Digital transformation of local governments in Sudan: A content analysis of e-government adoption

This research paper explores the electronic government adoption and implementation level by local government entities in Sudan. It examines how local governments have embraced and integrated digital technologies, platforms, and services using Layne and Lee four stages model. The study employed a content analysis method to collect data from 18 official websites of Sudanese local government entities. The findings suggest that while local e-government initiatives are still in the informative stages, many governments plan to develop more sophisticated e-government offerings. The key barriers and challenges to adopt and implement e-government identified in the research include technological barriers, lack of resources, digital divide, and legal and regulatory obstacles.

Next Generation Welfare System and E-Government in Banjarbendo Village

Specific Background: This study examines SIKS-NG's implementation in Banjarbendo Village, Sidoarjo, East Java, to evaluate its impact on service delivery. Knowledge Gap: Prior research highlights inconsistent effectiveness and issues related to resource adequacy and data accuracy in rural contexts. Aims: This research aims to assess SIKS-NG's effectiveness through qualitative analysis, focusing on indicators of goal achievement, integration, and adaptation. Results: The study finds that SIKS-NG operates effectively due to competent operators and sufficient infrastructure, though data inconsistencies pose challenges. Novelty: This research offers new insights into the successes and challenges of implementing SIKS-NG in a rural Indonesian setting. Implications: The findings emphasize the importance of ongoing training and infrastructure improvements to resolve data discrepancies, thereby enhancing the effectiveness of e-government in social welfare management. E-Goverment and Public Services in Indonesia: Prospects and Challenges

This study aims to examine the prospects and challenges of adopting e-government to improve the quality of public services in Indonesia. This research method is qualitative and exploratory, in nature, and is based on a case study approach. Interactive techniques were used to analyze these studies. The results of this study show that e-government is still a new area in some local governments, but many people believe that it has the potential to improve the way governments function. In almost all regions of Indonesia, local and regional governments are trying to exploit this potential by looking for the best way to implement E-government. E-government is useful for governments of all sizes, geographic locations, economic conditions, and government structures. This shows that Indonesian regional governments are currently considering, planning, developing, implementing, and evaluating e-government initiatives in their respective regional governments. However, this has brought many challenges that cannot be avoided, such as issues related to the creation, human resources, policy issues, and implementation of e-government programs.

Analysis of Community Empowerment Through a Waste Management Program in Medan Denai District, Medan City

The Medan Denai Locale Government has as of late been currently moving towards a spotless climate. Medan Denai Locale will be a model for other sub-regions in their endeavors to work on the nature of a perfect climate. The deterrent faced by individuals of Medan Denai Locale is an absence of inspiration and mindfulness regarding the significance of ecological tidiness. The arrangement that should be possible to conquer these obstructions is by holding a strengthening program completed by the Medan Region government for the local area with the exercises of the Drape Program, the Night Squander Apportioning Project (persami), the Denai Quick Waste Help (persad), and the Waste Development Program for Denai hindering (Denai guardians). Apart from that, the district government and the community are committed to carrying out the program in a sustainable manner.

A Multicriteria Evaluation of Local E-Government in Terms of Citizen Satisfaction

Any strategy to improve local public administration gives paramount importance to the development of electronic administration (E-Local Government) to facilitate interaction with citizens promoting efficiency, local participation, and sustainable development. This explains the numerous contributions to evaluating websites of local authorities, but they do not focus on modeling the citizen satisfaction induced by their use. This is why three research questions are addressed by this paper: how can such satisfaction be modeled, which attributes be considered and described and how to assess the relative importance assigned by citizens to each attribute? 
 
 The level of satisfaction is found to depend on the easiness of use of each site and of the available functionalities to share information, to provide services, and to promote participation. A model based on the Multiattribute Theory and using the OptionCards method is developed to estimate the relative importance assigned by each citizen to each attribute and it is successfully applied to a focus group.
 
