A relevância da Cúpula de Belém do Pará para implementação do Tratado de Cooperação Amazônica

The IV Belém Summit in Pará, Brazil, held in August 2023, brought together the leaders of the member countries of the Amazon Cooperation Treaty Organization (OTCA) to discuss a new sustainable agenda for the region. The Amazon was the focus of attention due to its global importance as the largest watershed and the most extensive and diverse tropical forest on the planet. The Summit highlighted the importance of strengthening OTCA as the only intergovernmental coordination mechanism to implement the agreed presidential agenda. The Belém Declaration established priorities for effective regional cooperation, including sustainability, environmental preservation, and inclusive development. The challenges to be faced include the efficient management of OTCA, the improvement of governance and positioning as a center for regional and international technical and political cooperation. The successful implementation of the agreed agenda will require the commitment of the Amazon countries and the active participation of all stakeholders, especially indigenous peoples and local communities.

АРХИТЕКТУРА МЕЖДУНАРОДНОГО НАУЧНО-ТЕХНИЧЕСКОГО СОТРУДНИЧЕСТВА В АСПЕКТЕ ГАРМОНИЗАЦИИ НАЦИОНАЛЬНЫХ ИНТЕРЕСОВ ГОСУДАРСТВ

The article argues that national interests are an expression of national identity in the process of identifying a nation-state in the system of international relations. Hence, national interests determine a wide range of international interaction both on the basis of coherence and consolidation, and confrontation due to contradictions in the regional and world system of interethnic interests. The aim of the work is to determine the architecture of international scientific and technical cooperation in the aspect of harmonization of the national interests of states at the present stage of development of the world economy. The methods used in the research process made it possible to systematize the forms of international scientific and technical cooperation in order to form comprehensive programs of innovative development in the coordinates of national interests. It is proved that the current stage of development of international relations is characterized by an acute phase of strategic geopolitical rivalry for the formation of the future world order. This causes an aggravation of contradictions between the national interests of the largest countries, which determines the global agenda. It is substantiated that one of the most rational and effective directions for harmonizing the national interests of individual countries is the organization of a system of international scientific and technical cooperation. The author systematizes the various forms in which the ISTC takes place within the framework of two formats: the formation of scientific and technical networks and the formation of integrated programs of the ISTC. In the structure of the latter, we have identified four blocks: the institutionalization of the ISTC, the development of scientific diplomacy, the development of research infrastructure and the formation of design scientific and technical work through the projection of business interests on partners. It is also noted that the key organizational element that unites both formats are scientific and technological platforms that mobilize and focus various “networks” of research communities to solve specific problems, as a result of which the resulting developments are commercialized within the business interests of the participants in the innovation process.

ДИСПОЗИЦІЯ УКРАЇНИ НА РИНКУ НАНОТЕХНОЛОГІЙ

The article examines the current issues of leadership of countries in the field of nanotechnology, and it is argued that the pace of development of the national system of nanotechnology standardization and certification in Ukraine is far from encouraging, especially taking into account global progress in this area. The positions of Ukraine in the global rankings of the effectiveness of innovative activity were evaluated and the possession of our state with a fairly developed scientific, technical and educational potential as a basis for conducting fundamental nanotechnological research was confirmed, but they also demonstrate the presence of a number of deep structural problems in the domestic economy. Significant inhibiting factors in the development of the nanotechnology segment of the national innovation system are also the preservation of significant bureaucratic and financial restrictions in the internationalization of Ukrainian R&D, which not only repel international partners from this process, but also largely demotivate domestic scientific research institutions to develop international innovation cooperation and involvement in of foreign infrastructural capacities. An immanent feature of the national field of research and development is also the significant problems of international scientific and technical cooperation of domestic institutions and the insufficient level of their integration into the global and European research space. It has been proven that despite the transformation of nanotechnology into a leading scientific and technological priority of global innovative progress in recent decades, nanoproduction still has not gained significant distribution in Ukraine. In the context of successfully overcoming the scientific and technical backwardness of our country in the field of development of the nanotechnological segment of the domestic innovation market and increasing the scale of production of new nanomaterials, the issue of ensuring a deep convergence of fundamental and applied research and development of the nanotechnological profile, as well as organizational, economic and institutional training of domestic sub enterprises to the introduction of nanotechnology in their production activities.

