DETERMINING COMPONENTS OF THE METHODOLOGICAL PLATFORM OF THE CONSTRUCTION ORGANIZATION IN THE CONDITIONS FOR DIGITAL TRANSFORMATION OF OPERATING SYSTEMS OF PROJECT EXECUTORS

Digital technologies of construction organization are becoming increasingly common and necessary tools for effective management of processes on construction sites. In today's world, where speed and accuracy of work are of crucial importance, the use of digital technologies allows to achieve the highest productivity and efficiency in the construction sector. The article analyzes the paradigms of implementation of construction organization processes on the basis of modern information technologies, defines the development trends of the implementation of enterprise management processes in the structure and means of intellectual information systems. An important analytical means of adjusting decisions regarding reengineering and digital transformations of operating systems in the format of introduced methodologies and tools is a subsystem of formalized adjustment of decisions, which allows to establish a measure of the sensitivity of the effective indicators of the "digital transformations" project to the deviation of functional, time and other parameters from the expected trajectory of the implementation cycle of such a project , which are considered as "random" values, discretely distributed in a certain range of "deviations". The leading and systemic means of getting out of crisis and destructive situations for construction enterprises, as well as for other industrial enterprises, is the innovative radical or partial transformation (modernization) of the operating system of the enterprise and the system and structure of the administration of its activities operating at the enterprise on the basis of the latest information technologies of the architectural environment, including virtual design and construction (VDC, Virtual Design Construction), integrated digital delivery (IDD Integrated Digital Delivery), building information modeling (BIM, Building Information Modeling) and IFC format (Industry Foundation Classes). The article highlights the technologies used in the construction and implementation of models of management processes in information systems, the use of which simplifies the complexity of modernizing the information system to solve the tasks of construction organization processes. The main models of the organization of activities in the conditions of digitalization and the possibility of increasing the efficiency of the management processes of the construction enterprise using information systems as a digital way of presenting the directive organizational-technological and technical-functional characteristics of the construction object are defined and systematized.

Analysis of the structure of an intellectual information system based on the concept of functional stability

The development of modern society requires intensive development of information technologies with a high degree of autonomy. This issue is especially acute for production enterprises that operate under the influence of destabilizing factors. In this work, research on the property of functional stability continues. Functional stability means the property of an information system to maintain its functioning, possibly with a decrease in quality, during the specified time under the influence of external and internal destabilizing factors. External and internal destabilizing factors mean failures, failures of system modules, mechanical damage, thermal effects, errors of service personnel. The main stages of ensuring functional stability are the detection of the module that failed during control, the diagnosis of the module that failed, and the restoration of the functioning of the intelligent information system. A feature of intelligent information systems is that they must function autonomously. With their help, it is possible to ensure an increase in the labor productivity of all production centers while reducing the number of people employed in production. The purpose of the work is to build a mathematical apparatus for quantitative assessment of the functional stability of the data exchange system of the intelligent information system. In addition, this article shows the advantages of using quantitative methods of assessing functional stability based on such indicators as the limit and margin of functional stability. On the basis of these assessments, recommendations can be made for building an intelligent information system. In addition, the evaluation data will help to more clearly formulate the requirements for the structure of the intelligent information system, which will be designed for uninterrupted data transmission.

Information technologies for automation of hyddrophisical situation molelling and forecasting in the Black Sea region

The article offers a solution to the scientific and applied problem of automating the acquisition and analysis of a certain set of hydrophysical indicators with the subsequent formation of a forecast of the hydrophysical situation in the Black Sea water area. This topic is of great relevance both in peacetime and in the conditions of the current armed aggression of the Russian Federation against Ukraine. The solved task is an important element of solving the more complex problem of operational obtaining of oceanographic data for highlighting the hydrographic situation in the Black Sea water area, collection, accumulation and visualization of oceanographic data in the interests of navigation and hydrographic support of users of such information. To solve this problem, a software environment was created for automatic search and selection of hydrophysical data, as well as their automatic input into specialized software for modeling and forecasting the hydrophysical situation with subsequent calculation of forecasts of hydrophysical fields. A set of the most important data was formed, which includes indicators of salinity, temperature, circulation. Automatic search and selection of meteorological and hydrophysical data takes place from international GFS and COPERNICUS profile databases. Also, to increase the effect of the simulations and forecasts, a specialized interface was developed for searching, visualization, and the possibility of downloading by the user the results of the forecast module of the mathematical modeling of the spatio-temporal variability of the hydrophysical fields of the northwestern part of the Black Sea. The developed scientific and practical approaches and toolkit are designed to function within the framework of the distributed and centralized Bank of Oceanographic Data of the National Academy of Sciences of Ukraine, part of which is an intellectual information system for highlighting the hydrographic situation in the Black Sea water area. The obtained results are also aimed at increasing the level of environmental safety in the Black Sea water area and can be used to monitor nature management in this region.

