A policy framework on AI usage in developing countries and its impact

The rapid growth of Artificial Intelligence (AI) presents both significant opportunities and challenges for developing countries. A well-structured policy framework is crucial to maximize the benefits of AI while mitigating its risks. This review proposes a comprehensive AI policy framework tailored to developing countries, emphasizing the need for robust infrastructure, capacity building, ethical governance, and economic incentives. Key elements include the development of digital infrastructure, education and training programs to enhance AI literacy, and ethical guidelines to ensure fairness and transparency in AI applications. Data governance and privacy protections are critical, particularly in countries where regulatory frameworks are underdeveloped. Furthermore, international cooperation is highlighted as a necessity for aligning local policies with global AI standards, facilitating cross-border data sharing, and ensuring equitable access to AI innovations. The potential impact of AI on economic growth, job creation, healthcare, education, and public service delivery is profound, yet challenges such as workforce displacement, increased inequality, and the digital divide must be carefully managed. The proposed framework addresses these challenges, providing strategies to overcome barriers to AI adoption, including financial constraints, governance issues, and unequal access to technology. Moreover, it stresses the importance of fostering public-private partnerships and ensuring that AI development is inclusive, benefiting all segments of society. By implementing a comprehensive AI policy framework, developing countries can harness AI’s transformative power to drive sustainable development, improve social outcomes, and strengthen their economic standing in the global landscape. This review concludes by recommending continuous policy evaluation and adaptation to keep pace with AI's rapid evolution.

Smallholder Farmers’ Perception of Land Conflict: A Case Study of Mara Chiefdom, Bombali District, Sierra Leone

This research aimed to assess the perceptions of smallholder farmers in Mara chiefdom, Bombali District, regarding land conflicts. It focused on investigating types, causes, impacts, and strategies for mitigating these conflicts. Quantitative and qualitative study was used, with 80 household head farmers from four communities and four (4) focus group Discussions. Data was collected through primary methods, including questionnaires and focus group discussions. Results from the research revealed that the prevailing types of land conflicts are family, individual, and land use conflict. Factors responsible for these conflicts are the weak nature of national and local policies, the increase in population, and gender biases in terms of allocation of land and settling of land disputes. Conflicts impact humans, the environment, and society, and dialogue has effectively addressed these conflicts. The study suggests the government should collaborate with landowners, raise land policy awareness, engage farmers, cattle rearers, Sun Bird Bio Energy Company, formerly Addax, and establish a local control mechanism. It also recommends community consent for land custodians to avoid misuse. Future research should involve a large-scale study for more reliable findings.

A Systematic Literature Review on the Role of Human Ecology Higher Education Institutions in Policy Development for Food and Nutrition Security in the Philippines

The issue of Food and Nutrition Security (FNS) in the Philippines has been exacerbated by the COVID-19 pandemic and persistent social, environmental and agricultural problems. To address this concern, the involvement of Higher Education Institutions (HEIs) is explored by reviewing the local policies in the Philippines. Applications and recommendations on how human ecology can address the complex problem of FNS were then noted. This systematic literature review used a framework synthesis approach wherein the Australian National University (ANU) Transdisciplinary Framework was used to check if the stated policies, applications, and recommendations were aligned with the framework components, which are interactive, integrative, change-oriented, systemic, context-based, and pluralistic. This transdisciplinary framework is expected to promote policy change and development related to FNS. After that, 38 articles were included in the review. Upon the review, no local policies fit all of the ANU Transdisciplinary Framework’s components. Nonetheless, these policies mostly separately address food security and nutrition security. However, there are still no established responses to the concern of FNS as an integrated concept of food security and nutrition security. HEIs contribute to developing FNS-related policies by intensifying advocacy for integrating food and nutrition security and improving FNS-related research and programs.