 The answers presented by the authors to these questions are applied to a sample of Portuguese websites allowing their benchmarking and the identification of a road map for im-provement. This instrument is applied to a set of Portuguese municipalities revealing a high level of disparity and confirming how important can be its application to assess inter-municipalities benchmarking, to diagnose their LGS major shortcomings and to support the design of a road map for improvement.

A Systematic Review of the Use of Artificial Intelligence in Managing Innovation in E-Government Organizations Worldwide

Purpose: This paper delivers a methodical literature review that focuses on the application of artificial intelligence (AI) to handle innovation within e-government organizations globally.
 Methodology: Showcasing meticulousness, the review utilized a structured method to scrutinize 11 academic studies obtained from established, globally renowned databases, such as Scopus and Web of Science.
 Findings: The findings underscore an expansive array of AI applications within e-government's innovation management, incorporating data-led decision processes, chatbots for effective consumer service, sentiment inspection for useful citizen critique, and predictive analysis for service refinement. Conversely, incorporating AI within e-government establishments encounters considerable hurdles regarding data presence and integrity, transparency and interoperability concerns, ethical considerations, as well as sustainability and expansion challenges. The review strongly underlines the necessity for calculated investments towards resource augmentation and technological infrastructure.
 Unique Contribution to Theory, Practice and Policy: The integration of artificial intelligence (AI) into e-government innovation may shape the direction of ensuing research in digital governance and public administration. A Study on E-government Service Quality and Effectiveness of E-government Services in Selected Divisional Secretariats

Acknowledge to the rapid global growth of internet and information technology, many governments around the world have transformed their services from traditional services to electronic means. Using the internet, nowadays governments are offering more convenient and faster access to their services and information. This has been achieved by the use of e-government services. Even though, the concept of e-government is still in its early stage, it has become an important issue in recent years. The main purpose of introducing e-government services is to effective services to the citizens. However, many governments have been developing the e-government services without paying full attention to the effectiveness of the e-government services and the requirements of citizens. Accordingly, the main purpose of this study is to identify the relationship between e-government service quality and effectiveness of e-government services. This study conducted based on quantitative method and the primary data collected through the structured questionnaires. In total, 112 questionnaires were distributed to citizens who accessed e-government services in 14 divisional secretariats in Batticaloa District. From that, total of 100 completed questionnaires were gathered, representing 89.26% response rate. The collected data was analyzed with the aid of SPSS (22.0) software. The data analysis method is specially focused on the bivariate and multi variate analysis due to the specific research questions. Major findings indicates that there is a positive significant relationship between all the dimensions of e-government service quality and effectiveness of e-government services. Further simple regression analysis between e-government service quality and effectiveness of e-government service results also explicit e-government service quality has a positive significant influence on effectiveness of e-government services. The results of this study will assist the government entities in proper development and implementation of e-government services in the divisional secretariats to provide quality e-government services to the citizens. Future research can cover local e-government projects in national level.

