Current trends in the development of the Russian agrarian economy in ensuring food security

The situation in the Russian Federation in the spring of 2020 is quite serious and directly related to ensuring food security. Achieving the country’s food security always depends on the ability of the state to overcome threats and risks of various kinds. There is the situation that requires a rapid study of information, accumulation of available resources, the creation of the necessary reserves and the determination of current directions for the development of the agrarian economy in such emergency conditions. But in these conditions, Russia has faced many problems that need to be addressed in the short term. The need for state support for agriculture in this situation is clear and more necessary than ever. At the same time, we must consider its features determining the directions, forms and methods of state support. The article determines that for the development of the agrarian economy and ensuring food security of the country require sustainable development of agricultural production, raw materials and food, the implementation of policies to support the neediest segments of the population and poverty alleviation, the development of interregional integration, the development of transport and logistics infrastructure to support the regions, support for farms, the formation of the state reserve of agricultural products, raw materials and products nutrition, the creation of a network of distribution centres under the mechanism of domestic food assistance to the population, etc.

Современный этап истории межрегионального российско-китайского сотрудничества в условиях регионализации

The article is devoted to the analysis of modern processes of interregional cooperation in the Far East in the context of regionalization. The analysis was based on Russian-Chinese interregional interaction. Based on the theory of new regionalism, the contemporary role of regions in the 21st century was determined. The Russian foreign policy strategy “Turn to the East”, outlined in 2014, has established new prospects for interaction between Russian and Chinese regions in the Far East. An analysis of the work of Russian and Chinese scientists, plans, programs for maintaining Russian-Chinese cooperation, annual reports of departments, committees for international cooperation under the administrations of the Russian regions allows us to highlight the general trade, economic, economic, socio-cultural and scientific-technical problems of interregional cooperation. The main ones include: spontaneity and randomness of interaction between the regions of Russia and China in the last decade of the twentieth century; mutual trust in Russian-Chinese interregional relations; imbalances in the development of transport and logistics infrastructure of the Northeast of China and the Far East of Russia; problems of sectoral complementarity of the border regions of Russia and China.

Prospects for attracting China's investments in the development of industry 4.0 in Ukraine

Purpose. The aim of the article is identification of factors for attracting foreign investment in the development of technologies of Industry 4.0 in a particular country. Methodology of research. The following approaches and methods are used to achieve this goal: a systematic approach – to take into account the interaction of elements of the economic system; comparative analysis – to compare indicators; differential analysis – to determine growth rates and dynamics analysis of indicators; analysis of sectors of the economy – to determine priority areas. Findings. The feasibility of investing in technology Industry 4.0 is substantiated. A list of priority areas, such as agriculture, mining, international logistics, has been compiled. Particularly significant areas of investment and development of such areas as energy in renewable energy sources: energy in solar power plants, energy in wind power plants, hydropower, have been identified. Areas for garbage processing, the development of telecommunications, the development of the 4G Internet, SIP-telephony, IP-television are also highlighted. The possibilities of investing in the construction of engines for aircraft and helicopters, as well as engines for space rockets, have been identified. It is predicted that the implementation of projects in the above list of areas of activity will increase the volume of energy production, the scale and volume of telecommunication services. It is revealed that Ukraine currently represents a rather risky country for foreign investment, including from China. The main causes of risks are identified, such as: political instability, instability of the tax system, the high level of corruption, and the transport and logistics infrastructure is not developed. The competitive advantages of Ukraine are revealed: low cost and high qualification of labour resources, proximity to the EU as the main market, free access to the EU market in the framework of the Free Trade Zone. It is determined that investments in transport and logistics infrastructure and port development are currently needed. Originality. The scientific novelty of the research is based on scientific and methodological recommendations for attracting international investment in the development of Industry 4.0 in a particular country, which, unlike the existing ones, include the use of the conceptual provisions of the Fourth Industrial Revolution in the development of high-tech industries for the comprehensive development of the economy. Practical value. The practical significance contains the development of practical recommendations for attracting Chinese investment in the development of technologies of Industry 4.0 in Ukraine with the aim of comprehensive economic development. Assessment of the relationship between the logistics infrastructure of the Ural Federal District and the economic indicators of the district and the country

