Ensuring the security of an automated information system in a regional innovation cluster

The developing global information society has posed new economic and legal problems due to the increase in the use of the Internet and the development of innovations in the digital economy. The security of innovations in information systems has recently become the main problem in the development of informatization processes in the transport industry. Topical aspects are threats of information leakage and viruses. Automated information systems have opened up new opportunities for organizing interregional information economic activities, but at the same time they have become one of the most vulnerable parties, attracting intruders both from among the company’s personnel and those working outside the enterprise. The most important security problems of regional innovation clusters include the problems of virus penetration, information theft, the decrease in the efficiency of computers due to the use of their resources by attackers for other purposes, the high speed of threat modification, and the imperfection of the legislative framework. Distributed systems and systems with remote access have brought to the fore the issues of protecting processed and transmitted information. For specific regional innovation clusters of the transport industry, the security policy should be individual. It depends on the specific information processing technology, software and hardware, databases and other elements used.

AGILE МЕТОДОЛОГІЯ ВПРОВАДЖЕННЯ ІНФОРМАЦІЙНИХ СИСТЕМ ERP-КЛАСУ

The article investigates and systematizes the implementation and operation of corporate information systems for planning and resource management ERP-class. ERP-class corporate systems are innovative information systems that provide comprehensive automation of enterprises and organizations. ERP systems for enterprise resource planning have developed rapidly over the past decades and now cover virtually all business processes and routine operations of the organization. Approaches to the definition of ERP-systems are systematized. It is defined that this is a generalized term that characterizes the software that implements the planning and management of all resources of the enterprise in a single database online. ERP systems are built on a modular basis and automate the following business processes: management and financial accounting, financial management, production planning and management, personnel management and development, logistics and supply chain management, quality management, project management and investment. Risk factors for the implementation of ERP systems are analyzed. The structure of the life cycle of corporate information systems is considered in detail. The life cycle of ERP systems consists of several phases that the system goes through during its existence in organizations: initiating a decision on the need to implement the system, requirements analysis, decision making, acquisition, implementation, use and maintenance, and finally the disposal phase. The system of flexible spiral life cycle models is integrated with the Agile methodology, which helps to more effectively plan, make decisions and implement information systems. The Scrum method, which divides the project into sprints and is used by small, highly motivated teams, is analyzed. Kanban is considered as a method of project management, which involves a continuous flow of tasks and their effective implementation. The advantages of using Agile methodology for implementing ERP systems are shown. It is proved that the further development of a flexible methodology for the implementation of ERP systems is associated with the ability to rationally combine and share the methods of Scrum and Kanban within a single project, using their benefits to efficiently and quickly perform tasks.

Analisis Tata Kelola Pusat Data dan Informasi Kementerian XYZ Menggunakan COBIT 2019

The Ministry of XYZ's Data and Information Center is a supporting element that is under and responsible to the Minister through the Secretary General with the task of preparing governance and information technology management infrastructure, developing, and implementing information system innovations and data management and information presentation. Information technology management is carried out to facilitate the management, monitoring and evaluation of every business process and information technology to achieve organizational goals. COBIT 2019 is used to assist organizations in managing and optimizing existing information technology by examining the 10 existing design factors and then analyzing the level of capability in each of the top three domains. The result of this research is the capability level of the domains BAI02, BAI03, and BAI07, which is then made recommendations from the domains that have gaps.

Impact of Innovative Information Technologies and Systems on Achieving Financial and Process Effects of a Company

Researching, co-creating and testing innovations in paper-based health information systems (PHISICC) to support health workers\u2019 decision-making: protocol of a multi-country, transdisciplinary, mixed-methods research programme in three sub-Saharan countries

