ІНФОРМАЦІЙНО-КОМУНІКАЦІЙНІ ТЕХНОЛОГІЇ В ОСВІТІ ЯК СКЛАДОВА ПЕДАГОГІЧНОЇ НАУКИ УКРАЇНИ В ГАЛУЗІ ТЕОРІЇ ПЕДАГОГІКИ В 90-Х РОКАХ ХХ СТОРІЧЧЯ

Удосконалення системи підготовки наукових кадрів з інформаційно-комунікаційних технологій в освіті спирається на досвід розвитку досліджень у цій науковій галузі, що, своєю чергою, потребує уваги до історії. В історико-педагогічних працях ретельно проаналізовано розвиток наукових досліджень з теорії та методики інформатики (13.00.02) та сучасної спеціальності 13.00.10 – Інформаційно-комунікаційні технології в освіті. Дослідження інформаційно-комунікаційних технологій в освіті кінця ХХ і початку ХХІ століть з точки зору теорії педагогіки, дидактики, теорії та методики професійної освіти висвітлені недостатньо. Метою даної роботи є аналіз підготовки кадрів вищої кваліфікації з інформаційно-комунікаційних технологій як складової наукових досліджень у 90-х роках ХХ сторіччя в межах наукової спеціальності 13.00.01 – Теорія і історія педагогіки. За результатом перегляду каталогів та електронних ресурсів Національної бібліотеки України імені В. І. Вернадського (nbuv.gov.ua) та фондів наукової бібліотеки ХНПУ імені Г. С. Сковороди виявлено 22 дисертації, які були захищені в 90-х роках ХХ сторіччя за спеціальністю 13.00.01 і за змістом пов’язані з використанням інформаційно-комунікаційних технологій в освіті. У цих наукових працях здійснено науковий аналіз та презентовано практичні напрацювання в напрямах створення та використання комп’ютерно орієнтованих засобів навчання, психолого-педагогічного аналізу методів навчання за допомогою інформаційно-комунікаційних технологій, розвитку змісту й розробки методичних систем навчання інформатичних дисциплін та інформаційно-комунікаційних технологій у різних галузях освіти, проблем застосування інформаційно-комунікаційних технологій для вимірювання рівня навчальних досягнень; поставлено питання стосовно розробки експертних систем для оптимізації педагогічного проєктування та запропоновано модель застосування інформаційно-комунікаційних технологій в управлінні освітою на рівні району. Аналіз авторефератів дисертацій дав змогу визначити наукові центри в Україні, у яких були виконані відповідні дослідження, та установи,у яких відбулись захисти дисертацій, і визначити провідних фахівців, які виявились найбільш активними в підготовці кадрів вищої кваліфікації з теорії педагогіки (13.00.01) в напрямку застосування інформаційно-комунікаційних технологій в освіті в 90-х роках ХХ сторіччя.

Employers’ preferences for IT-retrainees: evidence from a discrete choice experiment

PurposeThe purpose of this paper is to present the results of a discrete choice experiment (DCE) on the competencies of potential information technology (IT)-retrainees. The results give insights in the monetary value and relative returns to both soft and hard skills.Design/methodology/approachThe authors apply a DCE in which the authors propose seven pairs of hypothetical candidates to employers based in the municipality of Amsterdam, the Netherlands. These hypothetical candidates differ on six observable skill attributes and have different starting wages. The authors use the inference from the DCE to calculate the marginal rates of substitution (MRS). The MRS gives an indication of the monetary value of each skill attribute.FindingsEmployers prefer a candidate who possesses a degree in an exact field over a similar candidate from another discipline. Programming experience from previous jobs is the most highly valued characteristic for an IT-retrainee. Employers would pay a candidate with basic programming experience a 53 percent higher starting wage. The most high-valued soft skill is listening skills, for which employers are willing to pay a 46 percent higher wage. The results of this paper show that both hard and soft skills are important, but not all soft skills are equally important.Originality/valueThe results on the returns to skills provide guidelines to tailor IT training and retraining programs to the needs of the business environment. A key strength of this paper is that the authors have information on the preference orderings for different skills and kinds of experience.

