HTV Launch Readiness Status and the Next Plan

The H-II Transfer Vehicle (HTV) is an unmanned transfer vehicle launched by an H-IIB rocket. It will support the International Space Station (ISS) program alongside the space shuttle, Soyuz, Progress, and ATV. JAXA is conducting pre-launch operations of the first HTV with its cargo at Tanegashima Space Center now and preparing its Control Center at Tsukuba Space Center. It is the final phase of 10 years of HTV development. This paper presents the development status and operation preparation for the HTV Launch in September 2009, then mentions future missions built upon HTV technical heritage.

A Design Basis for Spacecraft Cabin Trace Contaminant Control

Successful trace chemical contamination control is one of the components necessary for achieving good cabin atmospheric quality. While employing seemingly simple process technologies, sizing the active contamination control equipment must employ a reliable design basis for the trace chemical load in the cabin atmosphere. A simplified design basis that draws on experience gained from the International Space Station program is presented. The trace chemical contamination control design load refines generation source magnitudes and includes key chemical functional groups representing both engineering and toxicology challenges.

Development of the Second Generation International Space Station (ISS) Total Organic Carbon Analyzer (TOCA)

The second generation International Space Station (ISS) Total Organic Carbon Analyzer s (TOCA) function is to monitor concentrations of Total Organic Carbon (TOC) in ISS water samples. TOC is one measurement that provides a general indication of overall water quality by indicating the potential presence of hazardous chemicals. The data generated from the TOCA is used as a hazard control to assess the quality of the reclaimed and stored water supplies on-orbit and their suitability for crew consumption. This paper details the unique ISS Program requirements, the design of the ISS TOCA, and a brief description of the on-orbit concept-of-operations. The TOCA schematic will be discussed in detail along with specific information regarding key components. The ISS TOCA was designed as a non-toxic TOC analyzer that could be deployed in a flight ready package. This basic concept was developed through laboratory component level testing, two moderate fidelity integrated system breadboard prototypes, a flight-like full scale prototype, as well as lessons learned from the inadequacies of the first unit. The result: a new TOCA unit that is robust in design and includes special considerations to microgravity and the on-orbit ISS environment. TOCA meets the accuracy needs of the ISS Program with a 1,000 to 25,000 g/L range, accurate to within +/-25%.

Development Plan for Future Mission from HTV System

The H-II Transfer Vehicle (HTV) is an unmanned transfer vehicle that will rendezvous with manned facilities and deliver up to six tons of cargo. HTV is a key space transportation system technology in Japan together with the H-IIA/H-IIB launch vehicle and is designed to fully satisfy the manned safety requirements of the International Space Station (ISS) program. Therefore, the technology and its system acquired through HTV development and operation will be widely utilized in future manned transportation and lunar and planetary exploration missions.

Dextre: Improving maintenance operations on the International Space Station

The Special Purpose Dexterous Manipulator (SPDM), known as “Dextre”, is currently slated to launch in February 2008 for deployment on the International Space Station (ISS) as the final component of Canada's Mobile Servicing System (MSS). Dextre's primary role on the Space Station is to perform repair and replacement (R&R) maintenance tasks on robotically compatible hardware such as Orbital Replaceable Units (ORUs), thereby eventually easing the burden on the ISS crew. This burden on the on-orbit crew translates practically into crew time being a limited resource on the ISS, and as such, finding ways to assist the crew in performing their tasks or offloading the crew completely when appropriate is a bonus to the ISS program. This is already accomplished very effectively by commanding as many non-critical robotics tasks as possible, such as powering up and free-space maneuvering of the Space Station Remote Manipulator System (SSRMS), known as “Canadarm2”, from the Ground. Thus, beyond its primary role, and based on an increasing clarity regarding the challenges of external maintenance on the ISS, Dextre is being considered for use in a number of ways with the objective of improving ISS operations while reducing and optimizing the use of crew time through the use of ground control for various tasks, pre-positioning hardware, acting as a temporary storage platform to break an Extra Vehicular Activity (EVA) day into manageable timelines, and extending the physical reach and range of the Canadarm2. This paper discusses the planned activities and operations for Dextre an rationale for how these will help optimize the use of crew resources on the ISS.

International Space Station USOS Waste and Hygiene Compartment Development

The International Space Station (ISS) currently provides human waste collection and hygiene facilities in the Russian Segment Service Module (SM) which supports a three person crew. Additional hardware is planned for the United States Operational Segment (USOS) to support expansion of the crew to six person capability. The additional hardware will be integrated in an ISS standard equipment rack structure that was planned to be installed in the Node 3 element; however, the ISS Program Office recently directed implementation of the rack, or Waste and Hygiene Compartment (WHC), into the U.S. Laboratory element to provide early operational capability. In this configuration, preserved urine from the WHC waste collection system can be processed by the Urine Processor Assembly (UPA) in either the U.S. Lab or Node 3 to recover water for crew consumption or oxygen production. The human waste collection hardware is derived from the Service Module system and is provided by RSC-Energia. This paper describes the concepts, design, and integration of the WHC waste collection hardware into the USOS including integration with U.S. Lab and Node 3 systems.

