The Training Method for Digital Data Operation

The purposeof studyis to develop the training method for operation with digital data. The article discusses the issues of training for mining and analyzing digital data on the example of social networks for higher education programs in the areas of “Management”, “Public administration”, “Human resources” and “Political Science”. The relevance of the study is justified by factors: digital transformation of economy; development of digital data sources; increasing the importance of digital data in management. Universities have a new task - to prepare students for working with digital data in their professional activities. A review of scientific sources has shown that programming skills are required to apply existing data mining methods. While the modern IT and data sources contain tools for working with data, which are available to a wide range of users without the need to write the code.Materials and methods.The study is based on the theoretical materials and the practice of operation with digital data in management processes. The empirical studies were conducted to evaluate the effectiveness of the application of practical data manipulation techniques in higher education training.Results.The method was developed for the practical training in data mining and analysis skills. The implementation of the author’s method in the educational process showed its effectiveness in the formation of practical skills in working with digital data, as well as a high level of assimilation of theoretical foundations due to the presentation of educational materials in an accessible form for non-core IT area. The method doesn’t require a specific complex of the material and technical support for training and labor intensity. The article highlights the areas of application of social network data in Economics and science: marketing research of consumers and competitive advantages of goods or services; formation of a data set for machine learning and usage of artificial intelligence technologies, political research of civil society and political preferences of citizens, scientific research on the organization and management of social media. Training for analytical work on the example of social networks highly motivates students due to the significant role of networks among young people. The use of effective pedagogical technologies such as project-oriented learning, social learning, and collaboration in an electronic educational environment supports the quality of training by the developed method. As a result, students better learn knowledge and practical skills that are also applicable to working with other types of social media and global data platforms.Conclusion.The article reveals: the specifics of teaching materials; development of a workshop in the areas of training; modern pedagogical technologies, scheme, and teaching methods. The advantages and disadvantages of social networks as a data source are considered. The presented method is implemented in teaching the discipline “Informatics” of the basic training cycle at the faculty of public administration of Lomonosov Moscow State University.

Issues of Designing Effective Educational Programs in the Field of “Applied Informatics” in the Conditions of Innovative Development

The ever-growing demand for digital IT industry specialists brings to the fore the task of developing effective educational programs that ensure a high qualification level of graduates. The result of such activities – the turn-out of highly qualified specialists will depend on how much more detailed all the components of the educational activities of the University are considered, designed and implemented. Therefore, when developing and updating educational programs, higher education institutions will have to clarify the composition of professional competencies that must meet both the needs for effective performance of generalized labor functions and labor functions fixed in professional standards, and many educational parameters fixed in the regulatory framework of Russian higher education. The purpose of this research is to develop innovative educational programs at the stage of digital transformation of higher education and the transition to practice-oriented project training of University graduates in IT areas. The research tasks include the following stages: 1. Development of a conceptual model of an intelligent integrated educational environment based on the interface of ontologies of professional and educational standards. 2. Systematization and organization of elements of the digital repository and on its basis, the development of algorithms for generating educational-methodical and organizational-administrative content of the intellectual integrated educational environment. 3. Testing methods for generating content in the intelligent integrated educational environment. This task can be achieved only by integrating all components of the educational process into a single information and educational space. The solution to this problem is seen in the development of methods and tools for generating educational-methodical and organizational-administrative content based on the digital repository of the electronic learning system through knowledge management technologies that ensure the adaptability of the educational process using the ontological approach. Such work is currently being carried out at Plekhanov Russian University of Economics, including ICT areas. The analysis of professional activity of graduates of bachelor’s degree and master’s degree programs in terms of requirements of the Federal State Education Standards of Higher Education in the field of “Applied Informatics” has shown that these requirements with varying degrees of completeness correspond to a number of professional standards in the field of IT industry. As a result of the analysis of the factors for improving the quality of the educational process, the ways to improve training of bachelors in the field of “Applied Informatics” in the context of combining ontologies of professional and educational standards are outlined. The article also provides approaches to the development of an approximate basic educational program in this direction and reveals the method of its engineering, based on the interaction and composition of elements of the integrated information and educational space and, on its basis, semantic modeling and automatic generation of educational and organizational and managerial content. Thus, the proposed method will contribute to improving the efficiency of the educational process and meet the world trends in the development of science in this field of knowledge, which will bring the training of highly qualified IT industry specialists to a qualitatively new level.

