Strategic planning model of information technology that allows alignment with the IT4+ model

The constant growth of information technology. The new requirements and the need for companies to have quality Information Technology services make organizations worry about efficiently managing their resources, delivering and giving optimal support to information technology services. In this sense, the present descriptive quantitative research is aimed at designing a strategic information technology planning model for higher education institutions that allows the proposed IT4 + model to be aligned and validated by the Ministerio de Tecnologías de la Información y Comunicaciones in Colombia. Advanced in strategic planning of information technologies in each of the higher education institutions of Norte de Santander. The proposed model consists of six phases emphasizing the analysis of the current situation, in the information technology model and planning, focusing on the understanding of the business strategy, the use and appropriation of information technology that allows all processes to be supported from the strategic levels of business with information technologies. Finally, the validation of the model was carried out using the Dephi methodology.

The article can be considered part of a major article that highlights the importance of using ICT as a tool that contributes to the stability of the organization, especially in the stage of artificial intelligence, at the level of services and development of the effectiveness of the workforce, the article focused more on the applying the stander criteria of ICT strategy, to rise the culture of ICT in organization environment, To eliminate challenges that reduce the opportunity to implement the ICT Strategy, and directing employees towards the use of technology as an essential part of the innovation process to keep abreast with modern inventory requirements in upgrading services and production. On the other hand focus the theories help to implementing the ICT strategy to avoid the gap that can be happened. Also the article explains new frame work which can help the alignment of ICT strategy with organization strategy in different way.

Integrated Methodological Framework for Digital Transformation Strategy Building (IMFDS)

There is still a conflict among the definitions, frameworks, and formulation of the digital transformation strategy in the literature. Despite extensive research on Digital Transformation Strategies and Digital Transformation Assessment, there is not a clear and global meta-model describing the general concepts and guidelines of the digital transformation to frame and drive a successful digital transformation. Several digital transformation approaches have been presented in the literature, these approaches are focusing on specific cases and specific concepts. The present paper describes the digital transformation and its relationship with IT governance. It presents how IT governance can lead the digital transformation. A literature review has been conducted on the most well-known IT Frameworks (COBIT, ITIL, CMMI) and their structure in order to provide a standard and known framework by practitioners. This paper proposes an Integrated Methodological Framework for Digital Transformation Strategy Building. The proposed framework is called IMFDS, it is based on IT governance elements (Business Strategic Planning, IT Strategic Planning, IT Organizational Structure, IT Reporting, IT Budgeting, IT Investment Decisions, Steering committee, IT Prioritization Process and IT Reaction Capacity). It provides specific guidelines to help organizations formulating, implementing and monitoring their transformation strategies. IMFDS is articulated across 9 blocks (steps) and 34 processes.

Qualitative study exploring the phenomenon of multiple electronic prescribing systems within single hospital organisations

BackgroundA previous census of electronic prescribing (EP) systems in England showed that more than half of hospitals with EP reported more than one EP system within the same hospital. Our objectives were to describe the rationale for having multiple EP systems within a single hospital, and to explore perceptions of stakeholders about the advantages and disadvantages of multiple systems including any impact on patient safety.MethodsHospitals were selected from previous census respondents. A decision matrix was developed to achieve a maximum variation sample, and snowball sampling used to recruit stakeholders of different professional backgrounds. We then used an a priori framework to guide and analyse semi-structured interviews.ResultsTen participants, comprising pharmacists and doctors and a nurse, were interviewed from four hospitals. The findings suggest that use of multiple EP systems was not strategically planned. Three co-existing models of EP systems adoption in hospitals were identified: organisation-led, clinician-led and clinical network-led, which may have contributed to multiple systems use. Although there were some perceived benefits of multiple EP systems, particularly in niche specialities, many disadvantages were described. These included issues related to access, staff training, workflow, work duplication, and system interfacing. Fragmentation of documentation of the patient’s journey was a major safety concern.DiscussionThe complexity of EP systems’ adoption and deficiencies in IT strategic planning may have contributed to multiple EP systems use in the NHS. In the near to mid-term, multiple EP systems may remain in place in many English hospitals, which may create challenges to quality and patient safety.