BackgroundHealth information systems are crucial to provide data for decision-making and demand for data is constantly growing. However, the link between data and decisions is not always rational or linear and the management of data ends up overloading frontline health workers, which may compromise quality of healthcare delivery. Despite limited evidence, there is an increasing push for the digitalization of health information systems, which poses enormous challenges, particularly in remote, rural settings in low- and middle-income countries. Paper-based tools will continue to be used in combination with digital solutions and this calls for efforts to make them more responsive to local needs. Paper-based Health Information Systems in Comprehensive Care (PHISICC) is a transdisciplinary, multi-country research initiative to create and test innovative paper-based health information systems in three sub-Saharan African countries.Methods/DesignThe PHISICC initiative is being carried out in remote, rural settings in Côte d’Ivoire, Mozambique and Nigeria through partnership with ministries of health and research institutions. We began with research syntheses to acquire the most up-to-date knowledge on health information systems. These were coupled with fieldwork in the three countries to understand the current design, patterns and contexts of use, and healthcare worker perspectives. Frontline health workers, with designers and researchers, used co-creation methods to produce the new PHISICC tools. This suite of tools is being tested in the three countries in three cluster-randomized controlled trials. Throughout the project, we have engaged with a wide range of stakeholders and have maintained the highest scientific standards to ensure that results are relevant to the realities in the three countries.DiscussionWe have deployed a comprehensive research approach to ensure the robustness and future policy uptake of findings. Besides the innovative PHISICC paper-based tools, our process is in itself innovative. Rather than emphasizing the technical dimensions of data management, we focused instead on frontline health workers’ data use and decision-making. By tackling the whole scope of primary healthcare areas rather than a subset of them, we have developed an entirely new design and visual language for a suite of tools across healthcare areas. The initiative is being tested in remote, rural areas where the most vulnerable live.

Global Trends of Regional Health Information Systems and Suggested Strategic Utilization of their Medical Information

ObjectivesAlong with the exponentially-growing data produced and accumulated every day through mobile platforms, social networking services, the Internet, and other media, information is becoming increasingly important as a strategic resource. This report presents specific and clear directions and suggests empirical project plans regarding innovations in regional health information systems to promote the utilization of medical information.MethodsWe reviewed and examined documents about global trends and examples of regional health information systems. The problems and solutions of health information utilization and regional health information systems in Korea were analyzed.ResultsThis study presented examples of the establishment of health information systems, problems in the use of local healthcare information, and an empirical project for improvement.ConclusionsThe results of this study imply the need for long-term and systematic approaches for the use of medical information and the establishment of a local healthcare information system, along with implementation plans. As a first step, it is imperative to clarify the goal of building a medical information system, the information that must be provided to build the system, and the data that should be collected to provide such information, while moving away from the mentality of focusing on technology-oriented medical information services. In addition, it is necessary to consider information governance, data-based service development, and the medical innovation framework, which are ways to efficiently manage, utilize, and systemize the data to be collected.

Barriers to the implementation of innovations in information systems in SMEs

Abstract Information management and information flow is an important element in the strategy of developing and running a company. The need to supervise information makes it necessary to implement numerous innovations that improve the method of information management correlated with the proper reception, selection and analysis - in both external and internal information flow. This paper presents the results of research that allowed for the assessment of barriers that arise during the implementation of innovative solutions in small and medium-sized enterprises (service MSEs). On the basis of the conducted research, it was found that the mental barrier is not always crucial from the point of view of modern technologies implementation. And the determination to implement information management innovations may be forced by the necessity of the document exchange acceleration. The success of innovative solutions e.g. in the financial services industry (in SMEs) is closely related to the technological capabilities of the enterprise - the technological barrier is crucial in this type of enterprises. Especially, taking into account the assumption that employees are highly motivated to implement new products.

Information Technology to the Rescue? Explaining the Acceptance of Emergency Response Information Systems by Firefighters

Improving the efficacy of emergency responses with digital means is receiving increasing attention. Currently, several innovative information technologies and systems are being developed to raise the situation awareness of first responders like firefighters. Among them, emergency response information systems (ERIS) appear to provide a particularly promising platform, which helps to gather, analyze, and share relevant information during emergencies. However, the conditions under which firefighters accept or reject such systems remain unclear. Existing theories explain the acceptance of information technologies only on a general level that does not consider the specific usage constraints existing in the firefighter domain. To fill this literature gap, we propose a detailed, domain-specific acceptance model with factors that explain the acceptance of ERIS by firefighters. It combines findings of the user satisfaction and the technology acceptance literature and was developed based on the input of 82 domain experts. An evaluation of the acceptance model in a survey with 212 firefighters from Germany indicates that it is effective in predicting a firefighter's intention to use an ERIS. The identified acceptance factors provide guidance for the design and evaluation of ERIS, enabling the so far mostly theoretical benefits of ERIS to be transferred into practical applications more effectively.