DAMPAK PEMBANGUNAN INFRASTRUKTUR TERHADAP PENINGKATAN AKTIVITAS PEREKONOMIAN PASAR SENTRAL KABUPATEN SUPIORI

The Central Market of the Supiori Regency is one of the economic centres in the Supiori Regency.However, in its development, it did not turn out as expected. The market was abandoned by the traders whopreferred to sell along the streets of Sorendiweri City, the capital of Supiori Regency. This has caused the mainroad in Sorendiweri City, which is used as a trading area, to be filled with scattered trash. Vehicle drivers passingthrough the location become uncomfortable and disturbed because the vendors occupy half the road to sell theirgoods. This research has two objectives, namely, first, to identify and analyze the factors causing traders to preferselling on the main road within the city of Sorendiweri rather than at the Central Market, and second, to identifyand analyze the local government's policy strategies in building new infrastructure to improve accessibility to theCentral Market. This research uses qualitative descriptive analysis to analyze the data.

Overcoming Challenges to Adopting Smoke-Free Multi-Unit Housing Policies in a Large U.S. Metropolitan Area: Insights and Recommendations From Affected Groups in 20 Los Angeles County Cities.

Community members and non-academic partners ("affected groups") were asked to identify factors that can influence public support, impede adoption, and mitigate challenges related to adopting local smoke-free multi-unit housing policies. A series of key informant interviews were conducted with affected groups from a large U.S. metropolitan area. 20 cities in Los Angeles County without a smoke-free multi-unit housing ordinance. Interviewees were recruited from affected groups with knowledge about their community's civic and political landscape (n = 63). Data were collected and analyzed using thematic analysis to identify, code and compare themes. Most interviewees indicated civic groups, those who do not smoke, and/or groups who are educated about the negative health effects of secondhand smoke exposure would be more likely to support smoke-free multi-unit housing policies. Interviewees reported several challenges to policy adoption, including competing city priorities, public disengagement, and the cost and social burden of enforcing these ordinances. To overcome them, interviewees recommended working synergistically with local governments to build diverse coalitions, educate the public, and develop clear enforcement plans. Insights and recommendations from affected groups in 20 U.S. cities suggest that communicating with the public and priming impacted communities to support smoke-free multi-unit housing policies are promising interventions for protecting at-risk families from secondhand smoke exposure in their homes.

Navigating Borders: The Impact of Migrant Networks on Citizenship and Security in Sabah, Malaysia

This article explores the dynamics of migrant networks, citizenship, and security in Sabah, focusing on the experiences of Filipino and Indonesian migrant communities. Through a qualitative and ethnographic methodology, conducted over 12 months from January to December 2023, the study investigates how these networks support migrants in navigating complex legal frameworks and social challenges, while also shaping local perceptions and governmental policies. The findings reveal that despite their significant contributions to Sabah's economy and cultural diversity, migrants face substantial barriers to legal recognition and social acceptance. The interplay between migrant networks and citizenship rights highlights the need for more nuanced migration policies that promote integration rather than marginalization. As security concerns increasingly influence governmental responses, this article argues for a balanced approach that safeguards national interests while upholding human rights. The research underscores the importance of inclusive policies that facilitate pathways to legal residency, ensure access to basic services, and foster community engagement. Ultimately, the experiences of migrant communities in Sabah offer valuable lessons for other regions facing similar challenges in the context of globalization.

Are local policy attitudes distinct?

Abstract Scholars disagree as to whether Americans’ attitudes toward local issues are structured ideologically and whether these are related to national policy ideology. We use two surveys of American adults to assess whether and to what extent Americans' local policy attitudes exhibit a similar structure as do national policy attitudes. We find that items asking about local policy are just as likely to reflect a latent dimension of policy preferences as those asking about national policy. Additionally, when local and national items are scaled separately, those scales are highly correlated. Our findings indicate that attitudes toward many local issues are aligned with national ideology. A smaller subset of attitudes about local issues appears distinctively local and possibly structured by non-ideological cleavages.