The article shows the relationship between the logistics infrastructure of the Ural Federal District and the economic indicators of both the Russian Federation and the district. The parameters of the logistics infrastructure included indicators of its warehouse, transport, financial, and informational components. The analyzed data are for 2004-2018. To exclude redundant variables, they were tested for normality, multicollinearity, and the measure of the relationship with dependent indicators was assessed. The research method is multiple regression analysis. The study has proved that the relationship between economic indicators and independent variables can be represented as a linear multiple regression model. Based on the models obtained, the significant influence of the transport component of the logistics infrastructure of the Ural Federal District on the economic indicators of the country and the district is shown. The creation of logistics infrastructure development programs based on the results obtained will promote the socio-economic development and investment attractiveness of the district.

Moderating Effects of Logistics Infrastructure Development and Real Sector Productivity: A Case of Pakistan

A well-oiled logistics sector physically moves the economy towards higher growth. A developed logistics infrastructure facilitates backward and forward linkages in global trade and manages the business cost of accessing markets. Logistics sector facilitates sectorwise growth in a way that it eases goods transmissions mechanisms. This study has assessed four indices of logistics which are road, rail, air and sea transport by forming indices using 13 indicators. Auto regressive distributed lag (ARDL)bound approach-based long-run results show that, for the case of Pakistan, development in the road transport has highest potential in growth productivity of agriculture and services sector, while sea transport performed best in industrial sector.

Prioritizing China’s public policy options in developing logistics infrastructure under the Belt and Road Initiative

One of the aims of the Belt and Road Initiative (BRI), proposed by China in 2013, is to promote the development of logistics along corridor countries by eliminating trade barriers between countries along the corridor and by advancing the construction of port infrastructure and related facilities to improve maritime logistics. Financial integration, people-to-people bonds, policy coordination, facilities connectivity, and unimpeded trade are five major enabling factors of the BRI for enhancing logistics cooperation and service level among corridor countries. This paper aims to evaluate the importance of these factors, which allegedly influence logistics infrastructure development, from the perspective of public policy. The consistent fuzzy preference relations (CFPR) method is employed to determine the prioritization of the five logistics-enabling factors. Our results show that the factor unimpeded trade is ranked first, while the factor people-to-people bonds is ranked last. To further analyze the results, cross-sectional analysis between government officers and academics is conducted to clearly identify their preferences as well as differences of opinion. As expected, government officers prefer more of the factor policy coordination, while academics ascribe more importance to the factor unimpeded trade. Our findings can advise the Chinese government, the Asian Infrastructure Investment Bank (AIIB), and other corridor countries on how to prioritize their investments in order to develop logistics infrastructure and ensure the successful implementation of the BRI.

Silk way as an element of strategic partnership: risks and development of transport and logistics infrastructure

Lately, trade relations between Russia and China have been gaining ever-larger rates of development. The strategic development of these relations contributes to economic growth and the strengthening of the national economies of both states. This cooperation may lead to structural changes in economic and trade relations. Despite the many positive aspects of the partnership under consideration, there are also risks of implementing the planned projects.

Logistic Challenges in Sub-Saharan Africa Landlocked Countries: Case Study of Chad

Landlocked refers to the geographical position of a country without through access to the ocean. Around one out of five nations on the planet are landlocked. They are sixteen landlocked countries in Africa. Those nations face particular defies. They do not have straight littoral access to the ocean and also to oceanic exchange and facade particular defies. The absence of regional access to the ocean, inaccessibility, also detachment from international trade charges continue to inflict severe restrictions on the most improvement of landlocked countries. Logistics in Chad is considered very poor, low level of development of logistics infrastructure. This paper analyzes the problem of logistic in landlocked countries, taking example of Chad, to evaluate the current status of logistics in Chad and try to give some suggestions to improve logistic in that country.