The application of intellectual information systems in the context of industrial enterprises management

The aim of the article. The purpose of the article is intellectual information systems introduction analysis and systematization, as well as the proposals development in the context of their effective use as a priority to ensure the innovative development of Ukrainian industrial enterprises. Analysis results. The article examines the problems and prospects of intellectual information systems introduction to increase the industrial enterprise efficiency. The study actuality of industrial enterprises sustainable development factors and trends is due to the need to develop the theory of industrial enterprises stability managing by improving the management of their digital transformation in the Ukrainian digital economy development conditions. It is emphasized that the key factor of success in the digital economy is not technology, but new models of technology and data management, which enable prompt response and modeling of future challenges and problems for states, business and civil society. It is noted that in modern conditions, for the effective operation of industrial enterprises, full-fledged information support is necessary at all stages of management decisions designing and formation. The expediency of creating a single information space at enterprises is substantiated, with the help of which all automated enterprise management systems can exchange information quickly and in a timely manner. The introduction and use of digital production processes modeling and design technologies throughout the entire products life cycle contribute to the enterprise and optimal management efficiency. Digital technologies make it possible to conduct analytical research, monitor any changes in the external environment, and respond to market needs in a timely and flexible manner. Due to digital technologies, a high level of labor productivity is ensured, as well as opportunities for integration of project participants and remote collaboration are provided. Business entities receive qualitative control over the production cycle and promotion of products to the market. The industrial enterprise management methodology as a dynamic system based on the intellectual information systems introduction is improved in order to increase the efficiency of their activities. The author's definition of the category "digital industrial production" is given. Intellectual activity results selection and market promotion processes embodied in new technologies are structured. An information system for new elaborations promotion managing was worked out based on the development of digital transformation in enterprise management and industrial enterprises technological processes. The author's proposed developments and recommendations can be used in the context of the industrial enterprise management efficiency augmentation in order to increase the economic added value by promoting to the market the results of intellectual activity embodied in new technologies. Conclusions and directions for further research. The transition of industry to intellectual information systems will contribute to the production of higher quality products, will lead to the creation of more flexible systems, the participants of which will exchange information through the Internet, that will significantly increase labor efficiency and reduce costs in production processes. Information support is an indispensable component of any research and development. The success of their commercialization is largely determined by the reliability and quality of information available to project participants, potential partners for market promotion and development implementation, and investors, both in Ukraine and abroad. An advantage for business in the digital economy is the prompt receipt of actual, reliable information directly from the original source. At the same time, the digital production introduction leads to increased requirements for personnel and the innovative products release. In the context of creating a favorable institutional environment for increasing the domestic industry digitalization transformative potential, it is necessary to: improve tax legislation for electronic goods trade; develop a plan of measures for the property rights institute development in Ukraine, taking into account state goals for the development of the information and communication technologies sector and current international agreements; form a sensible security policy. The direction of further research, based on the priorities of industrial enterprises technological innovation, is the use of interfaces between various information systems for the enterprise activities organization with the most effective internal reserves use.

МОДЕЛЬ ИНТЕЛЛЕКТУАЛЬНОЙ ИНФОРМАЦИОННООБРАЗОВАТЕЛЬНОЙ СИСТЕМЫ ВОЕННОГО ВУЗА В УСЛОВИЯХ ЦИФРОВОЙ ТРАНСФОРМАЦИИ ОБРАЗОВАНИЯ

The article reveals the purpose, functions and components of the model of the intellectual information and educational system of the military university. Peculiarities of the components of the intellectual information and educational system providing its functioning are described: digital educational platform; training management and monitoring system; analytical system of training support; intellectual system, providing personalized training; cyber security system. Opportunities of intellectualization of training in the implementation of the model in the electronic environment of the university are presented.