An Intelligent Approach for Data Analysis and Decision Making in Big Data: A Case Study on E-commerce Industry

A recent informational phenomenon has emerged as one of the considerable innovations in information systems, commonly referred to as "Big Data". The latter is currently trendy, both in academia and industry, and is used to describe a wide range of concepts, from data extraction, storage, and management, to data processing and analysis using well-known schemas, to extract patterns in hidden relationships in order to make better decisions and to derive new knowledge using analytical techniques and solutions. The technology that enables the potential of big data to be exploited is called "Big Data Analytics". Big data analytics is a major challenge that enables researchers, analysts and business users to make better decisions faster. Big Data became an important part of marketing research and marketing strategies. The e-commerce industry is one of the industries that currently benefits most from the potential of big data collection and analysis. This paper therefore aims to demonstrate the use of big data to understand customers and to improve and facilitate the decision making process. In this research, we apply multiple machine learning (ML) models on large dataset present in the e-commerce area by studying several practical cases on online markets.

Інтелектуальна система підтримки прийняття агротехнологічних рішень для посіву полів

The are crop planning problems exist in a modern agriculture of Ukraine. With the help of the intelligent support system for agro-technological decisions proposed by the authors, it is possible to simplify the planning process by using the concept of precision farming. Modern fields monitoring methods were analyzed and methods that will be used in the intelligent system are identified. The k-means method is one of them and will be applied to field clustering. The authors analyzed modern research and publications related to the concept of precision farming and the problem of implementing modern innovative information systems in agriculture of Ukraine. The decomposition of the intelligent system was carried out. Six main subsystems were identified, functional requirements were developed for each of them. Modern methods of fields monitoring are analyzed and methods that will be used in the intelligent system are identified, one of which is the k-means method, which will be applied to field clustering. Based on the already developed requirements, the authors have developed the general architecture of the system. The notation TOGAF was applied for the graphical display of the architecture. Based on the proposed architecture, intelligent system software was created. As a result of testing the soft-ware of the intelligent system, it is possible to draw a conclusion about its efficiency and readiness for implementation. The designed and developed system allows to carry out intellectual analysis of historical data of crops, to display results in the form of tables and graphs, to carry out planning of crops, agrotechnological operations and fertilizer application. The introduction of this system will improve the quality of management decisions and productivity of agricultural activities.

Socio-Economic Conditions and Adoption of Regional Tax Information System Innovations (At the Cimahi City Government Regional Revenue Management Agency)

In the aim of increasing accountability and receipt of local revenue, especially Regional Taxes, Cimahi City Regional Government, namely the Regional Revenue Agency Management Agency (Bappenda) of Cimahi City, made an innovation in the form of regional tax information systems including e-pad and so on. local tax information system, especially by employees of Cimahi City Bappenda. Bappenda of Cimahi City, in particular has made various efforts such as improving the socio-economic conditions of its employees such as education, income, age, and cosmopolitan. This study aims to determine the socio-economic conditions and the adoption of innovative local tax information systems in Cimahi City Bappenda. This research was conducted using quantitative methods. Data was obtained using a questionnaire distributed to employees of Cimahi City Bappenda. The analysis of this study uses multiple linear regression to determine the effect of education, income, age and cosmopolitan on the adoption of local tax information system innovations either simultaneously or partially. The results showed that education, income, age and cosmopolitan influenced the adoption of regional tax information system innovations in a positive and significant part, and the relationship of all independent variables simultaneously with the adoption of local tax information system innovations included in the criteria of a very strong relationship.

Innovative system for detecting information attacks. The theoretical basis of the future research

Computer security and maintaining the high level of security is an obvious problem in the virtualized society. The implementation of the innovative management system requires detailed planning and offers precise detection actions. There are different classifications of innovative information systems, depending on interpretation, control and anticipation: diagnosis, repair, training, interpretation, prognosis, design, planning, monitoring, control, maintenance, prediction, simulation, classification and taxonomy.