Methodology for evaluating the focus of educational programs in IT sphere

The growing IT market in Russia challenges the education system, requiring it to train highly qualified personnel who are ready to work in the IT industry after graduation. The article contains a research of educational programs in the IT areas of bachelor’s, master’s and specialist degree, purpose of identifying the focus on the development of professional competencies of an IT specialist. A methodology has been developed for evaluating the focus of educational programs in IT sphere to extend the professional skills of an IT specialist. It includes the research of the share of academic hours devoted to the development of professional competencies, which gives an understanding of the level of graduate’s belonging to the IT industry. Results of approbation of method are presented on a basis of educational programs of universities of the Perm region. It’s region where the growth of the IT sector market run ahead of the performance for the Russian Federation. The implementation of the methodology will allow comparing the educational programs of different universities, simplifying the assessment and selection process for job applicants and employers. In addition, the methodology can be used by university methodologists to modernization and maintain the relevance of curricula.

Mérnöki módszerek a tűzvédelem tervezésében

A tervezésnek és így a tűzvédelmi tervezésnek több módszere lehetséges. Két alapvető tervezési módszer különböztethető meg, egyik leíró jellegű szabályozáson alapul, másik maga a mérnöki módszer. Mindkét módszernek megvannak az előnyei és hátrányai. Az összetettebb tervezési feladatok a mérnöki módszerekkel oldhatók meg hatékonyan. A modellezés, mint tudományos eszköz felhasználható követelmények teljesülésének vizsgálatára, visszaigazolására. Tűzvédelmi tervezés során többféle modellt alkalmaznak. Ezek lehetnek fizikai, determinisztikus és sztochasztikus modellek. A tűzvédelemben alkalmazott mérnöki módszerek tipikus példája a számítógépes szimulációs problémamegoldás. Ennek két fő területe a tűzmodellek és a kiürítési modellek. A kiürítési modellek a tervezett épület kiürítési koncepciójának ellenőrzését teszik lehetővé. A kiürítési modellekben az emberek fizikai paraméterein kívül viselkedési formák beállítására is van lehetőség. A tűz- és füstterjedési szimulációk a hő- és füstelvezető rendszer megfelelőségét tudják igazolni. Az épületek komplexitásukban vizsgálhatók, számos paraméter változása követhető nyomon. Ezek közül a legfontosabbak a hőmérsékleti értékek és a füstkoncentrációra utaló láthatóság mértéke. A hazai tűzvédelmi szabályozás 2015-től teremtette meg a lehetőséget a mérnöki módszerek szélesebb körű alkalmazásának. A szimulációs módszerek terjednek, évről évre többet engedélyeztetnek. A tűzvédelmi hatóság már a tervezési folyamatban is fontos szerepet tölt be a konzultációk során a tervezési alapadatok helyes megválasztásának támogatásával. Hangsúlyossá vált a hatóság informatikai és készség-, illetve képességbeli felkészültsége is.

Diagnostics of professional competence of IT students based on digital footprint data

The article goal is to demonstrate the possibilities of the approach to diagnosing the level of IT graduates’ professional competence, based on the analysis of the student’s digital footprint and the content of the corresponding educational program. We describe methods for extracting student professional level indicators from digital footprint text data — courses’ descriptions and graduation qualification works. We show methods of comparing these indicators with the formalized requirements of employers, reflected in the texts of vacancies in the field of information technology. The proposed approach was applied at the Institute of Mathematics and Computer Science of the University of Tyumen. We performed diagnostics using a data set that included texts of courses’ descriptions for IT areas of undergraduate studies, 542 graduation qualification works in these areas, 879 descriptions of job requirements and information on graduate employment. The presented approach allows us to evaluate the relevance of the educational program as a whole and the level of professional competence of each student based on objective data. The results were used to update the content of some major courses and to include new elective courses in the curriculum.

