ANALYSIS OF THE IMPLEMENTATION OF THE PROGRAM “YOUNG FARMER” IN THE LUBELSKIE VOIVODESHIP IN THE YEARS OF 2007-2016

The aim of the research is to present the implementation of the program Facilitating the start of young farmers under the Rural Development Program in 2007-2013 and the state of implementation of the program Bonuses for young farmers in the years of 2014-2016 in the Lublin voivodeship as part of RDP 2014-2020. The research material were data provided by the Lubelski Regional Branch of the Agency for Restructuring and Modernization of Agriculture (ARiMR) based in Elizówka, Lublin. In the Lubelskie Voivodeship, 6,849 applications were submitted, which constituted 12% of all applications for support submitted, and 5,371 contracts were signed. The largest number of applications for support was submitted in the Bialski poviat – 1,128. The Lublin poviat, with the result of 665, ranked second in terms of the submitted applications. The following places were taken by the poviats of Radzyń, Parczew, Chełm, and Hrubieszów. The average age of beneficiaries ranged from 21 in the Radzyń poviat to 26 in the Tomaszów poviat. The new recruitment was characterized by a higher age of beneficiaries submitting applications, both at the level of voivodeships and at the level of poviats. In 2007-2013 in the Lubelskie Voivodeship, the average area of the farm taken over was 13.8 ha. At the level of the Lubelskie Voivodeship, the largest farms were established in the poviats of Parczew and Chełm. The majority of beneficiaries submitting applications in the Lubelskie Voivodeship in both editions of the program had secondary education.In the years of 2007-2016, field crops and mixed production were the main types of production in most farms.

Dynamics and directions of local changes in the tourist function in Lublin voivodeship in the years 2000-2015

Wskaźniki funkcji turystycznej, określone na podstawie wielkości bazy noclegowej oraz ewidencjonowanego w niej ruchu turystycznego, stanowią jedną z metod mozliwych do zastosowania w ocenie rozwoju turystycznego obszaru. Celem ponizszego opracowania jest rozpoznanie, przedstawienie i analiza kierunkow zmian funkcji turystycznej wojewodztwa lubelskiego w powiatach. W postepowaniu badawczym zastosowano metody wskaźnikowe, wykorzystując odpowiednie dane z lat 2000 i 2015 zaczerpniete z GUS. Uzyskane wyniki pozwolily poznac czasowy trend zmian potencjalu noclegowego oraz ruchu turystycznego notowanego w tych obiektach i na tej podstawie oszacowania zmian funkcji turystycznej. Wysoką pozycje w rozkladzie mierzonych wskaźnikow funkcji turystycznej (Schneidera, Charvata i Deferta) zajmują powiaty: pulawski, wlodawski, janowski i zamojski. Wyrozniają sie one znaczącymi zasobami przyrodniczymi i kulturowymi oraz stosunkowo dobrze rozwinietą infrastrukturą. Skupiają sie one w trzech obszarach pokrywających sie z glownymi regionami turystycznymi wojewodztwa lubelskiego.

Determining the occurrence of the Uncinaria stenocephala and Ancylostoma caninum nematode invasion in dogs in Poland, with special emphasis on the Lublin region

Apart from roundworms, Ancylostomatidae nematodes are presently the most frequently observed nematodes in dogs in Poland, with two species described so far: Uncinaria stenocephala and Ancylostoma caninum. The study aimed to determine the hookworm species found in dogs in Poland, with special emphasis on the Lublin region. The study material consisted of fecal samples collected from 500 dogs from the area of the Lublin voivodeship. With the use of microscope methods, parasite eggs were found in 56.4% of the samples, dominated by the Ancyclostomidae nematode (26.8%). The isolated hookworm eggs were subject to morphometric measurements, giving a mean length of 77.60 μm and width of 44.25 μm (±SD ±6.01 and ±4.54 respectively) within the range 67-91 × 36-56 μm. The hookworm larvae that hatched from the samples were subject to molecular analysis (72 samples) and all were identified as U. stenocephala. In the area of the Lublin voivodeship U. stenocephala is the dominant hookworm species in dogs.

