Abstract This study explores diverse circular economies and methods of multispecies ethnography in Vorselaar, Belgium and Røros, Norway, to identify care-full justice in small-scale places and to challenge traditional anthropocentric and capitalocentric models. This study unearths circular site stories in Vorselaar’s community-driven sustainability practices and Røros’s integration of cultural heritage in its sustainability approach, highlighting the need for a broader, care-centric perspective in circular economy discourse. The results demonstrate the universality and adaptability of diverse circular economies in fostering narratives of multispecies justice and the need for emphasising multispecies justice and bioregionalism to foster biodiversity, human wellbeing and their need for belonging and ecological citizenship.

Cultural Heritage for Sustainable Education Amidst Digitalisation

The integration of cultural heritage in education facilitates critical thinking, experiential learning, cross-cultural collaborative learning and ultimately, quality learning experiences. This process is further enhanced by the increasing adoption of digital technology, which makes education more accessible. However, some countries in the European Union have low digital literacy and a high student dropout rate. Also, the use of cultural heritage in education is declining as young learners are becoming increasingly unaware of their cultural identity. Within this framework, a study of mixed methods (questionnaires and interviews) was conducted in three European countries to examine digital and cultural heritage competencies among young learners. The results of the paper reveal how digital cultural heritage increases learners’ resilience by promoting competences for digital transformation, which in turn enhances learning and engagement with cultural heritage. Drawing on our findings, the paper proposes a new innovative hybrid model within the framework of sustainable education (SE).

Integration of cultural heritage in architecture: a national study of Jordanian higher education

ABSTRACT This paper explores cultural heritage pedagogical practices in architectural curricula. A comprehensive mixed-method research approach was implemented on a national scale to examine the curricula of architecture departments in all Jordanian universities. This investigation encompassed qualitative and quantitative analyses, including the development of Standard and Compulsory Affinity Index ratios to assess the level of heritage integration in these curricula. To further enhance findings from both analyses, purposive criterion sampling was used for semi-structured interviews with 20 architectural professors, alongside a participatory workshop involving 25 academics, heritage professionals, and organisations. The research contributes to the limited existing literature on cultural heritage education in architectural curricula. It also introduces a model for assessing cultural heritage education at the BSc level, uncovering disparities in its presence within architectural curricula. The role of the Accreditation & Quality Assurance Commission for Higher Education Institutions in promoting heritage education is found to be limited, and inconsistencies in terminology and approaches across institutions are observed. While the primary focus is on the Jordanian context, this research offers practical recommendations that can be applied more broadly to architectural education.

An Analysis of The Utilization of Yunnan Minority Totems in Contemporary Landscape Architecture

This paper explores the utilization of Yunnan minority totems in contemporary landscape architecture and its cultural significance. By analyzing the historical development and current practices of Yunnan minority communities, this study provides insights into the integration of cultural heritage and modern design. The research identifies the potential of totems as a valuable resource for sustainable and culturally sensitive design. Through the case studies of interior design in tall buildings, this paper demonstrates how traditional practices can be adapted and incorporated into contemporary design. The findings contribute to the discourse on the role of cultural heritage in shaping the built environment and provide practical implications for landscape architects and designers working in multicultural contexts.

Climate change adaptation policy and planning for cultural heritage in low- and middle-income countries

Climate change threatens archaeological sites and cultural landscapes globally. While to date, awareness and action around cultural heritage and climate change adaptation planning has focused on Europe and North America, in this article, the authors address adaptation policy and measures for heritage sites in low- and middle-income countries. Using a review of national adaptation plans, expert survey and five case studies, results show the varied climate change adaptation responses across four continents, their strengths and weaknesses, and the barriers to be addressed to ensure better integration of cultural heritage in climate change adaptation planning.

European Experience of Decentralisation and Integration of Cultural Heritage at the Present Stage