Patient Acceptance of e-Health Services in Saudi Arabia: An Integrative Perspective.

Background: e-Health has been expansively considered as a technological intervention for fundamental enhancement in the healthcare sector to mitigate the enormous demand and supply of healthcare in both developed and developing nations. In 2000, the Saudi government established a committee for health reform to develop an information technology strategic plan for healthcare and for deploying e-health applications within the country. The objective of e-health systems was to provide better healthcare to patients and to increase the efficiency of healthcare organizations. Despite numerous e-health interventions to provide healthcare services, very little is studied about the adoption process of e-health from users' viewpoints in Saudi Arabia. This study minimizes this knowledge gap by studying the factors affecting the adoption and acceptance of e-health in the context of Saudi Arabia.Materials and Methods: This study has combined theTechnology Acceptance Model and Theory of Planned Behavior frameworks to evaluate the factors influencing the patient acceptance of e-health services in Saudi Arabia. Data were collected from patients at various private and public hospitals in Saudi Arabia. The partial least square technique based on structural equation modeling was applied to analyze the survey data.Results: The study shows the significant influence of perceived usefulness and perceived ease of use on the attitude. Furthermore, attitude and subjective norm (p < 0.05) significantly influence patient behavioral intention (BI) to use e-health services. However, perceived behavioral control (p > 0.05) had no significant influence on patient BI to use e-health services.Conclusions: The findings of this study might be useful to policymakers, the government, and healthcare service providers in Saudi Arabia and other developing countries.

The design of information technology strategic plans in educational institutions

Strategic Plan, which is usually taken from Vision, Mission, Objectives, Policies, Programs and activities that are oriented towards the goal for a certain period relating to the main tasks and functions of the Agency / Institution, prepared by consider the developments of strategic environment, the sustainability of organization without strategic plan will not be directed and guaranteed because there are no management guidelines and system improvements in order to increase the competition with other business actors. STMIK Bina Patria is a private university (PTS), but it does not have an information system (SI) strategic plan. The information system contributes to improve the quality of students’ services, operational efficiency, and students’ satisfaction. With SI / IT, the monitoring, coordination, and decision can be performed effectively. The goal can be achieved if the organization has a clear plan. And, researchers make an IT strategic plan for STMIK Bina Patria according to the TOGAF Framework with data analysis methods of Value Chain, Critical Success Factors, and SWOT. The analysis results showed that by the availability of 4 applications, 3 applications do not require any improvement, namely SI-KEU, E-LEARNING and E-JOURNAL. In contrast, an application which is SI-AKAD requires additional features. There were 5 proposed applications to be built, namely SI-PMB, SI-ALUMNI, SI-MUTU, SI-PERPUST and SI-DASHBOARD. All of application proposals are mapped into the application development roadmap within the next 5 years.

The increase in telemedicine adoption has been driven by expanding reimbursements, the shortage of physicians due to the growing and aging population, the increase in insurance enrollment, changing health care delivery models, and technological innovations.&#x0D; Telemedicine offers promise in reducing costs, increasing accessibility to care, and reducing the risk of healthcare-associated infections. Telehealth is explicitly listed as a strategy in three out of the four goals in the Health &amp; Human Services’ Federal Health IT Strategic Plan for 2015–2020.

