THE IMPORTANCE OF CONTINUOUS EDUCATION OF HEALTH CARE TEACHERS ON INNOVATIVE METHODS IN HEALTHCARE

Background: The term "innovation" comes from the Latin language and represents something new: a product, methods, ways, etc. Innovations are related to new ways of managing health institutions as well as new methods of providing health services. Innovative methods in healthcare represent the introduction of new methods of treatment, modern techniques for carrying out diagnostic and therapeutic procedures, and the use of modern medicines. The objective is to make these innovative methods better for patients, which means that they are less harmful and more precise, and the procedures take less time. Innovative methods in nursing represent the modification of existing standards and the introduction of new standards in the work of nurse-technicians that they use in providing health care to patients. Further education is the right and obligation of every healthy employee, and it represents his further professional development with the objective of maintaining and improving the knowledge and work of every health worker in accordance with the law. Aim: To point out the importance of further education of health care teachers about innovative methods in health care. Methods and Respondents: The respondents are 50 teachers of health care in medical schools in Belgrade who were surveyed and interviewed with a specially created questionnaire and knowledge test for the purpose of this research. Results and Discussion: Most teachers are motivated to participate in further education about innovative methods in healthcare. Healthcare teachers assessed the availability of continuous education on innovative methods in health care. The teachers presented several ways in which they participated in continuous education in healthcare. Conclusion: Further education of health care teachers about innovative methods in health care is of great importance. Further teacher training is of great importance for the teacher as an individual. By participating in further training on innovative methods in healthcare, the healthcare teacher improves the quality of the knowledge and skills that he uses in working with students.

Development of professional communication in English (experience of Ukrainian military officers)

The purpose of the research is to analyse the development of professional communication in English among Ukrainian military personnel. To achieve this goal theoretical methods of cognitive science were used, particularly, analysis, synthesis, comparison, abstraction, and content analysis. The results substantiate that due to the training opportunities in the European countries and the United States, it was possible to prepare significant reserves to counter Russian troops. Acquiring necessary language skills for foreign training required the introduction of new standards to internal training of military personnel. An important step was the launch of the STANAG 6001 standard, which aims to unify the training of officers, cadets, and other military personnel in order to achieve a high level of language competence. The project approach expanded the application of this standard providing with new prospects. Creative projects are characterised by discussion and agreement on the results and the form of their presentation. The conclusions emphasise that training military personnel in foreign language communication during a full-scale war was a significant challenge for all participants in the educational process.

Legislative and Regulatory Support of Higher Education Institutions in Ukraine

The purpose of the article is to highlight the legislative and regulatory support for the activities of higher education institutions in Ukraine and to outline the prospects for its improvement. Research methodology. The article uses general and special research methods aimed to highlight the legislative and regulatory support for the activities of higher education institutions, situational and action analysis of legal regulation, analytical monitoring of legislative and regulatory acts and publications on the topic of research. The scientific novelty of the study lies in the generalisation of theoretical knowledge regarding the regulation of legal relations in the field of educational services, updating of regulatory and legal documents and outlining of the main tasks for improving the legislative and regulatory framework for ensuring the quality of higher education. Conclusions. As a result of the analysis of the legislative and regulatory framework of Ukraine, which regulates the activities of higher education institutions, it is shown that important directions of its further development are reforming, modernisation, introduction of new standards and creation of healthy competitiveness in the international arena. The author outlines the trends in the development of higher education sector, the main challenges and the main shortcomings in the system of legal regulation, in particular, the financial problem — reduction of the state budget and the special fund; financing of the educational sector on the basis of the excess principle leads to problems of reduction of higher education institutions, falling prestige of the scientific and teaching profession, and departure of leading scientists abroad. It is determined that promising areas for improving higher education are the introduction of innovations and implementation of the Strategy for the Development of Higher Education of Ukraine for 2021-2031 in the field of higher education institutions. This is, first of all, the real academic autonomy of higher education institutions, which, among other things, gives higher education institutions the opportunity to develop educational and research programmes themselves. Evolving Landscape in Liver Transplantation for Hepatocellular Carcinoma: From Stage Migration to Immunotherapy Revolution.

