Analysis Risk Mitigation of Delay in Delivery Using House of Risk Method (Case: Air Cargo Transportation)

Logistics Service Provider Companies are responsible for ensuring the delivery of goods using land modes, sea modes and air modes on time. However, in reality there are many problems and obstacles faced in order to guarantee one of these important key performance indicators. This research uses the house of risk method to identify the causes of the risk of delays and design mitigation strategies that can be done to overcome this problem by conducting interviews and filling out house of risk questionnaires with respondents who understand the problem. In this research, 13 risk events and 19 risk agents were found, and 9 priority risk agents were found to cause the problem. After that, activities were carried out to design mitigation strategies that could be carried out and 8 preventive actions were identified and the sequence that must be carried out to overcome the risk of delays.

TRANSPORT LOGISTICS AND WORKFORCE QUALITY: EVALUATING ACCESSIBILITY AND HUMAN RESOURCE QUALITY IN SELECTED NIGERIAN ORGANIZATIONS

This paper investigated how transport services affect the quality of work in selected organizations in Lagos Nigeria. As one of the most populous cities in Nigeria, Lagos deals with unique transport issues that impact the productivity and wellbeing of its workforce, with the region’s dynamic urban landscape that creates challenges and opportunities in the transportation system. A survey design was employed to gather data from 402 employees of the selected organizations sampled from a population of 6150 using research advisor. A structured questionnaire was employed to bring together the data for the study via random sampling technique. Descriptive and inferential analyses which included frequencies, percentages, mean, standard deviation and regression analysis were used to analyse the data. The findings revealed that availability of transport logistics services (t = 5.837, β = 0.313, ρ ≤ 0.05) had positive and significant effects on access to quality workforce, and reach to quality suppliers (t = 6.438, β = 0.308, ρ ≤ 0.05) significantly affects Cost of Transport logistics. On the overall, transport services in the study areas had a positive and significant effect on the quality of work in Lagos state, Nigeria. This study concluded that the quality of work in Lagos, Nigeria is significantly predicted by transport services. Hence, there is a need to strengthen the transport services so as to improve access to quality workforce, and the cost of transport.

Purpose: This study analyzes the supply plans and performance of the Gwangyang Port hinterland, and proposes activation strategies based on these findings. Research design, data, and methodology: A review of previous research was conducted to examine the definitions, functional changes, types, and designation criteria of port hinterlands. The current supply plans and development status of the Gwangyang Port hinterland were also analyzed. Results: The results show that while the volume of cargo in the hinterland is increasing, its contribution to the total volume of port cargo remains stagnant. Key issues identified include terminal operator productivity, lack of shipping routes, and excessive competition among logistics companies. Conclusions: The study proposes several activation strategies: improving terminal operator efficiency, enhancing support for high-value-added companies, promoting specialized hinterland areas for lifestyle logistics services, and strengthening the role of the Yeosu Gwangyang Port Authority.

Role of public administration in optimization of interrelation of urban transport complex and logistics services

Purpose: The main objective of the study is to analyze the relationship between urban transport and logistics ser vices in the Republic of Kazakhstan in order to identify key factors affecting their efficiency and interaction, and to develop recommendations for optimizing and improving the integration of these two components in the urban infra structure system. Originality: The study highlights the role of public administration in optimizing the relationship between urban transport and logistics services. This aspect of the study provides a deeper understanding of the mechanisms of the im pact of public policies on the operation and development of transport and logistics infrastructure in cities, necessary to develop practical recommendations and improve the interaction between urban transport and logistics services by ana lyzing the role of public administration. Results: The study analyzed the current state of transport and logistics systems, highlighted the main problems and potential opportunities for the creation of a more efficient, sustainable and coordinated infrastructure, contributing to the improvement of the quality of life of citizens and the development of the economy of the region. Conclusions: Improving the relationship between urban transport complex and logistics services in the Republic of Kazakhstan is an important step towards sustainable development of the country, creating favorable conditions for its citizens and ensuring economic growth. The author made a forecast for 2023–2025, using correlation and regression analysis, which shows that it is necessary to revise the policy regarding the system of state management of urban trans portation, as well as to develop recommendations to improve the management of urban logistics.

