Local news as political institution and the repercussions of ‘news deserts’: A qualitative study of seven UK local areas

A transformation in the political economy of local news provision has led to claims that an increasing number of local areas have become ‘news deserts’ – areas that are poorly served or not served at all by professional and dedicated news services (Abernathy, 2022). Such developments have raised widespread concerns about the future health of local democracy. One aspect of local news’ declining capacity that has received little attention to date is the impact on its role as political institution. This paper first examines the impact of changes on those most closely affected by the reduction or closure of UK local news media outlets – the consumers and sources of local news. Through empirical research in 2021-22, the authors explore Cook’s theory of the news media as political institution (2005), by examining local citizens’ experience of – and attitudes towards – their local news outlets, and the extent to which they believe these continue to perform an institutional role. Second, the paper seeks to explore the extent to which other information services – most notably social media and online communities - substitute for the institutional roles of local news outlets. The paper argues that the diminishing role of local news media as political institution has significant political and democratic implications which are not being addressed by policymakers, who are more concerned with the economic interests of corporate media owners than the broader democratic and societal interests of local communities.

Social entrepreneurship in the field of tourism and the problem of its institutionalization: analysis of the experience of the Asian South countries

The article substantiates the relevance of the topic of institutionalization of social entrepreneurship in the field of tourism, determined by the presence of a number of contradictions accompanying this process in Russian society. The goal of the research is to study the experience of foreign countries in which social entrepreneurship is developing in the tourism industry and signs of its institutional transformations are emerging, which allows us to extrapolate this experience to solve a number of problems in the Russian tourism sector. The results of the analysis of scientific publications reflecting the topic of the development of social entrepreneurship and its institutionalization in the developing countries of the Asian South – India and Pakistan – are presented. The research method is the analysis of documents – scientific publications, which reflect the problems of institutionalization of social entrepreneurship in the field of tourism. Based on the analysis of tourism in these countries, scientists have identified such aspects of the problem associated with the institutionalization of social entrepreneurship as increasing the level of interest of local communities in the development of tourism, taking into account the specifics of the tourism industry, trends in the sustainability of its development, orientation towards the management of this area and cooperation between business and the state. Based on the results of the study, conclusions have been drawn about the initial stage of institutionalization of social entrepreneurship in these countries, but some institutional practices, such as partnership between the state, society and socially oriented entrepreneurship in the tourism industry, attracting the population to work in the tourism sector, developing folk crafts and involving tourists in this area , can be used in the Russian tourism industry.

Industrialisasi Sebagai Kekuatan Politik Negara

Industrialization has helped the economic growth and progress of many countries, but it is still understood about its effects on government, power structures, and social relations. The study investigates the impact of industrialization on these three components, with particular emphasis on Indonesia. Government has changed significantly as a result of industrialization, which has played an important role in driving industrial growth. To attract foreign investment, improve infrastructure, and improve the business environment, governments have implemented several policies, but there are concerns about their ability to oversee industry and protect the interests of local communities. In addition, the power structure has undergone significant shifts, with the emergence of new social classes and the consolidation of power among certain classes. The industrial sector has also created new opportunities for social mobility, but has also exacerbated economic and social disparities. To solve this problem, this study suggests that the distribution of wealth and power must be fairer. Industrialization, along with increased urbanization and urban growth, has had a significant impact on social relations. The study investigates how industrialization has affected social relationships, including its impact on family structures, community networks, and social identities. So, Indonesian government, power structure, and social relations are heavily influenced by industrialization. Although it has produced significant economic gains, it has also created new problems and differences. This research suggests that a deeper understanding of the impact of industrialization is vital, as are the policies needed to address the social and economic impacts of industrialisation.