An interdisciplinary approach to learning programming through the creation of electronic music in the sonic pi audio programming environment

With the development of computer technologies, there is a rapid development of applied music based on computer technology: music for computer games, for advertising, for voicing household and other equipment, music in movies and animations, TV music, and academic music. This indicates the relevance of such an area of use of information technologies as program (algorithmic) sound synthesis, and the need for schoolchildren to familiarize themselves with this promising IT area. The fact that music and mathematics are interconnected has been known since ancient times. Now we can observe the close connection of music and informatics. And not just the processing of music in synthesis programs, but the programmatic creation of music using code. The article shows the relationship of musical art with the art of programming, considers the concept of the Sonic Pi audio programming environment, demonstrates the main features of this environment, language tools for programming algorithms, data structures and musical compositions in Ruby.

A Method for the Automatic Selection of Training Tasks in Learning Environment for IT Students

Purpose of research. The research, the results of which are presented in this article, was carried out in order to activate and improve the efficiency of independent work of students in the information environment of learning by rational individual selection of training tasks. In the process of the research, a method for automatically selecting tasks for self-completion was developed and implemented in the educational process, based on predicting the difficulty and learning effect of the task for a specific student, taking into account the complexity of the task and the student’s readiness to perform this task. Methods and materials. The article provides a distinction between the concepts of complexity, difficulty, and the learning effect of training tasks. On this basis, the task of predicting the level of difficulty of the task for the student is set as a task of automatic classification of “student-task" pairs, which represent a set of characteristics of the student and the task that are available in the database of the e-learning system. The result of the classification is a forecast of the level of difficulty of the task for the student, on the basis of which a decision is made about the learning effect of this task.The classification problem is one of the well-developed machine learning tasks “with a lecturer". Decision trees were selected from several well-known trained classification models for implementation, since they, unlike neural networks, represent prediction rules in a visual form, while highlighting significant features. The learning phase of the model consists of building a decision tree based on a training sample containing data on precedents for students to complete tasks. As a result of the computational experiment, decision trees were built for several disciplines that practice automatic verification of students’ decisions, i.e. there is data for forming a training sample.Results. The article provides an example of a decision tree based on a training sample, which is formed on the basis of data from an electronic workshop on the discipline “Foreign language ". The quality of the predictive model was determined on the exam sample by the criteria of accuracy and generalizing ability (the degree of severity of the “retraining effect”). The obtained values of these indicators allow us to recognize the quality as acceptable. The first results ofpractical application of the proposed method of selecting tasks in the educational process are analyzed. The software developed in the process of the research can be considered as the basis of a recommendation system that can not replace live communication between the student and the lecturer, but is their smart assistant in the learning process. Conclusion. In general, the results of the research show that the capabilities of artificial intelligence technologies, in particular, machine learning, allow us to put into practice the principle of individualized learning, to adapt the learning process to the individual characteristics of each student in order to effectively develop their professional competencies. The proposed method is implemented and tested in the information environment of training students of IT areas of Vologda State University, however, this approach is quite universal, and it can be extended to other subject areas and forms of training.

CloudFNF: An ontology structure for functional and non-functional features of cloud services

