The Effectiveness of Digital Government Services, Public Participation Mechanisms, and Policy Innovation in Public Administration

This study investigates the effectiveness of digital government services, public participation mechanisms, and policy innovation in enhancing public administration. The primary objective is to qualitatively analyze the literature to understand how these elements contribute to improving the efficiency, transparency, and responsiveness of public administration. The research employs a qualitative literature review methodology, synthesizing findings from academic articles, government reports, case studies, and empirical studies to provide a comprehensive overview of current knowledge in this field. The literature review methodology involves systematically collecting and analyzing scholarly sources that discuss various aspects of digital government services, public participation mechanisms, and policy innovation. The study categorizes the literature into key themes, such as the benefits of digital government services in streamlining administrative processes, the impact of public participation mechanisms on policy legitimacy and public trust, and the role of policy innovation in addressing complex societal challenges. Thematic analysis is used to identify patterns and trends in how these factors influence the effectiveness of public administration. The findings indicate that digital government services significantly enhance administrative efficiency by reducing bureaucratic delays, lowering costs, and improving service delivery. Public participation mechanisms, including e-participation platforms and citizen engagement initiatives, are shown to increase policy transparency and accountability, fostering greater public trust in government. Policy innovation, through the adoption of new technologies and innovative practices, addresses emerging issues and improves public sector adaptability.

E-Government Implementation on the Example of Georgia

Abstract The term ‘digitalization’ of public administration, used as a synonym for ‘e-government,’ fi rst implies the implementation of fast, secure procedures by an administrative body. E-governance, or as it is more recently termed, digital governance, involves the introduction of innovations and technologies in public governance/administration. It can be argued that the digitalization of public administration against the background of contemporary social challenges may be the key of opportunities for both the state and members of the society. Despite its certain conditionality, the electronic governance index (since 2003, the United Nations has issued a comparative index of countries’ e-governance every two years, based on three main indicators) profi ciently reflects the dynamics of countries’ efforts in introducing innovations in public administration and involving citizens in the process of e-services, which ultimately contributes to bringing citizens closer to modern digital administration. The article refers to the legal aspects of using digital means in e-government on the example of Georgia. The reform of public administration in Georgia started in 2015, after the Association Agreement was signed between Georgia and the European Union. Georgia has already fulfi lled several commitments in the framework of this program in terms of striving for more transparent governance, but despite this, the mentioned reform faces challenges on this path. The article examines aspects of e-government such as e-services, e-participation, personal data protection, and the impact of e-government implementation on the efficiency of public administration. Since the mentioned issue is complex in nature and extends in several directions, the article discusses the regulation of electronic administrative proceedings and the effectiveness of its use in the process of implementing public administration, stages of modernization of state governance, types of electronic proceedings, possibilities of legitimate governance from the administrative body, and prospects for its implementation on the example of Georgia.

Ukraine has identified the digital transformation of public communications as a priority policy for developing civil society. After the Association Agreement of Ukraine with the European Union, the introduction of European norms and standards in establishing electronic democracy as the basis for further developing the digital public space is of great importance. The study aims to justify measures to improve the mechanisms of civil society’s public communications in the conditions of electronic democracy in Ukraine, considering foreign experience. The content of the theoretical foundations of electronic governance in the context of functional support is disclosed; the level of information and communication technologies in the system of public management and administration was analyzed; the system of electronic government was investigated in the context of the development of public communications and the renewal of the regulatory and legal framework of Ukraine; trends of state policy in the field of e-governance were monitored; ways of further development of the information and digital space in the system of public communications of Ukraine are proposed. Based on the aspect analysis, a conceptual model of the system of information and communication provision of e-governance is proposed, which is built based on the analysis of the subject area and the selection of priority electronic resources that consider the interests of the state and individual subjects of civil society. In modern conditions, the system of electronic public communications must be fully adapted to the needs and requirements of civil society, in which modern information and communication technologies are the main driving forces of social and economic transformations. Information technology innovations in public administration must be complex, simultaneously, and coherently combining informational, organizational, legal, socio-psychological, personnel, technical, and other factors. Service innovation in public health: A case study of an Indonesian local government