Liver transplantation (LT) represents the primary curative option for HCC. Despite the extension of transplantation criteria and conversion with down-staging loco-regional treatments, transplantation is not always possible. The introduction of new standards of care in advanced HCC including a combination of immune checkpoint inhibitor-based therapies led to an improvement in response rates and could represent a promising strategy for down-staging the tumor burden. In this review, we identify reports and series, comprising a total of 43 patients who received immune checkpoint inhibitors as bridging or down-staging therapies prior to LT. Overall, treated patients registered an objective response rate of 21%, and 14 patients were reduced within the Milan criteria. Graft rejection was reported in seven patients, resulting in the death of four patients; in the remaining cases, LT was performed safely after immunotherapy. Further investigations are required to define the duration of immune checkpoint inhibitors, their minimum washout period and the LT long-term safety of this strategy. Some randomized clinical trials including immunotherapy combinations, loco-regional treatment and/or tyrosine kinase inhibitors are ongoing and will likely determine the appropriateness of immune checkpoint inhibitors' administration before LT.

Documentary films of the 1920s-1930s about the dynamics of the socio-cultural space of the Kazakh ASSR

Documentary films about Kazakh ASSR have not yet been included in the systematic field of historical research of the early Soviet period. Meanwhile, this visual source is an important component of the analysis of Soviet ethnonational policy of the 1920s-1930s. Filmography at the initial stage of its formation captured the transition of Kazakh society from tradition to modernity, deep socio-economic and other transformations in the Kazakh ASSR. The silent and sound documentary chronicles, reports, more complex in composition and drama film documents stored in the funds of the Central State Archive of Film and Sound Recordings of the Republic of Kazakhstan are of undoubted value. Almost all the most significant transformations in the republic in the early Soviet period were captured by experienced directors and cameramen in such a way that they give a concrete and voluminous idea of the changes in the social structure of society, the formation of the national working class and ethno-political elite, the solution of the "women's issue", urbanization, economic specialization of the regions of the Kazakh ASSR, the introduction of new standards of professional activity and private practices, daily life and major political events. Of great interest are the films recorded by documentary filmmakers, dramaturgically and compositionally arranged in accordance with the main trends in the development of cinema, as well as the socio-cultural and ideological-political paradigm of the Soviet state. Along with the traditional archival and published written historical sources available to scientists, film documents serve to study and complex understanding of the essence, manifestations and results of nation-building in the 1920s and 1930s. The article considers examples of a number of documentaries of the greatest interest for understanding modernization shifts and ambivalent manifestations of the transformations of the era of industrialization, collectivization and cultural revolution in the Kazakh ASSR.

Child disability management: medical issues

The article offers a review of directive documents and literature on the topics of children’s health condition and child disability and exposes a correlation between events in the field of health care restructuring, introduction of new standards and rules for the provision of medical and social assistance to children with disabilities characteristic of the child population. The characteristics of childhood disability, risk factors that determine the measures of its prevention are analyzed, which is the main task of the health care system in the context of the problems of the pediatric link. Due to Russia’s transition to international criteria for registration of live births and introduction of legislation on helping children with orphan (rare) diseases the authors look at actualisation of approaches to prevention of child disability associated with perinatal period. Based on implementation into practice of establishing disability for children and providing rehabilitation assistance in accordance with International Classification of Functioning, Disabilities and Health (ICF), measures of tertiary prevention of child disability are revealed. Main directions for improving medical and social assistance to children with disabilities are shown.