Mapping the Access of Future Doctors to Health Information Technologies Training in the European Union: Cross-Sectional Descriptive Study.

BackgroundHealth information technologies (HITs) such as electronic health records (EHR) and telemedicine services are currently used to assist clinicians provide care to patients. There are many barriers to HIT adoption, including mismatches between investments and benefits, disruptions in the workflow, and concerns about privacy and confidentiality. The lack of HIT training of health professionals as a workforce is an increasingly recognized and understudied barrier.ObjectiveThe purpose of this study is to describe what courses on HIT topics are available at the graduate level for future health professionals in the European Union (EU) and to explore possible determining factors for their exposure to these courses.MethodsA cross-sectional descriptive study of EU medical schools was performed to explore the prevalence of HIT courses. The curricula of all identified higher learning institutions that offer a medical degree were manually explored to identify graduate-level courses that offer specific training on HIT topics. HIT topics were defined as courses or subjects that provided knowledge on the design, development, use, and implementation of HIT. Associations among potential factors such as population, yearly medical graduates, total number of physicians, EHR presence, and gross domestic product (GDP) were explored.ResultsA total of 302 medical schools from the 28 member states of the EU were explored. Only about one-third (90/302, 29.80%) of all medical degree curricula offered any kind of HIT course at the graduate level; in the medical schools that offered HIT courses, the courses were often mandatory (58/90, 64.44%). In most EU countries, HIT courses are offered in less than half of the medical schools, regardless of the country’s GDP per capita. Countries with the highest percentages of HIT course presence have the lowest GDP per capita. There seems to be a weak inverse correlation (–0.49) between the two variables (GDP per capita and HIT course presence). There is a trend between the availability of medical human resources and an increase in the presence of HIT courses, with Romania, Croatia, and Greece as outliers in this respect.ConclusionsThe current state of medical training in the EU leaves much room for improvement. Further studies are required for in-depth analysis of the content and manner of instruction that would fit present and future needs of HIT.

Construction and Application of an Online Child Portfolio Assessment System

Portfolio assessment is a comprehensive evaluation method for children’s development, and effective evaluation is based on professional children’s growth portfolios. The children’s growth portfolio mainly includes paper, electronic, and online forms, each with its own pros and cons. The online portfolios can avoid defects of paper portfolios, with large capacity, diversified evaluation body, flexible and customized design, professional leading significance, more integration and commemorative features. We have designed and implemented the “Ning Xiner Growth Records” online portfolio, which has been tested in several kindergartens, and achieved remarkable results. With continuous innovation of information technologies, the online portfolio will have broader development and application prospects. It is suggested that governments at all levels allocate special funds to support kindergartens to carry out online portfolio evaluation, develop targeted information technology training for teachers, and increase professional training and guidance for teachers in order to use Portfolio assessment effectively.

GAMESIT: A gamified system for information technology training

Gamified learning systems can enhance both learning outcomes and engagement, but research findings on the effectiveness of such systems are mixed, and there is inadequate attention to theory-grounded designs of gamified learning systems. We address these gaps by conducting a theory-grounded design, development, and evaluation of a gamified e-training system for technology learning. Called GAMESIT, this e-training system has an added gamification layer. Drawing upon Malone's theory of intrinsically motivating instruction, we choose and design gamification elements (e.g., levels, avatar evolution, and distinct visuals) to create appropriate motivational drivers, namely, challenge, curiosity, and fantasy, for learning tasks. We follow a design science framework to iteratively develop GAMESIT and evaluate its effectiveness. In a laboratory experiment, participants using GAMESIT, when compared to those using the non-gamified e-training system, showed improvement in learning outcomes, measured as learners' knowledge comprehension and task performance, and higher engagement, captured through learners' cognitive effort.