This study aims to investigate the innovation and efficacy of the integrated 112 Call Centre service in Parepare City, Indonesia, precisely in delivering healthcare services to the local population. The study aims to comprehend the effects of the Call Centre 112 service, its assimilation by the community, and the obstacles encountered during its execution. The study employs a qualitative methodology to elucidate the nature of service innovation and its effects on the community. The analysis assesses the comparative benefits, compatibility, level of difficulty, and feasibility of implementing the Call Centre 112 service. Furthermore, the study examines the obstacles the local government encounters in implementing service innovation and enhancing service quality. The study's findings demonstrate that the community has responded favourably to the Call Centre 112 service, which has exhibited encouraging patterns in assisting patients, particularly during the COVID-19 pandemic. The service has demonstrated a comparative advantage in terms of compatibility, trialability, and observability, which has contributed to its success in delivering prompt health care to the residents of Parepare City. Nevertheless, the report also underscores difficulties associated with public awareness and comprehension of the program. This research enhances the academic discourse on service innovation in public administration by offering valuable insights into the effects and difficulties associated with the implementation of the 112 Call Centre service in the health sector. The results have practical consequences for local governments and public health agencies, highlighting the significance of visibility and community acceptance in effectively carrying out healthcare advancements.

INNOVATIONS IN THE SYSTEM OF PUBLIC ADMINISTRATION

The article explores contemporary approaches to implementing innovations in the system of public administration. In the context of rapid technological changes and globalization, innovation becomes a key factor in adapting the system of public administration to complex challenges. The aim of the article is to analyze and study modern approaches in the field of innovation in public administration. Research on the topic indicates a growing interest among scholars in the issues of innovation in public administration. At the same time, challenges remain, particularly related to security and the peculiarities of implementing innovative strategies in this field. Various forms of innovation are considered, including technological innovations (introduction of digital technologies, artificial intelligence, information systems, etc.), social innovations (new approaches to interaction with consumers of public services and the state), innovations in management processes and service delivery, aimed at improving the quality and efficiency of public administration. An overview of practical experience indicates that digital transformation plays a leading role in the innovation of public administration, encompassing the development of e-governance, open data, and integrated platforms for administrative services. Key innovations in e-governance are highlighted, such as electronic taxes, document circulation, payments, and portals for administrative service provision. The advantages of using open data are analyzed. Integrated multifunctional citizen service centers and the concept of "government as a platform" with a unified ecosystem of data and services are also discussed. A separate focus is placed on approaches to classifying innovations in various spheres: service, technological, managerial, systemic, and social innovations. Innovative models of public administration, including the classical bureaucratic model, new public management, network management, and neo-Weberian model, are analyzed. The article explores the prospects of applying artificial intelligence and ensuring cybersecurity as priority directions in the context of digital transformation. The implementation of innovations in public administration is a complex strategic task that requires systematic efforts to modernize both organizational structures and the qualifications of public servants.

The article presents the results of a study on the problems of innovation in public administration. For this purpose, the dynamics of publications on the subject of innovations in public administration, the activity of publications with account of educational institutions are analyzed; the researchers who have published the largest number of papers have been identified; clustering has been carried out and the main directions of research have been identified for each of the clusters of publications on the subject of innovations in the field of public administration. The study was carried out using bibliometric and cluster analysis based on the data of the OpenAlex scientometric database, using the WOSviewer program. As a result of the analysis of publication activity and the thematic direction of the publications, the relevance and significance of the issues of innovation in public administration are justified, a wide range of opportunities for further research and practical application in this direction is identified. Based on a study of 1398 articles from 2015–2023, it is concluded that there is a stable interest of the scientific community in the issues of innovation in the field of public administration. The results of the carried out analysis showed the active participation of universities and scientists in the study of the problems of innovation in public administration. It is specified that the topics of the articles include consideration of issues of co-creation in the public sector, joint innovative developments of economic entities of the both private and public sectors, motivation of civil servants. It is shown that the problems of innovation in the sphere of public administration are of multiaspectual nature. Nine thematic clusters have been identified, covering a wide range of issues, including data management, strategic management, and citizen involvement in social initiatives. A significant number of publications and the active use of terms related to digital technologies have testified to the high relevance of digitalization in the field of public administration.