Recently, cloud computing becomes one of the main orientations of many researchers and companies in the IT area. Therefore, a huge number of cloud services have been developed. Because of the diversity and heterogeneity in providing these services, it is urgently needed to develop a unified cloud ontology. Such ontology can classify these services appropriately and participate as a mapping layer to present such services in a unified description format. Although many studies have been conducted to build cloud ontologies, they have adopted the cloud service layers-based structure. On the other hand, the existing cloud services may involve functionalities from different layers due to the continual increase in the complexity of customer demands. Unfortunately, there are no clear relations to organize the interventions among these layers. Therefore, such services may be difficult to be classified into a specific cloud service layer. Additionally, the layers-based structure of ontologies represents an obstacle to address important issues, such as cloud service recommendation. Despite there are few cloud service functionality-based cloud ontologies, they suffer from many overlaps, lack of semantic relations, or poor granularity of concepts. Also, all the existing cloud ontologies (i.e., layers-based and functionality-based) lack important criteria, such as completeness, consistency, conciseness, clarity, preciseness, and granularity. In this paper, a comprehensive cloud ontology called CloudFNF has been proposed to overcome such drawbacks. According to the structure of the proposed ontology, cloud services are classified as functionality-based instead of layers-based. Also, non-functional features of cloud services (i.e., configuration and QoS features) are considered to enable services of the same functionalities to be ranked efficiently. Based on our previously suggested cloud ontology evaluation framework, our proposed cloud ontology has been evaluated compared to the most related cloud ontologies. The evaluation results show that the proposed CloudFNF ontology outperforms the other ontologies.

A Study on the Effect of SCM Operational Change Factors on Management Performance through SCM Components (IT system, HR)

Supply chain management can be defined as an information system that connects the inside and outside of a company. Its purpose is to systematically and strategically manage the flow of information, resources and services to improve the long-term performance of the entire organization, including individual companies connected to the supply chain, and the quality of service provided to customers. The ultimate goal of SCM is to create synergy through organic integration of supply and demand based on cooperation and collaboration with stakeholders in the supply chain. This study is based on the hypothesis that the company's management performance will improve as the level of SCM improves. Most of the previous studies dealt with the relationship between corporate performance and SCM in the IT area. In this study, research was conducted through human capacity with IT system. The causal relationship was demonstrated, and there was a difference in the perception of the results of this study depending on whether or not smart factories were consulted in the era of the 4th Industrial Revolution. There is a need to examine the links between management's value chain and its causal relationship.

HOW IS THE “CHINA BRAND” IMPACTING ON GLOBALIZATION? EXAMINING NEW FDI PATTERNS FROM A JAPANESE HISTORICAL PERSPECTIVE

This article is aimed at better understanding China's Overseas Foreign Direct Investment (OFDI) choices through a post-War Japanese historical perspective. It will focus in the main on OFDI as a marker of an advanced stage of the East Asian ‘developmental state’ formula, wherein the ‘China Brand’ takes shape. The transition process from heavy-industry and low-value added goods to frontier-technology manufacturing with global brand recognition will be placed under scrutiny. A Japanese perspective is called for, as much of the theory in the field of international business to do with OFDI and the growth of multinational corporations (MNCs) is currently primarily derived from a Western developed-economy setting, and hence does not seek to offer much in the way of predictive insight about all-important yet middle-income China, as it proceeds towards becoming the largest economy on the planet. The article surveys the historical trajectory of Chinese OFDI, underling its correlation with inbound foreign investment into China; it then offers a comparative view of Japanese OFDI in the pre- and post-War era. It then assesses Chinese brand strength in the electrical appliance, automobile, and IT areas. Finally, it offers a prognosis as to the future direction of Chinese OFDI, and how it might affect the contours of globalization as well as Sino-American rivalries.

Intelligent Course Plan Recommendation for Higher Education: A Framework of Decision Tree

The framework of outcomes-based education(OBE) has become a central issue for global university education, which is benefited to drive the education development by a series of assessments for historical teaching data, especially student course score, and employment information. The issue of how to timely update the talent training plans for computer major in a university has received considerable critical attention. It is becoming extremely difficult to ignore the requirement of fast shortened update cycle in IT area. One of the main obstacles is that the teaching inertia and the fixed awareness of a major training plan may delay the feedback of teaching problems. There is still a contradiction between the plan rationality and the real-time needs of contemporary IT enterprises. Hence, this paper puts forward a novel data-based framework to evaluate the relevance between the major courses, employment rate, and enterprise needs through the decision tree expression, thus providing reliable data support for systematic curriculum reform. On top of that, A recommendation algorithm is proposed to automatically generate the computer course group that satisfies the staff requirements of IT enterprises. Finally, teaching and employment data of Xihua University in China is applied as an example to undertake course optimization and recommendation. The consequences have an obvious positive effect on student employment and enterprise feedback.