Carbon footprint reduction in an e-commerce market: impacts of logistics service sharing

In the e-commerce market, green technology investment and carbon offset purchase are two widely-used approaches for reducing the carbon footprint of logistics services. However, implementing carbon footprint reduction in logistics services generally incurs heavy costs. To distribute heavy costs and improve resource utilization, a novel strategy of logistics service sharing has played an important role. Nevertheless, it is still unclear, in a co-opetitive e-commerce market, how to make use of different approaches and what the impacts of logistics service sharing are. To answer these questions, we develop an analytical model where an e-commerce platform and a third-party seller compete for consumers who care about both the selling price and the logistics service carbon footprint. We assume that the platform builds his own logistics service system and can adopt two different approaches to cut carbon footprint, while the seller needs to outsource logistics services to the TPL service provider or the platform. The analysis shows that without logistics service sharing, the platform may be more willing to purchase carbon offset as the offset cost increases, and the availability of carbon offset can prompt the platform to increase his investment in green technology. By contrast, with logistics service sharing, the platform will be less willing to purchase carbon offset as the offset cost increases, and the usage of carbon offset will induce him to invest less in green technology. These findings highlight that logistics service sharing can change the platform's preference toward the two approaches and modify the relationship between them. Furthermore, we find that logistic service sharing can provide a win-win outcome for the platform and the seller, but is not necessarily helpful for reducing the total carbon footprint in the e-commerce supply chain as well as increasing consumer surplus and social welfare.

Factors affecting public support for the development of urban consolidation center: The case of Hanoi city, Vietnam

Urban consolidation centres (UCCs) have become an integral part of the city logistics system. This study aims to identify factors influencing public support for the implementation of UCC in Hanoi City, Vietnam. In essence, the authors assess whether UCC are perceived as essential elements contributing to the sustainable development of the city logistics system of Hanoi. To accomplish such objectives, the study employed a data sample from an extensive empirical survey, including142 representatives from freight transport companies and logistics services providers, traffic management authorities, and research institutions in transportation and logistics fields. The key findings indicate that anticipated positive effects on transport organization significantly enhance public support for the development of UCC in Hanoi. However, the study suggests that concerns regarding the impact of UCCs on urban road safety do not appear to significantly influence public support. Interestingly, the study also reveals that barriers to UCC implementation have minimal influence on public support for UCC development. In summary, this study represents an initial step towards establishing a decision support system for city logistics measures, with a specific focus on the UCC initiative in Vietnam.

Key stakeholder perspectives on delivery of vaccination services in Quebec community pharmacies.

Undervaccination is a public health issue that disproportionately affects underserved populations. Pharmacists are accessible health care professionals who have the potential to better reach communities. The aim of this study is to understand how organizational obstacles influence the pharmacist's ability to meet underserved clients' vaccination needs in community pharmacy. We conducted semi-structured interviews with key stakeholders in Quebec. Results were codified according to domains of the Consolidated Framework for Implementation Research. Fourteen interviews were carried out with representatives from pharmacy associations, pharmacy chains and banners, integrated health and social service centres, and local Quebec Public Health departments. Barriers to promoting vaccination were identified in four areas: 1) vaccine service logistics, 2) the pharmacy setting, 3) external influences and 4) pharmacist's knowledge and beliefs. Technological tools accessible to pharmacists are sufficient but not user-friendly due to the lack of integration between the pharmacy software, the vaccine registry and the provincial appointment system. Technology limits access to vaccination for certain underserved populations. Moreover, the incentives linked to vaccination do not favour the vaccination of difficult-to-reach clients and they limit pharmacists' ability to be proactive with vaccine recommendations. Pharmacists are more inclined to participate in mass vaccination campaigns, and delegating vaccine administration to nurses and technicians allows pharmacies to financially break even. Certain services such as travel health vaccination require an extended set of knowledge, which creates resistance for some pharmacists to integrate the role. Pharmacists are well-placed to improve vaccination uptake, but several technological and organizational barriers limit their ability to provide vaccination services and reach underserved communities. A better alignment between incentives and proactive promotion should be put forward to encourage pharmacists to actively identify and reach underserved populations.

RESEARCH OF THE IMPACT OF THREATS TO THE ECONOMIC SECURITY OF LOGISTICS ACTIVITIES: CURRENT STATE AND COUNTERVAIL VECTORS

The article focuses on the issues of ensuring stable long-term functioning of logistics enterprises. It is indicated that economic security in the context of critically acute challenges of war and the resulting socio-economic instability is becoming a leading function in terms of preserving the viability of enterprises and organisations, including logistics ones. The paper shows that today enterprises organise their own effective security-oriented activities for such purposes. Therefore, the purpose of the study was to identify threats to the economic security of logistics entities in the current conditions and to substantiate the means of their levelling. The publication identifies risks and threats to the economic security of business entities specialising in logistics services. An instrumentarium for effective security-oriented activities of logistics enterprises has been developed, the implementation of which will improve the activities to ensure their economic security, and, consequently, risk resistance and stability of functioning and development.