The ability to innovate, especially policy innovation supported by bureaucratic creativity, is very important.Innovation in Indonesia has developed rapidly but is still carried out relatively partially. It is said to bepartial because an innovation is not automatically connected to other innovations. In the perspective of thepublic sector, innovation creates new policies in overcoming public policy problems. an innovation in publicadministration is an effective, creative and unique answer to a new problem against an old one. Innovationis applied by local governments in order to improve public services. Through this breakthrough, it is hopedthat it can support the creation of services that are faster, easier, smarter, more comfortable, better andcheaper. This step is at the same time to accelerate the achievement of Indonesia’s vision and mission goals,as well as to strengthen the synergy between the central government and local governments.

IMPLEMENTATION OF THE PRINCIPLES OF ADMINISTRATIVE PROCEDURE IN THE PROVISION OF DIGITAL PUBLIC SERVICES: EU EXPERIENCE AND UKRAINIAN PRACTICE

The article is devoted to the implementation of the principles of administrative procedure in the provision of digital public services, focusing on the experience of EU countries and Ukrainian practice. The purpose of the study is to analyse the application of administrative procedural principles in the provision of digital public services, to assess the effectiveness of their implementation and to draw lessons for improving digital public services. The subject of the study is the search for ways to improve Ukrainian legislation on the administrative procedure of providing digital government services in accordance with the standards of EU countries. Methodology. The study uses general and special methods of scientific cognition. The method of analysis and synthesis makes it possible to analyse EU legislation and standards, national legislation, data from international official ratings, scientific publications, strategies and expert reviews in order to identify specific features of digital governance systems in EU countries. The comparative legal method makes it possible to see the main trends in the development of digital government initiatives, to outline the main directions and vectors of their implementation, and also to highlight the Ukrainian context of digital transformation and e-government initiatives with EU countries and. The systems method allows for a comprehensive study of the principles of administrative procedure, such as transparency, accessibility, efficiency and user-centredness, in the provision of digital public services in the context of digital governance. The comparative analysis method highlights the specifics of legal regulation of digital innovations in public administration in EU countries as well as in Estonia, Germany and Poland. Results. It has been established that EU countries have made significant progress in integrating the principles of administrative procedures into the provision of digital services, which has led to increased efficiency, user satisfaction and trust in public services. Ukrainian practice shows progress in aligning with these principles, with notable progress in expanding the availability of e-services and increasing automation. However, challenges remain in relation to ethical and legal frameworks, data protection and copyright issues in the use of digital technologies. This study contributes to the understanding of best practices in this area and offers practical recommendations for the further development of digital public services in Ukraine.

Ethics of Digital Innovation in Public Administration

In public administration, digital technologies are considered a necessary direction of technical modernisation, improving the work of government agencies and the quality of their interaction with stakeholders. However, along with the benefits, several ethical concerns exist about using digital technologies. The purpose of the article is to analyse the state of the implementation of digital innovations in the field of public administration, as well as to systemise and analyse the main groups of ethical concerns arising in connection with the use of digital technologies in public administration. The article uses methods of bibliometric, comparative, and statistical analysis. The Google trends toolkit was used to study global trends in interest in e-governance, e-government, digital government, and related terms. Digital government and e-government were identified as the most common terms to define the use of digital technologies in public administration. The bibliographic analysis was carried out using VOSviewer v.1.6.18 based on Scopus articles for 2001-2022 and made it possible to identify four clusters of scientific research on e-government / digital government and ethics. The analysis used the criterion of at least five times the co-occurrence of all keywords in publications. Based on data from the World Bank, an analysis of the level of maturity of government technologies in European countries, particularly Ukraine, was carried out. The analysis showed that most countries had reached a very high level of e-government development in the European region. In recent years, Ukraine has significantly increased the indicators of the level of e-government, especially regarding the provision of digital administrative services. The article systematises the main ethical issues of using digital technologies in public administration. Three ethical problems were formed, namely 1) privacy, security, and data protection; 2) transparency and accountability; 3) inclusion, accessibility, and non-discrimination. The third group is defined as the most relevant at the current moment. The growing digital divide in the world necessitates the search for effective mechanisms to increase digital inclusion and ensure equal access to e-government for all stakeholders. The results of the research can be useful for scientists, state, and local self-government bodies in managing their technological and digital modernisation.