Legal analysis of the International Space Station (ISS) programme using the concept of “legalisation”

NASA, the initiator of the International Space Station (ISS), is currently reinforcing partnerships with the commercial sector as well as other ISS partner states in preparation for the ISS's operation and utilisation. This gives rise to an urgent need to analyse the ISS's legal framework in order to clearly state its legal merits and shortcomings. This essay presents the advantages and disadvantages of the ISS's legal framework by employing the “legalisation”-based approach. These advantages and disadvantages give us clues for selecting the optimal legal arrangement for the future development of the ISS programme. It will therefore be possible to minimise the risks associated with and to generate profits from ISS activities. This will ensure the effective and coherent implementation of the ISS programme.

Organization and management of the International Space Station (ISS) multilateral medical operations

The goal of this work is to review the principles, design, and function of the ISS multilateral medical authority and the medical support system of the ISS Program. Multilateral boards and panels provide operational framework for, direct, and supervise the ISS joint medical operational activities. The integrated medical group (IMG) provides front-line medical support of the crews. Results of ongoing activities are reviewed weekly by physician managers. A broader status review is conducted monthly to project the state of crew health and medical support for the following month. All boards, panels, and groups function effectively and without interruptions. Consensus prevails as the primary nature of decisions made by all ISS medical groups, including the ISS medical certification board. The sustained efforts of all partners have resulted in favorable medical outcomes of the initial 15 long-duration expeditions. The medical support system appears to be mature and ready for further expansion of the roles of all Partners, and for the anticipated increase in the size of ISS crews.

Biochemical and molecular biological analyses of space-flown nematodes in Japan, the first international caenorhabditis elegans experiment (ICE-First)

The first International Caenorhabditis elegans Experiment (ICE-First) was carried out using a Russian Soyuz spacecraft from April 19-30, 2004. This experiment was a part of the program of the DELTA (Dutch Expedition for Life science Technology and Atmospheric research) mission, and the space agencies that participate in the International Space Station (ISS) program formed international research teams. A Japanese research team that conducted by Japan aerospace Exploration Agency (JAXA) investigated the following aspects of the organism: (1) whether meiotic chromosomal dynamics and apoptosis in the germ cells were normal under microgravity conditions, (2) the effect of the space flight on muscle cell development, and (3) the effect of the space flight on protein aggregation. In this article, we summarize the results of these biochemical and molecular biological analyses.

Biological dosimetry in the ENEIDE Mission on the International Space Station

Space radiation represents one of the major health hazards to crews of interplanetary missions. As the duration of space flight increases, according to International Space Station (ISS) and Mars mission programs, the risk associated with exposure to ionizing radiation also increases. Although physical dosimetry is routinely performed in manned space missions, it is generally accepted that direct measurement of biological endpoints (biological dosimetry) is necessary for a precise assessment of radiation risk in extraterrestrial activities. Chromosomal aberrations (CAs) in peripheral blood lymphocytes (PBLs) are particularly suitable to this purpose, as they can provide estimates of both equivalent radiation dose and risk. In this study, cytogenetic analysis was performed on PBL chromosomes of an Italian astronaut involved in two different 10-day missions on the ISS (Marco Polo, April 2002, and ENEIDE, May 2005). Blood samples were collected before and after flights. CAs were evaluated in either mitotic spreads or in prematurely condensed chromosomes (PCC) by Fluorescence in Situ Hybridization (FISH). In addition, blood samples were exposed to graded doses of X-rays in vitro before and after the flight and cytogenetic damage evaluated to investigate whether the space environment alters the sensitivity of human cells to ionizing radiation. The yield of baseline chromosomal aberrations was not modified following Marco Polo and ENEIDE mission. This is consistent with the low dose absorbed in these short-term space missions. Preliminary results from Marco Polo mission suggested a significant increase in intrinsic radiosensitivity of lymphocytes after landing compared to pre-flight and follow-up (6 months after landing) samples. However, this effect was not observed during the ENEIDE mission. The results suggest that intra-indi-vidual variations in radiosensitivity are significant, but they cannot be related to the space flight.

