training, collaboration, opportunities for further studies and affiliation with professional bodies were identified as means to enhance green knowledge. Green human capital factors that support knowledge enhancement include commitment, capability, skills and ease of understanding.Practical implicationsGreen procurement practitioners in public universities in developing countries stand little chance of integrating green criteria into supplier selection if they do not develop their level of knowledge.Social implicationsSelecting green suppliers is a complex issue for public organizations, particularly universities. This study would therefore help equip managers of public universities and procurement practitioners with the relevant GIC knowledge for the successful integration of green credentials into supplier selection.Originality/valueThis paper highlights the importance of knowledge in green supplier selection. To the best of the authors’ knowledge, analyzing the role of GIC in knowledge development is considered the first of this kind of study.

Influence of the Use of E-Learning Technologies on the Learning of Business Education Courses as Perceived by Business Education Students in South-South, Nigeria

The study was carried out to determine perceived influence of the use of e-learning technologies on the learning of Business Education courses in Public Universities in South-South, Nigeria. The study was guided by two research questions and two null hypotheses. The study adopted descriptive survey research design. The population of the study is eight hundred and seventy-nine final year students in public universities in South-South, Nigeria. The sample of size of 275 Business Education students, through Yaro Yamane formula was studied. Structured questionnaire containing 25 item entitled “Perceived influence of the use of e-learning technologies on the learning of Business Education courses” were used for data collection. The instrument was validated by three (3) experts. The Cronbach Alpha Reliability coefficient was 0.97 and 0.91. 275 copies of instrument were distributed; 250 copies were successfully retrieved from students. Mean (X) and Standard Deviation (SD) were used in analyzing the research questions. The null hypotheses were tested at 0.05 level of significance using t-test statistical tool. The findings showed that the use of digital library, video conference and Google search engine have positive influence on the learning of Business Education in Public Universities in South-South, Nigeria. The hypotheses tested showed there is no significant difference between the opinion of students in Federal and State Universities perceived influence of digital library in learning of Business Education courses, there is no significant difference in the mean ratings of male and female Business Education students on the perceived influence of the use of video conferencing in learning of Business Education courses, Nigeria and there is no significant difference in the mean ratings of Business Education Students in Federal and State Universities on the perceived influence of the use of Google Search Engine in learning of business education courses in public universities based on school ownership. Based on the findings of the study, it was concluded that, the use of digital camera, digital library, video conferencing and Google search engine are believed to have influence on the learning of Business Education courses in public universities in South-South, Nigeria. The study recommended among others that management of public universities in South-South zone of Nigeria should endeavour to adequately provide e-learning technologies identified in order to sustain e-learning in learning of business education courses. The educational implication is that the e-learning technologies for teaching and learning of Business Education courses influence teaching and learning of Business Education courses. Training and re-training of lecturers in the utilization of e-learning technologies should be adopted, because it will improve lecturers’ skills in business education courses and also help students to learn better and faster in the classroom.

Guidelines for Improving the Budget Performance Management of Public Universities in Guangdong

The objectives of this research were: 1) to study the current situation of budget performance management of public universities in Guangdong; 2) to investigate the guidelines for improving the budget performance management of public universities in Guangdong; 3) to evaluate the adaptability and feasibility of guidelines for improving the budget performance management of public universities in Guangdong.The sample group of this research was 285 administrators in public universities in Guangdong. They were selected by systematic random sampling and sample random sampling. The interview group was ten administrators from seven representative universities in Guangdong. The experts for evaluating the adaptability and feasibility of guidelines for improving budget performance management consisted of high-level administrators from each usual public university, totaling seven people. Research instruments included 1) a questionnaire, 2) a structured interview, and 3) an evaluation form—data analysis using percentage, mean, standard deviation, and content analysis.The results were found that: 1) The overall level of budget performance management of public universities in Guangdong is high, but it also reflects many problems; the main issues were as follows: (1)There were widespread challenges in budget performance goal management within universities, (2) including incomplete performance execution tracking and monitoring management, (3) insufficient strategic alignment of performance evaluation management, and (4) difficulties in applying performance evaluation results in feedback and application management, 2) The guidelines for improving the budget performance management divided into three aspects, which including (1) budget organization, (2)budget process, and (3)information system; and 3) The adaptability and feasibility of the guidelines for improving the budget performance management of universities were at the highest level.