Strategic Planning Information System for Improving Quality of Datu Sanggul Hospital in Rantau

Datu Sanggul Hospital as one of the institutions engaged in health, has made information technology and information systems as part of business processes that accompany the business trip. Conditions that require unit Management Information System and Medical Record (SIM & RM) to always accompany the institution to be not optimal when the blue print unit SIM & RM service has not been integrated with other units in the planning. This research will make SI / IT strategic plan needed by Datu Sanggul Hospital in Rantau for the current year 2018 to 2022. This research refers to the current condition of SI / TI and analyzed using several approaches to support the process of formulation of strategies that suit the needs. This research was built using Ward & Peppard method. The research step begins by using some analysis such as value chain, five forces, PEST until it can be mapped the position of hospital with SWOT analysis. The Datu Sanggul hospital position was in quadrant IV which applied strength-Threat strategy. Determination of future needs is done by using a balanced scorecard approach to find the appropriate Critical Success Factor needs. Until finally the formulation of the strategy of SI, IT, and IT management to form the portfolio of future applications in the form of 8 new applications, 1 application upgrade and 1 application replace, reliable human resources needed, build cloud computing and standardize governance with Cobit 4.1 and Documentation through ISO 9001: 2008 which is a support for blueprint service for SIM & RM units for 2014 - 2018. The results of this strategic planning will provide direction to management for policy making involving investment, implementation and education required

The aim of this study is present a framework for strategic planning. On this basis, the oil industry was selected as the spatial domain. In this study, in order to implement the strategic planning, since IT is an inevitable part of today's businesses, we focused on aligning business strategic planning in the oil industry and strategic IT planning. First, to analyze the data, strengths and weaknesses, opportunities and threats in the oil industry were analyzed using the SWOT model. Then, appropriate strategies in the oil industry were identified by using the combination of the Balanced Scorecard method and strategic alignment model, according to the SWOT matrix and causal relationships were drawn and finally, the strategies were rated using TOPSIS technique in order to improve resource allocation and reduce the complexity of decision-making for managers.

A study on the impact of non-operational mechanisms on the effectiveness of public information technology governance

This study proposes an analysis of non-operational mechanisms that can impact the effectiveness of information technology governance in the Brazilian public administration. A questionnaire was sent to information technology managers and experienced professionals in the area of information technology governance, who work in public organizations. Based on the collected data, we used the structural equations technique to verify the impact of the following mechanisms on the effectiveness of information technology governance: top management support; performance of the information technology steering committee; use of information technology strategic planning; performance of the information technology investment portfolio management. The study indicates that the first three mechanisms do not influence the perceived effectiveness of information technology governance in the Brazilian public sector. However, the performance of the information technology investment portfolio management has a direct and positive consequence on effectiveness; also, as a mediating variable, it significantly affects the performance of the information technology steering committee, increasing the effectiveness of Brazilian public information technology governance. Through the achieved results and the analysis of these effects, this study aims to contribute theoretically to the literature on information technology governance, as there are few studies that examine which mechanisms assist to establish this effectiveness in public organizations, and even less when it comes to the Brazilian public sector.

Developing IT Strategic Planning Using Mobile Enterprise Architecture In The Academic Process of Atma Jaya Makassar University

The purpose of this research was to examine the feasibility of the development of mobile enterprise strategic plan, analyze the academic process and the utilization of information technology (IT), and generate documentation IT strategic planning by implementing Mobile Enterprise Architecture in the academic process of Atma Jaya University in Makassar. Data were taken from distributing questionnaires to 297 respondents and conducting interviews to 18 respondents. Data were examined using SWOT analysis, the incorporation of academic scorecard analysis and IT balanced scorecard analysis, financial analysis, as well as analytic hierarchy process (AHP). SWOT analysis results indicate that case study is in a weak position, which possibly never take advantage of opportunities since the weakness of the stand or the power is not enough to work on it. In addition, the results of the performance analysis of the utilization of information technology using the Balanced Scorecard analysis show that the average performance is sufficient. The result of documentation of IT strategic planning was analyzed with financial analysis indicating the feasibility of implementation because it provides benefits for university of 141,32%. Furthermore, Analytic Hierarchy Process (AHP) to determine the priority of IT strategy proposals shows that the main priority is to develop portal for student and lecturer.