Generalized separation of an object jettisoned from the ISS

The International Space Station (ISS) Program faces unprecedented logistics challenges in both upmass and downmass. Some items employed on the ISS exterior present significant technical issues for a controlled de-orbit on either the shuttle or an expendable supply vehicle. Such manifest problems arise due to structural degradation, insufficient containment of hazardous pressures or contents, excessive size, or some combination of all of these factors. In addition, the mounting hardware and other flight service equipment to manifest the returned equipment must itself be launched, competing with other upmass. EVA techniques and equipment to successfully contain and secure such problematic equipment result in numerous significant risks to the spacewalking crews and cost and schedule risks to the program. The ISS Program office has therefore developed a policy that advises the jettison of the most problematic objects. Such jettisoned items join a small family of nearly co-planar orbital debris objects that threaten the ISS on several timescales, besides threatening all satellites with perigee below the ISS orbit and the general human population on the Earth. This analysis addresses the governing physics and the ensuing risks when an object is jettisoned. It is shown that there are four time domains which must be considered, each with its own inherent problems, and that a ballistic solution is usually possible that satisfies all constraints in all domains.

Regulating ISS— An interdisciplinary essay

The International Space Station (ISS) is a multifaceted international project. Several space agencies from different countries work together in the Outer Space. This paper will illustrate the exciting questions arising from such a venture and therefore the challenge to incorporate a variety of issues into a legal order. The Paper is addressed to lawyers who need not necessarily be experts in space law, and also to space experts who have no legal background. It demonstrates the three layers of the ISS regime—from the “Intergovernmental Agreement” (IGA) as a “frame” with pillars and boundaries, over the “Memoranda of Understanding” (MOU) which rules in a more specific way, to the so-called “Implementing Arrangements” regulating the overall and single aspects of ISS in detail. The paper underlines questions of applicable jurisdiction, utilization rights and the rights on intellectual property onboard of the ISS. Furthermore the problem of liability in space flight is highlighted, also with a view to the different aspects of the liability issue, for example (internal) liability caused by programme delays (e.g. US Space Shuttle delays). In conclusion, the paper illustrates the situation of astronauts by the “Code of Conduct for the International Space Station Crew” and provides an example for the actual ISS Programme—an international cooperation in a highly demanding environment which will be a basis for future space ventures in many ways.

Canada's role on space station

The paper addresses the evolution of the Canadian Space Station Program between 1981 and 2003. Discussions with potential international partners, aimed at jointly developing the current International Space Station program, were initiated by NASA in 1982. Canada chose, through the further development of the technologies of Canadarm on the space shuttle, to provide and operate an advanced and comprehensive external robotics system for space station, and to use the space station for scientific and commercial purposes. The program was to become a corner-stone of the new Canadian Space Agency. The development phase of the Canadian Space Station Program has been completed and two of the three major elements are currently operational in space.

The international space station: A pathway to the future

Nearly six years after the launch of the first International Space Station element, and four years after its initial occupation, the United States and our 6 international partners have made great strides in operating this impressive Earth orbiting research facility. This past year we have done so in the face of the adversity of operating without the benefit of the Space Shuttle. In his January 14, 2004, speech announcing a new vision for America's space program, President Bush affirmed the United States’ commitment to completing construction of the International Space Station by 2010. The President also stated that we would focus our future research aboard the Station on the long-term effects of space travel on human biology. This research will help enable human crews to venture through the vast voids of space for months at a time. In addition, ISS affords a unique opportunity to serve as an engineering test bed for hardware and operations critical to the exploration tasks. NASA looks forward to working with our partners on International Space Station research that will help open up new pathways for future exploration and discovery beyond low Earth orbit. This paper provides an overview of the International Space Station Program focusing on a review of the events of the past year, as well as plans for next year and the future.

Heavy ion induced transformation of telomerase immortalized human small airway epithelial cells

The tumorigenic effects of galactic cosmic rays (GCR) have become a major concern to the members of the international space station program. Normal human small airway epithelial cells were immortalized by ectopic expression of hTERT. The hTERT-expressing cells were exposed to 56Fe ions which simulate GCR irradiation. The irradiated cells underwent a stepwise transformation process. They showed phenotypic alterations and loss of some chromosomes compared with control hTERT-expressing cells.

Brazilian participation in the International Space Station (ISS) program: commitment or bargain struck?

The invitation to Brazil to join the International Space Station (ISS) program illustrates the way that foreign-policy makers in the USA favor short-term decisions over long-term commitments, while, in accepting the invitation, Brazil was also promoting other objectives. In taking the initiative to invite Brazil, President Clinton provided a unique opportunity to a middle-to-low-ranking spacefaring developing country to join the program as part of NASA's quota for the ISS. However, this action was the result of exchanges and bargains between the two countries, involving domestic and international interests on both sides—not all directly related to ISS activities—targeted at security and industrialization issues. These included the international non-proliferation regime, the commercialization of space systems and facilities (particularly Brazil's Alcantara Launch Center) and intellectual property.