Цифровизация в практической подготовке студентов технических вузов

Importance. One of the key tasks of the production practice is the experience of transferring knowledge to independently solve new tasks. Modeling of production processes in virtual laboratories, VR training sessions, blockchain can be considered as technologies aimed at development the ability to data transfer, analyze, and systematize. Digitalization of practical training is able to solve the problems of non-standard thinking development, the need to strengthen the responsibility of students, the specialist qualification dependence on the digital technologies possession degree. The possibilities of digital technologies, intellectual information and educational systems in the focus of practical training of students and the development of thinking formed the purpose of the research. Materials and Methods. The review of information sources is carried out, the own experience of practical training organization is systematized. The survey method investigated the attitude of students to online interaction, the attitude of enterprises to the admission of trainees to production facilities. A model of the procedure for evaluating and storing practice results is proposed. Results and Discussion. Artificial intelligence and process automation shift the emphasis of education from algorithmized activities (reading material, drawing up a text plan, selecting key ideas, etc.) to the development of specific non-standard skills – the ability to find a non-stereotypical optimal solution, conduct expertise, apply knowledge in unusual conditions. At the same time, the reduction in the volume of subject material allows us to pay more attention to the development of non-routine actions, autonomy in the workplace, and the development of a proactive attitude to the profession. The virtual model of the technological process allows to see in detail any element of the complex, while the VR operator perceives the object and forms a response. The analysis of the spatial position and state of the object, the transfer of existing theoretical knowledge into a specific production situation, the formation of an objects holistic perception develop both thinking and practical skills. Evaluation of students practical training results with the use of blockchain increases the efficiency of the process, makes the data storage system reliable. Conclusion. Modernization of vocational education through the introduction of adaptive and practice-oriented educational programs, learning and evaluation algorithms based on artificial intelligence solutions will ensure effective digital training.

On Distance Learning, Open Educational Resources, and the Role of University Libraries in These Processes

Objective. The article is aimed to improve the understanding of university communities (teachers, students, librarians) concerning the development of distance learning, open educational resources, and the new role of university libraries in these processes. Methods. The main data on the development of distance learning, OER, and increasing the role of university libraries in these processes were obtained due to the analysis of professional publications in periodicals and on the university websites of around the world, the application of methods of method of participant and non-participant observation, a description of the authors’ own experience (the director of the scientific library, the associate professor of IT disciplines and the heads of the scientific library departments) who work at the Ukrainian State University of Science and Technology (Dnipro, Ukraine). Results. It has been established that the implementation of distance learning systems, the use and availability of open (preferably free) information sources on open access platforms or open educational resources (OER), exchange of scientific research in the digital scientific space, etc. – these components are closely interconnected and used among teachers, scientists, students. Distance education requires inclusion in the processes of both teachers – authors of open educational resources, and employees of certain services providing information and IT support for both teachers and the resources created by them. Such structures are university libraries, which were among the first to support the philosophy of openness and to join the processes of supporting open access, open science, and open education based on intellectual information systems and technologies. The experience of the scientific library of USUST is considered – a structure that enables online access to text and non-text OER as a necessary element while ensuring limited personal interaction between a teacher and a student. Conclusions. Today, during the crisis caused by the Covid-19 pandemic and the war in Ukraine, the foundations are being actively laid to make the provision of educational services at universities, in particular distance education, dynamic and multidimensional. It is necessary to integrate electronic library resources with distance learning platforms to ensure unhindered access for students and teachers.