Customary law serves as a reflection of the rich and diverse local cultural values, and plays a role in various aspects of community life, including the resolution of rescue, management of natural resources, and protection of the rights of indigenous peoples. In the era of decentralization and regional autonomy, customary law is increasingly recognized in local policies and becomes an important instrument in maintaining the unique legal identity of each region. Formal recognition of customary law is also reflected in various national regulations, such as the Law on Villages and the Basic Agrarian Law, which accommodate customary law in facing the challenges of modernization and globalization, customary law must adapt to the modern era

Innovation in border regions: from inequality to equity! Starting with acknowledgment in policy

Abstract Living in a border area can create health inequalities due to limited access to healthcare compared to people in central regions. In centrally located areas, citizens can choose healthcare providers 360 degrees around them, benefiting from full prevention and health promotion coverage. In contrast, border residents have only 180 degrees of access, leading to partial inclusion in health services. National systems typically prioritize health equality but not necessarily equity, especially for those living in border regions. To address this gap, innovative policies that account for cross-border interactions are needed, benefiting over 35% of the EU population living in border areas. A key question is how to ensure health equity in border regions. To explore this, cross-border case studies, like air pollution, food purchases, antibiotic availability and q fever were looked at to identify the situation, the public health challenges it entails and existing solutions. The Essential Public Health Functions (EPHF) framework, developed by the World Health Organization and the International Association of National Public Health Institutes, was used to evaluate public health functions with a focus on achieving greater equity and inclusiveness. Currently in cross-border health key EPHF functions such as health promotion and disease prevention are emphasized, while others like public health governance and community participation need improvement. To better implement health equity in border regions, for use of the EPHF framework an additional and short guideline was developed on how border regions should be considered in national, regional, and local public health policies. This approach offers a pathway to addressing health inequalities in these unique environments: a crucial step towards creating health equity. Key messages • The EPHF framework as an innovative tool to strengthen public health in border regions. • Take the geographical living space of citizens in a border region into account to achieve health equity.

Seasonal and long-term variations of nutrients in Liaodong Bay, China: Influencing factors and ecological effects

Nutrients are essential for marine primary productivity and have a critical role in maintaining the structure and function of marginal. Variations in nutrient levels in sea ecosystems can influence ecological disturbances significantly. The Liaodong Bay (LDB) is a semi-enclosed marginal sea in northern China. It has experienced severe eutrophication since the 1990s, leading to considerable environmental challenges. Understanding of seasonal and long-term nutrient dynamics in the LDB is limited. We examined seasonal datasets collected in May (spring), August (summer), November (autumn), and March (winter) of 2019, and analyzed long-term trends through historical records spanning multiple decades. Nutrients accumulated during autumn/winter but were depleted during spring/summer. A low concentration of dissolved inorganic phosphate led to an increased nitrogen ratio exceeding the Redfield ratio (>16) during winter, spring, and summer, driven by phytoplankton growth. In late-autumn, nutrient concentrations increased, with ratios approaching the Redfield ratio. Phosphorus limitation prevailed in spring, summer, and winter, while silicon limitation dominated in autumn. Dissolved inorganic nitrogen and nitrogen ratios in the LDB increased sharply since the 1980s, peaking before declining after 2013. Dissolved silica and silicon ratios decreased steadily, stabilizing in recent years. These trends imply a shift from nitrogen-to-phosphorus limitation, influenced by riverine inputs and atmospheric deposition. These nutrient fluctuations may have significant ecological effects, including dinoflagellate abundance, algal blooms, and jellyfish blooms. Our analyses highlight the complexity of nutrient dynamics and positive impact of local nutrient-reduction policies implemented in recent years in improving the environmental quality of the LDB.