China actively supports the development of international law mechanisms and the field of peaceful exploration of outer space is no exception. Joining the UN documents on space and other international organizations in the 1980s allowed Beijing to gain access to international scientific and technical cooperation. However, many Chi-nese, Russian as well as foreign experts note the imperfections of international space law, citing the lack of basic definitions and inadequate measures to control the activities of states in space. Having become a party to space law legal mechanisms much later than their entry into force, China did not participate in their delibera-tions and is now taking the initiative to establish better control mechanisms in this area.

Political and Legal Nature of Sanctions Restrictions in The Field of Publication Activity of Russian Scientists

This article is devoted to the study of theoretical and legal ideas about scientific sanctions and their political and legal nature, as well as an analysis of their impact on the publication activity of Russian scientists in foreign publications.
 In modern conditions of geopolitical and geo-economic turbulence, sanctions policy has a restraining effect on the development of scientific and technological potential. In this connection, the purpose of the study is to conceptually generalize the legal nature of scientific sanctions, identify existing barriers to international scientific and technical cooperation and find ways to overcome them.
 Sanctions policy is represented by various forms of generating difficulties in the sphere of participation of certain states in international network collaborations and established forms of cooperation. The legal basis of sanctions policy is the unilateral termination of contractual relations, which causes damage not only to the state against which sanctions are imposed, but also to the state that imposes sanctions.
 As a way to respond to sanctions challenges in the field of scientific and technological development, the dynamic development and implementation of innovative measures to support the national scientific and scientific-technical sector is proposed.
 As measures to increase the publication activity of Russian scientists in foreign publications, it is seen, first of all, the need to form and implement a special state policy as an integral part of the state scientific and technical policy in the field of international cooperation, since its development in these conditions cannot be limited only to the initiatives of scientific subjects and scientific and technical activities. In particular, it seems possible to change the geographical directions of international scientific and technical cooperation. This also involves encouraging friendly countries to harmonize foreign and domestic policies in the field of science, technology and innovation, as well as to harmonize national legislation and improve the functioning of organizational and legal mechanisms of cooperation.

Analytical support for identification trends and problems in the development of interaction between stakeholders of education, science and business

Ukraine’s entry into the path of innovative economic development requires modernisation of the interaction between stakeholders of education, science and business to create a network of cooperation, taking into account the needs of stakeholders due to the situation in Ukraine as of 2023, focusing on changes in the world economy. The purpose of the article was to build a structural and logical scheme of analytical support for identifying trends and problems in the development of interaction between stakeholders in education, science and business. The methodology was based on the use of logical, systemic and comparative analysis. The analysis of budgetary funding for priority areas of innovation activity and sales of innovative products (services) and new technologies by budgetary funds managers showed no trends and priorities for the development of technology transfer and other intellectual property rights carried out by universities, research institutions, enterprises and organisations. The generalisation of changes and prospects of legislative regulation of support for educational, innovative, scientific and technical activities of business focuses on post-war reconstruction, which involves increasing confidence in the educational, scientific and expert activities of institutions for their effective functioning and increasing the volume of research funding. The analysis of the integration aspects of the research and innovation system into the European Research Area and support from international scientific organisations and foreign governments proved the support received from many national scientific communities and international scientific organisations in the creation of the portal for international scientific and technical cooperation and the international consortium for infrastructure and research. The practical significance of the study lies in the proposed directions for improving interaction with business of educational and scientific institutions in the process of implementing innovations separately by stages of interaction with stakeholders (attraction, financing and implementation)

СЛИКА ЛЕКТОРАТА ЗА СРПСКИ ЈЕЗИК У ОНЛАЈН-МЕДИЈИМА

Conventional Serbian language lectorates, based on contracts between competent state institutions, represent a type of legitimization of our language and culture in the world. The situation of lectorate in Slavic centres after the collapse of the former Yugoslavian country is very unfavourable, and no state institution has complete data on them. This paper deals with the analysis of media articles to create a clearer image of their status on the European continent. We used a descriptive method and a method of theoretical analysis with the technique of content analysis. The research of media texts provided a clear picture of the status and way of functioning of lectorate for the Serbian language on the European continent. Texts in media contain exact information about the opening, functioning and closing down of lectorates. Although the teaching of Serbian as a foreign language abroad is an activity of exceptional social, educational, political and economic importance for our country, the recorded data tell us about the changing interest of the state authorities in teaching the Serbian language. Namely, the content of newspaper texts indicates the existence of three stages in the development of lectorates: the first stage refers to the period of the seventies and eighties, when The Institute for International Cultural, Educational and Technical Cooperation opened a lot of lectorates all over the world; the second stage, which begins with the disintegration of the former state, points to numerous unresolved issues and problems that lead to the loss of interest in lectorates, which is why a large number of them were closed down or renamed, while the third stage is associated with the period after 2017 when, after pressure from experts public, undertake several activities to improve their status.