The purpose of the work is the research and analysis of the European experience of the cultural heritage integration into the regional socio-cultural space at the present stage, including the distinguishing features and types of the Western models of the local municipality. The research methodology is based on the culturological analysis that helps to reveal the distinguishing characteristics of the regional cultural heritage integration model, to justify the social effectiveness of the innovative programs and projects founded on including the cultural heritage as a resource factor of the socio-cultural development of the territory. The descriptive method and sociological approach have been used for a better understanding of the methodology and projects that were developed and implemented in Europe, which allows finding out the character and peculiarities of setting the problem of cultural heritage in modern realities, to highlight the problem of using culture resource possibilities in the context of modernisation strategy of a city or a region. The scientific novelty lies in revealing the distinguishing features and content of the European approach to renovation and integration of the cultural heritage in modern socio-cultural context that is an effective tool of cultural policy in the conditions of a modernised environment, democracy, and market economy. Conclusions. Based on the analysis of the results of the survey, a series of policy documents and the model of Western local municipality, the author has proved that for many Europeans cultural heritage
 remains an important value and resource of development that functions in healthcare system and integration of cultural-historical objects in many European countries. Meanwhile, integration of cultural and historical sites with the consideration of distinguishing features of the model of local municipality is more effective and suits modern socio-cultural context better than in post-soviet countries. The evidence of this fact is the comprehensive use of heritage site development, the privatisation practice of cultural monuments and the creation of tourists production and brands, the practice of national trusts and founds, subsidies from various sources, projects of state-private partnerships between city/town halls, cities/towns and investment groups, creative clusters, effective inventory and capitalisation of cultural sites beyond the political context.

The Spatial Relationship and Evolution of World Cultural Heritage Sites and Neighbouring Towns

The past few decades have witnessed unprecedented global urbanisation, with direct or indirect impacts on global cultural heritage sites. Research on the spatial relationship between cultural heritage sites and urban areas has provided a new perspective for understanding the impact processes between them, which have previously been discussed at the regional scale. In this article, we analyse the spatial relationship between world cultural heritage sites and neighbouring towns through systematic observations at the global scale and attempt to model change processes and identify impact mechanisms. We adopt spatial analysis and spatial statistics to analyse the changing characteristics of the spatial relationship between world cultural heritage sites and neighbouring towns from 1990 to 2018 and to analyse the impact processes at different spatial and temporal scales by combining indicators, such as income levels and urbanisation rates, at the national scale. The results show that 8.52% of world cultural heritage sites have been incorporated into urban areas over the aforementioned 28 years, with a certain aggregation in the spatial distribution of these sites, and that the growth rate can be divided into three phases, including two periods of rapid growth. The spatial relationship between towns and the 523 world cultural heritage sites that were previously located outside towns has not yet changed substantially, but the distances between most of the towns and these sites have been decreasing, with 81% of the world cultural heritage sites having a variation in distance from the corresponding town of 7.60 km or less. We also analysed the variation in distance between cultural heritage sites and neighbouring towns and found a relationship with indicators, such as the income level and urbanisation rate of the country to which a site belongs. Among the indicators, variation in national urbanisation rates most greatly affected the distance between heritage sites and towns. This study shows that world cultural heritage sites are affected by urbanisation and that particular attention should be given to the relationship between cultural heritage sites and neighbouring towns, especially in countries undergoing rapid urbanisation, so that the authenticity and integrity of cultural heritage are not compromised. This article provides a basis for development plans and policies in urban design, especially those that are sensitive to cultural heritage, and may also provide ideas and references for heritage conservation against the background of urbanisation.

Impact of Conservation Planning and Implementations on Cultural Heritage Values in the Historic Urban Site of Kuşadası

The study aims to evaluate the impact of the conservation planning and implementations on the cultural heritage values in a cultural landscape: Kuşadası, Aydın, Turkey. The study is limited to the decisions published on the Internet: decisions between 2013 and 2016. The methodology includes literature research, archive research in the related Regional Commission on the Conservation of Cultural Property, the Regional Directorate of Foundations, and the local administration. A site survey comprehending base map revision and photographic documentation, visual analysis, historical research and comparative study, and evaluation of conservation activities regarding concepts of conservation is also part of the research. As a result, conservation issues stem from inappropriate conservation implementations threatening the integrity of cultural heritage. The majority of the conservation implementations have focused on a single building scale. Unlicensed constructions stemming from insufficient control by the local administration in the historic urban environment and the lack of implementation of the conservation plan to remove inharmonious buildings and masses threatening the integrity of the urban layout. Preparation of a management plan, revision of the twenty-five-year-old conservation plan, and determination in their application are considered as indispensable for sustaining authenticity and integrity.

Soviet period in the history of tourism development in Russia: integration of cultural heritage, government policy, ideology, and economy