O serviço nacional de saúde português: caracterização, classificação e perspectivas

O sistema de saúde português é reconhecido internacionalmente pelo seu Serviço Nacional de Saúde, universal, geral e tendencialmente gratuito para todos os cidadãos. Como qualquer sistema de saúde, o português envolve, no seu governo, aspectos políticos, econômicos e de prestação de cuidados, desde o ingresso do paciente, à prevenção, ao diagnóstico e até ao tratamento e à reabilitação. O funcionamento do Serviço Nacional de Saúde português depende de um orçamento, da estratégia politica, dos modelos de gestão e de toda a gama de serviços disponíveis, desde a atenção primária, aos cuidados hospitalares e aos cuidados continuados de reabilitação. A organização de todo o sistema é um desafio para os gestores, conta com o seu melhor gerenciamento, exige profissionais dedicados e qualificados e necessita de um contínuo investimento em tecnologia, nos sistemas de informação e na inovação terapêutica. Neste artigo, pretende-se caracterizar o Serviço Nacional de Saúde português, demonstrar seu funcionamento, apresentar seus principais pontos críticos e as estratégias que estão em curso para alcançar melhores cuidados de saúde e resultados de gestão.

A text mining-based review of the literature on dynamic capabilities perspective in information systems research

PurposeWhile the dynamic capabilities perspective is the most cited strategic theory in the information systems field of research, little effort has been made to review and integrate the associate literature of this perspective in the field. Accordingly, this paper aims to systematically analyze the information systems literature on dynamic capabilities and provide a holistic understanding of the topical composition and trend of dynamic capabilities studies in information systems research.Design/methodology/approachUsing latent Dirichlet allocation as the text analysis algorithm, the author conducted a topic modeling of the dynamic capabilities corpus in the information systems field of research to quantitatively review, summarize and classify the prior literature. The review covered 191 articles published on dynamic capabilities between 1998 and 2018 in pioneering information systems journals and conference proceedings.FindingsIn accordance with the topic modeling results, the topical composition of the dynamic capabilities corpus in information systems research dominantly includes seven themes titled T1. Information systems value, T2. Information systems change, T3. Digitalization, T4. Information systems agility, T5. Big data, T6. Information systems innovation and T7. Information systems alignment. Also, the overall and topical trend of dynamic capabilities studies in the information systems field of research were revealed. The trends indicated that the investigated domain and its prominent sub-domains have generally had positive productivity over the past years.Originality/valueThe current study contributes to the domain by developing knowledge and improving literature on dynamic capabilities in information systems research, discovering the main topics of interest for information systems researchers to deploying the dynamic capabilities perspective in their studies, and prioritizing the future information systems research on dynamic capabilities based on the identified trends of topics.

The Three Harms of Gendered Technology

Marginalised groups experience both immediate and long-term detriment as a result of innovations in information systems. This paper explores three facets of technologically related gendered harm: physical, institutional, and psychological. These harms will be demonstrated by case studies. Firstly, technology can cause physical harm by denying women their bodily autonomy, demonstrated by the public availability of AI software that generates nude pictures of women, and smart home devices used in instances of domestic abuse. Secondly, technology can deny women institutional access, as increasingly widespread algorithms are shown to underperform on marginalised groups. Thirdly, anthropomorphised technology reflects and entrenches harmful stereotypes of women’s submissiveness, causing psychological harm. Reducing harm must go beyond ensuring a diversity of representation in STEM fields. We conclude that effective regulation should focus on the design features in technological innovations.

Factors Influencing the Realization of Competitive Advantage in the Private Portals Context

The aim of this study is to empirically explore the influences of a set of key technological, organizational, and environmental (TOE) factors on the achievement of a strategic promised benefit of private portals, which is competitive advantage. Such exploration has not received attention in the web-based information systems’ area. To explore these influences, a theoretical model was developed on the basis of the information system adoption’s literature. The model postulates the TOE factors as crucial antecedents to the realization of competitive advantage. To validate the theoretical model, a questionnaire was constructed by focusing on the most precise measurements items for the TOE factors. A total of 241 responses were collected from the private portal’s users in a higher education institution in Saudi Arabia. The structural equation modeling approach was applied for conducting the required assessment. The results demonstrate that among the tested TOE factors, the relative advantage of private portals and the competitive pressure to adopt them have positive impacts on the achievement of competitive advantage. The empirical evidences produced by this study provide more clarifications about the factors that should be managed carefully to gain competitive advantage from the adopted information system innovations.