ПОРІВНЯЛЬНИЙ АНАЛІЗ ВИКОРИСТАННЯ ТЕРМІНОЛОГІЇ У СФЕРІ НАУКОВИХ ДОСЛІДЖЕНЬ І РОЗРОБОК В УКРАЇНІ ТА СВІТІ

The article provides a comparative analysis of the terminology used in the field of scientific and scientific-technical activity, in particular, when conducting specific fundamental and applied scientific research, scientific-technical developments in Ukraine and the world for its further coordination. It was revealed that there are certain discrepancies between the terms used in the legislative field of Ukraine and those used in the activities of the international scientific and technical community, in particular the European Union. It is shown that the existing inconsistency between the terminology used by the Ukrainian scientific and technical community and the terminology used by the international scientific community can be one of the reasons for slowing down the process of integration of Ukrainian and international science and reduces the participation of potential Ukrainian participants in Framework international programs, the main of which today is Horizon Europe. The legislative acts of Ukraine, which regulate the sphere of scientific research and development in Ukraine, are analyzed. The main terms used in the legal field of the international scientific community during participation in the Framework Programs and their interpretation in the Ukrainian legal field are given. It is shown that in the legal field of Ukraine some terms are defined differently in different legal documents. It was found that such a definition is often carried out in a situational way and describes a rather narrow scope of application. The paper proves the necessity of using international databases, the tools of which use the terminology of the international scientific community in the field of competitive financing of scientific and research/grant projects, primarily the CORDIS database. The navigation and the possibilities provided by this database for obtaining the opportunity for Ukrainian scientists to join the participation in the international Horizon Europe Framework Program are described. This will make it possible to increase the effectiveness of the application of grant programs for the further development of both scientific and economic cooperation between Ukraine and Europe within the framework of international scientific and technical cooperation.

INTERNATIONAL SCIENTIFIC AND TECHNICAL COOPERATION IN THE CONDITIONS OF STRUCTURAL CHANGES IN THE WORLD ECONOMY AND INCREASED COMPETITION

The article is devoted to the study of the phenomenon of “international scientific and technical cooperation” as an important element of international economic relations, contributing to an increase in the innovative component of economic growth. A critical analysis of the author's definitions and approaches of the UN to assess the role and importance of international scientific and technical cooperation for the world community has been carried out, modern features of cooperation have been identified, on the basis of which the trends in the development of the world technological market have been substantiated.

The European Union's sanctions regime against Russian science

Unprecedented unilateral restrictive measures against Russia's participation in international scientific and technical cooperation (scientific sanctions) have become an integral part of the modern European sanctions policy. The subject of the article is the EU sanctions regime against Russian science, which implements an appropriate policy aimed at ending the participation of Russian scientific institutions and organizations in projects implemented within the framework of EU scientific programs. The purpose of the article is to reveal the content and model of the EU sanctions regime against Russian science. The hypothesis of the study is the position that the model of the sectoral sanctions regime under consideration combines general and specific points. The article argues that the specified sectoral sanctions regime of the EU is autonomous in nature and does not represent something derived from scientific sanctions imposed by member States. General scientific methods of analysis and synthesis, abstraction and generalization were used. This made it possible to move from diverse empirical data to theoretical generalizations about the nature and model of the EU sanctions regime against Russian science. In addition, historical and comparative approaches were used, as well as a modeling method. The article substantiates the conclusion about the contradictory nature of the value and legal foundations of this regime, which is reflected in the lack of unity of views of European expert circles regarding the degree of rupture of scientific ties with Russia. The author substantiates that the massive and, by historical standards, sudden introduction of scientific sanctions in 2022, forming a special sanctions regime, is not the result of certain difficulties that occurred earlier in Russian-European scientific cooperation. On the contrary, it is a systematically motivated destruction of the bridges of scientific diplomacy created after the Cold War. A negative consequence of the functioning of this regime was a decrease in the degree of internationalization of Russian science and its ability to contribute not only to solving applied problems of national socio-economic development, but also to solving global problems of our time. The novelty of the study lies in the fact that for the first time in the scientific literature, structural subsystems of the EU scientific sanctions regime are identified, as well as their additional identification features are characterized.