E-Commerce and Internet Marketing in Yemen: Opportunities and Challenges

Nowadays, information and communication technologies (ICT) are advancing in a fast speed. It is widely acknowledged that businesses can benefit a lot from the process of applying the advanced technology in both B2B and B2C Marketing. For example, both the behaviors of buying and selling can be completed based on Internet and information system, and this is called e-Commerce. Under this situation, the internet marketing has emerged. It is represented by e-Marketplace which is known as a virtual place. The emergence of e-platforms is helpful for businesses to find more customers and finish the business transactions effectively and efficiently. Despite the limitations and obstacles in adopting and implementing e-commerce, SMEs can still enjoy the benefits of e-commerce. Yemen is still developing the basic elements of an e-commerce infrastructure such as networking, electronic payments and IT-related services, including information technology education and training. Yemen has recently gained higher mobile subscriptions and Internet access penetration rates. The increased use and popularity of mobile phones in Yemen has opened the door to large-scale introduction of e-commerce. Due to the high penetration rate and infrastructure construction, Yemen has good potential to apply ICT and e-commerce. However, Yemeni e-commerce must overcome the lack of experience and skills such as ICT and e-commerce, the concentration of ICTs in urban areas, and the shortage of information technology personnel and facilities. The document suggests that effective e-commerce adoption and implementation should be conducted under carefully designed national ICT and e-commerce development plans and guidelines. Improving information technology training of the future specialists in the higher educational establishments in the conditions of digital economy

The paper is devoted to one of the most important directions of development of the system of higher education in the era of digitalization, i.e. the information technology training of future specialists. In this work, the need to improve the information technology training of bachelors and masters in the university is substantiated as one of the components of fundamental training of a modern specialist for the digital economy of Russia. On the basis of analysis of relevant theoretical, methodical, and technological approaches of domestic and foreign scientists and practitioners to the issues of improving information and technological training of students in the university, the authors of the article: (i) consider the distinctive features of modern information technology training of students requiring close cooperation of higher education institutions with the labor market in order to promptly adjust the content of curricula in accordance with employers’ requests, as well as to follow the concept of advanced education; (i) emphasize that, despite the digital transformation of educational process, changing forms, and methods of teaching, and competences, the most important requirement for the updated system of information technology training of students is to maintain its fundamental nature; (ii) emphasize the importance for future specialists to have programming skills, and their readiness to interact with information systems and technologies, as well as the ability to engage an independent and productive dialogue with computers, make decisions and perform assigned professional tasks and manage complicated automated complexes; (iii) justify and systematize the principles of selection of the content of information technology training for the higher educational establishments’ students, taking into account the requirements of Federal State Educational Standards for the Higher Education (FSES HE), domestic and foreign standards in the field of information technology, as well as the concept of advanced education; (iv) offer a system of methodical and technological approaches to improving the information technology training of future specialists in the higher educational establishments using practice-oriented and optimization approaches, advanced education, and e-learning using distance education technologies.