Efektivitas Pelimpahan sebagian Kewenangan Bupati Kepada Kepala Distrik di Kabupaten Jayapura

Since the implementation of Law Number 23 of 2014 concerning Regional Government, Jayapura Regency has adopted a policy of delegating authority as an effort to improve the efficiency and effectiveness of government administration at the district level. This study aims to analyze the effectiveness of the delegation of authority from the Regent of Jayapura to the District Heads based on the Jayapura Regent Regulation Number 13 of 2019 on the Delegation of Partial Authority from the Regent to the District Heads to Perform Certain Local Government Affairs. This study uses a qualitative approach with data triangulation methods, including indepth interviews, observations, and document analysis. The results show that although there are some successes in the implementation of delegated authority, various obstacles remain, such as mismatches between the delegated authority and district capacities, lack of trained and competent human resources, and budget limitations. Additionally, the delegation process often lacks adequate accountability and transparency systems. The study also found that unclear policies and regulations, as well as complex bureaucratic processes, hinder the effectiveness of the delegated authority implementation. Some district heads feel that the delegated authority is insufficient to enable them to make quick and accurate decisions to serve local community interests. Recommendations from this study include improving human resource capacity at the district level, enhancing accountability and transparency systems, and simplifying bureaucratic processes to support the effectiveness of delegated authority. Thus, it is expected that the delegation of authority from the Regent of Jayapura to the District Heads can run more optimally and contribute positively to regional development and the improvement of public service quality

Coordination of the interests of the participants as a tool of successful industry strategizing (on the example of timber industry complex of Russia)

Strategic approach to the industry development planning is of crucial importance as it helps setting clear goals, determine trends, parameters and conditions for the industry growth. However, low effectiveness of individual industry strategies adopted, their constant adjustments unrelated to strategic orientation, development of “new” strategies duplicating previous documents without meaningful analysis, poor performance discipline on the realization are the evidence of in effectiveness of the methodological approaches used. To cope with the above-mentioned problems, it is essential to pay special attention to the issues of coordination of the interests of the parties which are directly or indirectly involved into industry strategizing. This will ensure finding a balance between the needs and objectives of different participants affecting the success of implementing industry strategies.The purpose of the study is to consider the peculiar features of industry strategies as the objects of strategizing of the “middle” level, and to identify the mechanisms of harmonization of the interests on the example of the timber industry complex of Russia.A strategy creates the common value for the parties involved into its development and implementation, including government agencies, industry representatives, sectoral associations, local authorities and public organizations, educational and research institutions. The article deals with the range of issues that are subject to agreement between the participants of “middle” strategies, reflect both the global agenda through state-level strategies, and take into account the interests of local communities. Recommendations suggested as a result of the study can be applied in the development of middle level strategies including sectoral and regional ones.

EKONOMI KERAKYATAN DALAM PERSPEKTIF EKONOMI SYARI'AH

Village Autonomy is a regional autonomy policy given to village governments to further optimize their potential so as to maximize village income for development and community welfare. Law Number 6 of 2014 concerning Villages explains that Village Government is the administration of government affairs and the interests of local communities in the government system of the Unitary State of the Republic of Indonesia. In improving the economy of the community, the Village Government establishing BUMDesa is the right step for the realization of the welfare of the village community. BUMDes are economic institutions established based on deliberations between the Village Government and the Village community based on the needs and potential of the Village. The management of BUMDesa is carried out by the village community. The role of a good Village Government in the management of BUMDesa will determine the success of BUMDesa. The type of research used in this study is descriptive qualitative. The data sources used in this study are primary data and secondary data. The sample in this study amounted to 8 people from a population of 964 households with a sampling technique, namely Nonprobability Sample by means of sample determination, namely purposive sampling. The data collection methods used by researchers consist of observation methods, interview methods and documentation methods. The data analysis technique goes through three stages, namely the data education stage, the data presentation stage (data display) and the data verification stage. The results showed that the Village Government in the management of BUMDesa Bangun Karya plays quite a role in terms of establishing and planning business units but in terms of advisory and supervision of BUMDesa performance, the Bangunejo Village Government has not played a full role in the management of BUMDesa Bangun Karya. The role of BUMDesa Bangun Karya in improving community welfare is the fulfillment of daily needs / types of trading businesses. Based on the principles of leaders in Islam, the Bangunrejo Village Government has not fully implemented the principles of leaders, due to the lack of transparency in the management of BUMDesa. The role of BUMDesa in improving community welfare according to the perspective of Sharia economics has played a perceived role in terms of meeting the needs of al-hajiyat and al-tahsiniyyat . However, to meet the needs of ad-dharuriyyat BUMDesa Bangun Karya has not played a role in improving the welfare of the community.