The object of this research is the history of tourism development in Russia. The subject of this research is the factors and peculiarities of the development of Russian tourism in the Soviet period (1918-1991). Based on documentary and literary sources, the author characterizes the peculiarity of the phenomenon of Soviet tourism following its key stages. Special attention is given to the integration of tourism, cultural heritage, government policy, ideology, and economy during the Soviet period. Tourism is viewed in the context of socioeconomic and political transformations of the Soviet society, cultural development, and attitude towards prerevolutionary cultural heritage in the Soviet society. The article traces the formation of a new socialist cultural heritage as a factor of tourism development, effective method of ideological education, and enlightenment of the population in the context of socialist ideas. The following conclusions were made: the groundwork on tourism laid in the prerevolutionary period have subsequently been transformed; the peculiarities of Soviet tourism formed with a clear ideological component and specific types. The author indicated impeccable success achieved in the tourism sector during this period; however, it took its own peculiar path. If the foreign countries were focused on improving comfort and infrastructure, commercialization and competitiveness of services between the travel agencies, then in Soviet Russia, tourism was controlled by the government and developed in the context of the objectives of party-state building. The author’s special contribution consists in carrying out periodization of the development of Russian tourism during the Soviet time; detailed characteristic of each period; determination of specificity of using prerevolutionary cultural heritage along with new cultural objects and traditions of the Soviet time in tourism. The novelty consists in revealing the key peculiarities and stages of tourism development in Soviet Russia. Tourism is viewed in relation to the development and new perception of the cultural heritage of Russia, as well as the development of peculiar unique approaches towards the dominant sites for tourist visits.

A CLOUD COMPUTING PLATFORM TO SUPPORT DIGITAL HERITAGE APPLICATION USING A SERVICE-ORIENTED APPROACH

Abstract. Since the digital technologies emerge, digital heritage has become an integral part of the world's cultural heritage under the leadership of UNESCO. With the development of digitization and accumulation of data, the digital information processing system for cultural heritage keeps updating. However, there still exist the problems of low information integration degree and weak information sharing ability, severely restricting the promotion and integration of cultural heritage and society. This paper proposes a digital cultural heritage cloud platform, where basic data service, knowledge service, engineering application, visual exhibition were realized through HTTP request. This platform completely encapsulated a large number of cultural heritage data processing algorithms. Accordingly, a cultural heritage data management system, a cultural heritage knowledge construction and application system, a cultural heritage display, analysis and evaluation system, and a cultural heritage microenvironment index monitoring system were embedded in this platform. In addition, the platform provided API for professional customized development to provide effective support. This platform can be flexibly adapted and extended, laying solid foundation for digital information sharing of cultural heritage.

Necessary conditions for integrated approaches to the post-conflict recovery of cultural heritage in the Arab World

ABSTRACT Conflict in the Middle East and North Africa (MENA) region has been a dominant theme over the past half century; yet, cultural heritage continues to be generally overlooked by mainstream post-war reconstruction practices and policies – perceived and treated as a luxury that cannot be afforded by societies coping with multiple over-riding priorities during conflict. After analysing the inherent interconnectedness of war and cultural heritage, this paper unearths nine specific deficiencies in policies, practices, and their implications. It then draws upon the efforts to protect and recover cultural heritage, and broader processes of post-war reconstruction, to offer ways forward through critical lessons that seek to advance academic discourse and act as guidance for good practice. These lessons emphasise the need for: a shared vision; integration of cultural heritage into the wider responses; sustained political and financial support; local capacity; participation of Indigenous actors; recognition of complementarity between replacement and conservation approaches; prioritisation of quality over speed of recovery; conservation codes and legislation; and finally, appreciation of belief and religion.

Sergiu Musteata, The State of Conservation and Periodic Reporting – A Way for Better Preservation and Sustainable Development of the World Heritage Sites

Since 1972 UNESCO has established a frame of protection for cultural and natural heritage (Convention concerning the protection of the World Cultural and Natural Heritage) and the “World Heritage List”, which it considers as having outstanding universal value. In 1994, at the Nara Conference, the Document on Authenticity was established, stating that “the protection and enhancement of cultural and heritage diversity in our world should be actively promoted as an essential aspect of human development”. Today, many factors affect the authenticity and integrity of cultural heritage: intensive tourism, excessive restoration works, new inappropriate investments or uncorrelated private interventions, etc. The debates on cultural heritage research, preservation and management have increased in recent years as the effect of UNESCO standards, namely to establish “an effective system of collective protection of the cultural and natural heritage of outstanding universal value, organized on a permanent basis and in accordance with modern scientific methods”. The problem of preservation, management, and promotion of heritage is of crucial importance from many points of views: scientific, technologic, socio-economic, and cultural.

“DIGITAL HERITAGE” THEORY AND INNOVATIVE PRACTICE

Abstract. “Digital heritage”, as defined in this paper, is the integration of cultural heritage with digitization technology (“cultural heritage + digitization”), and of digital knowledge with research. It includes not only the three conventional aspects of cultural heritage digitization—digital collection and documentation, digital research and information management, digital presentation and interpretation—but also the creation and innovative use/application of the digital content (cultural heritage intellectual property/IP, experiential education, cultural tourism, film and media). Through analysis of two case studies, the Palazzo Valentini in Rome, Italy, and the Old Summer Palace (Yuanmingyuan) in Beijing, China, the paper assesses the concept of “digital heritage” and proposes a conceptual framework to capture recent developments and future prospects with regard to the industry.