Lokalne czynniki innowacyjności – perspektywa władz lokalnych i przedsiębiorców

Celem pracy jest określenie kluczowych czynników wzmacniania innowacyjności lokalnej gospodarki z perspektywy lokalnych uwarunkowań rozwojowych i na tej podstawie wskazanie wniosków w odniesieniu do lokalnej polityki proinnowacyjnej. Badania sondażowe z wykorzystaniem kwestionariusza wywiadu skierowanego do przedstawiciela władzy lokalnej oraz skierowanego do właścicieli (lub menedżerów) przedsiębiorstw zrealizowano na terenie dwóch powiatów województwa lubelskiego. Materiał badawczy stanowiło 14 wywiadów z reprezentantami gmin i 147 wywiadów z przedsiębiorcami. Pozytywnie zweryfikowano hipotezę o występujących różnicach w postrzeganiu lokalnych czynników innowacyjności z perspektywy lokalnych władz samorządowych i przedsiębiorców, a także różnicach w postrzeganiu roli lokalnych czynników innowacyjności występujących na obszarach o różnym stopniu zaawansowania procesów rozwojowych w skali lokalnej.

Diagnoza start-upów funkcjonujących w Polsce

The paper analyses Polish start-ups operating on the market. In addition, it compares international trends, as well as ecosystems of innovative Polish start-ups. Particular attention was devoted to a meagre but ever-expanding market of start-ups in the Lublin Voivodeship. Clusters in the Lublin region, which constitute the main driving force behind the establishment of start-ups and support for young entrepreneurs in the region, were also discussed.

Outsourcing w zarządzaniu szpitalami publicznymi w województwie lubelskim

The aim of this article is to present the research results concerning the identifiation of the relations between the outsourcing use and the achievement of the economic goals by the healthcare facilities. The research was conducted in the years 2011–2014 among the senior management of public hospitals in the Lublin Voivodeship, with the use of the self-made questionnaire and the analysis of the hospitals’ fiancial documents. Then, with the use of the statistical analysis, the correlations between the proposed financial variables and the questionnaire answers were identified. Public hospitals use contract outsourcing mainly in the scope of the ancillary and quasi-operational services. The major correlations of the outsourcing use with: the current ratio, debt ratio and the fiancial result concern the effects of its use, i.e. the possibility of focusing on the primary activity by the management staff or on the fear of the likeliness of outsourcing company increasing the prices. The crucial relations were also observed between the “overall” fiancial ratio and the equipment and facilities connected with the activities contracted out to an external company, and between the methodology and the complexity of implementing this concept. To sum up, outsourcing some services, besides achieving quality goals, has also an impact on a facility’s economic results because quality effects of outsourcing indirectly influence the financial results of a unit. Moreover, cooperation with a partner company, instead of outsourcing a given service and excluding it from the managerial activities, not only can increase the quality of the function that has been handed over, but also it can improve the main fiancial ratios.

Changes of species composition of the Poa pratensis-Festuca rubra plant communities in drainage peatland

AbstractThe objective of this study was to examine the vegetation cover and describe the floristic diversity of selected plant communities of extensive and abandoned grasslands within the Forest of Parczew PLB060006 – a Natura 2000 protected area. Floristic surveys were conducted in the meadows in years 2001 and 2013 under the conditions of natural succession of the communities Poa pratensis-Festuca rubra. The area is situated in the northern part of the Lublin Voivodeship, in the physiographic mesoregion the Łęczna-Włodawa Lakeland. Those communities were characterized by average species richness and floristic diversity index values. The cover index decreased considerably in the case of 8 species, and increased for 12 species. A large increase in the cover index of Holcus lanatus, Deschampsia caespitosa, Galium mollugo, Anthriscus sylvestris and Polemonium caeruleae is particularly noteworthy. In 2001, 39 species of plants were recorded in all relevés, compared to 41 species recorded in 2013. Over 12 years, 11 species disappeared, but 13 new ones emerged. For the time being, the average species richness N increased from 12 to 16 per relevé. The biodiversity index H' increased from 2.8 to 3.6.

