International Cooperation in Space Activities amid Great Power Competition

In the coming decade, intensifying competition between great powers will have a significant impact on the development of space activities (SA) and on the future of international cooperation in this field. The article examines the scope, development paths and competitive advantages of individual countries in the field of space activities, and explores fundamental issues of competition and cooperation. A system analysis method is used to assess current dynamics in this area. The U.S. is expanding cooperation with its allies, while Russia is strengthening cooperation with China in the SA field. We note the “securitization” of SA development processes and emphasize the expansion of the “space” dimension of the international security agenda. There is a danger that “natural competition” may turn into “confrontation,” which is a key factor influencing, inter alia, the need to change the form of organization, the principles, the strategy, and the mechanisms of international cooperation. The article also substantiates the need to strengthen the role of international cooperation in the SA field as a “binding” component of global security.

КРЕАТИВНОСТЬ ЛИЧНОСТИ КАК ФАКТОР РАЗВИТИЯ ЦИФРОВОЙ ЭКОНОМИКИ

The annual International Scientific and Practical Conference “Development of Personality Creativity in a Modern Multicultural Space” was held at Bunin Yelets State University on April 15, 2021. The situation in the country and the world determined the online format of the event, more than two hundred researchers, teachers, cultural workers, young researchers from Russia, Bulgaria, Italy, Saudi Arabia discussed issues of international scientific cooperation in a constantly changing world; prospects for the development of science in accordance with the requirement of personalization of education; systematization of the fundamental problems of the development of creativity as a segment of the digital competence profile and the basis of efficiency in a situation of uncertainty. Speeches dedicated to the development of creativity in the educational process of schools and universities have become traditional, making it possible to understand the modern picture of the world, its internationality in informational and artistic aspects. The problem of personality creativity development in the modern multicultural digital space is relevant and promising.

Взаимодействие полиции с гражданами и организациями в оценках сотрудников полиции

Based on the results of focus group interviews of police officers of different categories, the article analyzes social practices that develop in the course of police interaction with the citizens and organizations in the regions of the Far-Eastern federal district. Based on the methodology proposed by P. A. Sorokin, the article shows the subject composition of persons interacting with the police, the forms of such interaction. The author gives priority attention to the issues of police cooperation with the citizens and organizations. In addition, in the work in sociological dimension, the functional and dysfunctional impact of certain factors on the considered interaction is presented. The author comes to the conclusion that one of the most significant factors is the statutory set of a social subject in contact with the police. The article has a pronounced applied character, lays the foundation for the further quantitative surveys.

EU-Russian cross-border cooperation between (de-)securitization and paradiplomacy: In search of new approaches towards cross-border governance

For almost 30 years, cross-border cooperation between Russia and the European Union has been balancing between cooperation and control, geopolitics and paradiplomacy. In different periods of relations, the dominance of one or another logic of development is noticeable. In the “post-Crimean” period of international relations in Europe, cross-border cooperation remained one of the few spheres of interaction between Russia and the EU which showed somewhat positive dynamics, or at least had not degraded significantly. The Karelian section of the Russian state border attracted close attention from both Russian and Western researchers in the 1990s due to the rapid pace of institutionalization of cross-border cooperation. The creation of Euregio “Karelia” in 2000 and the launch of cross-border cooperation programs within the framework of the European Neighborhood Policy helped to maintain research interest. In recent years, the negative dynamics of relations between Russia and the EU has led to a noticeable decrease in the research interest to some issues of EU-Russian cross-border cooperation. At the same time, cross-border cooperation projects continue to have a positive impact on the development of border communities, and the cross-border governance system continues to develop and transform. Thus, the study of the dynamics of cross-border cooperation in the Euregio “Karelia” is still of scientific interest. It makes it possible to answer specific questions about the peculiarities of interaction between Karelia and Finland, as well as more general questions related to EU-Russian relations. Based on the analysis of discursive cooperation practices inherent to different participants of the cross-border cooperation in the Euregio “Karelia”, the article shows why positive interaction of actors is still possible, and what vector of development can be expected for the regional cooperation between Russia and the EU in the medium-term perspective.