Empirical Research of Cold-Chain Logistics Service Quality in Fresh Product E-Commerce

Logistics service quality (LSQ) plays a vital role in providing excellent customer experience, particularly in e-commerce. Using mobile devices for food and fresh product orders is very common, but delivering these products is very challenging. In this study, we aim to evaluate the factors influencing logistics service quality (LSQ) in the context of fresh product e-commerce. The relevant literature was reviewed and a preliminary survey among field experts was conducted to establish the proposed LSQ scale. A qualitative study was carried out on fresh product e-commerce customers. A survey involving 222 participants was analyzed, and an LSQ evaluation scale was formed and evaluated scientifically and empirically. Research results showed that reliability, convenience, freshness, and personnel contact quality are the four key dimensions of the LSQ scale in the e-commerce platform for fresh and perishable items. The results of the study can help the managers of e-commerce companies to understand the LSQ criteria that determine customer satisfaction and consequently make the appropriate LSQ improvements.

‘Logistics 4.0’ technologies in the 3PL industry: a maturity model

Logistics 4.0 is a recent paradigm derived from the Industry 4.0 paradigm applied to the logistics sector. Several new technologies have been developed to improve logistics performance. The present research aims to build a maturity model to support 3PL providers in assessing their level of maturity and identifying the areas in which to invest to improve the logistics service offered through the implementation of Logistics 4.0 technologies. The maturity model was developed using a structured framework of four main steps: the definition of the model scope; the model design (literature review on Logistics 4.0 and the existing maturity models); the model composition and validation; and pilot tests in three relevant 3PL providers. The proposed maturity model has four constructs (i.e. strategic outcomes, requirements, Logistics 4.0 technologies, managerial and capability supporters) and four maturity levels (i.e. initial, intermediate, advanced, cutting-edge).

Market of transport and logistics services in the context of global transformation of supply chains

The article examines the market of transport and logistics services in the Russian Federation and provides an analysis of key trends and changes caused by the transformation of supply chains associated with political and economic factors. The analysis examines the quantitative characteristics of the transport and logistics services market and identifies current trends and their impact on the transformation of logistics systems. An analysis of the development of the multimodal transportation segment and the role of cargo containerization in the development of this segment is provided. When discussing the results, the classifications of transport and logistics services proposed by various researchers and their applicability in studying of the market of transport and logistics services in the Russian Federation are analyzed. The impact of supply chain transformation is examined using the example of the oil and gas complex of the Russian Federation. The main problems faced by oil and gas enterprises in the context of changing supply chains and the orientation of the economy are highlighted. The article presents the main ways to solve some of the problems identified by researchers, for example, the reorientation of oil transportation to the Northern Sea Route and the Siberian pipelines, leading material flows to the east and to the countries of the Asia-Pacific region.

The effectiveness of the logistics systems of the APEC countries

The Asia-Pacific Economic Cooperation Forum is an international union for collaboration in the field of regional trade, simplification and liberalization of investments, which serves the interaction of countries and their economic sectors with various stages of development. Transport and logistics systems are necessary to offset the shortcomings caused by issues with safety, usefulness and, most importantly, supply efficiency. The forum's management regularly works out strategies to solve these problems without noticeable losses for resource bases such as financial security and labor. Significant differences in the development of the association countries require an analysis of the effectiveness of logistics as a tool for the growth of the participating economies, ensuring conditions for constant progress and adaptation of the best foreign experience. The authors concluded that the degree of infrastructure quality affects the effectiveness of logistics services, confirmed the close relationship between the level of economic competitiveness of the country and the degree of its logistics efficiency, found out that the criteria for logistics efficiency are based on indicators of the pace of digitalization of transport activities. It is also established that Russia is one of the regions that can be characterized as catching up with the rest in terms of logistics efficiency, therefore, domestic transport industry specialists should study and, depending on the conditions, introduce technologies from the world's leading global players, creating a comparative advantage over other participants.

