METHODICAL APPROACHES TO EVALUATION OF INFRASTRUCTURE SUPPLY OF TRANSPORT AND LOGISTICS SYSTEMS

Introduction. The state and development of transport and logistics systems of the territories is inextricably linked with the investment climate and social and economic development, since it affects the mobility and dynamism of social and economic processes, forms additional advantages for the development of all types of business. That is why the study of the level of infrastructure provision of the transport and logistics system of the regions of Ukraine remains an important issue in modern conditions. Purpose. The article aims to develop the methodical tools for assessing the proportionality of the infrastructure provision of transport and logistics activities in the regions and the efficiency of the use of existing infrastructure objects. Results. The article deals with the essence and systematization of the main components of the transport and logistics infrastructure of the region. Under the infrastructure of transport and logistics activity of the region, it is proposed to understand the complex system of technical, organizational, economic, and informational and communication support for the implementation of transport and logistics services, which are concentrated in this region. The methodical approaches to carrying out of complex estimation of the infrastructure provision of the regions' development have been explored. The methodical approaches and analytical tools for estimating the imbalances of infrastructure provision and the efficiency of transport and logistics systems functioning in the regions are based on the calculation of the system of comparative indicators and parameters of transport and logistics activity in the regions and take into account the peculiarities of their geographical location and the corresponding competitive advantages (technical, organizational, financial, informational and specific). Conclusions. The effectiveness of the development of strategic plans and programs for the development of transport and logistics infrastructure at both the national and regional levels requires a systematic picture of the state of the infrastructure in certain regions and the weaknesses in which major efforts should be directed to overcoming. In this context, the use of the author's methodological toolkit can be useful in identifying the strengths and weaknesses of the regions, their clustering, and identifying the priority tasks of optimizing the transport and logistics system in the design process of transport sector plans and programs.

Implemantation of world experience in credit programs of development of logistics infrastructure, logistics systems and technologies

Transport and logistics infrastructure is an indicator of the state's readiness to cooperate with international partners, to expand contacts etc. The quality of the logistics system within the company plays a significant role in profit making. The object of the study is the process of lending for the development of logistics infrastructure. One of the biggest weaknesses is that the quality of Ukrainian transport infrastructure is not satisfactory, according to a study by the World Bank. And there is no practice of lending programs for the development of logistics infrastructure by Ukrainian or foreign banks in Ukraine. Therefore, an analysis of the foreign experience of lending to the development of logistic infrastructure was conducted. The experience of the Philippines, USA, India and Bulgaria is considered. According to the results of the analysis of international lending programs, a structurally-functional model of the process of lending for the development of logistic infrastructure development using the CASE-method in the ERwin Process Modeler software product according to the IDEF0 standard was constructed. This model has made it possible to identify the main stages of funding for the development of logistic infrastructure and to demonstrate the interrelations between participants and the methodological support of this process. The Ukrainian government should pay attention to such positive moments of world experience in transport infrastructure as: – attraction of foreign investors specializing in innovations; – improvement of the railway infrastructure; – construction of highways; – improving the quality of roads, etc. This will strengthen international contacts with Ukraine, increase energy efficiency of production and significantly reduce the burden on the basis of Ukraine's transport and transport components

In the article the modern problems of development of the market of logistical services and features of formation of a transport-logistical infrastructure in the world and Ukraine are investigated. The features of the development of the modern world transport and logistics service is the centralization of logistics functions, the diversification of the activities of transport companies, while the differentiation and corporativeness of freight forwarding capital.The main obstacles to the development of the domestic logistics market are identified. Barriers to the active development of transport and logistics infrastructure in Ukraine is the technological backwardness of the domestic transport system in comparison with the developed countries; Insufficient level of development of the transport infrastructure as a whole; Imperfection of legislative base in the field of logistics and land relations; High administrative and bureaucratic barriers; Lack of private investment.The creation of a system of logistics economic complexes along the lines of international transport corridors with the use of the unique trade and transport potential of the country will make it possible to turn logistics into a branch of the national economy.