ТРАНСПОРТНО-ЛОГІСТИЧНА СИСТЕМА РЕГІОНУ: СТАН ТА ПЕРСПЕКТИВИ ФУНКЦІОНУВАННЯ

Introduction. The article considers the state and prospects of development of transport and logistics systems in the region, which will help to accelerate cargo delivery, increase the competitiveness of transportation, improve the investment climate of the transport industry in the region, as well as expand the activities of companies providing comprehensive logistics services. The purpose of this article is a study of experience of using mechanisms of state regulation of development of regional structural transformations in agribusiness. Results. The basic principles of functioning of the transport and logistics system of the region, which integrate the transport industry into the transport and logistics systems of the country by ensuring their effective interaction, are highlighted; satisfy the needs of consumers of transport and logistics services by harmonizing their interests with the interests of all participants in the logistics process. The functions of the transport and logistics system that influence the efficiency of its activity at the regional level are revealed. Conclusions. The functioning of an advanced transport and logistics system, provided with adequate transport infrastructure in all regions of the country, will contribute to the development of many sectors of the economy and will serve as the basis for economic development of the country. In order to effectively develop the transport and logistics system of the regions, it is advisable to intensify the following areas: state regulation of logistics processes, including their legal support; creation and operation of transport infrastructure by type of activity; stimulating the development of logistics projects by region. The formation of high-quality transport and logistics systems in the region provides a full range of transport services, including multimodal transportation, the development of logistics schemes for freight, insurance, transportation security. Development of transport and logistics systems in the region can be ensured by updating the logistics base of transport; increased informatization; quality improvement and development of transport and logistics infrastructure of the region; expansion of the internal market of transport and logistics services; improving the efficiency of transportation; improvement of customs tariff and investment policy; the interaction of all participants in the supply chain; development and implementation of joint programs for the development of transport and logistics systems in the region. Development of logistics infrastructure in Yenisey Siberia

Regional logistics system and its infrastructure acts as a factor of increasing the competitiveness of the region. The purpose of the “Yenisei Siberia” regional logistics infrastructure development is to promote the harmonious structuring of commodity and related flows of the three regions – Krasnoyarsk territory, the republics of Khakassia and Tuva. A prerequisite for the creation of an effective logistics infrastructure is a realistic scenario for the development of the economy for a long period or a system of scenario conditions that allow modeling its most likely trajectory. This is due to the fact that infrastructure projects have a long investment cycle. The article analyzes the level of development of the logistics infrastructure of small cities in the Krasnoyarsk Territory, the Republic of Khakassia and the Republic of Tyva. The relevance of infrastructure development as an integrated factor in socioeconomic development is explained.

Transport and logistic infrastructure of the Eurasian union: principles and factors of evolutional development

The article is devoted to a wide range of problems associated with the processes of evolutionary development of the infrastructure of the Eurasian Union. The essence, classification, principles and tools of the evolutionary development of transport and logistics infrastructure are considered, factors contributing to evolutionary changes in the transport complex, as well as the key benefits of creating a single transport and logistics infrastructure for small open economies are identified. The main tools and basic elements of the development of the digital market of transport and logistics services are structured. A special role in attracting and retaining transit cargo flows assigned to the objects of transport and logistics infrastructure has been identified and designated.

Implementation of logistic approaches in forming the agricultural export strategy in Ukraine