Financial sector and outbreak of the economic crisis in 2008: IFRS versus US GAAP

PurposeTesting a total of five hypotheses, the paper contributes to overall comparison of the two regimes, as it scrutinises whether these improvements have helped regulate this sector. Although it appears that, for the first time, International Financial Reporting Standards (IFRS) had a more timely effect than US Generally Accepted Accounting Principles (GAAP), multiple parameters must be taken into consideration. The banking system has additional rules that may affect financial statements, such as the Basel Accord which sets many policies closely related to the IFRS, such as deferred tax credits. In this way, this paper aim to enrich the results of these decisions, and illuminate aspects of amendments to IFRS and US GAAP in light of the crisis. Focussing on the financial sector, the author sought to critically evaluate their reactions, and to question some of their fundamental rules in practice. This is vital for accounting researchers and analysts, allowing for the first time to compare IFRS performance between Europe and the US, and make better investment evaluations.Design/methodology/approachThe study sought to detect whether IFRS and US GAAP protected firms from abnormal sales arising from the outbreak of the crisis, whether the reclassification option under IFRS was an answer to the crisis, and whether IFRS and US GAAP succeeded in regulating shadow banking through their amendments. Therefore, it processes five hypotheses. In order to detect the effects of the crisis on accounting regimes, the analysis focused only on companies from the financial sector composed of the banking industry, insurance companies and shadow banking. The author included firms from Australia, Germany, Greece, the UK and the US, and collected information on 679 financial institutions for the period 2009–2013. The author settled on these time frames because the author aimed to capture IFRS performance surrounding the crisis effects in 2008 and the amendments that followed. In this way, the author applied quantitative methods using only numerical data over a given period.FindingsThe results suggest that the reclassification option was successful, helping firms to perform better amid the crisis, indicating that the manipulation of the crisis was appropriate. It seems therefore that US GAAP should have activated this option for US firms. However, the US may not have hurried to act because its banking sector seemed to recover more quickly than in Australia and Europe. Either way, both regimes need to consider speculative market cases that might have appeared during the crisis, as the author have detected cases of abnormal returns. Finally, concerning regulation of the shadow banking sector, the results seem to be encouraging only with regard to the latest improvements and only for all countries examined.Originality/valueThe project contributes to debate on the reactions of both IFRS and US GAAP during and after the economic crisis. For this, it addresses several questions to investigate the performance of the financial sector under both regimes, identifying possible additional effects and considerations. More specifically, it answers if the fair value orientation actually contributes to the financial crisis through contagion effects, while it addresses additional questions. Have these two global accounting regimes succeeded in overcoming the consequences of the crisis? Have amendments and the introduction of new standards to IFRS and US GAAP achieved regulation of shadow banking? Which of the two has performed better? As aforementioned, the analysis focused only on companies from the financial sector composed of the banking industry, insurance companies and shadow banking firms from Australia, Germany, Greece, the UK and the US, for the period 2009–2013.

Учет физических факторов при проектировании топографической аэрофотосъемки

Despite the variety of flight task preparation programs represented in the market and introduction of new standards of technical requirements in topographic aerial photography, the design issues of the latter are not worked out in detail; the criteria of pixel size selection on the ground are not defined. The necessity of considering all the input data i.e. customer requirements to the outcome product, characteristics of the used technical means of flight support, navigation and photographic equipment, the impact of external factors of the photographic environment was noted in the paper. Within the framework of the unified methodical approach to the choice of the pixel size in the design, the use of theoretical and physical similarity criteria is proposed. The method provides analyzing aerial photography’s all external and internal factors complex interaction and consideration of their affecting the result. Physical criteria, i.e. stability of flight, image quality of images, and depth of depicted high-altitude objects sharpness are considered in detail. The theoretical justification of determining the similarity coefficients is given. It analyzes the changes in coefficients depending on focal length, camera exposure parameters, etc. The method of taking into account physical factors and estimation of design accuracy is presented. The software implementation of the method is described. The practical example of multi-factor data analysis for selection of pixel size for designing large-scale aerial photography of built-up area is considered. The relevance of determining the coefficients directly in the course of aerial survey is shown.

ПОЗНАВАТЕЛЬНАЯ САМОСТОЯТЕЛЬНОСТЬ КАК ПЕДАГОГИЧЕСКИЙ ФЕНОМЕН

The methodological foundations of the organization of the learning process at the present stage are undergoing significant changes. This is due to the introduction of new standards and digital technologies into the educational process. In this regard, the phenomenon of “cognitive independence of students” is also undergoing transformation. Schoolchildren and students today have new digital tools in their hands, they do not need to search for new information bit by bit, painstakingly and carefully. There is a need to develop a new approach to understanding the traditional understanding of the phenomenon of “cognitive independence”. The article presents an analysis of the concept of “cognitive independence” from the point of view of the genesis of the problem under consideration. The main characteristics and signs of cognitive independence, factors influencing its formation and development are revealed. The results of an intermediate experiment on the study of cognitive independence in the student environment are given.