Consensus Toward a Northeast Asian Economic Community

The Northeast Asia Economic Forum (NEAEF) is a regional nongovernmental organization created in 1991 to sponsor and facilitate research, networking, and dialogue relevant to the economic and social development of Northeast Asia. The Forum is also committed to promoting understanding and relations among the peoples of Northeast Asia, North America, and Europe. NEAEF’s main objective is to conduct research and conference activities aimed at functional economic cooperation such as cross-border energy, transportation and logistics infrastructure development, and capital mobilization. The Forum holds annual conferences, workshops, and seminars for planning, facilitating, coordinating, and implementing international and interdisciplinary solutions to common policy problems. It is the only nongovernmental regional organization in which all the nations of Northeast Asia and the US are consistent and active participants. For the year 2016, NEAEF in collaboration with the Korea Institute for International Economic Policy (KIEP), carried out activities aimed at building a Northeast Asian economic community. NEAEF has established the basis of a strong network for functional cooperation, for example, regular discussions among stakeholders on financing cross border infrastructure development. For the year 2016, the goal was to take more concrete steps toward a Northeast Asian economic community including efforts to increase dialogue with North Korea, with a view to future functional cooperation. NEAEF has continued to maintain a cooperative networking approach and exchanges with North Korea regarding the Tumen River Area and North Korean special economic zones. This year’s volume titled, Consensus Toward a Northeast Asian Economic Community presents the results of a project implemented in 2016 that includes the planning meeting discussions as well as the presentations and summaries of the 2016 NEAEF Annual Conference in Changchun, China.

ЕКОНОМІЧНА КРИЗА ЯК ПЕРЕДУМОВА РЕГІОНАЛЬНИХ ЗРУШЕНЬ В ЕКОНОМІЦІ ЯПОНІЇ

In article analyzed the signs and consequences of the economic crisis in Japan, revealed a system of anti-crisis government measures to stimulate economic growth, the stock market and real estate market, public policy and social programs. Successful anti-crisis measures and the negative effects of regulatory policy in the fall of domestic and foreign markets were considered. We were analyzed three major economic crises: the post-war crisis, the crisis of the 90s, the 2008 financial crisis. The economic crisis of the early 90s had a very specific background; analysis and reflection of them are allowed to reduce the crisis of 2008. The first crisis was caused mainly by internal economic factors, and the second – the global financial crisis. Pre-crisis economic had certain market conditions. During export economy Japan generated industrial growth, increase a foreign production, results of direct investment. Japanese companies had pursued a policy of active promotion in Asian markets. Over the years 2002-2007 decline the consumer demand, and in 2008 there were the first signs of recession. Textile and chemical industry, general engineering, ferrous metallurgy, information and communication electronic equipment had reduced production and profits. After analyzing the current situation in the world markets, the Japanese government approved the “Complex strategic measures to overcome the crisis.” The government executed the following major steps: 1. Increase local and regional regulation; 2. Reduction of taxes; 3. Exchange and stock markets regulation; 4. Reduce military spending; 5. The increase in exports, business building in regional market centers; 6. Promote small and medium enterprises (SMEs); 7. Formation of innovative markets; 8. Development of logistics infrastructure; 9. Reduce energy dependence, changing sources of energy; 10. The reform of social policy; 11. The reform of regional policy and investment; 12. The development of tourism projects. The experience of Japan can be adapted a series of reforms: decentralization, solving demographic problems, increasing regional and international business, scientific and technological development, investment in infrastructure and trade logistics, tourism development. Successfully reforms and strategic location was allowed Japan to survive the economic crisis and achieve economic growth.

China’s economic interests in the “One Belt, One Road” initiative

The article examines the “One Belt – One Road” initiative of China aimed at the development of transport and logistics infrastructure on the trade route from China to Europe. The authors pay special attention to the history of the Silk Road, which serves as an ideological basis for the modern initiative. The scale of the new project allows the authors to expect that its impact on the international trade will be comparable with the contribution of the historical Silk Road to the development of the global economy as we know it. The authors analyze the prospects of the development and implementation of the initiative in terms of China’s economic interests. The most significant threats associated with the initiative are identified.

The studies of the internal environment of rail transport allocated strengths and weaknesses of his hand, аmong which the main ones are: the critical level of wear and the low rate of renewal of rolling stock; low level of development of transport and logistics infrastructure; limitations in the application of advanced transportation technologies; complexity of customs procedures and border control; market share of railways is decreasing. The analysis of the external environment. It is proved that the transport strategy should spryamovaty primarily on the effective use of transit potential of the state.