Introduction. The steady increase in scientific information, the growth of the social role of the individual and the intellectualization of his work, the rapid change in military technology and technology require constant development, modernization of military education, bringing its condition and capabilities into line with the socio-economic needs of the developing society. This, first of all, concerns the provision of a qualitatively new level of educational process in military education institutions, which is carried out in the corresponding pedagogical systems of the basic functional subsystems of any system of education. An important component of such systems is the computer-based learning environment and electronic media that it forms, as well as information technology education, which reflect and provide the introduction of modern teaching methods in educational practice.Purpose. The purpose of the paper is to answer some of the important theoretical and practical questions of their solution, namely: 1. What do we mean by electronic means and their collections, what is their place and what role they play in the modern educational process? 2. In what educational and educational environment electronic means are used, what we mean by computer-oriented learning environment, how these categories are interrelated and what role in them is determined by electronic means.Methods. The research was conducted using the following theoretical methods: analysis and synthesis, generalization and systematization; modeling.Results. The results of the study indicate that the skillful use of modern electronic means and information technology training in the educational process of educational institutions of military education creates a multifunctional computer-oriented learning environment. The only educational space provides the normalization and standardization of the creation of information educational resources, the expansion of scale and unification of their application in educational practice.Originality. From the point of view of the system approach (task), a multidimensional problem such as the creation of electronic facilities and a computer-based learning environment of modern pedagogical systems and scientific and practical approaches to their creation and development at the stage of modernization of Ukraine's military education are considered.Conclusion. Within the framework of this article, we have tried in a variety of ways and, in many ways, from our own point of view to consider this multidimensional problem, to indicate the level of our understanding. At the same time, a wide range of issues related to this problem would not allow to comprehensively highlight such an issue of today for the military education of Ukraine and the complex problem as the creation of electronic means and a computer-based learning environment of modern pedagogical systems, scientific and practical approaches to their creation and development at the stage of modernization of Ukrainian military education. The prospect of further development of this problem is the question of the formation of the composition and structure of the computer-based learning environment both on the level of scientific research, and on the level of practical implementation.

The Light Source Metaphor Revisited—Bringing an Old Concept for Teaching Map Projections to the Modern Web

Map projections are one of the foundations of geographic information science and cartography. An understanding of the different projection variants and properties is critical when creating maps or carrying out geospatial analyses. The common way of teaching map projections in text books makes use of the light source (or light bulb) metaphor, which draws a comparison between the construction of a map projection and the way light rays travel from the light source to the projection surface. Although conceptually plausible, such explanations were created for the static instructions in textbooks. Modern web technologies may provide a more comprehensive learning experience by allowing the student to interactively explore (in guided or unguided mode) the way map projections can be constructed following the light source metaphor. The implementation of this approach, however, is not trivial as it requires detailed knowledge of map projections and computer graphics. Therefore, this paper describes the underlying computational methods and presents a prototype as an example of how this concept can be applied in practice. The prototype will be integrated into the Geographic Information Technology Training Alliance (GITTA) platform to complement the lesson on map projections.

The Next Generation Blueprint of Computational Toxicology at the U.S. Environmental Protection Agency.

The U.S. Environmental Protection Agency (EPA) is faced with the challenge of efficiently and credibly evaluating chemical safety often with limited or no available toxicity data. The expanding number of chemicals found in commerce and the environment, coupled with time and resource requirements for traditional toxicity testing and exposure characterization, continue to underscore the need for new approaches. In 2005, EPA charted a new course to address this challenge by embracing computational toxicology (CompTox) and investing in the technologies and capabilities to push the field forward. The return on this investment has been demonstrated through results and applications across a range of human and environmental health problems, as well as initial application to regulatory decision-making within programs such as the EPA's Endocrine Disruptor Screening Program. The CompTox initiative at EPA is more than a decade old. This manuscript presents a blueprint to guide the strategic and operational direction over the next 5 years. The primary goal is to obtain broader acceptance of the CompTox approaches for application to higher tier regulatory decisions, such as chemical assessments. To achieve this goal, the blueprint expands and refines the use of high-throughput and computational modeling approaches to transform the components in chemical risk assessment, while systematically addressing key challenges that have hindered progress. In addition, the blueprint outlines additional investments in cross-cutting efforts to characterize uncertainty and variability, develop software and information technology tools, provide outreach and training, and establish scientific confidence for application to different public health and environmental regulatory decisions.

The Paediatric electronic Persistent Pain Outcomes Collaboration (PaedePPOC): establishment of a binational system for benchmarking children's persistent pain services.