Article: Fragmentation of Community Consent Standard in the Era of Friendshoring and Nearshoring

Recent developments in clean energy supply chain amidst the geopolitical crisis have resulted in the friend shoring and nearshoring measures in the clean energy supply chain. Clean energy supply chain is susceptible to Environment, Social and Governance (ESG) risks, particularly resistance from the local communities against the critical minerals mining/exploration projects, due to policy gaps in the legislative framework regarding the community engagement standard and procedures. In context of friend shoring and nearshoring measures, this gap may get widened in the States with critical mineral resources. The article will track the development of the ESG standards pertaining to community engagement at the multilateral forums and the multilateral stakeholder initiative forums. Moreover, the article will analyse the gaps in ESG performance of the mining sector, particularly parameters of the community engagement. Further, the article will identify issues with the current initiatives under trade and economic cooperation agreements and bilateral investment treaties toward ensuring the community consent standards by extractive industry, specifically the mining of critical minerals for clean energy development. The article will conclude that fragmentation of the community consent standard has resulted in widening of ESG risks for investors and host states in the critical mineral sector. Accordingly, the article recommends that host states frame legislative framework for this sector by balancing interest of local communities with sound business environment for the investors. The Interests of Local Communities in the Transboundary Dimension: Considerations on the Dispute Regarding the Turów Lignite Mine

Abstract The objective of this article is to look for the answer to the question of whether the applicable public law regulations contain adequate mechanisms enabling the realisation of the interests of local communities in the transboundary dimension. The background to the considerations will be an analysis of the spatial planning and environmental impact assessment procedures in connection with the planned expansion of the area of the open cast Turów lignite mine.

Minangkabau Customary Law as a Foundation and Perspective for The Formation of The National Legal System

The purpose of this study is to examine the role of Minangkabau customary law in shaping the country's legal system and its potential contribution in creating social justice, maintaining cultural diversity, and strengthening regional autonomy. This research method used is literature analysis using relevant primary and secondary sources such as legal documents, academic works, and practical experience in the application of Minangkabau customary law. The results of this study show that Minangkabau customary law includes interrelated principles such as deliberation and consensus, gon royong (community cooperation), and restorative justice. The principles contain universal values that can be applied and integrated into the broader national legal system. In the context of building a state legal system, Minangkabau customary law is used as a source of inspiration for the development of laws that serve the interests of local communities, protect individual and collective rights, and maintain a balance between national and local interests. In addition, Minangkabau customary law has the potential to preserve cultural diversity in Indonesia. In the era of globalization that prioritizes cultural homogenization, the application of Minangkabau customary law can provide a strong foundation for the development and maintenance of cultural diversity of the community at the national level. Through an approach that respects and recognizes cultural differences, a country's legal system can be a tool for strengthening cultural identity and ensuring the sustainability of valuable cultural heritage

Community-Based Wildlife Conservation on Pastoral Lands in Kenya: A New Logic of Production with Implications for the Future of Pastoralism

Community-based wildlife conservation has been identified as a potentially successful approach to meet the needs of wildlife and the interests of local communities living among wildlife, national governments, and the global community interested in stemming the extinction crisis facing the planet. There is a significant literature critiquing the neoliberal approach to community-based conservation arguing that it has not been successful in meeting conservation goals or community goals. While in agreement with many of the critiques and the general calls for a more equitable direction that respects and draws on local and indigenous value systems, we focus on some of the implications of community-based conservation for pastoralism in Samburu County, Kenya. We employed an ethnographic approach, integrating informal and in-depth interviews, a random sample survey of 300 households, participant observation, and experimental economics games. Our findings show that the establishment of core areas, buffer zones, and grazing strategies that depart radically from previous practices reduced pastoralists’ access to critical rangeland resources and forced them to find pastures elsewhere. Thus, while community-based conservation purports to encourage landscape-level land management and coordination, in practice, it contributes to land fragmentation. Our results also explain why community-based conservation persists despite the costs for pastoralists.

FARMERS’ WIVES’ ASSOCIATION IN THE CONCEPT OF NEO-ENDOGENOUS DEVELOPMENT OF RURAL AREAS

Farmers’ Wives’ Association are the most popular form of women’s self-organization in rural areas with a long tradition dating back to the 19th century. The aim of the presented research was to seek an answer to the question of what motives guide people joining Farmers’ Wives’ Associations and what factors influence their functioning. The concept of neo-endogenous development, based on the use of endogenous (local) resources to acquire exogenous (external) resources, is presented. Neo-endogenous mechanisms allow for better identification of development needs and targeted involvement of external resources in meeting them. The basis of these mechanisms is local social capital concentrated, for example, in the village housewives’ circles. A survey was conducted using a custom survey questionnaire, created on the ProfiTest platform. 52 Associations correctly completed the questionnaire. For today’s Farmers’ Wives’ Association, the most important activities are those aimed at the development of localities and the cultivation of local and regional culture. In the aspect of neo-endogenous development, it is important to emphasize the influence of both endogenous and exogenous (the possibility of raising funds) factors on the significant increase in the interest of local communities in this form of cooperation.