Implementing a novel selection criteria and pathway for same-day discharge after TAVI

Abstract Background The expansion in indications for transcatheter aortic valve implantation (TAVI) has fuelled an increase in demand worldwide. Prolonged waiting lists and waiting list mortalities are not infrequent and often arise from limited hospital capacity and infrastructure. Approaches to address this have included procedural modifications – ‘minimalist TAVI’ and more recently the development of pathways to facilitate early discharge post-TAVI, such as same-day discharge (SDD) post-procedure. Purpose This study aims to evaluate the safety and effectiveness of a novel SDD pathway a large volume tertiary referral cardiac centre. Methods A new SDD pathway was established between March 2023 and February 2024 at a large-volume tertiary cardiac centre in UK. All patients accepted for TAVI were screened for SDD suitability based on three factors: 1) availability of adequate social support, (defined as presence of able-bodies adult individual to assist in home recovery), 2) technically suitable for transfemoral approach and 3) presence of previous pacemaker or low risk for conduction abnormalities (defined as no baseline conduction disturbances). Following TAVI, patients were deemed suitable for SDD if they were clinically stable, the procedure was technically successful and there were no procedural complications. Demographic, clinical, procedural and outcome data were collected for all patients enrolled onto the SDD pathway and reasons for non-SDD were identified. Ethical approval was obtained in accordance with local institutional policies. Results From March 2023 to February 2024, 81 out of 305 patients (26.6%) were enrolled onto the SDD pathway (median age 82 years old, 66.7% male, median STS risk score 2.34%). Indications for TAVI were severe native aortic stenosis (74/81, 91.4%), severe native aortic regurgitation (2/81, 2.5%) and severe surgical valve degeneration (5/81, 6.2%). SDD was feasible for 58/81 (71.6%) of patients, with 10/81 (12.3%) discharged the following day and 13/81 (16.0%%) requiring >24 hours hospital admission (Figure 1). Reasons for non-SDD included new conduction abnormality (10/81, 12.3%), vascular complication (6/81, 7.4%), acute stroke (3/81, 3.7%), patient preference (2/81, 2.5%) and haemodynamic instability (2/81, 2.5%). Out of the 58 SDD patients, 25/58 (43.1%) had no previous permanent pacemaker system and in these patients a balloon-expandable valve was selected for 24/25 (96.0%) of patients (Figure 2). Conclusions Patient selection based on the presence of social support at home, low risk of conduction abnormalities or previous pacemaker combined with appropriate valve selection can facilitate a safe and effective SDD post-TAVI programme.

The vital role of stakeholders and National Immunization Technical Advisory Groups (NITAGs)

Abstract To successfully implement comprehensive, multidisciplinary and interdisciplinary approaches, collaborative, cross-sectoral policy and strategies are essential. This is critical not only for addressing shared challenges but also for developing effective intervention strategies. One of the main hurdles in any collective action initiative is the ability to galvanize diverse stakeholders, each with their unique set of interests and capacity. EUVABECO is dedicated to conducting pilots, and developing implementation plans that are not only effective but also adaptable and sustainable across various healthcare settings in Europe. The healthcare environments across the pilot countries exhibit considerable variability, including differences in epidemiological trends, immunization information systems, vaccine nomenclature, and the dynamics of collaboration with National Immunization Technical Advisory Groups (NITAGs). Throughout implementation, the cooperation between these diverse stakeholders and NITAGs will be crucial, notably to share local vaccination policies for integration into the Clinical Decision Support (CDS) system. EUVABECO’s goal is to craft implementation plans that are flexible enough to be tailored to local needs, ensuring that interventions are both practical and effective in each unique context. This presentation will explore the vital role that stakeholders and NITAGs play in this process, highlighting the importance of their involvement for the success of EUVABECO’s initiatives.