The sanctions regimes of Germany and Great Britain in the field of international scientific cooperation with the participation of Russia: the political and legal nature and consequences

The article undertakes a political and legal analysis of the complications in the scientific and technical cooperation of Russia with Germany and Great Britain. Particular attention is paid to the identification of the subjects of the introduction of anti-Russian sanctions regimes, as well as the substantive characteristics of the varieties of unilateral restrictive measures in the field of scientific cooperation. The authors dwell in detail on the disclosure of the correlation of legal and asiological aspects of the introduction of sanctions restrictions. It was important to compare the sanctions regimes of Germany and Great Britain in terms of the dynamics, subject composition and content of unilateral restrictive measures. The study proves that the invasion of foreign policy interests by Germany and Great Britain into bilateral international scientific cooperation means the decline of the former era of scientific diplomacy. The main conclusion of the work is the provision that the suspension of cooperation with Russia in the scientific field does not result from violations by our country of its legal obligations in the field of bilateral international scientific cooperation. The gap in cooperation at the institutional level is supplemented by the assumption of informal scientific communication. But overly politicized demands for the continuation of this cooperation violate the right to freedom of scientific research. The novelty of the study lies in the fact that for the first time in the framework of the subject area of research of scientific sanctions in a comparative way and in the context of modern theoretical developments, the content of the anti-Russian sanctions regimes of Germany and Great Britain, which are among Russia's main partners in the field of international scientific and technical cooperation, was revealed.

International scientific and technical cooperation with Russia's participation in the space sphere under sanctions: results and prospects

The article analyzes the anti-Russian sanctions regime imposed by Europe and the United States in the field of space cooperation. As a result, space became involved in a geopolitical confrontation, which was not observed during the Cold War. The purpose of the article is to understand the features and consequences of the sanctions regime in relation to international scientific and economic cooperation with Russia's participation in the space sphere. The article claims that the sanctions regime in the space sphere of international cooperation is characterized by specifics. It consists in supplementing Western sanctions with measures that Russia has taken on its part to withdraw from some international scientific and technical projects. Special attention was paid to the study of the negative consequences of sanctions, which consist in complicating the synergy of efforts so necessary to make a cardinal breakthrough in the space sphere in the interests of all mankind. General scientific methods of analysis and synthesis, abstraction and generalization were used. This made it possible to move from diverse empirical data to theoretical generalizations about the nature and models of sanctions regimes against the Russian space industry and space science. In addition to this, a comparative approach was used, as well as a modeling method and a forecasting method. The novelty of the study lies in the fact that in it the event analysis of the confrontation in the context of the "sanctions – counter-sanctions" bundle is built in the context of the theory of sanctions in the field of science and technology. In addition, the problems of Western sanctions in relation to Russia's participation in international cooperation are shown against the background of an objective trend of fragmentation of international cooperation in the field of space. The main conclusion of the work is the position on the radicalism of Europe in severing ties with Russia and the cautious approach of the United States. It is demonstrated that considering the current situation through the prism of the concept of scientific and technical isolation of Russia in the space sphere is an exaggeration. The study showed that the damage caused by sanctions and counter-sanctions in relation to the Russian space industry, as well as in relation to world cosmonautics and space science is not catastrophic. At the same time, the current situation stimulates Russia's proactive scientific and technical policy at the national and international levels.

Deglobalization processes in the global economy and prospects for its innovative development

Subject. The article addresses problems related to the innovative development of the modern world economy, the pace of which is likely to decrease due to the ongoing processes of deglobalization. Objectives. The purpose is to analyze the essence, nature, and directions of deglobalization processes, study their nature, and find out the possibility that deglobalization processes in the modern economy will have a restraining effect on its innovative development. Methods. The study rests on methods of induction and deduction, analysis and synthesis, statistical and graphical methods for data representation. Results. Three main positions determine the future of the globalization process. They unite both representatives of economic science and business community. The analysis of ongoing transformations demonstrated a number of trends in the development of international economic relations, confirming their deglobalization character. These trends have a negative impact on the development of international scientific and technical cooperation and prospects for innovative economic development. This is characterized by the ongoing reduction in the number of international investment innovation and technological initiatives. Conclusions. The ongoing transformations in the world economy, characterized by a number of researchers as a process of deglobalization, need further study. The nature of deglobalization processes is largely determined by the desire to implement a policy of technological deterrence, which seems counterproductive.