The Role of the Village Head as Development Administrator

A village is a legal community unit that has territorial boundaries that has the authority to regulate and manage government affairs, the interests of local communities based on community initiatives, origin rights, and/or traditional rights that are recognized and respected in the government system of the Unitary State of the Republic of Indonesia. Villages are government agents in national development. The development program carried out by the village government cannot be separated from the role of a village head. Therefore, this research aims to analyze the role of village heads as development administrators. The research method used is qualitative with a case study approach. Data collection techniques such as observation, interviews, and documentation. Meanwhile, the data analysis technique uses data triangulation, namely data reduction, data presentation, and concluding. The research results show that the role of the village head as a development administrator in Patalassang Village, Sinjai Regency, is as a motivator, facilitator, and mobilizer, where these roles are carried out by encouraging community participation and stimulating the spirit of mutual cooperation. Then, the Village Head visits residents in their homes and talks with them, holds community meetings to listen to their aspirations, and involves them in development by asking for their suggestions and input. The Village Head also often invites community representatives to attend village meetings and provide their input and opinion

Main Factors of Uneven Development among Russian Regions

The article explores the primary factors contributing to the uneven social development of regions in Russia, providing a general classification. It pays particular attention to the influence of historical, cultural-civilisational, and geopolitical factors on the development and modernisation of Russian regions. This includes regional traditions, ethno-social and cultural specificities, and an analysis of how all these factors impact regional dynamics.
 The study illustrates that disparities, significant differences, and inequalities in the socio-economic development of Russia's regions are a result of the combination and interaction of multiple factors that require consideration when formulating and implementing regional policies. The interaction of different factors in each specific case creates key and acute social problems and risks for that region. Therefore, regional authorities and active local community groups must focus on timely responses to prevent the radicalisation and politicisation of these problems, preventing them from escalating into social-political conflicts.
 Among such problems and associated risks are issues of social inequality perceived by local residents as fundamentally unjust. These include challenges related to the lack of access for many inhabitants to quality healthcare and education, as well as ecological problems. Additionally, concerns arise regarding interethnic relations, particularly between local populations and migrants arriving from other states, along with demographic challenges.
 However, the concerted efforts of regional authorities and concerned citizen groups at the grassroots level alone cannot entirely solve the key problems of a region. This demands close cooperation and the pooling of efforts from local communities, regional, and central authorities. Presently, in Russia, such collaboration and concerted efforts across different levels are implemented only fragmentarily and far from being adequate. Consequently, it is concluded that to ensure social stability in Russian regions, regional and local authorities need to consider the interests of local communities and their initiatives for development. This includes areas such as culture, preserving and developing local traditions, education, regional studies, local and regional identity, historical memory, and ecology.
 Moreover, it is crucial to prevent the gross destruction of natural and social environments and the predatory use of natural and human resources in Russian regions by large corporations, holdings, and financial structures. The author concludes that while devising and implementing any projects for socio-political and economic development, it's essential to consider both the general civilisational specifics of Russia and the peculiarities of development within regional and local communities. Ignoring these aspects could lead to irreversible damage to the social environment and the degradation of fundamental social, cultural, and value structures within Russian society.

The community function of schools in rural areas: normalising dominant cultural relations through the curriculum silencing local knowledge

ABSTRACT Schools in rural places in European societies generally teach the same content and perform as well as other national schools do on national tests and international comparison assessments such as PISA. However, by doing this they may also marginalise local rural knowledge and expose rural populations to a (for them) culturally insensitive curriculum. Using a meta-ethnographic analysis this article identifies how rural educational ethnographic researchers working in Sweden have depicted this situation and the social and cultural interests in which it operates. It identifies how research articles often describe rural schools as fulfiling a local community function, but it also questions exactly what kind of function this is and whether we can really talk about rural schools operating in local community interests generally or even at all. Instead, it is rather more the case that schools in rural places contribute to some individual educational interests and possibilities along with a general cultural domination and marginalisation of rural consciousness and interests.