The Effect of Food Image, Food Satisfaction on Culinary Quality and Behavioral Intention in Sampang Regency

This study aims to explore how perceptions of local food (food image) and consumer satisfaction with culinary experiences (food satisfaction) influence the perception of the culinary quality of the area and how these factors influence consumer behavior, such as intention to revisit or recommend. This study was conducted in Sampang Regency, an area known for its rich culinary heritage. The study population was local culinary consumers who had visited Pak Salim's Bebek Songkem restaurant located in Sampang Regency. Purposive sampling was used to determine respondents with a sample of 193 respondents. Structural equations were used as the analysis method using Smart PLS 4.0. Data were collected through a survey distributed to consumers who enjoyed Bebek Songkem. The study findings revealed that food image had a significant positive effect on culinary quality, while food satisfaction played an important role in strengthening this perception. In addition, food image and food satisfaction significantly influenced behavioral intentions, with higher culinary quality leading to a greater likelihood of positive consumer actions such as revisits and recommendations. These results underscore the importance of improving the image and satisfaction of local culinary experiences to promote Sampang as a culinary destination. This research offers practical insights for local businesses and policy makers in developing strategies to enhance culinary tourism and culinary experiences in the region.

Contributing to healthier populations by reducing energy poverty via innovative financial models

Abstract Issue/problem Energy poverty is a major challenge affecting 9.3% of the EU population (EUROSTAT 2022). Health problems attributable to energy poverty include respiratory diseases, heart attacks, stroke, and mental disorders. Governments must act quickly and intervene with policies and programmes that reduce energy poverty and promote citizens' health and well-being. Description of the problem We propose Social Impact Bonds (SIBs), a new family of instruments that address serious social challenges, to finance interventions targeting energy poverty,improving the health and well-being of households in a context of limited public resources. For this purpose, data from interventions to increase energy efficiency and combat energy poverty implemented during one year in 6 pilot sites in the framework of the EU project WELLBASED are used. First, a compliance check will be carried out, followed by an estimation of the costs, savings, and benefits of the application of SIBs to finance energy poverty reduction interventions with an impact on health. Results The results of the analysis will show whether the intervention to reduce energy poverty meets the necessary characteristics for a SIB to be implemented. In addition, the possible key actors that could lead its implementation are identified. Lessons If the interventions for the reduction of energy poverty carried out under the WELLBASED project are successful, SIBs could be considered as a valuable alternative to finance interventions that combat energy poverty and increase the well-being of citizens. Key knowledge on how to apply SIBs makers to tackle a serious social issue with important consequences on health will be at disposal of (EU and worldwide) local authorities and policy. Key messages • Energy poverty is a public health issue, requiring urgent support measures. • SIBs fund interventions via public-private collaboration to fight energy poverty and boost citizen wellbeing.

Challenges And Strategies For Implementing Performance-Based Capitation In Indonesian Community Health Center : A Scoping Review

This study examines the implementation and challenges of performance-based capitation (KBK) at Community Health Centers (Puskesmas) in Indonesia, as a part of the National Health Insurance Program, aiming to improve the efficiency and quality of primary health services. Despite its potential, the implementation of KBK faces various challenges including inadequate human resources, limited infrastructure, and insufficient monitoring systems. The study uses a scoping review framework based on the Public Health Care Monitoring Conceptual Framework by WHO, analyzing 11 selected studies from 2021 to 2024. Findings indicate that internal factors such as management capacity, health worker competence, and organizational culture significantly impact the effectiveness of KBK. External factors like local government support, funding policies, and infrastructure availability also play crucial roles. Technological barriers, particularly in remote areas, hinder optimal policy implementation. The study emphasizes the need for clear regulations, consistent policy dissemination, and effective monitoring to ensure successful KBK implementation. Recommendations include strengthening leadership, training health workers, improving infrastructure, and enhancing digital health technology utilization. These strategies aim to optimize resource allocation, enhance service access, and improve patient satisfaction in Indonesia’s primary health care system.