AN EXPLANATION MODEL IN AN INTELLIGENT SYSTEM AT THE LOCAL, GROUP AND GLOBAL LEVELS OF DETAIL

The subject of research is the process of formation of explanations in intellectual information systems. Machine learning methods are used in modern intelligent systems. The process of obtaining the solution formed on the basis of such methods is usually opaque to the user. As a result of such opacity, the user may not trust the solutions proposed by the intelligent system. This reduces the efficiency of its use. Explanations are used to increase the transparency of decisions. The explanation is represented by knowledge about the reasons for the formation of the result in the intellectual system, as well as about the reasons for individual actions in the process of formation of the result. Also, the explanation may contain knowledge about the influence of individual functions on the results obtained by the intelligent system. Therefore, it is advisable to form an explanation at different levels of detail in order to show both the generalized reasons and effects on the obtained decision, as well as the reasons for choosing individual intermediate actions. The purpose of the work is to develop a generalized model of explanation considering the states of the decision-making process in an intelligent system to build explanations based on known data regarding the sequence of states and the properties of these states. To achieve the goal, the following tasks are solved: structuring the properties of explanations; determining the possibilities of approaches to building explanations based on the states and structure of the decision-making process, as well as on the basis of input data; construction of an explanatory model. Conclusions. A generalized model of explanation in an intelligent system for local, group and global levels of detail of the decision-making process is proposed. The model is represented by an ordered sequence of weighted dependencies between events or states of the decision-making process. The model is focused on presenting the possibility to highlight a local explanation within the framework of a global explanation and to present a chain of group explanations between the events of obtaining input data and the resulting decision. In practical terms, the proposed model is intended for the construction of explanations using approaches based on the simplification of the process of functioning of the intelligent system and on the basis of highlighting the influence of individual functions and actions on the final result. Additional capabilities of the model are related to the detailing of the events of the decision-making process from the selection of individual variables that characterize the state of this process, which makes it possible to form an explanation based on the use of known concepts and concepts in the subject area.

Використання онтологічних знань для багатокритеріального співставлення складних інформаційних об`єктів

In this work we consider comparison of complex information objects (CIO) as a component of intelligent decision-making. The specifics of proposed approach is that we compare not all theoretically possible CIOs but only their subset that is relevant for cur- rent situation and contains existing and available objects. Thus, we find an acceptable solution from the set of available ones that can be not optimal (according to certain criteria). We propose formal ontology-based model of CIO that considered as an element of intellectual information system. This model (in contrast to the domain ontology) defines unique names for positions of classes and class individuals to indicate the SIO structure. The methods of CIO comparison based on the use of knowledge from the relevant do- main ontology are considered. Various approaches to determining of semantic proximity and semantic similarity are considered as metrics for quantitative evaluation to select parameters of information objects that can be used for calculation of these evaluations. We propose an algorithm for semantic comparison of CIOs which are based on the same ontology and have a similar structure. This algorithm allows generation of comparison criteria and determining hierarchy of this criteria for the current situation. We propose to evaluate the semantic-level similarity of the elements of individual CIOs to certain reference CIO defined by the user (as a description of the optimal solution or generated CIO properties). As a result, a subset of CIOs that satisfy the user requirements is cre- ated, but we have to select only one CIO among them, which will be used in the future to fulfill the user task. Therefore, we need in a set of criteria for CIO comparison and methods to determine the importance of each of these criteria at the current moment in time. For this purpose, we propose to use the method of hierarchical analysis based on a pairwise comparison of the importance of individual criteria.

Nuclear knowledge management system in the Republic of Belarus

The article provides an overview of the basic concepts in the field of knowledge management, taking into account the recommendations of the United Nations in this area, as well as the nuclear knowledge management from the perspective of the International Atomic Energy Agency. The assessment of the state of nuclear knowledge management in the world, Eurasian Economic Union countries and Republic of Belarus has been carried out. The information and analytical activities and the specifics of the work of the national regulator in the field of nuclear and radiation safety – Department of Nuclear and Radiation Safety of the Ministry for Emergency Situations of the Republic of Belarus (Gosatomnadzor) – in the field of nuclear knowledge management were analysed, as well as the best practices in this area in the Republic of Belarus. A description of modern information technologies for nuclear knowledge management system is given, including the further development of the capabilities and tools of software products – Intellectual information system of an employee of Gosatomnadzor to ensure control (supervision) in the field of nuclear and radiation safety and electronic portal of nuclear knowledge of the Republic of Belarus BelNET (https://belnet.bsu.by/ ). The basic principles for work and further development of nuclear knowledge management system in the Republic of Belarus are presented.