RESEARCH WORK OF THE LECTURERS AT THE DEPARTMENT OF ADVERTISING AND PUBLIC RELATIONS OF THE INSTITUTE OF JOURNALISM AT BORYS GRINCHENKO KYIV UNIVERSITY DURING FIVE YEARS

The article analyses the research activities of the Department of Advertising and Public Relations of the Institute of Journalism at Borys Grinchenko Kyiv University in the period from 2017 to 2021. Academic researchers are not just included to the activities of modern universities, but are prioritised, because this kind of activity significantly affects the position of university in prestigious rankings, whereas ratings are among of the arguments in favor of the entrant’s decision to choose a university for further study. During the period from 2017 to 2021, the Ministry of Education and Science of Ukraine and similar government agencies in the United States and the EU, as well as many grant-making organisations in the field of education, declared the need to develop research activities of universities. It has become the responsibility of most Ukrainian lecturers to publish articles indexed in the Scopus and Web of Science scientometric databases. Research activities are particularly difficult for practitioners who are involved in teaching due to their experience in the business sector of national economy. According to the strategy of student-centered and practice-oriented learning, many such specialists had been involved in the activity of the Department of Advertising and Public Relations at the Institute of Journalism. Advertising and public relations are mostly applied areas, not traditional academic disciplines, unlike many other specialisations of academic departments in Ukrainian universities. Meanwhile, modern entrants show more interest in applied areas of social sciences than in theoretical issues. Therefore, the analysis of the research work of the Department of Advertising and Public Relations may be of particular interest to teachers and administrators working in higher education institutions. The main objectives and results of research work of the department are systematised on the basis of academic research papers, mass media publications of this department lecturers, as well as with the help of several special interviews with employees of the Institute of Journalism. The main achievements of key figures in research activities of this department are highlighted in the context of the common scientific theme of the institute: “Modern Media Studies in Educational and Scientific Discourses” and the individual research interests of the lecturers. The article provides an overview of the most important academic publications of them. A considerable attention is paid to the analysis of achievements and theoretical issues of academic research cooperation between teachers and students. The article emphasises the need to unite the efforts not only of the vast majority of Ukrainian academic researchers and educators, but also of the majority of Ukrainian society, as well as its truly pro-Ukrainian foreign partners, to reform the system of administration of research work and high education in Ukraine

Obtaining electronic information on criminal cases within the framework of international cooperation

The explosive growth of information and communication technologies, which has affected human social communication institutions, has become commensurate with the increase in potential risks to the security and rights of citizens. The authors of the article attempt to highlight the issues of international cooperation between law enforcement agencies of the Russian Federation and other countries in the framework of obtaining electronic information that is important for proving criminal cases. Attention is paid to procedures for ensuring the collection and use of electronic data in the response to crime occurring in the current fine line of confidentiality of privacy and security. Despite the mutual agreements signed between many countries of the world, the practical implementation of regulations that ensure the provision of electronic information in the framework of international cooperation is currently fraught with certain problems. Meanwhile, in the context of countering such dangerous phenomena for the world community as terrorism, extremism, drug trafficking, weapons, and people, a single mechanism for exchanging information stored on a gigantic scale on the servers of Telecom operators and providers has not yet been developed. The actual search for data stored on mobile devices usually requires a warrant in common law countries. In situations where there is a significant risk of loss of evidence, such as when data detection and other computer forensics tools are actively used, some jurisdictions allow law enforcement agencies to perform limited searches of devices without a warrant due to alleged data vulnerability. Another problem is the retention of stored data, since different practices apply in different countries. In this regard, it is essential that investigators and prosecutors are well informed about geo-specific data mapping issues, including “embargoes” or bans on the exchange of computer information.

Koncepcja i implementacja wschodniej polityki bezpieczeństwa energetycznego prezydenta Lecha Kaczyńskiego w latach 2005–2010

The aim of the article is to present the political concept of Lech Kaczyński in terms of ensuring gas security and, more broadly, energy policy during his 2005–2010 presidency. The issues of political cooperation of this statesman will be discussed here, both within international organizations, such as GUAM, and within the framework of international bilateral relations. The work also answers the question about the possibility of implementing this policy in the context of Poland’s geopolitical position (proximity to Russia) and its impact on the GUAM countries or Kazakhstan.