Data dashboards in health inequalities monitoring - A qualitative study of subnational policy-makers

Abstract Background Despite sustained improvements in life expectancy and health during past decades, substantial health inequalities persist. Subnational jurisdictions are increasingly recognised for their pivotal role in addressing health inequalities. While data dashboards offer a promising solution for monitoring health inequalities, their utilisation in supporting local policies to reduce inequalities remains largely unexplored. This study examines the utilisation of health equity data and data dashboards (i.e. Sotkanet, Sotekuva, Tietotarjotin and Hyvinvointivajemittaristo) for health policy-making in Finnish wellbeing services counties, identifies barriers in using existing dashboards and determines the data needs for improved health inequalities monitoring. Methods A qualitative case study design with reflexive thematic analysis will be used. The study will be pre-registered in the OSF framework. Semi-structured interviews will be conducted with policy-makers involved in health policy development. Data analysis will involve open and axial coding to identify themes in participants’ responses. Themes will be organised into a coding framework, and the analysis will continue iteratively until data saturation is achieved. The study will include a pre-approved interview guide and peer debriefing sessions. Findings will be reported according to the Consolidated criteria for reporting qualitative research (COREQ) guidelines, with thematic diagrams illustrating key themes and sub-themes. The study is expected to reveal varying levels of utilisation of data and data dashboards among local policymakers, along with specific challenges and gaps in their current use. Policymakers may express needs for additional data or new features in dashboards to better monitor health inequalities. The study will conclude with recommendations for improvements in current data dashboards. Work is under development but by funders requirement the results will be ready by November 2024. Key messages • Data dashboards offer a promising solution for monitoring health inequalities, but their utilisation in supporting local policies to reduce inequalities remains largely unexplored. • This study examines the utilisation of data dashboards for health policy-making subnationally, identifies barriers for use and determines the data needs for improved health inequalities monitoring.

Re-conceptualising the Theory of Justice and the Needs of Victims of Sexual Violence in Nigeria: an Appraisal of a Victim Centered Approach

Abstract Background In the 21st century, the recognition of the rights and needs of victims of sexual violence has emerged as a fundamental discourse within international, regional, and local policy agendas. This has been influenced by the lasting psychological, emotional, and physical effects of sexual violence on the victims. These commentaries and agitation have spurred the need for alternative ways in which the Nigerian criminal justice system can be strengthened by incorporating criminal justice mechanisms and interventions that would enhance the needs and interests of victims in accessing justice despite its adversarial system of justice. Methods This study aims to appraise the different mechanisms of justice, needs, and interests of victims of sexual violence through a theoretical lens and drawing lessons from South Africa and Australia. To achieve this work, a doctrinal research methodology that utilized existing literature and secondary sources such as textbooks and online websites was adopted. Results The study found that there is a need for accountability for the protection of victims, implementation of legislation, and scaling up of resources for effective support services. In addition, the absence of resources, effective monitoring and compliance institutions, monitoring reports, specialized courts, and special regulations hampers the implementation of a victim-centered approach. Among others, the study recommends an all-inclusive criminal justice mechanism that would further incorporate a victim-centered approach towards advancing the rights and quality of justice for victims of Sexual Violence and the need for a victim impact statement to our criminal justice system for cases of sexual violence. Conclusion The study concludes that there is a need to make provisions for more effective alternative responses to incorporate the justice interests and needs of victims of sexual violence.

Inequalities in healthy life expectancy and risk factors for poor health in small geographic areas