ПІДСУМКИ ТА ПЕРСПЕКТИВИ МОДЕРНІЗАЦІЇ СИСТЕМИ ВИЩОЇ ОСВІТИ В УКРАЇНІ

This publication summarizes the results of applied scientific work carried out in the State Scientific Institution "Institute of Education Content Modernization" (IECM) during 2016-2022. The article studies the state of implementation of the provisions of the Law of Ukraine "On Higher Education", focused on the modernization of domestic higher education, and assesses the European integration orientation of the measures and tools introduced. The results of a comprehensive study of all components of the higher education system are highlighted. In particular, the dynamics of changes in the quantitative and qualitative characteristics of the network of educational institutions and contingents of participants in the educational process, the modernization of the structure of higher education and the methodology for forming the content of education were analyzed (introduction of modern levels and degrees, list of specialities, introduction of new standards and educational programs). The article evaluates the process of solving the key educational problem – creation of a transparent and effective system of higher education quality, including the National Agency for Higher Education Quality Assurance (NAQA). The paper analyses changes and additions made to the legislative base, its target orientation and the validity of some of them. It has been established that in the process of implementation of the provisions of the Law of Ukraine "On Higher Education", which were also changed during its operation, an integral system of higher education and a system of ensuring the quality of educational services were built in the higher education system of Ukraine. It has been concluded that all of this makes domestic higher education more competitive in the international market of educational services and the labor market, bringing it closer to European quality standards, and speeding up the process of integration into the European educational space of higher education.

ВПРОВАДЖЕННЯ СВІТОВОГО ДОСВІДУ РЕГУЛЮВАННЯ РИНКУ ТУРИСТИЧНИХ ПОСЛУГ

In the article the problems of functioning of tourist market of Ukraine are reflected in the context of co-operation of tour operators and travel agents. Certainly, that instability of tourist market requires the revision of not only base aspects of forming and advancement of tour product with the purpose of minimization of possible risks for all participants of tourist market but also creation of the reliable system of communications between the subjects of tourist market with the purpose of providing the rapid reacting on the calls of present time and forming of clear legislatively-normative basis for realization such activity. Taking into account activation of euro integration processes research of co-operation features of tourist market subjects is conducted in the countries of Europe and the USA. The case of tourism branch frames are analyzed, their advantages and defects and possibility of their introduction are considered in Ukraine. Certain differences in organization of work of tour operators and travel agents, that provide stability of functioning of tourism industry in the world. Basic tendencies are investigational in relation to advancement of tourist product in the countries of Europe and the USA. Offered measures on forming of transparent market of tourist services, namely an improvement of financial arrangements; upgrading of tours searching; providing of additional defense of tourists in the case of trip cancellation; increase of threshold of tour operators responsibility; providing of transparency of travel enterprises activity; differentiation of tour operators license tipes , assistance to development of internal tourism. The of offered measures foresee more clear differentiation of plenary powers between tour operators and travel agents, forming of the transparent system of account of activity of travel enterprises, to the increase of financial discipline, increase of receipts to the budget, to the increase of knowledge level and protected of tourists. In of addition, introduction of new standards in work of organizers of tourism is sent to adaptation of their activity under the of European of standards in the context of activation of integration processes.

Competence model of personality of the graduate of the master's program in the direction 44.04.02 - psychological and pedagogical education

The article is devoted to the actual problem of the formation and development of the personality of a master student studying in the direction 44.04.02 - psychological and pedagogical education. With the introduction of new standards into educational practice, an urgent need arose to build a graduate model, according to competencies. The authors place particular emphasis on the methodological analysis of the foundations for the development of professionalism, on the patterns of formation of the labor functions of the teacher-psychologist. In their search for truth, researchers used only theoretical tools of knowledge, such as the axiomatic method, modeling, analysis, synthesis, idealization. Thanks to which the authors prescribe the content characteristics of the components of the competence model of a graduate of a pedagogical university in the direction of training "Psychological and pedagogical education". This model consists of professional, motivational, value and personal components.