Inter-colony differences in hepatic element concentrations of European flagship farmland bird, the Rook Corvus frugilegus, breeding in rural habitats in East Poland

Concentration of 12 trace elements (Cd, Cr, Cu, Hg, Mg, Mn, Ni, Pb, Se, Sr, V, Zn) in livers of 29 adult Rooks Corvus frugilegus breeding in agriculture landscape in the Lublin Voivodship (South-East Poland) were determined. The presented study aimed to compare elements concentration between colonies and sexes, as well as to determine common sources of metals and elements. Analyses for particular elements revealed exclusively one significant effect of colony location on hepatic concentration of cadmium. No sex differences were found what may be explained by the lack of diet differences and/or low sequestration of the surplus of non-essential elements in females to the eggs during their formation. Bioaccumulation of Cd appears to be strongly site-dependent. The highest concentrations of this element were recorded in rookeries located in big size farms with large monocultural cultivated areas with intensive use of fertilizers. Cluster analysis suggests that fertilizers and other agrochemicals, are likely sources of tissues contamination in species foraging on soil invertebrates. The intense agriculture production with regular use of agrochemicals, promoted nowadays may lead to pronounced absorption of toxic elements by species associated with farmland.

Activity of Dehydrogenases as an Indicator of Soil Environment Quality

Activity of dehydrogenases (DHs) indicates the presence of viable and physiologically active (physiologically active or physiological activity) microorganisms. Their presence (activity) in soil is correlated with the content of organic carbon, microorganisms, nitrifying activity and microbial respiration. Determination of DHs activity allows to control changes in soil microbial population and is considered as an important parameter of soil quality. The aim of the study was to determine the effects of different farming systems on the enzymatic activity in soil under winter wheat. The research was conducted in the years 2014–2016 on long-term field experiment under two different farming systems (ecological and conventional) at the IUNG (PIB) Experimental Station located in Osiny (Lublin Voivodeship), Poland. Each farming system differs in crop rotation system and whole agrotechnics, which have been adapted to its specificity. Determination of DHs activity was performed using Casida et al.’s (1964) method with modifications. Measured DHs activity was expressed in milligrams of triphenyl formazan (TPF) per 100 g of soil within 24 hours. The results showed that ecological farming system beneficially influenced soil environment.

LOCAL ACTION GROUPS FOR SOCIAL INCLUSION IN LUBLIN REGION

The aim of the study was to characterize the functioning of the Local Action Groups (LAGs) in the 2014–2020 perspective and to assess the scale and extent of LAGs impact through the social inclusion policy for rural and urban-rural communities in Lublin voivodship. The aim was achieved through the analysis of literature as well as documents regulating the functioning of all 22 LAGs in Lubelskie Voivodship. The desk research method was also used. In the analysis of the research material elements of descriptive statistics and the significance test of differences were used. It has been demonstrated that counteracting social exclusion in various dimensions and areas was outlined in the statutory purposes and development strategies of all LAGs. Among the LAGs investigated there are entities that actively implement the policy of inclusion. However, the activity of LAGs surveyed in the activities undertaken under the National Program for the Development of Social Economy is low.

Using Tools of Strategic Management in Medical Facilities of Lublin Region

Abstract The purpose of this article is to evaluate the use of tools of strategic management in hospitals in Lublin region. The study was conducted among 14 medical entities from the area of Lublin Voivodeship. The survey was addressed to economic directors or chief accountants of health care facilities and sent by post. The questionnaire was also helpful in conducting an in-depth interview as it provided a required structure. As part of the interviews with managers of health care facilities, information beyond the questionnaire was acquired, e.g. about the mission. According to studies, most health care facilities develop strategic plans (71.4%). For 21.4% of the studied facilities, the strategic plan is known mainly to management. In contrast, 28.6% of entities do not have a strategic plan. The presented results of the research can increase the effectiveness of activities in each area of the health care facility, continuous process improvement and rapid response to changes in the environment.

Exploitation and Protection of Resources in Ecological Farms of a Subregion of Lublin Voivodeship

Abstract Subject and purpose of work: The purpose of the study is to evaluate the utilisation of resources necessary for agricultural production as well as their protection in farms conducting ecological production. The deliberations undertaken in this paper focus on certified farms due to their specificity and character of their production, which is compatible with the principles of sustainable development. Materials and methods: The article uses the results of research from twenty ecological farms in the Chełm- Zamość subregion of Lublin Voivodeship. The deciding factor in selecting this region was the prominent role of agricultural production in this region when compared to the other ones in the voivodeship. Results: The research results have shown that there is a lack of correlation between actions taken by producers and caring for the natural environment. Farmers displayed little awareness with regard to the use of environmental resources and assets in agricultural production. Conclusions: Running a farm aimed at ecological production is connected with the implementation of solutions that have not found application in traditional agricultural production, with obtaining a certificate and the need for training and further study. This does not, however, translate into the introduction of pro-ecological solutions in agricultural production or the farm itself. A significant share of the investigated producers did not report the need for introducing such solutions. It indicates the need for continuous broadening of knowledge and creating ecological.