МІЖНАРОДНЕ НАУКОВО-ТЕХНІЧНЕ СПІВРОБІТНИЦТВО З ЄС В СФЕРІ ЕНЕРГЕТИКИ: ПРІОРИТЕТИ Й ПЕРСПЕКТИВИ

The importance of cooperation between Ukraine and the European Union is described in the article. The priority directions of research and innovation activity of the EU countries in the field of energy are considered. The key strategic directions of the state energy policy of Ukraine are described, taking into account the country’s European integration course. The state and main problems of the development of the energy sector are analyzed. The trends of energy generation from renewable sources and possibilities of development of this sphere in Ukraine are determined. The necessity of the country’s participation in international scientific and technical cooperation in the energy sector, primarily with the EU are substantiated. Ukraine's declared pro-European orientation requires an appropriate activity strategy, which involves taking into account European standards of production and economic development. Thus, the signing of the Association Agreement between Ukraine and the EU opens up significant prospects for international scientific and technical cooperation of Ukrainian industrial enterprises, in particular energy enterprises, which are determined by greater involvement in innovative and technological projects of the EU, expanding access to capacious European sales markets, using Ukraine's opportunities for attraction of foreign investments and technology transfer, as well as participation in various EU development programs. At the same time, this requires not only the establishment of new priorities for the development of the energy sector, but also their achievement in the medium and long term. The process of international scientific and technical cooperation in the European Union plays a key role in the development of the economy, since the further strengthening of the EU's position on the world stage depends on the effectiveness of the involvement in the process of solving the problems of scientific and technical development of the potentials not only of the Commonwealth of Nations, but also of the entire European region. For this purpose, the European Commission has developed a plan for the creation of the "European Scientific Space", a special place in which cooperation with developing countries and countries with transition economies is given.

India: International Scientific and Technical Cooperation

The article aims to examine India’s international scientific and technical cooperation (ISTC) and its role in its national technological sovereignty. India has long claimed the status of a great power and, as a result, is striving to strengthen its positions in areas of strategic importance. Meanwhile, today, in terms of quality and volumetric characteristics, Indian achievements are significantly inferior to both the most developed countries and China, India’s key competitor. Against this contradictory background, an effective organization of international scientific and technological cooperation is becoming increasingly crucial to tap the country’s potential. In this regard, India tends to choose co-authors in scientifically and technologically advanced countries as well as to pursue a policy aimed at shaping the global scientific, technical, and innovation agenda in favor of its domestic socio-economic needs. With a view to reducing its excessive dependence on the leading economies in R&D, India attempts to expand the ISTC geography by establishing contacts with the BRICS countries. Given that amidst current political developments, India refused to stop the collaboration with our country even under the Western pressure, it is necessary for Russia to further deepen the dialogue.

THE ARCHIVE FUND OF THE L.YA. KARPOV RESEARCH INSTITUTE FOR PHYSICAL CHEMISTRY AS A SOURCE FOR THE STUDY OF INTERNATIONAL SCIENTIFIC TRANSFER

The article examines the source potential of the archival fund of the L.Ya. Karpov Research Institute for Physical Chemistry in the study of international scientific transfer in the 1950s and 1960s. The author notes the value of the foundation's materials in studying such questions as the content of scientific transfer, channels of information transmission, the results of interaction, the composition of participants and their role in international scientific and technical cooperation. At the same time, the weak point of the foundation of the research institute is, according to the author, the chaotic and incomplete information about the legal and economic side of the transfer organization.