Contextual Variables for the Development of Innovation in Czech Public Administration: Foreign Influence, Legislation, Government Strategic Concepts and Documents

To the best of our knowledge, this study is the first of its kind to present a thorough analysis of the contextual forces that have an indisputable impact on the innovation ecosystem of the Czech public administration. It seeks an answer to the following question: Which political factors influence the innovation ecosystem of the Czech public administration? The study aims to identify and describe the key legal and governmental documents that determine the volatile political environment for the implementation and development of innovative public administration in the Czech Republic. Attention is also paid to the international actors (EU, OECD, OPSI), whose activities significantly influence the direction of the Czech public administration in the field of innovations. The study concludes that from a political, legislative and methodological point of view, the conditions for innovation in public administration have been created in the Czech Republic. However, the question remains of how to actively use these conditions.

Management of Innovations in Public Administration: Strategies to Prevent the Participation of Financial Intermediaries in Shadow Operations

This article summarizes the arguments and counterarguments within the scientific discussion on improving public administration tools in the context of implementing innovative mechanisms for combating shadow financial transactions. The main purpose of this research is to formalize innovative strategies to counter the shadow withdrawal of capital with the participation of financial intermediaries. The systematization of scientific sources and approaches to solving the problem of the de-shadow economy proved that a characteristic feature of the functioning of the shadow market is the active participation of financial intermediaries in shadow operations. The information base is data from the World Bank and the Organization for Economic Cooperation and Development, the Group for the Development of Financial Measures to Combat Money Laundering, Transparency International, and the World Economic Forum. The period of the study is 2003-2021. The EU countries, Ukraine, Moldova, and Montenegro, as candidate countries for EU membership, were selected as the object of the study. This study applied the methods of bibliometric analysis to generalize the existing scientific work on the investigated issue, analysis of changes in the number of search changes on the problems of shadowing the economy, and clustering regions by the number of search queries on the shadow economy. Intellectual data analysis methods (one-dimensional branching CART and agglomeration methods) were used for clustering countries depending on the nature of the policy of countering the shadowing of the economy. Based on the results of the bibliometric analysis, theories describing the shadow economy, in particular: innovation theory, the theory of centralization, and institutional theory, were summarized. The article presents the results of cluster analysis, which proved the practicality of selecting three clusters of countries: cluster 1 – Cyprus, Czech Republic, Denmark, Finland, Greece, Ireland, Italy, Luxembourg, and Portugal; cluster 2 – Bulgaria, Croatia, Estonia, France, Malta, Netherlands, Spain, Sweden, Belgium, Greece, Austria, Hungary, and Slovak Republic, Slovenia; cluster 3 – Lithuania, Latvia, Romania, Poland, Moldova, Montenegro, and Ukraine. The study empirically confirmed and theoretically proved that the entire set of innovative scenarios for implementing economic de-shadowing policy could be divided into three types (evolutionary scenario, sequential transformation scenario, and forced scenario). The above scenarios depend on the speed of change in the indicators of developing the shadow economic sector and their sensitivity to the implemented measures.