OPTIONS FOR THE DEVELOPMENT OF AN AGRICULTURAL REGION IN THE LUBLIN VOIVODESHIP ON THE BASIS OF THE CONCEPT OF BIO-ECONOMY

This study aims to present the role of an institution in the development of Lublin Voivodeship based on the concept of bio-economy. The work covers an analysis of the structure of economy in the analysed region, institutional infrastructure, entrepreneurship, innovativeness and competitiveness in the region as well as administrative, political and economic institutions in the context of implementing the assumptions of the discussed concept of development. The source material comprises strategic documents of Lublin Voivodeship as well as reports and information made available by the analysed institutions. The results of research indicate that scientific and engineering skills, shaped by 97 schools and research and development units, are a strong point of the region as far as supporting the development of bio-economy is concerned. However, the region does not look good in terms of the number of centres for innovation and entrepreneurship.

PM10 concentration and microbiological assessment of air in relation to the number of acute cases of type 1 diabetes mellitus in the Lubelskie Voivodeship. Preliminary report.

The aim of our study was to evaluate the relation between the concentration of particulate matter of less than 10 μm in diameter (PM10) in air and the effect of psychrophilic bacteria, mesophilic bacteria and mould fungi on the number of new cases of type 1 diabetes mellitus in children and adolescents in the Lubelskie Voivodeship in the years 2015-2016. Epidemiological data on the number of new cases of T1DM was obtained from the Department of Paediatric Endocrinology and Diabetology of the Medical University in Lublin. The number of births for the year 2015 and 2016 in the Lublin Voivodeship was acquired from the statistical yearbook by the Polish Central Statistical Office (GUS). Data on PM10 concentration in the Lubelskie Voivodeship was obtained from the report and annual evaluations of air quality prepared by the Voivodeship Inspectorate of Environmental Protection (WIOŚ) in Lublin. The analysis of psychrophilic bacteria, mesophilic bacteria and mould fungi in air was performed with use of the impact method and an air sampler. In the years 2015-2016 in the Lubelskie Voivodeship the number of births was 39 381 and 152 new cases of type 1 diabetes mellitus were recorded. The annual and 24-hour concentration of PM10 in air in 2015 was higher compared to 2016; however, the difference was not statistically significant. Moreover, we detected a higher number of psychrophilic bacteria 2739 vs 1000 CFU/m3 and a significantly higher number of mesophilic bacteria 92493 vs 1000 CFU/m3 than the norm specified in the Polish standard PN-89/Z-04111/02. A further analysis of air samples collected in the Lubelskie Voivodeship revealed lower a concentration of mould fungi compared to the Polish standard PN-89/Z-04111/02 (3840 vs 5000 CFU/m3, respectively). We isolated 9 types of mould fungi and 1 type of yeast-like fungus that are thought to have a negative effect on people's health. The statistical analysis revealed a relation between the number of new cases of T1DM and the number of psychrophilic bacteria (β= 2.86; p<0.05), mesophilic bacteria (β = 2.824; p<0.05) and the number of mould fungi (β=2.923; p<0.001). The analysis of linear regression revealed a relation between the number of new T1DM cases and mean annual concentration of PM10 for the year 2016 (p<0.001). However, there was no relation observed between the number of new cases of T1DM and the mean annual concentration of PM10 in air in the Lubelskie Voivodeship in 2015. Our preliminary results confirm the not yet fully explored relation between air pollution and the risk of type 1 DM in children and adolescents.