A REVIEW ON LOCAL AND NATIONAL E-GOVERNMENT DEVELOPMENT MODELS AND ITS DETERMINANTS

Ülkeler arasında yerel düzeyde e-devlet ’in benimsenmesi ve geliştirilmesi hususunda belirgin farklılıkların oluşmaktadır. Söz konusu farklılıklar üzerinde ise ulusal düzeyde e-devlet gelişmişlik düzeyi başta olmak üzere çeşitli sosyoekonomik, politik ve demografik unsurlar etkili olmaktadır. Ancak yapılan çalışmaların belirleyici bir unsur olarak özellikle ulusal düzeyde e-devlet gelişmişlik düzeyinin yereldeki gelişimleri etkileme düzeylerini yeterli ölçüde açıklamadığı gözlenmektedir. Fakat demografik, politik, yönetsel, mali ve teknik kapasite gibi yerel e-devletin gelişimi üzerinde etkili olan etmenler doğrudan ya da dolaylı olarak ulusal düzeyde kamusal mal ve hizmet sunumunu gerçekleştiren kamu kurumları, özel sektör ve sivil toplumun e-devleti benimseme ve geliştirme düzeyi ile bağlantıldır. Bu kapsamda çalışmanın temel amacı farklı boyutları (e-bilgi, e-servis ve e-katılım gibi) itibariyle ulusal e-devlet gelişim düzeyinin yerel dijital değişim ile ilişki boyutu ve etki düzeyini incelemektir. Bu amaçla çalışmada Birleşmiş Milletler E-Devlet Gelişim Anketi (2020) kapsamında açıklanan bilimsel veriler çerçevesinde karşılaştırmalı ülke örnekleri üzerinden ulusal ve yerel e-devlet gelişim düzeyleri mukayese edilerek, yerel e-devlet gelişim üzerinde merkezi düzeydeki gelişmişliğin anlamlı bir farklılaşmaya sebep olup olmadığı sorgulanmaktadır. Bu amacı gerçekleştirmek için Sıralı (ordinal) Regresyon Analizinden faydalanılmıştır. Çalışma sonucunda elde edilen sonuç ise e-katılım ve çevrim içi hizmetlerden ziyade ulusal telekominasyon alt yapısının ve beşeri sermayenin yerel e-devletinde temel belirleyicisi olduğudur.

ANALISIS EFEKTIVITAS PENYALURAN DANA ZAKAT OLEH BAZNAS KABUPATEN LANGKAT TAHUN 2020

A social system for sustainable local e-government

PurposeMost studies in electronic government (e-government) sustainability focus on the role of specific actors (stakeholders such as government employees or citizens) in sustaining an e-government project. However, such actors may not have sufficient resources to support e-government sustainability by themselves and must collaborate across different departments and stakeholders to sustain e-government projects. This paper aims to take a social systems theory perspective on sustainable local e-government, where actors cooperate and coordinate in a social system to leverage resources for e-government sustainability in local government contexts in developing countries.Design/methodology/approachThis paper is an interpretive study of two local e-government case studies based on in-depth interviews with local government information technology (IT) managers, local leaders and staff. Data analysis based on constructivist grounded theory is used to understand the role of a social system in sustaining e-government systems in local governments in developing countries.FindingsThe original social system theory was developed for industry initiatives and adapted for public organisations in this paper. The unique characteristics of the public sector and e-government innovation are used to identify new components of the social system related to local e-government. Local e-government is sustained through a collaboration between actors in a social system to leverage resources and reduce challenges.Research limitations/implicationsWhile this is an exploratory study, the cases show that the use of a social system theory consisting of institutional, management, social and economic components requires multiple lenses for investigation. This is a challenging process because it requires different areas of knowledge to carry out the research. The challenges may influence the overall outcome of this study. In addition, the two cases may generate limited insight and experiences as this study was carried out within two local governments in Indonesia. The findings may not provide a strong basis for generalization to other contexts.Practical implicationsThis study offers guidance to local government IT departments to improve collaboration in a social system between local actors (such as political, managers and staff) while implementing and using e-government systems.Social implicationsSustainable local e-government requires all actors to coordinate and cooperate in a social system to reduce financial, political and technical challenges.Originality/valueThis paper offers new insight into how a local government collaborates in a social system to realize sustainable e-government systems. Collaborating in a social system reduces common challenges and leverages resources to support e-government sustainability.

Portuguese Local E-government: A Study on the Most Adopted Databases in 2019

The selected database engine significantly impacts the performance of electronic services. This impact also affects governmental e-services. Based on several inquiries to all Portugal city halls, this study ranks the different available databases (commercial and non-commercial) in the year 2019.

