CONSERVATION AND ARCHIVING MEDICAL RECORDS IN SELECTED HOSPITALS IN YAOUNDÉ

Introduction: Medical records play an important role in the storage and recall of patient’s information, patient’s follow-up, research, teaching, public health policy making and as a medico-legal tool, but less emphasis has been placed on its role in health care delivery. The objective of the study was to appraise the methods of conservation and archiving of medical records in hospitals in the city of Yaoundé.Methodology: A descriptive cross-sectional study was done in the hospitals of Yaoundé between January to June 2023. The Data which was collected from medical record clerks using a self-administered and pre-tested questionnaire included: The profile of the health institution, personal information of the clerks, strategies put in place for the protection of medical records and obstacles in archiving.Results: Twenty hospitals in the city of Yaoundé participated in the study. The public sector represented 65% of the health facilities, 45% had been existing between 21 and 40 years, with a median of 24.5 years. In 70% of the cases, medical records archiving system had been existing between 1 and 10years. In 65% of cases, the conservation of archived records was mainly done at the different services with the paediatric service being the most represented (16.2%). In 87.5% of cases, the means of archiving used was the paper file classified on shelves (73.5%); of which (52.2%) were archived in alphabetical order. The obstacles to archiving medical records were mainly the lack of qualified personnel (82.4%) and the lack of storage space (80.1%).Conclusion: Many obstacles were observed. These results suggest actions to be generated both by the Cameroonian State and by the leaders of private health facilities in order to improve the management of medical records.

Impact of Marketing Strategies on Strengthening the Image of Public Universities in Ecuador

This article analyzes how marketing strategies impact the strengthening of public universities' images in Ecuador. In a systematic literature review, it shows that the main problems affecting institutional reputation are found in the lack of qualified personnel in their communication departments, as well as administrative management deficiencies. Then, it introduces some of the emerging relational tools, like artificial intelligence and neuromarketing, whose effectiveness has been already tested with a view to improving institutional perception. The competitiveness theory will provide insights for understanding how universities can acquire differential advantages within an increasingly globalized and competitive market for educational services. It follows that effective marketing strategies, digital marketing, and personalized contents help in increasing visibility, thereby attracting more students and enabling international collaborations. The article concluded that what public universities need to do is integrate such strategies coherently with their institutional objectives for effective positioning and improved public perception.

The article proposes to orient and expand legal doctrinal studies of law–making and law enforcement operations — the “atoms” of legal activity and the creation of structures from them, from which the social and legal-technical adequacy of normative legal acts, legal certainty, uniform law enforcement, and the ordering of public relations should arise. Natural sciences penetrate into smaller and smaller particles of nature — up to billionths of objects (nano). From small sizes, due to changes in the structure of materials, new properties arise — the results of technological progress. Nizhny Novgorod Scientific School “Improvement of legal technology as a pattern of the law-making process in Russia (history, theory, practice)” has been researching the technique of law-making and law enforcement for almost 30 years. One of the main tasks is the translation of scientific results into reproducible actions (technologies), in the training of practicing lawyers in law–making, interpretative, implemented law enforcement operations. The main risks for the country’s development are, “first of all, the lack of qualified personnel and its own advanced technologies — their absence in some areas” [1].

Current state of development of innovation activity at the enterprises of manufacturing industry

The article "The current state of development of innovation activity in manufacturing enterprises" examines the level and dynamics of innovation activity in Kazakhstan, focusing on manufacturing enterprises. The authors analyse the existing theoretical approaches to the definition of the concept of "innovation activity", study the state support of SMEs in this area and analyse statistical data on innovation activity in medium- and high-tech sectors of the manufacturing industry in Kazakhstan. The study identifies a number of problems: low level of innovation activity of enterprises, inefficiency of innovation expenditures, as well as a number of factors limiting the development of innovation activities, such as lack of demand for innovation, lack of financial resources, market uncertainty and lack of qualified personnel. The article offers a number of recommendations to improve the situation: the need for a systematic approach to the technological modernisation of industries, open discussion of the results of state programmes, adequate assessment of enterprises' capabilities for innovative development and setting target indicators.

ANALYSIS OF SOCIAL AND ECONOMIC DEVELOPMENT OF THE VOLOGDA REGION

The increase in sanctions pressure had a significant impact on the Vologda Region, which is one of the most economically affected regions of the Northwestern Federal District, due to its geographical location and significant orientation of the economy to the markets of unfriendly countries. The purpose of the study is to analyze the socio-economic development of the Vologda Region based on statistical data. It was revealed that the rate of socio-economic development of the Vologda Region is below the average values of the Northwestern Federal District, the main problem hindering the socio-economic development of the region is the low rate of diversification of the economy, lack of investment in innovation, lack of qualified personnel.