Inclusivity in the Settlement of Investment Disputes: Making a Case for Local Communities

This contribution examines the extent to which the Investor-State Dispute Settlement (ISDS) system takes into consideration the rights and interests of local African communities affected by investment disputes but are not parties to them. It argues that these communities receive unsatisfactory treatment, which often leads to their exclusion (or non-inclusion) from ISDS. The contribution goes further by exploring reforms likely to better protect these communities, increase their inclusion in ISDS as well as the legitimacy of the investment regime. The first part examines the raison d’être for inclusivity in investment arbitration and why it is important to talk about the inclusion of communities in investment adjudication. Zooming in on the case of African communities, the second part analyses the current participation of these communities in the settlement of investment disputes and attempts to demonstrate that this participation is limited and could lead to a partial or total denial of justice for affected communities, in other words, exclusion. The final part looks at some of the reforms and ideas that are currently being considered for better protection and inclusion of these communities.

Study on the Functional Features of the School as Community Center and its Expected Impact on Local Communities in Albania

In this paper, the main aspects related to the tasks and functioning of the School as Community Center (SCC) and their impact on the life of local communities are addressed. The reform for the establishment and operation of the SCC has been conceived by referring to the best international practices, standards and requirements provided for in the Convention on the Rights of the Child. SCC are institutions of pre-university education that serve to meet the needs of society for the education of the generation through the realization of the process of collaboration and cooperation of students-teachers-parents-community. Based on National Strategy of preuniversity eductaion system SCC in Albania operate in accordance with the defined standards: (i) Ensuring a quality education for every student, (ii) Ensuring the social, emotional and health well-being of students, (iii) Community engagement and development, (iv) Decision-making common, (v) Respect for diversity. SCC as inclusive educational institutions influence the coexistence and good governance of the affairs and interests of local communities.

The enduring political viability of governance models in tourist destinations and their implications for people and planet

PurposeThe objective of this paper is to examine the ways in which tourism can be regarded as a catalyst for positive change, benefiting both people and the planet. The authors consider the integral role of community engagement as a tangible component within the governance frameworks of destination management organizations (DMOs).Design/methodology/approachOriginating from the authors' professional experience and academic expertise in managing and marketing tourist destinations, both at the local and regional levels, the article explores the pressing requirement for reevaluating policies and strategies. It aims to emphatically underscore and reiterate the role of tourism as a pivotal driver for enhancing peoples' quality of life and ensuring the sustainability of tourist destinations. This effort involves not only maintaining equilibrium among the four widely recognized pillars of sustainability but also pondering the significance of an equally crucial aspect of destination management – the political sustainability of the governance framework of tourist destinations.FindingsCurrent realities encourage the authors to contemplate and act, guided by the unfolding of tourism's swift regenerative influence. It is anticipated that people have gleaned vital lessons from the collective pause people underwent during the pandemic, coupled with the stark realization of being unable to partake in the favourable contributions of tourism in everyday life. This article highlights the urgency of implementing DMO models that are capable of conceptualizing and operationalizing a human-centred tourism development policy and the resulting sustainability strategies, enhancing representation and guidance for the satisfaction of stakeholders.Originality/valueIt is neither a widespread practice, nor are there many prior studies that tackle the potential of forecasting the comprehensiveness of governance and management models for tourist destinations that encompass stakeholders who represent the direct interests of local communities within the tourism system. Supported by a literature review, analysis of secondary data and the first-hand experience of the authors, it becomes apparent that the operational landscape of most organizations functioning as tourist destination managers is predominantly at the regional and local tiers. These very organizations are the ones that have been progressively evolving, displaying a readiness to introduce innovation in this realm. Implementing these models would represent an approach to governance more inclined towards a bottom-up style, thereby posing a challenge to the more rigid and commonly employed strategies that emanate from a centrally structured national framework.