Ensuring Energy Security in China through International Energy Cooperation

Energy security is an overall and crucial issue related to a country’s economic and social development. It is essential to the country’s development, the improvement of people’s lives, and the long-term stability of society. International energy cooperation has always played an important role in ensuring energy security. As the connotation of energy security shifts toward multiple dimensions, the positioning and main tasks of international energy cooperation are facing renewal and evolution. Based on the latest domestic and foreign situations in the energy sector and considering the new connotation of energy security, this study comprehensively elaborates the positioning of international energy cooperation in China in the new era and analyzes the key issues in the recent international energy cooperation. It is pointed out by the research that the new energy security concept proposes new and higher requirements for China’s international energy cooperation. In the near future, it should focus on promoting the establishment of a diversified import and trade pattern for oil and gas, strengthen the interconnection of electricity with neighboring countries, increase cooperation in advanced energy technologies, and actively participate in and lead the global energy governance, so as to lay a solid foundation to ensure energy security under open-up conditions.

ОСОБЛИВОСТІ ФОРМУВАННЯ ТА МЕХАНІЗМИРЕАЛІЗАЦІЇ ІНТЕГРАЦІЙНОЇ ПОЛІТИКИ ЯПОНІЇ

Using a variety of theoretical and methodological tools, the article reveals the features of Japan's integration policy in the Asia-Pacific region in the first decades of the XXI century. The influence of internal and external factors on its formation and implementation is shown. In the context of the principles of regionalism and globalism, the origins and basic principles of the doctrine of "open regionalism" as a basis for the formation of a multilateral free trade area are analyzed. , but also the world economy. All this gives grounds to assert that regional and global liberalization go hand in hand, reinforcing each other. Japan. The difference between Tokyo's approaches to the issue of integration cooperation in the region and the classical European model is traced. The example of Japan's participation in the Association of Southeast Asian Nations (ASEAN) shows how the combination of economic feasibility in the foreign economic strategy with geopolitical processes in the region. Japan has contributed to expanding the range of participants (ASEAN + 3, ASEAN + 6). It is emphasized that strengthening the position of ASEAN is considered by Tokyo as one of the tools to strengthen the collective position of the participating countries in international relations. The role and motives of Japan’s participation in the TTP are clarified - to benefit from full-scale liberalization and to formulate common economic and political goals of the countries in the region, which will ensure unity of action in countering China’s trade and economic expansion. It is emphasized that in the conditions of international uncertainty and high conflict in the world, Japan demonstrates the ability to adjust its foreign policy. In this regard, the growth of its interest in strengthening the format of trilateral cooperation between Japan-China and South Korea to ensure stability and security in the region is significant.

Potential of Age-management in the Construction Digitalization Process

Research background: The article deals with the issue of intergenerational cooperation of different age categories. It follows up on the outputs of the research task “Intergenerational management to support digitization in construction” funded by TACR. Purpose of the article: The aim of the article is to determine the main problems of intergenerational cooperation and to analyse the current situation from the point of view of solving the necessary changes by introducing digitization in the construction industry. Methods: When modelling mutual cooperation between generations, it turns out that the key problem is the willingness to cooperate. Interpretation of the results obtained from the research was made through logical deduction and synthesis of previous knowledge in the field. Findings & Value added: The findings of the article are in the form of determining the main attributes preventing effective intergenerational cooperation with the aim of sharing digital competencies. The outputs of the article are the cornerstone for the model of intergenerational cooperation based on improving communication between generations, mutual sharing of competencies and thus the use of the strengths of individual cooperating generations (digital competence vs. long-term experience in the field). The research project shows a way to deal with the situation in companies and offers a relatively simple solution that aims to improve intergenerational cooperation and sharing competencies in order to increase the competitiveness of companies. It also offers a way to make effective use of older employees and offer them job satisfaction.

Collaborating on Healthcare on an All-Island Basis: A Scoping Study

Over the past two decades health has been identified as a key area for increased cross-border working on the island of Ireland. To date though, the approach has been minimalist and often project specific. The global pandemic, the continuing fallout from Brexit and the establishment of the Shared Island initiative have pushed the broad issue of healthcare cooperation up the policy agenda. Theoretically, closer cooperation could deliver economies of scale, value for money, opportunities for clinical specialisation, and facilitate the sharing of knowledge. However, despite its obvious potential and policy significance, cross-border collaboration in healthcare has been the subject of remarkably little research attention. This small-scale qualitative study is based on in-depth interviews with 49 individuals with expertise and experience in this area. From these interviews six broad themes emerged: support for collaboration, lack of strategic direction, knowledge sharing, Covid-19, data and opportunities for future cooperation. Given the similar social, economic and political pressures faced by both healthcare systems, it is concluded that leveraging the strengths from cross-border collaboration should be a policy priority. © 2021 The Author(s).