A DEEP LEARNING ENSEMBLE APPROACH FOR X-RAY IMAGE CLASSIFICATION

The application of deep learning-based intelligent systems for X-ray imaging in various settings, including transportation, customs inspections, and public security, to identify hidden or prohibited objects are discussed in this study. In busy environments, x-ray inspections face challenges due to time limitations and a lack of qualified personnel. Deep learning algorithms can automate the imaging process, enhancing object detection and improving safety. This study uses a dataset of 5094 x-ray images of laptops with hidden foreign circuits and normal ones, training 11 deep learning algorithms with the 10-fold cross-validation method. The predictions of deep learning models selected based on the 70% threshold value have been combined using a meta-learner. ShuffleNet has the highest individual performance with 83.56%, followed by InceptionV3 at 81.30%, Darknet19 at 78.92%, DenseNet201 at 77.70% and Xception at 71.26%. Combining these models into an ensemble achieved a remarkable classification success rate of 85.97%, exceeding the performance of any individual model. The ensemble learning approach provides a more stable prediction output, reducing standard deviation among folds as well. This research highlights the potential for safer and more effective X-ray inspections through advanced machine learning techniques.

FEATURES OF MANAGEMENT OF INCLUSIVE DEVELOPMENT OF AGRICULTURAL ENTERPRISES: FACTORS, TRENDS AND EXPERIENCE OF CHINA

In modern conditions, the practical issues of implementing effective management of inclusive development of agricultural enterprises are extremely relevant to ensuring the country's food security. The aim of the article is to study the theoretical and practical aspects of managing the inclusive development of agricultural enterprises, factors, trends, and world practices in modern conditions. Among the trends, special attention is paid to ensuring sustainable development, supporting small farmers, engaging in innovative activity and technologization, ensuring social and economic equality, and adapting to global challenges. In this context, the features of agricultural enterprises are studied. It is determined that at the world level, food security is a global problem that requires joint efforts of countries and international organizations. The features of the world experience (in the example of China) of managing the inclusive development of agricultural enterprises are analyzed. The main challenges facing the agricultural sector of Ukraine and hindering the full development of biological agriculture in these countries are highlighted, namely: climate change, limited water resources, pests, and disease outbreaks, limited access to organic materials, the presence of fierce competition in the world market, lack of qualified personnel in the agricultural sector, population growth, military conflicts. However, despite the challenges and obstacles, the experience of inclusive development of agricultural enterprises in the above-mentioned countries demonstrates the importance of an integrated approach, including government programs and other initiatives, financial support, training, innovation, and market access. This comprehensive approach is crucial for the success of the agricultural sector and its significant impact on the world economy and the environment.

ACTIVATION OF DIGITAL DEVELOPMENT OF THE ENTERPRISE IN THE CONDITIONS OF CRISIS DEFORMATIONS

The article clarifies the essential aspects of digital development, analyses the state of digital development of Ukrainian enterprises over the past six years and establishes that the digital development of Ukrainian enterprises has not reached the level of developed countries yet. Many enterprises do not carry out digital transformation to the required extent due to limited budgets, lack of qualified personnel and the absence of a clear strategic plan. This gave the opportunity to identify the factors that influence the need to intensify the digital development of an enterprise and which should be taken into account in the process of developing a strategy for intensifying digital development. It is substantiated the measures and steps to activate the digital development of the enterprise and identifies new opportunities, which are generated in this case, in particular, it is noted that enterprises that activate digital development to get new opportunites, raise productivity, increase revenues and improve competitiveness, help create innovative products and services, attract foreign investment and expand international cooperation, change organisational culture and design, behavioural patterns of staff and their mentality. It is also important to create a favourable ecosystem for enhancing the digital development of enterprises, including government support, education and partnership with business.

Organizational Strategy in Improving Services Outpatient Installation at Raja Ahmad Tabib Regional General Hospital, Riau Islands Province