Problems of small hotel business development in Ukraine

Purpose of the research.The research purpose is to analyze the problems of small hotel business development in Ukraine. The reasons of problems in the development of small accommodation establishments and optimal ways of their solution are studied. Methodology. Research methodology is based on the use of laws and regularities of economic science; methodology of system approach implying the complex study of specifics of small hotels activity in conditions of stiff competition. The domestic and foreign theoretical, methodological and practical studies on the hospitality industry are used in the research. Results. The theoretical approach to the development of small hotel business as a structural element of the hospitality industry was substantiated, which allowed to reveal the main problems of its development at all levels. It is proved that the hotel services market in recent years has become the subject of interest of medium and small businesses. In turn, it is becoming increasingly popular among tourists. The main ways to solve the problems of small business in Ukraine should be based on the introduction of new standards for hotel customer service and improving the system of consumer protection, as well as stricter requirements to the safety of guests. It is determined that under conditions of constantly growing competition from international hotel companies it is important to reduce the probability of market development under the influence of chain hotels at the national level and to ensure the national preservation of income. Practical meaning. Practical significance of the obtained results is in their usage in solving urgent problems of small hotel enterprises development in Ukraine. Prospects for further research. The prospects for further research are to justify the directions of improving the quality of hotel services in small accommodation establishments.

Regulations, Value Chains and Food Standards in Developing Countries: Panel Data Evidence from India

Rapid growth in dairy consumption and food scandals in India in the 2000s increased awareness of food safety issues among consumers and policymakers. This led to the introduction of new standards. However, there is little information about how they affected farm-level activities and whether value chains played any role. Our paper addresses these questions using a two-round panel survey of dairy farms in Punjab and Andhra Pradesh. We find significant improvements in adoption of farm-level hygienic practices, especially in Punjab. Value chain innovations do not play a significant role in stimulating safety and quality improvements among dairy smallholders in India.

Achievements and Problems of Modernization of Higher Education in Ukraine

The article considers the state of implementation of the provisions of the Law of Ukraine «On Higher Education», focused on the modernization of domestic education, assesses the European integration orientation of the implemented measures and tools used. The presented material is based on the results of applied research «Study of modernization of the structure and content of higher education in the context of the implementation of the Law of Ukraine On Higher Education», which is performed at SSI «Institute of Education Content Modernization» during 2016-2021. In the course of the work all components of the higher education system were comprehensively studied: quantitative and qualitative indicators of the network of educational institutions and contingents of participants in the educational process, the structure of higher education and modernization of the methodology of education content (introduction of modern level and degrees; list of specialties, introduction of new standards and education programs). The level of updating the National Qualifications Framework and bringing it in line with the Qualifications Framework of the European Higher Education Area has been assessed.
 The process of solving a key educational problem - the creation of a transparent and effective system of quality assurance in higher education, including the National Agency for Quality Assurance in Higher Education is studied. It is established that the NAQA, as a new governing body in the field of higher education, plays a significant role in creating a quality system, ensuring its effectiveness, promotes the development of the market of quality educational services, the introduction of a mechanism of healthy competition in higher education.

Implementation of Spectrum Sensing based OFDM Transceiver using Xilinx System Generator