Today transport existing facilities and logistics infrastructure of railway undertakings not allow for integrated transport and logistics services, and, accordingly, the process of transport and logistics service takes place in the absence of complete unity technological organizations and all participants of the transport process.The article substantiates the need for the development of transport and logistics infrastructure of railway transport through the use of marketing and logistics approach. The paper found that for the modern consumer transportation services essential acts of obtaining transportation and logistics services from a single mobile carrier and logistics operator. Established that due to the low level of development of transport and logistics infrastructure and the existence of a number of reasons other industry, today rail Ukraine is unable to provide a full range of transportation and logistics services, and, respectively, and present a united transport and logistics operator in country. On this basis, developed a complex mechanism of transport and logistics infrastructure of railways and defined its characteristics. The Analysis of the Mechanism of Coordinated Development between the Road Transport Logistics Infrastructure and the Logistics Service

Road logistics services can be developed quickly on the basis of perfect logistics infrastructure of road transport. And the development of road transport logistics infrastructure also needs to have the adverse effect of promoting the development of modern logistics. The article states the interaction relationship between logistics service and the road transport logistics infrastructure through theoretical method in this paper, which includes the support elements of the development of road logistics service, their interaction and the impetus of the coordinated development of both for the analysis of road transport logistics infrastructure and the coordinated development mechanism of the logistics service.

DEVELOPMENT OF GRAIN MARKET IN UKRAINE

The subject of the research is a set of theoretical, methodological and practical fundamentals of organizational and economic functioning are integrated agricultural formations in the grain market of Ukraine. The methodological basis of research is the complex analysis of economic processes in the grain market in Ukraine and the world. During research we used such methods as method of systematization and comparison, statistic, economic, balance, constructive, target-oriented, and the methods of induction and deduction, analogy and comparison. Main aim of this article is the analysis of the situation on the grain market in Ukraine, defining the role of integrated agricultural formations in this market, improving the organizational-economic mechanism of its functioning, identifies ways of improving the competitiveness of Ukraine among world exporters of grain. Using results of the studies we examined trends grain market in Ukraine; influence of businesses in grain production; analysis of constraints to improve production efficiency of grain; defined domestic (internal) needs of grain in Ukraine; assessed the status and expediency transformation infrastructure of the grain market of Ukraine; defined priority directions of development of the grain market in Ukraine. As a result of the preparation of articles, it is obtained the following conclusions: Ukraine is the world's largest producers and exporters of grain, the production of integrated agricultural units to a third of the total grain; technical condition of farm does not meet the needs of production; the domestic market is unable to provide the existing demand for grain production, contributing to export growth; Ukraine has a number of problems due to increased grain production, namely the shortage of storage capacity for the storage of grain, limited performance transshipment of grain in port elevators and imperfection and depreciation of transport systems; solving the existing problems is possible through the implementation of state and regional programs, implementation of joint projects with partner companies and the purchase of equipment and facilities through leasing programs. As a result of the development of logistics infrastructure of grain market provides employment generation, value-added products that will increase revenues to the state and local budgets. Besides Ukraine reach the strategic goal of producing 80 mln. tons of grain and strengthen positions in the global agricultural market.

Model for Building a Distribution Network Based on the Multivariate Analysis of the Industrial and Logistical Potential of Regions

The international integration of the Russian economy is connected to the need of the realization of the competitive advantages of the geopolitical position of Russia, the industrial potential of regions, the logistic infrastructure of transport corridors. This article discusses the design model of the supply chain (distribution network) based on the multivariate analysis and the methodology of the substantiation of its configuration based on the cost factors and the level of the logistics infrastructure development. For solving the problem of placing one or more logistics centers in the service area, a two-stage algorithm is used. At the first stage, the decisions on the reasonability of the choice of one or another version of the development are made with the use of the “Make or Buy†standard model. The criterion of decision making is the guaranteed overcoming of the threshold of “indifference†taking into account the statistical characteristics of costs for options of “buy†and “make†depending on the volume of consumption of goods or services. At the second stage, the Ardalan’s heuristic method is used for the evaluation of the choice of placing one or more logistics centers in the service area. The model parameters are based on the assessment of the development prospects of the region and its investment potential (existence and composition of employment, production, natural resources, financial and consumer opportunities, institutional, innovation, infrastructure capacity). Furthermore, such criteria as a regional financial appeal, professionally trained specialists, the competitive advantages of the promoted company and others are analyzed. An additional criterion is the development of the priority matrix, which considers such factors as difficulties of customs registration and certification, a level of regional transport infrastructure development, political risks and others. Fixing of regional consumers to this or that distribution center can be proved by the solution of open type transport problem. The result of the research is the development of optimal variants for placement of distribution centers based on the multivariate analysis. This model can be used in designing networks to promote products in the territories and regions whose accelerated socio-economic development is supposed.