This research is entitled "Organizational Strategy for Improving Outpatient Installation Services at the Raja Ahmad Tabib Regional General Hospital (RSUD) of Riau Islands Province". The aim of the research is to find out and explain further the strategies carried out by the Riau Islands regional hospital in improving service and satisfaction related to public services. The benefit of this research is to contribute to society and the government through researched writing. In this research, researchers used a case study approach and data analysis, which focused on finding out in depth and exploring research related to the research location, so as to minimize incidents in the field (Moleong, 2018). Therefore, this research focuses on the strategies carried out by RSUD. Raja Ahmad Tabib in dealing with services to the community and payments by BPJS. The data collection techniques used are observation, interviews and documentation (Sarwono, 2006). Meanwhile, the theory used is Kotten's theoretical approach (Salusu, 1996). Kotten divides strategy into four types based on corporate strategy (organizational strategy), program strategy (program strategy), resource support strategy (resource support strategy) and institutional strategy (institutional strategy). The research results illustrate that Raja Ahmad Tabib Regional Hospital is the main referral hospital in the Riau Islands, and provides quality health services supported by modern facilities. This is in accordance with the vision and mission of the hospital's strategic plan to prioritize improving health services, including making Raja Ahmad Tabib Regional Hospital the main hospital in the Riau Islands Province. However, there are also a number of challenges in maintaining the quality of health services due to various factors such as limited resources, lack of qualified personnel, and high patient volumes and claims from BPJS that do not match claims submitted from hospitals.

Developing ukrainian enterprises using neural networks

The article explores the features of using neural networks for the development of Ukrainian enterprises. It examines the theoretical foundations of neural networks, their history, types, and examples of application in various industries. Special attention is given to analyzing the factors influencing enterprise development, such as technological innovations, economic conditions, organizational changes, competition level, and market conditions. It is shown that technological progress is a key factor in the development of enterprises in the modern world. The current state of development of Ukrainian enterprises is investigated in the context of adapting to new economic conditions, particularly during the war. The war in Ukraine significantly affects the economy, including the business sector. Internal challenges include political instability, economic reforms, workforce shortages due to mobilization, power outages, and the need for modernization of production facilities. External factors include global competition, the influence of international markets, and economic sanctions. Despite the challenging conditions, Ukrainian enterprises have growth opportunities through the implementation of the latest technologies, such as neural networks. The main challenges and opportunities for Ukrainian business are analyzed, and the directions for using neural networks for enterprise development are proposed for each development factor, considering the specifics of business operations in Ukraine. Specific examples of successful implementation of neural networks in the banking sector (PrivatBank), IT companies (SoftServe), and the agro-industrial complex (MHP) are provided. The article analyzes the advantages and disadvantages of using neural networks, such as increased efficiency, forecasting accuracy, service personalization, risk reduction, and challenges related to high costs, integration complexity, lack of qualified personnel, and data quality dependency. The prospects for enterprise development using neural networks are considered: productivity improvement, product and service quality enhancement, efficient resource management, risk reduction, innovative development, market adaptation, and resilience support. It is proven that the use of neural networks has significant potential for transforming enterprises, making them more efficient, flexible, and innovative.

Problems of the development of Ukraine’s industry and itspersonnel supply in the conditions of war

Abstract The article examines the problems of industrial development of Ukraine during the period of independence and in the conditions of a full-scale war. A review of publications on the problems of industry by domestic researchers is carried out. It is stated that as part of the Soviet Union, Ukraine had a developed industry, which was fully integrated into the Union economy. The rupture of production chains, the loss of markets and the lack of an effective industrial policy during the period of independence led to deindustrialization and technological decline of Ukraine's industrial potential, which became a significant factor in unleashing armed aggression. The negative impact of the war on the state of domestic industry is studied: the destruction, closure and relocation of many enterprises, the curtailment of business and the primitivization of production led to a reduction in the volume of products sold by almost a third. Analysis of the dynamics of production in 2023 showed a slow and unstable recovery of industrial production, which is hindered by a number of factors. It is noted that a growing constraint is the lack of qualified personnel. The main threats to the staffing of the industrial sector of Ukraine in the wartime and post-war period are systematized: physical and migration losses of the population, brain drain, migration policy of the EU countries to create a reserve of skilled labor for their economies, low level of wages at domestic enterprises, destruction of the education system and inconsistency of vocational training with the needs of the labor market, weak participation of business in interaction with the system of vocational training and in improving personnel qualifications. At the present stage, the main tasks in the field of staffing of industry are: increasing the level of safety of living and working conditions in Ukraine; improvement of the organizational and legal principles of employment based on the principles of decent work; development of effective mechanisms and incentives for the return of forced external migrants; involvement in the sphere of economic activity of the passive part of the able-bodied population, including disabled people; use of diverse and flexible forms of work organization; modernization and development of the system of vocational and engineering education. Assessment of Ethiopian Integrated Functional Adult Education (IFAE) planning practice: what lessons can be learned for future Adult Education programmes?