with the introduction of new standards at a fast pace, wireless communication is experiencing great development and growth, thereby raising the level of demand for radio spectrum. The spectrum, however, is a limited resource and cannot be subdivided indefinitely to satisfy any use. As a result, spectrum scarcity arises. This scarcity represents the main problem that faces the future of wireless networks. This scarcity is due to the inefficient fixed spectrum allocation technique. The Dynamic Spectrum Access (DSA) is a successful solution to reduce the spectrum scarcity that wireless communications currently face. DSA allows users without a spectrum license known as Secondary Users (SUs) to temporarily use the unused licensed spectrum. This work focuses on analysis, and design of the Cognitive Radio (CR) system forOrthogonal Frequency Division Multiplexing modulation. The OFDM transceiver system has been implemented in the first stage using the Quadrature Phase Shift Keying (QPSK) modulation technique by Xilinx System Generator Inter-Symbol InterferenceSimulink (XSG) based on MATLAB. The second stage of the proposed system is to design energy detection of the OFDM transceiver. This system was analyzed under the Adaptive White Gaussian Noise (AWGN) channel based XSG. In this work, the energy detector is also designed using the XSG ISE14.1 Simulink and obtained all the signals successfully. Index Terms— CR, Spectrum Sensing, OFDM, QPSK, ED, AWGN.

Application of the CDIO standards for cyber-physical education in mechatronics and robotics in a research university on the example of development of digital electronic skills

One of the main problems of modern technical education is the lack of a specific standard for quality control of specialists’ knowledge. Cyber-physical education requires the introduction of new standards into educational programs. At National Research Nuclear University MEPhI, we have extensive experience in the implementation and use of CDIO standards in cyber-physical education to improve the qualification of trained specialists. This article contains the results of the introduction of CDIO standards into the training program for specialists in the field of mechatronics and robotics at National Research Nuclear University MEPhI on the example of the development of digital electronic skills.

Удосконалення маркетингових комунікацій банку в умовах цифрової трансформації

The article reflects the current trends of digital transformation in the banking sector of Ukraine, due to the introduction of new marketing channels. Banking services in Ukraine and around the world are rapidly changing under the influence of information technologies, which requires the introduction of new standards and communication channels. Traditional marketing communications in banking institutions were based on a number of marketing instruments, namely: advertising, direct marketing, branding, PR activities, publicity, stimulating the sales, loyalty programs, sponsorship, personal sales, presentations of products. Recognition of «digital transformation» by various analytical institutions reflects its role in scaling information processes, increasing economic efficiency and integrating the business processes of different participants on a single open platform. The digital transformation of organizations includes the following stages: digital beginners, digital subscribers, digital innovators, and digital leaders. In Ukraine, the evolution of digital transformation is based on the Fintech Development Strategy in Ukraine until 2025, developed by the NBU. The latter includes the expansion of digital technologies and their integration on open platforms, as well as the use of built-in financing. The article specifies that, despite all the advantages of digital transformation, the banking sector was one of the first to face financial fraud through online communication channels (Viber, WhatsApp, etc.), when the consumer is attacked in an aggressive manner, demanding personal data of bank cards. Such risks require receiving feedback from the client in order to promptly solve the problems of personal data leak and, if necessary, block the client’s card. In the process of evolution, new levels of digital platforms are being formed, which allow not only customers and staff of banks to connect to them, but also providers of various solutions through the BaaS model. Marketing communications provide for the education of financial literacy in customers and the formation of feedback by quickly responding to complaints.

Письменная дискурсивная компетенция как составная часть коммуникативной компетентности студентов вузов в области иностранных языков

The article covers the issues of forming written discursive competence as the basis for written foreign language communication of university students. The introduction of new standards of education, which reflect the social order of the modern multicultural and information society, required the universities to create optimal conditions for learning foreign language communication in order to solve problems of interpersonal and intercultural interaction at the global level. In this regard, to ensure socio-cultural mobility of university graduates, the teaching of written foreign language communication should occupy an important place in the educational process. At the same time, the authors have made an attempt to reveal the structure and content of components of written discursive competence as a component of foreign language communication competence in the context of its application in foreign language classes in the conditions of a non-linguistic university. The authors analyze a large number of scientific and theoretical literary sources on the investigated problem, on the basis of which they justify the possibility of considering the language component as a component of written discursive competence, along with strategic, tactical, genre, text, linguo-rhetorical components in order to improve the quality of written works. In conclusion, the authors conclude that the ability of a writer as an individual according to the sociocultural situation and communicative task to create different types of discourse for participation in written foreign language communication with the intended recipient in order to achieve the expected result defines written discursive competence as a component of foreign language communicative competence of a graduate.