Outsourcing of IT and Absorptive Capacity: A Multiple Case Study in the Brazilian Insurance Sector

Sources of external knowledge are critical to the implementation of strategies to achieve innovation, especially in the case of information technology. The concept of absorptive capacity reflects the ability of firms to obtain, assimilate, combine, and extract advantages from external knowledge to generate innovations. The objective of this multiple case study was to investigate how outsourcing of IT can influence the absorptive and innovative capacity of organizations, focused on the insurance sector. The results of comparing four insurers with different degrees of innovation and adoption of IT outsourcing indicate that the connections between the strategy of relationship with suppliers and the stance of the IT area of the cliente company, and its previous activity and level of knowledge, are essential to determine the absorptive and innovative capacity. Besides this, companies that neglect outsourcing of IT to leverage their absorptive and innovative capacity can suffer significant harm regarding the use of resources, agility, and competitiveness.

CHANGES IN HUMAN RESOURCES MANAGEMENT IN A PANDEMIC (FOR THE RESULTS OF NARRATIVE EXPERT INTERVIEWS)

The article is dedicated to the analysis of the changes in HR management practices in Ukrainian enterprises during the pandemic. Introduction of the anti-epidemic restrictions has a large impact on market situation, and labor market in particular, creating a critical situation for enterprises. In such situation new challenges in HR management emerge, which, have being solved successfully, will allow mitigating the consequences of the pandemic for enterprises and workers. Since such conditions are completely novel, there is a lack of the systemic research of the factors that influence managerial decision-making. The article is aimed at the identification and analysis of the most significant challenges emerging in the area of HR management due to the epidemic hazard spread and the introduction of the anti-epidemic restrictions. The research is based on the results of the expert interview with different level managers of the private and state enterprises operating in the areas of education, science, IT, finance and service. Data reveal that the most problematic challenge was the transition to remote work leading to the technical, psychological, and methodical difficulties in the work performance. Moreover, the different level of availability of the remote work in different enterprises and areas conditions unequal influence made by the crisis on workers and the intensification of socioeconomic inequalities. Another important aspect is the informal relationships management and the integration of workers, since consolidated work groups appear more resistant toward the stress of the abrupt changes in working conditions. The situation of uncertainty regarding the future development of the pandemic and the introduction of anti-epidemic measures shortens the strategic planning perspective and bears high conflict potential, which will complicate labor market recession. It is suggested to use the presented results for the further detailed and systemic research of the influence made by the pandemic on the changes in HR management practices in the context of the global transformations of labor relationships.

ARTIFICIAL INTELLIGENCE, BETWEEN OPPORTUNITY AND CHALLENGE

As part of the 4th Industrial Revolution, the emergence of Artificial Intelligence will change almost all economic activities, and it will create enormous social and economic opportunities. It will also pose major challenges, accompanied by ethical dilemmas. The present study focuses on the perceptions of current employees predominantly from the IT area, on the development of AI. The aim is to capture the attitudes they have towards the emergence and the development of AI, the impact that it might have on certain sectors of social life and people in general. We sought for the 280 online surveyed subjects to have been employed for at least 6 months, assuming that being already anchored in their professional lives might reduce their biasness. The working methodology allowed us to process and interpret data both quantitatively and qualitatively. The results of the study could be used to predict possible changes that could occur in the future as an effect of the development of Artificial Intelligence, but also to reduce the negative impact that it could have.