ABSTRACT The study’s main purpose is to evaluate the planning practices of the Ethiopian Integrated Functional Adult Education (IFAE) programme and to draw lessons that can be learned for future adult education programmes. The study used an explanatory sequential mixed methods research design and involved 224 participants. Data were collected using questionnaires and interviews and analysed by descriptive statistics and thematic analysis. The study found that IFAE’s planning practices are characterised by four shortcomings: insufficient consideration of learner needs assessment; insufficient consideration in defining the roles and responsibilities of each stakeholder throughout the programme; inability to determine what actions should be carried out when and how; and inadequate allocation of resources required for the programme. In addition to these limitations, the study identified factors that hinder IFAE planning, including inadequate stakeholder participation, lack of qualified personnel, social and cultural sensitivities, adaptability and scalability problems, and budget constraints. Therefore, addressing these deterrents through the active participation of stakeholders such as educators, adult learners, and government representatives is critical to designing effective adult education programmes. By incorporating these insights, future initiatives can reach more learners and create a better future for all. Finally, a detailed discussion and conclusions are provided.

The population of the cities of Tobolsk province (based on the materials of the 1917 census)

On the basis of archival sources introduced into scientific circulation for the first time, the issues of preparation, the peculiarities of conducting the census of the urban population of the Tobolsk province in 1917 are revealed, and its results are analyzed. The census materials were in demand to coordinate the food issue, supply the population with food, the urban economy as a whole, and prepare for elections to the Constituent Assembly and local authorities. In the study of the processes of formation of urban settlements and their transformation, various methodological approaches are traced. In this regard, the modernization theory of social development is of interest, where, according to the concept, urbanization is considered through the prism of demographic processes primarily in cities. The work is based on the materials of the 1917 urban census in the Tobolsk province. To analyze documentary sources, a set of statistical methods was used, as well as historical-genetic, historical-comparative, historical-typological research methods, methods of graphical representation of the obtained statistical data. Based on newly introduced and published sources of population statistics. The author made the following conclusions: despite the presence of general instructions, there are specific features in the preparation and conduct of the census associated with tight deadlines, lack of qualified personnel and other reasons; the results obtained, although they had a number of drawbacks, suggest an increase in the proportion of the alien population, a decrease in the number of males due to mobilization to the front. This article discusses the prospects for the development of MICE tourism in the Republic of Kazakhstan. Due to its strategic location in Central Asia and growing infrastructure, Kazakhstan is positioning itself as a promising destination for international events. The study analyzes the current state of the MICE industry in the country, examines strengths, weaknesses and opportunities using SWOT analysis. The article highlights key issues such as limited global awareness, lack of qualified personnel and competition from neighboring countries. The paper presents recommendations for improving Kazakhstan's competitiveness in the MICE sector, including strategic marketing, international cooperation and public-private partnerships. The results obtained indicate that, when implementing targeted strategies and investments, Kazakhstan has significant potential to become a major player in the global MICE industry, offering economic and social benefits.

The aim of the study is to identify and analyze the impact of digital technologies on the development of the intellectual potential of enterprise, as well as to develop recommendations for optimizing these processes in the context of digital transformation. The article examines the impact of digital transformation on the intellectual potential of enterprise, in particular on the organization’s ability to innovative development, effective use of knowledge and adaptation to rapidly changing market conditions. The main approaches to the definition of the concepts of «digitalization» and «digital transformation» are considered, with special attention to their importance in the modern business environment, where technological changes are becoming a key factor of competitiveness. The relationship between digital transformation and the intellectual potential of enterprise is determined. It is emphasized that digital transformation opens up new opportunities for the development of intellectual potential, contributes to its growth and the ability to quickly respond to new challenges. The article focuses on that that intellectual potential is not only the result of digital transformation, but also an important resource that is necessary for the successful implementation of digital technologies and the creation of competitive advantages. The main aspects of the impact of digitalization (as a key component of digital transformation) on the intellectual potential of the enterprise are described, including the improvement of knowledge management, the development of human capital and the increase in the overall efficiency of the enterprise. The article also discusses specific examples of the introduction of digital technologies in government structures and the business environment, illustrating the role of digitalization in increasing the level of knowledge, skills and competencies of employees, as well as its contribution to the overall productivity and innovative development of companies. Based on the carried out analysis, the main challenges faced by enterprises in the course of digital transformation are identified, including: resistance to change, lack of qualified personnel and risks associated with information security. Strategies for overcoming these challenges, which will contribute to the effective use of intellectual potential in the digital economy, are suggested.