The Grand Model of Bureaucratic Reform in Strengthening Government Innovation: A Review of North Maluku Province, Indonesia

In order to promote government innovation, this article outlines the overall goal of bureaucratic reform in Indonesia as well as how it is being implemented in North Moluccas Province. An exploratory qualitative methodology is used in this article's data analysis, which is complemented by theoretical evaluations of many sources on public administration innovation trends, public service innovation, and government innovation strategies. According to the theoretical review analysis, it indicates how a notion has changed from the most recent trend to the previous trend. This study must be done in order to comprehend the paradigm change in Indonesian economic innovation from conventional models to digital-based innovation. It is crucial to do this study to learn more about Indonesia's regional innovation's paradigm change from traditional models to bureaucratic innovation based on digital technologies. How come? By focusing this research in North Moluccas, it needs a new innovation in island-based administration since its topography comprises of isolated islands that are challenging to link in the public service network. The internal dynamics of Indonesia's Grand Design Bureaucracy from 2010 to 2014, 2015 to 2019, and 2020 to 2024 are related to this change in the trend. A number of conclusions are drawn from the discussion of this article, including the need that the North Maluku Provincial Government compare its accomplishments to those of other regional innovation indexes. By empowering state employees to carry out the digital transformation of public administration and services, North Maluku Province may accomplish public service innovation. The future of civilization, collective intelligence, and creative public service methods will be impacted by these autonomous data-based decision-making processes.

PROBLEMS OF IMPLEMENTATION OF NATIONAL PROJECTS IN THE REGION

The article examines the main problems of the implementation of national projects in the Republic of Dagestan. Meanwhile, it is emphasized that the implementation of the project approach for the Russian economy is of strategic importance, since its application contributes to the growth of the efficiency of resource use, the implementation of the goals of economic modernization. Priority national projects represent a public administration innovation introduced by the initiative of the President of the Russian Federation.

Regulatory Framework of Concession Contracts and Effectiveness of Public-Private Partnerships in Providing Road Infrastructure

ABSTRACT Despite reforms seeking greater governance over provision of public goods, difficulties in ensuring accountability in hybrid schemes persist. This study investigates the relationship between the regulatory framework and the effectiveness of road concessions in four Latin American countries – Colombia, Chile, Mexico, and Peru – to find a governance mechanism that explains variability of performance results. The study was based on evidence from a nested design containing a quantitative analysis of 77 highway concessions from the 4 countries using a comparative-institutional approach and in-depth tracing 2 case studies using original qualitative data. Findings have important implications for institutional innovations in public administration.

Innovation durch Technik? Rohrpostsysteme als Medientechnologien der Verwaltung im 20. Jahrhundert

Abstract This paper deals with the role of pneumatic tube systems in public administration in the twentieth century. Based on archival sources and considering examples as different as ministries in Zagreb and Bucharest, the British military administration in the 1940s, the customs and train stations on the Swiss-Italian border as well as governmental buildings in Bonn and Bern around 1970, this article shows in what ways pneumatic mail tubes were interpreted as fostering (or not) innovation in public administration and how clerks were actually dealing with this (not always effective) communication system.

Effects of Structural Intellectual Capital on The Innovation Capacity of Public Administration

Structural capital is one of the elements of intellectual capital, and measuring it in local public administration contributes to assessing value for society. This article analyzes the effects of structural intellectual capital on the innovation capacity of public administration in a Latin American city. The research was carried out with civil servants who hold management positions in the City Hall of the researched city. It was used multivariate exploratory analysis, principal component analysis, correlation and linear regression to statistically organize the data. The main results are that structural intellectual capital has a positive, significant and direct influence on the capacity for innovation in public administration. For public managers, the study demonstrated that investment in structural capital can have direct and proportional effects on the ability to innovate in services and processes, organizational and institutional. Therefore, investments in structure, processes, and organizational philosophy in public administration tend to improve managers' ability to innovate. It is important to highlight that structural intellectual capital aligned with innovation has the potential to significantly improve technology, services, processes, and meeting social demands for the local community.