The work is aimed at analysing the state and prospects of implementing the export potential of the agrarian sector of Ukraine, the structure of which is based on the principles of transition from the abstract to the concrete. The study begins with the definition of factors that shape the export opportunities of the agrarian sector, namely: the quality of the factors of agricultural production (objects of labour, means of labour); the branch structure of agricultural production; the state of the systems of certification and quality control of export products; the diversification of markets; the access to financial resources; the level of the marketing support of export; the mechanisms of the realization of the state export policy; the state of development of agro-logistics. It has been proved that in the short term, the production components are not decisive in the processes of using and expanding the existing export potential of the national agrarian sector. In the modern conditions the state of logistics infrastructure is coming to the forefront. In the general problem of agro-logistics, the following levels are distinguished: micro-, meso-, macro-, and supranational. In each of them we have identified "the bottlenecks" of the process of building up export potential from the point of view of agro-logistics. The ways of increasing the export potential of the agrarian sector in Ukraine have been proposed. These include: the development of container transportation sphere; the creation of effective mechanisms for directing funds of united territorial communities for the development of regional logistics infrastructure; the reform of Ukrzaliznytsia (JSC “Ukrainian Railways”); the development of alternative variants of supply chains by improving the infrastructure of the automobile and river transport; the expansion of the representation of Ukraine in the world governmental and non-governmental organizations in order to protect the national trade interests; the formation of the system of training personnel capable of adapting to changing market conditions.

Status, perspectives and main directions of the development of cybersecurity of information and communication transport systems of Kazakhstan

The article contains the results of a comparative analysis of previous studies in the field of cybersecurity of information and communication transport systems. The analysis was carried out in the context of the solved problem of the further development of methods and models for the recognition of cyber threats, anomalies and attacks directed against information and communication transport systems, as well as assessing the risks of information security of the transport industry as one of the components of the critical infrastructure of the Republic of Kazakhstan. The urgency of the task is also caused by the formation of a unified information and communication environment of the transport industry in Kazakhstan, the introduction of new and modernization of existing information systems in transport in the conditions of increasing the number of destabilizing effects on the availability, confidentiality and integrity of information. The conducted researches contribute to the strategy of digitalization in Kazakhstan. This strategy is aimed at the modernization of production processes, the development of transport and logistics infrastructure. Also, new digital technologies will be developed in transport and new intelligent transport systems will be created.

Indonesian Logistics Infrastructure: The Performance and Fiscal Support

In the globalization and ASEAN Economic Community era, the competitiveness of Indonesian industries to sell goods and services is facing more severe challenges. It is partly due to the low performance of Indonesian logistics sector, and one of the contributing factors to the unsatisfactory logistics is poor logistics infrastructure. In this regard, this paper has several research objectives. The first is to analyze the performance of Indonesia logistics infrastructure in the past decade. The second is to analyze Indonesian logistics infrastructure development with its relevant fiscal policy support and evaluate its short-term progress. The research method adopted in this study is descriptive analytical method. In comparison with other countries, especially ASEAN region, the performance of Indonesian logistics infrastructure over the past decade tends to be steadily incompetitive, below the average of ASEAN countries. It is found to be one of the prime determinants of the high logistics costs in Indonesia. The government serious attention and the consistency of its policy towards improving logistics infrastructure during the 2014-2019 period has been partially seen, but the program sustainability is required in subsequent periods. In the short term, a temporary evaluation until 2017 of the sea toll program integrated with the construction of logistics infrastructure shows a positive impact. The positive impact is indicated from the decreasing prices of basic necessities in the eastern region of Indonesia by 20%-40%, and the economic revival of Eastern Indonesia region due to currently cheaper transportation costs.

This paper presents a study on the identification and calculation of logistics costs at the macro level in relation to different approaches to reflecting the cost of logistics operations in the statistical reporting of different countries. An analysis of international accounting practices and classifications of the logistics costs in different countries and their impacts on the competitiveness and performance of the national economy was conducted. The hypothesis that the cost of logistics significantly affects the competitiveness of goods and services but it does not reflect the performance of logistics operations in the country was proven. In that regard, a comparative analysis of the macroeconomic indicators of different countries and their rankings in terms of global competitiveness and logistics performance was elaborated. The estimation of the cost of logistics in Ukraine on the basis of statistical reporting was reviewed in greater details. The estimation of the logistics costs in Ukraine was carried out on the basis of the regression model and the MALC method. A review and a comparative analysis of the approaches to the assessment of logistics costs in Ukraine and China was made; the factors affecting their magnitude and dynamics were examined. Practical recommendations on the control and analysis of logistics costs in Ukraine and the development of logistics infrastructure were formulated.