Разработка автономного роботизированного комплекса в лесовосстановлении и лесоразведении

The purpose of the study is to automate the process of creating forest cultures. The object of the research is the design and technical solution of an autonomous reforestation robot for planting seedlings of coniferous forest crops (pine, spruce). Land degradation and desertification is a significant problem for ensuring food security in the Russian Federation. More than 100 million hectares of agricultural land are at risk of loss of fertility due to large-scale degradation and desertification. The lack of qualified personnel and low-productivity manual labor do not allow for the most efefctive use of the tight deadlines for reforestation work. At present, there is an urgent need for advanced developments in the field of technical and economic aspects of forest culture. All known serial models of reforestation machines use the manual labor of the operator to feed seedlings to the working bodies of the device for further planting in the ground in the direction of the machine. In this regard, the productivity of these complexes directly depends on and is limited by the personal skills of the operator. The use of an autonomous unmanned robot, such as the Svyatobor complex being developed, will eliminate the human factor, standardize the quality of planting seedlings, and use the terms of reforestation and forest management work as efficiently as possible. Along with the issue of standardizing the quality of planting seedlings, significant savings in time and resources are achieved by eliminating the need for soil preparation due to the introduction of machine vision, the use of a robot track platform and a special plow that performs opening of the fertile layer directly at the place of planting each seedling. The article describes the concept of the Svyatobor complex, including the main elements and stages of its preparation for work. The results of the development of careful capture of seedlings of coniferous forest-forming species are presented.

The following research methods were employed in this paper: description, analysis and synthesis, comparison, generalization, and modelling. The article is dedicated to unravelling the role of digital marketing in customer acquisition. The authors describe the impact of factors such as the virtual space, competition, the accessibility of the average consumer to the Internet, and the lack of qualified personnel in marketing on the application of digital marketing in business activities. The study characterizes the essence of the “digital marketing” concept in broad and specific contexts. In addition, the authors identified the advantages of digital marketing and its components. The article analyzes the main features of digital marketing applied to customer acquisition. They include the Internet, mobile devices, digital television, interactive screens, and local networks. The article summarizes digital marketing methods for attracting customers. The authors investigate customer acquisition methods such as contextual advertising, retargeting, mobile marketing, viral marketing, Big Data, RTB, SMM, SEO, SMO, SEM, and email marketing. During the research, a model was developed that presents the main trends associated with digital marketing in the context of customer acquisition. These trends include ads harmoniously embedded in content, online advertising being widely present in the virtual space, advertising customized to a specific category’s needs, advertising in various formats, and customer acquisition by forming a virtual community. This article categorizes customer acquisition tools into three groups: paid resources, owned resources, and earned resources."

Problems complicating the introduction of technogenic deposits into economic circulation

Relevance. In modern conditions of depletion of the mineral resource base, deterioration of natural conditions of newly discovered deposits, the development of technogenic mineral resources gains primary importance. However, as the analysis shows, the level of use of solid mineral formations continues to remain insignificant. The purpose of the study is to identify the reasons that slow down the process of involving technogenic deposits into economic circulation, in order to prevent their occurrence or mitigate negative impacts. Research methods. In the research process, methods of comparative analysis, analogies, and expert analysis were used. Results. Analysis and generalization of domestic and foreign experience in the management of technogenic mineral formations (TMFs) allowed us to identify the main reasons hindering the expansion of the practice of developing technogenic deposits. Nine reasons were identified: imperfection of the regulatory framework for the management of TMFs, low degree of geological knowledge, high geological risk, lack of waste processing technologies, lack of necessary financial resources, imperfection of the economic mechanism used by the state in regulating waste management activities, the possibility of extending shelf life of TMFs, imperfect availability of information about TMFs, lack of qualified personnel. As a result of an expert survey of 20 specialists, the identified reasons were ranked and the highest priorities were identified. These included: the imperfection of the regulatory framework, the lack of environmentally friendly technologies required and the lack of an effective economic mechanism for state regulation of this activity. Conclusions. Identification of the primary reasons slowing down the process of development of technogenic deposits determines the further direction of work to prevent them or mitigate negative impacts.

The raw material model of Russia’s economy does not provide a suitable level of citizen wellbeing or international competitiveness. The sanctions have enabled the timber industry of Russia to develop by creating its own technologies and production facilities. However, the development is complicated by lack of qualified personnel, modern equipment, and reliable information about the composition of forests, etc. The article considers switching from an export-raw material to an innovative model of the timber industry development in the aspect of transitioning to a new technological paradigm. The purpose of the article is to analyze timber industry’s possibilities of transitioning to the 6th technological paradigm, as well as difficulties associated with this transition. The authors highlight timber industry complex formation stages in the technological paradigm levels context. The Russian timber industry complex is multistructural due to relying on 3rd, 4th and 5th technological paradigms. Therefore, in order to transition to a new technological paradigm, it is necessary to train highly qualified personnel, construct full-cycle processing timber chemical plants that use advanced technologies and take into account the green economy principles, etc.