Ontological Modeling of the State Economic Development Policy for Cultural Industries

The article discusses an ontological approach to solving the problem of forming state policy of economic development of cultural and creative industries and the corresponding intellectual-information management systems. The purpose of this article is to develop an effective toolkit (based on ontologies) for making optimal decisions in the field of state regulation of the cultural and creative industries, taking into account the dynamic factors of the external environment. The ontological approach considered in the article assumes the presence of three levels of models: meta-ontology, models of subject areas of cultural and creative industries and models of making appropriate management decisions on the formation of economic development policy of cultural and creative industries. The novelty of the proposed approach lies in the purposeful nature of ontological modeling of such complex system as the state policy of economic development of cultural and creative industries. The system under consideration has certain goals, tasks, resources, processes, factors of influence, risks and other characteristics. These characteristics include, in particular, the structure of the model, the ability to highlight the essential objects of real relations of the considered subject areas, the ability to represent knowledge for the joint work of specialists in computer modeling, the processing of expert knowledge and the generation of management decisions within the framework of the corresponding intellectual-information systems.

Information system for nuclear material accounting and control

A brief description of information system for nuclear material accounting developed for the national regulator in the field of nuclear and radiation safety - the Department for Nuclear and Radiation Safety of the Ministry of Emergency Situations of the Republic of Belarus (Gosatomnadzor) is given. The information system is a part of the Intellectual information system of a Gosatomnadzor employee to ensure control (supervision) in the field of nuclear and radiation safety. It is developed on the basis of free software. The system has been implemented in Gosatomnadzor and at present in the Republic of Belarus all nuclear material accounting with reporting to the IAEA is carried out with its help. The system, in full compliance with the IAEA requirements, provides automatic generation with all the necessary calculations based on the input data of the following reporting documents: physical inventory listing, inventory change report, material balance report, textual report, General Ledger. All reports are fully consistent each with other. An efficient mechanism has been developed for importing and exporting data from / to the system according to formats of fixed and labelled Code 10 required by the IAEA. All logs of the system describing reports contain a field “IAEA approved” (yes / no). If it set to “yes”, they are closed for editing and correction. A special tool has been developed for making adjustments to these documents in accordance with the IAEA rules. The system contains fully completed reference books (small journals referenced by all major journals in the database) with the necessary reference data in accordance with Code 10. The information system meets all the IAEA requirements for such systems of national regulators in the field of accounting, control and supervision of nuclear material. It can be easily translated into other languages and adapted for the needs of accounting and control of nuclear material in operating organizations.

Cанитарно-эпидемиологический надзор: новый этап развития в условиях цифровизации и правовых изменений

The paper dwells on methodical approaches that provide implementation of provisions fixed by the Federal Law No. 248 «On state control (surveillance) and municipal control on the Russian Federation» that comes into force on July 01, 2021. The Law has strengthened the significance of a risk-oriented model for control and stressed the necessity to assess surveillance efficiency as per criteria related to minimizing risks for protected values and to enhance digitalization and electronic communication between all the concerned parties in the sphere. Taking into account more specific list of objects that are subject to control fixed in the Law, we suggest a procedure for determining categories of health risks caused by specific industrial objects combined with determining a risk category for an economic activity performed by an economic entity. Risk is assessed as a combination of a probability that obligatory requirements are violated and severity of outcomes that result from such violations. The procedure allows optimal planning of control and surveillance activities regarding enterprises and organizations that perform their activities on multiple industrial sites (network companies, large holdings, etc.). We also considered an approach to creating dynamic risk-oriented checklists and suggested specific ranking for sanitary-epidemiologic requirements that were included into such checklists basing on frequency and history of violations that were committed by an object under surveillance regarding legislative requirements and risks that damage to health might occur due to such violations. The paper contains a description of methodical approaches to creating a statistic risk profile for an object under control. Creating a risk profile with mathematical procedures for data processing (including neural network modeling) allows achieving more qualitative risk detection, drawing up a maximum targeted program for a control activity, and operative reacting to types of violations that have not occurred previously. The paper describes a principle way for introducing forms and procedures for distance control into the sanitary-epidemiologic surveillance system. It is shown that efficient distance control should be based on digitalized documents required during control and surveillance activities; maximum possible use of data taken from state, municipal, and other data sources; intensified practices of remote hardware control; as well as development and scientific and methodical support provided for an intellectual information system within control and surveillance activities.