A SCI Analysis Model: Research on Influencing Factors of Local E-Government Responsiveness in China

In order to explore the influencing factors of the e-government responsiveness in China, the System-Competition-Interaction analysis model was proposed to reflect the ability of e-government to respond to citizens’ demands. 960 pieces of information were collected from 480 local e-government websites in China, and field experiments were conducted on how local governments responded to citizens’ demands. The results show that there are regional differences in e-government responsiveness in China. The response probability of Northeast China is the lowest, and that of western region is the slowest. The response system and neighborhood effect are the core elements that affect e-government responsiveness. The interaction demands of citizens can not significantly affect government responsiveness. According to the research results, the practical enlightenment is that the future should change from “system-driven response” and “competition-driven response” to “citizen-driven response,” which is of a certain practical significance for improving the response level of e-government of local governments in China.

A Collective Action in Indonesia Local E-Government Implementation Success

Despite the burgeoning number of studies of e-government implementation, very few scholars have focused on the relationship between e-Government implementation success and the roles of actors' collaboration in particular within a local government context. Drawing on Van de Ven (2005) collective action theory, this paper endeavors to conduct an in-depth investigation through a case study of government actors perform collective action in local e-government implementation. Data were gathered through field observation, in-depth interviews, and written material. The data, then, were analyzed using the grounded theory approach through open, axial, and theoretical coding. By claiming that technology is fundamentally a collective action process,this study investigates the logic embedded in the actors' collaboration to build and implement e-Government at the local level. This study found that local government actors successfully perform a collective action in local e-government implementation through a harmony of coordination, cooperation, communication, and sharing responsibilities among local actors. Local e-government systems and infrastructures were built and implemented through intensive coordination and collaboration with the central government, internal local government, and private actors. Responsibilities to develop and maintain the local e-government systems and infrastructures are shared across local institutions.

Information and communication technology (ICT) in public administration is typically used for the purpose of e-government service implementation that provides strengthening of certain democratic functions. Recognising this, most of local government institutions (LGI) utilise ICT for services implementations and building relationship with stakeholders and citizens, allowing the adoption of Web 2.0 tools as platforms for promoting the public dialogue and participation in decision and policy making. This paper explores the e-participation implementation through usage of Web 2.0 tools in context of Kosovo LGIs from perspective of usage practices and potential relationships with citizen engagement. We have argued that the LGI online activity is an important factor influencing citizen engagement. Different set of metrics were examined to obtain relevant dimensions of citizens' reactivity and dialogue engagement. The analysis has not shown any significant correlation between the LGI activity and overall citizen engagement level. Implications and importance of those findings are discussed.

Determinants of e-government implementation at the local level: an empirical model

PurposeThe empirical research of e-government at the local level has been the subject of many studies in the last two decades. The evidence collected by those studies constitutes a relevant opportunity toward the development of a theory of local e-government implementation. However, several synthesis efforts are needed before such a theory can be developed. The purpose of this article is to contribute to that endeavor by proposing an empirical model of the determinants of e-government implementation by local governments.Design/methodology/approachThe empirical model results from the systematic revision of 59 primary studies published in scientific journals, between 2002 and 2018. As a starting point, a conceptual map relating concepts such as readiness, diffusion, adoption, implementation and institutionalization is presented.FindingsThere is a common set of determinants that explains local e-government implementation in general, and three other sets of determinants that contribute to differentiate each one of three e-government dimensions: e-participation, e-transparency and e-services.Research limitations/implicationsBecause it was found that different determinants are associated with different e-government dimensions, future empirical studies should differentiate between those dimensions when studying local government.Originality/valueThis is the first study to attempt a synthesis effort on the determinants of e-government implementation by local governments.

The advancements surrounding information and communication technologies have become ubiquitous so much so that governments are now compelled to use them to reduce cost and increase their efficiency. E-government entails the application of information and communication technologies to deliver government services, increase interaction between the government and citizens, and improve the efficiency of the government. This paper details the various aspects of e-government implementation, ICT4D policies, and case studies from the United States and Kenya. Kenya is fast catching up with the rest of the world, having benchmarked the local e-government system with systems in Malaysia, Singapore, the UK, and South Africa among other nations. Limitations that the local implementation faces are detailed with the future of e-government being pitted as fruitful despite myriad infrastructural and training deficiencies.