Abstract Background Reducing inequality in healthy life expectancy (HLE) is a UK government ambition and requires more detailed knowledge of interrelated morbidity and mortality risks at smaller areas than is routinely available. We assessed HLE and risk factors in small areas. Methods We used publicly available data to estimate HLE in 2011 and 2021 at birth and age 65 for males and females for 128 Middle layer Super Output Areas (MSOA) in Norfolk and Waveney, described the distribution using geospatial mapping, and analysed associations with risk factors using linear regression. Results Mean HLE at birth was 66.5 years (standard deviation 4.3; range 52.0 to 73.0) for men and 67.5 (3.9; 56.0 to 74.0) for women, and at age 65 was 10.9 years (1.8; 6.0 to 16.0) and 12.2 (1.9; 5.0 to 15.0) respectively in 2021. The range in HLE increased between 2011 and 2021 by 2.8 years for men and 1.6 years for women. HLE was usually lower and risks higher in urban and coastal areas. Lower HLE at area level was associated with lower weekly income, physical inactivity, air pollution, alcohol admissions, living alone as an older person and diet not meeting ‘5 a Day’. HLE at age 65 in 2021 increased by: 0.2 (95% CI 0.1,0.2) years for men and 0.2 (0.2,0.3) for women for each £10 rise in weekly net income after housing expenditure; 0.1 (0.1,0.2) years for men for each 10 fewer alcohol attributable hospital admissions per 100,000 admissions; 0.66 (0.31,1.00) years for men and 0.53 (0.15,0.91) years for women per 1 μg/m3 less 2.5 mm particulate matter concentration in air pollution; 0.6 (0.2,1.0) years for men and 0.6 (0.1,1.0) years for women for each 10% fewer people being physically inactive (multiple regression). Conclusions This innovative approach can be used to monitor risks and inform targeted public health interventions at a local level more relevant to local policy makers. Stronger public health surveillance systems are needed to accurately monitor a wider variety of local data on risks. Key messages • Healthy life expectancy at age 65 varies by over 10 years for men and women between different small geographic areas in an English county, alongside local variation in risk factors for poor health. • Lower HLE at area level was associated with lower weekly income, physical inactivity, air pollution, alcohol admissions, living alone as an older person and diet not meeting ‘5 a Day’.

Can we adapt fairly? Systematic review of health equity implications of climate change in coastal communities in the UK

Abstract As climate change becomes more apparent, it is important to evaluate the equity implications of adaptation interventions and policy measures. Many coastal populations experience high levels of social deprivation, which can be compounded by environmental factors. Coastal hazards, such as erosion and flooding can cause short and long term impacts on physical and mental health. To systematically review the published evidence on the differential impacts of coastal change on health inequalities and review the implications of adaptation responses for health inequality. We systemically reviewed the evidence for the UK only on a) inequalities in coastal flood impact or risk, and b) effectiveness and equity implications of current measures to manage the climate risks to an acceptable level of impact. Interventions included: plans and guidance, insurance, and infrastructure, including natural flood management. We found 8 papers quantifying differentials in current and future impacts of coastal flood risk and 6 papers assessing equity implications of adaptation measures. Coastal flood risk is unevenly distributed. Those owning their own home were more likely to experience flood impacts including increased stress and displacement. There is good evidence that policies for household insurance and property level protection measures have the potential to increase inequalities; other measures (community engagement; planning; defences) may reduce health inequalities, depending on implementation and local context. Adaptation to coastal change requires a range of approaches in the short and longer term, which potentially exacerbate current inequalities. Adaptation responses that rely on individual behaviour change, such as relocation, purchasing insurance, or retrofitting dwellings, may exacerbate inequalities within coastal communities. Climate change challenges organisations to deliver national and local policy responses ensuring that adaptation is effective and equitable.

Partisan Politics in Finland

Abstract Traditionally, the Finnish party system has involved a high level of fragmentation yet remarkable stability, consensual decision-making, ideologically broad government coalitions, and mostly modest levels of polarization between parties or voters. These features suggest a limited effect of the party composition of government on economic policy. However, based on studies on close local elections, parliamentary speech, and party manifestos, we argue that the link between party politics and policy outcomes likely plays a role in Finland. Most analyses have examined the extent to which the characteristics of local politicians within the parties affect policy outcomes. These studies show that occupation, education, experience, competence, and residential location of local politicians strongly affect local policies, indicating that, in general, politics matters for policy. We also discuss how consensual national politics may have contributed to the recent success of the populist challenger Finns Party. As a new major player, the party has emphasized the role of sociocultural issues and especially affective polarization, which represents a considerable paradigm shift from the catch-all party policies typical of Finland for many decades. It is thus possible that the link between politics and policy will become more pronounced in the future, motivating further research.