Chronic or persistent pain is a growing global health problem. Effective management of pain emerging in childhood may prevent long-term health and vocational consequences. Internationally, paediatric pain services are a limited resource and, as such, must strive to improve equity, outcomes, and value for money. The Paediatric electronic Persistent Pain Outcomes Collaboration (PaedePPOC) is a binational paediatric outcome measurement centre that aims to measure, benchmark, and improve children's specialist pain services in Australasia. This study documents the establishment of PaedePPOC and presents baseline and initial outcome data. Binational consensus meetings determined the measures. Governance structures, collection protocols, information technology, site-specific logistics, and onsite training were achieved within 18 months. Children and parents complete baseline and progress questionnaires. Seven of 10 Australasian services provided data to PaedePPOC, with 1432 patients enrolled until June 2018. At baseline, patients were 12.4 ± (3.0) years, 68% female, 93% Australian-born, and 5% Aboriginal and/or Torres Strait Islander people. Most had moderate-severe functional disability and impaired quality of life, with pain affecting school attendance and employment. Opioid-containing medicines were used often or daily by 16%. Patients completing outcome measures at treatment end reported clinically significant improvement in pain intensity (49% of patients), functional ability (59%), and quality of life (69%). The PaedePPOC initiative has been successfully integrated into children's pain services, yielding timely point-of-care information to support clinicians and families, and valuable binational and service data to inform quality improvement and future sector planning.

Effectiveness of Online Tools for First Generation Business Start-ups Sustainability in Satara

Entrepreneurship Education, Information Technology (IT) education, training, mentoring and post-training support is necessary to empower the rural youths for the establishment of their start-ups. Use of ‘IT’ in the business activity is now needed to cross geographical boundaries for its potential market. In this research, investigator studied effectiveness of various online tools and its impact upon the sustainability in terms of revenue generation of the business started by the youth in Satara. It is specifically related to rise in the rate of sale with the use of online tools. In this study, it is observed that well-organized training is found useful for capacity building of rural youth entrepreneurs and revenue generation in their start-ups through interventions of IT tools. During the training of participants of experimental group, market place simulations, IT product development, digital marketing and online platforms are found to be effective with social media platforms. It is for the interactive tele-collaboration and to develop latest skills with responsive webs, mobile and web apps. It is found useful to attract potential customers to the start-ups of the experimental group participants as compared to the start-ups of the participants of the control group.

African American Males Learning Online: Promoting Academic Achievement in Higher Education

Online education is expanding within higher education. However, attrition rates for African American males enrolled in higher education in general, and in online courses specifically, is on the rise. Because the future of our nation depends on how well our educational institutions develop, nurture, and deploy talent, an investigation was conducted to identify factors that promoted online course completion among African American male undergraduate students. Ten males who successfully completed online courses were interviewed, and significant themes were identified. Factors that contributed to online course completion were financial assistance, prior academic achievement, previous information technology (IT) training, continuous academic enrollment, student selection of topics perceived as uncomplicated and less demanding or familiar due to sufficient prior knowledge, use of handheld digital devices, and a non-prejudicial learning environment. Based on these findings, recommendations are made that include strategies policymakers and educationists can implement to promote academic achievement and degree attainment among African American males in higher education.

Assessing staff awareness and effectiveness of educational training on IT security and privacy in a large healthcare organization.