АНАЛІЗ ОКРЕМИХ НАПРЯМІВ ЕКОНОМІЧНОГО СПІВРОБІТНИЦТВА УКРАЇНИ ТА ЄС

The article considers the issues of economic cooperation between Ukraine and the EU, in particular such important ones as cooperation in the agricultural and transport industries. The main directions of cooperation between the states for the past period are covered, the analysis of foreign economic relations of Ukraine with the EU is carried out, the dynamics and volumes of export-import of Ukraine with the EU are analyzed, including in the context of its specific types. Problems of demand for domestic goods and services in the EU markets during the COVID-19 pandemic have been identified. The role and significance of the intensification of Ukraine's foreign economic relations with the EU are substantiated. As a result, emphasis was placed on the need to further intensify Ukraine's economic cooperation with the EU, the introduction of effective mechanisms for optimizing and harmonizing Ukrainian legislation in the framework of integration into the European Economic Area. After a long process of ratification by EU countries, the Association Agreement between Ukraine and the EU entered into force in full (2017). After that, a long time has passed, during which Ukraine and the EU are conducting economic cooperation in a new format. Analyzing certain types of such cooperation, it is possible to determine the real results that have resulted from the European integration aspirations of the Ukrainian people, embodied in the above-mentioned Association Agreement with the EU and subsequent international agreements. Analysis of the current state of economic cooperation between Ukraine and the EU in terms of individual areas shows the need to intensify further work at the international and national levels to overcome the problems faced by the studied industries today, for the second year of quarantine restrictions due to the COVID-19 pandemic in Ukraine and Europe. due to the prolonged military aggression of the Russian Federation and Eastern Ukraine and the annexation Crimea. Due to all these factors, the focus should be on creating the most favorable conditions for overcoming the negative effects on the development of Ukraine's international economic cooperation, including with the European Union.

РОССИЙСКО-УЗБЕКСКИЕ ОТНОШЕНИЯ В ПОСЛЕДНИЕ ГОДЫ ПРЕЗИДЕНТСТВА ИСЛАМА КАРИМОВА

The article investigates the evolution of the Russian-Uzbekistani relations in the last years of the presidency of Islam Karimov (2012–2016). Based on a wide range of official sources and periodicals, it identifies the main trends, achievements and issues of bilateral cooperation in the political, trade, economic and humanitarian spheres. It determines the factors that influenced the interaction between Moscow and Tashkent, and pays a particular attention to the role of the presidents of the two states in the development and strength- ening of their cooperation. The author concludes that throughout the period under review the Rus- sian-Uzbekistani relations faced serious challenges. They were remarkably conflicting, unpredictable, inconsistent, and quite turbulent, what provoked the discussions about the correspondence of their real political condition to their high legal status (in 2004, Russia and Uzbekistan became strategic part- ners, and in 2005, allied states). Nevertheless, the two countries overcame most of their differences and took a course towards the further expansion and deep- ening, as well as modernization of their relations. As a result, at present Uzbeki- stan remains one of the most important Russia’s partners not only in Central Asia, but throughout the post-Soviet space, as well as within the framework of the leading international organizations.

Współpraca między publicznymi służbami zatrudnienia a agencjami zatrudnienia w zakresie realizacji polityki rynku pracy

This paper addresses the issue of cooperation between public employment services and employment agencies in the implementation of labour market policy in Poland. After a general description of these labour market institutions, the legal framework and forms of carried out cooperation between them are presented, and – based on the results of research and reports – the current areas of cooperation are identified, indicating possible directions for its development. The paper searches for the answers for two fundamental questions: 1. What is the nature of the relationship between public employment services and employment agencies? 2. To what extent does this relationship (cooperation/competition) affect the effectiveness of activities, or how can the cooperation of these entities be strengthened?