THEORETICAL FOUNDATIONS OF USING INFORMATION AND COMMUNICATION TECHNOLOGIES IN PUBLIC ADMINISTRATION DECISION-MAKING PROCESSES

The purpose of this article is to substantiate the theoretical foundations of using information and communication technologies (hereinafter – ICT) in public administration decision-making processes using the framework of categories and concepts proposed by New Public Management, Joined-up government, Public Value Рaradigm, Actor Network Theory and Socio-Technical Systems. The research task is to comprehensively consider the methods, approaches and foundations of using ICT in public administration through these theories. General scientific methods (analysis and synthesis, deduction and induction) as well as the comparative-historical method have been used. Such an approach allows to generalize and comprehend the role and impact of ICT in public administration within the framework of different theories and to offer an empirical application of the developed concepts. Correlation of the considered concepts' theoretical principles with the criteria for public services delivery, the role of citizens, approaches to measuring the performance of public servants makes it possible to conclude the information about the attitudes and requirements for innovations in public administration from the perspective of each of the theories. It can contribute to further study of the ICT's impact on the public administration decision-making processes, predicting the transformational impact of e-governance and theoretical advances empirical application by both public servants and those who hold political positions.

USE OF THE MECHANISM OF CULTURAL AND EDUCATIONAL SUPPORT OF INNOVATIVE TRANSFORMATIONS OF PUBLIC GOVERNANCE

The formation and implementation of innovative activities in public administration is a fundamental problem in both theoretical and practical aspects. Public administration in the current conditions of Ukraine's development requires significant changes due to the active processes of digital transformation of the state's interaction with society, and the use of innovative tools and technologies used in world practice. The article establishes the morphological paradigm of modern public administration within the framework of reforming and innovative transformations of the public administration system. The task of the mechanism of cultural and educational support of innovative transformations of public administration is defined. The essence of the concept of "public administration" is investigated, the decomposition analysis of definition of the concept "mechanism of public management" is carried out. The quality of public administration in the field of formation of innovative mechanisms of interaction between political, local self-government bodies, governmental structures, business and civil society organizations is worked out. The concept of "mechanism of cultural and educational support of innovative transformations of public administration" is revealed. It is proposed to outline a comprehensive system of managerial influence on civil society, which gives the implementation of innovations in public administration based on the application of the achievements of cultural and educational space in order to achieve progressive evolutionary social development. The main directions of development of innovative activity in public administration of Ukraine are defined — fixing of strategic priorities of the state innovation policy, maintenance of conditions of application of model of innovative activity in system of public management and improvement of the current legislation in the field of innovative activity in public management. The primary experience for outlining innovations common in Western European public administration, the strategy of joint innovations based on cooperation and communication of public, private and public actors with different levels of experience and resources can be traced. Much attention is paid to the formation of barriers to cooperation within the strategy and the factors that directly affect their emergence. It is argued that the organization of cooperation processes stimulates the creation of innovative solutions.

Digital public administration infrastructure and its effectiveness

Digital innovation in public administration is critical. It’s necessary to work effectively with the digital resources of public servants. In Russia, successes are observed, requirements for IT competencies of employees, interactive interactions with infrastructure are increased, motivation is updated - the balance of state and corporate interests and the employee. The purpose of the work is a systematic analysis of problems and some solutions with "leadership in results". It’s also relevant to assess the evolutionary potential of infrastructure, not only the requirements of a state institution. The work uses methods of system analysis, decision-making, situational and comparative analysis and others. Our main results are the analysis of key tasks, the solution of which is assigned to the digital infrastructure of public administration. In particular, analysis of monitoring and identification of risk states, anomalies, opening of hidden vulnerabilities, situational forecasting, analytical support, reduction of resource consumption (costs), audit of population satisfaction, quality of work of employees, systematic automation and intellectualization of public administration was carried out. All this supports strategic management, develops performance indicators. A table of professional qualities, the development of competencies of the state manager has been built. The problem of "noises", uncertainties in decision-making is considered, because adaptation to "noise effects" in public administration can be accompanied by an increase in the homogeneity of decision-making employees and an increase in their differentiation, as well as a decrease in their number. The role of institutional, social and personal barriers, motivation, as a balance between the interests of a state institution and an employee, when both are interested in improving internal indicators, as well as involving citizens and organizations in the provision of public services, was noted.
