The Development of the Production Apparatus and Investment Processes

The June (1983) Plenum of the CPSU Central Committee stated that "uniform scientific-technical policy acquires decisive importance today."1 In accordance with the goals of intensification of social production, the party has advanced the demand for the consistent transition in the development of the production apparatus from the development and introduction of individual machines and units of equipment to the development, production, and mass deployment of highly effective systems of implements of labor.

Capital Investment Effectiveness in Planning

The party's economic strategy of increasing effectiveness and improving quality orients economic science toward the elaboration of a number of new theoretical problems in the political economy of socialism and planned management of the national economy. One of these problems is to improve planned management techniques through the intensification of social production and, in particular, to increase the influence of prices on cost reduction and on raising the effectiveness of the national economy.

CMEA member nations are elaborating and redefining the strategy of their long-term socioeconomic development. The correct evaluation of the initial base and the most important factors of economic growth, the conditions for their more effective use, and ways to make the transition to the intensive type of reproduction consequently acquire exceptionally great importance.

The formation of this category depends on the degree of maturity of socialist production relations in the period of developed socialism, the rise of the level of economic development of the USSR and other countries in the world socialist economic system, and the intensification of social production in their economies.

Scientific fundamentals and ways of realization of the general scheme of population distribution in the USSR

The paper describes the current stage of transformation of the residential distribution system in the USSR, the state policy in the field of urban development, the tasks facing Soviet architects and the way to their solution. The state policy in the field of residential distribution and urban development provides for: the systematic and scientifically substantiated distribution of production and human settlements on the basis of coordinated development and distribution of productive forces and the perfecting of the systems of residential distribution; the utilization, improvement and protection of landscape; the restriction of the growth of very large cities and development of the network of small and medium towns; the transformation of villages into modern well-organized settlements of the collective and state farms and the elimination of the existing distinctions between town and country; the regular development and distribution of towns and settlements in different geographical zones and most favourable natural-and-economic regions of the USSR; the overcoming of irregular population distribution in the European and Asiatic parts of the USSR; the formation of group-systems of human settlements on the basis of big urban agglomerations and territorial-industrial complexes; the development of new territories through land improvement. Basic attention in the report is paid to the consideration of the master scheme of residential distribution in the USSR, its scientific fundamentals, main purposes and tasks. The analysis of the decisive factors and of the main trends of the development of the systems of human settlements for a long-term perspective is given. The master scheme of residential distribution contemplates the systematic development on the USSR territory of different human settlements contributing, to a maximum degree, to the achievement of the objectives of socialist construction, to the creation of most favourable conditions for the people's work, life and rest, to the development and intensification of social production taking into account objective tendencies of urbanization and the effective use of forecasted urban development resources. The realization of the master scheme of residential distribution will allow to fully take into account the economic, ecological and demographic requirements in the elaboration and realization of the plans of development of production and residential distribution aimed at the rise of the living standard of the Soviet people.

A Multifaceted Approach to Improving Planning and Management

The Twenty-Fourth Party Congress and the December (1973) Plenum of the Central Committee of the CPSU characterized in depth the present conditions in our country's economic development. The increase in the scale of the national economy, changes in the structure of production, the increase in the volume and diversity of the population's needs, the increased impact of social, scientific, and technological factors on the economy, the greater effectiveness of the decision-making process - all these things point to the necessity of bringing about a serious rise in the level of our managerial work, of considerably increasing the effectiveness of the economy, of transforming our enormous economy into an even more harmonious and better operating mechanism, and of implementing a consistent policy aimed at the comprehensive intensification of social production.

Labor Resources And The Intensification Of Production (Based on the Example of a Large Industrial Center)

The Directives of the Twenty-Fourth Congress of the CPSU on the Five-Year Plan for the Development of the USSR National Economy in 1971-1975 note that the broad intensification of social production and the increase in its effectiveness will be the nation's basic policy of economic development for the next few years as well as for the distant future.

The decisions of the Twenty-Fourth Congress of the CPSU opened up new and grandiose prospects to our society for the building of communism. Throughout the nation the creative work of millions of Soviet people is aimed at increasing the effectiveness and intensification of social production, at utilizing more completely the achievements of the revolution in science and technology, and, on this basis, at improving economic indices in industry, agriculture, and construction, and further improving the material and cultural living standard of the people.