Kepuasan Dan Loyalitas Pelanggan Logistik Internasional Di Indonesia: Peran Timeliness Dan Information Quality

Background – Globalization and technology advancements have driven the growth of electronic commerce (e-commerce) globally. E-commerce allows business to reach consumers worldwide. In this case, e-commerce relies on quality logistics services, particularly in terms of timeliness and quality of information. Aim – This study aims to assess the influence of timeliness and information quality on customer satisfaction and loyalty, while also examining the mediating role of customer satisfaction on customer loyalty among international logistics service providers in Indonesia. Design/ Methodology/ Approach – This research adopts a quantitative method by collecting primary data through online distribution of questionnaires. The sample consisted of 277 respondents selected through convenience sampling. Data analysis was conducted using the PLS-SEM approach with the SmartPLS3 software. Findings – This research shows that timeliness has a positive and significant impact on customer satisfaction and loyalty. Meanwhile, information quality also has a positive and significant effect on customer satisfaction, although it doesn’t significantly influence customer loyalty. However, customer satisfaction is effective in mediating the relationship between timeliness and information quality with customer loyalty. Conclusion – Timeliness and optimal quality of information in international logistics services in Indonesia can increase customer satisfaction. Moreover, information quality has the potential to build customer loyalty towards the selected logistics service provider. It should be emphasized that customer satisfaction with the timeliness and quality of information provided by logistics service providers is the key to increasing customer loyalty. Research Implication – International logistics service providers in Indonesia must focus on improving timeliness and information quality. By focusing on these areas, international logistics service providers in Indonesia can better serve their customers, increase satisfaction, and ultimately build a loyal customer base. Limitations – This research only focuses on two dimensions of logistics service quality, namely timeliness and information quality.

The Impact of Environmental Factors and Perceived Benefits On Customers' Decisions to Outsource Logistics Services in Vietnam

Objective: The objective of this study is to investigate factors influencing customers' decisions to outsource logistics services in Vietnam, with the aim of evaluating the impact of environmental factors and trust on businesses' decisions to outsource logistics services. Theoretical Framework: In this section, the main concepts and theories that underpin the research are presented. Transaction Cost Economics (TCE), providing a solid basis for understanding the context of the investigation. Method: A quantitative research method was used, with a sample size of 315 selected through random sampling. The research was conducted from March 2024 to July 2024. The collected data was cleaned and processed using SPSS 20.0 software through a survey of 150 individuals with experience and expertise in the logistics field. The purpose was to gather insights and consider decisions regarding outsourcing logistics services. The research model was tested for suitability, including Cronbach’s Alpha reliability test and Exploratory Factor Analysis (EFA). Results and Discussion: The results obtained revealed that environmental factors and trust both have a positive impact on businesses' decisions to outsource logistics services. Research Implications: The practical and theoretical implications of this research are discussed, providing insights into how the results can be applied or influence practices in the field of logistics. Originality/Value: This study contributes to the literature by evaluating the impact of environmental factors, an aspect that has received little attention in the selection of logistics services. The relevance and value of this research are evidenced by referencing previous studies and foundational theories to build the research model.

Parcel-Locker-Sharing Model for E-Commerce Logistics Service Providers

In the e-commerce last-mile delivery process, the asset operators (logistics service providers who own parcel locker facilities) support their delivery service with parcel lockers, while the non-asset operators (logistics service providers without parcel lockers) perform door-to-door delivery. Due to demand fluctuation, asset operators’ parcel-locker slots may be left vacant, while non-asset operators are stuck with the high-cost door-to-door service. The exclusiveness of parcel-locker usage reduces resource utilization and service efficiency in last-mile delivery. Therefore, this paper proposes a parcel-locker-sharing model in which these two parties share the parcel-locker capacity in last-mile delivery. The asset operator rents the unused parcel lockers to the non-asset operator by charging a rental fee,while the non-asset operator rents the parcel lockers for delivery to save logistics costs. The motivation of this alliance is to increase the profits of both parties and that of the total supply chain. This study establishes the supply-chain profit model for the parcel-locker-sharing framework and finds that the profit or loss depends on the comparison of the operation cost savings and delivery-cost savings. A numerical analysis is conducted to validate the final result. The research further suggests the optimal rental quantity and price interval. This paper is the first to study the operational mechanism of sharing the parcel locker between two distinct types of logistics service providers and to offer recommendations for industrial application.