Sanitary-epidemiological surveillance: a new stage in development stimulated by digitalization and changes in legislation

The paper dwells on methodical approaches that provide implementation of provisions fixed by the Federal Law No. 248 «On state control (surveillance) and municipal control on the Russian Federation» that comes into force on July 01, 2021. The Law has strengthened the significance of a risk-oriented model for control and stressed the necessity to assess surveillance efficiency as per criteria related to minimizing risks for protected values and to enhance digitalization and electronic communication between all the concerned parties in the sphere. Taking into account more specific list of objects that are subject to control fixed in the Law, we suggest a procedure for determining categories of health risks caused by specific industrial objects combined with determining a risk category for an economic activity performed by an economic entity. Risk is assessed as a combination of a probability that obligatory requirements are violated and severity of outcomes that result from such violations. The procedure allows optimal planning of control and surveillance activities regarding enterprises and organizations that perform their activities on multiple industrial sites (network companies, large holdings, etc.). We also considered an approach to creating dynamic risk-oriented checklists and suggested specific ranking for sanitary-epidemiologic requirements that were included into such checklists basing on frequency and history of violations that were committed by an object under surveillance regarding legislative requirements and risks that damage to health might occur due to such violations. The paper contains a description of methodical approaches to creating a statistic risk profile for an object under control. Creating a risk profile with mathematical procedures for data processing (including neural network modeling) allows achieving more qualitative risk detection, drawing up a maximum targeted program for a control activity, and operative reacting to types of violations that have not occurred previously. The model of an information system for monitoring remote sensing data of the Arctic region

The work is aimed at developing a model of an information system for the analysis and monitoring of remote sensing data by the example of processing hyper- and multispectral satellite images, which are widely used to analyze the state of static and dynamic objects in the Arctic region of the Russian Federation. For automatic analysis and decryption of Arctic data in the development of the model, methods of high-performance computing, radiometric calibration, filtering and clustering of images, as well as intelligent data processing methods using deep learning convolutional neural networks were used. Object-oriented design and united modeling language notation were used to develop the model. A data-level model, a conceptual model of the structure of system modules, including a resource storage center, a resource and results management center, and a presentation-level interface have been developed. To develop a diagram of the use cases of the information system, the structure of actors, use cases and their interrelations were identified. The logical model of the information system was created on the basis of a class diagram consisting of the Resource and Results Manager Center, Intellectual Information System, Functional Neural Modules packages. The practical significance of the study is due to the fact that the results obtained will allow the development of a prototype of an information system that can be used for effective monitoring of “useful data” of the Arctic region of the Russian Federation, as well as to automate the processes of analysis, updating, storage and processing of data from objects in various areas of the Arctic infrastructure.

The article analyzes the concept of process management in an industrial enterprise, which provides functional stability of technological processes using information systems of various types and allows to increase productivity of all production centers while reducing the number of people employed in production and the impact of various destabilizing factors. The research of existing mathematical models of functionally stable complex technical systems and formalization of the main types of procedures of the process of functioning of the intellectual information system of the enterprise is carried out. The method of ensuring the properties of functional stability of the intelligent information system of the enterprise is improved by presenting the functioning of the system in the form of a formalized process, in which the main types of procedures are accumulation of tests, analysis of test links, diagnosing a failed module and restoring the system. This technique allows to ensure the property of functional stability of the information system of the enterprise.

Management of an organization in a difficult economic environment based on an information system

The article provides a definition and describes the stages of implementation of integrated management, which is a further development of classical management, focused on ensuring the stable development of economic systems in the face of anomalous economic situations (pre-crisis, crisis, post-crisis). It is shown that anomalous economic situations lead to complication and expansion of the management subsystem functionality towards solving difficult formalized and poorly structured management tasks. Their solution presupposes the availability of appropriate information support integrated into the intellectual information system of decision support of integrated management, including methodological, program, technical, organizational support and personnel involved in the framework of integrated management. A description is given of the composition and structure of the management system implementing the integrated management, as well as the corresponding intellectual information system.