Technology symbolization: political mechanism of local e-government adoption and implementation

Why did some local e-government projects start off with a bang but end with a whimper? Using the case study of an online administrative approval system in Jiangmen, China, this study explores the political mechanism behind the adoption and implementation of local e-government projects. We propose a framework for analyzing the adoption and implementation of e-government projects that encompasses three aspects: environment (political institutions); process (perceptions of information technology, power relations, and strategic interaction); and performance. The political environment shapes people’s perceptions of information technology and provides motivations and constraints for relevant stakeholders. Stakeholders choose different strategies and actions based on their positions in the power structure, which finally influences the performance of the project. In this study, due to local government leaders’ motivation to seek political achievement and subordinate agencies’ strategic responses in the Chinese political system, the online system finally turned into a symbolic tool that did very little to improve government performance. Points for practitioners • A framework is proposed for analyzing the adoption and implementation of e-government projects that encompasses three aspects: environment (political institutions); process (perceptions of information technology, power relations, and strategic interaction); and performance. • A concept—technology symbolization—is emphasized by exploring the ways in which e-government can be used as a promotion tool for local officials. • With the advent of the new generations of information technology, e-government practitioners cannot ignore the political environment and the impact of political institutions on information technology implementation.

Incentives for the Adoption of E-Government by Greek Municipalities

Purpose: The research aims to identify the incentives that play an important role in the evolution of e-government in Greece at local scale and its actual development level. It also investigates the factors and the perceived barriers that affect the development of local e-government in Greek Municipalities, as well as the benefits they derive from it. Design/Methodology/Approach: The research is based on a survey that was conducted through a questionnaire to all 325 Municipalities of the country and includes data from 109 Municipalities that participated in the quantitative approach. Findings: While e-government is spread at a relatively satisfactory level, it appears that only a few Municipalities are performing well. Results highlight also the two main incentives that motivate Municipalities to adopt e-government: The first is the improvement of the efficiency of information exchange with the external environment and the second is managing internal issues-relationships in conjunction with the existence of prominent IT departments. Amongst the main factors that affect e-government adoption by Local authorities, budgetary constraints stand out, while the lack of personnel specialized in Information Technologies is identified as common obstacle. Practical Implications: Findings suggest that an integrated approach to e-government is needed in order to enable organizations to minimize failures and to overcome barriers and counter risks. The capacity to align e-government applications with the increasing and evolving needs and requirements of the citizens is the key to optimizing the benefits of e-Government at local scale. Originality/Value: There is no similar empirical research in the context of Greece; hence, it seems important to increase the knowledge about the drivers of e-government adoption, especially in the public sector at the local scale.

Linking Smart Governance to Future Generations: A Study on the Use of Local E-Government Service among Undergraduate Students in a Chinese Municipality

Due to the advanced technologies, governments today are facing more challenges in the governance field than ever before. One of the serious issues is how to develop relationships with younger generations. As a purpose of smart governance, sustainability emphasizes the responsibility of government for building a stable association with future generations. This study is devoted to promoting sustainability in the smart governance field through e-government services. It seeks to understand the situation of local e-government use in a special group of future generations: undergraduate students. In order to achieve this objective, this research conducts a case study in Chongqing, the only inland municipality in China. Drawing upon data from a sample of 1046 respondents in 2019, the findings reveal that the way to interact with the government via e-government is by receiving a wide range of undergraduate students at the local level. In this sense, the role of e-government in linking government and younger generations is larger and more significant than previously estimated. Additionally, the results witness a rise of social media in e-government services among younger generations. Based on all these findings, it offers practical suggestions for the future development of e-government services in China.