Dual-Channel Supply Chain of Agricultural Products under Centralised and Decentralised Decision-Making

The rise of rural e-commerce, accelerated by the COVID-19 pandemic, has driven agricultural development, resulting in a dual-channel model that combines offline supermarket docking with online e-commerce direct sales. Furthermore, given the perishable nature of most agricultural products, consumers exhibit a preference for high-quality logistics services. This paper analyses the dynamics of the agricultural supply chain, beginning with the “leading enterprises + farmers” production mode, and establishes two optimal decision-making models for online and offline dual-channel agricultural supply chains, incorporating logistics service levels. The first model considers centralised decision-making, where leading agricultural producers and community superstores make decisions simultaneously, aiming to maximise the overall profit of the supply chain. The second model addresses decentralised decision-making in which the producer, as the dominant player in a Stackelberg game, anticipates the reactions of retailers and sets the wholesale price, online sales price, and online logistics service level accordingly. Retailers, as followers, then determine the offline sales price and offline logistics service level based on the producer’s decisions. Finally, we conduct a sensitivity analysis of the proposed models. Our findings reveal that as consumer focus on logistics service levels increases, the overall profit of the supply chain improves, and as the unit logistics cost corresponding to the level of logistics service increases, the marginal benefits of decreasing profit brought about by the increase in unit logistics cost also decrease.

Strategic Workforce Planning in Crowdsourced Delivery With Hybrid Driver Fleets

Nowadays, logistics service providers (LSPs) increasingly consider using a crowdsourced workforce on the last mile to fulfill customers’ expectations regarding same-day or on-demand delivery at reduced costs. The crowdsourced workforce’s availability is, however, uncertain. Therefore, LSPs often hire additional fixed employees to perform deliveries when the availability of crowdsourced drivers is low. In this context, the reliability versus flexibility trade-off which LSPs face over a longer period, for example, a year, remains unstudied. Against this background, we jointly study a workforce planning problem that considers salaried drivers (SDs) and the temporal development of the crowdsourced driver (CD) fleet over a long-term time horizon. We consider two types of CDs, dedicated gig-drivers (DDs) and opportunistic gig-drivers (ODs). While DDs are not sensitive to the request’s destination and typically exhibit high availability, ODs only serve requests whose origin and destination coincide with their own private route’s origin and destination. Moreover, to account for time horizon-specific dynamics, we consider stochastic turnover for both SDs and CDs as well as stochastic CD fleet growth. We formulate the resulting workforce planning problem as a Markov decision process whose reward function reflects total costs, that is, wages and operational costs arising from serving demand with SDs and CDs, and solve it via approximate dynamic programming. Applying our approach to an environment based on real-world demand data from GrubHub, we find that in fleets consisting of SDs and CDs, approximate dynamic programming (ADP)-based hiring policies can outperform myopic hiring policies by up to [Formula: see text] and lookahead policies with perfect knowledge of future information by up to [Formula: see text] in total costs. In the studied setting, we observed that DDs reduce the LSP’s total costs more than ODs. When we account for CDs’ increased resignation probability when not being matched with enough requests, the amount of required SDs increases.

Urban Sharing Logistics Strategies against Epidemic Outbreaks: Its Feasibility and Sustainability

Epidemic (e.g., COVID-19) outbreaks can seriously disrupt logistics, and the coordination of intercity logistics and urban distribution plays an important role in goods distribution. In previous studies, some scholars analyzed different sharing logistics mechanisms for cost reduction and efficiency improvement, while others analyzed the disruption problems in both logistics and supply chain management. In this study, we combine these two operational management philosophies and first develop a two-echelon logistics benchmark model (BM), with two intercity logistics companies and two urban distribution companies, taking into consideration the load ratio and the disruption factor. This is the first time that the load ratio is considered in research on logistics, and it will make the supply and demand as well as the cost structure of logistics services much more practical. We then develop three urban sharing logistics models with two intercity logistics companies and one urban sharing logistics distribution company, with the sharing mechanisms SM1 (only sharing logistics), SM2 (sharing logistics with revenue sharing), and SM3 (sharing logistics with equity investment). We compare the pros and cons of the three sharing mechanisms and identify the optimal and suboptimal Pareto improvements for the BM. We identify different sharing decisions with respect to different load ratios and the disruption ratio. Finally, we analyze the sustainability of the three sharing mechanisms from the load ratio, low-carbon, and low-disruption dimensions. The managerial implications drawn from the model and case study provide a practice framework for sharing logistics operations: vertical integration, the standardization of logistics technology and equipment, and coordination and sharing.