VARIANTS OF INTEGRATION OF HIGHLY DEPRECIATED OBJECTS OF HISTORICAL HERITAGE INTO SECONDARY DEVELOPMENT OF THE URBAN NODE

On the example of Samara city gradual degradation of cultural heritage associated with the loss of former functionality is viewed. The existing approach to the construction in the historical part of the city secondary development cost-eff ective objects due to replacement of perimeter buildings by island development is analyzed. For the integration of cultural heritage into the secondary development of the urban node with preserving the typological features of historically established urban planning structure the method of alternative reconstruction is proposed. It supposes the preservation of buildings authentic parts and (or) the restoration of lost elements with the possibility of using of contour of the bearing walls as urban environment elements.

Measuring links between cultural heritage management and sustainable urban development: An overview of global monitoring tools

The role of cultural heritage conservation has proven beneficial for the development of cities and communities. However, a lack of systematic assessment methodologies for adequate consideration of the gap between sustainable urban development and the conservation of cultural heritage, has been long noted by academia. This paper contributes to bridge this knowledge gap, by discussing the state of the practice from the urban perspective on the integration of cultural heritage as mean for sustainable development (SD). With a mixed-methodology, 19 reports on urban development, management and competitiveness were analyzed. The research identified three levels of inclusion: (1) at the strategic level; (2) at the operational level; (3) at the monitoring level. From the urban development perspective, two main approaches to heritage were identified: as cultural capital and as an urban phenomena requiring tailored urban management. Current links to the sustainability pillars and correlations of cultural heritage with wider urban factors are discussed. Conclusions highlight that a more thorough conceptualization and clearer correlation between cultural heritage management with wider urban phenomena is yet to be developed. Therefore, more efficient tools and more appropriate methodologies to correlate cultural heritage protection as an urban resource are still lacking.

Saving Seeds: The Svalbard Global Seed Vault, Native American Seed-Savers, and Problems of Property

This case study contrasts centralized ex situ conservation of food and crop plant genetic resources with many Native Americans' preference for informal, localized in situ conservation. First, I examine ex situ genebanks operated by governments and research institutions, with particular attention to the Svalbard Global Seed Vault built into the mountainous permafrost on a Norwegian island in the High Arctic. Second, I describe Native American seed-saving efforts in the United States, drawing primarily on projects to preserve culturally significant seeds and promote food sovereignty at the local or tribal level. In general, Native American projects focus on the integration of cultural heritage and food independence through understandings of seeds as a tribal commons. Through these contrasting cases—the Svalbard vault and localized Native American seed-saving projects—I analyze the ways in which divergent understandings of seedness and seed ownership are crucial elements in discussions of seeds as property. In conclusion, I point out that the Svalbard Global Seed Vault is unique in its potential ability to cross the political and cultural divide over the ownership and conservation of seeds and thereby promote the vital ecological need for both ex situ and in situ seed preservation. Furthermore, I argue that recognition of the divergent understandings of seedness provides a useful way of examining the complementarity and limitations of specific models of in situ and ex situ seed conservation and, more broadly, the future of farmers' rights to the genetic heritage developed over generations in the fields.

Detecting Moisture Damage in Archaeology and Cultural Heritage: a Brief Introduction

Moisture damage is the most important issue in the preservation and integrity of cultural heritage. This paper discusses the ability of geophysical instruments to detect this problem. Non-destructive techniques (NDTs), such as Ground Penetrating Radar (GPR), use electromagnetic (EM) impulses to investigate archaeological sites and building structures that are affected by moisture and can be used to locate and estimate the extent of damage and to develop restoration plans before permanent damage occurs. The main objective of this paper is to introduce the capacity of surface GPR to rapidly and non-invasively estimate physical soil properties, develop novel processing strategies and provide valuable information about the investigated material in archaeological and cultural heritage sites. This new approach analyzes the amplitude attributes of the GPR pulse obtained from conventional single-offset surface-coupled profiling. To achieve the objective of this study, the technique is examined in two different experimental test settings to show that GPR analyses clearly highlight dampness as ringing anomalies with a very low EM signal amplitudes that are caused by high attenuation, poor antenna coupling, and temporal stretching. These indicators are important for diagnosing cultural heritage sites by allowing for the correct and precise visualization of radargrams and time-slices of the moisture anomalies.