Modelo de gestión de servicios de cómputo en la nube para las compañías de consumo

Introducción: La competencia entre las empresas de consumo que buscan lograr reducción de costo ha impulsado la adopción de modelos de entrega de servicios de cómputo en la nube bajo un esquema por demanda (Techtrends Report, 2018). Sin embargo, estudios recientes muestran que adoptar estos modelos de cómputo no necesariamente se refleja en reducción de costo, y aún más, se han observado incrementos en el área de TI. La hipótesis en este estudio afirma que las capacidades de gestión de TI necesarias para lograr reducción de costo al migrar servicios de cómputo en la nube, no están identificadas, implementadas o desarrolladas tanto en las compañías de consumo como en los modelos o marcos de gestión vigentes. Entonces, el objetivo de este estudio es identificar las capacidades de gestión de cómputo en la nube que favorecen la reducción de costo y diseñar un modelo holístico de gestión. E Implementarlo en la Industria de Consumo como estudio de caso.Método: El primer paso para lograr esto, fue diseñar una herramienta de diagnóstico de capacidades de gestión de servicios de TI, donde como fuente principal se tuvieron los estándares, guías y mejores prácticas de gestión de servicios de TI que se identificaron en la literatura. El segundo paso fue confirmar las capacidades seleccionadas por medio de encuestas a expertos en la tecnología de nube. A continuación, se validó la relación entre las capacidades y la reducción de costos aplicando el método del Proceso Analítico Jerárquico (AHP por sus siglas en inglés). Finalmente se utilizó el modelo basado en el Modelo de Madurez de Capacidades (CMMI por sus siglas en inglés) para definir el nivel de madurez requerido de cada capacidad.Resultados: El principal resultado fue la identificación de 12 capacidades clave de gestión de servicios cómputo en la nube que requieren un nivel de madurez “administrado” de acuerdo con el CMMI para lograr reducción de costos. Con este resultado se construyó el modelo de gestión holístico que incluye la herramienta de diagnóstico de estado actual y futuro. La reducción de costos que se logró en el indicador de costos de operación de TI / presupuesto tras implementar el modelo, fue de un 6.2% en 6 meses. Se logró también la reducción de costo de personal, el cual fue liberado de la operación de TI y empleado en otras actividades productivas.Discusión o Conclusión: El Modelo de Gestión propuesto puede habilitar a las organizaciones a identificar el nivel de preparación y capacidades que tienen para gestionar los servicios de cómputo en la nube. Este modelo permite recomendar capacidades y guías de acción para cerrar las brechas identificadas, que impacten positivamente en la reducción de costo.

Plan estratégico basado en ITIL para mipymes en el departamento de Arauca-Colombia

Este artículo tiene como propósito presentar una propuesta metodológica resultante de un proyecto de investigación que permitió la construcción de un plan estratégico de TI orientado a la gestión del servicio al cliente para una mipymes de las telecomunicaciones, fundamentado en las buenas prácticas de ITIL Versión 3 (IT Infrastructure Library o biblioteca de infraestructura de TI). Lo que permite dar solución a problemáticas de las mipymes en las cuales existe una carencia de un plan estratégico que defina sus procesos y actividades relacionadas con el servicio al cliente. La metodología definida dentro del proyecto es una investigación aplicada en la cual se realiza un proceso de indagación y caracterización de la información, de forma que genera el diseño de un plan estratégico y demás acciones orientadas a la mejora de calidad en la prestación de los servicios del área de TI en una mipymes del sector tecnológico en el departamento de Arauca.

An ontology-driven approach for modelling TMS fuel consumption information subsystem

The use of information technologies for the automotive transport and logistics management has opened game-changing opportunities for business, providing solutions to critical problems of sustainable development in turbulent environments. Today, the data for transport operations can be processed and used for the managerial decision-making, actually, on-line. However, despite abundance of TMSs on the market, many transport companies use them for solving operating management problems only. There are also lots of companies which do not use TMSs at all. Practice shows that managers of numerous transport companies have a little idea of how the records management data can be transformed into the awareness of improving efficiency of the transportation process. In our opinion it may be explained by the fact that different management levels use the knowledge from various domains, such as transport, IT, economic, and financial areas. Accordingly, the transformation of contemporaneous data into the managerial decisions requires an approach which is discussed in this paper using an example of introduction of TMS fuel consumption information subsystem.