BackgroundThe increased use of health information systems and information technology (IT) in healthcare heightens the risk of security and privacy breaches. Necessary measures such as effective IT training and education are required to meet the challenges of protecting patient information.PurposeThe objective of the study was to determine the effectiveness of existing educational and awareness modules in delivering the key messages around IT security and privacy.MethodsThe study was conducted in a large healthcare organization in Western Canada from September 2016 to March 2017. Using proportionate stratified random sampling, an online survey was distributed to all professional groups including clinical and non-clinical staff. In total, 586 participants responded to questions pertaining to whether or not they were aware of the IT education material, common potential breaches, and knowledge in preventing IT security and privacy breaches. Data were analyzed in SPSS version 19.ResultsThe study found that most of the participants (80.9%) completed the online IT training. Staff perceived the online training as effective (57.5%). There was a significant positive correlation between staff perception about the effectiveness of IT security educational material and satisfaction with IT security in the organization (r=0.34, P<0.01). Those who completed the training were 4.2-times (CI=2.0–8.8) more likely to correctly report the action upon receiving spam emails than those who had not completed the training. The most common type of breach stated was not knowing how to encrypt emails when sending emails outside the organization. Only a small proportion of clinical (25.5%) and non-clinical staff (30.4%) reported knowing how to encrypt emails. Also, participants identified various strategies for improving the module content and compliance.ConclusionOnline training provides a basic understanding of IT security and privacy concepts to prevent potential breaches. The training should be an integral part of healthcare staff continuing education to protect patient information.

The article reveals the problems of integration of information and communication technology training. It covers technologies and methods used in the formation of the communicative competence of students. This process is complex and multifaceted phenomenon very different depending on the institution. Of great importance is that industry professionals which we are preparing. This in turn determines the approach and the principles on which the process of communicative competence of the future experts by means of information and communication technologies. We counted the number of allocated enough time for a thorough and efficient formation of communicative skills. We also think of communicative competence as system components are inextricably linked to effective formation of communicative competence of future specialists and teaching methods that integrate data with training. Described principles of creation and training, which are the basis of communicative competence of students. Dedicated general principles governing the specific methods of education high school students. There are different approaches to training of communicative competence of future professionals. The best is the subject-activity approach. It requires a change in the essence of the educational process and puts at the center of a person who qualifies. Analysis of communicative competence and dedicated general principles governing the specific methods of education high school students. These principles are well described in the article. Also mentioned conditions based on which the process of formation of communicative competence of students. They play an important role in this study. By means of ICT related training resources on the internet, computer training and telecommunications, so they play the principal place of learning. Also noteworthy is a large so-called contextual learning technology, which is based on modeling future careers professionals that promotes communication skills and motivating students. Since the issue of communicative competence is very important today, the more scientists involved in this problem. The article contains a number of scientists who study, analyze and provide practical advice on the problem of communicative competence. However, the changes invent new hardware, and this leads to search for new mechanisms that may influence the communicative competence. So the question will always be open.

Peningkatan Pemahaman Kurikulum 2013 bagi Guru Sekolah Dasar

This community service activity aims at developing skills for elementary school (SD) teachers of Muhammadiyah Sirojuddin in using information technology media, namely Microsoft Excel to process the data of the assessment result to the report in accordance with curriculum 2013. The method used was through information technology training divided into three stages, namely: (1) description making of each grade on the fields of affective, cognitive, and psychomotor; (2) submitting grade of affective, cognitive, and psychomotor fields; (3) converting grade from number to descriptive form. The community service was carried out in six times of meetings with 17 teachers of SD Muhammadiyah Sirojuddin. The result of the service community are 15 teachers are helped in understanding curriculum 2013 and grade conversion process based on Microsoft Excel program. The result of the descriptive grade is the one that will be benefitted by the teachers as data input in the report in accordance with curriculum 2013.

Engendering inclusive e-government use through citizen IT training programs

Around the world, governments turn to information technology (IT) training programs to enhance equitable delivery of online public services to citizens. However, the effectiveness of these citizen training programs has gone unexplored. This study is motivated by two objectives: 1) To evaluate whether citizen participation in government training programs is associated with greater e-government use among participants, and 2) To assess whether the strength of this relationship varies according to whether a citizen is elderly, disabled, or not – those who are elderly or disabled tend to use e-government the least. We use data from South Korean to examine these objectives. Findings indicate citizen participation in government IT training programs is positively associated with e-government use and that this relationship is stronger for citizens who are elderly or disabled. These findings highlight the potential of government IT training programs to mitigate the digital divide. Implications for research and practice are discussed.