Materials on the International Space Station—forward technology solar cell experiment

This paper describes the forward technology solar cell experiment (FTSCE), which is a space experiment built by the Naval Research Laboratory (NRL) in collaboration with NASA Glenn Research Center (GRC), and the US Naval Academy (USNA) as part of the materials on the International Space Station (MISSE) program. The goal is to rapidly put current and future generation space solar cells on orbit and provide validation data for these technologies. Telemetry, command, control, and communication (TNC) for the FTSCE will be achieved through the Amateur Satellite Service using the PCSat2 system, which is an Amateur Radio system designed and built by the USNA. In addition to providing an off-the-shelf solution for FTSCE TNC, PCSat2 will provide a communications node for the Amateur Radio satellite system. The FTSCE and PCSat2 will be housed within the passive experiment container (PEC), which is an approximately 2 ft × 2 ft × 4 in. metal container built by NASA Langley Research Center (NASA LaRC) as part of the MISSE program. NASA LaRC has also supplied a thin film materials experiment that will fly on the exterior of the thermal blanket covering the PCSat2. The PEC is planned to be transported to the ISS on a Shuttle flight. The PEC will be mounted on the exterior of the ISS by an astronaut during an extravehicular activity (EVA). After nominally 1 year, the PEC will be retrieved and returned to Earth. This paper presents the design of the experiment, the electrical data measured on the experiment solar cells, and the results of environmental testing of the system.

Technical, organizational and political dynamics of the International Space Station program

Abstract This paper analyzes the dynamics of cooperation of the International Space Station (ISS) program from its inception in 1981 to the final Framework Agreements for cooperation concluded in 1998. These dynamics include technical and organizational arrangements, and policy preferences. Dynamics related to technical arrangements deal with technological and scientific resources, the former governed through mechanisms for control of technology transfer, the latter regulated through intellectual property rights provisions. The dynamics linked to organizational arrangements concern authority patterns—characterized by national and international responses—and bilateral and multilaterial decision-making patterns. The dynamics of policy preferences encompass functional and symbolic dimensions. Functional issues are structured through legal and political regimes that govern the ISS program. The symbolic dimension, which includes prestige, legitimacy, influence and international accountability, frames the nature of the cooperation realized for the ISS program. ISS cooperation has evolved through three stages: (1) coordination, where collaboration is engendered through institutional (International Coordinating Working Group) and ad hoc cooperative relationships (groups of scientists and engineers sharing information); (2) augmentation, which equates with technological enhancements of a national project that involve primarily bilateral arrangements; (3) interdependence, which deals with cooperation in enabling and critical path technologies that are arranged both bilaterally and multilaterally.

Stability Analysis for a Large-scale Space Power Network, International Space Station and Japanese Experiment Module

The International Space Station (ISS), which is scheduled to start the operation fully in early 2000’s, is being developed and assembled on orbit since 1998 with international cooperation of the USA, Russia, Europe, Canada, and Japan. Japan participates in this ISS program and will provide the Japanese Experiment Module (JEM, named “Kibo") which will be attached to the ISS core. Japan Aerospace Exploration Agency (JAXA), which is responsible for the JEM system development and integration, has been developed JEM Electric Power System (JEM EPS) as part of the Space Station Electric Power System (EPS). The International Space Station Electric Power System is the world’s largest orbiting direct-current (DC) power system. The ISS electric power is generated by solar arrays, and distributed to the each module in 120 Vdc bus voltage rating. When designing a large-scale Space Power System using direct current (DC), special attention must be placed on the electrical stability and control of the system and individual load on the system. For a large-scale Space Power System, it is not feasible to design the entire system as a whole. Instead, the system can be defined in term of numerous small blocks, and each block then designed individually. The individual blocks are then integrated to form a complete system. The International Space Station (ISS) is one of good example for these issue and concerns as a large-scale Space Power System. This paper describes the approach of the stability analysis for a large-scale space power network.

Hypervelocity impact testing of transparent spacecraft materials

Transparent materials have been used by NASA as windows since the beginning of the Human Space Flight Program. This paper provides results of an intensive effort to determine hypervelocity impact characteristics and develop damage equations for transparent materials currently used on the International Space Station and Space Shuttle programs. The materials considered here are fused silica glass, tempered glass, and polycarbonate. Hypervelocity impact tests on these materials under a variety of impact conditions are described. Penetration equations are defined that allow assessment of impact damage to windows and are useful in BUMPER code meteoroid/orbital debris (M/OD) assessments.