Introduction. Nowadays, digital transformation of higher vocational education brings to the agenda questions about the ways and forms, which are adequate to the current state of society and the tasks of innovative development of the economy, to train specialists in the areas related to information and communication technologies (specialists of IT areas). One of the ways to solve the problem can be an active interaction of teaching staff and students with the engineering centres created at universities as points of effective application, development and commercialisation of new technologies.The aim of the present article was to analyse the process of approbation and obtained preliminary results of the preparation of bachelors of IT-directions on the basis of interaction between the pedagogical staff of Tula State University named after Lev Tolstoy (TSPU L. N. Tolstoy) and the university engineering centre “Digital Means of Production”.Methodology and research methods. The systematic and competency-based approaches became the leading approaches to the study of the problem under discussion. The authors applied the methods of socio-historical and theoretical-methodological analysis, modelling, studying and summarising the advanced Russian and foreign experience of educational organisations. In the course of approbation of innovative methods of training, interviews, questionnaires, testing and pedagogical experiment were carried out.Results and scientific novelty. The scientific and methodological support of organisational interaction between the TSPU L. N. Tolstoy and the engineering centre “Digital Means of Production” is briefly described in the article. The tasks and principles of this interaction are formulated: the principle of activity; the consolidation of efforts of interested parties with the defining position of the university; the correlation of the objects of professional activity and types of professional tasks designed for students with the requirements of the main educational programme; the scientific character and information-methodological support; ensuring the information security of a personality when addressing the research tasks and creating intellectual products. The efficiency and prospects of interaction between an educational organisation and a commercial structure, which is engaged in advancement and implementation of scientific and technological projects, is demonstrated. Through students’ involvement (as a part of group of its developers) in the entire cycle of production of a programme product, the following results are achieved: education of bachelors of the IT directions has gained more practice-focused character; students’ motivation to implementation of scientific research has been increased; additional resources for development and skills of teamwork have appeared; the level of readiness of graduates for the future professional activity has been considerably increased. The pedagogical experiment revealed cause-and-effect relations between participation of students in the solution of real practical engineering tasks and the level of formation of their professional competencies, which are in short supply in the labour market.The practical significance of the present research work lies in the potential possibilities of using the obtained data to improve the forms and methods for the formation of professional competencies among bachelors of IT areas in universities. Research materials may be of interest to university teachers of informatics and software engineering, Moreover, the research materials could be applied by the heads of professional education organisations.

INTEGRATED USE OF GIS, REMOTE SENSING DATA AND A SET OF MODELS FOR OPERATIONAL FLOOD FORECASTING

Abstract. The research is aimed at the development and testing of the system for operational river flood forecasting. The system is based on the use of a complex of hydrological and hydrodynamic models, as well as in situ and satellite data integrated processing, and implemented on the basis of a service-oriented architecture. A distinctive feature of the system is the complete automation of the entire simulation cycle - from loading initial data to interpreting results, visualizing and alerting interested parties. The theoretical basis for ensuring the coordinated functioning of all system components is the qualimetry of models and polymodel complexes. The practical implementation is carried out using open codes, free software and GIS platform «RegionView». All the complexity associated with the use of heterogeneous geographically distributed information resources is hidden from the user. This allows the system to be used not only by specialists in GIS, IT or relevant subject area, but also by other users interested in the results of flood monitoring and forecasting - emergency services, local authorities, commercial organizations and citizens. The described technologies and the system of operational flood forecasting were tested in the Russian Federation on the Northern Dvina River, from the city of Velikiy Ustyug to the city of Kotlas in 2014-2019. Given test results prove that the application of such an approach ensures full implementation of the required functionality of operational flood forecasting systems, the fulfilment of the basic requirements for such systems and also indicate the possibility of a widespread use of such systems authorities and emergency services.