SYNERGIES IN THE INTERACTION OF THE TRANSPORT-LOGISTICS SERVICES MARKET

The article presents new approaches to the integration of companies in the transport and logistics services market. The methods of integrating companies in Russia are very relevant today, as they allow to unite the efforts of organizations in this market. Integration of companies into unincorporated associations will allow not only to reduce transaction costs, but also costs for the development of transport and logistics infrastructure.

INNOVATIVE APPROACHES TO ESTIMATION OF LOGISTIC POTENTIAL AND THE PURPOSE OF LOGISTIC REGIONAL OUTSOURCING DEVELOPMENT

The aim of the article is to summarize scientific approaches to the definition of the category “logistics potential”, the justification of the methodology for assessing the favourability for the development of logistics outsourcing of regions of Ukraine. Methodology. We suggest investigating the level of favourability for the development of the logistics-outsourcing system of the region through an integrated assessment of its following components: infrastructure and logistics, socio-economic, transport, geographic. The calculation of the integral indicator for assessing the level of favourability for the development of the logistics-outsourcing system of regions of the country is carried out on the basis of summing the rank values of each of the abovementioned list of the synthetic component. І=Σ li + Σ lj +Σ ek +Σ tm +Σ gn (i=1,…7; j=1,…5; k=1,…6; n=1,…4). Separate components play an equal role in assessing the favourability for the development of the logistics-outsourcing system in the region. According to the final integral indicator, the place (rating) of each region is determined from the point of view of the potential of the logistics-outsourcing system of the region in the general composition of regions of the country. The suggested methodology for assessing the regions according to the level of favourability for the development of the logistics-outsourcing system provides an opportunity to compare the regions, identify the weak spots in the development of logistics services of regions in terms of components (infrastructure-logistic, socio-economic, transport, geographic), and find ways to improve regional logistics infrastructure and logistics outsourcing. Results of the analysis showed that under other equivalent conditions, the variation of the gross regional product by 65.73% depends on the variation of capital investment in transport, warehousing, postal and courier activities, and this dependence is logarithmic. Value/originality. A methodology for evaluating the favourability for the development of logistics outsourcing of the regions is proposed, the use of which enables to determine perspective directions of development of regional logistics infrastructure.

METHODICAL APPROACHES TO EVALUATION OF INFRASTRUCTURE SUPPLY OF TRANSPORT AND LOGISTICS SYSTEMS

Introduction. The state and development of transport and logistics systems of the territories is inextricably linked with the investment climate and social and economic development, since it affects the mobility and dynamism of social and economic processes, forms additional advantages for the development of all types of business. That is why the study of the level of infrastructure provision of the transport and logistics system of the regions of Ukraine remains an important issue in modern conditions. Purpose. The article aims to develop the methodical tools for assessing the proportionality of the infrastructure provision of transport and logistics activities in the regions and the efficiency of the use of existing infrastructure objects. Results. The article deals with the essence and systematization of the main components of the transport and logistics infrastructure of the region. Under the infrastructure of transport and logistics activity of the region, it is proposed to understand the complex system of technical, organizational, economic, and informational and communication support for the implementation of transport and logistics services, which are concentrated in this region. The methodical approaches to carrying out of complex estimation of the infrastructure provision of the regions' development have been explored. The methodical approaches and analytical tools for estimating the imbalances of infrastructure provision and the efficiency of transport and logistics systems functioning in the regions are based on the calculation of the system of comparative indicators and parameters of transport and logistics activity in the regions and take into account the peculiarities of their geographical location and the corresponding competitive advantages (technical, organizational, financial, informational and specific). Conclusions. The effectiveness of the development of strategic plans and programs for the development of transport and logistics infrastructure at both the national and regional levels requires a systematic picture of the state of the infrastructure in certain regions and the weaknesses in which major efforts should be directed to overcoming. In this context, the use of the author's methodological toolkit can be useful in identifying the strengths and weaknesses of the regions, their clustering, and identifying the priority tasks of optimizing the transport and logistics system in the design process of transport sector plans and programs.