Strategi Inovasi Pelayanan Kesehatan Pada Rumah Sakit Umum Daerah Kota Kendari

This study aims to determine the Health Service Innovation Strategy at the Kendari City General Hospital. The method used in this research is a qualitative descriptive study by collecting data through observation, interviews, and documentation.Determination of informants in this study was conducted by purposive sampling. While the data analysis technique uses a qualitative descriptive analysis model. The results of this study indicate that the health service innovation strategy at Kendari City Hospital is a web application-based referral information system innovation regarding the availability of Inpatient Rooms or known as the Innovation System for Patient Referral Room Availability Systems (SEKAR) with this service information system for all Puskesmas in Kendari City can utilize this information to provide maximum referral services to the people of Kendari City in particular even the people of Southeast Sulawesi in general with the aim of minimizing public complaints about the uncertainty of room availability. With this information, handling is faster so that it can prevent deaths due to delayed access to services. In the application of this innovation, the management of Kendari City Hospital still faces several obstacles including the lack of socialization and publication about this health service, updating patient data in each hospital room becomes an obstacle. Applying design science research methodology in the development of virtual reality forest management services

Design Science Research Methodology (DSRM) is the most common and heavily referenced methodology in the context of innovation and development in information systems. Its application has extended from information technology systems and processes to many other sectors including services and governance. The purpose of this study is to introduce DSRM as a research tool in forest-sector research and to demonstrate how it was applied in a new service-development process in the area of forest management and in virtual reality. Two DSRM iterations and their evaluation are introduced. The first one concerns forest-owner preferences for various forest-management services including virtual options, and the second concerns an application that is developed and demonstrated to customers either remotely or in-person. The findings indicate that there is a niche group of forest owners at whom the virtual-reality service could be aimed, and that these services do have the potential to meet the objectives of forest-sector companies and forest owners in terms of resource efficiency, improved interaction and shared understanding. The contribution of the study lies in exemplifying the use of DSRM in the forest sector and enhancing understanding of design and forest-owner preferences in the realm of digital services.

The Impact Mechanisms of Psychological Learning Climate on Employees' Innovative Use of Information Systems

The aim of this study is to explore the impact mechanisms of psychological learning climate on employees' innovative use of information systems (IS). Using structural equation modeling, this study develops a theoretical model to investigate how the psychological learning climate affects innovative IS use by introducing individual motivational factors as mediators. The model is tested through a survey of 163 employees using enterprise resource planning (ERP) systems in China. The results suggest that psychological learning climate is positively related to innovative IS use both directly and indirectly. The indirect effect works through motivating employees' intrinsic motivation and creative self-efficiency. This study adds to the literature on IS use by identifying and examining the role of psychological learning climate as a driver of innovative IS use. The findings could provide managers with an understanding of how management can inspire employees' potential in IS innovation.

Understanding Innovative Information Systems (IS) Use of Frontline Employees in Hotels: Proactivity, Psychological Empowerment, Self-learning, and Service Quality Efficacy

Purpose: As hotels make huge investments in the information systems (IS) to improve operational efficiency and service quality, understanding the pattern of employees’ IS behavior is crucial to gain a high return on the investment. Although the technology acceptance model (TAM) explained the early voluntary IS use, it has limitations to explain the variety of IS behaviors in the current mandatory context. Design/methodology/approach: Understanding the innovative information systems (IS) use as the most prominent behaviour patterns, this research proposes an integrative model to analyze the positive influence of the innovative IS behavior and to investigate its predictors. Based on a survey of 189 hotel front office employees, this study tests the research model by adopting the PLS-SEM. Findings: As a personal positive outcome of innovative IS use, this research focuses on the service quality efficacy of service providers. As a predictor at the individual and organizational level, this study shows the positive and significant influence of the proactive personality and the psychological empowerment on the innovative IS use. Furthermore, it also found the mediation effects of users’ self-learning to elucidate the path of how the predictor variables lead to innovative IS applications. Research limitations/implications: This paper highlights the concept of innovative IS use and shows its importance in improving the hotel frontline employees’ self-efficacy and the quality of services. Furthermore, it advises hotel management to select proactive employees, empower them, and promote self-learning activities to improve the innovative IS use. Future research will advance the literature by investigating the complex interactions of the key prediction variables. Originality/value: This research not only stresses the concept of the innovative IS behavior to improve the hotel operational efficiency and service quality, but also presents an integrative model that shows the predictors of innovative IS behavior and its impact on the hotel employees’ self-confidence in their service ability.