Strategic guidelines of the development of logistics infrastructure in the sea-farming complex of Ukraine

In this article the basic strategic guidelines of logistics infrastructure functioning in the sea-farming complex ofUkraineare grounded. It is identified that the modern logistics infrastructure of the seafarming complex ofUkraineis characterized by a rather low level of development, substantial price disparities, high level of monopolization. The typical objects of logistics infrastructure include the prodution enterprises, warehouses, loading and unloading terminals and retail shops. The modern level of development of Ukrainian logistics infrastructure is studied. The volumes of cargo transportation, including marine ways are analyzed. It is noted thatUkrainecan become a convenient link in the service of cargo-traffic between Europe andAsiathanks to the favorable geographical location according to the estimations of specialists of the Ministry of Infrastructure. It is proved that the negative factors which affect the development of logistics services market are the dissatisfaction with the demand for warehouses and the transportation infrastructure is not enough developed, as well as the lack of qualified staff in the field of logistics. The prospects of logistic infrastructure development in the sea-farming complex ofUkraineare determined. Under the globalization of national economies the development of sea-farming complex has a strategic priority. The transformation of its logistics infrastructure must be based on a systematic approach which will include a study of the strategy of its development and detailization in strategic and current plans on the macro and micro levels. The main result of logistics infrastructure of sea-farming complex should be a minimization of the expenses for maintenance of material flows and their environmental safety.

Problems of the Development of the Infrastructure of the Far East (Russia)

In the conditions of the existing trends in the development of the mineral resource base of the Far East such as growth of trade turnover and increase of cargo traffic in the IAS countries, the need for changes from latitudinal direction of development of transport and logistics infrastructure in meridian direction arises.

Assessment of socio-economic potential of regions for placement of the logistic infrastructure objects

Currently, at the regional markets, there is a disproportion between the growing demand for transportation and logistics services and the availability of facilities needed for their implementation, which is because the high logistics costs and does not meet the strategic objectives of the country to create a common economic space. The article describes the system of market factors that have the most significant influence on the distribution of logistics facilities. Study and evaluation of potential changes in the region of logistics facility disposition are proposed to perform using simulation techniques and statistical data analysis. The article presents the engineered multivariate statistical models that control the kind and effect of correlation between socio-economic development factors of regions, as well as a simulation model, which allows to assess the dynamics of these factors and predict demand for logistics infrastructure facilities. The choice of region (subject) dislocation of the logistics center is proposed to realize by the developed technique based on the calculation of the integrated index that takes into account differences in the level of socio-economic and infrastructural development of the regions. This technique in conjunction with a simulation model is applicable to a variety of administrative and territorial levels (region, city) and allows to take into account both the current demand in the logistics infrastructure and demand dynamics. The technique given in the article can be used to assess the level of attractiveness of the Russian Federation in the development of public and private investment projects for the development of logistics infrastructure.

Food security and regional agricultural market: Economic analysis and development prospects

The analysis of dynamics and current state of an agrifood market is conducted on the case of the agrarian region of Stavropol Krai. The research objective is to analyse development factors and tendencies of the regional agrifood market; to assess the import dependency rate of selected product sectors; to investigate the perspective directions of domestic market saturation. The research subject is a system of economic relations, directed on the establishment and development of the agricultural commodities and food market, and a range of special economic measures for insurance of the food security in the Russian Federation. The analysis includes the market capacity and level of self-sufficiency in the Stavropol Krai, which are defined by basic foodstuffs. It is found that people's needs in food are covered insufficiently. It is revealed that Stavropol Krai is an active player on both inter-regional and international markets, with the substantial amounts of counter deliveries. Agricultural raw commodities of low added value predominate in export, while processed ones of higher added value - in imports. Food processing industry of the region is underdeveloped, however, it has substantial reserves for development. The major protection measures of domestic food market are defined in the paper: diversification of agricultural production, and industrial and logistics infrastructure development of the regional agrarian market. The results can be used by regional government authorities in improving of the domestic food market regulations.