Legal Regulation of the Use of Information Technologies in International Economic Activity

The object of the study is public relations regarding the formation of the digital economy at the national and global levels. The author identifies the most urgent, in his opinion, problems requiring legal regulation in the conditions of the use of new information technologies in economic activity. The issues of international scientific and technical cooperation, the development of ecosystem methods of economic activity, the problems of using information technologies in the format of import substitution are considered. The importance of changing certain conceptual policy documents in connection with the need to transition to the digital economy, the commitment of the Russian Federation to the principles of ensuring compliance with international obligations to ensure international economic activity in the field of high technologies is emphasized. The novelty of the research lies in the fact that the article comprehensively examines the directions of formation of state policy in the field of the use of information technologies in economic activity, considers new ways of conducting it that require changes in legislation and makes proposals for its improvement. As a result of the analysis, the following main conclusions are formulated:1) in conditions of limited access of the Russian Federation to Western information technology markets, it is necessary to form a policy of scientific and technical cooperation of the state, taking into account the support of joint research teams developing practical solutions for business communities; 2) it is necessary to adjust the current legislation for the development of ecosystems as a new direction of economic activity, taking into account the balance of interests of all participants in the field of consumer information processing and the use of information systems that ensure data security; 3) at the regulatory level, it is necessary to ensure the control of import-substituting software, its compliance with both security standards and international standards for information processing; 4) in modern political and legal conditions, it seems necessary for all states to maintain their commitment to the consolidated development of the digital economy and preserve all ways of participating in international lawmaking on the safe use of information technologies in economic activities.

Arctic science diplomacy: main theoretical approaches

This article examines the main theoretical approaches that have been developed by the present-day political science to the study of the Arctic science diplomacy (ASD) phenomenon: – The technical/instrumentalist approach considers ASD as an equivalent of international scientific and technical cooperation and a means of its expansion. – The second approach believes that ASD is a tool of "soft power" aimed at promoting a positive image of regional players. – The third approach interprets ASD as a form of public diplomacy, the strategic goal of which is not only to develop scientific ties and strengthen a country’s positions in the Arctic, but also to solve the most significant problems of the region and improve the international situation at large. – Unfortunately, with the start of a new phase of the Ukrainian crisis in 2022, the interpretation of ASD as an instrument of "power" policy aimed at weakening the positions and discrediting Russia and China in the High North is gaining strength in the West.

Digital technologies of the intensification of international scientific and technical cooperation

The aim of the article is to form a number of recommendations based on the comparative analysis of digital consulting organization technologies in European countries regarding the organization of communication interaction between subjects of international scientific and technical cooperation in this area for the intensification of international scientific and technical cooperation in Ukraine. Analyses results. The article analyzes the technologies of digital consulting organization in European countries. For a comparative analysis, portals were selected that most successfully implemented the process of providing digital counseling using specialized national contact points for obtaining grants within the framework of such European Union framework programs as "Horizon2020" and "Horizon Europe", which are defined as the largest transnational grant researches funding programs in the field of international scientific and technical cooperation. The article improves the method of applying digital technologies to intensify international scientific and technical cooperation through the use of specialized consulting methods, which are aimed at Ukrainian participants in grant funding of scientific research, which allows to increase the level of involvement of Ukrainian science in the European scientific space. The practical significance of the research lies in the development of a proposal for the organization of communication interaction between the subjects of international scientific and technical cooperation in the field of the use of digital consulting technologies for the intensification of international scientific and technical cooperation in Ukraine. Conclusions and directions for further research. As part of the research objective, an analysis of the portals was carried out on which, based on specialized national contact points, consultations using digital technologies are implemented for the largest transnational research funding programs in the world - the EU Framework programs for research and innovation "Horizon 2020" and "Horizon Europe" for a number of countries, in particular: Belgium, Austria, Poland. The functions and responsibilities of national contact points in terms of providing digital consulting services and the functions and areas of responsibility of subjects of communication interaction of international scientific and technical cooperation were defined. Also, on the basis of the conducted research, connections and ways of interaction between subjects of communication interaction in the field of digital consulting were determined. According to the results of the comparative analysis, the specifics of the organization of portals of different countries were singled out and the advantages and disadvantages of the corresponding type of organization of portals in the context of digital consulting were determined. Also, based on the analysis, a number of proposals were developed to improve the effectiveness of the international scientific and technical cooperation of Ukraine, primarily in the field of grant support for research and development, the need to create a special national portal in Ukraine was updated, directions for the development of consulting, which should be implemented on the basis of such a portal, were determined. Prospects for further research. The obtained results open an opportunity to study the needs of Ukrainian participants (real and potential) to participate in grant funding of scientific research. Also, on the basis of the obtained results, directions for the development of targeted counseling can be identified to increase the level of participation of Ukrainian participants, including depending on a number of characteristics and parameters, such as the field of scientific research, scientific degree, region of the institution, etc.
