The existence of an anaerobic bioreactor that produces biogas can provide two benefits. First, it can produce sustainable energy. Second, it helps reduce greenhouse gas emissions and waste. Based on these two advantages, obstacles to its implementation must be overcome to realize regional energy security. The research method used is descriptive-quantitative and enriched by descriptive-qualitative by FGD, through in-depth interviews, direct observation of the field, and interviews of related parties. This research is to find the source of the problem for the gap that occurs between the real condition of biogas potential that is utilized and wasted as emissions. Based on the results of this study, there are three main obstacles that need to be optimized. The first is the difficulty of raw materials because most of them are imported. The second challenge is the price difference because the power purchase agreement was calculated before the new law came out. And third, the lack of government support. Based on these three constraints, the optimization strategy carried out is: first, facilitate regulations in the ease of procurement of supporting materials. Second, the government regulates and straightens regulations related to price differences. Third, central and local governments should actively support development by increasing training, education, and capacity building for policymaking and analysis in the field of new and renewable energy.