Trends in potential accessibility to airports in Poland (AAI indicator)

Correct evaluation of transport investments financed under different operational programmes requires comprehensive analysis of the influence of those investments on transport accessibility changes. Accessibility changes concern multiple transport modes simultaneously (among others, road, railway, air and inland water transports). From this viewpoint, the factor of key importance is using a synthetic accessibility indicator in a multimodal approach as well as modal indicators, including Air Accessibility Indicator (AAI). In this paper air accessibility to airports was assumed to result on the one hand from the time of travel to all airports in the country, and on the other hand to depend on the airport capacity. All major investments carried out at airports and aimed at increasing the capacity of terminals were taken into consideration. Attractiveness of an airport was assumed to be analogous to its capacity. We use potential accessibility indicator. On each spatial level of the analysis below the national one, i.e. from the commune level through the voivodeship level up to the macro-region level, accessibility analysis is prepared based on all routes between an arbitrary pair of communes in Poland (matrix layout). We focus on the calculation of accessibility indicators at the municipal level. Poland is slowly entering the development phase where some regions become saturated with modern transport infrastructure (road and air infrastructure in particular). By percentage, Eastern Poland benefited the most from air investments (over threefold AAI indicator increase), including in particular the Lublin and Podlaskie Voivodeships, primarily as a result of opening new airports in Lublin and Modlin.In conclusion, the conducted research confirms the thesis that improvement of accessibility in air transport may be achieved both by erecting or modernising airport infrastructure (new structures, capacity increase) and by developing land transport.

Zadłużenie jednostek samorządu terytorialnego jako uwarunkowanie absorpcji środków unijnych

The aim of the research is to outline the influence of the debt of the selected local government units on obtaining EU funds. In order to meet the objective, two hypotheses have been raised. The first one implies that the volume of the local government units’ debt has an impact on the absorption of EU funds, whereas the other hypothesis states that local government units slow down the process of indebtedness towards the end of the financial perspective in the years 2007-2013 in order to prepare for obtaining EU funds for the years 2014-2020. The examination covers 46 municipalities of the Lublin voivodship, both of urban-rural (26 municipalities) and of urban nature (20 municipalities, including four city counties). The conducted analysis has not supported the first hypothesis. The other hypothesis seems correct to some extent, since over half of the cities reduced their debts before the period of the new EU perspective.

The occurrence and significance of coexisting diseases and disorders in the process of diagnosis and treatment of sensory integration disorders – preliminary report

Therapy of sensory processing disorders is becoming more widespread and available as a therapeutic method, and supports the development of a child. Recently, the availability of classes conducted using this method has greatly increased, and more and more children are beginning to take part in these therapeutic activities. Sensory processing disorders have signifi cant impact on the functioning of a child. The study was conducted to answer the question of whether and how co-existing diseases and disorders can affect the process of diagnosis and therapy in the fi eld of sensory processing disorders. The study included a group of children reported to diagnosis for sensory integration disorders at the Center for Sensory Integration Disorders and Rehabilitation in Lublin between 2012-2014. All subjects lived in the Lublin Voivodeship. We analyzed records of 40 children aged 2 years 6 months to 9 years 8 months, for whom the diagnosis was carried out in the direction of sensory processing disorders, and their diagnosis indicated a sensory integration dysfunction. At the time of beginning therapy, on the basis of interviews conducted with parents/legal guardians, co-existing diseases or disorders related to 37% of those undergoing therapy. Additional tests and consultations, conducted already in the course of therapy, showed co-existing disorders or diseases for a larger group of children - data collected during the 6-month period from the beginning of treatment showed that 65% of children required care of a specialist clinic. The largest group were children who required additional orthoptic therapy. Knowledge of co-existing diseases and disorders is a condition making the therapy safe and effective. The Use of Cartographic Methods in the Analyses of the Rural Real Estate Market

The paper presents cartographic methods of analysis of the rural real estate market on the example of the commune Wąwolnica (Lublin Voivodship, Poland ) located on the border of Kazimierz Landscape Park. The primary source of data is the register of notarial deeds of estate sales and purchases (in Polish: Rejestr Cen i Wartości Nieruchomości ). The analyses result in presenting the phenomena and statistical indexes characteristics of local market. Besides basic values like mean price per cadastral unit or number of properties per property type, more complex computations in a form of interpolated statistical surfaces are included. The application of a cartographic method of research provides correlations of presented data and other features of the environment. The author stresses the meaning of proper cartographic methodology which is vital in the case of using Geographic Information System (GIS ) software.