Pelatihan Penggunaan media Loose Part Sebagai Implementasi Merdeka Belajar Pada Satuan Pendidikan Anak Usia Dini

Early childhood education teachers play a vital role in the development and education of young children. They have broad and varied responsibilities in creating positive learning environments and facilitating children's holistic development. Early childhood education teachers are key facilitators in children's learning process. They create learning experiences that are engaging, stimulating and appropriate to children's needs and interests. Teachers help children to explore, think critically and build an understanding of the world around them. This service has the aim of increasing teachers' understanding related to an in-depth understanding of the loose parts method. This service method consists of lecture, discussion, demonstration, hands-on practice and question and answer methods. The importance of the results of this service is to develop innovative teaching skills, increase cognitive stimulation and creativity, improve the use of environmental resources, collaboration and exchange of experiences. The results of this service are divided into two sessions. Session 1 is the lack of facilities and facilities and the lack of awareness and interest of local communities in the importance of early childhood education and the lack of interest in becoming early childhood educators. In session 2, there is a need for follow-up such as training, workshops and materials related to the theme of Loose Part media for early childhood. Through community service, teachers in the Loose Part media method in early childhood, teachers can improve their competence in dealing with today's educational demands, create innovative and child-centered learning experiences, and facilitate the holistic development of children in early childhood.

Algorithm of methodological aspects of nature management in Ukraine as constitutionally motivated requirements of today

A constitutionally motivated algorithm of methodological aspects of land and nature use, especially in the agricultural sphere, which is an effective mechanism (tool) for painless correction (elimination) of assumed errors in the process of the so-called «land reform» in Ukraine. The need to demarcate the rights of two different property objects to «land», namely: — to «land plot» (border) as an object of civil rights; and — on «land and its natural resources» as natural objects of ownership of the Ukrainian people, which are located within such areas, as well as the introduction of a de facto institute of nature management on a paid basis according to established regulations. It has been established that the criminal replacement of the current constitutional land norm of «use» with the unconstitutional factor of «distribution» contributes to the self-righteous use of natural resources as objects of someone else's property. A system mechanism is recommended for the implementation of approved project solutions of architectural, construction and land management arrangement in the entire geospace of the state, forming a balanced land use — from the standpoint of national interests and the interests of local communities. It has been proven that the application of this mechanism will eliminate any obstacles and objections in the primary identification and certification of all natural objects (existing and rehabilitated) that have a nature reserve, nature protection, water regulation, health, recreational, historical and cultural and other value. The outlined constitutional right will act fairly in the process of determining (removing from intensive use) plots in agro-landscapes that are subject to liming, afforestation and have environmental significance. It has been established that the main role as a factor of responsible financial support in the process of formation and formation of all such Ukrainian business entities (according to the target functional purpose) will be performed by the Budget of the National Land Institution of Ukraine together with and with the participation of able-bodied citizens who will independently decide in what way they will carry out their comfortable living in the relevant territory, as well as the budgets of local communities at the basic level. It is planned to organize more than 250,000 (preferably more than 500,000) new private family farms and peasant farms (ancestral, family estates) created by young families (the priority right is granted — to participants in hostilities (soldiers — winners) and their families) and their families), mainly, without hired workers, with a total area of almost 10 million hectares of small arable land massifs and other (4–5 million hectares) adjacent lands.

The government system in Indonesia is organized in stages starting from the central government, provincial, district/city and village governments. All government affairs are divided into each level of government. The village government is the spearhead that has direct contact with the community in real terms. Historically, the existence of villages in Indonesia existed before the Unitary State of the Republic of Indonesia existed or was formed, therefore, if you look at Law No. 6 of 2014 concerning Villages, it is stated that Villages are Villages and traditional villages or referred to by other names, hereinafter referred to as Villages, is a legal community unit that has territorial boundaries that has the authority to regulate and manage government affairs, the interests of local communities based on community initiatives, rights of origin, and/or traditional rights that are recognized and respected in the government system of the Unitary State of the Republic of Indonesia. Openness in the administration of village government is absolutely necessary as a form of accountability for all decisions and policies that have been taken and implemented related to the implementation of development, community development and community empowerment. Openness is needed to increase community participation in development by providing input, support and control over the running of village government. The reality on the ground is that in 2015 the consequence of implementing the Village Law was that funds were disbursed from the APBN which were quite large at the village level, however openness regarding the implementation of village funds was very minimal until now, the human resource capacity of village officials was very minimal. so that it greatly influences the management and management of village funds to create an independent and prosperous village community based on the principles of good governance, namely accountability, transparency and participation.