КОЛІЗІЙНІ АСПЕКТИ ПРАВОЧИНІВ З МІЖНАРОДНИМИ ОБЛІГАЦІЯМИ

Abstract. As for most countries of the world, the problem of preservation and protection of regional or minority languages is relevant for modern Ukraine. It should be noted that there are no universal special international legal instruments on this issue. Today, European states under the leadership of the Council of Europe have achieved more significant results in this area. The main purpose of its work on this subject is to preserve and protect regional or minority languages in Europe as an integral part of Europe's cultural heritage. Analysing the legal situation with minority languages in Ukraine and the remarks of the monitoring bodies of the Council of Europe on this issue, we note that there is an urgent need to direct national lawmaking to improve national legislation and eliminate shortcomings and inconsistencies with European international legal standards in this area. The article examines the issues of cooperation between Ukraine and the Council of Europe on the protection and promotion of historical regional or minority languages, which contributes to the development of cultural wealth and traditions of Europe. The author examines the purpose of the adoption of the European Charter for Regional or Minority Languages, its main provisions, and the particularities of the object of application. The reform of the monitoring mechanism of the Charter dated July 1, 2019 is analyzed. Special attention is paid to the application by Ukraine of the European Charter for Regional or Minority Languages and the problematic issues of its implementation. The purpose of the article is to study the essence and topical issues of cooperation between the Ministry of Internal Affairs of Ukraine and the police departments of the European Union and NATO in the field of management training. Methodology. The work uses general and special-scientific methods of cognition, the specific combination of which is determined by the purpose and objectives of the study. The use of the formal-logical method made it possible to define, clarify and supplement certain concepts, categories, to organize the conceptual-categorical apparatus. Methods of formal logic, in particular analysis and synthesis, deduction and induction, analogy and generalization, etc., are also used. The scientific novelty of the article is that it studies the cooperation of the Ministry of Internal Affairs of Ukraine with the police departments of the European Union and NATO at the current stage of state and legal development, as well as highlights current issues in this area. Conclusions. Cooperation of the Ministry of Internal Affairs of Ukraine with the police departments of the European Union and NATO is one of the priority areas. Further research in this area should be associated with the detailed development of certain problems of administrative and legal regulation in the analyzed area. In particular, this concerns the issue of legal regulation of the Ministry of Internal Affairs of Ukraine using the experience of the European Union and NATO. The paper draws conclusions on the possibility of using areas to improve the interaction of the Ministry of Internal Affairs of Ukraine with the police departments of the European Union and NATO in the field of management training. Metody działalności policji politycznej w Drugiej Rzeczypospolitej. Wybrane problemy

The article presents selected problems of the activities of the Polish political police in 1919-1939. The author disscused organizational changes and the operational work model of this formation and presented methods of activity, especially confidential intelligence, surveillance and observation. Much attention was devoted to issues of cooperation with informants and informers. Applicable principles in this respect were discussed. Attention was paid to the selection of secret colleagues. The problem of assessing the credibility of the materials they provide was highlighted. The basic tasks of the political police were discussed, taking into account existing security threats. It was noted that their the scope of tasks changed depending on the guidelines of state authorities.

Cooperation with Health Professionals during the Pandemic of COVID 19

The article presents light on the issues of cooperation with health workers during the COVID 19. Coronavirus pandemic has become one of the challenges to humankind and it caused devastating effects in almost all countries of the world. The purpose of the paper is to analyze how important the role of people’s cooperation with health workers is during the coronavirus pandemic. The theoretical concept related to humanism and social identity theory is discussed to understand individual and group’s collective effort to increase cooperation in the society during the pandemic. Subsequently, different events of cooperation among people and health workers and other incidents depicting stigma and discrimination in Nepal and other places during the COVID 19 pandemic are discussed based on a review of literatures.

Investment cooperation in the BRICS countries

The purpose of the study is to analyze the current stage of investment cooperation between the BRICS countries in terms of current investment projects and legislation regulating investment interaction. The methods of the research are as follows: investigating the issue of investment cooperation between different member states and the legal framework for such cooperation; finding sources such as books, magazines, journals, legal acts, and websites; collecting all the necessary data; critical analysis of the data on the issue of the research; developing an outline. The investment interaction under study is presented at three different levels: outward foreign direct investments from the BRICS countries; foreign direct investments into the BRICS countries; and investment cooperation between the BRICS countries. All levels of investment cooperation are regulated both at the national and international levels.
